y family and I are truly blessed to live in such a wonderful community. Each year, it’s great to see everyone emerge from a long winter to explore all of the summer fun that O’Fallon has to offer! It is such an amazing feeling to walk through Westhoff Park and see Brendan’s Playground filled with children of all ages and abilities playing together or to just enjoy a backyard barbecue with wonderful neighbors in the summer evenings. It doesn’t matter where you go in O’Fallon, there is so much excitement and fun for all ages. You’ll see families playing, shopping and dining together, and just enjoying each other’s company. It’s what makes this City so special. This summer, much of the excitement will be centered on Ozzie Smith Sports Complex. The annual Heritage & Freedom Fest will once again be bursting with great carnival rides, music and unique activities — many of them free! And, with one of the most diverse music lineups that we’ve had in years, you’re sure to find a band that fits your tastes. Just turn the page to check out this year’s fantastic free concerts. The summer fun extends throughout the City as many of our parks will be home to great events. Civic Park will once again welcome music lovers for the free weekly Jammin’ concerts, and Fort Zumwalt Park will host our newest monthly event, Food Truck Frenzy, featuring unique food offerings and cool music. Check out page 6 for the schedules. Of course, this only scratches the surface of everything going on around O’Fallon this summer, so check out this O’Fallon Update for all of the fun. Celebrate our country’s freedom with fun, family, music and fireworks at O’Fallon’s Heritage & Freedom Fest

O

’Fallon’s patriotic celebration of America’s birthday promises to be a party with great music (and lots of it), spectacular fireworks, thrilling carnival rides and a colorful midway. And, don’t miss the best Fourth of July parade in the area, along with exciting, familyfriendly shows and delicious festival fare. Admission for all three days is free, and on July 3 – 4, that includes free concerts by nationally-known musicians, two nights of fireworks, live entertainment, Kids’ Zone activities, and parking and shuttle service.

Family Night at the Carnival July 2 On Family Night, July 2, the carnival and midway are the featured activities. Older kids and adults can enjoy gravity-defying rides and then test their prowess at games along the midway. Purchase all-you-can-ride wristbands on-site for $20. (Wristbands are valid for July 2 only!) Younger kids will love the rides and games designed just for them. And, everyone will enjoy snacking on funnel cakes, corn dogs and cotton candy on the midway.

O’Fallon brings great headline entertainment to the Heritage & Freedom Fest — live and FREE The party hits full gear on July 3 and 4 with free concerts, sideshows, activities and fireworks each night. Whether it’s nationally-recognized bands or up-and-coming, award-winning musicians, you can see them live in O’Fallon!

Chris Cagle and JT Hodges highlight Country Music Night on July 3 Singer-songwriter Chris Cagle made his debut on the Billboard Hot Country Singles & Tracks with “My Love Goes On and On,” and then hit number one with, “I Breathe In, I Breathe Out.” More hits followed, including Top Ten hit “Laredo,” “Miss Me Baby,” and “What Kinda Gone.” JT Hodges’ original, raucous sound and soulful lyrics have made him a rising star. In 2011, his debut single, “Hunt You Down,” charted on Hot Country Songs, and his follow-up single, “Goodbyes Made You Mine,” raced up the charts. That same year, Hodges was nominated as a “New Artist of the Year” semi-finalist for the 47th Annual Academy of Country Music (ACM) awards.

Rock ’n roll legends will take the Main Stage on July 4 Switchfoot is an alternative rock band noted for their energetic shows. After early success on the Christian rock scene, Switchfoot gained mainstream recognition when four songs were used in the movie, A Walk to Remember. Their major label debut, The Beautiful Letdown, sold more than 2.6 million copies and featured the runaway hits “Meant to Live” and “Dare You to Move.” Their album, Hello Hurricane, won a Grammy for “Best Rock Gospel Album.”

O’Fallon’s Heritage & Freedom Fest Parade will ROCK! Get Independence Day off to a patriotic start by joining your neighbors along the 2.1 mile parade route from downtown O’Fallon to the festival grounds. This year’s theme is “Rockin’ in the USA,” a celebration of American music. Come early for a good seat, and cheer for your favorite entries as the parade passes by. Be sure to wear your red, white and blue! The parade gets underway at 9:30 on the Fourth at the intersection of North Main and Third streets, then heads north on Main Street to Tom Ginnever Avenue where it turns east and proceeds to the festival entrance near T.R. Hughes Ballpark.

