"Where You Belong"

Westerville Recognizes National Park and Recreation Month Theme

Each July, for nearly 40 years, the National Recreation and Park Association (NRPA) has celebrated Park and Recreation Month. Celebrating strong, vibrant and resilient communities, Park and Recreation Month focuses on empowering communities through local and surrounding parks and recreation.

The month also recognizes the more than 160,000 full-time park and recreation professionals — along with hundreds of thousands of part-time and seasonal workers and volunteers — who maintain our country’s local, state and national parks.

This year’s theme – “Where You Belong” – was selected by NRPA to represent the many ways park and recreation professionals across the country foster a sense of belonging in their community by providing welcoming and inclusive programs, essential services for all ages and abilities and safe, accessible spaces to build meaningful connections.

Throughout July, Westerville Parks and Recreation will highlight social activities, parks and trails and other special events for the month of recognition.

Check out the Park and Recreation Month event calendar on the next page and at www.westerville.org/programs

Use the hashtag #westervilleparks and share on social media when visiting a City park or trail for a chance to be featured on social channels.

Volunteers Team Up to Make a Lasting Impact

This past April, Westerville’s thriving volunteer community was especially active for National Volunteer Month. The City provided ample volunteer opportunities to promote the benefits of volunteerism for givers and receivers and to encourage all community members to take part in volunteerism whenever possible.

Members of several organizations and businesses, including but not limited to, Friends of Alum Creek and Tributaries, Chase Bank, Aqua Ohio, DHL, Mid-City Electric and TaTa Consultancy, teamed up to plant trees throughout the City, as part of Green Columbus’ Earth Month Campaign to plant 74,000 trees throughout the region. Projects included tree planting on Cooper Road along Alum Creek bikeway, mulching at the Community Center, removing invasive plants at Metzger Park and road cleanup.

The following images highlight just a portion of the volunteer activities that took place throughout April.

Dishing Out Fresh, Local Fare North

High to Partner with Area Farmers

North High Brewing Company is partnering with local farmers to bring new, inspired dishes to the table. The restaurant is located in COhatch (240 S. State St.).

This summer, North High plans to source fresh produce and ingredients at the weekly Saturday Farmers Market in Uptown to create unique dishes for their Saturday brunch menu, served from 10 a.m. to 2 p.m.

Cucumbers and other fresh produce will be sourced locally from the farmers market and

turned into staple menu items, such as North High’s fried pickle appetizer. Innovative dishes will be on rotation throughout the summer, with limited quantities available.

“Our chefs are excited to begin this new venture and use locally grown ingredients to incorporate in our ‘farmers market special’ brunch offering,” said Jessica Gesue, Head of Administration at COhatch.

Nature's Unsung Heroes Pollinators

As summer reaches its peak and plants burst into full bloom, our gardens and flower beds are abuzz with pollinators. Pollinators are the lifeline to our natural landscape and our food sources. Take a closer look at the importance of these creatures in our lives below.

WHAT IS A POLLINATOR?

Pollinators carry pollen between flowers and this movement of pollen is necessary for plants to become fertilized and produce fruits, seeds and young plants. Many insects and animals can act as pollinators–bees, wasps, moths, butterflies, birds and even small mammals, such as bats.

Some insects, such as bees, collect pollen intentionally, as a food source. Others, such as butterflies and birds collect pollen by accident, collecting and transporting it on their bodies as they are feeding on flower nectar.

The U.S. Department of Agriculture (USDA) estimates that three-fourths of the world’s flower plants and about 35% of the world’s food crops depend on insect and animal pollination to reproduce. That’s one out of every three bites of food you eat.

WHY ARE POLLINATORS IMPORTANT?

Pollination is an essential ecological function. Without pollinators, the survival of our ecosystem is impossible. Of the 1,400 crop plants grown around the world, nearly 80% require pollination by insects and animals. These crops produce all of the food and plant-based industrial products. Visits from pollinators also result in more flavorful and higher-yielding crops. According to the US Forest Service, pollination of agricultural crops is valued at 10 billion dollars annually. Globally, that number scales to more than $3 trillion dollars.

More than half of the world’s diet of fats and oils comes from animal-pollinated plants (oil palm, canola, sunflowers, etc.).

