Hello, Vallejo, Hope you had a nice and safe Halloween with your families. As you have seen throughout the City and in the Weekly, there are many fun events for the Community to enjoy throughout the year. At the last Council meeting, the question was raised over how City Grants are allocated for special events. A formal process was created and approved by Council, here’s some background information along with an explanation from our Special Event Liaison: In late 2022, various event producers approached the City Manager’s office for funding. After fielding numerous requests, staff realized that there wasn’t sufficient budget set aside for these requests. Additionally, there was no process in place to inform the public and event producers how or when to apply for support of these annual events. The City recognized that there were a growing number of event producers that had not had access or information about how to request event funding or sponsorships.

Staff fully supports designating and defining what ‘signature events’ are. Until the start of this Special Events Sponsorship Program, there had been no budget established or process to support Special Events. The direction to issue the RFP is a transparent and inclusive process in compliance with our Purchasing requirements. The proposed “codification” of signature events listed in the contract were based on the following: 1. The City of Vallejo has funded/sponsored these large, broad-based events and the producers formally requested funding from the CMO budget. 2. The 4th of July Parade (organized by the Vallejo Parade Association) received city funding prior to bankruptcy. It is the longest continuous parade in the State of California at 168 years in Vallejo. 3. Former City Manager Dan Keen contracted the Hyperion LLC to produce a series of events. That agreement ended but the two annual “Mad Hatter” events (4th of July Mad Hatter Festival and the December Holiday Festival) remain an active contractual agreement for these high-impact, highattendance community events. These widely celebrated events involve representatives from all facets of the community and have built a regional following over the years. 4. Waterfront Weekend is an established non-profit that has a specific goal to raise funds for grants back to community organizations in their mission statement. 5. These 4 events draw the largest crowds of residents and visitors locally and regionally. 6. There has never been a designated title for these high-impact, high-attendance events and this was an opportunity to do so. 7. The Special Event Sponsorship Program (SESP) does not include or impact the codified events listed above. Examples of organizations that are eligible to apply for support are: 1. Non-profits that produce culturally relevant events, for example Black History Month, Pista Sa Nayon, Juneteenth, Dios De Los Muertos, or Fiesta Patrias. 2. Non-profits that support program development for underrepresented groups such as Youth, Senior, Unhoused Staff will be providing more information to the Council on the Grants process but meantime, Suite Treatments is available to help non-profit groups with applications. Council will decide whether to approve funding in future years and work with Staff on how the Grants Program can best benefit the Community.
