1 INTRODUCTION The purpose of this Addendum to the City Rail Link (CRL) Enabling Works Contract 2 (C2) Air Quality 1 Delivery Work Plan (AQ DWP) is to ensure that activities associated with the CRL C2 Public Realm Reinstatement (PRR) works meet the requirements of the conditions (designation and resource 2 consent ) set out in Section 1.3 of the CRL C2 AQ DWP. The specific purpose of this Addendum is to deal with potential air quality discharges associated with the PPR phase of the construction works that were not covered in the CRL C2 AQ DWP. Where the discharges from a specific activity are already covered in the CRL C2 AQ DWP, reference is made to the appropriate section.

2 PROJECT DESCRIPTION This section presents a summary of the PRR works to provide context to the AQ DWP Addendum. A detailed description of the PRR works is provided in the CRL C2 Construction Environment Management Plan (CEMP) – PRR Addendum (CRL-PAT-RME-AT-RPT-033021).

2.1

CONSTRUCTION METHODOLOGY OVERVIEW

Following the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Customs Street and Wyndham Street, Connectus will progress with the reinstatement of the public realm along and around the physical works area. Connectus anticipate that the completion of the cut and cover trenched section will be achieved progressively from south to north along Albert Street. Accordingly, as the tunnel is progressively completed Connectus will undertake the PRR works in a staged manner along the works area, readying Albert Street and surrounding works area for public access once again.

The PRR works include the re-instatement of the road carriageway and footpaths, urban design enhancements, and landscaping. The area for reinstatement expands beyond the works area for the cut and cover trenched section, reflecting a logical transition between the reinstated works area and surrounding public realm. Figure 2-1 provides an overview of the PRR works area.

These works will be undertaken using standard methods, including using jackhammers and backhoes to remove old pavements, and rollers and compactors to prepare the base course/bedding for new paving. Pavers and curb stones will be cut as required using appropriate equipment.

Note: Parts of the PRR works area are located outside the CRL designation. Any works outside the CRL designation are not specifically considered within this DWP Addendum. However, the mitigation measures proposed to be employed by Connectus in this addendum will also be employed for the area of works which sit outside the designation extent.

If required, separate resource consents will be applied for these areas.

CONSTRUCTION PROGRAMME OVERVIEW

The PRR works will progressively follow the completion of the cut and cover trenched section of the CRL tunnel along Albert Street between Customs Street and Wyndham Street. As completion of the cut and cover trenched section of the CRL tunnel will occur south to north along Albert Street, so too the PRR works will progressively occur south to north, with the exception of the Lower Albert Street works which will occur first to achieve parallel construction timeframes with the Commercial Bay Development.

Table 2-1 provides an overview of the construction staging as it relates to the PRR works. Within each area of works there will be multiple works phases (refer to the CEMP PRR Addendum for further detail regarding works phasing).

3 DISCHARGES TO AIR The main discharge to air that will arise from the PRR works is particulate matter (dust). With the following dust generating activities identified:     

Breaking up and excavating the existing footpath Placement of fill/bedding material Cutting of pavers/curbstones Concrete cutting Placement of soil

In addition there will also be discharges of combustion related air pollutants from mobile plant and generators. These include oxides of nitrogen (nitric oxide (NO) and nitrogen dioxide (NO 2)), carbon monoxide (CO) and volatile organic compounds (VOC). There will also be some discharges of VOC from road marking activities.

4 LOCATION OF ACTIVITIES The activities will be undertaken on both sides of Albert Street between [Quay/Custom] Street and Wyndham Street as illustrated in Figure 2-1.

5 ROLES AND RESPONSIBILITIES There is no change to the roles and responsibilities set out in Table 2 and 3 of the CRL C2 AQ DWP.

6 ENVIRONMENTAL STANDARDS There is no change to the standards set out in Section 4 of the CRL C2 AQ DWP.

7 MONITORING REQUIREMENTS There are no changes to the monitoring requirements detailed in Section 5 of the CRL C2 AQ DWP.

7.1

MONITORING LOCATIONS

The existing fixed monitoring locations will be maintained within Active Construction Zone E, in accordance with the requirements of condition 71i. In addition at least one Total Suspended Particulate monitor will be deployed along Albert Street as the works progress in accordance with Section 5.4 of the CRL C2 AQ DWP. The exact location of the Total Suspended Particulate monitor will be determined taking into consideration the following:   

Prevailing winds.

