Get out and about in O’Fallon this fall The Shape of Community rotating sculpture series brings public art to O’Fallon Bringing public art to the City’s landscape, The Shape of Community rotating sculpture series is being installed in prominent sites throughout O’Fallon this fall. This is the first of a series of exhibits of original sculptures that are on loan to the City for an 18-month period. ith a calendar full of exciting events and the arrival of comfortable temperatures, fall in O’Fallon is sure to be memorable. Kick off the season on September 8 with the Fall Fest in Civic Park, featuring booths filled with fall and holiday home and yard décor, gift items and food and beverages. Admission, parking and entertainment are all free, including great kids’ activities. Then on September 26, we’ll cut the ribbon on the Krekel Civic Center, bringing recreational classroom and event space back to Civic Park. Check out the features of this brand new facility on page 11. Also this fall, our City is installing an exciting new attraction, The Shape of Community sculpture series, with original, large-scale art on display throughout the City. As we get closer to Halloween, kids can dress in costume for the free Rec-or-Treat open house at the RSC with games, prizes, special guest characters Spiderman, Belle and Cinderella, and Scooby-Doo's Spookiest Tales on a large outdoor screen. Other great Parks and Rec programs include the RSC’s Pool Pumpkin Plunge with floating pumpkins to choose from, hayrides through Fort Zumwalt Park, the Haunted Park Hunt in Dames Park and the Haunted STL Tour. And, on November 14, the Tree Lighting Ceremony will return to City Hall to jump start the holidays with Santa. I hope to see you and your family there! Finally, on behalf of the O’Fallon City Council, I want to thank everyone who lives or works in the City for their patience as the first of major improvements to the I-70 corridor become a reality. I know it has been difficult for you with all of the construction, but we need these improvements to relieve traffic congestion and also to welcome visitors to our businesses and City attractions. Enjoy the fantastic weather of Fall, and, as you do, please remember to support our local retailers by dining and shopping in the “O.”

Highway K Shared Use Path is now complete One of the City’s most requested projects, the Highway K Shared Use Path is now complete and ready for use. Designed as a safe route for pedestrians and bicycle riders, the path is continuous from Feise Road to Technology Drive, offering sightseeing, shopping and dining opportunities along Highway K.

Krekel Civic Center opens O’Fallon’s all-new Parks and Recreation facility in Civic Park is set to open on Wednesday, September 26, with classroom, meeting and event space. Turn to page 11 for more information.
Coming in early 2019, O’Fallon’s first nature park, O’Day Park Construction continues on this new, 57-acre park in south O’Fallon. When it opens to visitors in early 2019, it will give residents access to nature with wildflower meadows and other natural areas, creek viewing stations and miles of walking and hiking paths. Facilities for the park include an activity and conference center, an outdoor amphitheater, a group campground, a teen shelter and an adventure playground that includes rope climbing and a water play station.

If you are an adult residing in O’Fallon and would like to serve on the O’Fallon City Council, you can file as a candidate for the April 2, 2019, election. Five Council seats will be up for election to three-year terms, one each in wards 1, 2, 3, 4 and 5. Candidates can only file for a seat for the ward in which they live. Renew O’Fallon Your Tax Dollars at Work Forest Park water main replacement continues In July, construction began on a top-priority project, replacing Forest Park subdivision’s aging water mains with new, modern water mains. Progress has been steady, with residents and property owners notified when crews need to temporarily restrict access to driveways, sidewalks and streets to allow water main pipe installation. Residents and property-owners also continue to be notified of any brief service interruptions, such as for service line transfers. The work has been divided into five one-year increments, with water main replacement taking place at a rate of one mile per year. This year, replacement has taken place or will occur on St. Margaret Lane south of St. Joseph Avenue, St. Matthew Avenue south of St. Joseph Avenue, St. Joseph Avenue between St. Margaret and St. Matthew, Eggering Drive and Ronnie Drive south of Eggering. In 2019, water main replacement is set for Prince David Drive, St. Christopher Drive, Prince Rupert Drive, St. John Drive, St. Patrick Drive, Roland Avenue and Ronnie Drive between Eggering Drive and St. Patrick. www.ofallon.mo.us/projects Drivers will see I-70 Corridor improvements continue through late fall This summer, work crews made outstanding progress on much-needed outer road and highway construction for the City’s I-70 Corridor Improvement projects. East Terra Lane, the City’s north outer road, is now permanently one-way westbound from T.R. Hughes Boulevard to Main Street. East Terra also is the designated detour route for the westbound ramp from I-70, which has been closed temporarily for relocation. Additional construction is occurring on East Terra just west of T.R. Hughes, and it will continue through November/December 2018 when the westbound exit ramp from I-70 onto East Terra Lane is finished. Drivers can expect to see work continuing on the I-70 Corridor Improvement Project from T.R. Hughes Boulevard to Woodlawn Avenue. The project includes new interstate exits at Sonderen Drive and Woodlawn Avenue, revised signage to assist drivers, and the construction of a new south outer road. When it is finished, the project will relieve traffic congestion and allow greater access to local businesses. Go to www. ofallon.mo.us/i-70 for a map and more information. The improvements include water main replacement, storm sewer installation, box culvert reconstruction at Edlen, Wabash pavement reconstruction and new sidewalk installation along the north side of Wabash.

