Spring brings construction & new businesses National Council for Home Safety rates O’Fallon as Missouri’s safest large city and #13 overall The newest report from the National Council for Home Safety and Security again found that O’Fallon is one of the safest cities in Missouri. The National Council for Home Safety and Security named O’Fallon as the 13th safest City in the state in a report, “The Safest Cities in Missouri 2019.” With a population of more than 87,000 residents, O’Fallon was the only City with a population of more than 50,000 residents to be rated in the top 20. The report was listed www.alarms.org/ safest-cities-in-missouri.

s we leave winter behind and head into spring, O’Fallon is bursting with new businesses and new homes as construction is happening in just about every area. It’s an exciting time for our City, and I am grateful to all of our residents for their continued support of our businesses. One of the most prominent examples of this development is along the I-70 corridor as we work with MoDOT to redevelop one of our City’s most prominent entry points. The North Outer Road opened earlier this winter and the South Outer Road will be opening shortly, bringing new ramps and smoother traffic flow through this area. We now are beginning the construction of the interchange at I-70 and Hwy. K/Main Street. During this part of the construction, MoDOT will be rebuilding this highly used corridor, and users will see an increase in traffic during this time. Once the project is completed later this year, it will be a major improvement that will significantly improve the traffic flow both at the interchange and all through the corridor. Thank you for your patience during this construction. On the southside of O’Fallon, we are just about to announce an opening date for the spectacular new O’Day Park and O’Day Lodge. This new facility will not only bring our City its first park south of I-64, it will give our residents a new park experience unlike any other in O’Fallon. And, the spectacular new O’Day Lodge banquet center is now accepting reservations for weddings, meetings and events. Check out the new events coming to O’Day Park in this issue. We also are proud to bring you a series of wonderful events this spring. We kick it off with our first teen event O’Fallon: Game On at CarShield Field on April 26 and the Renaud Center is launching its first RecNite on May 10. Of course, the O’Fallon Jammin’ summer concert series is back again this year, and we will have monthly Food Truck Frenzy events this summer, too. Get the details on this year’s events inside. It’s a great time to live, work and play in O’Fallon, and it’s all because of you!

O’Day Park opening this spring O’Day Park, O’Fallon’s new 57-acre park, will be opening this spring off of Highway DD, south of I-64. The park will feature miles of paved and natural trails, an adventure-themed playground, an amphitheater for concerts, and the new O’Day Lodge banquet center that seats up to 320 people. O’Day Lodge, which will be ideal for weddings, family gatherings and meetings, is already accepting reservations. Residents 65+ or disabled, use your 2018 utility receipts to file for tax rebates this spring If you are a resident age 65+ or with disabilities, you may recoup some of your phone and City utility taxes. Be sure to retain copies of your 2018 gas, electric and phone bills, including your cell phone. With those in hand, plus your completed tax return, you may be able to file for O’Fallon’s utility tax rebates in 2019. To qualify, you must be an O’Fallon resident who is 65+ or you have been determined totally disabled by the Social Security Administration (legal proof of disability is required). And, you must have an annual gross adjusted gross income that is less than the Federal guidelines. The guidelines for 2019 are $43,050 for a single household or $49,200 for a married (two-person) household. Social Security income is not counted. If you qualify, City staff will help you file for the rebates at City Hall, 100 North Main St., from April 15 through May 31, from 9 a.m. – 4:30 p.m., Monday through Friday.

You can help a local charity when you pay utility bills Residents can easily assist local charities by donating $1, $3 or $5 per billing cycle when they pay their City water, sewer and trash collection bills. Each year, the O’Fallon City Council designates a charity to receive the funds, and for 2019 it is Meals on Wheels. The nonprofit depends on voluntary donations for the hot, nutritious food delivered to homebound seniors who can’t easily make a meal. I-70 Corridor enhancements to continue throughout 2019 The first phase of the new I-70 corridor through our City is complete, but the project is far from finished. This year, the focus shifts to the I-70 and Main Street/Highway K interchange as well as the new South Outer Road, which will be called Drennen Parkway after a long-time O’Fallon judge. Work on the South Outer Road is nearing completion and should open this spring. Work on the interchange, including the construction of a new dedicated U-turn lane, which will allow residents to move from the North Outer Road to the South Outer Road without ever stopping at a signal, also is underway. Please be aware that during the work on the interchange, drivers may see additional delays while travelling north and south on Main/Hwy. K at the interchange.

Forest Park water main replacement continues The five-year project to replace all the water mains in the subdivision will continue this year with water main replacement occurring on Prince David Drive, St. Christopher Drive, Prince Rupert Drive, St. John Drive, St. Patrick Drive, Roland Avenue and Ronnie Drive between Eggering Drive and St. Patrick.