150 $10 billion

More than 150 food crops in the U.S. depend on pollinators, including almost all fruit and grain crops.

The USDA estimates that crops dependent on pollination are worth more than $10 billion per year.

It is also important to note that without pollinators, plants in our ecosystems would not reproduce, in turn greatly affecting our air and water qualities and rate of soil erosion.

ARE POLLINATORS IN TROUBLE?

Undeniably. Habitat loss, disease, parasites and other contaminants contribute to the decline of many species of pollinators. Simply, pollinators that can’t find the right quality or quantity of food sources do not survive. Our ecosystems don’t have enough pollinator-friendly plants to support our much-needed pollinators.

ARE THERE CITY INITIATIVES TO HELP WITH POLLINATOR CONSERVATION?

Pollinator Habitats

Westerville Parks and Recreation, in partnership with the Westerville Garden Club, currently maintains approximately 5.5 acres of pollinator habitat with an additional acre added in the fall of 2023. Added locations include Highlands and Hoff Woods Parks as well as the Parks Maintenance facility. Pollinator habitats are preserved at a number of locations including Hoff Woods, Millstone Creek and Alum Creek South Parks with particularly convenient viewing at the Community Center (350 N. Cleveland Ave.) south end windows and First Responders Park parking islands.

Monarch Waystations

The City and the Westerville Garden Club worked together to design and plant two butterfly habitat demonstration gardens, also known as waystations, along the recreational trail on the south side of Polaris Parkway just east of Africa Road. All of the plants are tagged with their common and scientific names. Visit the gardens to see the butterflies in action and find pollinator-friendly plants to add to your landscape.

Forestry Program

The City’s forestry program also supports pollinators through the protection and maintenance of the community's urban forest canopy. The forest program’s goal is to maintain a 40% canopy cover across the City. This canopy cover includes blossoming trees that provide nectar and pollen and crucial habitats for

maple, crabapple, linden, serviceberry, oak ninebark, pussy willow, sumac, viburnum

aster, hyssop, milkweed, purple coneflower

WHAT CAN I DO TO HELP?

There are many ways individuals can help in their own backyards. At home, consider the following:

1. Plant native plants. They are the best choice for your garden because of their abundance of pollen and nectar. They are also well adapted to the local climate, typically being more drought-tolerant and pest-resistant.

2. Plant a continuous supply of food. may be the most active season for pollinators but spring and fall are also crucial. Consider planting at least three pollinator-friendly species per season in your garden. Plant in clumps or groups for the highest impact.

3. Include plant diversity. The USDA recommends including a combination of native plant species, heirloom plants and herbs in your pollinator garden. Common herbs such as rosemary, oregano, basil, marjoram, and borage are excellent pollinator plants. Allow unharvested fruits and vegetables to bolt (go to flower) for added pollinator and beneficial insect food.

4. Reduce the use of pesticides. Most commercially available pesticides are lethal to pollinators. Choose pesticide products that have active ingredients that are the least harmful to bees and other pollinator insects. Apply them during late evening hours when pollinators are least active and prevent the wind from carrying excess pesticide to other areas. Do not treat actively blooming flowers.

5. Spread awareness. Educate your friends and family about the importance of pollinators.

Annuals: cosmos, marigold, sunflower, zinnia Herbs: basil, borage, catmint, lavender, oregano

K9 Chloe and Officer Wojo Debut New DARE Cruiser

A new Westerville Division of Police (WPD) allelectric vehicle is now on the road, with a special passenger. Officer Mark Wojciechowski (Officer Wojo) and WPD Therapy K9 Chloe debuted the new DARE cruiser in April.

After examining cruiser options and availability, the Tesla Model Y was selected for its price and K9-friendly features. In addition to being more affordable than the Ford Explorer cruiser often used by law enforcement, the Model Y offers a standard “Pet Mode,” allowing for cabin climate control that can be monitored from an app. Pet Mode can provide alert notifications if changes are detected, allowing Chloe to be checked from cruiser-installed cameras as needed.

The DARE car is the only Tesla-marked cruiser in the WPD fleet. In addition to its equipment, the Model Y was upfit for police duty at a considerable savings compared to previous K9 vehicles. As an all-electric vehicle, it also costs WPD less to operate and maintain compared to gas-powered options.

