1 INTRODUCTION The City Rail Link (CRL) project comprises the construction, operation and maintenance of a 3.4 km underground passenger railway, running between Britomart Station and the North Auckland Rail Line in the vicinity of Mt Eden station. The works relating to this Contamination Delivery Work Plan (CDWP) constitute part of the enabling works for the CRL. The works (the Project) involve the construction of twin rail tunnels within the Albert Street road corridor from Customs Street West to Wyndham Street.

The tunnels will be constructed using a staged cut and cover method and are expected to take 33months to complete. Figure 1 outlines the extent of works for the Project.

1.1

PURPOSE OF CONTAMINATION DELIVERY WORK PLAN

This CDWP has been prepared by AECOM New Zealand Limited (AECOM) and forms part of the Construction Environmental Management Plan (CEMP) for the Project. The CDWP specifically relates to CRL designation conditions 57.1 to 58.1 and resource consent conditions 77 to 94 (discharge permit R/REG/2014/5435). This CDWP incorporates both the designation conditions and regional consent conditions that are applicable to contaminated soil. As a result, the Contaminated Soils Management Plan required under the regional consent conditions is also addressed through this single CDWP. The purpose of this CDWP is to avoid, remedy or mitigate the adverse effects of construction on human health which may result from the disturbance of contaminated materials during construction. Its purpose is also to identify mitigation measures to ensure that discharges from the construction support areas to land or water are minimised.

No construction shall commence until certification is provided from Auckland Council (AC) (Team Leader Earthworks and Contaminated Land, Natural Resources and Specialist Input and Team Leader Central Monitoring) that the CDWP meets the requirements of Schedule 13 (A4) of the Auckland Council Regional Plan: Air Land Water (ACRP:ALW). All measures identified in this CDWP must be established prior to the commencement of bulk earthworks. Any changes to the CDWP will be submitted to AC for certification. No activity reliant on the proposed changes can be undertaken until the change has been certified.

This CDWP has been prepared in consultation with a Community Liaison Group (CLG) and reviewed by Independent Peer Review (IPR) prior to submission to Auckland Council (as per designation conditions 7 and 11 and condition 19 of the resource consent conditions). A record of consultation outcomes (CLG and IPR) is included in Appendix C.

CONSENT REQUIREMENTS

Table 1 outlines the designation and resource consent conditions relating to contaminated land and how these are addressed within the CDWP.

At the completion of construction works a validation report will be prepared in accordance with any Ministry for the Environm ent guidelines and submitted to the Auckland Council Consent Monitoring officer documenting the management of soil and evidence of appropriate disposal. The validation report shall include a record of all analytical results, volumes, tip dockets, and any incidents or complaints and how these were addressed. The validation report shall also identify any areas which need on-going monitoring and management by the Requiring Authority.

Resource Consent Conditions (R/REG/2014/5435)

At least 20 working days prior to the commencement of construction, a final CSMP shall be submitted to the Council (Team Leader Earthworks and Contaminated Land, Natural Resources and Specialist Input and Team Leader Central Monitoring) for certification. The CSMP shall be prepared by a suitably qualified and experienced Contaminated Land Professional in accordance with Schedule 13 (A4) of the Auckland Council Regional Plan: Air, Land and Water (ACRP:ALW). The Consent Holder shall request the Council’s (Team Leader Central Monitoring) determination as to whether the CSMP can be certified, in writing, within 10 working days of receipt of the CSMP.

Advice Note: The Council acknowledges that the CSMP is intended to provide flexibility of the management of the works and contaminant discharge. Accordingly, the plan may need to be further updated. Any updates must be limited to the scope of this consent and be consistent with the conditions of this consent. All disturbance of contaminated and potentially contaminated soil as part of the bulk earthworks activity shall be carried out in accordance with the certified CSMP required by Condition 78 and any changes to the plan shall be submitted to the Council (Team Leader Earthworks and Contaminated Land, Natural Resources 1.1 and Specialist Input and Team Leader Central Monitoring) for certification prior to the change being implemented. No activity reliant upon a change to the CSMP can be undertaken until the change has been certified. The Consent Holder shall request the Council’s (Team Leader Central Monitoring) determination as to whether the proposed change can be certified, in writing, within 10 working days of submission of the change.

The Consent Holder shall notify the Council (Team Leader Earthworks and Contaminated Land, Natural Resources and Specialist Input and Team Leader Central Monitoring) at least two working days prior to the commencement of bulk earthworks on the subject site.

Advice Note: Condition 83 requires the consent holder to notify the Council of their intention to begin works in contaminated areas a minimum of two working days Team Leader, Earthworks and Contaminated Land, Natural Resources and Specialist Input at prior to commencement of construction. Please contact the david.hampson@aucklandcouncil.govt.nz to advise of the start of works. The following details should also be provided: 2.1 · Name and telephone number of the project manager and the site owner; · Site address to which the consents relate; · Activity to which the consents relate; and · Expected duration of the works.

All disturbance of contaminated soil shall be supervised by a suitably qualified and experienced Contaminated Land Profession al who shall ensure that soil management and disposal procedures, contingency measures outlined in the certified CSMP required by Condition 78, and all relevant consent conditions are 1.3, 4.1, 7.2 adhered to. Regular inspections of the works area shall be carried out by the Contaminated Land Professional. These inspections shall be documented and the relevant records shall be retained and provided to Council (Team Leader Earthworks and Contaminated Land, Natural Resources and Specialist Input) as part of the Works Summary Report required by Condition 93.

All land disturbance works shall be managed to avoid the potential for cross contamination of materials to occur. In particul ar, movement of contaminated soil around the site and/or deposition of contaminated soil on other parts of the site shall be avoided. Soils that are identified for off-site disposal must be loaded 5.1, 5.3 directly for removal where possible, and all material shall be covered during transportation offsite.

To minimise the spread of contaminated material, any temporary stockpiles of excavated contaminated material shall be located within the catchment of erosion 5.1, Project and sediment controls for the site. All stockpiles shall be covered with either polythene or an equivalent impermeable material when the site is not being worked Erosion and Sediment Control and during periods of heavy rain.

Plan Excess soil or waste materials removed from the Project worksite shall be deposited at a disposal site that holds a resource consent to accept the relevant level 0 and type of contamination.

Where it can be demonstrated that the soil has been fully characterised and meets the definition of ‘cleanfill’ in accordance with the Ministry for the Environment’s 0, 5.4.3, 7 publication ‘A Guide to the Management of Cleanfills’ (2002), the removal of such material to a consented disposal facility is not required. In such circumstances, a record of the location, depth, and volume of the material removed as ‘cleanfill’ shall be kept for the purpose of being included in the Works Summary Report required by Condition 93.