Sanitary sewer lining begins in North O’Fallon A new project to preserve the City’s sanitary sewer infrastructure began earlier this year. The program, which will continue in future years, will line nearly 12 miles of sanitary sewer main with special cured-in-place pipe, improving the durability of the system and significantly extending the life of the lines. The total area that will be impacted this year includes the areas of O’Fallon north of I-70 to Tom Ginnever Avenue, from Westridge Drive to T.R. Hughes Boulevard.

Lake Whetsel to receive much needed upgrades Lake Whetsel in Fort Zumwalt Park was created in the late 1980s when the City created a dam on the property forming the lake. Over the years the lake has filled with excessive amounts of silt, making the lake shallow and hard to manage. This year, park goers can expect a major reconstruction of Lake Whetsel, which will address these issues. This project will begin in early spring with a controlled release of the lake. As part of this process, all of the fish will be removed from the property. In cooperation with the Missouri Department of Conservation, the City will host a fish salvage for the public to remove the fish from the lake as the lake drains. The date for this event will be announced soon. Stay tuned to the City website or follow Visit O’Fallon on Facebook for updates. During construction, two forebays will be installed where the tributaries enter the lake. These forebays are designed to prevent trash and silt from entering the lake through its two tributaries. Additionally, the lake will be dug out to reach the original depths and three deeper sections for fish habitat will be placed in the lake. A new concrete ADA-accessible sidewalk will be installed surrounding the entire lake with boardwalks and scenic rock outcroppings. In addition the lake will include a fountain and aeration system to promote aquatic plantings and wildlife growth and survivability. The roadway also will be resurfaced during this time. The timeline for this project is tentatively set for early spring through late fall. The lake will sit empty for several months as the silt is dried and removed from the site. Tentatively, the lake will be allowed to fill back up in late summer or early fall. The lake will take some time to fill back up and likely will not be completely full until early 2020. As the lake refills, Staff will be starting a new fish population. Following Missouri Department of Conservation guidelines the lake will not be fishable for 2 to 3 years while the fish mature and show they are reproducing at proper rates.


Peruque Creek Force and Gravity Main project to kick off this summer For residents and businesses along Bryan Road between Mexico and Veterans Memorial Parkway, odors from sewage being pushed from Lake Saint Louis into O’Fallon’s system have been an issue for many years. But this year’s $2.6 million Peruque Creek Force and Gravity Main project will install a new sanitary sewer main, which will increase capacity and greatly reduce odors throughout the area.

Please, do not post signs on public property Please remember that the City of O’Fallon has ordinances prohibiting the placement of private signs, even temporary ones, on public property or infrastructure. In addition to being illegal, posting signs can cause unsightly damage to sign posts and lamp posts from tape residue and peeling paint.

Stormwater Management Storm drain maintenance on private property You can help prevent pollution and clogging of the storm sewer system and protect your property. Keeping storm sewers free of pollution and clogs from leaves, sticks and more ensures the system can function as designed and helps minimize water build up that may damage property. Storm drains are designed to capture stormwater runoff and are either located at the curb of the street or backyards. The stormwater runoff is not treated or filtered, so whatever enters the system, exits the system somewhere else downstream into local steams or retention/detention basins. In order for the storm drains to work properly, they need to be kept clear of debris and other obstacles that may obstruct their openings. If the openings become clogged, then this could increase the risk of localized flooding in yards, causing property damage.

How can you help?

You can help by keeping these openings clear. Clearing such debris from in front of storm sewers will help them function as intended.

Do not plant landscape around the openings, stay at least three feet away from openings.

Do not deposit grass, leaves or grass clippings into storm sewers. Large accumulations can cause pipes to become clogged and back up and flood properties or streets.

Remove trees and bushes directly next to storm sewers when they are just starting to grow before they get large enough to cause potential damage to the storm sewer structures or block flow due to their size.

If a larger concern arises, call the Stormwater Maintenance Division at 636-379-7632.

Home Improvement Loan Program helps with home repairs Keeping your home safe and in good repair is every homeowner’s responsibility. If your home needs a new heating/cooling unit, roof repair or window replacement, find out if you qualify for O’Fallon’s Home Improvement Program. Funds are available for five-year forgivable loans of up to $5,000 to assist with maintenance issues and code violations. Applicants must meet certain requirements, including meeting household income limits, owning and occupying the house for at least one year and being current on mortgage payments and real estate taxes.

Protect your home with O’Fallon’s Siding Program If you’re a low-income resident homeowner, the Siding Program provides grants of up to $10,000 disbursed on a first-come, first-served basis to qualified applicants. For more information, visit www.ofallon.mo.us/grants.