Chloe joined Officer Wojo, an 18-year WPD veteran who manages the DARE partnership with Westerville City Schools, in 2020. DARE officers are specially trained professionals who help students understand decision-making about living a safe and healthy lifestyle and saying no to drugs and substance abuse. Chloe is also trained for this mission, along with other duties including attending special events and offering comfort and support to those who have experienced traumatic events.

WPD Introduces "Neighborhood" School Resource Officer Team

The Westerville Division of Police (WPD) recently welcomed three new school resource officers (SROs) to serve students throughout the Westerville City School District. SROs interact directly with students, teachers and administrators on a daily basis and are responsible for the safety of both students and faculty while also serving as mentors, educators and counselors, when needed.

The three new officers join five existing SROs, but will be designated as Neighborhood SROs. Neighborhood SROs primarily serve elementary school students and have an intentional presence

within neighborhoods surrounding schools to establish ongoing positive relationships with community members.

“After the tragedy in Uvalde, Texas, at the elementary school, my team and I got together to come up with a plan to have three Neighborhood SROs that will be assigned to the elementary schools, help secure them and also be a liaison in the neighborhood,” said WPD Chief Charles Chandler. “The officers will already be on site if there are traffic problems or any other issues that police can assist with.”

The SRO program and the addition of the Neighborhood SROs is in support of the City’s goal to maintain safe and vibrant communities.

“With the support of Council and City administration, we were able to fill more SRO positions and create a new sergeant position who will directly supervise all of the SRO officers,” said Chief Chandler.

The SRO and Neighborhood SRO programs are unique opportunities for WPD and Westerville City Schools to expand their partnership for the benefit of young people throughout the community.

Prior to the addition of Neighborhood SROs, WPD SROs were located at Westerville North and Westerville South High Schools, and Blendon, Walnut Springs and Heritage Middle Schools.

“There are very few cities that provide SRO services to their elementary schools, and I think this is a pretty big deal,” said Chief Chandler.

Cultivating a New Generation of Safety Professionals

This fall, the Westerville Division of Police (WPD) and the Westerville Division of Fire (WFD) will welcome its Class #2 of students to the Westerville Public Safety Cadets (WPSC) program. WPD and WFD previously offered separate introductory programs for youth interested in careers in law enforcement, fire and emergency medical services (EMS). Last year, the departments combined their efforts through the WPSC program to develop the next generation of skilled, compassionate, community-oriented safety professionals.

WPSC is a comprehensive, pre-professional program that creates a pathway for youth exploration of safety careers and provides ample opportunities for teambuilding and camaraderie activities.

The extended program offers handson training in public safety, through exploration of the following topics:

• Fingerprinting

• Crime Scene Search

• Arrest and Search Techniques

• Building Searches

• Traffic Stops

• Domestic Violence

• Hostage Negotiations

• Fire Prevention

• Search and Rescue

• Fire attack

• Forcible entry

• Emergency Medicine

• Cardio Pulmonary Resuscitation (CPR)

• Crash Investigations

• Bomb Threat Response

• Defensive Tactics

• Vehicle Extrication

• Crisis Intervention

The program also promotes strong community relationships. WPSC provides opportunities for community service activities, such as working alongside WPD and WFD personnel at community events. Additionally, field trips to law enforcement and fire-related destinations, participation in

competitions between cadets in similar programs, and conferences geared toward cadet participants provide cadets with opportunities to build lasting relationships with community members, mentors and future public safety professionals.

The program has already resulted in several cadet graduates pursuing public safety careers, and a few currently serve as WPD officers. Through such programming, the City continues to invest in the safety of Westerville residents and members of surrounding communities for years to come.

Program Eligibility

All WPSC applicants must successfully complete the Westerville Youth Public Safety Academy (WYPSA), which is a one-week course designed for youth who are interested in careers in law enforcement, fire prevention/fire fighting or EMS. WYPSA participants must be ages 14-21 years old and have completed 8th grade. WYPSA provides participants with a brief introduction to topics that will be further explored in WPSC and includes interactive demonstrations regarding K-9 units, paramilitary drills and drones.

