1. Introduction 1.1 City Rail Link The City Rail Link (CRL) is the largest single transport project in New Zealand history1. The project comprises the construction, operation and maintenance of a 3.4km twin-tunnel underground passenger railway, running between Britomart Station and the North Auckland Line (NAL) in the vicinity of Mt Eden Station. The proposed works include the construction of two underground stations, with a depth of up to 42 metres below ground. The project will transform the downtown Britomart Transport Centre into a two-way through-station that better connects Auckland’s rail network, allowing it to double in capacity.

The majority of CRL construction work to date has been located in the vicinity of the Commercial Bay development site, the Britomart station, lower Queen Street, Customs Street and lower Albert Street.

Construction works have been underway since December 2015. They commenced with construction of the Albert Street stormwater main realignment. This work included the establishment of large pipejacking shafts at the intersection of Albert Street with Wellesley, Victoria, and Swanson Streets.

Works in lower Albert Street started in May 2016 with the relocation of underground network utilities.

This enabled the Connectus joint venture to begin constructing the cut and cover tunnels along Albert Street from Customs Street to Wyndham Street, with piling commencing in October 2016 and excavation in April 2017.2 In November 2017 Aurecon on behalf of City Rail Link Limited (CRLL) prepared a Social Impact and Business Disruption Delivery Work Plan (SIBD DWP) for canopy removal and utility relocation works along the western side of Albert Street, between Victoria and Wellesley Streets.

1.2 Link Alliance Contract, Project and SIBD Staging Link Alliance was awarded the contract to deliver the City Rail Link Project main stations and tunnels known as the CRL C3 package of work in May 2019. Link Alliance has split this overall CRL3 scope of SIBD work into multiple delivery packages. The Aotea Station Early Works (Stages 1-3) is the first of the Social Impact and Business Disruption (SIBD) packages.

Delivery of the ‘Aotea Station Early Works (Stages 1-3)’ is due to commence in September 2019. The scope of the Aotea Station early works is set out below and focuses on utilities relocation work in and around Albert Street between Wyndham and Victoria Streets. The utility relocation is a continuation of the work already undertaken along lower Albert Street and between Victoria and Wellesley Streets.

1.3 CRL Social Impact and Business Disruption Reports This report sets out the SIBD DWP for the Aotea Station Early Works (Stages 1-3) and is an addendum to the Approved SIBD for canopy removal and utility relocation works.

This DWP is one in a series of DWPs prepared for the CRL project.

1.4 Staging of Works and Cumulative SIBD Effects Whilst the SIBD and DWPs have been split into independent packages to follow the construction staging and enable work to commence in stages, it is acknowledged that the overall scale and location of the construction activities have potential cumulative SIBD effects much wider than the specific works area.

The potentially impacted residential and business community affected by the Aotea Station Utilities Relocation have requested that Link Alliance consult on the SIBD effects of the project as a whole (i.e. the main works and the utilities relocation) rather than on the effects associated with the individual packages of work. The primary reason being that understanding the full scope and timing of works in their area will assist with business planning. As the construction stages and duration overlap, the disruption effects of construction activities can extend beyond the immediate area of the construction works.

In recognition of the potential cumulative and comprehensive nature of the SIBD impacts the overall scope of project works will be acknowledged and set out in the subsequent DWPs prepared for other stages of the Project construction. This will commence with the SIBD DWP for the Aotea Station future stages.

1.5 Addendum Report and Scope In 2017, CRLL submitted an Outline Plan of Works (OPW) for canopy removal and utility relocation works within the Aotea Station area, along the western side of Albert Street between Victoria Street West and Wellesley Street West (Auckland Council ref. OPW60310921). These works were referred to by CRLL as the ‘Enabling Works – Contract 2.1 & 2.2’. The Outline Plan was accepted by Auckland Council without change and included the SIBD DWP, prepared by Aurecon, dated 24 November 2017 (“the Approved SIBD”).

Connectus subsequently only undertook the Contract 2.1 (canopy removal) component. However, the Link Alliance will now undertake the Contract 2.2 (utilities) component as part of the Aotea Station utility relocation works (Stages 1-3). The SIBD impacts of the Contract 2.2 utilities relocation have already been addressed by way of the approved SIBD and no further consultation in relation to those works is included in this report, unless they are in proximity to the Stages 1-3 works. However, further consultation with those affected residents and businesses will occur in relation to the Aotea Station main works SIBD. This current DWP has been prepared as an addendum to the 2017 Aurecon SIBD DWP3 at the request of CRLL. The purpose of the addendum approach is to draw on the SIBD methodology and mitigation measures set out in the Aurecon DWP and accepted by Council as part of the Outline Plan process for Albert Street utility works between Victoria and Wellesley Streets. That approach was considered appropriate by CRLL and Link Alliance on the basis that the scope of work addressed in this DWP addendum is a continuation of these utility works, albeit with different potentially impacted parties.

The location of the Contract 2.1 & 2.2 works (the subject of the Approved SIBD) and the Link Alliance proposed Aotea Station early works (1-3) is shown in Figure 1 below.

In preparing this DWP for Aotea Station Utilities Relocation as an addendum it is acknowledged that: 1. Whilst the scope of the utilities relocation and the construction methodology for both Aotea Station and Stages 2.1 & 2.2 is very similar, the works are in different locations and there are newly impacted parties not previously consulted.

2. These newly impacted parties were not consulted as part of the original SIBD DWP process and hence any additional potential effects and mitigation measures were not identified.

3. Given the staging of the works and commencement of different packages at various locations within the designation corridor (beginning in 2015), there are potential cumulative effects associated with the duration and location of the works.

4. The businesses and residents in this part of Albert Street now have experienced the impacts of earlier phases of works and also have lessons learned and detailed sense for how the project has impacted them to date.

These matters (1-4 above) have been addressed in our methodology as set out below.

This addendum must be read in conjunction with the Approved 2017 SIBD. The addendum generally follows the outline of the Approved SIBD DWP with additional sections and text included where necessary to ensure the location, context and outcomes of the consultation undertaken for the Aotea Station Stages 1-3 Utilities Relocation scope of work are adequately addressed.

1.6 Overview of Project Works The existing network of underground utilities around the proposed Aotea Station needs to be permanently relocated prior to construction of the station. The first tranche of utility relocation works will be undertaken in 3 stages.

For all stages the main element of the works is the formation of temporary trenches within footpaths to allow installation of new ducts for utility services. Once the ducts are installed the trenches are to be backfilled with the footpath reinstated.

Social Impact and Business Disruption Delivery Work Plan (Addendum) The trenches will generally be 1m to 1.8m wide with an average depth of 1.5m. The utilities requiring relocation include electrical, telecommunication, gas and potable water assets.

Tree works, including the removal of 7 trees and the temporary removal and re-planting of 1 tree are also included in the scope. The tree removal will be undertaken by a suitably qualified and experienced arborist and is described in the Tree and Vegetation DWP which forms an appendix to the Construction Environmental Management Plan (CEMP).

2. CRL Designation Conditions and SIBD Methodology 2.1 SIDB DWP Addendum Authors 2.5 This addendum has been prepared by John Daly (co-author) and Kim Hardy (co-author and technical reviewer).

John holds a MA (Hons) in Sociology and a MSc in Urban and Regional Planning. John is also a Chartered Member of the Royal Town Planning Institute and is a member of the New Zealand Association for Impact Assessment. John has 12 years of professional experience including the preparation of Town Centre Impact Assessments, Environmental Impact Assessment Screening and Statements of Community Involvement for commercial, industrial and hotel development in London, UK; community consultation and engagement for residential development to inform planning guidance in Scotland and London, UK. Kim holds a MSocSci (Hons) in Human Geography and Resources and Environmental Planning. She has been a practising planner for 28 years and is experienced in public and stakeholder engagement, assessing social and cultural impacts of land development and infrastructure projects. She completed her Masters Thesis on ‘Effective Public Participation and the Resource Management Act 1991’. She has 10 years’ experience as an Independent Hearings Commissioner and Chairperson and is an experienced statutory planning decision maker. She holds full IAP2 Australasia Certification in Engagement. Kim has been a Full Member of the New Zealand Planning Institute for 24 years and is a member of the New Zealand Association for Impact Assessment.

2.2 IAIA Guidance for Assessing and Managing Social impacts of Projects (2015) 2.1 To ensure effective and robust practices the ‘International Association for Impact Assessment Social Impact Assessment: Guidance for Assessing and Managing the Social Impacts of Projects’ has informed our approach to undertaking this SIBD assessment and informing further development of our engagement methodology. However, our reporting format has been guided as requested by CRLL by the Approved SIBD as this DWP is an addendum to that original report: ‘Social Impact Assessment (SIA) is now conceived as being the process of identifying and managing the social issues of project development and includes the effective engagement of affected communities in participatory processes of identification, assessment and management of social impacts. Although SIA is still used as an impact prediction mechanism and decision making tool in regulatory processes to consider the social impacts in advance of a permitting or licencing decision, equally more important is the role of SIA in contributing to the ongoing management of social issues throughout the whole project development cycle, from conception to post closure.’4 4

The team has also followed IAP2 best practice methodology. This is set out in the Community Consultation DWP.

2.3 CRL Designations 2.2 The CRL Notice of Requirement (NoR) process was completed in November 2015 and confirmed the extent of the six CRL designations and associated conditions for location of the station and tunnel alignment from Britomart to Mt Eden.

A Social Impact Assessment (SIA) was prepared in support of that NoR process in 20135 in response to a request from Auckland Council.

The designation conditions (Condition 61) require the preparation of the SIBD DWP prior to construction work commencing.

Table 1 outlines the relevant CRL designation conditions and identifies how and where the requirements of these conditions are addressed within this DWP addendum.

The Requiring Authority shall prepare a Social Impact and Business Disruption DWP. The objective of the Social Impact and Business Disruption DWP is to avoid, remedy or mitigate the adverse effects arising from disruption to businesses, residents and community services/facilities so far as reasonably practicable.

