Vallejo’s 33rd Annual Juneteenth Celebration is moving to a new location this year. One of the City’s most popular annual community events, the Juneteenth festival is moving from the Martin Luther King, Jr. Park behind the JFK Library to a familiar open space across the street, Barbara Kondylis Waterfront Green on Mare Island Way at Capitol Street.
Organized by the African American Family Reunion Committee (AAFRC), the Juneteenth celebration takes place Saturday, June 17, from 11 am to 5 pm. This year’s festival includes a parade which starts at 9 a.m. beginning at Broadway and Tennessee Street to Sonoma Boulevard.

MORE ABOUT JUNETEENTH
Juneteenth is the oldest known celebration of the Emancipation Proclamation signed by Pres. Abraham Lincoln Jan. 1, 1863. On June 19, 1865, two-and-half-years later at a church gathering in Galveston, Texas, Major General Gordon Granger announced the end of the Civil War and that the more than 250,000 enslaved Black people in the state were free by executive decree. On June 18, 2021, President Joe Biden declared Juneteenth as the 12th federal holiday. In June 2021, Vallejo became the first city in Solano County to display the official Juneteenth flag after a unanimous vote by the City Council. The flag is displayed at Martin Luther King, Jr. Park during the month of June.

Vallejo Homeless Navigation Center Project Updates
The City of Vallejo is excited to announce that the Vallejo Homeless Navigation Center has made positive strides forward. Over the past few months, the City of Vallejo was awarded additional funds, finalized the purchase and sale of the property, and released an Operator RFP.
The City was awarded $1.5 million from the Solano County American Rescue Plan Act (ARPA) funds and $1,082,582 from CAP Solano JPA of Homeless Housing, Assistance and Prevention Program (HHAP) funding and Emergency Solutions Grant – CARES Act (ESG-CV) funding. Additionally, the Housing Commission and City Council allocated $750,000 from FY 2023-2024 of Community Development Block Grant (CDBG) funding. These funds have been instrumental in helping move the project forward.
Additionally, the City of Vallejo has finalized the purchase and sale of the Navigation Center location. The property where the Navigation Center will be built is located on the parcel
with the address of 1937 Broadway St. The Vallejo Homeless Navigation Center is currently in the design phase and plans to release its Construction Bid in Fall 2023.
On May 8, 2023, the City published the Request for Proposals (RFP) to find an operator to manage the Vallejo Homeless Navigation Center. The City of Vallejo is soliciting proposals from qualified applicants to operate and deliver services at the Navigation Center. The Awarded Provider will provide social services to individuals and families who are experiencing homelessness and assist with their transition into their next stage of housing. The deadline for submission is June 16, 2023 and the City anticipates notifying the Awarded Provider in July 2023.
The City anticipates that the Navigation Center will begin to welcome participants in the Summer of 2024.

DON't FORGET TO VOTE for a PB Project
The Cycle 8 Participatory Budgeting (PB) Vote kicked off May 6 with an in-person polling booth at the Cinco de Mayo Festivities in downtown Vallejo. The PB vote will be held until June 30. Vallejo residents, including those living in the unincorporated areas, are invited to vote on which community projects to improve the City will go to Council for funding approval.
Residents are allowed to vote for up to two projects on the 10-proposal ballot. Projects fall into the following categories:
Infrastructure (e.g., park updates, street safety improvements, etc.)
Programs and services (e.g., youth programs, spay and neuter services, etc.)
Residents 14 years and older can vote online at www.pbvallejo.org, or in-person in City Hall, and a cell phone number and valid Vallejo address are required for online voting.

Vallejo Police Department Latest News
Stabbing Suspect Arrested
On June 7th at approximately 12:23 PM, Vallejo Police Department officers responded to a report of a stabbing in the 100 block of Ralston Ct.
Upon arrival, officers located an adult male suffering from at least one stab wound. The male was transported to a local hospital for a non-lifethreatening injury.
The adult male suspect, identified as Ken Best, refused to exit the residence. Vallejo Police Department's Special Weapons and Tactics (SWAT) and Hostage Negotiation Team (HNT) arrived at the scene. After several hours of failed negotiations to surrender, SWAT team entered the residence and took Best into custody without incident.
The Vallejo Police Department Detective Division responded and took over this investigation. After speaking with witnesses and viewing evidence from the scene, Ken Best was arrested for assault with a deadly weapon and booked into the Solano County Jail.