For more information on the WPSC or WYPSA programs, please visit police.westerville.org or email crimeprevention@westerville.org.

New WFD Vehicles Improve Safety and Increase Access

Westerville Division of Fire (WFD) Station 113’s (355 N Spring Rd.) new fire truck is officially in service after a “push-in” ceremony on March 29.

In the 1800s when horse-drawn equipment was used during fire rescues, crews had to detach the horses and physically push equipment back into storage areas after returning from a rescue. Push-in ceremonies now pay homage to the period before the invention of motorized vehicles and also serve as a celebratory way to introduce new fire trucks to the community.

WFD also recently received a grant from Firehouse Subs Public Safety Foundation in support of operations. WFD used the $31,000 grant to purchase a new side-by-side vehicle. The Polaris Ranger Crew XP 1000 ATV is equipped with a compact rescue skid unit that enables the small vehicle to quickly and easily transport fire and rescue equipment.

“The side-by-side will assist firefighters and medics in gaining access to areas that would normally be difficult to access with a fire apparatus or an emergency medical response (EMS) medic vehicle,” said WFD Lieutenant Nick Jones. “The side-by-side replaced a John Deere Gator that was purchased over 20 years ago.”

WFD currently serves 50,000 Westerville and Blendon Township residents. The division also plays an active role in the Central Ohio Strike Team, a regional urban search and rescue team. WFD responds to more than 8,300 calls for emergency assistance annually between its three stations and is responsible for all types of emergencies including fire, EMS, confined-space rescue, high-angle rescue and water rescues, so the return on investment of the side-by-side vehicle is very high.

“The features of the new vehicle were created after much research and consideration from our front-line firefighters that were running into problems while operating under the previous procedure using the Gator,” said Lt. Jones. “The

side by side will be available for use in dense areas, such as parks and trails, where it is difficult for our larger fire and EMS vehicles to access.”

The unit will also be used to aid EMS response during times like the city’s fireworks displays, 4th Friday gatherings, and festivals often held by organizations that request our presence.

“This increased access will help us one day make a difference in the outcome of someone’s life,” said Lt. Jones.

EV Charging Etiquette

Electric Vehicle (EV) charging stations are available throughout the City of Westerville. Visit www.westerville.org/powerup for a map of locations.

Move along and do not squat. When your car is finished charging, move out of an EV charging space. Parking in a space for hours prevents others from charging their vehicle. City-owned charging units will charge a fee for idle parking without active charging. There is a 30-minute grace period to move your vehicle before a $5 per hour fee is charged.

Don’t unplug others. Unless it is an emergency, or someone left a note saying it’s fine to unplug them, do not unplug an EV car that is not your own.

Aim for 80 to 90% charge. Topping off your charge is convenient, but consider charging to full later at home to leave spaces open for those who need it.

Don’t park in spaces if you have a gas engine. Gaspowered vehicles do not require charging, so do not park in spaces that are designated for EVs.

Be mindful of charging stations. Always return connectors back to their ports and report any potential damage or problems with EV charging stations.

Library Plans for Growth

Since its last major renovation in 2007, the Westerville Public Library (126 S State St.) has added programming that has steadily grown in popularity, resulting in the need for more space.

“We are continually offering more events with higher capacity and outgrowing spaces,” said Library Marketing Manager Tamara Murray. “We’re landlocked, so what we want to do is maximize the space that we have, and a lot of that is our outdoor space.”

The Library’s leadership team has given extensive consideration to using its accessible space more efficiently and creating a welcoming, flexible space for Library-hosted events.

“The City and [Uptown Westerville, Inc.] are really looking at bringing the Uptown experience further south and we are a part of that, so we want to fit the concept that the City has moving forward,” said Murray.

Future plans include additional seating and bike racks, lighting in dimmer areas, easily accessible electricity for outdoor performances and activities, optional shading for sunny areas and artwork to create more inviting spaces.

“We want to make sure that when people are in Uptown, they stay as long as possible,” said Murray. “We want to give them places to hang out and feel welcome.”

The Library gave its parking garage renovation similar considerations, but from a structural standpoint. Due to the nature of the project and infrastructure concerns, the Library plans to renovate its parking garage first with Newcomer Concrete Services, Inc., then POD Design, LLC, will address the design of the parking lot entry and front lawn renovations.

