1.0

INTRODUCTION The Aotea Early Works (CRL Contracts 2.1 and 2.2) involve canopy removal and utility relocation works along the western side of Albert Street from Wellesley Street to Victoria Street West (the Project).

This Construction Noise and Vibration Delivery Work Plan (CNV DWP) has been prepared to manage any adverse effects relating to construction noise and vibration during the construction of the Project. The CNV DWP is required under Condition 36 of the CRL designation 1714 (the CRL designation).

The objective of this CNV DWP is to provide for the development and implementation of the identified best practicable options to avoid, remedy or mitigate the adverse effects on receivers of noise and vibration resulting from construction of the Project. It builds on the Marshall Day Acoustics Assessment of Construction Noise and Vibration Report1.

Some construction activities are predicted to exceed the Project performance standards. Where compliance cannot be achieved within the CRL designation, site specific management plans will be implemented. Site Specific Construction Noise Management Plans (SSCNMP) and Site Specific Construction Vibration Management Plans (SSCVMP) are required under Conditions 37 – 40 of the CRL designation. They detail the best practicable options to avoid, remedy or mitigate adverse effects on a receiver resulting from noise or vibration that does not comply with the Project Noise and Vibration Standards.

This CNV DWP is a live document that will be reviewed and updated during the course of the Project to reflect material changes. Any such changes to this CNV DWP must be submitted to Auckland Council (AC) for review at least 10 working days prior to any on-site activity reliant upon the change commencing. A formal review process is described in Section 9.0 of this DWP. Potentially affected parties have been identified in Section 4.1 and 4.2 of this DWP and SSCNMPs are contained in Appendix C. The potentially affected parties are summarised in Figure 1 below.

2.0

PROJECT DESCRIPTION

2.1

Overview The Project is programmed for 15 months, commencing in January 2018. Canopy dismantling is proposed over a 20 week period. The utilities works will be undertaken once the canopies have been removed and span a 40 week period.

2.2

Construction Methodology The indicative sequence for the canopy removal phase is summarised as follows: •

Site setup using trucks, a mobile crane and cherry picker (2 weeks)

•

Dismantle building canopy using mobile cranes and hand tools (8 weeks per building)

•

Make good building façade using hand tools (2 weeks per building)

The indicative sequence for utility works following the canopy removal is summarised as follows: •

Site setup using trucks and hand tools (2 weeks)

•

Concrete saw the perimeter of the trench and curbing, supported by a hand-held concrete breaker if required (2 – 3 days in front of each building over a period of 2 – 3 weeks)

•

Expose existing services to 1.5m depth using a hydrovac excavator (6 weeks)

•

Excavate trench to 4m depth using a hydrovac and mini excavator, and install trench supports using an auger and mobile crane (3 weeks)

•

Install new utilities and backfill and reinstate pavement using a mobile crane, hand tools, excavator and plate compactor (8 – 12 weeks)

•

Draw cables, reinstate pavement, curbing and disestablish site (10 weeks)

The particularly noisy activities include use of a concrete saw, concrete breaker, hydrovac and plate compactor: •

The use of a concrete saw and concrete breaker are predicted to be the noisiest activities, operating intermittently while the pavement is removed.

•

A hydro-vac will operated intermittently during trench excavation.

•

Use of the plate compactor is also particularly noisy when straddling the seam of new (soft) and existing (hard) sections of asphalt surfacing, at the perimeter of the trench. It is much quieter when compacting loose fill within the trench.

The other phases are comparatively quiet, however, may result in some disturbance locally due to the close proximity of adjacent buildings.

2.3

Construction Hours •

Normal construction hours are Monday to Saturday, 0700 – 1900 hrs

•

Road cutting must be restricted to Monday to Saturday, 0700 – 1900 hrs, in accordance with condition 36.3 (b)

•

Works outside normal construction hours must be necessary, the best practicable option and proceeded by advanced communication (Section 6.1) with potentially affected parties. In some cases, scheduling works during the evening or night-time periods can be advantageous to avoid occupied periods (e.g. commercial buildings).

2.4

Key Personnel This CNV DWP has been prepared by Craig Fitzgerald from Marshall Day Acoustics, a Member of the Acoustical Society of New Zealand (MASNZ). The key personnel responsible for this CNV DWP are detailed in Table 1. The Noise and Vibration Monitoring Manager will be responsible for implementing this CNV DWP. The Monitoring Manager will receive suitable training from the Specialist Noise and Vibration Advisor.