Fort Zumwalt Park temporarily closing to traffic and disc golf Monday, October 8, through midJanuary 2019 O’Fallon’s park crews will begin installing holiday lights and scenes for the Celebration of Lights display. So the work can be done safely, Fort Zumwalt Park will be closed to vehicles beginning October 8. Pedestrians are welcome to walk or jog on the paved drive through the park during daylight hours. The park’s disc golf course, “The Fort,” also will be closed during this period. Everyone is invited to come see the Celebration of Lights opening on Friday, November 23, at 6 p.m.

The Old-Fashioned Holiday Stroll Monday and Tuesday, December 10–11 6–8:30 p.m., Fort Zumwalt Park You’ll hear holiday music and follow an illuminated drive past holiday scenes that are merry and bright during this O’Fallon tradition. At 7:25 p.m., fireworks bursting over the lake will add wonder and excitement to this magical evening. Along the way, you can stop to visit Santa and refreshments will be available for purchase. Sorry, no pets are allowed and there will be no carriage rides on these two special pedestrian-only nights. Admission is $5 for ages 3 and older. Free parking is available at the First Baptist Church of O’Fallon, 8750 Veterans Memorial Parkway, and the O’Fallon Christian Church, 9380 Veterans Memorial Parkway.

Public Assistance O’Fallon’s grants and assistance programs for eligible residents can help with down payments, transportation and home maintenance For low-income residents and others who qualify, the City of O’Fallon offers assistance that includes down payment support for new homebuyers, transportation to essential living destinations and zero-interest loans for home maintenance or siding. More information and applications for each program is located at www.ofallon.mo.us/grants.
O’Fallon’s Down Payment Assistance Program Do you have a friend or family member who wants to move to O'Fallon? The Down Payment Assistance program (DPA) for low income, first-time homebuyers provides zerointerest forgivable $5,000 loans towards the down payment on purchasing a home in O'Fallon. Pre-purchase housing counseling is required for eligibility.
Disabled Transportation Program OATS, Inc. provides transportation to essential living destinations for eligible O’Fallon residents with disabilities. Destinations can include medical appointments, banking, grocery and personal care shopping. Wheelchair-accessible vehicles are available. Due to funding constraints, transportation is limited to two round-trip rides per month.

O’Fallon’s own Veterans Assistance Office at City Hall is open weekdays and staffed by U.S. military veteran volunteers who are dedicated to providing information to fellow veterans and their families regarding eligibility or entitlement to VA benefits. The assistance is free. So give us a call or come in! Women are currently the fastest-growing segment of the veteran population. The Veterans Administration (VA) Medical Center has a Women Veterans Program that offers assistance in getting medical services, including primary care, military sexual trauma care, and specialized care for chronic conditions and reproductive health. In the St. Louis area, the VA Healthcare System includes the Women’s Clinic in the Continental Life Building at 3615 Olive Street (63108), providing clinical services for gynecology, mammography, reproductive care and menopause. The Department of Veterans Affairs also has a new hotline, 1-844-VA-WOMEN (1-855-829-6636) to respond to questions from veterans, their families and caregivers about the many VA services and resources available to women. Home Improvement Loan Program Resident homeowners who need to have an aging heating/ cooling unit replaced, a roof repaired or new windows installed are encouraged to check into O’Fallon’s Home Improvement Program. A limited amount of funds are available each year to provide five-year forgivable loans of up to $5,000 to help with home maintenance and code violations. Applicants must have owned and lived in their home for at least a year, be current on their mortgage and real estate taxes and meet household income limits and other criteria to qualify.
O’Fallon’s Siding Program O’Fallon’s Siding Program helps low-income resident homeowners protect their homes through grants of up to $10,000 to assist with the replacement or repair of aging siding. Grants are disbursed on a first-come, first-served basis to qualified applicants.
Seniors Corner St. Charles County Senior Fair Saturday, October 6 9 a.m. – 12 p.m., O’Fallon Municipal Centre (City Hall) Free! Whether you are a senior or a family member, you are invited to attend the St. Charles County Senior Fair. Roscoe’s Den Trash, Recycling and Yard Waste Announcements O’Fallon’s weekly yard waste service makes fall chores easier Got leaves? Save time and energy with O’Fallon’s yard waste service, which allows you to conveniently dispose of fallen leaves, limbs and yard trimmings at the curb each week. Please be aware that O’Fallon prohibits disposing of leaves in storm sewers, along creeks or in streets. If you are not yet enrolled in yard waste collection, you can sign up at any time. The cost is $5.62 per month, or $11.25 per bi-monthly trash bill. A one-year commitment is required. Call Environmental Services at 636-272-0477 to enroll in yearround pick-up service The final day for weekly yard waste service is Friday, December 14, 2018. For residents enrolled in the service, oncea-month yard waste collection will be provided on the 4th Wednesday of the month. The dates are December 26, 2018, and January 23 and February 27 in 2019. Be sure to call 636272-0477 in advance to notify staff that you will be setting yard waste out for collection. Got questions? Get details at www. ofallon.mo.us/yard-waste. Please note: Twice a year, residents enrolled in the yearround yard waste service may request collection for up to twice as many units as guidelines allow, or up to 20 units of bags, yard waste receptacles or bundles instead of ten.