Fun is FREE in the Kids’ Zone Kids love romping on giant inflatables, playing games, getting their faces painted, creating at the coloring table, and decorating a visor or star-shaped glasses. The Kids’ Zone also is the place to see “The Strong Man,” whose feats of sheer strength are sure to wow any age.

Free Sideshows The Strong Man, John Beatty “The Strong Man” John Beatty’s amazing show combines old time stunts with incredible feats from the World’s Strongest Man events. A finalist on “America’s Got Talent,” John is entertaining and fun to watch, and the only muscle man ever to make it on the show. Some of his feats include horseshoe twisting, frying pan folding, bare-hand nail-driving and fantastic stunts with audience participation! Come see him in real life on July 3–4.

Interactive R/C Racing Enjoy interactive, family-friendly racing on a radio-controlled (R/C) Micro Reality Race Track. All ages are welcome to race the 1/10-scale stock cars. Tournaments will be held throughout the festival, complete with a professional race caller and awards for the winners. Finalists will compete on Friday to determine the ultimate R/C race champion. Next, take the “Tire Change Challenge!” Find out what it’s like to be the rear tire changer on a race car pit crew! With a digital timer recording your speed, use an impact wrench to loosen all five lug nuts, pull the tire off, rotate it, then put it back on and retighten the lug nuts. Open to ages 13 and older.

The Kent Family Circus This awesome family of 10 talented performers has been wowing audiences for more than 20 years with circus-inspired sideshow acts, illusions, stunts, escapes, fire-eating, juggling, mindreading and trained pets, including bunnies, doves and a chicken. Be sure to keep an eye out throughout the Festival as Kent Family Circus performers will be strolling the grounds in fun costumes. It makes a great photo opportunity!


Buy half-price carnival tickets before the Heritage & Freedom Fest opens Save time and money before you go by purchasing half-price carnival ride tickets in advance. The discounted tickets will be good for all three nights of the festival, and they can be purchased through July 1 at the Renaud Spirit Center and the Parks and Recreation Administration Office. Full-price tickets will be available at the festival. Sorry, no refunds can be given on unused tickets.

Parking at the Freedom Fest on July 3–4 General Parking – Free parking is available off Tom Ginnever Avenue at Fort Zumwalt North and Christian high schools. Airconditioned buses will shuttle patrons to a drop-off point near the festival grounds. Premium Parking – Purchase a prime parking spot for only $5. Available July 3 and 4 on a first-come, first-served basis, park at the T.R. Hughes Ballpark west side parking lot and enjoy the festivities without the hassle. ADA-Accessible Parking – ADA-accessible park-and-ride will only be available in the north lot attached to T.R. Hughes Ballpark. Disabled patrons can park, free, and catch a free shuttle ride to the festival entrance. A handicapped license plate or tag must be displayed for admission.

Tips for enjoying the Festival July is typically hot and humid, so dress for comfort, drink fluids and use sunscreen. If you feel overheated, you can cool down and get a drink of water in the free, air-conditioned Heat Relief Tent. EMS will be stationed near the festival entrance, and a diaper-changing station will be available, free, in the Kids’ Zone. For your safety and security the following items are not allowed at the festival:

It’s not too late to enroll in yard waste disposal

Saturday, June 14, August 9 and December 6

With summer in full swing, you can get the benefit and convenience of curbside yard waste service for lawn clippings, leaves, tree limbs, and garden clean-up. The cost for weekly yard waste service is only $5.62 per month. Please note, it’s illegal to dump yard waste (or anything else!) into City storm sewers and it is illegal to discard yard waste in your trash. You can enroll at any time by contacting the Environmental Services Department at ofallonrecycles@ofallon.mo.us or 636-272-0477.