3.0

PERFORMANCE STANDARDS

3.1

Noise

3.1.1 CRL Designation Conditions The relevant Project Construction Noise Standards in CRL designation Condition 31 are summarised in Table 2 below. Rock blasting is not required, so condition 32 is not relevant. Construction noise shall be measured and assessed in accordance with the provisions of New Zealand Standard NZS 6803:1999 “Acoustics - Construction Noise”. These noise limits apply at 1m from the most exposed façade of a receiver. If any construction activity cannot practicably comply with these limits, it must be mitigated as far as practicable using the measures outlined in this CNV DWP. 3.1.2 Site Specific Construction Noise Management Plans Any predicted or measured exceedance from activities occurring in the CRL designation must have a SSCNMP in accordance with CRL designation Condition 37, except where they adhere to condition 37.2, i.e. where the exceedance is less than 5 decibels and does not exceed: •

0700-2200: 1 period of up to 2 consecutive weeks in any 2 months; or

•

2200-0700: 1 period of up to 2 consecutive nights in any 10 days.

For predicted exceedances of less than 5 decibels, monitoring shall be undertaken to confirm the actual noise levels (refer Section 7.1 of this DWP).

The objective of a SSCNMP is to detail the best practicable option(s) to avoid, remedy or mitigate adverse effects on a receiver resulting from construction noise that does not comply with CRL designation Condition 31. SSCNMPs shall identify the matters outlined in CRL designation Condition 37, summarised as follows: •

The relevant activity, its timing, duration and predicted magnitude of exceedance

•

A summary of the communication and consultation undertaken with the receiver, and

•

The specific methods or measures employed to mitigate the noise effects

The SSCNMPs are included in Appendix C. Notable Receivers have further specific requirements contained in Conditions 16, 39 and 40.

However, no Notable Receivers have been identified for these works. Therefore, the requirements for Notable Receivers are not considered further in this DWP.

3.2

Vibration

3.2.1 Building Damage The relevant Project Construction Vibration (building damage) Standards in CRL designation Condition 33 are summarised in Figure 2 and Table 3. Construction vibration shall be measured and assessed in accordance with German Standard DIN 4150-3:1999. If any construction activity cannot practicably comply with these limits, it must be mitigated as far as practicable using the measures outlined in this CNV DWP.

3.2.2 Amenity The relevant Project construction vibration amenity standards are contained in CRL designation Condition 34. Construction vibration shall not exceed: •

1mm/s in dwellings 2mm/s in retail and office spaces, 0700 – 2200 hrs

•

Regenerated noise level of 35 dB LAeq(15min) and 0.3 mm/s PPV in bedrooms, 2200 – 0700hrs

This requirement is to be applied only when a complaint from a building occupant has been received.

3.2.3 Site Specific Construction Vibration Management Plans The objective of a SSCVMP is to detail the best practicable option to avoid, remedy or mitigate adverse effects on a receiver resulting from construction vibration that does not comply with CRL designation Conditions 33 or 34, or in response to other concerns or complaints in accordance with CRL designation Condition 17. SSCVMPs shall identify the matters outlined in CRL designation Condition 38, summarised as follows:

Site specific vibration criteria, methods or measures that addresses the issue(s) of concern (i.e. building damage, amenity or sensitive equipment)

A site specific plan may address both noise and vibration, in which case it would be a SSCNVMP. However, no SSCVMPs are required for the Project as the CRL Project construction vibration standards are not predicted to be breached (refer Section 4.2).

Notable Receivers have further specific requirements contained in Conditions 16, 39 and 40.

However, no Notable Receivers are identified in close proximity of the works. Therefore, the requirements for Notable Receivers are not considered further in this DWP.

4.0

PREDICTED CONSTRUCTION NOISE AND VIBRATION LEVELS

4.1

Noise Indicative sound levels for the proposed equipment are presented in Table 4 at various receiver set back distances. This table shall be used by the Environment and Sustainability Manager prior to construction to inform when and what equipment will require mitigation or management. It shall be kept up to date by the Specialist Noise & Vibration Advisor when new information becomes apparent through noise monitoring (Section 7.0) or other means.

Vibration Construction activities have the potential to generate high vibration levels. Vibration may be perceptible for brief periods, but the levels and effects will be heavily influenced by the contractor’s proposed construction methodology. Where possible, low vibration methodologies should be prioritised. This includes the avoidance of vibratory piling and vibratory rolling methods, the use of perimeter saw cuts to mitigate the transfer of vibration into nearby structures and minimising the duration of concrete breaking activities. Excavators have the potential to generate high transient vibration levels, but for most activities this can be avoided with careful and considerate use.

The construction methodology has been developed to avoid activities that generate high vibration levels. The use of hand-held concrete breakers and plate compactors are predicted to generate the highest vibration levels, but can comply with the limits in Section 3.2.1. Therefore, no SSCVMPs are predicted to be required. Nonetheless, further advice should be sought from a vibration specialist and/or monitoring undertaken when these activities are proposed within 5m of a building.

Despite predicted compliance, Appendix 1 of the CRL designation conditions requires a preconstruction building condition survey for the following buildings in accordance with condition 46: •

Auckland Council (commercial building)

Whilst the canopies are removed, hand tools, such as hammer drills, have the potential to excite the structure at high frequencies. This is heard as noise rather than felt as vibration within the building, but is the result of a structural transmission path. Vibration radiates efficiently through concrete structures and is expected to be the dominant effect while the canopies are being removed. Hammer drills should be avoided where practicable (e.g. use of acetylene torch to cut steel). Consultation with building occupants and timing of this activity will be critical in managing effects.

5.0

MITIGATION AND MANAGEMENT

5.1

Training All staff will participate in an induction training session when they commence work on the Project.

The induction will include a briefing on this CNV DWP, with attention given to the following matters: •

Construction noise and vibration limits (Section 3.0)

•

Activities with the potential to generate high levels of noise and/or vibration (Section 4.0)

•

Noise and vibration mitigation and management procedures (Section 5.0).

•

The sensitivity of receivers to noise and vibration, and any operational requirements and constraints identified through communication and consultation (Section 6.0).

Awareness of current noise and vibration matters on, or near active worksites, will be addressed during site meetings and/or ‘toolbox’ training sessions.

5.2

Equipment Selection Some activities have the potential to exceed the Project construction noise limits at close receiver distances (e.g. concrete cutting). It is essential that appropriate mitigation and management

measures are identified and employed in advance of the works to avoid exceedances. When selecting construction equipment, where practicable:

Prioritise quieter construction methodologies (e.g. bored piling in place of drop hammer piling)

•

Prioritise electric motors over diesel engines

•

Prioritise rubber tracked equipment over steel tracked equipment

•

Equipment should be suitably sized for the proposed task

•

Equipment should be maintained and fitted with exhaust silencers and engine covers

•

Avoid tonal reversing or warning alarms (suitable alternatives may include flashing lights, broadband audible alarms or reversing cameras inside vehicles)

General Measures Best Practical Option (BPO) mitigation will be implemented throughout the construction programme to avoid exceedances. This will include, but not be limited to the following:

•

Keep the construction time near noise sensitive areas to a minimum

•

Avoid unnecessary noise, such as shouting, the use of horns, loud site radios, rough handling of material and equipment, and banging or shaking excavator buckets

•

Avoid metal on metal contact where practicable by minimising drop height of materials, such as during the erection and dismantling of scaffold and the loading and unloading of trucks

•

Tonal reversing alarms shall be prohibited on site. Suitable alternatives may include flashing lights, broadband audible alarms or reversing cameras inside vehicles

•

Mitigate track squeal from tracked equipment, such as excavators and piling rigs. This may include tensioning and watering or lubricating the tracks regularly

•

Avoid high engine revs where practicable through appropriate equipment selection and turn engines off when idle / parked

•

Maximise the distance between the noise source and the nearest sensitive receiver by positioning fixed plant away from sensitive receivers, or orienting machinery to maximise the distance between the engine exhaust and the nearest sensitive building façade (e.g. excavators)

•

Crane and secure loads using straps in preference to chains where safe and practicable

•

Utilise power from the national grid in preference to generators where practicable

•

For concrete breaking, an initial perimeter saw cut should be used to reduce vibration transfer to neighbouring buildings, match the chisel/tip to the material to be broken and avoid ‘blank’ firing by engaging the material before commencing and stopping before it fires through the material

•

Utilise noise barriers and enclosures where effective (Section 5.4)

•

Implement further measures identified through communication and consultation with sensitive receivers (Section 6.1)

•

Undertake noise and vibration monitoring to confirm compliance, or identify high noise and/or vibration machinery (Section 7.0)

Noise Barriers and Enclosures

5.4.1 Barriers Temporary noise barriers should be used where a noise limit is predicted to be exceeded (Section 4.1) and they would noticeably reduce the received level. works commencing and be maintained throughout the works. Effective noise barriers typically reduce the received noise level by 10 decibels where they block line-of-sight from source to receiver.

The design and utilisation of temporary noise barriers shall be as follows7: •

The panels should be constructed from materials with a minimum surface mass of 10 kg/m2 such as 18 mm thick plywood

•

The panels should be a minimum height of 2.4 m and include a 1m canopy

•

The panels should be abutted or overlapped to provide a continuous screen without gaps at the bottom or sides of the panels

•

The panels should be positioned as close as practicable to the noisy construction activity to block line-of-sight between the activity and noise sensitive receivers. Where positioned on the site boundary, additional local barriers should be considered near the activity to ensure effective mitigation for sensitive receivers on upper floor levels.

5.4.2 Enclosures Enclosures differ from barriers in that they surround the sound source on more than one side, and usually include a ‘roof’. The effectiveness of noise enclosures depends on the extent that the noise source can be enclosed without constraining the operation of the equipment and resulting in an unacceptable occupational health and safety environment (e.g. noise exposure, heat, dust, poor lighting etc). Enclosures can also result in traffic management issues because they increase the footprint of the effective works area.