To achieve this objective the Requiring Authority shall engage a suitably qualified specialist(s) to prepare a Social Impact and Business Disruption DWP to address the following specific issues: a) How disruption to access (including pedestrian, cycle, passenger transport and service/private vehicles) for residents, community services and businesses as a result of construction activities will, so far as is reasonably practicable, be avoided, remedied or mitigated; b) How the disruption effects that result or are likely to result in the loss of customers to businesses as a result of construction activities will, so far as is reasonably practicable, be avoided, remedied ormitigated; c) How the loss and/or relocation of community facilities and the loss or change to catchments associated with these facilities as a result of the property acquisition process particularly to the Chinese Community Centre and Life Centre Church and the temporary loss of car parking at Hopetoun Alpha will be mitigated;and d) How loss of amenity for residents, community services and businesses as a result of construction activities will be or has been mitigated through the CEMP and other DWPs. The Social Impact and Business Disruption DWP shall be prepared in consultation with the community, community facility operators, business owners, affected parties and affected in proximity parties to: a) Understand client and visitor behaviour and requirements and operational requirements of community facilities and businesses; b) Identify the scale of disruption and adverse effects likely to result to businesses, residents and community services/facilities as a result of construction of the City Rail Link; c) Assess access and servicing requirements and in particular any special needs of residents, community facilities and businesses; and

In relation to the site at 32 Normanby Road, the Requiring Authority shall consult with sub-lessees in the presence of the landowner and head lessee when developing site/business specific mitigation plans, unless the sub-lessee(s) request otherwise.

Suitably qualified independent specialists for the social impact and business disruption mitigation (whose appointment shall be agreed by the Council) shall peer review the Social Impact and Business Disruption DWP pursuant to Condition 11.

2.4 SIBD Methodology The methodology adopted in the Approved SIBD is set out in section 4 of that report and includes: 1. Identify project scope including the construction methodology and location of proposed works; 2. Review the findings of the Designation SIA; 3. Establish the affected area; 4. Establish the community profile; 5. Engage with affected community; 6. Review DWPs from other relevant technical areas (e.g. noise, vibration, air quality); 7. Consult on Draft SIBD DWP with Community and Business Liaison Group and all parties on project database.

2.4.1. Engagement with affected community The 2017 SIBD DWP involved engagement with the affected community via an email questionnaire, attendance at meetings and review of feedback obtained through workshops. The methods used for this addendum are summarised in Table 2 below. The engagement is discussed in Sections 4 to 6 of this Addendum and a summary of the feedback is included in Appendix B. SIBD and acoustic specialists door knocked 88 properties from an initial list of 110. (21 parties discounted due to not being in proximity to works) from 30/07/2019 to 09/08/2019 and on the 29/08/2019.

49 parties provided detailed feedback.

2.4.2. Objective of the Social Impact and Business Disruption Delivery Work Plan Section 1.3 of the Approved SIBD6 sets out the objectives of that SIBD DWP (being for the Albert Street Canopy Removal and Utility Works between Victoria and Wellesley Streets). These objectives are in line with the objectives stated in Condition 61.1. We have adopted those objectives for this DWP addendum but also note that the addendum identifies a wider and unique scope of mitigation measures in response to the issues raised in consultation with the businesses and residents directly impacted by the additional Aotea Stage 1-3 utility works. These measures include: · · · · ·

Disruption to access; Disruption effects that result or are likely to result in the loss of customers to businesses as a result of the construction activities and impact on business viability; Loss of amenity for residents and businesses as a result of construction activities; Disturbance to affected parties (i.e. noise and vibration, traffic, access, dust); Seasonal impacts of timing of works.

3. Project Description 3.1 Description of Works The existing network of underground utilities around the proposed Aotea Station is to be permanently relocated prior to commencement of the station construction activities. The utility relocation works will be undertaken in 3 stages. The scope of works proposed in each stage is explained in the sections below and is programmed to occur between September 2019 and March 2020.

The main element of the works for all stages is the formation of temporary trenches within footpaths to allow installation of new ducts for utility services. Once the ducts are installed the trenches are to be backfilled and the footpath reinstated.

3.1.1. Canopy Removal or Cut back No canopy removal or dismantling is proposed as part of the additional utility relocation works.

3.1.2. Utilities Relocation The tables and accompanying plans below provide an overview of each stage of work. Note that the plans also show the works which were authorised by the Contract 2.1 & 2.2 Outline Plan process.

Details of the parties potentially affected by the additional utility relocation works for Aotea Stages 1-3 are set out in Section 4 of this DWP addendum.

2020. This site compound will be occupied by storage containers, the objective of the site compound is to provide a site that can be used as a rest area for workforce staff, and house equipment and vehicles during the works.

Temporary fencing will be used to delineate the site, along with Link Alliance branded mesh scrim. Vehicle access will be via the existing entrance off Mayoral Drive and through the gate as marked on the plan. Containers are likely to include machinery equipment and a total of up to 1,200L (6x 20L drums) of diesel in bunds.

3.2 Summary of Construction Methodology The construction methodology will generally be based on the methodology accepted by Council for the utility relocation works along the western side of Albert Street, between Victoria Street and Wellesley Street (OPW60310921). The main difference between the accepted construction methodology and the proposed construction methodology is the required trench depth. Full details on the construction methodology are provided in the Construction Environmental Management Plan (CEMP) addendum.

The table below provides a summary of the activities and equipment required to undertake the construction works.

3.3 Construction Hours It is anticipated that construction work will be undertaken between 0700hrs to 1900hrs Monday to Saturday. Limited construction works may be undertaken beyond 1900hrs. Should the longer work hours be necessary the work would be carried out in accordance with the designation conditions and the requirements of the relevant DWPs. No extended hours of construction activity will occur outside that provided for in the designation conditions.

3.4 Construction Workforce Section 2.4 of the Approved SIBD provides an overview of the construction workforce. The same workforce requirements are anticipated for the Aotea Station early works.

4. Social Impact and Business Disruption (SIBD) Assessment & Community Profile 4.1 Key Areas of Potential Impact set out in the Designation SIA7 Section 3.1 of the Approved SIBD provides a summary of the Social Impact Assessment (SIA) submitted in support of the Notices of Requirement for the CRL Designation (the 2013 Designation SIA).

The four key potential areas of adverse social impacts arising from the construction of the CRL were identified in that SIA report as including: 1. Loss or disturbance of community facilities and social services as a result of the proposed works could disrupt people’s way of life and community cohesion.

2. Severance between communities, facilities, residents and businesses, particularly during construction, could impact on people’s way of life and community cohesion.

3. Physical impacts of construction works could impact on people’s health and wellbeing (e.g. as a result of nuisance or disturbance from construction noise, vibration or other discharges, or from the uncertainty/frustration arising from changes in accessibility for people living and working in the areas affected by the construction activity).

4. Impacts on individual tenants and landowners, resulting from issues associated with property purchase, relocation and/or displacement.

4.2 The Impacted Community Profile The 2013 Designation SIA characterised the land uses adjoining and within the wider CRL designation corridor as comprising commercial and office buildings; apartments and visitor accommodation; warehouses and storage facilities; entertainment centres and restaurants; civic buildings and community centres; and residential accommodation.

Whilst this description reflects the wider designation area, our team undertook the following assessments to ensure our understanding of the potentially impacted community profile was accurate and specific to the location of the proposed Aotea Station Utilities Relocation: · · · · · · · · ·

Reviewed the Designation SIA Report; Reviewed the Approved SIBD; Undertook a site walkover; Undertook an aerial assessment and property database assessment to understand the ownership and occupancy structure of the impacted area; Reviewed online business websites to understand the scope of services offered and to confirm their proximity to the proposed works; Attended CLG Meetings; Undertook door knocking to personally meet with as many parties as possible; A review of the Heart of the City website to confirm the type of uses, and characteristics of the area and events; Participated in meetings with CRLL representatives and potentially impacted parties.

SIBD DWP Addendum Desktop research was also undertaken which further informed our understanding of the community profile, including a review of the Waitematā Local Board Area Demographics report card 20168. Our Team recognised that this report card covers a significantly larger area than the area of works for the utility relocations, however key facts about the area contained in that report include: · · ·

It is a significant centre of employment which is mostly concentrated in the City Centre; The area accounts for 24 per cent of all employment and 15 per cent of all businesses; The area is under-represented in older and younger age groups and over-represented in age groups between 20 and 34 years, resulting in a median age of 30.4 years compared to a regional median of 35.1 years; More than a third (43%) of local residents were born overseas, and of that group, 63 per cent had been in New Zealand for less than ten years. The largest group born overseas was from the People’s Republic of China and the United Kingdom, with smaller groups from India and Korea commerce and is home to a large tertiary and private education sector 9.

Recent news articles were also reviewed to understand issues that have been raised in the media by affected community representatives. During the consultation exercise news stories10 were published outlining requests for compensation and political support for establishing a hardship fund, in response to business disruption effects perceived to have been caused by the CRL Albert Street works undertaken to date. Requests for compensation were noted during the meetings with affected parties where those issues were raised.

Additionally, meetings were arranged with technical specialists and site visits were undertaken to ensure that the SIBD team had a good understanding of the area and the characteristics of the affected community.

The key observations from the research, meetings with technical specialists and site visits were that the characteristics outlined in the Approved SIBD was generally accurate with the team further noting that in the context of the Aotea Station Utility Relocation works: · ·

The area is predominantly in commercial use consisting of office accommodation on upper floors of buildings with ground floor uses including retail, cafes and restaurants; Tourist accommodation was also a key land use and business activity in the area reflecting the location within Auckland’s CBD and accessibility to city and regional tourist attractions; The area has a predominantly commercial character with residential properties being predominantly located in the above ground levels of either mixed use or dedicated apartments buildings; The largest apartment building being the Manhattan Apartments is located within the area covered by the Approved SIBD and is not specifically within the area covered by the Aotea utility works; The Media Design School is located in the area and there is a childcare centre and Wilson’s carpark in Durham Lane;

The team noted that Victoria Street has a high number of pedestrians with the pavement area currently being less crowded along Albert Street, particularly towards Wyndham Street where the CRL Contract 2 works are currently being undertaken.