Any perched groundwater or surface run-off water encountered within the excavation area requiring removal shall be considered as potentially contaminated, and 5.2, Project shall either: Groundwater and Settlement Monitoring and a. be disposed of by a licensed liquid waste contractor; or 5.2, Project Groundwater and Settlement Monitoring and Contingency Plan b. pumped to sewer, providing relevant permits are obtained; or 5.2, Project Groundwater and Settlement Monitoring and c. discharged to the stormwater system, provided testing demonstrates compliance with 50 times the Australian and New Zealand Environment Conservation 5.1, 5.2, Project Groundwater and Council (ANZECC) Guidelines for Fresh and Marine Water Quality (2000) for the protection of 95 percent of marine water species.

Where contaminants are identified that have not been anticipated by the application, works in the area containing the unexpec ted contamination shall cease until 5.6 the contingency measures outlined in the certified CSMP required by Condition 78 have been implemented, and have been notified to the Council (Team Leader, Earthworks and Contaminated Land, Natural Resources and Specialist Input). All sampling and testing of contamination on the site shall be overseen by the Contaminated Land Professional and shall be undertaken in accordance with Contaminated Land Management Guidelines, No.5 – Site Investigation and Analysis of Soils, Ministry for the Environment (revised 2011).

Advice Note: All testing and analysis should be undertaken in a laboratory with suitable experience and ability to carry out the analysis. For more details on how to confirm the suitability of the laboratory please refer to Part 4: Laboratory Analysis, of Contaminated Land Management Guidelines No.5.

Within three months of the completion of bulk earthworks on the site, a Works Summary Report shall be provided to the Council (Team Leader Earthworks and Contaminated Land, Natural Resources and Sp ecialist Input and Team Leader Central Monitoring). d. copies of the disposal dockets for the contaminated soil and ‘cleanfill’ material removed from the site; e. records of any unexpected contamination encountered during the works and contingency measures undertaken (if applicable); f. details regarding any complaints and/or breaches of the procedures set out in the certified CSMP required by Condition 78 and the conditions of this consent; g. results of testing, if required, of any spoil disposed offsite; and h. results of testing of any imported fill material to ensure compliance with the definition of 'cleanfill', as per 'A Guide to the Management of Cleanfills’, Ministry for

the Environment (2002).

1.2.1

Sustainability

AT is seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) rating for the Project. Full details are included in the Project’s Sustainability Management Plan.

Project sustainability requirements that relate directly to the CDWP are included in Appendix B.

1.3

CDWP REVIEWER

This CDWP has been reviewed by senior qualified person (Contaminated Land Professional), Emma Trembath. Emma is a Principal Environmental Scientist and Remediation Technical Practice Lead at AECOM. Emma has a postgraduate degree in Environmental and Marine Sciences, an undergraduate degree in Biological Sciences, and is a member of the WasteMinz Contaminated Land Steering Group. She has over 13 years’ experience in contaminated land and landfill industries, including considerable experience in undertaking, managing, and reporting on contaminated land and landfill investigations for public and private sector clients.

2 PROJECT DESCRIPTION This section presents a summary of the Project works that relate to the matters required to be addressed by the CDWP. A detailed description of the construction methodology is provided in the Project CEMP.

2.1

SUMMARY OF METHODOLOGY

Connectus will use a cut and cover method to construct two parallel rail tunnels within the Albert Street road corridor between Customs Street and Wyndham Street. The total length of the tunnel for the Project will be 340m. AT will notify AC at least two working days prior to land disturbance activity on the Project site. A number of utilities are required to be removed, relocated, or supported during construction.

Generally, the Project works will comprise: 1. Utilities relocation and exposure 2. Piling and capping beam construction within Albert Street.

3. Piling and road deck construction within the Customs Street intersection.

4. Trench excavation, including using shotcrete and Rock Dowelling.

5. Construction and waterproofing of the rail tunnels.

Backfill of the trench, including construction of the new road pavement.

2.1.1

Utilities Relocation and Exposure

The location of utility service cables/pipes/ducts (gas, electricity, phone, wastewater, stormwater) (herein collectively referred to as utilities) within the Project footprint have been identified through site inspections and liaison with Network Utility Operators, including Vector Electricity, Vector Gas, Vector Communications, Chorus, Auckland Council and Vodafone. It is not feasible to completely avoid all utilities, although wherever possible piling locations and other construction activities have been selected CONNECTUS PROJECT NO. 2719 CITY RAIL LINK LIMITED

to avoid conflict with services. This CNV DWP covers only those utility works within the designation footprint and separate provision has been made for utility works required outside of the designation footprint.

Utility relocation works required for Project construction includes works both inside and outside of the trench alignment. All works outside of the trench will be completed prior to excavation works, while the works within the trench will be completed during trench excavation or as the trench is being backfilled on completion of tunnel construction.

It is considered unlikely that utilities will be located below groundwater or perched water level (refer Section 3 in GSMCP).

Further detail on utilities relocation can be found in the Project CEMP. 2.1.2

Piling and Capping Beam Construction within Albert Street

Piling is required as the initial stage of construction for the Project. It includes the installation of cased continuous flight auger (CFA) piles and the construction of the pilecap on the western side of Albert Street. Figure 2 shows the location and staging of the piling. The asphalt surface of the road reserve will be removed and the utilities relocated. Piling will then occur, and a Pile-Cap constructed to connect the piles along the western side of Albert Street. Reinforcing will be installed and concrete placed.

2.1.2.1

Continuous Traffic Deck

Continuous steel traffic decks will be installed along each side of the main trench along Albert Street during the piling and capping stage of construction. The traffic deck along the western side of the trench will extend between Swanson Street and Customs Street, and will be used by general traffic along Albert Street. The traffic deck along the eastern side of the trench will extend between Wyndham Street and Customs Street and will be limited to use by construction traffic only. The eastern deck (construction traffic deck) will provide continuous access into the excavation along the length of the trench and additional construction site set down and plant space to supplement the southern and northern compounds. In addition to the continuous traffic decks, two pedestrian bridges will span the trench, located on the north side of the Wyndham Street and Swanson Street intersections Figure 2 Piling Stages

During the piling works, it is estimated that two to three piles will be installed daily generating 3 approximately 6 m of spoil per pile. It is estimated that spoil will fill approximately one to two 10 tonne trucks daily for removal off site. Soil disposal locations will be determined in accordance with the soil classification section of this CDWP (refer Section 5.4.2).