The following guidelines must be incorporated in the design and utilisation of noise enclosures where practicable and effective: •

Enclosures shall be used where a noise barrier is not sufficient to achieve compliance with the noise limits and it is practicable to do so (e.g. stationary plant such as compressors, pumps, generators, air tools and concrete cutting activities)

•

A suitably qualified and experienced acoustic specialist should be involved in the enclosure design (note that one example is included as Figure B.3 in NZS 6803: 1999).

6.0

COMMUNICATION

6.1

Communication Communication with Project stakeholders in relation to construction noise and vibration impacts is described in the Project Communication and Consultation Plan.

A summary of communication with sensitive receivers will be maintained in Appendix D of this CNV DWP, including a clear explanation of where any comments from sensitive receivers have not been incorporated, and the reasons why not, as well as any outstanding issues or disputes.

As a minimum, the following communication shall be undertaken:

Written notification of the Project description shall be provided to all property occupiers within 50m of a worksite to raise awareness of the Project, the required construction works and their duration in their vicinity. This should be undertaken at least 20 working days prior to the commencement of works on site.

The Stakeholder and Communications Manager shall advise any affected parties of construction activities that are predicted to exceed the limits in Section 4.0 following the application of BPO

The Stakeholder and Communications Manager shall provide monthly updates of monitoring and project progress to affected parties, including an planned evening works between 1900 – 2200 hours, Monday to Saturday.

•

The Stakeholder and Communications Manager shall address any concerns and complaints regarding construction noise and vibration in accordance with Section 6.2. When discussing vibration concerns, it is important to convey that vibration can be felt at levels far below those that pose even the smallest risk of cosmetic building damage.

Complaints Response The contact name and phone number of the Stakeholder and Communications Manager, to which complaints can be directed, shall be clearly included in any written notification and on-site signage.

Any construction noise and/or vibration complaint shall be recorded in a complaints file, and an investigation shall be undertaken involving the following: •

Identification of sources of concern, and measuring or estimating noise and/or vibration levels at the time of the complaint

•

A hotline phone/text number shall be established to receive complaints. Acknowledge receipt of the concern or complaint. An initial response shall be undertaken within 24 hours of receiving a complaint, and resolved as soon practicable. If a reasonable complaint relates to building damage or sleep disturbance, inform the on-duty site manager as soon as practicable to cease works pending the investigation

•

Reporting the findings and recommendations to the Construction Manager

•

Actions and time taken to close-out complaint

•

Communication with the complainant

•

Reporting of the investigation in the complaints file

A record of all concerns and/or complaints received shall include: •

The name of the person(s) who raised the concern or complaint (unless they elect not to provide this) and details of the concern or complaint

7.0

MONITORING

7.1

Noise Construction noise shall be measured and assessed: •

During first occurrence on-site of concrete cutting, concrete breaking, plate compaction, other phases of construction when noise has potential to exceed the limits, or and in response to reasonable noise complaint being received

For a representative duration for steady sources and not less than 15 minutes for fluctuating sources (but not greater than 60 minutes). The noise level shall be reported with the measurement duration, e.g. 65 dB LAeq (15min)

In response to CLG feedback (Appendix D, Table 14), a noise monitor shall be positioned in the East Day Spa reception during works directly outside the façade. An external monitor at 1m from the façade is unlikely to be practical due to the proximity of the works. Therefore, it should be positioned at a location inside the reception that is representative of the space, but away from the reception desk to avoid influence of conversations. The monitor shall be setup with triggers issuing SMS/email alerts above set thresholds to the Noise & Vibration Monitoring Manager and Specialist Noise & Vibration Advisor or their nominated representatives where appropriate.

Vibration Construction vibration levels shall be measured and assessed: •

During the first use on site of concrete breaking, use of a plate compactor, other phases of construction when vibration has potential to exceed the building damage limits, or in response to reasonable complaint being receiver.

Re-radiated noise from construction vibration shall be measured and assessed by the Specialist Noise & Vibration Advisor (or approved representative) as follows: •

Inside the inhabited room(s) of interest, or, if this position is not accessible, in an equivalent room where practicable. If this is not possible, measured vibration levels shall be undertaken at a proxy position and adjusted for distance and building response as appropriate.

For a representative duration for steady sources and not less than 15 minutes for fluctuating sources (but not greater than 60 minutes). A representative duration of less than 10 minutes may be suitable for steady noise sources (as determined by the monitoring engineer). The noise level shall be reported with the measurement duration, e.g. 35 dB LAeq (15min). The monitoring reports shall be used to update Section 4.2 of this DWP.

The monitoring results shall be used to update Section 4.0 of this DWP and made available to Council.

In response to CLG feedback (Appendix D, Table 14), a continuous vibration monitor be positioned in the East Day Spa reception during works directly outside the façade. It should be placed on the foundations, just inside the external wall and away from foot traffic (e.g. under/behind the existing curtains). The monitor shall be setup with triggers issuing SMS/email alerts above set thresholds to the Noise & Vibration Monitoring Manager and Specialist Noise & Vibration Advisor or their nominated representatives where appropriate.

