1. Introduction
The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.45 km underground passenger railway, running between Waitematā Station (Britomart) and the North Auckland Rail Line (NAL) in the vicinity of Maungawhau/Mount Eden Station
It will transform the iconic Waitematā Station (Britomart) in to a two-way through station so more trains can get in and out of the city centre. It will deliver 3.45 km of new underground railway connecting with other rail lines to benefit Auckland's entire rail network.
The City Rail Link also involves construction of two new stations near Aotea Square (Te Waihorotiu Station) and Karangahape Road (Karanga-a-Hape Station) as well as redeveloped stations at Maungawhau/Mount Eden Station and Waitematā Station (Britomart).
This addendum to the Aotea Station Main Works Communication and Consultation (CCP)1 has been prepared to provide further detail about the framework for communications and consultation with stakeholders and the public during the public realm reinstatement (PRR) phase of the construction works. Generally speaking, the same processes outlined in the Main Works apply to the PRR phase. Accordingly, this addendum should be read in conjunction with the Aotea Station Main Works CCP.
This addendum has been revised and updated from the previous revision2 following the CRL-Outline Plan Determination (AOT Public Realm)-OPW60389911 (16/02/22) by Auckland Council to address the changes requested to demonstrate compliance with conditions of Designation 2500.

2. Te Waihorotiu Station Public Realm Reinstatement Works
Located in Auckland’s midtown precinct, Te Waihorotiu Station (Aotea) will have three main entrances, one at the intersection of Wellesley Street West and Albert Street and one either side of Albert Street, on Victoria Street West. The station’s urban realm encompasses the look and feel of the station buildings and the street environment within the project designation. This includes the set out of public spaces and what’s contained in them, e.g. trees, seating, and signage.
Te Waihorotiu Station design integrates with Te Hā Noa Victoria Street Project and bus priority improvements on Wellesley Street – all part of the regeneration of the midtown area. The streets around Te Waihorotiu Station will be upgraded to a high standard with basalt paving, wayfinding, street furniture, cycle parking and new plantings.
The design of the above-ground station vent structure on Kingston Street references the atua (deity) of Matāoho (god of volcanoes), with the vent form resembling a shard of rock. The heritage bluestone wall on Durham Street West will be reconstructed using the original blocks that have been retained and carefully stored
The geographic scope of the public realm works extends along Albert Street from Wyndham Street to the southern end of the Te Waihorotiu Station Designation 2500-1 located adjacent to 10 Mayoral Drive. This includes sections of intersecting roads including Victoria Street, Wellesley Street, Kingston Street, and Durham Street West. The extent of the works area is shown in Figure 2.1 below.

Approximate duration of works
The Te Waihorotiu Station Construction Support Area (located at the former Bledisloe House car park) will service the PRR works, with the area of the CSA reducing as the PRR works proceed until operation of the CSA is no longer required. Once the CSA is no longer required, the area will be stabilised for the future Oversite Development (OSD) construction.
A more detailed description of the PRR works is provided in the Te Waihorotiu Station (Aotea Station) PRR Construction Environmental Management Plan (CEMP) Addendum. Detail on the PRR design is provided in the Te Waihorotiu Station and Public Realm Reinstatement Urban Design Delivery Work Plan (Urban Design DWP).
3. Overarching Strategies and Methodologies
There is no change to the overarching strategies and methodologies outlined in Section 3 of the Main Works CCP.
4. Consultation and Communication Strategy
There is no change to the general consultation and communication strategies as outlined in Section 4 of the Main Works CCP, however further detail is now available to support PRR engagement activity.
Key messages relating to specifically the Te Waihorotiu Station PRR works are as follows.
Construction scope and methodology
• Urban realm construction extends along Albert Street from Wyndham Street in the north to 10 Mayoral Drive. It includes work on intersecting streets Victoria, Wellesley and Kingston, and Durham Lane. The works include:
o Installation of new wider footpaths and cycle infrastructure
o Installation of new road pavement including loading zones and bus stops
o Upgrades of new stormwater infrastructure and other utility services
o Construction of tree pits and tree planting
o Landscaping works
o Installation of street furniture
• The works will be undertaken in a staged manner. Detailed staging is to be developed; however initial work will begin on Victoria Street in order to re-open the road at the earliest opportunity.
• Construction will generally take place Monday to Saturday, 7am to 7pm. However, certain activities may need to occur outside these hours to minimise traffic impacts or disruption to businesses or residents, such as delivery of large plant or network utility works where the Network Utility Operator (NUO) requires works to be undertaken at night.
• To maintain pedestrian access to business and properties, night works may be required for the installation of pavers. Night works shall be limited to the placing of pre-cut pavers and asphalt paving. Cutting of pavers shall be undertaken during daytime construction hours.
Environmental effects management
Noise, vibration, and dust control
• All practicable steps will be taken to minimise impact of noise and vibration on the local community, this includes the construction methodology and the time of day we complete disruptive works.
• Noise mats around excavation and paving works will reduce noise from concrete saws and hydro-excavators.
• Machinery will be positioned to minimise noise impact on surrounding buildings where possible.
• Scrim and hoardings will minimise any dust effects, and where necessary water will be used to control dust.
Safety and security
• Construction sites will be designed to maximise safety and security for pedestrians and others using the space.
• Link Alliance employs full-time security guards to patrol public areas and operates a network of 24/7 CCTV cameras. Safety of our crews and the public is our top priority.
• Lighting is installed on hoardings and fence to ensure the site areas are well-lit at night.
Parking and property access
• Access and loading will be maintained for local businesses and residents, or appropriate alternatives will be found.
• At times traffic controllers will manage access to loading bays in accordance with traffic management plans.
• Contractor parking will be proactively managed to avoid occupying on-street spaces and loading zones.
Traffic changes
• On-street signage will provide advance notice of changes to the road layout.
• Link Alliance is working closely with Auckland Transport and neighbouring projects to keep public transport and people moving through midtown.
• The Victoria Street intersection will Albert Street is expected to open to throughtraffic towards the end of 2023 (subject to detailed programme and coordination with the Te Hā Noa Victoria Street Project).
Visual impacts
• A mixture of solid hoardings and fences are used around the site to meet the safety requirements while providing light, visibility, and visual aesthetics.
Pedestrian access
• Safe property and pedestrian access will be maintained at all times with temporary diversions in place as construction progresses.
• Pedestrians may need to be re-routed at times around works but we will use wayfinding signage to help find and access businesses
Support for businesses, residents, and visitors
• The City Rail Link will bring considerable benefits to Auckland including a vastly improved rail network and attractive new streetscapes and public spaces. But the project is aware that we can’t build an underground railway in the middle of a bustling city without causing challenges for businesses and the surrounding community.
• Link Alliance’s Small Business Support Programme (SBSP) has been designed to support small businesses. It provides an independent business connector to help identify business needs and to provide individualised, free, accessible support and specialist services. Applications for the programme have now closed for the 2022 year and will re-open in 2023.
• The Link Alliance also works with a range of partners to enhance the public experience in the area during construction, including activations and events to encourage visitation and spending at local businesses. The ‘Support Local to Win’ competition is now running in the midtown area – with prizes on offer every month for those who spend local.
• Businesses closest to the station construction site may be eligible for City Rail Link Ltd’s Targeted Hardship Fund – financial support for businesses experiencing hardship as a direct result of development activity.

