Summertime fun in O’Fallon’s parks O’Fallon once again takes top spot as “Most Livable Small City” in America SmartAsset.com, a financial advice website, compiled their 2022 edition of the “Most Livable Small Cities in the United States,” and O’Fallon was ranked #1 overall for the second year in a row, beating out hundreds of other cities in a variety of metrics. SmartAsset.com cited O’Fallon’s high quality of living, home affordability and low income inequality in ranking O’Fallon. The site also noted the City’s concentration of entertainment establishments, access to healthcare and low average commute time. ummer is finally here! This is truly one of my favorite times of year, as our community comes alive with family-friendly events, festivals and celebrations all season long. Our City’s Heritage & Freedom Fest returns to celebrate America’s birthday, and this year’s festival was just too big to fit into only three days. So, for the first time ever, our 4th of July bash runs from July 1–4. Enjoy carnival rides and games on the midway, explore our sideshows and the thrilling RISE ABOVE traveling exhibit, and settle in for some “oohs” and “ahhs” with the best (and brightest) fireworks display in St. Charles County. On July 4, Rock & Roll Hall of Fame legends Cheap Trick will rock the Heritage & Freedom Fest Main Stage with their instantly recognizable brand of pop rock ‘n’ roll, jamming out with hits like “I Want You to Want Me,” “Surrender” and the worldwide #1 hit “The Flame.” On July 3, breakout country star Chris Janson will electrify audiences with his trademark high-octane tracks. His chart-topping hits include the infectious “Buy Me a Boat” and “Good Vibes,” and this artist will show O’Fallon why he’s one of the most exciting new voices in country music. Here at City Hall, we’re putting the finishing touches on all of our other incredible summer events. Our weekly Jammin’ concerts have already been a smash hit, and we’ve got more great shows coming up all summer. All of our favorite events at O’Day Park are returning as well, beginning with a free Concert in the Park on June 23 featuring local rock band Hounds. Make sure to keep an eye on our website and social media pages for updates on Food Truck Frenzy, Summer Sendoff and Fall Into the Arts later this year. While you’re planning a summer full of fun for your loved ones, I’d like to join the O’Fallon City Council in wishing you and your family a safe, enjoyable season. ’Fallon’s Heritage & Freedom Fest is coming up on July 1–4 at the Ozzie Smith Sports Complex! Make plans with family and friends to join in the City’s patriotic celebration of our nation’s birthday, featuring free concerts by Cheap Trick on July 4 and Chris Janson on July 3. Admission and parking are free, and the fun includes free family-friendly sideshows, vendors and games in Entertainment Alley, spectacular fireworks after each musical performance and an exhilarating carnival and midway. This touring display tells the stories of the Tuskegee Airmen and the Women Airforce Service Pilots and their efforts to overcome adversity and serve their country during World War II. The display features a 160-degree panoramic screen that makes guests feel like they're in the cockpit along with these American heroes. This exhibit will be on display July 2–4 at O'Fallon's Heritage & Freedom Fest.

O’Fallon’s Heritage & Freedom Fest Parade steps off at 9:30 a.m. from the corner of Main Street and Civic Park Drive, heads north on Main Street, turns east on Tom Ginnever Avenue and ends at T.R. Hughes Boulevard near the festival entrance. This year's theme is “American Heartland,” and the prize-winning entries will be announced on the festival main stage.
Ride it again... and again... and again with unlimited ride wristbands With more than 16 exciting rides for kids, teens and adults, why limit yourself? Purchase an all-you-can-ride wristband in advance for $20 per day, on sale June 1–30 at www.heritageandfreedomfest.com. Wristbands also can be purchased on-site at the festival for $25 per day. Temporary road closures for fireworks displays July 3, 4 On Sunday and Monday, approximately 30 minutes before fireworks are scheduled to begin, T.R. Hughes Boulevard and Cool Springs Industrial Drive will close temporarily and remain closed until 30 minutes after each show ends.

Projects and ongoing developments continue across O’Fallon
2022 Asphalt and Crack Sealing programs target new neighborhoods
Change is happening across O'Fallon as we work to improve your roads and streets. City staff continues to work on improvement projects throughout our community, and motorists will soon see the benefits of these important infrastructure upgrades.
This year, crews are milling and overlaying 27,000 square yards of asphalt pavement, and the project will include upgrades to curb ramps throughout the City. Meanwhile, our crack sealing teams will be sealing joints and cracks on roughly 67 lane miles of roadway throughout our neighborhoods and subdivisions.

I-70 Improvements Project Following the successful completion of the first phase of the I-70 Corridor Improvements Project, work has begun on the second phase of this important renovation project. City staff has entered into a construction agreement approval with a contractor, and work has now begun. Phase 2 will see the completion of the Texas U-Turn on the west side of Highway K, as well as improvements to the outer road system between Woodlawn Avenue and Highway K. Look for this project to conclude in mid-2023.