Site meetings with affected parties provided the SIBD team with greater insight to: ·

The access arrangements for premises, with the main access points being located on the pavement area close to the utility relocation works with some exceptions having access of side roads and laneways (e.g. with an access off Durham Street); The location and use of rear service yards for deliveries and pick-ups; The use of the pavement areas for waste pickups; The use and location of the ‘5 minute’ loading bays; The importance of the peak summer period for tourism accommodation and hospitality businesses; Reliance on good curb side appeal and visibility for passer by custom and business viability; Location of sensitive uses such as the Durham Lane childcare centre and Media Design School; and The issues and experience of previous works on Victoria St and the current canopy removal works.

Overall, we would describe the community profile as comprising of a mix of residential apartment, hotel, office and business activities. The wider street frontage is naturally dominated by business activities with a notably high presence of fast food and restaurant outlets. A large proportion of these appear to comprise relatively small independently run retail stores and restaurants. With the presence of the office blocks and residential apartments there is a childcare centre located within proximity to those activities. The area has the mix of activities needed to typically service an innercity mixed use urban environment. Given this accommodation and business mix we consider that the area is also occupied by a mix of travellers, workers and permanent residents on a daily basis.

The vast majority of the businesses we spoke with have been in the area since prior to commencement of the CRL construction works, and for some prior to the CRL designation process.

However, some are more recent arrivals. The table in Appendix B provides a comprehensive profile of the businesses and residential activities within the immediate vicinity of the proposed utility relocation works (including identification of the occupancy duration).

5. Consultation and Engagement 5.1 Introduction The consultation and engagement was undertaken to inform the SIBD DWP, particularly the mitigation implementation plan (Section 6). We contacted affected parties via face to face communications. The engagement was split into three different groups: ·

Arranged meetings for those with existing and ongoing CRLL relationships. Arranged meetings took place from 30/07/2019 to 09/08/2019 and on the 29/08/2019; and

·

Door knocking for those with no existing CRL relationship11 and who were being approached for the first time. Follow up meetings were arranged on request. Door knocking took place between 23/07/2019 and 30/08/2019.

·

Three face to face meetings were held with affected parties at the CLG meeting on 05/08/2019. This was attended by a variety of subject matter experts, including SIBD team.

For affected parties not successfully contacted during the consultation and engagement period for this SIBD addendum, a site visit was made to or adjacent to the property. This provided a level of understanding of the business and/or residential activity and the relationships to the additional utility works. Additional input on impact of the works was also provided by subject matter experts.

Further consultation with these parties for the purpose of keeping them informed of the timing and scope of the project as works progress will be led by the Aotea Station Communication Team. This consultation will be attended by Subject Matter Experts, including members of the SIBD team.

Feedback will inform the ongoing work on the Mitigation Implement Plan and Development Response Plan (DRP) and the review process outlined in Section 10.

Our approach to engaging with both groups is set out in Table 3 below.

The engagement meetings with CRLL or Link Alliance ‘No Existing Relationship’ parties were led by John Daly (co-author if this addendum) and/or a member of the wider SIBD Team. In some instances, a qualified noise expert was also in attendance.

Where specific areas of concern were identified such as noise and traffic, the SIBD team undertook to facilitate a follow up visit with the relevant expert to address the specific issues of concern.

Feedback from the meetings is contained within Appendix B.

5.1.1. Aotea Station Utilities Relocation Fact Sheets & Calling Cards Copies of the information fact sheets attached in Appendix D were left with each party or calling cards provided where owners/occupiers were not present at the time of calling. Follow up meetings were arranged with those who sought a return visit or wanted a meeting with specific technical expert (e.g. noise and/or traffic expert).

5.2 Establishing an SIBD Area Section 4.2 of the Approved SIBD sets out the approach taken to establishing the SIBD affected area in accordance with the designation conditions and focused on · ·

Directly affected parties.

Affected parties by proximity.

We have adopted the same approach for identification of the SIBD area covered by this addendum.

Our methodology for determining the directly and proximity affected parties was based on: 1. A desktop assessment of the site with proximity to the location of the physical works and with potential property access impacts associated with the works (these were identified as the Directly Affected Areas; 2. A desktop assessment of the activities within proximity of the works where limitations on the road network may impact accessibility to their site (these were identified as the proximity affected areas.

SIBD DWP Addendum 3. Refinement of the parties affected by the works occurred during the door knocking exercise. The SIBD engagement team made judgements on site as to the parties that would potentially be impacted and refined the parties consulted to those identified as potentially directly affected.

Whilst we have identified both the directly and proximity affected parties, given the scope of the additional utility relocation works and the timeframe for commencement of the works our engagement has focused predominantly on the directly affected parties (as shown in the purple areas in Figure 6 below). The green and yellow areas identified in Figure 6 below are covered by the approved SIBD and additional engagement was only undertaken if parties were affected by the additional works.

During the site visits and door knocking exercise the team concluded that the appropriate scope of engagement (88 properties out of the 110 that were originally identified) in relation to these works was the directly impacted parties with the list of parties refined to those listed in Table 6. These parties included not only those with street frontage to the works but also within walkable proximity and access to Albert Street.

Parties consulted as part of the Approved C2.2 SIBD (coloured green in Figure 6) have not been routinely consulted for the additional utility relocation works. The exceptions are Manhattan Apartments, Peppers CafĂŠ, DIA and passport office due to their relationship and proximity to the works. Auckland Council will also be consulted specifically in relation to the construction compound at Bledisloe House car park.

5.3 The Project’s Impacted Area and Community 110 parties were originally identified as part of the affected community. This was reduced to 89 parties following site visits undertaken to further understand the relationship between these Page 26

SIBD DWP Addendum properties and the additional relocation works. These 88 parties were individually contacted. For those that were not present at the time of calling, calling cards were provided and follow up meetings arranged on request. Where calling cards were not able to be left details were passed to the communication team to action follow up discussions/meetings.

Feedback was received from 49 parties out of a total of the 89 parties identified in Table 6. The feedback was spread across the geographical area of the works and was obtained predominantly from business owners or managers and the residential/office block property managers.

The level of engagement is considered appropriate for the additional utility relocation works and enabled the SIBD team to identify common Social Impact and Business Disruption themes. These themes are summarised in Section 6.

In addition to meeting affected parties, an understanding of the impacts has been gained from a review of the DWP Addendums, previously approved DWPs and discussion with the subject matter experts, including transport and acoustic specialists, and the feedback received as part of the approved SIBD. Table 6 identifies the owners and occupiers potentially affected by the utility relocation construction works that are the subject of this addendum.

5.4 Face to face Engagement with Affected Parties The purpose of the face to face engagement (door knocking and arranged meetings) was to: 1. Establish positive working relations between the Project community and the Link Alliance as the consortium delivering the utility relocation works subject to this addendum and future Aotea Station works; 2. Inform potentially affected parties of the utility relocation works and the proximity to their premises. This discussion and information sought to ensure affected parties understood the work prior to seeking feedback; 3. Obtain feedback from affected parties on the matters identified in the CRL designation condition 61.3, i.e. the type and scale of disruption, specific access and servicing requirements, and client and visitor behaviour and requirements, and to gain an understanding of the extent of impacts the affected community has experienced from the CRL works on Albert St to date; and 4. Develop avoidance, remediation and/or mitigation measures to address the issues and concerns identified, as far as reasonably practicable.

To ensure a level of consistency and that the matters set out in the designation conditions were addressed during the engagement interviews, a series of questions were asked relating to the operation of the business/residential accommodation and specifically about social impacts / business disruption resulting from the additional utility relocation works.

5.5 Heart of the City In addition to individual meetings with residential and business owners/occupiers we also met with Heart of the City. Heart of the City is the Auckland City Centre Business Association and operates as an advocacy and promotional organisation for activities located within the CBD. The Heart of the City aspiration is that: ‘...the city centre continues to be a thriving commercial centre of the region, that it is rich in cultural heritage, that Aucklanders are proud of it and visitors regard it as a must see destination.12 Heart of the City representatives have been involved as stakeholders in the CRL project since prior to work commencing in 2015 and as such provided us with their insights into lessons learned to date.

Recommendations put forward in the discussions with Heart of the City were that the Link Alliance: · · · · · · · ·

Prepare clear and simple communications that local businesses and residents can readily understand and respond to (remove technical jargon); Clarify the process for joining and participating in the CLG. Timely removal of hoardings and other equipment and storage facilities when no longer required on site; Need to plan for and recognise other large-scale development works in the CBD and coordinate where practicable; A number of business operators have experienced a high level of anxiety associated with the works to date and their lack of understanding of the works yet to come; Consideration needs to be given to community health and wellbeing; Ongoing communication updates (they previously received helpful communications from Connectus – on weekly basis which helped the local businesses them plan ahead for customers and staff); Comprehensive understanding of timeframes (including start and finish dates and overall duration of works). 5.6 Residential, Visitor Accommodation and Noise Sensitive Properties Residential and visitor accommodation properties along the area of works include: · · · · ·

Loft style apartments along Kingston Street opposite the courthouse; Garden View Apartments (above carpark in Durham Street); Victoria Residences on the corner of Victoria and Federal Streets; Shakespeare Hotel and Brewery; Discussion with the Manhattan apartment manager at the CLG meeting confirmed that the Apartments didn’t consider there would be any issues with the Aotea Early Works.

Our engagement to date has occurred typically with building managers of residential properties and not individual residential occupiers. We also met with the owners and/or managers of visitor accommodation.

