AECOM

Technical Report to support Assessment of Environmental Effects (City Rail Link Notice of Requirement) Contaminated Land Assessment

C.1 Aerial Photographs Review Photograph Details Date: 1940 (exact date unknown) Scale: 1:15000 Auckland Council GIS Viewer Black and white

Observations CH0 to CH1000 – Downtown Auckland (Britomart to Wellesley Street). The route starting at Britomart and following Albert St has multi storey buildings, probably a mix of commercial and residential tenancies, including the area between Victoria and Wellesley Streets (to be Aotea Station). All present day side roads intersecting with Albert Street are developed. CH1000 to CH1600 – Intersection of Wellesley Street and Albert Street to top of Vincent Street. Land use along the next section of Albert Street to Cook Street is predominately commercial with some warehouses and pockets of residential houses on Federal Street. Mayoral Drive has not yet been constructed. Vincent Street is lined with street trees and consists mainly of high density residential housing with a large warehouse located on Greys Ave. CH1600 to CH2100 – Intersection Vincent and Pitt Streets to bottom of Mercury Lane. This section includes the proposed Karangahape Road Station. Land use is primarily multi storey residential and commercial buildings. The corner of Greys Ave and Pitt St up to Poynton Terrace (now the regional NZ Fire Service offices and fire station) is a vacant grassed lot. Canada Street in its current form has not been developed and the Southern Motorway has not been developed. The corner of Pitt St and Vincent St was a petrol station for a number of years, it is not clear from the aerial photograph whether this is yet the case. CH2100 to CH3000 – Canada Street to Intersection of Flower Street and Shaddock Street. The area from Canada Street to Symonds Street is pre-southern motorway and 2 is predominately high density residential housing (approximate lot size 300 m ). The Grafton Cemetery West is shown to extend from Karangahape Road to Alex Evan Street. St Benedict’s Church, school and convent can be seen on the corner of St. Benedicts Street and Alex Evans Street (both corners). Symonds Street is primarily commercial multi storey buildings. The area from Newton Road to Shaddock Street is a mix of commercial multi storey buildings, warehousing and high density residential housing. Khyber Reservoir No.2 (demolished in 2010) and No.5 are shown set back from Symonds Street between Mt Eden Road, Khyber Pass Road and Burleigh Street. The area now known as Basque Park shows residential housing and vegetation. CH3000 to CH3200 and link to city bound tracks (NAL), Eden Terrace. At CH3000 on Shaddock Street the area is shown as rail yards and extends west to Porters Ave and east to the Mt Eden Road rail overbridge, covering an 2 area of approximately 17,000 m . On Enfield Street along the city bound track there appears to be a timber yard. While not specifically identifiable in aerial photographs an ammunition factory is known to have occupied land between Enfield St, Normanby Road and the city bound rail tracks from 1885 to 1982. The area between Ruru Street and Porters Ave is predominantly residential housing with commercial buildings and warehouses along New North Road (Porters Ave to Ngahura Street) and directly adjacent to the rail tracks. A large warehouse is visible on the corner of Porters Ave and New North Road.

Observations CH3200 to CH3700 – Porters Ave to Dominion Road. The majority of land use appears to be medium density residential housing (approximate lot size 500m2). The area between Haultain Street, New North Road and Porters Ave appears to consist of warehouses and commercial buildings. The Dominion Road bridge over the railway lines is constructed however the New North Road and Dominion Road overbridge is not yet constructed.

Date: 1959 (exact date unknown) Scale: 1:15000 Auckland Council GIS Viewer Black and white

CH0 to CH1000 – Downtown Auckland (Britomart to Wellesley Street). No noticeable change from 1940 aerial photograph. CH1000 to CH1600 – Intersection of Wellesley Street and Albert Street to top of Vincent Street. No noticeable change from 1940 aerial photograph. CH1600 to CH2100 – Intersection Vincent and Pitt Streets to bottom of Mercury Lane. The lot on the corner of Greys Ave and Pitt Street now shows the fire station, opened in 1944. No noticeable change in land use or other development since the 1940 aerial photograph. CH2100 to CH3000 – Canada Street to Intersection of Flower Street and Shaddock Street. Land use is generally unchanged from the 1940 aerial photograph showing a mix of commercial multi storey buildings, warehousing and high density residential housing. Khyber Reservoir No.3 is now shown in addition to No.2 and No.5 on the corner of Mt Eden Road and Symonds Street. There appears to be some vegetation clearing and earthworks at 10-12 and 14 Exmouth St. Basque Park is formed with grassed open space at the Exmouth and Norwich Streets end. 1 Exmouth St is showing a warehouse type building with a forecourt (perhaps a petrol station). CH3000 to CH3200 and link to city bound tracks (NAL), Eden Terrace. The rail yard and timber yard extents are unchanged since the 1940 aerial photograph. Residential houses are only visible along Ruru Street. Warehouses/ commercial buildings are now shown along Ngahura Street to Porters Ave. A large warehouse has been constructed at 98-110 New North Road (now Soar Printing). CH3200 to CH3700 – Porters Ave to Dominion Road. No significant change from the 1940 aerial photograph with warehouses and commercial properties on the northern side of the tracks toward New North Road and medium density residential houses to the south (approximate lot size 2 500 m ). A block of land on the corner of Brentwood Ave and Dominion Road is cleared.