Shots Fired Leads To Arrest Of Two Males
On June 1, 2023, the Vallejo Police Department received a call for service regarding shots fired on the 1800 block of Ascot Pkwy. A witness reported that a male driving a black Acura Legend was still at the scene and had a silver handgun.
Our officers arrived and conducted a high-risk traffic stop on the Acura, which was still parked at the scene. The driver inside the vehicle was detained. Our officers searched the vehicle and located the firearm near the driver's seat. The firearm did not have a serial number and it was loaded with a 28-round magazine.
While searching the Acura, officers observed a firearm in plain view inside a white Chevrolet Cruze parked next to the Acura. The Chevrolet was occupied by a single driver, who was also detained at the scene. The firearm in the Chevrolet did not have a serial number either and it was loaded with a 10-round magazine.
You must be 21 years of age to possess a handgun in public in California legally; neither adult males were of the legal age limit. The two males were arrested and booked into the county jail. Their vehicles were towed from the scene and their firearms were collected and placed into evidence.
APPLICATION PERIOD FOR THE NEW MEASURE P CITIZENS’ OVERSIGHT COMMITTEE NOW OPEN
Vallejo, CA - On July 12, 2022, the Vallejo City Council created a Citizens’ Oversight Committee (COC). The COC shall consist of 7 regular members appointed by the Mayor and City Council as set forth in the ordinance (Ordinance No. 1866 N.C. (2d)). Six of the regular members will be appointed based upon Council voting district. Members appointed by the Mayor may reside anywhere in the City.
CITIZENS’ OVERSIGHT COMMITTEE:
The COC is established to independently review and advise upon the City’s expenditure of proceeds generated by the transactions and use tax. The Committee shall meet at least twice each calendar year and more frequently, if necessary, to discharge the responsibilities of the Committee. Members of the Committee shall not receive a stipend for their service. Any additional responsibilities and duties of the Committee shall be established by resolution of the City Council except as otherwise set forth in Vallejo Municipal Code Section 3.09.170. The COC shall annually review and report on (a) the City’s proposed and actual expenditure of proceeds generated by the
transaction and use tax and (b) the independent annual audit required by Chapter 3.09. The Committee’s report shall be submitted to the City Council for review and discussion at a public meeting of the City Council and shall be available to the public. The City shall provide such staff resources as are reasonably necessary to assist the Committee with the discharge of its duties under this chapter. The Committee shall not have the authority to hire or retain its own staff, consultants, or contractors.
QUALIFICATIONS TO BE A BOARD MEMBER:
Members shall be residents of the City of Vallejo. Each member of the Committee shall serve for a term of 2 years, and such service shall be at the pleasure of the City Council.

APPLICATION PERIOD FOR THE NEW POLICE OVERSIGHT AND ACCOUNTABILITY COMMISSION NOW OPEN
On December 20, 2022, the Vallejo City Council created a Police Oversight and Accountability Commission (POAC). The POAC shall consist of 7 regular members and two (2) alternate members appointed by the Mayor and City Council as set forth in the ordinance (Ordinance No. 1869 N.C. (2d)). Six of the regular members will be appointed based upon Council voting district. Alternate members must be one youth member between the ages of 18-25 and one additional community member from any district. Alternate members may participate in POAC meetings but do not vote unless there is an absence by a regular (voting) member.
QUALIFICATIONS TO BE A BOARD MEMBER
• Board member qualifications are set forth in the ordinance.
• Members must pass a formal background check before they can serve and must complete the FPPC financial conflict of interest reporting forms (Form 700).
• Members, including Alternate Members, are required to attend extensive training as set forth in the ordinance. Training is expected to be comprised of approximately 40 hours of total training and must be completed within nine months from the date the Member is appointed. Training will begin once the board is seated.
POWERS OF POAC
• The powers, duties and functions of POAC are to review investigations of Serious Incidents and Bias Incidents (as defined by the ordinance) involving the police department and to make recommendations to the Chief
of Police and/or the City Manager as set forth in Chapter 18 of the municipal code. POAC also makes recommendations on police department policies, police department training, and community relations issues. POAC may also conduct public outreach related to its purpose and function.
• POAC may receive and review complaints from the public about police misconduct and make recommendations to the Chief of Police concerning investigation of such complaints. POAC may ensure that citizens have access to the complaint process at alternate locations.
• POAC may make recommendations to either the Chief of Police or City Manager regarding violations of policy resulting from Serious Incidents or Bias Incidents. POAC may also review and make recommendations to the Chief of Police concerning any Notice of Intended Discipline directed toward a police officer, which the Chief of Police must consider.
• POAC will provide an annual report to the City Council/City Manager/Chief of Police as set forth in the ordinance as well as make recommendations about proposed, existing, or pending legislation. POAC Members must also adhere to State Law, including Penal Code section 832.7, and other laws concerning the confidentiality of police personnel records. Please note that intentionally disclosing confidential information is a crime.