EFFECTS

8.1

Noise Effects The noise level and associated effects received inside a noise sensitive space (e.g. office or living room), will depend on the external noise level, sound insulation performance of the façade (particularly the glazing) and room constants (such as the room dimensions and surface finishes).

These factors can vary widely.

The Construction Noise Standard (NZS 6803) recommends noise limits assessed at 1m from the external façade of a building, assuming a façade sound level difference of 20 decibels. However, 20 decibels is particularly conservative for modern inner city buildings. With knowledge of the façade glazing type, the sound insulation performance can generally be estimated as follows: •

Vibration Effects While the primary vibration concern is cosmetic building damage, people may be disturbed at levels significantly below the limits in Section 3.2.1. The relevant Project construction vibration amenity standards are summarised in Section 3.2.2, however, British Standard BS 5228-1:2009 Code of practice for noise and vibration control on construction and open sites – Part 1: Noise” provides the following guidance on the daytime vibration amenity effects: •

In some cases, construction vibration can excite the structure at high frequencies. This is heard as noise rather than felt as vibration within the building, but is the result of a structural transmission path. Reradiated noise effects from vibration can be estimated using Table 5 in Section 8.1.

8.3

Management of Adverse Effects The following process will be implemented by the Environment and Sustainability Manager. It is for any construction activity measured to exceed the relevant construction noise and vibration performance standards that is not already addressed by a SSCNMP or SSCVMP in Appendix C:

For exceedances of the construction vibration standards, activities should cease as soon as safe and practicable to do so

•

Review the construction methodology, mitigation and management strategies to ensure they represent the BPO

•

Determine if the receiver qualifies for a SSCNMP or SSCVMP, or the existing SSCNMP or SSCVMP requires review

•

The Stakeholder and Communications Manager will consult with affected parties to understand their particular sensitivities, including times, activities and locations. Consultation should focus on a collaborative approach to managing the adverse effects from construction noise and vibration while works are undertaken in the vicinity. The Stakeholder and Communications Manager (or representative) shall be available 24/7 during works periods. A record of consultation will be included in the relevant SSCNMP in Appendix C (or Appendix D as appropriate).

•

Implement measures to avoid significant adverse effects as agreed with the affected party and monitor the activity to verify the extent of any adverse effects

•

For exceedances of the construction vibration cosmetic building damage standards, a detailed building condition survey will be undertaken. If damage has not occurred, then that activity can continue provided the measured vibration level is not exceeded further and the construction methodology is the BPO. If damage has occurred, alternative construction methods should be investigated and the Requiring Authority shall commit to repairing the damage within a reasonable timeframe.

•

The installation of mechanical ventilation will be considered for noise sensitive receivers where external windows must be closed in order to avoid significant adverse noise effects and no alternative ventilation system is present. This will be implemented only after all other general noise management and mitigation have been deemed impracticable.

•

Temporary relocation will be considered for sensitive receivers where all practicable noise and vibration management and mitigation measures have been implemented and significant adverse noise effects are predicted. This will be in exceptional cases only, and advice from the Specialist Noise and Vibration Advisor will be sought prior.

CNV DWP REVIEW AND UPDATING (INCLUDING SSCNMPs AND SSCNMPs) In accordance with CRL designation conditions 7.5 and 11, this CNV DWP will undergo a review process with the relevant CRL Community Liaison Group (CLG) and a suitably qualified independent peer reviewer before being issued.

The CNV DWP (including SSCNMPs) will be updated throughout the course of the Project to reflect changes associated with construction techniques, equipment or due to unresolved complaints. The review period will be no less than annually in accordance with condition 22. The review(s) will take into consideration: •

Any significant changes to construction activities or methods

The process for updating this CNV DWP (including SSCNMPs) as a result of a material change to the Project or the annual review, is as follows (refer to CRL designation Condition 23): •

This DWP must clearly document the comments and inputs received from affected parties in relation to any material changes, along with a clear explanation of where any comments have not been incorporated, and the reasons why not

Any material change proposed to this DWP relating to an adverse effect shall be submitted for approval to Auckland Council Compliance and Monitoring Officer, at least 10 working days prior to the proposed changes taking effect. If any changes are not agreed, the relevant provisions of the RMA relating to approval of outline plans shall apply

A copy of the original CNV DWP document and subsequent versions will be kept for the Project records, and marked as obsolete. Each new / updated version of the CNV DWP documentation will be issued with a version number and date to eliminate obsolete CNV DWP documentation being used.

A summary of the review process will be provided annually to Auckland Council and otherwise be made available on request.

APPENDIX A GLOSSARY OF TERMINOLOGY Noise Ambient Noise

Ambient Noise is the all-encompassing noise associated with any given environment and is usually a composite of sounds from many sources near and far.

