Thank you for making our City even better! Drive through Westhoff Park named for dedicated O’Fallon resident With the additions of Brendan’s Playground and the skate park, the east side of Westhoff Park has seen some major improvements over the past few years, including a new entrance road from T.R. Hughes Blvd. In August, the new road was officially named after Bill Hayden, a long-time O’Fallon resident who spent many years coaching baseball in Westhoff and other nearby parks. At a ceremony announcing the naming, Mayor Bill Hennessy and family members remembered Bill Hayden as a loving father and grandfather, a World War II veteran of the U.S. Air Force, a gifted athlete who became a Golden Gloves boxing champion, and who as a revered baseball coach here in O’Fallon, became a true role model for hundreds of O’Fallon children.

n behalf of our residents, City staff and the City Council, thank you to the nearly 60 percent of voters who said “yes” on Proposition PARKS. Because of your support, for the first time in a generation, O’Fallon residents will get to see the construction of a brand new park in O'Fallon and a revamped Alligators’ Creek Aquatics Center. These new facilities will significantly enhance our parks, which are already loaded with things to do. This fall, our parks will be the place to enjoy terrific events like the free RSC Art & Family Festival with kids’ activities and an outdoor movie at the Renaud Spirit Center on Saturday, September 24. Then, October 7 from 6–10 p.m., come and dine at the Food Truck Frenzy and Fall Fest Street Dance in Civic Park. Food trucks will serve great cuisine and Fall Fest arts and crafts booths will be open for browsing. At 7 p.m., Contagious will start up the dance with rock ‘n roll hits. On Saturday, get your day off to a fast start at with the Fall Fest 5K/10K Run. Then, head on over to the Fall Fest in Civic Park from 10 a.m. – 4 p.m. for festival food and beverages, bluegrass music, the all-day “Farmer for a Day” family activity, a barnyard petting zoo and shopping for unique gifts, holiday decorations and accessories. On Veterans Day at 11 a.m., November 11, gather at the Veterans Memorial Walk for a ceremony thanking our veterans for our freedom. The following week, believe it or not, we’ll get the holidays started with the free Tree Lighting Ceremony at 6 p.m. on November 16 at City Hall. There’s a pretty good chance that Santa will stop by. This year is flying by, and there’s so much to do in O’Fallon. As you’re enjoying fall in our town, please remember to “Keep It in the O!” and support our businesses—they are the foundation of our great City!

Mark your calendar for the free St. Charles County Senior Fair on Saturday, October 1 from 9 a.m. – noon at O'Fallon Municipal Centre (City Hall). Hosted this year by the City of O’Fallon’s Senior Resident Advisory Committee, the fair offers opportunities to talk to various vendors and learn more about matters of importance to seniors. Entertainment and beverages will be provided. Flu shots will be available. And seniors will have a chance to meet special guests, take home giveaways and win raffle prizes. Family members are not only welcome, they are encouraged to accompany seniors to the event.

Grants and Assistance Home Improvement Loan Program helps with home repairs Keeping your home safe and in good repair is every homeowner’s responsibility. If you need to replace an aging heating/cooling unit, repair a roof or replace windows, find out if you can take advantage of O’Fallon’s Home Improvement Program. Funds are available for five-year forgivable loans of up to $5,000 to assist with maintenance issues and code violations. Applicants must meet certain requirements, including household income limits, have owned and occupied the house for at least one year and be current on mortgage payments and real estate taxes. Protect your home with O’Fallon’s siding installation repair program If you’re a low-income resident homeowner, the Siding Installation/Repair Program provides grants of up to $10,000 disbursed on a first-come, first-served basis to qualified applicants. O’Fallon’s transportation program for residents with disabilities O’Fallon residents who are legally-disabled may be eligible for up to two free round-trip rides a month to medical appointments, banks, and grocery and personal care shopping through the City’s Transportation Program for residents with disabilities. To qualify for the service, you must show legal proof of Social Security disability, such as a copy of the award letter and/or Medicare part A/B card. On Saturday, October 8, celebrate the best of the season at O’Fallon’s annual Fall Fest. Listen to live acoustic music, enjoy free country-style activities with your family, shop exciting booths stocked with trendy handcrafted gifts, décor and accessories, and picnic on festival food and beverages. Festival admission and parking are free. Food options include wood-fired pizza and pretzels, homemade sweetbread, chicken and dumplings, chili, gyros and popular beverages. For free family fun with a country-theme, try the “Farmer for a Day” activity, visit Nick’s Barnyard Buddies petting zoo, decorate a pumpkin and play pumpkin games. Fiery fiddle, banjo, bass and guitar-picking bluegrass by award-winning musicians will set the tone for this year’s festivities, with National Open Fiddle Champion George Portz & the Friends of Bluegrass headlining the music. The show includes the Moore Family Bluegrass Band, Missouri Bluegrass Harmonica Champion Eric Thompson, country and bluegrass vocalist Brenda Cook, and 13-year-old fiddle champion Deven Mahale of St. Louis. And step back to O’Fallon’s good ole days with a tour of the O’Fallon Historical Society’s Log Cabin Museum to see 19th Century items and many photos from O’Fallon’s small town beginnings.