Our approach is considered to be proportionate to the scale of the additional utility relocation works and as further engagement will be undertaken with the residential properties in relation to the Stages 4 & 5 and main works SIBD DWP. One of the key SIBD issues identified for the residential properties is the potential noise impact. 5.7 Community and Business Liaison Group The Aotea https://www.cityraillink.co.nz/crl-aotea-community-group CBLG focuses on Albert Street from Wyndham Street to Mayoral Drive, where the new Aotea Station will be built. The CBLG is attended by cross-section of the community, including residents, property owners, businesses and interest groups in each area.

an avenue for local community representatives to understand and share what’s happening in their area during construction. monitor and give feedback on the effects of construction on their community. provide input into the preparation of a variety of different management plans designed to help manage the impacts of construction. reviews of the DWPS, including this SIBD. Note that the SIBD was issues to the CLG and feedback was received from two members (HOTC and Barclay Suites) – refer to Appendix C.

Kim Hardy and John Daly attended both the recent Aotea Station CLG meetings to listen to the issues raised by members of the CLG in relation to the potential SIBD impacts.

At the second of the two meetings an opportunity was provided for members of the group to talk to Kim and John directly and raise particular concerns around the scope and timing of the proposed Aotea Station early works.

Heart of the City queried the breadth of invitation to the CLG and understanding of the membership responsibilities and format for the meetings. The opportunity for Link Alliance and CRLL to provide an update to the group on its membership, function and responsibilities was identified. Together with the opportunity to reconsider the format for the evening meetings and the objectives of each meeting to ensure all parties get the most out of it.

Heart of the City has also suggested the formation of a Business Liaison Group which the Communication and Engagement team is currently investigating. A meeting with business owners was arranged for the 7th August 2019 to brief businesses on the works and the Development Response Plan (DRP).

5.8 Summary of Key Issues and Mitigation The key issues raised during the face to face meetings and the requested mitigations are set out in Appendix B. The impacts identified can be summarised as including: · · ·

Rates relief was suggested as one method of providing compensation; Regular communications on construction staging and timing and what to expect on a weekly, monthly and longer-term basis; Consideration of timing of works to avoid peak tourist season and lunchtime trade for restaurants and fast food outlets; and Minimise impediments and changes to pedestrian access and the existing pedestrian flow and routes along and across the Albert St network.

Map 1 below generally summarises the key themes of primary concern and the location of the parties consulted to date. It is acknowledged the majority of impacted parties were concerned about combinations of multiple issues.

6. Mitigation Implementation Plan 6.1 Introduction As set out in Section 5.1 of the Approved SIBD, social impact and business disruption effects will be mitigated through the suite of DWPs and Management Plans required under the CRL designation and resource consent conditions.

Specific mitigation of the concerns raised by individual affected parties is set out in Appendix B. This section of the SIBD DWP addendum sets out the wider mitigation actions to be implemented across the full scope of the project.

6.2 Roles and Responsibilities The key Link Alliance personnel responsible for the delivery of the actions and recommendations in this SIBD DWP addendum are identified in Table 7 below. To ensure the commitments made through the proposed mitigation measures, key staff will be informed of their obligations and responsibilities.

6.3 Compliance with Designation Conditions Section 5.2 of the 2017 SIBD DWP acknowledged that some affected parties raised concerns regarding adherence to designation and resource consent conditions. Compliance for the Aotea Station early works with all relevant designation conditions will be achieved via the CEMP, DWPs and Management Plans (MP) lodged with the OPW.

6.4 Continuous Up to Date Engagement The need for early, continuous and up to date engagement was raised by a number of parties. This will be provided by the Project Communication and Engagement team including: a) Courtesy visits and /or email updates to businesses to check in with parties regarding the Project.

The purpose being to obtain feedback on any issues of concern and identify pathways for their resolution in liaison with the appropriate team identified in 6.1 above. b) Project Progress meetings undertaken with businesses, to confirm project programme and when scheduled works will take place. c) Provision of advance notice to businesses on the scope of works on a weekly and monthly basis.

This is necessary to ensure businesses can plan ahead and advise customers in advance of their arrival. Longer term programme of works (and therefore potential for disruption) will also be particularly important for hotels – for example, in terms of managing future conference and event bookings. d) Engagement with residential properties in line with the CCP.

6.5 Development Response Plans (DRP) A DRP programme has commenced to address the Aotea Station utilities relocation and main works.

The programme is being developed in consultation with the local business community and includes identification of the proposed support actions, the implementation partners, the timing and frequency of the actions and the DRP Team deliverables and specifications. Some of the actions include physical works such as cleaning ground floor windows, regular access audits, business support through trader directories and maps, activations and events.

6.6 Contractor Briefings The Construction Manager will brief all contractors prior to their arrival on site and ensure they are fully aware of the project obligations to stakeholders within the area of the construction works. This will include a requirement to treat adjoining businesses as ‘project neighbours’ and ensure that, as far as practicable, the contractor’s day to day actions around the periphery of the site and their interface with the public areas is as considered as possible. This includes, for example, staging work to ensure footpath disturbance occurs only once, that works are co-ordinated on an area basis and that re – work and consequential additional disruption is not required.

6.7 Noise and Vibration Disruption As specified in Section 5.3 of the Approved SIBD, construction noise and vibration will be managed, monitored and mitigated through the Construction Noise and Vibration DWP prepared by Marshall Day Acoustics Ltd. An addendum plan (the CNV DWP) has been prepared by AECOM NZ Ltd as part of the OPW for the Aotea Station early works.

The Site Specific Construction Noise Management Plans (SSCNMP) provided at Appendix C of the CNV DWP Addendum will be implemented as required. Refer to the CNV DWP for parties requiring a SSCNMP to be prepared.

6.8 Traffic, Access and Parking Disruption Disruption to traffic, access and parking will be managed, monitored and mitigated through the Transport, Access and Parking DWP (TAP DWP) addendum. This addendum includes detailed assessment of the effect and the mitigation measures as summarised below.

The TAP DWP identifies that careful consideration is required for Durham Lane and in particular the access to the Barclay Suites complex and the Wilsons carpark. The one way lane system around Durham Lane would potentially make access to Barclay Suites and the Durham Lane carpark buildings difficult should closure of the slip-lane off Albert Street be required.

A number of businesses identified the need for provision of accessible loading bays for the duration of the works. It was also noted that the areas where construction is not being undertaken (such as the road median) could be more effectively used during the construction works and potentially be opened to use by local businesses. Perceptions of some businesses are that the median portion of Albert Street has been freely used for parking by contractors. Consideration of the use of the median area of the road and other innovations would require consideration and assessment in the TAP DWP. The Transport Planning Team will: · ·

Engage directly with those parties requiring site specific transport management plans; Consider opportunities for more efficient use of the network during construction staging and whether parts of the network could be used by local businesses for parking and/or loading.

Assessment of the traffic and access effects set out below has been taken from the TAP DWP addendum.

6.8.1. Traffic and Access Pedestrian and cyclist access to all properties on Albert Street, Victoria Street West and Kingston Street will be maintained during the works. These will generally be maintained by providing a pedestrian route along the frontages of the building where possible, or by providing a protected pedestrian passageway through the work zone. Wayfinding signage will be provided to guide pedestrians requiring access to properties.

Pedestrian and cyclist accesses may be closed for short periods of time for critical works. This will be minimised as much as practicable. When closures are necessary, property owners and leaseholders will be consulted with, prior to the closure.

Existing vehicle access to properties at 87-89 Albert Street, 86 Albert Street, 76 Albert Street and the Albert Street service lane (accessed off the southern leg of the Victoria Street West/ Albert Street intersection) will be maintained. Where needed, a traffic controller will be present at these accesses to manage conflict with pedestrians and construction activity.

Some of these vehicle accesses may be required to be closed for short periods of time. This will be minimised as much as practicable and when temporary closures are necessary, property owners and occupiers will be consulted with, in reasonable advance of the closure. During these periods, and where a closure is in effect for a period of between six and 72 hours, alternative car parking arrangement will be agreed with the owners/leaseholders of these spaces in advance of the closure occurring.

Mitigation will likely be to provide alternative parking in nearby public and private parking buildings that are located within a short distance of the work area. The details of this will be agreed through the consultation and engagement proposed, as outlined in Section 9 of the TAP DWP addendum and the Communication and Consultation Plan for these works, as outlined in the CEMP. In the event an affected party unexpectedly finds their vehicle blocked in as a result of a temporary closure, the Link Alliance will (within reasonable limits) offer alternative transport such as a taxi, rental car, or other alternative, in accordance with CRL designation condition 25.3 (g).

6.8.2. Pedestrian Movement and Access Effects on pedestrians and cyclists will be limited to minor inconvenience as all pedestrian routes and access to properties will be maintained on Victoria Street West, Kingston Street, and Albert Street. The minor inconvenience will be due to reduced footpath widths and some minor diversions in place.

The works on Victoria Street West, Kingston Street and Albert Street may result in reduced foot traffic which may have an impact on businesses.

The ability for pedestrians to cross from east to west (and vice versa) across Albert Street will be managed by signalised pedestrian crossings at the Wyndham Street/Albert Street intersection, Victoria Street West/Albert Street intersection, midblock of Albert Street (50m north of Wellesley Street West) and at the Wellesley Street West/Albert Street intersection. These are located around 160m, 140m and 40m apart, respectively.

The cycle boxes on Victoria Street West will be maintained during the works, and there will be no impact to the shared use environment on Elliot Street and Federal street (south of Victoria Street West) or the cycle lanes on Federal Street (north of Victoria Street West).

6.9 Public Transport Disruption The TAP DWP addendum sets out the Public Transport Effects of the additional utility relocation works, resulting from the relocation of the bus stop on the southern side of Victoria Street West (between Albert Street and Elliot Street) and its proposed relocation.

In addition to the management and monitoring measures outlined in the TAP DWP addendum, the following mitigation measures will be implemented: A. Advisory signage will be erected one month prior to the works commencing advising motorists and pedestrians of the scheduled works.

B. As per the TMP for the Project, signage will be erected in clear and prominent locations for the duration of the Project works, advising motorists of the works and restrictions within the affected sections of Albert Street, Kingston Street, Durham Street and Victoria Street West.