Observations No noticeable change in land use or other development since previous aerial photographs. CH2100 to CH3000 – Canada Street to Intersection of Flower Street and Shaddock Street. Land on the corner of Mercury Lane and Canada St and Upper Queen Street and Alex Evans Street appears to be cleared, probably in preparation for the southern motorway construction. Land use generally appears unchanged from previous aerial photographs. CH3000 to CH3200 and link to city bound tracks (NAL), Eden Terrace. The rail yard extent appears unchanged however whether the timber yard is still there is unclear. Warehouses and associated car parking lots now dominate the area from Ruru Street to Porters Ave. CH3200 to CH3700 – Porters Ave to Dominion Road. The Dominion Road and New North Road overbridge has been constructed and there is still some bare land on the eastern side of Dominion Road. South of the rail tracks are still residential house lots.

Date: 31/07/1975 Scale: 1:9500 NZAM Ref: 26185 Black and white

CH0 to CH1000 – Downtown Auckland (Britomart to Wellesley Street). No noticeable land use change from previous aerial photographs except some high-rise buildings are now visible. CH1000 to CH1600 – Intersection of Wellesley Street and Albert Street to top of Vincent Street. Mayoral Drive is now constructed along with a number of high-rise commercial buildings in the area. Empty lots are visible along Vincent Street. CH1600 to CH2100 – Intersection Vincent and Pitt Streets to bottom of Mercury Lane. The motorway construction is well underway including the Pitt Street and Nelson Street on and off ramps and link to the Northern Motorway (Spaghetti Junction). CH2100 to CH3000 – Canada Street to Intersection of Flower Street and Shaddock Street. The motorway is clearly under construction (some lanes operational) with the southern end of Grafton Cemetery West cleared for the motorway. Land use generally appears to consist of taller buildings and new infill buildings probably for commercial and light industrial use. The full extent of Basque Park (as it is now) is realised. CH3000 to CH3200 and link to city bound tracks (NAL), Eden Terrace. The rail yard extent appears unchanged however the timber yard is no longer visible. Warehouses and other commercial buildings exist from Ruru Street to Porters Ave. CH3200 to CH3700 – Porters Ave to Dominion Road. Land use appears unchanged from previous aerial photographs.

Observations buildings (commercial). High-rise buildings are now visible along Vincent Street and only the corner of Vincent Street and Mayoral Drive appears to be an empty lot. CH1600 to CH2100 – Intersection Vincent and Pitt Streets to bottom of Mercury Lane. The land on the corner of Hopetoun Street, Pitt Street and St James St is an empty lot. CH2100 to CH3000 – Canada Street to Intersection of Flower Street and Shaddock Street. Connections and interchanges in Spaghetti Junction are still under construction but the southern and northern motorway is fully developed. There is a cleared lot on the corner of St Benedicts Street and Alex Evans Street (the site of the old parish school and convent). The area between Upper Queen St, along Symonds Street to Shaddock Street looks to have more warehouses or light industrial buildings, with no more of the small high density residential lots. CH3000 to CH3200 and link to city bound tracks (NAL), Eden Terrace. The extent of the rail yard appears unchanged. The area of the old timber yard appears to be a warehouse. A multi-storey building has been constructed on the corner of Ruru Street and New North Road (78-96 New North Road). Warehouses and commercial buildings still dominate the area between Ruru Street and Porters Ave. CH3200 to CH3700 – Porters Ave to Dominion Road. Either side of the rail corridor is more built up with commercial and warehouse buildings, particularly along Haultain Street. Brentwood Ave is still residential houses.