Gather your old cell phones, your worn-out power tools, your broken stereo and old PCs, and recycle them at the Free Electronics Recycling events on Saturday, June 14, August 9 and December 6. The events will be held from 7 a.m. to noon in the T.R. Hughes Ballpark parking lot off Tom Ginnever Avenue, 900 T.R. Hughes Boulevard, O’Fallon, Missouri 63366. The events are open to everyone. Schools, churches and businesses are also welcome to participate. To encourage the recycling of electronics and appliances, the City of O’Fallon and Midwest Recycling Center are partnering to provide free recycling for the following acceptable items: computers, printers, keyboards, laptops, hard drives, scanners, DVDs, cell phones, pagers, fax machines, answering machines, radios, stereos, speakers, VCRs and TVs (limit one CRT/tube-style per car or $15 for each additional), power tools and lawn and garden equipment (yard equipment must have gas and oil removed). Household appliances also are acceptable: water heaters, furnaces, air conditioners, microwaves and kitchen appliances. Do NOT bring: smoke detectors, glass lamps, light bulbs, VHS tapes or alkaline batteries. Midwest Recycling is registered with the EPA, nationally R2 certified and Level 4 certified with the Missouri Department of Natural Resources. Midwest Recycling has a zero landfill policy.

Free bulk-waste drop-off Saturday, June 21, August 16, October 18 and December 13 If you are a City of O’Fallon trash customer with items for disposal that are too large to fit into your trash container, you may be able to bring the items to the City’s waste transfer station at 1572 Progress West Lane. (Not all items can be accepted — for a list of acceptable/unacceptable bulk waste items, please visit www.ofallon.mo.us.) The free drop-off service is held every other month on a Saturday from 7 a.m. – 3 p.m. Upcoming dates are: June 21, August 16, October 18 and December 13. Be sure to bring a photo ID showing your O’Fallon address. Also, everyone must unload their own items.

Instead of getting plastic shopping bags, bring your own totes or purchase reusable bags at the store. If you must use plastic bags, please recycle them at the store; O’Fallon’s system cannot accept them.


Public Works Summer construction projects will help make your commute easier This summer, you can see your tax dollars at work as crews improve City streets. Please remember to drive carefully in construction zones and obey all traffic controls. To make it easier to get around, here’s an update on some of the improvements and larger construction projects around town:

Laura Hill Road has been reconstructed from Highway K west to the O’Fallon Fire Protection District Station. The project added turning lanes, shoulders and sidewalks to this busy intersection.

Elaine Drive will be widened from two to three lanes, adding a center turn lane and a sidewalk between West Terra Lane and the railroad crossing.

Bryan Road will be repaired and cracked concrete slabs will be replaced between Veterans Memorial Parkway and White Magnolia.

The 2014 concrete, asphalt and crack seal repair and replacement programs are well underway. Crews will be in neighborhoods making more than $2 million in repairs to the City’s subdivision streets. Repairs are prioritized by an annual rating of all City streets.

How to handle door-to-door salespeople in your neighborhood The City of O’Fallon has regulations regarding the three types of door-to-door salespeople that you may see in your neighborhood. And although the definition of each is different, all three have one thing in common: if they are “cold-calling” or do not have a prior invitation or appointment to meet with you or someone at your residence, they are subject to City regulations when approaching your home. The three types of door-to-door salespeople that you may see in your neighborhood are:

Important Information for Homeowners Home Improvement Loan Program benefits low-income O’Fallon residents If you’re an O’Fallon homeowner who could use an extra $5,000 to help with home repairs like replacing an aging heating/cooling unit, repairing a roof or replacing windows, find out if you can take advantage of O’Fallon’s Home Improvement Loan Program (HILP). Funds are available through the City for five-year forgivable loans of up to $5,000 to help low-to-moderate-income O’Fallon homeowners with maintenance issues. A license is required for a solicitor and peddler only. This license must be clearly visible on the individual. The City cannot require a canvasser to obtain a license, but it is available. Solicitor and peddler licenses require a criminal history check. As a homeowner, if you see someone walking your neighborhood:

Ask to see an identification card(s), if required, and if the person is unable to produce one then contact the police.

Pay close attention to the physical description of the person(s).

Never invite the person into your home; speak with them outside of your residence.

If for any reason you are uncomfortable and you feel there is something suspicious about the person, please contact the police.

Police Bulletins Have fun learning how to prepare for disasters and help your community Learn how to prepare for and survive a disaster, free! The O’Fallon Police Department’s popular, hands-on Community Emergency Response Team (CERT) training can help you, your neighbors, friends or organization learn how to take care of your home, family and yourself in the event of a tornado, earthquake, flood, chemical spill or fire. The free training will be held September 26–28, and it will take place over a weekend on Friday, 6–10 p.m., Saturday, 8 a.m. – 5 p.m. and Sunday 8 a.m. – 4 p.m. Topics include:
