Thank you for supporting your hometown Safewise.com ranks O’Fallon as one of the safest city in the country to raise a child The newest report from safewise.com found that O’Fallon is one of the safest cities in the country to raise a child. O’Fallon ranked #26 on the list of the 50 safest cities and was the only Missouri city to be listed in the report. Safewise.com utilized FBI crime data, but also considered other factors, such as graduation rates and the number of sex offenders per capita. The site said, “Information like this can tell (safewise.com) not only about threats within a community, but also how well-positioned these cities are to help kids thrive.” The report was listed at www.safewise. com/blog/ safest-cities-toraise-a-child.

s we enter fall, your City Council and our City staff are hard at work putting together the City’s 2020 budget. It’s a long process, but it sets the stage for every endeavor our City undertakes. We have been fortunate to be blessed with a good economy the past couple of years. But, whether the economy is booming or limping along, one thing remains constant, we need your help! Because so much of our City budget is based on sales taxes, our service to you is dependent on you shopping and dining in O’Fallon. The more you shop at our local stores and eat out at O’Fallon restaurants, the more streets we can repair, the more police officers we can have on the street and the more park features we can add. Because of your support, over the past two years, we have seen O’Fallon continue to be listed as one of the country’s safest cities, opened a new Justice Center and the beautiful O’Day Park and expanded Alligator’s Creek Aquatic Center. We also have built a new trail along Highway K, added multi-sport courts to several of our parks and repaired countless lane miles of streets and sidewalks throughout the entire City. We are so fortunate to have the support of this wonderful community, and it is because of you that O’Fallon can be recognized as one of this country’s best cities to raise a family! When you “Keep it in the O,” you ensure that our City will stay that way long into the future! And, it’s your support that allows us to host such great events too. I encourage you to check out page 3 of this newsletter for information on our brand new Fall into the Arts festival at O’Day Park. This event will bring the area’s top artists, craft breweries and wineries to O’Day Park for a perfect fall celebration. We also have Halloween and holiday events for all ages. Lake Whetsel improvements underway at Fort Zumwalt Park Visitors to Fort Zumwalt Park this summer likely saw the work being done to make improvements to Lake Whetsel. The enhancements include restoring the lake to depths that will support aquatic life and vegetation more effectively, plus installation of a new ADA-compliant path around the lake with strategically designed access points for public use. The project is scheduled for completion in November. Crews may be required to temporarily close the park access roadway in order to make some necessary asphalt repairs. Roadway closures will be signed and communicated appropriately as they occur.

Interested in running for O’Fallon City Council? If you are 21 or older, residing in O’Fallon and would like to serve on the O’Fallon City Council, you can file as a candidate for the April 7, 2020, election. Five City Council seats will be up for election to three-year terms, one each in wards 1, 2, 3, 4 and 5. Candidates can only file for a seat for the ward in which they live. Starting at 8 a.m. on Tuesday, December 17, Declarations of Candidacy will be accepted in-person at City Hall. Filing will continue through Tuesday, January 21, 2020, during regular business hours, which are 8 a.m. – 5 p.m., Monday through Friday. Utility bills get a makeover Residents who use City of O’Fallon utilities including trash, water and/or sewer services will see a new look on their utility bills. The improved design is easier to read and provides users with more information on the back of the bill. Residents will continue to receive one combined bill if they utilize more than one of the trash, water or sewer services. Utility rates and calculations are not impacted by this change in any way. Beautiful new O’Day Park will become even more scenic on Saturday, September 21, as O’Fallon hosts the inaugural Fall into the Arts event. The featured fine and folk artists will be displaying and selling their works in several mediums, including painting, drawing, sculpture, metal arts and jewelry, pottery and more. The creativity doesn't stop with the visual artists! Local breweries, wineries and artisan food vendors will be on hand selling their creations, and Miss Jubilee will be performing live music at the amphitheater throughout the event. The Old-Fashioned Holiday Stroll

For a wonderful holiday tradition, bring your family to O’Fallon’s Celebration of Lights for a drive through the park in your own vehicle or book a unique specialty ride through thousands of holiday lights. No reservations are needed for the drive-through, but the specialty rides require reservations at least two weeks in advance. To get the date you want, book soon!

Drive-through times and days • 6–9 p.m., Sunday and Tuesday – Thursday (except 12/10 and 12/25) • 6–10 p.m., Friday – Saturday • 6–9 p.m. on Monday, December 23, and Tuesday, December 24

Admission • $10/car, $15/commercial van, $1/person on tour buses ($25 minimum). No drive-through on Mondays (except for 12/23). • Wednesday through Sunday – Bring a food pantry donation of canned or boxed goods and get a $1 discount per vehicle. • Tuesday Night Discount – $8 for all non-commercial vehicles (no other discounts apply).