Furthermore, bespoke signage will be erected in sub-stages to accommodate the Project works on Albert Street and Durham Street to maintain access to properties.

C. Signage will be used to direct traffic wishing to gain access to 87-89 Albert Street driveway and basement carpark located on the western side of Albert Street.

D. To limit the effect of work force traffic and car parking on the surrounding streets, the contractor will promote use of public transport or provide staff shuttles to site from an agreed muster point. Where use of private car is unavoidable, car-pooling is to be promoted.

E. Parking of private vehicles will be restricted to critical construction related vehicles only within the works compound.

F. Signage will be used to direct pedestrians wishing to gain access to the businesses located on the western side of Albert Street. This is particularly important where the pedestrian route will be via a contained pedestrian thoroughfare.

G. Pedestrian accesses may be closed for short periods of time for critical works. When closures are necessary, property owners and leaseholders will be consulted with at least two weeks prior to the closure. This will be undertaken by the Stakeholder and Engagement Manager with the agreed arrangement and timing conveyed to the business by the Construction Manager at least 48 hours before the closure.

H. The relocation of the bus services in 2018 (for the approved DWP) was a direct consequence of the CRL works, including utility relocations.

I. The relocation of the bus stop for bus route 18 will be communicated to the public to assist the community finding their way to the relocated stop. The Link Alliance Communication and Engagement Manager will liaise with CRLL and AT metro to agree the signage on site and the information to be provided on the AT website as well as the Project’s website. Existing AT communications channels will be used to effectively target public transport users, particularly those who have identified route 18 as their daily transport option.

6.10 Utility Disruption No change is proposed to the ongoing implementation procedures for utility disruption set out in Section 5.5 of the Approved SIBD. It was noted by some parties that loss of electricity and/or other utility usage can have a significant impact on their business, particularly for visitor accommodation. There are also potentially increased operating costs associated with loss of utilities.

SIBD DWP Addendum An addendum to the Air Quality DWP has been prepared to address any additional matters raised from the increased scope of works. The addendum states that “the main dust emission sources [for the utility relocation works] remain the same as those identified in the Approved AQDWP, that is trench excavation and spoil removal and backfilling of the trench”. Therefore, there is no change to the ongoing implementation procedures for air quality set out in Section 5.6 of the Approved SIBD.

6.12 Amenity and Landscape Section 5.7 of the approved SIBD is relevant to this addendum. However, it is noted that the additional utility relocation works involve the removal of up to seven street trees on Albert Street and Victoria Street West not previously considered in the Approved SIBD. One of the trees, located on ‘Martha’s Corner’ and known as ‘The Harvey Tree’, has local historical significance (although it is not listed on any heritage schedule). The tree was planted by the adjoining landowner in the 1970s and is accompanied by a plaque. While the tree is in poor condition, due to its local historical importance, provisions will be made to attempt temporary transplantation and replanting of the tree in proximity to its current location following the completion of works.

The wider amenity impact of the works is the disruption to the streetscape and the presence of construction activities for a duration of up to 5 years. To date actions have been undertaken to minimise this as far as practicable including use of signage on hoarding, inclusion of transparent plastic in hoardings to improve visibility, and wayfinding signage. In relation to the utility relocation works an open mesh fence will predominantly be used.

CRLL has commenced a process of engaging with Albert Street business on the preparation of a Development Response Plan to pro-actively identify measures for minimising disruption.

The planned public realm (streetscape) reinstatement works are intended to enhance the overall amenity value of Albert Street once the new Aotea station is open and functioning. In the meantime, there will be an ongoing disruption to the visual and pedestrian experience along Albert Street for the duration of the construction works.

The proposed mitigation measures for the amenity impacts will match those provided in Section 5.7.1 of the Approved SIBD. Where trees are permanently removed, surfaces will be reinstated as footpath. Wider public realm reinstatement works to address urban design and amenity in the Aotea Station area will be addressed in a later Outline Plan for the CRL project. Residents, businesses and the wider community will be engaged in the preparation of an Urban Design Delivery Work Plan for these reinstatement works.

6.13 Community Safety Measures to enhance community safety are set out in Section 5.8 of the Approved SIBD. In response to issues raised by some businesses around community safety, it is recommended that a deliberate assessment of the location and transparency of the hoardings is undertaken including the duration and ability to remove them as soon as possible as works progress. Other businesses have raised concerns regarding perceptions of safety with the hoarding in place for long periods of time. This will be addressed through the DRP and in the development of construction methods as the works are progressed.

6.14 Business Visibility Disruption The relationship between patronage levels and line of sight/visibility with businesses or advertising is highly valued by businesses in the project area.

The majority of the site work areas will be delineated with 2-metre-high fencing with either sound mats or mesh depending on the location of the works. The 2-metre-high fencing, located in footpath areas, may block site lines and visibility of business signage and pedestrian and vehicle access locations.

We understand that the Development Response Plan being prepared in consultation with Albert Street Businesses will address the issue of visibility and actions to be undertaken to enhance visibility for the duration of the works.

6.15 Health and Wellbeing A number of business owners expressed their concerns around the impact of the project on their health and wellbeing. Particularly driven by: · ·

Their experiences of the construction work undertaken to date; and The uncertainty around the timing and duration of the future work packages and the overall duration of the impact of the works on their physical location and business viability.

A number identified the need to plan ahead and had difficulty in undertaking meaningful business planning. The Link Alliance will support business by providing pro-active communication on construction timing and scope of work to minimise risk of anxiety and stress around uncertainty.

Project-wide, CRLL will provide information on how to contact practical help agencies - including external helplines, local mental health services, counselling and support agencies. This information will be made available in pamphlet form using multiple channels such as info@cityraillink.govt.nz, the CRL project website, and local project information centres.

CRLL will continue to work with local business communities, and through the CRL 'Business Forum' can offer workshops for affected business owners to address topics such as coping with stress, staying positive through difficult times, looking after self, and strategies for managing challenging situations. These workshops would be facilitated by appropriately qualified professionals such as counsellors. psychologists, and business advisors.

6.16 Business Disruption The Designation SIA stated that the Project will generate both economic opportunities and impacts.

The Assessment of Environmental Effects for the CRL NoR process, prepared in 2012 stated that “a key purpose and driver of the CRL is to make the city centre more accessible, resulting in an anticipated increase in economic performance, and create changes in land use, development opportunities, and intensification (particularly around stations)”.

SIBD DWP Addendum Whilst the CRL project will in the longer term generate positive outcomes both locally and regionally, the businesses consulted to date have identified a number of concerns with the impacts of the construction works on them. These impacts are set out in detail in Appendix B. The mitigation requested by the consulted parties is set out above. We’ve set these out in summary in Table 9 below together with our recommended actions.

8.3 Disputes resolution Section 7.4 of the 2017 Approved SIBD DWP sets out the dispute resolution process which is relevant this addendum.

There is no change to the reporting procedures set out in Section 8 of the Approved 2017 SIBD.

The Link Alliance Street Response Manager will also undertake a weekly audit of the construction areas and resolve any key issues identified with the construction team..

There will be regular liaison with businesses via the proposed business forum and the CBLG to discuss issues, including the implementation of the Mitigation Implementation Plan and the DRP. The Link Alliance must also provide monthly reporting to Auckland Council, demonstrating how the works continue to be undertaken in accordance with all the relevant management plans and CRL consent conditions.

Undertaking 110 interviews in this time frame is not possible. I assume it is meant that 110 parties were contacted requesting an interview or face-to-face meeting with the SIBD team. Please revise, qualifying also that some 35 or so out of 110 of these parties provided feedback.

14) Designation Condition 61.8 states that “the Requiring Authority shall prepare an annual report on the identification, monitoring, evaluation and management of the effects outlined in the Social Impact and Business Disruption DWP together with a summary of matters raised by the community, and how these have been responded to”. This is an important data source providing cumulative identification and management measures of ongoing SIBD effects. The point of the designation condition is to ensure that SIBD DWPs are ‘living documents’ and they should inform implementation, but also the preparation of each new CEMP and DWPs. Going forward, I strongly suggest that for each project area (Aotea, Mt Eden, K Road station early and main construction works), past and future annual reports are consolidated alongside CLG comments and are used by the SIBD team, referenced in the preparation of SIBD DWPs, and made publicly available on the CRL Project website.

15) In a previous peer review, I suggested that a specific question should be included in ongoing consultation with all parties, such as “what do you consider are the social impact and business disruption impacts on you (and your staff, family and local community) as a result of the project”.

Given that Appendices describing the questionnaire/ interview methodology are missing from the draft Addendum, it is not possible to check whether this basic, but key question has been incorporated.

17) This SIBD DWP Addendum does not mention the Auckland District Court, even though the CNV DWP addendum clearly states this affected party as a notable receiver and a SSCNMP is in preparation. As a notable receiver there will be social impact and business disruption effects to people in terms of access, noise and disruption – court staff, jurors, visitors, members of the public, legal teams, police and security, media etc. This Addendum should be revised to acknowledge these effects and cross-reference any relevant mitigation strategy to the relevant DWP addendums.

17) Auckland District Council was identified as an affected party, but a meeting had not taken place at the time of the Independent Peer Review. Table 6 and Appendix B have been updated.

18) In reviewing Appendix B (issues raised during the face to face meetings) and Table 4 of the Addendum (p.27-29) I understand that some 35 out of 110 contacted parties actually gave feedback. I am also concerned that this represents only one third of the businesses/ properties, and that these only reflect the specific concerns or issues of these 35, not the entirety or majority. Given that the approach is to split the works in to place-based, project and time-bound packages, there is a recurrent failure to involve the participation and voice of many other potentially affected people as part of the SIBD and CCP methodology. I also think it problematic that there is no methodology in place to gather and hear the concerns and issues of the many numbers (potentially hundreds or thousands) of staff, commuters, employees and residents living or working at these business and residential premises.

18) Feedback from 49 parties is considered to be an adequate sample size for eliciting the principal stakeholder issues/concerns.