O’Fallon’s Down Payment Assistance Program Do you have a friend or family member wanting to live in O’Fallon? Funded through the St. Louis County HOME Consortium, the Down Payment Assistance Program provides zero-interest, forgivable down payment loans of $10,000 to income-eligible, first-time buyers in O’Fallon. Disabled Transportation Program OATS, Inc., provides transportation for eligible O’Fallon residents with disabilities to essential living destinations, including medical appointments, grocery and personal care shopping and banking. O’Fallon’s Project HOME Golf Tournament Friday, May 10 Doors open at 10 a.m., The Falls Golf Club Spend the day playing golf with your team and support a good cause, too. O’Fallon Public Works Fair Wednesday, May 22 10 a.m. – 2 p.m., Ozzie Smith Sports Complex Both kids and adults will enjoy seeing the big trucks and specialized equipment used to provide City services, such as a street sweeper, recycling truck (and kids getting a chance to operate the mechanical arm), snow plow, paint striper and more. Demonstrations include working models of the City’s water treatment plant and the Enviroscape water pollution model. Enjoy free rides on the City train, safety awareness games for kids, giveaways, booths with emergency preparedness handouts and the chance to talk to City staff. Help maintain a clean water system by clearing litter and debris from local creeks before it has a chance to move downstream, clog waterways and have a negative impact on native plants and wildlife. National Volunteer Appreciation Week Sunday, April 7 – Saturday, April 13 A full week of appreciation events is planned for the City of O’Fallon’s legion of volunteers. Over the past year, 2,550 volunteers collectively donated 17,717 hours to assist at O’Fallon events, City programs, City projects, serve on boards and commissions and staff O’Fallon’s all-volunteer Veterans Assistance Office. In total, volunteers supported 14 city departments, assisted at 19 recreational events, 3 festivals and 13 days of service, removed 5,210 pounds of trash from creeks, roads and greenspace, spread 254 yards of mulch in city parks, planted 1,823 flowers, supported 17 theatre performances, collected 2,995 items for food pantries, donated blood to help save up to 208 lives locally, delivered valentines to 645 seniors and assisted 2,600 residents with recycling efforts.

O’Fallon Earth Day Saturday, April 27 9–11 a.m. for projects at locations around the City 11 a.m. – noon, post-event picnic Your help is needed at O’Fallon’s annual Earth Day celebration! Roscoe’s Den Trash, Recycling and Yard Waste Announcements New recycling drop-off location to open at Renaud Center In an effort to continue to make recycling cardboard and paper easy, Environmental Services will soon be adding a 24-hour drop-off location outside the Renaud Center, 2650 Tri Sports Circle 63368. This will be the third 24-hour drop-off location for paper and cardboard, joining the popular Justice Center and City Hall spots.

Memorial Day holiday collection update There’s no change in trash, recycling or yard waste service for Memorial Day week, Monday, May 27 – Friday, May 31.

Weekly yard waste disposal resumes March 11 With lawns already greening up, it’s time to get mowing! If you already have yard waste service, you know how convenience it is to be able to dispose of limbs, yard trimmings and grass clippings at the curb each week. If you’re not yet enrolled in yard waste collection, you can sign up at any time. The cost is $5.62 per month, or $11.25 per bi-monthly trash bill. A one-year commitment is required. Free twice-a-year yard waste collection Beautify your landscape! If you are a City trash and recycling service customers who is not enrolled in the City’s year-round yard waste service, twice a year you may request free yard waste collection for up to 10 units. A unit is one yard waste bag, or one yard waste container or one bundle of sticks and limbs. See www.ofallon.mo.us/es for more information. And, if you are currently enrolled in year-round yard waste service, twice a year you may request collection for up to two times the number of allowed units, up to 20 units (bags, yard waste receptacles or bundles) instead of ten.

Free bi-monthly bulk waste drop-off If you’re an O’Fallon trash customer, you can drop off certain items that are too large to fit in your trash container, such as carpeting or furniture, at the City’s waste transfer station. The service is free. This spring’s bulk-waste drop-offs are scheduled for 7 a.m. to 3 p.m. on Saturday, April 20 and June 15. Two free Shred-It Days for O’Fallon residents O’Fallon’s Environmental Services Department is offering two “Shred-It Days” where anyone can bring in boxes of paper to be shred in a secure environment. The events will take place on Saturday, May 11, and Saturday, September 14, from 8 a.m. until noon at the Environmental Services building at 1550 Progress West Lane. To participate, simply place the documents in cardboard bankers’ boxes, or cardboard boxes of a similar size, and drive up to the facility and drop them off. Please make sure the boxes are not too heavy to lift or filled to overflowing. The service is free for residents for up to five bankers’-sized boxes. Additional boxes will be accepted for a cost of $5 per box for any over the limit. Additionally, non-residents can drop off their paper for shredding for a cost of $5 per box. Residents must bring photo identification showing O’Fallon residency and all trash customers must have their account in good standing in order to receive the free services. All of the material will be shredded including the boxes. Please do not bring computer discs or hanging file rods. If you can tear it, then you can shred it with this complimentary service. It is okay for documents to have staples or paper clips.

