A playground for all kids Statistics show drop in O’Fallon’s overall crime rate Information submitted to the FBI’s Uniform Crime Reports indicates that the City of O’Fallon’s overall crime rate dropped by 1% in 2010. The total number of O’Fallon’s “Part 1 Crime Rate” (violent crimes and property crimes) for 2010 was 1,980 crimes, down from 2,010 crimes in 2009. Both the criminal homicide and arson rate decreased 100%, with no murders and no arson fires in 2010. Forcible rape decreased by 25%, robbery decreased by 18%, burglary by 14% and larceny theft by 6% in 2010. “These statistics continue to demonstrate what our residents already know, O’Fallon is a safe community in which to live and raise a family,” said Mayor Bill Hennessy. “Thank you to our residents for remaining vigilant and our dedicated law enforcement officers for their continued diligence in serving our residents.”

or most kids, the playground is one of the best of all places to be. You can jump, shout, run, climb, swing, or chase your friends until you’re breathless. But for kids with disabilities and life-threatening Illnesses, most playgrounds are places where they can’t go because the equipment wasn’t made for them. They are often left on the sidelines watching as their friends play. And for parents of children with disabilities, it’s tough to see your child left out. Here in O’Fallon, we’re going to change that. The City of O’Fallon is partnering with Unlimited Play, a local not-for-profit, to raise funds for O’Fallon’s first allinclusive playground, where kids of all abilities, including those in wheelchairs, can laugh and play together. The new playground will be designed so that all kids will have the same opportunities to swing, slide, and even climb. Kids of all abilities will be able to play side-by-side, letting their imaginations run wild. But we need your help to make this dream come true. You and your family, business, church or club are invited to join in making the new, universal-access playground a reality for O’Fallon families with a donation to help provide playground equipment, picnic tables, a memorial brick, a shelter, and many other items. You’re also invited to have fun and contribute at our Trivia Night fundraiser on April 29. A limited number of tables are available, so please register quickly! However you choose to donate, your legacy will give the gift of play to all O’Fallon children!

Municipal election – April 5, 2011 The City’s general election in will be held from 6 a.m. to 7 p.m. on Tuesday, April 5, 2011.

ix seats are open on the O’Fallon City Council, and candidates have filed in all five City wards. Voters can choose a candidate to represent each vacant seat in the ward in which they live. Two candidates each have filed for three-year terms in Wards 1 and 2. In Ward 3, voters have two seats to consider, and can vote for one of five candidates to fill the remaining 2 years of a 3-year term, and also one candidate who filed for a three-year term. In Wards 4 and 5, one candidate in each ward has filed for a three-year term. In addition, O’Fallon voters can vote on the following ballot issues: • Proposition S, known as the “O’Fallon Smoke-Free Air Act,” an ordinance to prohibit smoking in indoor work places and public places.

The annexation of seven (7) parcels into the City of O’Fallon’s corporate limits. The O’Fallon City Council approved propositions A.1 – A.7 related to the annexation of these unincorporated properties into the City, and voter approval is required to complete the annexation.

O’Fallon’s Municipal Candidate Forum 2011 Tuesday, March 15 7 p.m., O'Fallon Municipal Centre (City Hall) The public is invited to hear O’Fallon’s City Council candidates in the April 5 municipal election air their views at the Mayor’s Youth Advisory Council Candidate Forum. The event will begin at 7 p.m. on Tuesday, March 15, in the Council chambers at O’Fallon City Hall. The forum also will be broadcast live and on demand on O’FallonTV, the City’s cable access. Candidates will be allowed opening and closing statements, and will respond to questions asked by the Mayor’s Youth Advisory Council members. Municipal News www.ofallon.mo.us/News Springtime is utility tax rebate time for residents who are disabled or age 65 or older O’Fallon residents meeting certain income guidelines and who are age 65 or older, or completely disabled, are encouraged to file for the City’s utility tax rebates on taxes paid on gas, electricity and phone service. Filing will begin on Friday, April 1, and continue through Tuesday, May 31, 2011, at O’Fallon City Hall. City staff will be on hand to assist residents from 8:30 a.m. – 4:30 p.m., Monday through Friday. To qualify by income, seniors (65+) and completely disabled residents must have an annual adjusted gross income that does not exceed, or is less than:

Low-income O’Fallon homeowners can apply for home improvements that lower heating and cooling expenses Thanks to a grant to the City of O’Fallon from the Missouri Department of Natural Resources' Energize Missouri Housing Initiative, low-income O’Fallon homeowners meeting income and other guidelines can apply for home weatherization improvements, such as insulation, caulking, window repairs, doors, weather stripping, heating and cooling systems, and water heater repairs. Team O’Fallon delivers donations, wins awards at the Polar Plunge

O’Fallon’s 26th Annual Safety Town registration opens April 4 at the Renaud Spirit Center

Costumed as various characters from Star Wars and Star Trek, Team O’Fallon’s police officers and City employees were among the 449 participants who jumped into the 30-degree waters of Lake St. Louise for the annual Polar Plunge fundraiser on February 5. The 16-member team donated $5,800 to the Missouri Special Olympics. Dressed as Spock, Detective John Neske took second place for Best Individual Costume, and Courts Administrator Jeff Chapple won second place as the Highest Individual Fundraiser. Jeff raised and donated $2,095.