Experience to date, including stakeholder feedback for the current CRL construction works in lower Albert Street (North of Wyndham Street), is that the same 'common themes' emerge from consultation. It is considered that additional consultation for the currently proposed utility relocation works would not elicit any new or significantly different issues. SIBD issues are sufficiently well understood to inform the preparation of an effective SIBD Delivery Work Plan.

SIBD DWP Addendum 19) To ensure compliance with Designation Condition 61.3.b – the scale of disruption, I sternly recommend that pro-active measures to attempt to engage and hear from those who have not been consulted to this point must be put in place for the duration of the construction works. In light of my general comments above, the Link Alliance and CRL Project must seriously consider conducting ongoing surveys (or other relevant data gathering methodology) in collaboration with these business and property owners and at the cost to the CRL Project, to identify and seek ways of managing and addressing any health and wellbeing issues of the people they employ or provide accommodation to in this project area (as well as for other project areas within the CRL footprint). See note 10 above re health and wellbeing measures via the 0800 helpdesk. I also consider that public surveys (online and face-to-face with pedestrians using the area) would provide CRLL and the Link Alliance with useful information, as well as validate the stated objective of being a ‘good neighbour’. This will require a revision to the CCP, and will require associated planning, budget and resources to undertake in a meaningful and effective way.

19) CRLL and the Link Alliance will undertake surveys and other data gathering exercises sufficient to maintain an adequate understanding of SIBD issues throughout the life of the project.

20) In Section 5.4 of the Addendum there is a need to clarify who was engaged through face-to-face meetings (see also comments 18 above. A couple of columns could be added to Table 4 that is cross-referenced to Appendix B which captures i) whether they are affected parties with an existing/ not existing relationship with CRLL, and ii) the date of the faceto-face meeting.

SIBD DWP Addendum as a baseline, as well as a basis for a future engagement to survey Heart of the City, affected parties and CLG members as to whether they feel satisfied these issues are being addressed.

23) Section 5.6 discusses affected residential properties. The Addendum is clearly weighted towards and informed by business interests as a result of the engagement methodology implemented to date. As I have mentioned in other peer review documents, this appears to be an ongoing failing of the SIBD DWP process regardless of project or affected project community and needs to be seriously remedied.

Appendix C sets out the response to HOTC comments received as part of the CLG review.

23) The door knocking exercise sought to speak to the property managers as part of the door knocking exercise with further consultation at the CLG meeting. The SIBD assessment has been informed by this consultation but also by the wider assessments and inputs from Subject Matter Experts.

Further engagement with the affected community will take place as part of the main works for Aotea Station.

24) It is acknowledged that the SIBD has engaged typically with building managers and not residential occupiers, and that further engagement will be undertaken in relation to the Stages 4 and 5 main works. It is also acknowledged, in reading the draft CNV DWP and SSCNVMP addendums that these residences are subject to site specific construction noise management plans. However, I suggest the following revisions to the SIBD DWP Addendum: a) Tenancies (noted in 5.6) on 98-102 Albert St, 22 Durham St West, 77-85 Victoria Street West and Manhattan Suites (with physical address) should be listed in Table 4 of the Addendum.

b) Clarify whether further engagement with residential properties intends to occur with residential occupiers. In light of comments above regarding a recommended survey methodology, that Page 56

24) Door knocking for SIBD and Acoustic purposes was carried out for the Manhattan Apartments, 98-102 Albert Street and 22 Durham Street West. Refer to Table 6 and Appendix for details of the occupier and feedback.

Door knocking did not occur with 77-85 Victoria Street West, however the SIBD has obtained a representative sample of the area with the Acoustic and Communication teams leading on future engagement.

Community Liaison Group and Feedback

c) With this further engagement method with residents I believe additional possible SIBD impacts, other than just noise, may be identified.

25) Whilst I acknowledge that the CLG have not yet reviewed the SIBD draft Addendum, it is noted that Aotea CLG members have met (3rd July and 5th August) and had an opportunity to discuss SIBD effects and drafts of CEMP and other DWPs. This feedback/ discussion (potentially the minutes of these meetings) to date should have been included in Appendix C. 26) Given that the draft CNV, SSCNMP, SSCNVMP, TAP, in particular, address mitigation measures for SIBD issues, it would be useful for the CLG feedback on these mitigation measures to be included. None of these drafts currently include specific CLG feedback/ discussion on the suitability of the proposed mitigation measures adopted by these DWPs, so it is difficult to gauge the sentiments of the CLG membership to this point.

27) Heart of the City’s suggestion of the formation of a Business Liaison Group (BLG) illustrates that the current CLG may not be serving its purpose or meeting its potential. As I have mentioned a number of times in previous peer reviews, this issue is an ongoing concern regarding all of the CLGs that have been established for the CRL Project and before a new group for businesses are established in Aotea area, the purpose, membership, functions and responsibilities of these CLG should be subject to review (alongside these parties) and recommended improvements documented and implemented where relevant. It is worth considering whether Heart of the City and other relevant business associations in the CRL footprint could be resourced and contracted at

25) CLG feedback has been provided to the Independent Peer Reviewer and comments are responded to in further below.

26) CLG feedback has been reviewed by the appropriate subject matter experts and discussed with the SIBD team to inform the Addendum.

27) The CRL 'Aotea to North Auckland Line' resource consent conditions specifically require the establishment of a 'Community and Business Liaison Group' (this was in response to a submission from Heart of the City when the resource consent application was publicly notified). The relevant consent conditions note that it is not the intention to set up a 'new' CLG (i.e. a separate business CLG), but to broaden the composition of the existing group to achieve adequate business representation. For example, consent

SIBD DWP Addendum the cost to CRL Project to be a liaison for business-based SIBD feedback, rather than establish a new BLG group in each of the Project areas.

Conditions 17b. and e. specifically require that the liaison group includes the Karangahape Road Business Association and Heart of the City. These organisations now attend, and are active participants in, the Karangahape and Aotea CLG meetings.

Notwithstanding the combined Community and Business Liaison Group (CBLG), CRLL has also established a separate 'Business Forum' in order to more effectively address business disruption. The Business Forum does not replace or duplicate the CBLG. Instead the forum provides an opportunity to work directly with affected local businesses and implement a 'Development Response Programme'. This programme includes measures such as: ▪Having dedicated Development Response managers with direct responsibility for liaising with businesses throughout construction; ▪Foster direct, transparent relationships with local businesses and stakeholder liaison groups through provision of consistent and accurate information; ▪Partnering with Auckland Council and local business groups to develop a range of initiatives to offset impacts caused by construction activity, such as mentoring programmes or advertising and promotional campaigns;

SIBD DWP Addendum ▪Using local businesses to supply the project team (catering, consumables, accommodation, other services); ▪Closely liaising with the construction teams to ensure continuity of access and environment as well as alternative access arrangements when required; ▪Including advertising on construction hoardings to encourage patronage of impacted local businesses; ▪Providing construction respite periods (where possible) at peak business times (such as midday around cafes/restaurants); ▪Establishing a clear approach to liaising with businesses to minimise impacts and business losses; and ▪Providing the opportunity for businesses to be involved in the engagement and planning of future revitalisation activities.

Also refer response to recommendation 28).

28) In a previous review of the Mt Eden Demolition works SIBD DWP I noted the following: “I question whether… the intent, role and functions of the CLG (as set out in Condition 7) are being played effectively by the CLG. I welcome the review of the role and functions of the CLGs. The findings of this review and any changes to be implemented should be made publicly available on the CRLL Project website”. There needs to be clarity regarding whether all or some of the CLG’s for the project are being reviewed, how and by whom and what these findings are. This should be stated in the Addendum and CCP.

28) CRLL has undertaken a comprehensive review of the role and functions of the CBLGs. This resulted in the publication of a "Community Liaison Group (CLG) Strategy" in April 2019, and the subsequent release of a 'CLG Group Charter' which is publicly available on the CRL project website.

30) Section 6.3 (b)and (c) needs to be amended to incorporate up to date engagement with residents, as well as businesses. Importantly, a suitable engagement and consultation methodology for residents should be documented in this Addendum and in the CCP. 31) Section 6.4 mentions a Development Response Programme (DRP) and proposed measures are discussed in Appendix G. It would be useful to understand what the feedback and take-up of these measures has and will be over the course of the CRL Project and how Link Alliance will monitor, review and seek enhancements or improvements to the programme. This methodology should be documented in this Addendum.

Moreover, this methodology should be incorporated into the process of the SIBD DWP annual report as discussed in 14 above.

32) The Addendum should state who is responsible for planning/ designing, implementing and monitoring the DRP.

33) It is not clear at all whether pedestrian counts and business transaction data are continuing to be gathered and monitored as part of the implementation of this SIBD DWP via the DRP or if at all. Given comments from Heart of the City, previous peer review commentary and acknowledgement in this Addendum that there is enhanced media coverage and interest in business viability issues, I feel it is essential that the Link Alliance now address and resource this issue. Alongside my commentary on survey methodology for commuters, pedestrians, staff/ employees and residents, methodology for the monitoring of pedestrians and business transaction data should be documented in this Addendum.

30) Section 6.3 has been updated to provide additional detail on engagement with residents.

31) The Development Response Programme (DRP) is still at an early stage of implementation, and CRLL and the Link Alliance are in the process of identifying methods for measuring the uptake and effectiveness of the DRP. The SIBD annual reports will in future provide feedback on the implementation and effectiveness of the DRP. 32) Going forward, the Link Alliance will be responsible for implementation and monitoring of the DRP. 33) CRLL has been utilising 'Marketview' to obtain consumer spending data for Albert Street and surrounds. This provides an analysis of eftpos and credit card transactions, with consumer spending patterns being reported (monthly) across a range of categories. These categories include: ▪Hospitality (cafes, restaurants, takeaway, catering services, pubs/bars) ▪Food/Liquor (supermarket, specialised food retailing) ▪Discretionary (flower retailing, store-base retailing) ▪Accommodation

SIBD DWP Addendum Moreover, this methodology should be incorporated into the process of the SIBD DWP annual report as discussed in 14 above.