O’Fallon’s Fall Fest 5K/10K Run and Superhero Costume Contest Saturday, October 8 7–8:30 a.m. O’Fallon Municipal Centre (City Hall) Race-day registration 6–6:45 a.m. Ready, set, go for a run, walk or jog through the City on a beautiful October morning. For the best price and runner’s perks sign up in advance with your friends or family for your choice of the 5K (3.1-mile) or 10K (6.2-mile) race. Both runs are digitally-timed with divisions and awards for all ages. For extra fun, wear a superhero costume for automatic entry in the Superhero Costume Contest, free. First, second and third-places prizes will be awarded. For online registration, visit www.ofallon.mo.us/fall-fest. The start/finish line will be set up outside the O'Fallon Municipal Centre (City Hall). The race runs through local neighborhoods before returning to the finish line at City Hall. Afterwards, enjoy complimentary snacks and beverages just for participants. The 5K award ceremony starts at 8 a.m., and the 10K ceremony follows at 8:30 a.m.

O’Fallon’s pre-festival Scarecrow-Making Contest is fun for both participants and onlookers Tap your creativity to create an original scarecrow for display in downtown O’Fallon and compete for a prize of $100, $200 or $300. The contest is open to O’Fallon businesses, organizations and residents. Scarecrows entered in the contest will be installed along Main Street and/or in front of O’Fallon businesses between September 30 and October 2. Then, on October 4–6, the community will decide the winners by voting for their favorite scarecrows on www.facebook.com/ visitofallon. Winners will be announced at the Fall Fest Street Dance on October 7, and the scarecrows will remain on display for everyone to appreciate through October 23. So join in the fun of decorating the City for fall with your scarecrow creation! You’ll find complete rules, guidelines and deadlines on the entry form at www.ofallon.mo.us/ fall-fest. Begin by filling out the entry form and submitting it with a $10 entry fee by Friday, September 16. Each participant will be supplied with a straw bale and a square of burlap on September 23. Fall is wrap-up time for road construction

Main Street Water Main replacement

Even as winter approaches, road projects continue throughout O'Fallon. Additionally, several major road projects are in the works to begin in 2017 and a number of projects are in various stages, from concept to planning and design to right-of-way acquisition and more. O’Fallon has an all-important water main running beneath Main Street, but it’s more than 60 years old and in need of significant upgrades, as recent breaks in the main have demonstrated. Construction for the proposed Main Street Water Main Project from Pitman Street to Tom Ginnever Avenue is anticipated to begin in early 2017, with completion in late 2017 or early 2018. The intersection of Waterford Crossing Drive and Highway K, where construction is underway to install two leftturn lanes, a shared/through right turn lane, a sidewalk extension and crossing signals.

Crews are completing surface maintenance on streets throughout the City as part of the annual crack seal program.

The City’s 2016 concrete program is continuing with the replacement of deteriorated slabs on various streets.

Notes on projects coming in 2017 I-70 Corridor Improvement Project The City of O’Fallon is moving ahead on the I-70 Corridor Improvement Project to provide relief for traffic congestion and make local businesses more accessible to drivers along the I-70 corridor. The project area to be improved is T.R. Hughes Boulevard to Woodlawn Avenue, with overall construction expected to start next fall (2017), with completion in late 2018, weather and other factors permitting. The $16 million-dollar project is already fully-funded, thanks to combined funds from MoDOT, East-West Gateway, the St. Charles County Road Board and $1.2 million from the City. The City’s share will provide for improvements to the I-70/Highway K and Main Street area. Project features include new interstate exits at Sonderen Drive and Woodlawn Avenue, revised signage to assist drivers, the construction of a new south outer road, making the outer roads one-way, Texas U-turns to keep traffic on the go and fewer traffic signals for drivers to navigate. Highway K shared use path from Feise Road to Technology Drive Construction is anticipated to begin in early to mid-2017 to unite segments of this pedestrian/bike path from Feise Road to Technology Drive. Construction will occur primarily along the west side of Highway K. Brighten your holiday with a tour through the Celebration of Lights November 25 – December 30 (closed December 25) Nightly, Fort Zumwalt Park Get into the heart of the holidays with a tour of the dazzling, nostalgic and inspiring Celebration of Lights display. Choose your favorite way to see the sights: cruise through the park with friends or family in your own vehicle or bundle up your family for a City train ride, a tractor-pulled sleigh-hayride or a ride in a horse-drawn carriage or wagon. Twinkling lights, unique holiday scenes and fireworks over the lake (7:25 p.m.) add wonder and excitement to the night. No reservations are needed, but you can avoid the line at the gate by pre-purchasing admission wristbands. The wristbands will be available November 14 through December 9 at the Parks and Recreation Administration Office, 400 Civic Park Drive, Monday – Friday, 8:30 a.m. – 4:30 p.m.