2.1.3

Customs Street Intersection Piling and Road Deck Construction

Piling and construction of a temporary deck structure at the Customs Street/Albert Street intersection that permits traffic to cross over, while tunnel construction occurs underneath will be undertaken. The CONNECTUS PROJECT NO. 2719 CITY RAIL LINK LIMITED

deck will be constructed in four stages as shown in Figure 3 . This will enable traffic to utilise the intersection during construction and avoids closing the intersection completely. Each stage requires pile installation and jet-grouting followed by excavation to approximately 2m depth to allow the construction of the concrete deck. Once all four piling and deck sections are complete, excavation and tunnel construction can commence beneath the live intersection.

In addition to supporting the traffic deck, the piles and jet-grout columns hold back the soil during excavation beneath the deck and stop water from entering the excavation site. After tunnel construction, the area under the deck will be backfilled, and the deck structure ‘buried’ (i.e. the deck will no longer be a separate deck structure and will be incorporated in the area immediately below the intersection pavement).

2.1.4

Trench Excavation and Spoil Handling

Trench excavation will be carried out in layers (starting at the southern end) as shown in in Figure 4 with installation of temporary struts and ground anchors as the depth increases.

As excavation progresses, steel waler beams and struts will be installed in combination with ground anchors to support the piled trench walls. In addition, shotcrete and/or rockfall mesh with pins will be applied to the sides of the trench to stabilise the excavation face. Shotcrete will be spray applied, rockfall mesh is installed by driving short pins into the soil and attaching the mesh to the pins.

As the trench becomes deeper, excavators and loaders will be located inside the trench to break material from the natural face of the trench and transport material to stockpiles. On the construction

deck above, cranes and excavators will reach down to remove material from the trench to load onto trucks for offsite disposal.

2.1.5

Waterproofing and Tunnel Construction

The construction of the rail tunnels will be a rolling process with multiple work faces progressing simultaneously. The tunnel works will start at the southern end of Albert Street when the excavation plant is clear of the base of the tunnel.

Tunnel construction will be broken into 12 m lengths, and comprises the following tasks: •

Base drainage and blinding

•

Waterproofing

•

Base foundation and construction

•

Wall construction

•

Roof construction

•

Roof waterproofing

Figure 5 shows a typical cross section for the cut and cover tunnels.

Concrete will be pumped to the works by pump machinery that is initially located at the compound on the southern side of Albert Street. The pump machinery is moved onto the construction deck as the works proceed further north.

2.1.6

Trench Backfilling

As the construction of the tunnels progresses, back filling of the cut and cover excavation in the Custom Street Intersection and Albert Street trench will occur. The trench backfill will be placed on top of the tunnel structure after construction has been completed for a sufficient length (approximately 50 m), including the installation of the waterproofing membrane, and will continue to follow the tunnel construction as it progresses. A layer of concrete blinding (or similar) will be placed over the roof membrane for protection from the trench backfill works. Material will be delivered to site by trucks on the construction deck. Trucks will deposit the fill material onto the floor of the deck structure and it will be collected and tipped into the trench by a loader.

Works to complete new utility routes or reinstate existing utilities will be co-ordinated with the filling operation as it reaches the upper layers. Finally, the construction of the new permanent road pavement will occur in stages after the trench backfill has been completed.

2.1.7

Temporary Pavement

Where required in order to maintain traffic movements, it will be necessary to put down a temporary pavement. Temporary pavements will consist of unbound granular material with a bituminous seal, concrete panels or steel plates on the surface.

2.2.2

Historical Site Information

The Stage 1 Environmental Site Assessment completed by AECOM (2012) assessed and identified hazardous activities and industries list (HAIL) (Ministry for the Environment [MfE], 2011) sites within the overall CRL footprint. No HAIL sites were identified within this Project area.

Furthermore, a search of Auckland Council (AC) property files for the area around Britomart Station, undertaken as part of Golder 2014a CLA, did not identify any sites of interest.

2.2.3

Contaminated Land Assessment Summary

Golder Associates (Golder) completed a contaminated land assessment (CLA) in 2014 (Golder, 2014a).

The CLA was prepared as a Detailed Site Investigation (DSI) in general accordance with the Ministry for the Environment (2011) Contaminated Land Management Guideline No. 1: Reporting on Contaminated Sites in New Zealand. A Stage 1 Environmental Site Assessment was undertaken for the entire CRL Project by AECOM (AECOM 2012) and relevant information and recommendations in that assessment were used to inform the methodology for the Golder 2014a CLA. The Golder CLA relates to the Britomart to Wyndham section of the CRL Project only. The following sections contain details of the outcomes of this Golder 2014a report.

2.2.4

Geology

Four boreholes (EB301, EB302, EB305 and EB306) were advanced to between 4.5 m and 12 m below ground level (bgl) within the footprint of the Britomart to Wyndham section of CRL. All bores except EB305 were completed as groundwater monitoring wells.

The general vertical stratigraphic structure comprises fill material underlain by Tauranga Group sediments, underlain by Waitemata Group East Coast Bays Formation (ECBF).

Fill was encountered below surface seal (asphalt and/or concrete) at each of the four investigation locations with thickness between 1.2 m and 6.6 m. The fill was fairly consistent across the investigation locations based on two main compositional types, which were: •

Sandy gravel – fragments of clay pipe were observed at EB306.

•

Reworked natural soils comprising sandy silt.

Golder (2014a) stated that ’no olfactory or visible indications for contamination were observed within the fill material’.

Two types of fill material were identified, they are summarised as follows: •

Reclamation fill (Britomart to Lower Albert Street) comprising re-worked natural soils and rocks (silts, sands, gravels and basalt), and waste materials (such as timber, metal, brick, concrete, ash, clinker, household refuse, and possibly gas works waste). Asphalt or concrete pavement underlain by granular base coarse and/or sub-base overlies the reclamation fill.

•

Fill (Albert Street) predominantly comprising reworked natural soils overlain by asphalt or concrete.

Tauranga Group sediments comprise alluvial and marine sediments comprising peat, mud, silt, sand and gravel. ECBF comprises alternating sandstone and siltstone beds with a completely weathered (residual soil) upper surface.

The trench excavations are expected to be advanced to up to 18 m bgl and are expected to excavate through existing fill, Tauranga Group sediments and ECBF residual soil and rock of various weathering grades. The thickness of each unit varies across the Project.

2.2.5

Hydrogeology

The Aurecon/PDP (2013) report highlighted key aspects of the hydrogeological regime of significance to this assessment and they included the following: •

Groundwater within the reclamation fill occurs between 2 and 3 m bgl with maximum tidal fluctuations in excess of 1 m.

•

Regional groundwater beneath Albert Street occurs at depths greater than 18 m bgl, which is shallower than the proposed rail tunnel alignment. Assessment of regional groundwater undertaken during the Albert Street Stormwater Main Realignment CLA (Golder, 2014b) indicated that groundwater quality was compliant with relevant AC regulatory criteria.

•

Perched groundwater beneath Albert Street is present in a series of interbedded sandstone/siltstone layers with relatively low permeability and limited lateral and vertical extent.

Groundwater levels were measured at approximately 6 m bgl (Golder 2014b).

Groundwater samples were collected from boreholes EB301, EB302, EB306 and a pre-existing borehole (installed as part of a separate investigation), BH202B. Groundwater levels varied between 2.2 m bgl and 6.5 m bgl.

2.2.6

Ground Gas

Based on the known presence of reclamation fill within the project footprint, ground gas monitoring was completed. Ground gas was measured at boreholes EB301, EB302 and BH202B. Carbon dioxide concentrations were elevated above standard carbon dioxide atmospheric composition but are below levels which represent a risk to human health. Oxygen levels were recorded within normal atmospheric range at sea level. Methane, hydrogen sulphide and carbon monoxide were not detected during the monitoring.

Golder 2014a stated that ground gas was not identified at levels which pose a workplace exposure risk to human health; however, the ground gas assessment is based on one monitoring event and under high pressure atmospheric conditions. Further monitoring of ground gas was recommended in order to allow a more robust assessment of potential adverse effects. Additional assessment has not been completed. Ground gas monitoring is provided for in Section 6.5 of this CDWP, as personal headspace monitoring will be completed on a continuous basis during land disturbance activities involving confined space entry for site personnel.

2.2.7

Soil and Groundwater Quality

Soil samples were collected from each borehole location and submitted to a laboratory for trace elements and hydrocarbon analysis (polycyclic aromatic hydrocarbons [PAH] and total petroleum hydrocarbons [TPH]). Groundwater samples were analysed for trace elements, semi volatile organic compounds (SVOCs), TPH, nutrient suite, anion/cation profile, and total suspended solids (TSS).

The results are summarised as follows: •

No soil exceedances of the National Environmental Standard for Assessing and Managing Contaminants in Soil to Protect Human Health (NES CS) Soil Contaminant Standards (NES SCS) for a commercial/industrial outdoor worker unpaved exposure scenario were recorded.

•

Two exceedances of the AC Permitted Activity Criteria and Auckland Background Concentrations for a volcanic soil type were recorded.

•

Table 2 presents a summary of soil samples which exceeded the adopted acceptance criteria.

•

Nickel exceeding the AC Permitted Activity Criteria was identified within fill at borehole EB305.

Golder indicated that given the low concentrations of other metals/metalloids, the elevated concentration of nickel is likely to be reflective of scoria fragments within the fill. They stated that volcanic deposits within the Auckland Region have been documented to contain high background concentrations of nickel (ARC 2001); therefore, nickel is considered to be of low significance with respect to potentially contaminated discharges resulting from earthworks within the fill.

Golder 2014a noted that as the assessment was limited in scope, contaminated soils above applicable standards defined by the NES CS may be present within reclamation fill. Golder stated that the uncertainty could be addressed by adopting a conservative approach to the management of potentially contaminated soils.

Groundwater samples were compared to Australia and New Zealand Environment and Conservation Council (ANZECC) Guidelines for Fresh and Marine Water Quality (2000) trigger levels for an 80% level of protection for freshwater species. No exceedances of the adopted acceptance criteria were recorded. Golder 2014a stated that there are no anticipated adverse environmental effects associated with excavations which may encounter perched groundwater. Any groundwater that is encountered during earthworks (that requires removal for construction purposes) meets the requirements of the ACRP:ALW and PAUP. 2.2.8

Soil Classification and Disposal Recommendations

Golder (2014a) concluded that: •

Fill materials encountered during the investigation do not meet cleanfill criteria as they contain trace element concentrations which exceed the Auckland Background Concentrations and detectable concentrations of PAH.

•

Soil quality data collected to date indicates that the fill material may be suitable for disposal at a managed fill facility subject to operator approval.

•

However, it is considered that contaminated fill could be encountered within the Project footprint which may not be suitable for disposal as managed fill.

•

Soil quality testing of the underlying natural deposits indicates these materials may be suitable for disposal as cleanfill.

2.2.9

Mitigation and Management Recommendations

Golder (2014a) stated that mitigation of potential adverse human health and environmental effects can be achieved through excavation and disposal off site of any contaminated soils and adherence to the CDWP (Golder provided a draft CSMP). Golder recommended the following key mitigation and management measures: •

•

Appointment of a suitably qualified person(s) during the construction phase of the Project who will have responsibility for the following: o

Co-ordinating contaminated land assessments and testing.

o

Advising on classification of excavated materials for reuse and disposal.

o

Co-ordinating groundwater management and disposal.

o

Training staff in contaminated land identification and control procedures.

A Contractor Health and Safety Plan to detail mitigation of risks to construction workers and the general public in relation to the excavation of contaminated soils.

Excavation and off-site disposal of soils containing contaminants or hazardous materials.

Measures to prevent the discharge of contamination.

Disposal of contaminated soils to appropriately licensed landfill.

Procedures for identifying and managing unexpected discovery of contaminated soils or hazardous materials.

Golder stated that the soil analysis results indicate that the natural soils below the fill can be classified as cleanfill. Therefore, if the fill/natural soil interface can be delineated, the fill could be excavated and removed as contaminated or potentially contaminated soil, leaving the natural soils to be excavated under less rigorous environmental management.

3 SITE MANAGEMENT GOALS Site management goals for the Project are as follows: 1. To ensure that the land disturbance activities associated with the Project are completed in accordance with designation and resource consent requirements.

2. To manage and mitigate potential risk to the health of the workers and neighbouring parties during proposed land disturbance activities.

3. To manage and mitigate potential environmental effects that may be generated as a consequence of the proposed land disturbance activities.

4. To ensure that any spoil generated for off-site disposal is managed appropriately, and disposed to a licensed facility authorised to accept such materials.

4 ROLES AND RESPONSIBILTIES It is the responsibility of Connectus to implement this CDWP and adhere to all pertinent regulatory requirements.

This CDWP will be readily available on site at all times and distributed by Connectus to all relevant parties undertaking the works at the Project site. The provisions of the CDWP will be outlined to all parties during the site health and safety induction and acknowledged formally as part of this Project (i.e. signed project induction register).

Any amendments and variations to the CDWP will be reviewed by Connectus and a suitably qualified Contaminated Land Professional before being certified by AC in accordance with resource consent Condition 82 (discharge permit R/REG/2014/5435).

4.1

SPECIFIC ROLES AND RESPONSIBILITIES

5 ENVIRONMENTAL SITE MANAGEMENT PRACTICES 5.1

SURFACE WATER AND SEDIMENT CONTROL AND MONITORING

Erosion and sediment control shall be implemented as described in the Project Erosion and Sediment Control Plan (ESCP, Appendix I to the CEMP for this Project) prepared in accordance with TP90, and implemented by Connectus.

All surface water and sediment control and monitoring will be managed through the Project ESCP. The following surface water and sediment management measures and controls shall be implemented

by Connectus as required: •

Land disturbance areas will be minimised and stabilised as soon as practicable.

•

Where temporary stockpiling of spoil materials is required, cover and/or bunding will be provided as necessary to mitigate the generation of sediment laden surface water.

•

Soils that are identified for off-site disposal must be loaded directly for removal where possible.

•

Any disturbed natural soil will be separated from fill material and stockpiled temporarily.

Natural soil will either be loaded directly onto trucks for disposal to a cleanfill facility or re-used onsite. To avoid risk of any cross-contamination, any unexpected discovery of contaminated soil will be temporarily stockpiled separately (either in covered and/or bunded areas onsite or at a storage location provided by subcontractors) whilst determining appropriate disposal locations.

•

Surface water will be diverted away from the construction zones, and appropriate runoff controls will be established to minimise off-site discharge.

•

Surface water which collects within the construction zones will be pumped to a siltbuster (HB50) or settlement tank(s) before being discharged to the stormwater system.

•

Any further treatment of water (for example, flocculent additives) will be added whilst being processed through the siltbuster (HB50) or settlement tanks.

•

If surface water is discharged to stormwater, it must be compliant with 50 times the ANZECC Guidelines for Fresh and Marine Water Quality (2000) for the protection of 95% of marine water species. AC require evidence of testing to demonstrate compliance.

•

Soil materials will not be tracked onto roadways. In order to prevent the tracking of spoil site vehicles are directed towards hard standing areas wherever possible and wheel washing facilities are implemented where appropriate.

•

Regular visual observations of sediment conditions will be completed by Connectus, as the Principal Contractor.

•

If a sediment release occurs, the time, duration, location and cause is to be recorded in the daily report as well as remedial actions performed. Any sediment complaints will be recorded on Environmental Incident / Event (MMS # 020-F053-100) form and entered into the Enquiry and Complaints Register as per the procedures outlined in the CEMP.

•

If a sediment release occurs, surface cleaning will be completed to remove tracked material.

•

Construction work will be avoided during heavy rainfall events. In the event of an unforeseen heavy rainfall, runoff will collect within the excavation. Works within the excavation will stop until all accumulated water is pumped to the siltbuster Units for treatment. Due to the significant depth and size of the excavation, overflows of collected rainwater are not a concern.

ESCP monitoring will be undertaken based on the elements and frequencies in Table 4.

5.2

GROUNDWATER AND PERCHED WATER

Groundwater and perched water will be managed through the Project Groundwater and Settlement Monitoring and Contingency Plan (GSMCP) (Appendix J to the CEMP for the Project).

Groundwater, perched water or surface run-off requiring removal will be managed via the following methods:

Groundwater or perched water which accumulates within excavation areas will be managed in the same way as surface water i.e. pumped to a siltbuster (HB50) or settlement tank(s) before being discharged to the stormwater system (refer Section 5.1).

•

If groundwater or perched water is discharged to stormwater, it must be compliant with 50 times the ANZECC Guidelines for the protection of 95% of marine water species. AC require evidence of testing to demonstrate compliance.

•

Alternatively, groundwater or perched water may be pumped to the sewer network, providing relevant permits are obtained; or vacuum excavated and removed from construction zones and disposed to a licenced facility.

It is considered unlikely that utilities will be located below groundwater or perched water level (refer Section 3 in GSMCP).

5.3

DUST CONTROL AND MONITORING

All dust control and monitoring shall be implemented by Connectus and will be managed through the Project Air Quality DWP (Appendix H to the Project CEMP). Odour monitoring will also be completed under the Project Air Quality DWP. Good practice dust mitigation and management measures shall include but not be limited to the following: •

Land disturbance areas will be minimised and stabilised as soon as practicable.

•

Where stockpiling of spoil materials is necessary, limit the height and slope of stockpiles to reduce wind entrainment; where practical orientate stockpiles to maximise wind sheltering as much as possible; keep active stockpiles damp at all times or bunker or cover stockpiles of fine materials; and cover and/or bunding shall be provided as necessary to mitigate the generation of dust.

•

Dampen or cover inactive stockpiles if they are producing visible dust emissions, particularly in dry windy weather conditions. Treated surface water or perched groundwater may be re-used as part of the dust suppression process.

•

All dust control equipment will be kept in good operating condition and operable at all times, with regular maintenance.

•

Visual observations of dust conditions will be completed by Connectus, as the Principal Contractor Including the completion of a daily Air Quality Inspection Diary.

•

If a dust release occurs, the time, duration location and cause is to be recorded in the daily report as well as remedial actions performed. Any dust complaints should be report as per the requirements of the Projects Communication and Consultation Plan (CCP) (Appendix O of the Project CEMP).

5.4 5.4.1

SOIL DISPOSAL Infrastructure Sustainability Council of Australia (ISCA) Land Category Lan-3

This Project will be undertaken in accordance with the ISCA land category Lan-3 – Contamination and Remediation requirements with an aim to reward projects that assess contamination and perform sustainable remediation.

The contamination status of soil in the Project area is discussed in Section 2.2 of this CDWP and this is in accordance with Level 1 of the Lan-3 IS criteria. Although very limited soil contamination was identified, it was noted that as the assessment was limited in scope, contaminated soils above applicable standards defined by the NES CS and AC Permitted Activity Criteria may be present within reclamation fill. At that stage, there was no requirement for a remedial action plan to be produced for the Project. It is however possible that unexpected soil contamination or hazardous materials could be discovered during the excavation works (refer Section 5.6 of this CDWP). If unexpected soil contamination is identified, soil remediation and management options will be assessed and implemented in accordance with the ISCA Lan-3 sustainability hierarchy. A rating tool (multiple category assessment table) will be utilised as part of this decision-making process (refer Appendix B for ISCA information and assessment table).

5.4.2

Classification

The majority of spoil material generated as part of the land disturbance works will likely be removed from the Project area and disposed off-site. Any natural soil materials including Tauranga Group sediments and ECBF have been assessed as suitable for disposal as cleanfill. Any fill material required to be removed from the Project area will be temporarily stockpiled, either in covered and/or bunded areas onsite or at a storage location provided by subcontractors (e.g. subcontractor storage yard). A Contaminated Land Professional will validate the fill material by collecting soil samples and submitting them for laboratory analysis; the laboratory results will be used to determine the soil disposal locations.

A summary of preliminary soil classifications for the Project is provided below.

Cleanfill Cleanfill is defined in Rule 5.5.48(a) of the ACRP:ALW, by reference to the MfE document, “A Guide to the Management of Cleanfills” (2002) as: “..material that when buried will have no adverse effect on people or the environment; and includes virgin materials such as clay, soil and rock, and other inert materials such as concrete or brick that are free of: •

Combustible, putrescible, degradable or leachable components

•

Hazardous substances

•

Products or materials derived from hazardous waste treatment, hazardous waste stabilization or hazardous waste disposal practices

•

Materials that may present a risk to human health

•

Liquid waste.”

Cleanfill therefore includes materials such as uncontaminated soils, cured asphalt, bricks, unreinforced concrete, fibre cement building products (excluding asbestos) and glass. Materials that cannot be classified as cleanfill include soils with analytical results showing detectable hydrocarbon compounds and/or exceedance of Auckland Background Concentrations for trace elements of metals and asbestos containing materials.

Natural soil materials including Tauranga Group sediments and ECBF would be suitable for disposal as cleanfill, and may be disposed a consented disposal facility such as the Ridge Road Cleanfill (Pukekohe, Auckland), or to other project sites in the region (depending on their resource consent requirements). Please note that classification of cleanfill may vary in regions outside of Auckland.

Therefore, disturbance and disposal of natural soil at the Project site will be completed under the guidance of the Project Waste Management Plan (CONCRL-EC2-SUS-PLN-000066).

Managed Fill/Soil/Material The Wasteminz draft Technical Guidelines for the Disposal to Land of Residual Waste and Other Material – Land Disposal Technical Guidelines (2013) define managed fill as: “Fill material that is predominantly cleanfill, but may contain specified inert materials, such as concrete or brick and soils with concentrations of selected chemical contaminants that are greater than local background soil concentrations, but with specified maximum total concentrations.”

Disposal of managed fill must be to a facility authorised to receive the material.

Fill materials within the Project area are likely to be suitable for disposal as managed fill. The Three Kings Controlled Fill (Mt Eden, Auckland) licenced facility has been nominated as a potential managed fill disposal site, although it is acknowledged other suitable managed fill sites exist. The acceptance criteria and conditions of entry to the Three Kings facility are presented in Appendix A. Pre-approval is required before spoil can be disposed of at this facility. Furthermore, it is likely that additional testing of excavated materials will be required during works i.e. one sample collected for every 1000 m3 of spoil generated for disposal to the facility. Guidance with respect to the extent of this testing will be provided by the operators of the facility as part of the pre-approval process.

Should a different managed fill facility be selected for disposal, soil material will be required to meet the specific conditions of entry and acceptance criteria and pre-approval will be required. Managed fill acceptance criteria vary between waste facilities. Classification of managed fill may vary in regions outside of Auckland.

Contaminated Fill 1 Contaminated fill comprises:

•

Hazardous materials in the form of household and industrial waste, organic waste or asbestos containing material.

•

Soil with contamination present above human health guideline values.

It is proposed that all contaminated fill disturbed as part of the earthworks will be removed from site to a licenced facility. Disposal of contaminated fill must be to a landfill authorised to receive the material or be consented by AC if the material is to be retained on site. Landfill acceptance criteria vary between waste facilities and these should be confirmed prior to the removal of soil from Site.

Any spoil materials generated within the Project area which cannot be accepted at a managed fill (due to site specific restriction) must be removed to a contaminated fill facility. Examples include Hampton Downs (Hampton Downs, Waikato) and Redvale landfill (Silverdale, Auckland) facilities. Pre-approval will be required for these disposal locations.

Re-use of contaminated soil on the Project site should be avoided and not permitted without discussion with AC prior to placement. In the unlikely event that any contamination identified is to be left in-situ on the Project site, a record of the soil location, depth and estimated volume shall be recorded for the purpose of being included in the Works Summary Report (Note: An additional resource consent is likely to be required to reuse contaminated material on site).

5.4.3

Management and Record Keeping

The following off-site soil disposal management and record keeping measures will be implemented by Connectus: •

A record of the soil location, depth, and volume of the material removed shall be kept for the purpose of being included in the Works Summary Report. Records will also indicate whether the material was removed as cleanfill, managed fill or contaminated fill.

•

Irrespective of the disposal facility nominated, all vehicle movements including registration, estimated weight, and disposal location will be recorded.

•

Tracking documentation is to be signed prior to leaving the Site and checked at the waste disposal facility to track all material leaving Site.

•

Transporting subcontractors are required to cover loads and take appropriate measures to control dust.

•

Trucks will be inspected by Connectus prior to departing the site to ensure the load is adequately covered and any spillage is contained.

•

All trucks will be required to travel on a designated route between the site and the selected waste disposal facility.

Receipts summarising soil disposal will be collated by Connectus, as the Principal Contractor, and provided to the Contaminated Land Professional and the Environmental and Sustainability Manager at the completion of the land disturbance activities for the Project.

A record of any contaminated soil left in-situ including the soil location, depth and estimated volume shall also be recorded for the purpose of being included in the Works Summary Report.

5.5

MATERIAL IMPORTATION

Clean quarry materials may be imported to complete the subgrade as part of surface reinstatement.

Material sourced from a certified quarry or supplier does not require testing.

It is anticipated that quarry rock materials will be imported to the Project to complete backfill excavations rather than the re-use of excavated materials. It is anticipated that the quarry source for virgin fill material will be Stevensons Quarry in Auckland (although other suitable sources exist). Quarry rock materials do not require validation testing.

In the event that top soil materials are imported to the Project to complete the backfill excavations, these shall meet the MfE definition of cleanfill (refer Section 0 of this CDWP) and the following: •

Soil testing will be completed at a rate of one soil sample per 100 m 3 of soil materials.

•

The Contaminated Land Professional will provide guidance of the analytical testing (suites) required and/or complete the testing.

•

The analytical suite is likely to include (but not be restricted to, dependent on the source site) trace elements (arsenic, cadmium, chromium, copper, lead, mercury, nickel and zinc), total petroleum hydrocarbons (TPH), benzo(a)pyrene, and organochlorine pesticides (OCP) as a minimum.

•

Depending on the source of the materials (land use history of the source site), other analytes may also be included.

Irrespective of the type of materials imported to the site (quarry materials or soil), all vehicle movements including registration, estimated weight, and source location will be recorded. Receipts summarising CONNECTUS PROJECT NO. 2719 CITY RAIL LINK LIMITED

the source and volume of quarry materials will also be collated and provided to the Contaminated Land Professional and the Environmental and Sustainability Manager at the completion of the land disturbance activities programme.

5.6

CONTINGENCY MEASURES FOR UNEXPECTED DISCOVERY OF CONTAMINATION

It is possible that unexpected contamination or hazardous materials could be discovered during the excavation works – including but not limited to the following: •

Intact or broken drums and containers.

•

Soil materials with unusual odours.

•

Indicators of coal tar, e.g. strong napthalene odour and texture ranging from viscous tar to low density clinker rock.

•

Discoloured or stained water seeps and soils.

•

Hydrocarbon contaminated soil and/or free product.

•

Liquid waste and any material that normally would be sent to a licensed landfill.

•

Fibrous material (such as asbestos).

During land disturbance works site workers will actively monitor Project areas (construction zones) for the conditions/materials specified above. In the event that one of these is identified, the following actions shall be taken: •

Immediately cease all earthworks within a 10 m radius of the area where the suspect material/ emission/discharge has been recorded.

•

Immediately notify the site supervisor and AC

•

Implement health and safety restrictions including limiting access to the area, shut down equipment to reduce potential ignition sources and move workers to an upwind location.

•

Contact Connectus who will advise on the appropriate course of action in consultation with the Contaminated Land Professional. This may include the completion of additional soil testing. All sampling and testing shall be completed in general accordance with Contaminated Land Management Guidelines, No.5 – Site Investigation and Analysis of Soils, Ministry for the Environment (revised 2011).

•

Work shall not resume or commence within a 10 m radius of the area unless authorised by Connectus and Contaminated Land Professional.

•

Record all details on an incident form, including GPS of location.

•

If the Contaminated Land Professional or the Environmental and Sustainability Manager consider it appropriate, the suspected contaminated material may be excavated into a covered bin to allow works to continue with minimum delay.

•

If excavation into a covered bin is inappropriate, construction work should proceed to an area clear of contamination indicators until material testing as necessary defines the material characteristics.

•

When the material characteristics have been established, soil remediation and management options will be assessed and implemented in accordance with the ISCA Lan-3 sustainability hierarchy (Note: An additional resource consent is likely to be required to reuse contaminated material on site). A rating tool (multiple category assessment table) will be utilised as part of this decision making process (refer Appendix B).

If unsuitable material is to be directly loaded into trucks for disposal at a licensed landfill, all appropriate information such as location, quantity and off-site weighbridge dockets must be recorded.

Should asbestos be observed or suspected during the excavation works, all work shall cease and Guidelines for the Management and Removal of Asbestos (revised 1999) for the Department of Labour, and the Health & Safety in Employment (Asbestos) Regulations (1998) will be followed. In the absence of national guidance, international guidance may also be sought for managing asbestos in soils (such as the Western Australian Guidelines, Department of Health, 2009).

Any suspect friable asbestos material will be wetted and covered with plastic pending analytical results and/or management and disposal.

Works can recommence once asbestos has been appropriately managed/safely removed. Any such asbestos works (assessment, delineation, removal and verification) shall be undertaken by a specialist asbestos contractor.

6 HEALTH AND SAFETY PLAN The Project Health and Safety Plan (CRL-PAT-HSE-CON-PLN-001069) (H&S Plan) has been developed by Connectus and encompasses the Project land disturbance activities. It outlines the health and safety management practices that will be implemented to assist in reducing the risk of potential hazards associated with soil and water contamination (i.e. dust and vapour inhalation, dermal contact and ingestion).

The H&S Plan will include, but not be limited to the following: •

Job safety analysis for all tasks.

•

Minimum health and safety training requirements for all parties.

•

Emergency contact details including a map of the route to the nearest hospital.

•

Muster points and emergency evacuation procedures.

•

Other requirements necessary to complete the Project safely and to achieve compliance with relevant safety rules and regulations.

The requirements listed in this CDWP are minimum requirements and do not over-ride more stringent requirements which may be contained within the Project H&S Plan.

6.1

REGULATORY REQUIREMENTS

Connectus will take on requirements under the Health and Safety Reform Bill 2013 and the Health and Safety in Employment Act 1992.

New health and safety regulations (Health and Safety at Work Act 2015) are currently being developed

by WorkSafe NZ which may affect notification and other health and safety requirements for the Project.

Should these regulations be enacted prior to completion of the works, they will supersede all current health and safety regulations.

Connectus will conduct their work in a safe manner in conformity with the requirements of their companies’ occupational health and safety management systems (OHSMS) and the relevant regulatory requirements of the following agencies: CONNECTUS PROJECT NO. 2719 CITY RAIL LINK LIMITED

All personnel required to work on the Project must have attended a project safety induction and Sitespecific inductions prior to commencing works at the Site.

6.2

SITE INDUCTIONS

The provisions of the CDWP shall be outlined to all parties during the site health and safety induction and acknowledged formally as part of the Project (i.e. signed project induction register) prior to personnel being allowed on site.

There will be limited access to the Project site and only inducted personnel will have access. All personnel shall be inducted with full details of the following:

Site health and safety plan including Safe Work Method Statements (SWMs).

•

Daily toolbox meeting requirements.

•

Identification of all hazards on-site, including roles relating to the Site hazard board and procedures.

•

Restricted areas and their associated requirements.

•

Measures to control exposure to identified hazards including required personal protective equipment.

•

Health and safety controls relating to potentially contaminated areas on the Project site. This should include procedures to limit the presence of ignition sources in these areas (e.g. no smoking within or adjacent to construction area, no welding or open flames near areas with high concentrations of hydrocarbon contamination).

•

Procedures relating to contingency measures for unexpected discovery of contamination and incident reporting.

DAILY TOOLBOX HAZARD IDENTIFICATION

Daily toolbox meetings should include hazard identification for the proposed daily activities. A risk- based approach should be applied to the management of all hazards. Once a hazard is identified, it should be assessed to determine the level of risk and consideration should be made to the potential consequence of the harm and its likelihood for occurrence. Once the hazard has been assessed, reasonably practicable steps should be taken to control the hazard applying the following hierarchy of controls: The hazard board and review of controls should be completed daily in toolbox talks.

6.4

PERSONAL PROTECTIVE EQUIPMENT

The minimum PPE required for all persons engaged in any land disturbance activities (potential exposure to contaminated soil or water materials) includes: •

Nitrile gloves/leather gloves/PVC Palm or otherwise as appropriate to the task.

•

Safety boots (ankle high, steel capped with non-slip durable soles).

•

Hard hat.

•

Safety glasses.

•

Long sleeved shirts and long pants or coveralls.

The following additional PPE will be made available if required.

6.5

•

Dust masks.

•

Half face respirators fitted with organic and particulate vapour cartridges.

PERSONAL DECONTAMINATION

The Principal Contractor must provide a personnel decontamination station during land disturbance works at the Site. This will include a space to remove and store potentially contaminated clothing and hand washing facilities. A ‘clean zone’ shall be provided for site workers to eat, drink, and smoke.

Site workers will be advised not eat, drink, or smoke outside the clean zone during the completion of land disturbance activities.

Staff must wash their face and hands at the completion of land disturbance activities and prior to eating, drinking, or smoking.

6.6

PERSONAL MONITORING

Personal monitoring shall be completed in line with the Air Quality Monitoring specifications outlined in the Project H&S Plan. Table 6 outlines recommended personal monitoring alarm levels relating to contamination. In the event that any of the alarm levels are exceeded, works will cease and workers will evacuate the work zone until such time as atmospheric conditions have returned to normal (background), or appropriate control measures are adopted to prevent potential exposure to contaminants.

COMMUNICATION PLAN

Details of communication and consultation procedures are detailed within Section 6 of the Project CCP. Section 6 details the way in which the general public are to be communicated with on Project matters, including the management of the adverse effects relating to the removal of contaminated fill, and the process for public and affected parties to register a complaint.

6.8

INCIDENT REPORTING

Procedures relating to environmental emergencies and incidents are detailed within Section 4.3.19 – 4.3.22 of the Project CEMP. These sections should be referenced for further information on environmental incidents including spill response, incident recording and reporting. All environmental incidents shall be recorded using the Environmental Incident form (CONCRL-EC2-ENV-FRM-000599). The cause of all incidents will be subject to an investigation to determine the root causes of the incident and to ensure that remedial or corrective action is implemented to avoid repeating the incident. This investigation will be headed by the ESM, who will also determine if notification to AC is required.

7 WORKS SUMMARY REPORTING 7.1

The site log will be collated and summarised on a regular basis. Connectus will provide a summary of the site log (including supporting information) to the Contaminated Land Professional and Sustainability Manager on a monthly basis.

7.2

WORKS SUMMARY REPORT

In accordance with CRL designation Condition 58.1 and resource consent Conditions 93 and 94 (discharge permit R/REG/2014/5435), the Contaminated Land Professional will prepare a Validation Report / Works Summary Report, to be provided to AC within three months of the completion of earthworks on the Project site. The report will include the following: •

A summary of the works undertaken, including a statement confirming whether the excavation of the site has been completed in accordance with the certified CDWP required by resource consent Condition 78.

•

The location and dimensions of the excavations carried out, including a site plan.

•

A summary of soil, perched water and groundwater testing undertaken (if applicable) including tabulated analytical results, and interpretation of the results in the context of the Contaminated Land Rules of the Auckland Council Regional Plan: Air, Land and Water and the Proposed Auckland Unitary Plan.

•

Records of any unexpected contamination encountered during the works and contingency measures undertaken (if applicable).

•

Details of any validation soil sampling completed in areas of unexpected soil contamination and vicinity of fill material previously identified as exceeding the adopted soil acceptance criteria (if applicable).

•

Copies of the disposal dockets for the contaminated fill and ‘cleanfill’ material removed from the site.

•

Copies of the Contaminated Land Professional site inspection documentation.

•

Details regarding any complaints and/or breaches of the procedures set out in the certified CDWP, and how any incidents or complaints were addressed.

•

Results of testing, if required, of any spoil disposed offsite.

•

Results of testing of any imported fill material to ensure compliance with the definition of 'cleanfill', as per 'A Guide to the Management of Cleanfills’, Ministry for the Environment (2002).

AT and Connectus are seeking an Infrastructure Sustainability Council of Australia (ISCA) Infrastructure Sustainability (IS) Rating for the Enabling Works Projects. This appendix details IS requirements that are different, or additional to the Project’s Consent Requirements. It is essential that these requirements are met to achieve the Project’s sustainability goals; however they are not consent requirements to be certified by Auckland Council. These IS rating requirements are included as an appendix because they are not yet fixed. They remain subject to change as the Project’s sustainability program evolves.

Applicable ISCA categories that relate to this Contamination Delivery Work Plan are listed below along with their associated target Levels. For each category, a description is provided of how this target level has been achieved.

ISCA Lan-3 Sustainability Hierarchy The ISCA Lan-3 sustainability appraisal process includes the following sustainability hierarchy for remediation: 1. If practicable, on-site treatment of the contamination so that it is destroyed or the associated risk is reduced to an acceptable level.

2. Off-site treatment of excavated soil, so that the contamination is destroyed or the associated risk is reduced to an acceptable level, after which soil is returned to the site.

3. Consolidation and isolation of the soil on site by containment with a properly designed barrier 4. Removal of contaminated material to an approved site or facility, followed, where necessary, by replacement with appropriate material.

5. Where the assessment indicates remediation would have no net environmental benefit or would have a net adverse environmental effect, implementation of an appropriate management strategy.

If an option less favourable than the first option is selected, then justification for not selecting options higher on the hierarchy must be provided. In cases where no readily available or economically feasible method is available for remediation, it may be possible to adopt appropriate regulatory controls or develop other forms of remediation.

Is there any plan to do sampling of in-situ soils where overlying (excavated) soils have returned results above guideline values and similar (e.g., fill) material remains in place? The purpose would be to show what is left in place for reference by future excavation workers.