The Link Alliance will continue using Marketview to obtain spending data for commercial areas impacted by construction activities at Aotea, Karangahape and Mt Eden.

The Link Alliance will also undertake pedestrian counts within the impacted commercial areas.

This information will be used to inform the Development Response Programme and will also be summarised in the SIBD annual reports.

34) Section 6.7.2. has been amended to delete reference to the SIBD.

34) In Section 6.7.2 (p.39) the Addendum states: “The works on Victoria Street West, Kingston Street and Albert Street may result in reduced foot traffic which may have an impact on businesses. These effects are addressed in the addendum to the Social Impact and Business Disruption Delivery Work Plan�. This appears to be a direct quote from p.13 of the TAP DWP draft addendum is does not make sense in this document.

Please revise accordingly.

35) Section 6.12 notes that perceptions of safety will be addressed through the DRP. However, in reviewing the DRP measures I find no specific methodology or measure that addresses this significant issue. I suggest the CPTED study, its recommendations, and how this will be implemented and monitored (including discussion of a CPTED monitoring methodology) should be detailed in this Addendum as a DRP measure that should also be subject to review, evaluation and reporting in the SIBD Annual Report (as per my comments in 14 above). It would also be beneficial if community/ neighbourhood or business watch, security or Page 62

35) The Development Response Programme is not the appropriate channel for addressing safety.

Matters such as lighting, the placement of construction hoardings, and maintaining public footpaths that are free of obstructions and trip hazards will primarily be the responsibility of the construction teams. These matters are required to be addressed in the 'Construction Environmental Management Plan' (CEMP). CRL designation Condition

SIBD DWP Addendum similar groups, if they exist, are engaged and involved in the CPTED’s implementation.

36) As per my comments in (10) above, it is my expert opinion that health and wellbeing SIBD impacts will not be effectively or sensibly mitigated or addressed via the Link Alliance 0800 number as the measure stands. In comments and recommendations (19) above I have made it clear that other methods, such as surveys, to identify and manage health and wellbeing issues, particularly for residents and business employees and staff are necessary. Again, CRLL/ Link Alliance must work alongside business and property owners to support these affected parties’ physical and mental welfare and wellbeing. In addition to conducting surveys, businesses should be supported by the Link Alliance to put in place suitable health and safety policies, based on construction works and staging information provided to them by the Link Alliance.

37) On p.42 the economic opportunity/ impact discussion is very broad brush. This part of the SIBD DWP assessment has not been improved. As I have mentioned in previous peer reviews, I suggest that positive and negative impacts must be identified and assessed and need to be properly addressed in the SIBD DWP. It should outline the impacts that have been identified (by the author and/ or affected parties) if at all, or the reason why not, as well as the measures to enhance or mitigate these positive or negative effects. For example, a cumulative negative economic impact will clearly be downstream effects on rental prices for both business and residential properties. Residents and business owners will be subject to increased prices as a result of the outcomes of construction, and their location in proximity to the new stations as well as the overall amenity enhancements and intensification the CRL Project will provide for. Some serious consideration and assessment now of these economic effects on residents and businesses (including future Page 63

20.2(g) requires the CEMP to identify the "means of ensuring the safety of the general public".

37) The wider and long-term economic impacts of the CRL project (e.g. economic impacts on residents and business owners resulting from their proximity to the new stations) are not matters to be addressed in the construction related SIBD Delivery Work Plans.

These matters were appropriately addressed as part of the original Notice of Requirement process for obtaining the CRL designations.

Section 6 of the SIBD sets out the measures to respond to Social and Business Disruption Impacts

39) I also consider that CRLL’s social outcomes strategy https://www.cityraillink.co.nz/crl-social-outcomes/ is a relevant and important human, social, cultural and economic impact enhancement measure that should be referenced in the SIBD DWP, as well as implemented as part of the Aotea Station works.

40) Appendix E should contain the phone contacts of these key staff or to explain how these personnel can be contacted by affected parties, stakeholders or the public. If contact is through the 0800 number this should be stated in this Addendum and in the CCP and ease of contact must be facilitated. My review of the current 0800 number found that it is extremely difficult to navigate the options available.

41) The Appendix should be updated as soon as names and contact details of TBC personnel are known (CRLL Project Manager, CRLL Construction Manager, Link Alliance Construction Safety Manager, CRLL Street Response Manager. I would assume that these positions should be filled before implementation happens. If indeed the case, the CRLL Street Response Manager’s responsibilities should be revised to incorporate the planning, implementation and monitoring of the DRP measures outlined in Appendix G, as well as those additional measures I have described that should also be included in the DRP.

In terms of accountability refer to Section 10 and 11 for the monitoring and review process for the SIBD/Mitigation Implementation/DRP. The importance of communication is acknowledged within the SIBD and is a key mitigation measure to allow businesses and residents to forward plan.

7. As per safety measures. I agree with HOTC regarding their comments about the CPTED. I would like to know why a CPTED desk study is not an option, given that it is a foundation of the CPTED methodology to be worked through with affected parties.

Appendix C Community Liaison Group Feedback The SIBD DWP was issued to the CBLG for review and comment. Feedback was received from two CBLG members – Heart of the City and Barclay Suites.

Introduction HOTC are extremely concerned that a number of the agreed measures outlined in the Approved SIBD Plan were not implemented and wish to see an improvement.

Examples of measures not implemented include: · Pedestrian access and visibility not being maintained through containers on Victoria and Albert Street. · Lighting was not erected in advance of the construction site being established.

The SIBD Addendum relates to the Aotea Stage 1-3 utility relocation works which will be undertaken by the Link Alliance, and measures identified in the SIBD Addendum and the suite of DWP addendums will be implemented.

Reporting and accountability: There does not appear to be any accountability for ensuring measures outlined in the Draft SIBD Plan are implemented and delivered.

The Link Alliance will be responsible for the implementation and annual monitoring of the measures included in the SIBD Addendum, including the Mitigation Implementation Plan (Section 6) and the Development Response Plan (6.4).

The utility relocation works along the western side of Albert Street, between Victoria and Wellesley Streets, will also now be undertaken by the Link Alliance in conjunction with the Stage 1-3 works. These works will be undertaken in accordance with the mitigations outlined in this SIBD Addendum.

The Link Alliance Street Response Manager will also undertake a weekly audit of the construction areas and resolve any key issues identified with the construction team..

The annual review is noted but HOTC have an expectation that a review of the effectiveness of the SIBD will be carried out on a more frequent basis.

There will be regular liaison with businesses via the proposed business forum and the CBLG to discuss issues, including the implementation of the Mitigation Implementation Plan and the DRP. The Link Alliance must also provide monthly reporting to Auckland Council, demonstrating how it works continue to be undertaken in accordance with all the relevant management plans and CRL consent conditions.

SIBD DWP Addendum No evaluation of whether the measures identified in the Approved SIBD Plan for the Canopy Removal and Utilities Relocation (and other SIBDs for other CRL contracts) were implemented or were effective in meeting the CRL Designations conditions 61.1 to 61.8.

Development Response Plan Once a DRP has been approved (with input from the business community and Heart of the City) the draft SIBD Plan must be updated to include all of the agreed measures/actions included in the DRP. The scope of the DRP should include, but not be limited to, measures that will address issues that have been raised by the business community. Including communications, timing and staging of works; managing noise; impact on patronage; access and wayfinding; signage; hoardings; safety; visual amenity; cleaning; parking and loading and servicing.

Contractor responsibilities to deliver on the CRL Designation consents It is not clear from the Draft SIBD Plan, as to whether the requirements and measures identified in the plan have been incorporated into the Alliance contracts. This is fundamental to the success of the project.

These measures relate to the canopy removal works already undertaken and are not a matter for this SIBD Addendum. Appropriate mitigation measures have been identified for the Aotea Stages 1 – 3 utility works in Section 6 of the SIBD Addendum. The development of these mitigation measures has been informed by feedback received from the meetings with occupiers, Heart of the City, and lessons learnt from the canopy removal works. (See Table 6 and Appendix B).

The DRP is: · being developed in consultation with the local business community. · include a range of measures such as regular communications, business support, business promotion and advertising, hoardings, wayfinding signage, and dedicated Development Response Managers, and · sets out how these measures will be implemented and monitored.

Once the DRP is fully developed an updated version of the DRP will replace Appendix G.

The Link Alliance is contractually obliged to give effect to the CRL Designation and Resource Consent Conditions. This includes compliance with all environmental management plans including the SIBD DWP.

SIBD DWP Addendum Public Transport Disruption With respect to the specific measures identified in section 6.8: A & B: The intention is that advisory signage will be erected one month prior to the works commencing. This advisory signage and signage associated with the TMP must include information to help people understand how to get around, not just messaging to advise of restrictions. This does not support and enhance wayfinding needs for both motorists and pedestrians.

Points A and B relate to advisory signage for traffic management, including directional signage around construction areas. To manage potential business disruption effects, wayfinding signage will also be implemented for pedestrians. The development response plan will explore other measures to address the wayfinding needs of all transport modes, but particularly walking and cycling.

G: This measure talks about pedestrian access restrictions and the approach to consultation with those affected by these possible closures. The suggested timeframe of "at least two weeks" which is included in the Draft SIBD Plan is a minimum. We note that this timeframe was not specified in the Communication and Consultation Plan DWP. This plan should be updated to match what is outlined in the Draft SIBD Plan.

Affected parties will be engaged a minimum of two weeks prior to closures and the Link Alliance will endeavour to provide details of agreed arrangements at the first practicable opportunity. The two-week timeframe is stipulated in the Minimum Requirements which govern the Link Alliance’s contract with CRLL for the project.

· We don’t believe that 48 hours is adequate notice to convey the agreed arrangement and timing in advance of the closure occurring. We ask that the Alliance, where practicable, offer more notice.

As a minimum this will be at least 48 hours prior to closure.