O’Fallon Safety Town teaches young children how to stay and play

Help stop crime in your neighborhood by registering your home camera or surveillance system

On Monday, April 1 at 8 a.m., a link will be posted on www. ofallon.mo.us/PD/ofallon-safety-town that will direct you to the online registration system. Until that time, there will be no way to register or waitlist children. Or, parents and legal guardians can register children at the Renaud Center starting April 1 at 8 a.m. O’Fallon Safety Town is a nationally-accredited program to teach children ages 4½ through 6½ how to play safe and stay safe. The course is presented in a kid-sized, simulated city layout and classroom and includes an off-campus field trip. Under the guidance of police officers, a certified teacher, paramedics, firefighters, railroad police and trained volunteer staff, children can experience “real life” situations and they will be taught to evaluate “safe from unsafe” and how to react safely. O’Fallon’s Safety Town course is the only time in a child’s life kids can attend a program devoted exclusively to teaching safety. Space is limited, so early enrollment is encouraged. The cost for the two-week session is $60 per child; each additional child from the same family is $40. Fees must be paid in full when children are enrolled.

When crime happens, the O’Fallon Police Department searches high and low for clues. The growing trend of homeowners adding home or doorbell cameras and surveillance systems have given police a new tool to help identify suspects or possible witnesses, even if the crime does not happen on your property. If you have a doorbell camera or surveillance system up for our Residential Surveillance Program. All you have to do to participate is be a resident or business owner who wants to alert us they have surveillance on their property. This only gives us your contact information, not access to any cameras or video. 2019 O’Fallon Safety Town schedule Exact course dates for the 2019 sessions will be announced on the Safety Town webpage, www.ofallon.mo.us/PD/ofallonsafety-town, and the O’Fallon Police Department’s Facebook page as soon as they are made available. Morning (9–11:30 a.m.) and afternoon (12:30–3 p.m.) classes will be offered.

Senior Citizens Police Academy starts June 4 Seniors who are interested in law enforcement issues geared to their interests are invited to attend the O’Fallon Police Department’s Senior Citizens Police Academy, free. Beginning June 4, classes meet from 1–2 p.m. on Tuesdays and Thursdays through the month. The first class on Tuesday, June 4, will meet at the O’Fallon Justice Center, 1019 Bryan Road, for an introduction and tour. The remainder of the classes will meet at the O’Fallon Senior Center, 106 North Main Street. All seniors are welcome to attend as many classes as they can. No registration is necessary. Special Needs Locator Program Do you have a family member with dementia or other cognitive disorder? Do you fear your loved one could get lost, disoriented or be unable to communicate effectively? If so, you can notify the O’Fallon Police Department by registering your family member. Registration is free, voluntary and confidential and includes background information and a current photograph. Flooding is the leading cause of severe weather-related deaths in the U.S. claiming on average nearly 100 lives a year. Most of these deaths occur in motor vehicles when people attempt to drive through flooded roadways. Many other lives are lost when people walk into or near flood waters. This happens because people underestimate the force and power of water, especially when it’s moving. The good news is it is preventable with the right knowledge and tools. A mere six inches of fast-moving flood water can knock over an adult, and it only takes 12 to 18 inches of flowing water to carry away most vehicles including large SUVs. If you come to an area that is covered with water, you will likely not know the depth of the water or the condition of the ground under the water. This is especially true at night, when your vision is more limited. Play it smart; play it safe. Whether driving or walking, any time you come to a flooded road, follow this simple advice: Turn around; don’t drown. Here are a few more tips to keep you safe during flooding:

Any veterans or family members in need of information regarding military benefits are welcome. The office has provided assistance to numerous veterans and family members over the past several years and is dedicated to making sure that our veterans receive the benefits to which they are entitled.

Always plan ahead and know the risks before flooding happens. Monitor NOAA’s All-Hazards Radio or your favorite news source for vital weather-related information before, during and even after a disaster.

If flooding is expected or is occurring, get to higher ground FAST! Leave typical flood areas such as ditches, ravines, dips or low spots.

Avoid areas already flooded, especially if the water is flowing fast. Do not attempt to cross flowing streams. Turn around; don’t drown.

Never drive through flooded roadways. Road beds may be washed out under flood waters. Turn around; don’t drown.

Do not camp or park your vehicle along streams and washes, particularly during threatening conditions.

Be especially cautious at night when it is harder to recognize flood dangers.

Never cross any barriers that are put in place by local emergency officials. Not only is this dangerous, but it is illegal and may levy steep fines for people that ignore barricades or other road closure indications.