Roscoe’s Den Trash, Recycling and Yard Waste Announcements O'Fallon now offers two yard waste disposal options for residents:

O’Fallon’s free electronics and appliance recycling events

Year-round pick up option featuring weekly service March through December

Saturday, October 8 and December 3 8 a.m. – noon, west parking lot, CarShield Field

Year-round yard waste collection is available once a week from the second Monday in March through the second Friday in December of each year. The cost of the service is $5.62 per month ($11.25 for bi-monthly bill), and it is billed throughout the year. Monthly service continues during the winter months.

If you’ve got outdated or broken electronics and appliances — basically anything with an electric cord or which takes a battery — drop them off free of charge, except for CRT televisions which can be dropped off but with the following fees:

New free twice-a-year service Twice a year, residents enrolled in the City’s trash and recycling service, but who do not have year-round yard waste service, may call in a request for free yard waste collection for up to 10 units. A unit is one yard waste bag, one yard waste container or one bundle of sticks and limbs. After the two free collections are logged, if additional yard waste collection is desired the customer has the option of enrolling in O’Fallon’s yard waste program or requesting a one-time pick-up at $2 per bag at a minimum charge of $20. Residents may choose either option depending on individual needs. To make a change in your yard waste service, just call Environmental Services’ customer service desk at 636272-0477.

Day after Thanksgiving, Friday, November 25 Service moves to Saturday, November 26.

Christmas Eve, Saturday, December 24 No change in service.

Christmas, Sunday, December 25 No change in service this week (December 26–30.)

‘Groundbreaking’ marks the beginning of vertical construction on Justice Center

O’Fallon’s Veterans Affairs Office/131 BW Retirees Affairs Office Monday through Friday 9 a.m. – 4 p.m., except when City Hall is closed for holidays The O’Fallon Veterans Office is staffed with volunteers who are ready to offer retirees and veterans of all branches of the armed forces and their families guidance on a number of issues, including benefits and processes. Staff members come from all branches of the armed forces and include widows. The office gladly fields calls from people, veterans, retirees and families who may not know where to turn for help. We will listen to their situation, evaluate their needs and refer them to the proper agencies. Callers are welcome to ask for information such as where to get an ID card renewed, how to get help with Aid and Attendance for themselves or a family member, or help for the family when the veteran dies. The office publishes a quarterly newsletter that is emailed to about 600 retirees, mostly former members of the Missouri Air National Guard. The office is located on the third floor of City Hall. Although ground clearing and site preparation actually began earlier this year, the O’Fallon City Council and Mayor Bill Hennessy celebrated the beginning of the vertical construction phase of the new O’Fallon Justice Center with a ceremonial groundbreaking in July. A crowd of more than 150 local residents, business owners, O’Fallon police officers and City staff marked the occasion at the site along Bryan Road. Since the groundbreaking, construction on the building has progressed significantly, primarily work on the building’s foundation and further site preparation. The building currently is slated to open in late 2017.

Police Bulletins Get CERT-ified in disaster preparedness Friday – Sunday, September 23–25 Public Works Building, 1089 Public Works Drive Take advantage of this outstanding opportunity to learn basic disaster response skills, free, through O’Fallon’s Community Emergency Response Team (CERT) training. The O’Fallon Police Department’s 20-hour course will cover disaster preparation and survival, disaster psychology, basic medical treatment, terrorism, fire safety and light search and rescue. Classes meet from 6–10 p.m. on Friday and 8 a.m. – 5 p.m. on Saturday and Sunday. Participants completing the course will be able to keep valuable training materials for reference and participate in additional free training each month.