A-weighting

A frequency filter which is applied to a measurement of sound so as to more closely approximate the frequency bias of the human ear.

dB

Decibel – the basic measurement unit of sound. It is a logarithmic ratio of measured sound pressure level with respect to a reference level of 20 micropascals.

LAeq(T)

The A-weighted, time averaged sound level (on a logarithmic/energy basis) over the measurement period T (e.g. between 10 and 60 minutes).

LAFmax

The maximum A-weighted sound level recorded during the measurement period.

AA Centre SSCNMP

C1.1

Introduction This Site Specific Construction Noise Management Plan (SSCNMP) is for the AA Centre, a commercial building located at 99 Albert Street. A SSCNMP is required because construction is predicted to exceed the Project Noise Standards in CRL Condition 31.

This SSCNMP has been prepared in accordance with CRL Condition 37 and is Appendix C1 of the CRL Construction Noise and Vibration Delivery Work Plan (CNV DWP). It is a supplementary document that builds on the Project CNV DWP, and therefore, directly references relevant sections of the DWP to avoid repetition. The objective of this SSCNMP is to detail the best practicable option(s) to avoid, remedy or mitigate the identified adverse effects from noise exceedances at the AA Centre.

Section C1.2 identifies the noise sensitive spaces, the predicted or measured façade sound insulation performance, predicted noise effects and recommended consultation thresholds.

As required under CRL Condition 37.5, Section C1.3 presents: •

Building Details Pre-Construction Consultation Dave Brierley (CRLL) and Craig Fitzgerald (Marshall Day Acoustics) met with AA Centre building representatives Tony Osborne (NPT), Chris Robinson (AA) and Barney Irvine (AA) on 29 August 2017.

The matters discussed included the tenant profile, the general building layout, general noise sensitive spaces such as office and meeting rooms, and the identification of specific tenant sensitivities that require further investigation.

In summary, the ground floor level fronting Albert Street includes Peppers coffee shop, an AA retail shop and a common lobby for building access. Levels 1 – 3 are car parking, above which levels 4 – 17 are occupied as commercial office space. A typical office has open plan areas and meeting rooms as part of a bespoke tenant fit-out. Identified noise sensitive spaces included the AA retail shop on the ground floor and their call centre on level 14, as well as the Department of Internal Affairs Ceremony room on level 6 and their call centre on level 7. The normal occupied period for all tenancies is expected to be 9am – 5pm, Monday to Friday.

Craig Fitzgerald and Barney Irvine visited the AA retail shop on the ground floor. The shop features counter staff interacting with clients, testing booths (computer interaction without sound or aural cues) and customer sales desks. The two external hinged glass door sets were closed, and manually opened when customers arrived or left. Barney noted that it was quiet and was normally busier, and presumably louder. The measured ambient noise level was 60 dB LAeq and the background noise level 55 dB LA90. The ambient noise level was controlled by music, however, Albert Street road traffic and customer conversation babble was also prevalent.

Craig Fitzgerald met with Eilish Logan (Department of Internal Affairs) on 29 August 2017. Eilish provided a tour of their tenancy, including the level 6 Ceremony room (where registry weddings are held) and the level 7 call centre. The ventilation noise level in the unoccupied ceremony room was 41 dB LAeq. It was noted that noise from the Victoria Street stormwater relocation works have not disrupted their activities to date, however, they would appreciate prior warning of particularly noisy activities so they can set expectations, reschedule or relocate sensitive activities. The call centre staff were observed to be wearing noise cancelling headsets with microphones.

Façade Sound Insulation Performance The AA Centre is an 18-level masonry commercial building with sealed façade glazing, estimated to be 8-10mm thick single pane glass. The estimated sound level difference across the façade is 30 decibels.

The ground floor retail façades incorporate multiple sets of frameless hinged glass doors, which are predicted to reduce the sound level difference to approximately 25 decibels while the doors are closed.

Table 6 estimates the construction noise level received in various noise sensitive spaces. The potential noise effects are colour coded and summarised as follows: •

Manhattan Apartments SSCNMP

C2.1

Introduction This Site Specific Construction Noise Management Plan (SSCNMP) is for Manhattan Apartments, a residential building located at 103 – 107 Albert Street. A SSCNMP is required because construction is predicted to exceed the Project Noise Standards in CRL Condition 31.

This SSCNMP has been prepared in accordance with CRL Condition 37 and is Appendix C2 of the CRL Construction Noise and Vibration Delivery Work Plan (CNV DWP). It is a supplementary document that builds on the Project CNV DWP, and therefore, directly references relevant sections of the DWP to avoid repetition. The objective of this SSCNMP is to detail the best practicable option(s) to avoid, remedy or mitigate the identified adverse effects from noise exceedances at Manhattan Apartments.