· H: Relocation of bus services. We do not agree with the statement that "the relocation of bus services in 2018 was not a direct consequence of the Project and request that this is amended in the Draft SIBD Plan. We note that in November 2017, members of the Aotea CLG were sent the "Aotea Station Advance Works Information" which outlined that these works would start in January 2018. One of the key impacts and key timings of these works were identified as being the bus relocation/rerouting (this is attached to Appendix A).

Point H has been amended to state that the bus services relocation is a direct consequence of the CRL works, including utility relocations.

SIBD DWP Addendum 6.11 Amenity and Landscape The measures identified in 5.7.1 of the Approved SIBD Plan were accepted as a suitable and innovative approach to mitigating some of the visual impacts of the planned canopy and utility works. We have serious concerns that many of the measures were not carried out as we have outlined in the introduction above, or they were poorly executed and not in a timely way. This includes: No or inadequate wayfinding & signage There needs to be a focus on quality and appropriate hoardings that support businesses and assist with wayfinding and ensure visibility.

The SIBD Addendum relates to the Aotea Stage 1-3 utility relocation works which will be undertaken by the Link Alliance. These works will be undertaken in accordance with the mitigations outlined in this SIBD Addendum.

6.12 Community Safety Ensuring a safe and accessible environment during all of the CRL works is fundamental.

It is our view that the following measures identified in the Approved SIBD Plan were not implemented: "Establishing lighting for pedestrian routes prior to construction works commencing�.

Increased visibility at junctions at pedestrian routes affected by the Project.

Link Alliance is committed to ensuring a safe city centre environment and maintaining property access as part of the Aotea Stage 1-3 utility relocation works.

There is an adequate description of CPTED principles in the Approved SIBD Plan, but we would like to see the following additional measures incorporated into the Draft SIBD Plan

A desktop CPTED audit is not considered necessary given the nature and scale of the Aotea Stage 1 – 3 utility relocation works. However, CPTED measures will be discussed and implemented with business owners.

Solid hoardings will not typically be used as part of the additional utility relocation works. It is intended that water-filled barriers and mesh fences will be used for the majority of the works, in conjunction with noise mats to mitigate the effects on ground-floor businesses.

Matters such as lighting, the placement of construction hoardings, and maintaining public footpaths that are free of obstructions and trip hazards will primarily be the responsibility of the construction teams. These matters are required to be addressed in the 'Construction Environmental Management Plan' (CEMP). CRL designation Condition 20.2(g) requires the CEMP to identify the "means of ensuring the safety of the general public". Weekly site audits by the Link Alliance Street Response Manager in partnership with the construction teams will assist in identifying and resolving pedestrian issues on key pedestrian routes.

SIBD DWP Addendum A desktop CPTED audit of the final construction set up plan and then a review once the physical site set up is completed. Then an audit undertaken for any future significant shifts in site set up.

A specific commitment to remove hoardings as soon as they are no longer required in the works.

No site containers or sheds to be erected in the street environment reducing visibility (and reducing passive surveillance).

¡ Assurance that appropriate lighting will be erected in advance of construction. ¡ Inclusion of a measure that states the Link Alliance will work with Heart of the City, and where relevant, NZ Police, to identify additional safety measures to support the local community.

Higher, solid hoardings will not typically be used as part of the works. Mesh fences will be used with noise mats affixed. Fencing will be removed as soon as practicable by the contractor.

A temporary construction compound has been identified on the corner of Wellesley Street and Mayoral Drive in a section of the Bledisloe House car park. This will comprise containers and sheds to support the works, unless there is a construction requirement for sheds/containers in the street environment. If there is no practicable alternative to placing a container in the street environment, the location of the container will be carefully considered considering safety and amenity issues.

The Link Alliance will install lighting where required to meet the requirements of designation Condition 20.2(g) which requires the CEMP to identify the "means of ensuring the safety of the general public".

Link Alliance will engage with NZ Police and HOTC to discuss safety measures in support of the city centre community.

¡ A desired minimum footpath width of 1.8m not the suggested 1.5m in construction areas, as this creates a feeling of enclosure and other associated safety issues.

Designation Condition 27 allows for 1.5m minimum footpath width, however the Link Alliance will endeavour to provide a wider footpath if practicable.

6.13 Business Visibility Disruption We are concerned about the planned 2-metre high fencing and the SIBD should make an explicit commitment to reduce the impact of the loss of business visibility as a result of these fences,

HOTC is seeking measures to address this, including for mental distress.

The Link Alliance will support businesses by providing pro-active communication on construction timing and scope of work to minimise the risk of anxiety and stress around uncertainty.

Project-wide, City Rail Link Limited (CRLL) will provide information on how to contact practical help agencies - including external helplines, local mental health services, counselling and support agencies. This information will be made available in pamphlet form using multiple channels such as info@cityraillink.govt.nz, the CRL project website, and local project information centres.

6.15 Business Disruption (Table 6) Vehicle loading spaces: We believe that the SIBD needs to commit to the principle that loading spaces will be prioritised to support businesses in the area.

Hoardings: We don’t believe it is appropriate to defer this issue to the development response plan. The SIBD should commit to the principle that “hoardings will be removed as early as possible”. We also note the importance of the type and quality of hoardings is paramount.

CRLL will continue to work with local business communities, and through the CRL 'Business Forum' can offer workshops for affected business owners to address topics such as coping with stress, staying positive through difficult times, looking after self, and strategies for managing challenging situations. These workshops would be facilitated by professionals such as counsellors. psychologists, and business advisors.

The TAP DWP sets out the alternative arrangement for loading bays, which will be available for the affected community including businesses.

The Link Alliance is committed to removing hoardings and fencing following the completion of each stage of work. Higher, solid hoardings will not typically be used as part of the utility works, but where such hoardings are necessary then local businesses will have the opportunity to comment on the appearance of the hoardings.

SIBD DWP Addendum “Wayfinding strategy” should be amended to Wayfinding strategy implemented. A wayfinding audit must be carried out as part of this strategy development and implementation.

Table 6 of the SIBD has been updated to state that the wayfaring measures will be implemented.

Safety should be included in the summary of issues raised and appropriate action identified.

11. Monitoring The Draft SIBD contains inadequate commentary in relation to monitoring and the draft plan must articulate what the monitoring programme will involve,

The Link Alliance will be responsible for the implementation and annual monitoring of the measures included in the SIBD Addendum, including the Mitigation Implementation Plan (Section 6) and the Development Response Plan (6.4).

The Link Alliance Street Response Manager will also undertake a weekly audit of the construction areas and resolve any key issues identified with the construction team..

There will be regular liaison with businesses via the proposed business forum and the CBLG to discuss issues, including the implementation of the Mitigation Implementation Plan and the DRP.

We are not aware that the intended monitoring process identified in the Approved SIBD Plan was carried out as it was intended (including pedestrian counts and ongoing retail spend monitoring) as there has been no reporting of this to the CBLG, or publication of this on the CRLL website.

The Link Alliance must also provide monthly reporting to Auckland Council, demonstrating how the works continue to be undertaken in accordance with all the relevant management plans and CRL consent conditions.

CRLL has been utilising 'Marketview' to obtain consumer spending data for Albert Street and surrounds. This provides an analysis of eftpos and credit card transactions, with consumer spending patterns being reported (monthly) across a range of categories. These categories include: ▪Hospitality (cafes, restaurants, takeaway, catering services, pubs/bars) ▪Food/Liquor (supermarket, specialised food retailing) ▪Discretionary (flower retailing, store-base retailing) ▪Accommodation The Link Alliance will continue using Marketview to obtain spending data for

Appendix F: Potential Development Response Measures Business Support package CRL Ltd offers a business support package free of charge which includes twelve months with a Business Mentor from Business Mentors NZ, a 12-month membership with the Auckland Business Chamber and free social media training.

Trader Directory An online directory promoting businesses to the 1600+ CRL workers expected at peak construction, encouraging them to shop local and to use local services and facilities. Also accessible by Auckland’s wider community. The Trader Directory will be printed and available at all construction sites, handed out to cruise ship passengers and will be promoted using established social media channels. It is free to list local businesses and CRL Ltd has received strong interest in the Trader Directory already.

Meet the Neighbours Series CRL Ltd has started a ‘meet the neighbours’ series which profiles local businesses providing insights into business owners and the challenges and opportunities that exist neighbouring the CRL project.

The series is included in our project newsletter ‘CRL Connection’ which is disseminated to more than 4000 people. The profiles are also promoted on our existing social media channels and have been shared by Heart of the City in their e-newsletter also.

Street cleaning and maintenance CRL Ltd commissioned a daily cleaning and maintenance service along the entirety of Albert Street works. This resulted in a dramatic improvement to amenity along the street. From July 1st, Auckland Council’s street scape programme commenced that includes priority street cleaning along Albert Street and its intersections.

Business advertising CRL Ltd has worked with businesses to include their advertising where possible on hoarding structures. Additional temporary signage has also been created to help further emphasise that these businesses are open.

Additional Wayfinding CRL Ltd has created a wayfinding character – CRL Cindy – to further help people find their way along the route. She is located across all of Albert Street at key points to help pedestrians navigate their way through the diversions.

On-street Business Directory Map A hardcopy designed business directory map is being developed to be placed in highly visible areas at key entrance points to Albert Street to help people understand what businesses are located along Page 117

Albert Street Eats Albert St Eats is a campaign created to showcase the great eateries along Albert Street. This promotion will use the Albert Street Eats Facebook page and will be linked to CRL’s Trader Directory.

The campaign will be launched in August during Restaurant Month to leverage promotion through that campaign.

Activations and events Working with our partners to leverage key events and festivals including Restaurant Month, Auckland Heritage Festival, Art Week, Matariki and promotional opportunities. As well as this CRL Ltd has engaged Place Creative to identify and implement activation opportunities along the corridor. CRL Ltd also undertakes a number of tours along the project corridor each month.

Business information session A business information session was held on Wednesday, 7th August to provide an opportunity for businesses to talk to the project team about the up and coming works. The Development Response team were eager to receive creative input from local businesses to ensure meaningful outputs.