The parking garage renovation is projected to be completed in time for Wizards & Wands Festival, a month-long celebration of magic and fantasy in October. The front lawn project is not slated to begin until 2025 at the earliest.

“Right now, we’re looking at how we approach the projects in a mindful way and making sure that people can still get into the building,” said Murray. “We’re constantly making changes throughout the building to better make use of the space.”

In 2018, the City of Westerville began researching the best way to reconstruct the Shinto Shrine in Westerville and restore the historical structure to its former glory. The City has partnered with Schooley Caldwell Associates to bring the Shrine back to the City.

Three potential site locations are located at the corner of Sunbury and County Line Road, Otterbein Lake and Astronaut Grove Park.

Community Center Provides Year-Round Fun for Everyone

Whether you utilize the Community Center (350 N. Cleveland Ave.) daily or occasionally, being a pass holder can offer endless opportunities to meet health and fitness goals while engaging with fellow community members. Westerville resident Sarah Gordon and Juls Rathje, a visual arts teacher at Genoa Middle School, have found ample ways to utilize the Community Center all year around–for themselves and their families.

The Gordon family visits the Community Center every other day. Sarah, a mother of four children ages 1-8, loves the variety of classes offered for all of her children and likes to spend time at the indoor playground, especially as the weather begins to turn. She and her husband also like to utilize the Community Center for fitness purposes: she prefers pool exercise while her husband likes to workout in the fitness center that boasts more than 70 cardiovascular machines, state-of-the-art strength training equipment and an indoor track.

“I feel like it has something for everybody. My 8- yearold is very artistic, so we like the art-focused activities and classes. My husband and I love to work out, so it improves our physical fitness,” said Gordon. “It also supports community engagement, because we’re

always there and can say ‘hi’ to our neighbors and whoever else is there. It really helps build those relationships. It keeps us busy and gives us a purpose, because we have somewhere to be for whatever reason. We love it all.”

Rathje also enjoys the benefits the Community Center provides her and her family, as well as her fellow teachers and students through collaborative programming. The Rathje family visits the Community Center weekly and has engaged in a variety of programs and activities that promote wellness. The Rathje children, ages 10 and 13, have participated in martial arts, climbing wall classes, swimming and teen night while the Rathje parents have participated in various exercise classes. Rathje noted another benefit that the Community Center offers that outweighs all others, in her opinion–connectedness.

“My favorite part is the sense of community. Whenever we go in, everyone is always so welcoming and encouraging,” said Rathje. “I feel like they set up a good environment, and I usually go with a friend, so it’s nice. I love the couches where it’s a relaxing, safe environment where we can hang out before we take a yoga class.”

Intentional Programming

One thing that sets the Community Center apart from other facilities is the intentionality behind the multi-generational, inclusive program offerings.

“The Westerville Parks and Recreation Department strives to provide an array of programs and activities that support the health and wellness of our community members and creates opportunities to increase connectedness,” said Randy Auler, Director of Parks and Recreation. “Through the Fitness and Wellness, Arts and Culture, Aquatics, Older Adult, Youth, Sport Leagues, Virtual Recreation and Adaptive and Inclusive programs, Parks and Recreation provides full access to programs that promote overall wellness for all community members.”

“I’m always taking my kids there, but I really appreciate the variety of offerings for adults,” said Rathje.

Gordon is also fond of the Community Center’s multi-generational approach to programming.

“My in-laws and my parents play pickleball and also take workout classes at the Community Center and the Senior Center is right there, so we get to see them when we’re there for other reasons, which is always really fun,” said Gordon whose father regularly attends the monthly Pancake Breakfast with her nuclear family. “I love that the Community

Center is for all ages. It’s truly for everyone; from my 1-year-old to my parents who are in their 60s.”

Parks and Recreation also regularly partners and collaborates with local organizations to expand offerings and meet programming needs.

“I’m a mom first, but as an educator, I love that the Community Center collaborates with other community organizations,” said Rathje, referring to a recent interactive art show held at the Community Center with Westerville City Schools and local art and music organizations.