7. Protocols, Processes and Contact Details

Appendix A: Social Impact Business Disruption recommendations and actions
A Social Impact and Business Disruption Delivery Work Plan (SIBDDWP) has been prepared to identify the measures that will be implemented to mitigate and manage potential adverse effects on businesses, residents and community services/facilities during the Te Waihorotiu Station Construction Works.
In accordance with CRL designation Condition 61.8, an annual report is prepared to review monitoring, evaluation and management of the effects outlined in the Social Impact and Business Disruption DWP.

The SIBD Annual Report 2021/2022’s recommendations and Link Alliance actions are as follows:

Antisocial behaviour is an ongoing issue for the city centre. However, within the Te Waihorotiu Station area hoardings and fencing from Link Alliance works reduce visibility and have the potential to affect safety.
Support, where relevant, neighbourhood police, Auckland Council, Heart of the City, Auckland City Mission to promote a collaborative approach to addressing antisocial behaviour in the city centre.
A Crime Prevention Through Environmental Design (CPTED) audit is recommended to identify any areas where there is the potential to improve perceived safety impacts
Wayfinding and visibility
The location of hoardings, lack of wayfinding and business signage in some areas, and how easy it is for visitors to navigate the site are key issues. In particular, concerns were raised around Victoria Street and the loss of foot traffic on the street.
Update wayfinding signage to include nearest public amenities.
Implement additional placemaking and activation initiatives for Victoria Street. The objective should be to encourage foot traffic along Victoria Street from both Queen Street and Federal Street in a safe and accessible way.
Link Alliance has engaged with Heart of the City’s safety team and Auckland Council’s development response team to continue to support a crossagency approach to the issue. This has resulted in additional security presence and Māori wardens patrolling the site area.
Link Alliance have widened footpaths, installed additional lighting, and mirrors in the area.
A CPTED audit will be undertaken during the first phase of PRR works.
Link Alliance have updated wayfinding to include key landmarks/attractions such as AA Centre, Auckland District Courts and SkyCity.
A large neon ‘Support Local’ sign has been installed on Victoria Street which can be seen from Queen Street looking west.
Several activations programmes have been implemented on Victoria Street, including most recently the ‘Art in the City’ activation and a free ice-cream giveaway.
Access and Parking
The location of loading zones and their proximity to businesses can result in business disruption impacts associated with missed, delayed or difficult deliveries.
Noise & Vibration
Noise and vibration were the most common issues raised in the complaints register. These complaints were mostly in relation to disruptive impacts from noisy construction activities impacting amenity and businesses.
Community engagement
The CLG held on the 15 June 2022 had a relatively low attendance. This was the first in-person post COVID-19 restrictions being reduced.
Communication is key to mitigating many social and business disruption impacts, as it allows the affected community to plan ahead and to understand the nature, timing and scale of Construction Works.
Undertake a review of community feedback on loading bays and identify any practicable measures that can be implemented
Undertake a review of noise complaints with the noise and vibrations technical specialists who authored the Noise and Vibration Delivery Work Plan, and implement any practicable mitigation recommendations.
Link Alliance continues to work with Auckland Transport to ensure public loading zones are kept free and enforced.
Illegally parked vehicles have also been towed from the area.
Link Alliance requires its PRR contractor to implement paver cutting ‘noise control booths’ which are expected to reduce noise impacts. Vibration monitors have also been moved to optimised locations to enhance data collection and real-time reporting.
Undertake steps to encourage wider participation in the CLG through:
Consider if any further changes could be made to CLG, to ensure it continues to meet the requirements of Condition 7 of the designation conditions
Continue to provide an option for members to attend online (particularly if COVID-19 impacts and restrictions continue)
Proactively advertise the CLG as an engagement opportunity to the affected community to encourage diversity in membership.
CLGs in September 2022 and November 2022 resulted in significantly improved attendance, due to a new venue and a reduction in Covid-19 community effects
Link Alliance has also developed new engagement material for PRR works (see Appendix B) and continues to provide the affected community with detailed works notifications and information as detailed in the Main Works CCP and this updated Addendum CCP.