Highway DD Improvements This rapidly-expanding region of the City has seen extensive reworking of the critical Highway DD corridor. Vehicle traffic is now making use of the new pavement, and can make use of the new intersection at Dalriada Blvd. Work continues on the northbound lanes and the eastbound and westbound exit ramps from I-64, and we’re expecting to wrap up this project in the summer months.

Mexico Road Phase III and Pedestrian Bridge Install During this project, crews have been working on ADA upgrades for Mexico Road from Highway K to Bryan Road. Also included in this phase are the reconstruction of curb ramps at intersections and the installation of other ADAcompliant upgrades. As part of this project, a pedestrian bridge will be installed over Belleau Creek near Woodlawn Avenue. While this phase is underway, travelers can also expect resurfacing of Mexico Road throughout June. The resurfacing will provide Mexico Road with improved ride quality and increase the longevity of this thoroughfare.

N. Cool Springs Road Bridge Replacement The N. Cool Springs Road bridge replacement is about to get under way. The bridge will be closed beginning June 6. Depending on weather, our contractor expects to complete construction by August 5. Detour routes will be marked during construction.
Understanding O'Fallon's Water Service Line Insurance Program While water problems between the water main and exterior meter have always been covered by the City, developing a leak between the meter and your home used to mean you'd be on the hook for expensive repairs. That changed in 2021, when O'Fallon voters approved the Water Service Line Insurance Program.
This insurance program covers every residential property owner in the City and pays eligible repair costs up to program limits for: •
Private water service lines that run between the water curb stop/exterior meter box and 1 foot outside of the exterior foundation wall

Required street, sidewalk and driveway pavement replacement
•
Seed and straw for yard repairs
•
Administrative costs

Police Bulletins Observant. Professional. Dedicated Golf cart pop-up patrols continue community outreach efforts As part of the O’Fallon Police Department’s continuing outreach to O’Fallon’s neighborhoods, the Community Services Section launched “pop-up” patrols in City neighborhoods using golf carts to patrol the neighborhoods and engage with residents. The initiative allows officers to interact with residents, hear concerns and get a feel for what’s happening in various subdivisions. There are no announcements of where they will be to ensure the interactions are spontaneous and natural. The Police Department also has partnered with Operation Juice Box, a non-profit organization dedicated to promoting positive relationships between law enforcement officers and the communities they serve, to share juice boxes with thirsty kids playing outside in the summer heat.

Special needs emergency stickers available In the continuing effort to make sure residents of O’Fallon are as safe as possible, the O’Fallon Police Department has stickers (free of charge) that will alert first responders that an individual has special needs. These stickers are for homes or vehicles and are intended to aid first responders when interacting with those who may have difficulty with verbal communication. The stickers are available for residents who are deaf, have Alzheimer’s, dementia, epilepsy, diabetes, autism or other special needs. If you or a loved one is a resident and are interested in getting a sticker, please contact the O’Fallon Police Department at 636-240-3200.
Officers have reported that through the patrols, they have had great conversations with residents and learned new information that has helped the department better address issues throughout the City.
Help prevent crime by registering your home camera or surveillance system When crime happens, the O’Fallon Police Department searches high and low for clues. The growing trend of homeowners adding home or doorbell cameras and surveillance systems has given police a new tool to help identify suspects or possible witnesses, even if the crime does not happen on your property. If you have a doorbell camera or surveillance system, consider registering for our Residential Surveillance Program. All you have to do to participate is be a resident or business owner who wants to alert the Police Department about surveillance on your property. This only gives officers your contact information, not access to any cameras or video. The O’Fallon Police Department will only contact you in the event a crime occurs in the vicinity of your home or business. To register, please visit www.ofallon.mo.us/camera.

Roscoe’s Den Trash, recycling and yard waste announcements Make your next renovation project easier with roll-off container rentals Planning on redoing your kitchen? Need to clean out the basement or garage? A large roll-off trash container delivered right to your driveway can make these big jobs much easier. Roll-off containers may be used for most trash, excluding tires, appliances, liquids, car batteries and hazardous waste. In addition, roll-off containers may be used for yard waste projects, but yard waste may not be combined with other trash. Free Bulk Waste Drop-off Events Saturday, June 18 and August 13 7 a.m. – 3 p.m., Environmental Services Transfer Station Make plans to drop off your oversized trash at our free Bulk Waste Drop-off events. O’Fallon trash customers can drop off certain items that are too large to fit in trash containers, such as carpeting or furniture, at the City’s waste transfer station. Free Shred-It Day for O’Fallon residents Saturday, September 17 8 a.m. – noon, Environmental Services building O’Fallon’s Environmental Services Department offers a “Shred-It Day” where anyone can bring in boxes of paper to be shredded in a secure environment. The event will take place on Saturday, September 17, from 8 a.m. until noon at the Environmental Services building at 1550 Progress West Lane. To participate, place the documents in cardboard bankers’ boxes, or cardboard boxes of a similar size, and drive up to the facility and drop them off. Please make sure the boxes are not too heavy to lift or overfilled. The service is free for trash customers for up to five bankers-sized boxes. Additional boxes will be accepted for a cost of $5 per box. Residents without trash service and non-residents may also drop off paper for shredding at a cost of $5 per box. Trash customers must bring photo identification showing O’Fallon residency and their account must be in good standing in order to receive the free services. Please do not bring computer discs or hanging file rods. If you can tear it, then we can shred it with this complimentary service. It is okay for documents to have staples or paper clips.