Section C2.2 identifies the noise sensitive spaces, the predicted or measured façade sound insulation performance, predicted noise effects and recommended consultation thresholds.

C2.2

Building Details Pre-Construction Consultation Fritha Witton (CRLL) and Craig Fitzgerald (Marshall Day Acoustics) met with Manhattan Apartments building management representative Bruce Castle on 24 August 2017. The matters discussed included the general building layout, profile of occupants, and the identification of specific occupant sensitivities that require further investigation.

In summary, the ground floor includes the building lobby, LJ Hooker realty office and the City Convenience Store, above which 80 apartments extend from levels 1 – 11, with a rooftop terrace on level 12. Each level has a central corridor with a row of apartments facing Albert Street, and another row facing towards Federal Street. Bathroom extract fans ventilate the apartments using negative pressure and occupants regulate temperature by opening a window or using heat pumps or free standing fans.

The majority of the building occupants are adults who are not in the building during the day. There is estimated to be 6 – 7 shift workers who sleep during the day, however, it is understood they are all in apartments facing Federal Street. There is estimated to be 4 – 5 families with pre-school children who may have day sleeps, notably those in apartments 1D, 7C and 7F facing Albert Street.

The ambient noise level measured in a selection of representative apartments ranged from 36 dB LAeq with the windows closed to 48 dB LAeq with a window open. Albert Street road traffic dominated the received noise level.

Façade Sound Insulation Performance The Manhattan Apartments building is a multi-story masonry residential building with extensive operable façade glazing. The estimated sound level difference across the façade with the windows and doors closed is 25 decibels.

The façade is predominantly sealed façade glazing, with some openable windows set in aluminium framing with effective rubber seals. The glass is large single panes, estimated to be 7 – 8mm thick.

The estimated sound level difference across the façade with the windows closed is 30 decibels.

The ground floor retail will benefit from perimeter site hoardings that will mitigation the external noise level received at the façade by typically 10 decibels. However, noise leakage around the frame of the external doors is predicted to reduce the sound level difference to approximately 20 decibels while the doors are closed.

Table 7 estimates the construction noise level received in various noise sensitive spaces. The potential noise effects are colour coded and summarised as follows: •

Sky City Grand Hotel and Convention Centre SSCNMP

C3.1

C3.2

Building Details Pre-Construction Consultation On 26 May 2017, Richard Jenkins (CRLL), Robert Clark (CRLL), Dave Brierley (CRLL) and Craig Fitzgerald (Marshall Day Acoustics) met with Ina Bajaj and Lara Erceg from East Day Spa, and Arron Money, Collette Leonard and Warren Bias from Sky City. The purpose of the meeting was to discuss CRL construction noise and vibration, particularly in relation to the Aotea Station Early Works. An overview of the proposed works and indicative timeframes were provided, the relevant CRL NoR conditions were summarised, and experiences of their implementation were provided in relation to the C1 and C2 early works contracts. A tour of East Day Spa, the convention centre and hotel was followed by a general discussion about the sensitivity of activities and operational constraints.

On 13 June 2017, Craig Fitzgerald undertook measurements to benchmark the existing noise environment at East Day. The findings were detailed in a MDA letter10 that was circulated to East Day Spa and Sky City representatives.

On 18 July 2017, Carol Greensmith (CRLL), Robert Clark, Dave Brierley and Craig Fitzgerald met with Arron Money and Matt Ballesty again. The purpose of the meeting was to discuss the MDA findings in the East Day Spa letter and discuss wider implications on Sky City operations.

On 22 August 2017, Fritha Wilton (CRLL), Dave Brierley and Craig Fitzgerald, met with Arron Money, Collette Leonard and Warren Bias to inform the remaining contents of this SSCNMP. A general discussion about the sensitivity of activities and operational constraints was followed by a tour of

representative hotel and convention centre spaces. Craig Fitzgerald measured the existing noise environment in a range of identified noise sensitive spaces for benchmarking purposes and to inform the consultation protocol. Due to restricted access to the Convention Centre that day, measurements were completed at a later date, on 1 September 2017.

The identified noise sensitive spaces on the Albert Street façade are summarised as follows: •

Level 1 East Day Spa o

Normal hours of operation are 9am – 9pm weekdays and 9am – 8pm on weekends.

Generally, Friday – Sunday is consistently busy with all treatment rooms utilised for long periods. Whereas, Monday – Thursday is generally less busy and often slowest around 2 – 4pm.

o

Quality of service relies on a quiet environment, although some activities are less noise sensitive than others (e.g. massage is very sensitive, whereas threading is less so). A key concern is structure-borne noise from hammer drilling, which they had experienced during recent building renovations.

o

Reception: The ambient noise level inside the reception area was 52 dB LAeq. Albert Street road traffic was clearly audible, but reduced by the glazed façade and masked by music playing in the space and some activity at the reception desk. The front door was opened three times during the measurement, with the noise level increasing briefly to 62 dB LAeq while open.

o

Chill room: The unoccupied ambient noise level was 48 dB LAeq. Road traffic was audible at times, but masked effectively by music and air conditioning noise. The chill room is a flexible space and the least sensitive of the treatment rooms.

o

Treatment rooms: They are set back from Albert Street and are accessed from a central corridor, which provides excellent acoustic separation. Road traffic noise was not perceptible.