The drop-off will be held in the west parking lot at CarShield Field, located at the corner of Tom Ginnever Avenue and T.R. Hughes Boulevard. The drop-off is free except for the following items and fees:

Free gun locks are available at the O’Fallon Police Department
Get texts, emails or phone calls about emergencies, law enforcement alerts and more with the City’s emergency notification system, SWIFT 9-1-1. The service is free to all O’Fallon residents. For the system to be fully-effective, all residents are asked to check their personal information as soon as possible to make sure it is up to date. Or, submit your information by clicking on the link on the red bar on the front page of the City’s website at www.ofallon.mo.us. The process takes just five minutes.
Are you a gun owner? If so please keep your family safe! The City of O’Fallon Police Department has free gun locks available. There’s no need to call, just stop by the O’Fallon Justice Center, 1019 Bryan Road, between 9 a.m. and 5 p.m. to get them.
Special Needs Locator Program helps our most vulnerable residents Do you have a family member with dementia or another cognitive disorder? Do you fear your loved one could get lost, disoriented or be unable to communicate effectively? If so, you can notify the O’Fallon Police Department by registering your family member. Registration is free, voluntary and confidential and includes background information and a current photograph. To register your loved one or find out more about the program, contact Lt. O’Fallon’s Community Emergency Response Team wants you to make a difference Friday – Sunday, September 21–23 Streets Department Building, 1089 Public Works Drive Attend this free, hands-on workshop on disaster preparedness! People from all walks of life are invited to learn basic disaster response skills through O’Fallon’s Community Emergency Response Team (CERT) training. The O’Fallon Police Department’s course will cover disaster preparation and survival, disaster psychology, basic medical treatment, terrorism, fire safety and light search and rescue. Classes meet from 6–10 p.m. on Friday and 8 a.m. – 5 p.m. on Saturday and Sunday. Participants completing the course will be able to keep valuable training materials for reference and participate in additional free training each month. Safely dispose of old prescription medications 24/7 with O’Fallon’s Drug Take-Back program To help keep unused prescription medications out of the hands of those who should not have them, the O'Fallon Police Department has a drug take-back receptacle for easily disposing of unwanted prescription meds. The receptacle is located inside the O'Fallon Justice Center foyer where it is available for use 24/7. Tips for the drop-off:
•
Keep your medications in the original pharmaceutical containers until you arrive at the Justice Center.
•
When you arrive, empty the medications into the disposable plastic bags provided, drop them in the slot, and then throw away the empty pill bottles.
•
If you have liquid prescriptions to drop off, please keep them in their containers with lids securely tightened, put them in a plastic bag and then dispose of them in the dropoff slot.
Lost a pet or found a stray? If your pet is missing or you have found a stray, contact the O’Fallon Police Department’s Animal Control/Park Ranger Division by calling 636-240-3200, and then press 1 to speak to a police dispatcher about a lost pet, animal complaint, animal welfare, or any issue involving animals. If you lose a pet, be sure to contact St. Charles County’s Pet Adoption Center at 636-949-PETS to find out if the animal has recently been turned in. To retrieve an impounded animal, you must first read and then follow the procedures listed on www. ofallon.mo.us/PD/animal-control.

When it opens on September 26, Krekel Civic Center will provide a multipurpose facility that can be adapted for classroom space, recreational programs, meetings and events. Located at 305 Civic Park Drive in Civic Park, Krekel Civic Center also will be the home of the O’Fallon Parks and Recreation’s popular Civic Dance program. And in 2019 the facility will be the headquarters for GATOR Camp, the City’s summer day camp for ages 5–12. Named for O’Fallon’s founding resident, Nicholas Krekel, who also was the first storeowner, postmaster and railroad agent, the building’s amenities include a warming kitchen, wireless high-speed internet access, a 90-inch television, a great presentation sound system and personal microphones for speakers. In addition to Parks and Recreation programming, the center will provide rental space for festive gatherings such as wedding receptions, banquets, reunions and for organizational meetings. The entire facility can be reserved or patrons can choose to rent one of the partitioned rooms or a combination of rooms. Full-day rentals will be available on Saturdays and Sundays, and half-day rentals will be available on weekends and weekdays. Rentals are being booked now for dates starting on November 3, 2018.