For the first time, residents will be able to enroll children in O’Fallon Safety Town either online or in person at the Renaud Spirit Center. O’Fallon Safety Town is a nationally-accredited program that uses a simulated town layout to teach children ages 4½ through 6½ how to stay safe. The two-week Safety Town sessions will be held at South Middle School, 300 Knaust Road in St. Peters. Registration opens at 8 a.m. on Monday, April 4.

O’Fallon police officers honored For saving lives at the risk of their own, two O’Fallon police officers were honored at the 31st annual VFW Post 5077 Community Appreciation Awards ceremony in January. In responding to a report of an accident at the intersection of Highway K and Laura Hill Road on March 8, 2010, Officer Van Wave found a car on fire and the semi-conscious driver inside. Officer Van Wave entered the car from the rear and pulled the driver from the burning vehicle. Sgt. Landsness was off-duty on October 23, 2010, when he heard cries for help from a woman struggling against the current in the Missouri River. Sgt. Landsness dove into the water and brought the woman ashore. For their courage, Sgt. Steven Landsness and Police Officer Ryan Van Wave each received the VFW Life Saving Award. In addition, Officer Van Wave received the VFW Community Service Officer of the Year Award, and Sgt. Landsness was given the National VFW Law Enforcement Award.

Spring trash and recycling services

The City of O’Fallon is leading the way in our area for recycling. We increased our City’s recycling from a monthly average of 445 tons in 2009, to our current average of over 500 tons a month in 2010–2011. That’s about a 13% increase over 2009. The dedication of our residents to recycling is a big reason that O’Fallon residents continue to pay the lowest rates in the area for trash and recycling service. In fact, there hasn’t been a rate increase since 2002, when the program began.

O’Fallon’s Green Initiative website As part of the city’s goal to become the Best City in Missouri, O’Fallon is committed to becoming a Green City, as well. What does that mean? The City has pledged to reduce by 2% community-wide the use of electricity, water and natural gas by the year 2020. Meeting this goal, which is outlined in the Energy Strategic Plan Report, will require everyone’s help. As one of the region’s leaders in recycling, we’re already on our way. The practical side of cutting back on our use of water, electricity and fuel is that we’ll cut costs and make our community healthier, too. Roscoe’s Tip: Missouri’s Department of Natural Resources asks everyone to avoid bagging lawn clippings. Instead, turn the clippings into mulch as you mow, or else add the clippings to the compost pile.

Saturday and Sunday, May 21, 22 7 a.m. – 3 p.m. Doing a little spring cleaning? O’Fallon residents are welcome to bring items that are too large to fit into trash containers to the City’s waste transfer station at 1572 Progress West Lane during quarterly bulk item drop-off days. The service is free to residents who are current on their bill. Be sure to bring a photo ID with your O’Fallon address. Please note that some items cannot be accepted by law, such as yard waste. For a list of acceptable and unacceptable items, please visit www.ofallon.mo.us/ES.

Sign up for O’Fallon’s yard waste disposal If you already have yard waste service, which resumes on Monday, March 14, you know what a convenience it is to be able to dispose of limbs, grass, leaves and weeds throughout the season, which extends to December 9. It’s good for the environment, too, since yard waste is used to make compost. It is illegal to dump yard waste into City storm sewers because the material pollutes creeks, streams, rivers and lakes. To sign up for yard waste collection, please contact Environmental Services at ofallonrecycles@ofallon.mo.us or 636-272-0477. The cost is $7.50 per month, or $22.50 per quarterly bill.

Memorial Day trash and recycling collection schedule Due to the holiday on Monday, May 30, no trash, recycling or yard waste will be collected, and all trash and recycling collection will move forward one day, with Monday’s service moving to Tuesday, and so forth throughout the week. This interesting, six-week program for adults (age 18+) builds on hands-on training, professional lectures on a variety of topics, and includes a chance to ride on patrol with a police officer. Class meets on Tuesdays and Thursdays from 6:45- 9:45 p.m., and includes one Saturday class for firearms training. The cost for the academy is $30. Historic Heald Home events Born and raised in the settler fort built by Jacob Zumwalt circa 1798, Darius Heald became a community patriarch and benefactor. Just up the hill from the old log fort, he built a handsome, two-story brick house circa 1884, naming it Stony Point Plantation, and lived there until his death in 1904. The City of O’Fallon restored the home in 2001, and now the Heald Home is open for tours during special events and by appointment.