“It was a multi-generational event with different age groups and skill levels. It’s an awesome environment where programs are supported, the arts are supported and families have these really awesome opportunities. I’m just so grateful that we get to be a part of a fantastic community.”

The Future of Entrepreneurship Is Here

Local Youth Showcase Business Ingenuity

Young, local entrepreneurs showcased their homemade arts, crafts and goods at the firstever Spring Kids Makers Market event at the Westerville Community Center (350 N. Cleveland Ave.) on Sunday, April 21. More than 44 local children showcased their unique creations to sell at the event.

Westerville Parks and Recreation created the event to allow the opportunity for young business owners to have hands-on experience selling their goods and networking with other like-minded, young merchants.

“Creating space for children in the community to have their creations noticed is important for their confidence and continued achievements in the curation of their goods and crafts,” said Westerville Parks and Recreation Program Manager Chelsea VanAssache. “It allows them the chance to

continue developing their business skills and learn from others, new and experienced, who share the same entrepreneurial spirit.”

The event garnered attention from over 400 community members and 100 family members of each participant. Every child who had a booth had at least one transaction, and a few participants sold out their products entirely.

Ella Williams, founder and CEO of Posh Tea Time, attended the pre-event; exclusive only for market vendors. She encouraged the young business owners by sharing her personal story of overcoming hardships, adversity and creating her own business that adds value and flair to the community. Her insight inspired participants and provided an opportunity to ask questions and learn more about what it takes to own a successful business.

28

For most of the adolescent entrepreneurs, this was the first time they had to handle money with customers––counting coins, breaking bills and making change. This empowering experience enabled participants to explore a new concept that is not a part of their daily routines.

Participants also received education about marketing and networking at the event. Ensuring their businesses were properly advertised allowed them to gain recognition and brand awareness of the products they were selling.

“Vann is what my mom calls me and I started out just making keychains and found other fun molds to try,” said Savannah Fisher of Vann’s Keychains and More when asked how she came up with her business name.

Fall Kids

Most of the children chose to name their business after their own namesake or after the specific products they sell. Each booth was uniquely crafted to the seller and the products they carefully curated for the community.

“[I] really enjoyed the event and seeing the very talented children in Westerville,” said Elin & Co. owner Elin Crosby. “Next time I would take more time to prep and maybe offer snacks and beverages. I would provide bags for shopping.”

For more updates, visit www.westerville.org/parks.

Makers Market information will be available in the Sept/Oct Community Guide.

Sharing the Road

Crosswalk and Street Safety Tips

As parents and guardians prepare children return to school this fall, the City strives to bring awareness to the importance of crosswalk safety for pedestrians, cyclists and drivers. Before the school year starts, take a moment to review the following information to ensure that you are familiar with crosswalk guidelines and general tips to help keep you and your loved ones safe.

• Cross the street at crosswalks, if available.

• Look both ways and pause to ensure that traffic is stopped before crossing the street.

• Follow the rules of the road and pay attention to traffic signs and car signals.

• Walk on sidewalks, as opposed to the street, whenever possible.

• If sidewalks are not accessible, walk on the street facing traffic, but as far away from traffic as possible.

• Pay attention to traffic signs and signals, as well as road lane markings.

• When crossing the street, dismount your bike and wheel it through a designated crosswalk.

• When making a turn, be vigilant of traffic in all directions, including behind you.

• Use hand signals to indicate which direction you plan to turn.

• Use a bike path, whenever available.

• When a bike path isn’t accessible, children less than 10 years old should ride on the sidewalk.

• Older children and adults should ride on the street in the same direction as motorists.

• Whether riding on the road or sidewalk, yield to pedestrians when crossing the street.

MOTORISTS

• Yield to pedestrians and cyclists crossing the street within or outside of crosswalks.

• Be on the lookout for pedestrians and cyclists, even in areas where pedestrian and cyclist traffic is uncommon.

• As you approach a crosswalk in a high-traffic pedestrian or cyclist area, reduce distractions and look around to ensure that you have a clear view of anyone who may cross the street.

• Be mindful of unpredictable speeds of approaching cyclists, as it can be difficult to gauge speed from different angles.

• Be kind and share the road with cyclists and pedestrians of all ages; especially in areas without designated crosswalks or sidewalks.