Location of most sensitive neighbours located closest to the site, where a high or medium risk of dust impact has previously been determined.

The location of construction activities with potential for dust emissions occurring on the site.

ODOUR MONITORING

It is possible that odour monitoring will be required for the works in Lower Albert Street where the road works may extend into the areas of historic fill. There is no change to the odour monitoring set out in Section 5.7 of the CRL C2 AQ DWP.

8 DUST CONTROL Apart from the cutting of pavers and curb stones, which are managed in section 9.1 of this addendum, the other activities being undertaken as part of the PRR works are addressed by the methods set out in Section 6 of the CRL C2 AQ DWP.

8.1

PAVEMENT WORKS

The dust prevention methods outlined in Table 8-1, will be used as applicable to the cutting of pavers and curb stones, in all areas of the Project. The list is not exhaustive and additional methods which

are found to be effective may be used. As outlined previously, all other activities being undertaken as part of the PRR works are addressed by the methods set out in Section 6 of the CRL C2 AQ DWP. Some of the particulate generated by the cutting of pavers and kerbstones has the potential to be respirable quart/crystalline silica and uncontrolled, presents some health risks. These risks are controlled through the mitigation proposed in Table 8-1.

9 CONCLUSION With the exception of cutting of pavers and curb stones, the CRL C2 AQ DWP provides sufficient construction management protocol to manage the PRR. This addendum provides the appropriate management protocol for the cutting of pavers and curb stones. The existing management protocol detailed in the CRL C2 AQ DWP and new management protocol outlined in this addendum will appropriately manage air quality related effects of construction from the PRR.

Unaware of any such agreement. Assuming this is the case, C2 is more difficult than C1 is that there are numerous construction sites along the alignment which are all active at once. If this was to be implemented there would need to be a clear indication that any nuisance dust was coming from CRL as opposed from other construction sites . INDEPENDENT PEER REVIEW Peer Reviewer: Carol McSweeney Date: 26/4/2018 The Air Quality Delivery Works Plan Addendum: Public Realm Reinstatement (PRR) specifically relates to the condition 59 of the CRL Designation. The review will comment on each sub section of the condition, note where it is detailed in the AQ DWP and comment on completeness.

The requirements of Condition 59 are generally referenced back to the Air Quality Delivery Work Plan (AQDWP) (21 st March 2016)which has been reviewed previously and updated. This document has been found to address the requirements of the designation conditions well. It is recommended that the new task related to pavement works, (cutting the pavers and curb stones) identifies that there is a risk of respirable quartz/crystalline silica being present in the dust. These particles present a particular health risk. The controls are especially important for this phase of the works.

I found it hard to follow the addendum’s brief discussion of the proposed instrumental dust monitoring (s7.1). A map detailing the proposed monitoring locations (including the fixed monitors in Active Construction Zone E) would help here. At present I cannot determine if the proposed instrumental monitoring complies with Designation condition 59.3(a) (at least 2 TSP and meteorology monitors, located to the north and south of the site) or air discharge consent condition 71(i) (at least 1 relocatable monitor within construction zones A-D and fixed monitors within construction zone E).

As the monitoring location is not fixed, it is not possible to provide a map of specific locations. However, we have modified the text in section 7.1 to further detail how monitoring locations will be determined.

The introduction and project description of the PRR AQ DWP should specify that this plan is being provided to cover both the requirements of Designation 2500 and air discharge consent R/REG/2014/5437 (i.e., is both a AQ DWP and AQMP).

Particularly, the note in s2.1 of the addendum stating that some of the PRR works are to occur outside the designation should note that the AQ DWP shall still apply for these outside works as the AQMP under the air discharge consent applies to the project more generally.

This is already explicitly stated in the first sentence, para 1, section 1.0 of the document – no change required.

This dual role of the AQ DWP / AQMP is better detailed by the current C2 AQ DWP, s1.1. It is not clear if the addendum seeks to replace sections 1 & 2 of the C2 AQ DWP with these new sections. I think it would be better to add s2.1 from the addendum to a new subsection of s2.1 of the current C2 AQ DWP (i.e., as s2.1.8, below the description of ‘Temporary Pavement’ works) so that the revised C2 AQ DWP can be submitted as a whole to support the OPW for the PRR works.