Public Assistance O’Fallon’s grants and assistance programs can help eligible residents with home maintenance, For low-income residents and others who qualify for help, the City of O’Fallon offers a variety of programs such as zero-interest loans and grants for home maintenance. Exterior Home Repair Program O'Fallon's Exterior Home Repair Program assists low-tomoderate level income O'Fallon residents with external home repairs that they would not otherwise be able to afford. This program offers up to $10,000 in the form of a one-time grant for eligible repairs.
Interior Home Repair Program O'Fallon's Interior Home Repair Program assists low-tomoderate level income O'Fallon residents with internal home repairs that they would not otherwise be able to afford. This program offers up to $7,500 for eligible repairs as a 5-year forgivable loan. This loan is only subject to repayment if property transfers ownership, is refinanced for cash-back or the homeowner borrows against the equity in the home.

Stay alert for scams targeting veterans Have you received a suspicious call from an organization claiming to represent or have affiliation with the Department of Veteran Affairs (VA)? Did the caller guarantee a lucrative payout for your disability compensation or pension claim for a small fee? If so, you may be a target of a scammer. Recently, VA has seen an increase of fraudsters and non-accredited representatives who are targeting the pension benefits of elderly veterans and their dependents and survivors. To avoid being a victim to these tactics, here are some helpful tips to remember when protecting yourself from fraud: •
Be suspicious if someone offers to shift your assets around to qualify for VA pension. You may be required to repay benefits to the government.
•
Never share eBenefits, VA.GOV or other VA login credentials with anyone.
•
Do not deposit VA benefits directly into a third-party bank account unless the person is court-appointed or a VAaccredited fiduciary.
•
Remember, VA does not charge for processing a claim or request a processing fee. Use VA-accredited organizations to help file your claim.
•
VA does not threaten or take adverse actions such as jail or lawsuits on claimants. If in doubt, call VA directly at 1-800827-1000.

Tips for your DD-214 Your DD-214, Discharge Papers and Separation Documents, is the most important military document you will ever receive. This form serves as your proof of military service and is often used to verify military service for benefits such as the GI Bill, VA Loans, VA medical benefits, retirement benefits, burial benefits, employment and membership in veteran’s organizations. Your DD-214 should be treated like any other important document. Keep your original copy in a lockbox, fireproof safe, safety deposit box or another secure location. Should you need a replacement of your DD-214, you will need to contact the National Archives at vetrecs.archives.gov. The O’Fallon Veterans Assistance Office is able to assist veterans and family with procuring a replacement DD-214.

Take a trip to our Landscape Department’s greenhouse to learn how this hardworking department cultivates horticultural highlights that keep O’Fallon colorful.
If you’ve ever enjoyed a walk through one of O’Fallon’s vibrant parks, or appreciated the hanging baskets of colorful flowers dotted along Main Street, you’ve been admiring the work of O’Fallon’s Landscape Department. This green team is responsible for the year-round appearance of our parks and City facilities — and much of their work begins in a small, unassuming building with a clear roof and a special purpose.
While our landscape crews do much of the heavy lifting, volunteers are also involved from start to finish. “Two volunteers, Rebecca and Beth, take on the tedious transplanting of seedlings and flatting out of annual flowers,” Bob explains. “Landscape staff also enjoy time in the greenhouse, but our volunteers really step up when things get busy in the spring.”

To start, the team creates color boards and digital representations of various plantings to determine what will work best at each location, taking into account conditions like amount of sunlight, moisture, and how plants will perform side-by-side. “This process works suprisingly well and helps us plan the perfect displays before we plant our first seeds,” Bob adds.

Some planting happens as early as Valentine’s Day, where carefullyselected seeds are placed in a special propagation tent. A misting system and heating cables promote quick, healthy germination. On Earth Day, volunteers help plant around 6,000 flowers at City facilities. Staff finishes up planting all across town through the first week of May.

“Landscape staff members take a great deal of pride in putting on a good summer show for the residents.” Bob says. “August is when these flowers really reach their peak and people start commenting on how beautiful our flowers and displays are. It’s incredible to cultivate tiny seeds in our greenhouse into truly showstopping displays in O’Fallon.”
The last seeds to be sowed are fastgrowing plants like marigolds or zinnias. The entire greenhouse fills up with plants and flowers that will be ready to be planted in late April. Staff also places beautiful hanging baskets along Main Street and at CarShield Field. For the rest of the season, Landscape crews will be carefully maintaining plant beds.