At 7:25 p.m., fireworks bursting over the lake will add wonder and excitement to this magical evening. Along the way, you can stop to visit Santa and refreshments will be available for purchase. Sorry, no pets are allowed, and there will be no carriage rides on these two special pedestrian-only nights. Admission is $5 for ages 3 and older. Free parking and shuttle service are available at the First Baptist Church of O’Fallon, 8750 Veterans Memorial Parkway, and the O’Fallon Christian Church, 9380 Veterans Memorial Parkway.

Avoid the line by pre-purchasing admission wristbands (while supplies last) No reservations are needed for the Holiday Stroll, but you can avoid the line at the gate by pre-purchasing admission wristbands at $3 each for ages 3 and older, starting November 12 through December 6. Wristbands will be sold during business hours at the Renaud Center, 2650 Tri Sports Circle, and the Parks and Recreation Administration Office, 400 Civic Park Drive. Any veteran or family member in need of information regarding military benefits is welcome.

NGB Forms 22 NGB Form 22, “Report of Separation and Military Service,” encloses information concerning an Army or Air National Guard service member’s National Guard service time, military job, decorations, reason for discharge, and discharge characterization, similar to the DD Form 214 for active-duty and reserves. To request, complete DD Form SF-180 and follow the mailing instructions. If you have any questions or need assistance, please contact the O’Fallon Veterans Office at 636-379-5577 or visit us at City Hall, 100 N. Main Street, O’Fallon. Our office hours are Monday through Friday, 9 a.m. – 4 p.m.

DD Form 214 and NGB Form 22 Many veterans have misplaced their DD 214 or NGB Form 22, for one reason or another. It is important to get another official copy. If you need a replacement copy of your discharge papers they may be obtained by the following methods.

DD Form 214 For separated active service members and members of the Reserves, DD Form 214 is considered documentation of military service. DD Form 214, Certificate of Release or Discharge provides the VA with total military service time, military job, awards, education, dates and locations the individual entered and left the military, and reason for leaving the service and characterization of discharge. • Request your copy online by visiting the National Archives website at www.archives.gov/veterans/military-servicerecords. • Mail the DD Form 214 request with Standard Form 180 (SF-180) to the address indicated by chart on page 3 of the SF-180, based on date of Separation or Retirement. • If mailing address indicated is National Personnel Records Center (NPRC), in St. Louis, you may fax the completed Standard Form 180 (SF-180) to 314-801-9049. Please ensure all information is filled out correctly and that all paper forms are printed, signed and dated in order to expedite the process and prevent any delays. The website states that the majority of requests are responded to in just ten days. NPRC receives thousands of requests and there could be a delay in response time. For older records that involve reconstruction efforts due to the 1973 fire at NPRC, the wait time may be 6 months. Once you obtain your official copy of the DD-214 make sure it is stored alongside other critical documentation such as your birth certificate and social security card in a safety deposit box or fire proof case in your home.

Public Assistance O’Fallon’s grants and assistance programs can help eligible residents with home maintenance, transportation and other needs For low-income residents and others who qualify for help, the City of O’Fallon offers a variety of programs such as zerointerest loans for home maintenance, down payment support for new homeowners and transportation to essential living destinations.

Disabled Transportation Assistance Program O’Fallon residents with a disability may be eligible for free transportation through our program with OATS, Inc. The program provides a limited number of rides to and from essential living destinations. Destinations can include medical appointments, banking, grocery and personal care shopping. Wheelchair-accessible vehicles are available. To see if you or a loved one is eligible, please call 636-379-5411 or download an application at www.ofallon.mo.us/disabled-transportationprogram.

Down Payment Assistance Program Do you have a friend or family member who wants to move to O'Fallon? The Down Payment Assistance Program for lowincome, first-time home buyers provides zero-interest forgivable $10,000 loans towards the down payment on purchasing a home in O'Fallon. Renew O’Fallon Your Tax Dollars at Work

Paul Renaud Boulevard Extension This project will extend Paul Renaud Boulevard from where it currently terminates near Country Trail Drive to Sommers Road. A new traffic signal will also be installed at the new intersection at Sommers Road. The extension is located along the southern end of the Liberty High School campus. Construction is currently under way and the project is scheduled to be completed in October.

Sommers Road and Highway DD intersection improvements The project includes the signalization of the intersection of Sommers Road and Highway DD. This project is currently under construction and is scheduled to be completed in September.

Hoff Road improvements This project includes safety improvements for vehicles on Hoff Road from West Terra Lane north to Progress West Lane by widening the pavement to include paved shoulders and the realignment of the curve near Progress West Lane. Construction began in late July and is scheduled to be complete by January 2020.

I-70 Connector Road This project will provide a connection between Veterans Memorial Parkway and the newly constructed I-70 South Outer Road. The new roadway will be located immediately west of the existing Slumberland Furniture Store. Construction is currently under way on this project and it is anticipated that construction will be completed before the holidays.

Mexico Road resurfacing and sidewalk project Phase 2 This project involves the resurfacing of Mexico Road from Barrington Drive to Highway K, reconstruction of the existing asphalt path along the south side of Mexico Road to a 10' wide concrete path and pedestrian crossing improvements at the intersection of Mexico Road and Highway K. Work is scheduled to be completed in November.

2019 Asphalt program continues The annual asphalt program will continue through November. This program involves the milling and replacement of the top two inches of asphalt on selected City streets. Streets are chosen based on the pavement condition index. More detail on this can be found in the City’s Pavement Manual at www.ofallon.mo.us/ traffic.

2019 Crackseal program The annual crackseal program started in August and will continue through November. The program focuses on the cleaning and sealing of cracks and joints in various roadways throughout the City. You can visit www.ofallon.mo.us/cityprojects to find a list of the streets that will be included in this year’s program.

2019 Stormwater projects This group of projects involves stormwater infrastructure upgrades to three locations: Bramblett Road, Hawk Run Drive and Rockaway Drive. The general scope of work for these locations involves installation of storm sewer infrastructure, site grading and site restoration. Construction started in late July and all three locations are expected to be completed by January 2020.

Thank you for your continued support of the recycling program in O'Fallon! Below are some helpful guidelines that ensure our program works most effectively and that we are able to recycle as much material as possible.

OFallon’s Environmental Services Department is offering a “Shred-It” Day where residents can bring in boxes of paper to be shred in a secure environment. The event takes place on Saturday, September 14, from 8 a.m. until noon at the Environmental Services building at 1550 Progress West Lane. To participate, simply place the documents in cardboard bankers’ boxes, or cardboard boxes of a similar size, and drive up to the facility and drop them off. Please make sure the boxes are not too heavy to lift or filled to overflowing. The service is free for residents for up to five bankers-sized boxes. Additional boxes will be accepted for a cost of $5 per box for any over the limit. Non-residents can drop off their paper for shredding for a cost of $5 per box. Residents must bring photo identification showing O’Fallon residency and all trash customers must have their account in good standing in order to receive the free services. All of the material will be shredded including the boxes if they are not wanted back. The event is indoors, so it will be rain or shine. Please do not bring computer discs or hanging file rods. If you can tear it, then you can shred it with this complimentary service. It is okay for documents to have staples or paper clips.

O’Fallon’s bi-monthly free electronics & appliance recycling events Saturday, October 12 & December 7 8 a.m. – 12 p.m., parking lot southwest of CarShield Field You can bring outdated or broken electronics and appliances to O’Fallon’s Free Electronics & Appliance Recycling Events from 8 a.m. to noon on Saturday, October 12, and Saturday, December 7. The drop-off will be held in the parking lot at the southwest corner of T.R. Hughes Blvd. and Tom Ginnever Avenue, adjacent to CarShield Field. Curbside recyclables The following items can be placed directly into your curbside recycling bin. All materials must be empty, clean and dry or they cannot be recycled. • Glass bottles and jars • Aluminum cans • Tin cans • Plastic containers (clear or colored) with a recycle symbol on them. Please, no black plastic of any kind. • Please do not bag your recyclables as bags are not acceptable in our program. You may place the recyclable items listed above directly into the curbside bin.

Drop-off recyclables Paper and cardboard are not accepted in the curbside bins, but both materials can be dropped of at one of the City's three dropoff locations: • O'Fallon City Hall (100 North Main Street, 63366) • O'Fallon Justice Center (1019 Bryan Road, 63366) • Renaud Center (2650 Tri Sports Circle, 63368) Acceptable paper products include: • • • • • •

O’Fallon’s Community Emergency Response Team wants you to make a difference Friday – Sunday, September 20–22 Streets Department Building, 1089 Public Works Drive Attend this free, hands-on workshop on disaster preparedness! People from all walks of life are invited to learn basic disaster response skills through O’Fallon’s Community Emergency Response Team (CERT) training. The O’Fallon Police Department’s course will cover disaster preparation and survival, disaster psychology, basic medical treatment, terrorism, fire safety and light search and rescue. Classes meet from 6–10 p.m. on Friday and 8 a.m. – 5 p.m. on Saturday and Sunday. Participants completing the course will be able to keep valuable training materials for reference and participate in additional free training each month. When crime happens, the O’Fallon Police Department searches high and low for clues. The growing trend of homeowners adding home or doorbell cameras and surveillance systems has given police a new tool to help identify suspects or possible witnesses, even if the crime does not happen on your property. If you have a doorbell camera or surveillance system, sign up for our Residential Surveillance Program. All you have to do to participate is be a resident or business owner who wants to alert us they have surveillance on their property. This only gives us your contact information, not access to any cameras or video. Special needs emergency stickers available In the continuing effort to make sure residents of O’Fallon are as safe as possible, the O’Fallon Police Department has stickers (free of charge) that will alert first responders that an individual has special needs. These stickers are for homes or vehicles, and are intended to aid first responders when interacting with those who may have difficulty with verbal communication. The stickers are available for residents who are deaf, have Alzheimer’s, dementia, epilepsy, diabetes, autism or other special needs.