Sound levels in unoccupied rooms were typically 41 dB LAeq with air conditioning and background music set at normal levels.

Level 3 Gusto at the Grand Restaurant o

Gusto is lively open plan restaurant and bar with connection to the hotel lobby and circulation spaces. The Private Dining Room (PDR) is an enclosed dining room accessed from Gusto restaurant. Both spaces are open all day, but busiest during the evenings.

o

The ambient noise level in Gusto restaurant during a quiet period was 67 dB LAeq, primarily from music and patron noise from other spaces. The measured level in the unoccupied PDR room was 46 dB LAeq. During busy periods, the noise levels in both spaces would be expected to be in the order of 70 – 75 dB LAeq. In these conditions, the occupants naturally adjust their voice level to ensure communication is effective.

Levels 4 – 5 Convention Centre o

The convention centre typically operates from 9am – 6pm, however, offers extended hours for early meetings or late evening functions. Monday – Wednesday are the busiest days, whilst Friday – Sunday are the quietest. Winter is the busiest season and January the quietest month.

o

There are 10 breakout rooms on the Albert Street façade. They are flexible spaces that often accommodate a range of activities on a day to day basis. Activities may include didactic presentations (e.g. keynote speaker addressing a room of delegates), group meetings, trade shows or hospitality events (e.g. awards evening). The acoustic sensitivity varies markedly depending on the activity type, use of amplification systems and background noise level. For example, a low background noise environment (i.e. less construction noise ingress) would be

preferred for unamplified formal presentation, while a lively background noise environment (allowing more construction noise) would be acceptable for a social event or trade show. It is understood that presenters typically wear lapel mics and are amplified. o •

The ambient noise level in a selection of unoccupied conference rooms ranged from 40 to 46 dB LAeq and was controlled by mechanical services noise.

Level 7 Grand Horizon o

There are approximately 14 VIP gaming rooms at Sky City, four of which are on this level.

However, only room 68 is located on the Albert Street facade. It is understood that occupancy rates are low, but booking lead times are short and clientele are exclusive and particular about the room that they use.

o

Room 68 has a lobbied external door with access to a balcony.

o

The unoccupied ambient noise level was 40 dB LAeq, due primarily to ventilation noise. The space would be expected to be considerably more noisy when occupied. It is understood that background ambient music would typically be playing, but the level would be customised to the clients’ preference

Levels 8 – 21 Hotel rooms o

Hotel rooms are busiest during early mornings and early evenings, with standard check-out by 11am and check-in after 3pm. Hotel occupancy rates are high throughout the year, with February – April the busiest months and January the quietest. Within the proposed construction periods, Saturday mornings are identified as particularly noise sensitive for hotel guests

o

Sky City will identify flight crews and other guests intending to sleep during the day and book them in hotel rooms facing Federal Street to avoid disturbance.

o

The ambient noise levels measured in a selection of representative rooms ranged from 32 dB LAeq (with ventilation off) to 41 dB LAeq (more typical with the ventilation on). Albert Street road traffic was audible at times, but more apparent were intermittent hotel activities such as a closing door down the corridor.

In response to CLG feedback (Appendix D, Table 14): •

A noise monitor shall be positioned in the East Day Spa reception during works directly outside the façade. An external monitor at 1m from the façade is unlikely to be practical due to the proximity of the works. Therefore, it should be positioned at a location inside the reception that is representative of the space, but away from the reception desk to avoid influence of conversations.

•

A continuous vibration monitor be positioned in the East Day Spa reception during works directly outside the façade. It should be placed on the foundations, just inside the external wall and away from foot traffic (e.g. under/behind the existing curtains).

•

The monitors shall be setup with triggers issuing SMS/email alerts above set thresholds to the Noise & Vibration Monitoring Manager and Specialist Noise & Vibration Advisor or their nominated representatives where appropriate.

Façade Sound Insulation Performance The existing external noise level at 1m from the East Day Spa Albert Street façade was 73 dB LAeq. Overall the existing outdoor noise environment (dominated by traffic) is very high and already at levels comparable with the daytime construction noise limit of 75 dB LAeq in CRL condition 31.

The façade is predominantly sealed 12.38mm thick laminated glazing. The estimated sound level difference across the façade is 35 decibels. thick toughened glass and multiple sets of frameless glass doors. The existing sound level difference across the East Day Spa façade with the doors closed was measured to be 26 – 27 decibels, but would improve to approximately 30 decibels when the frameless glass doors are replaced with framed doors and meeting jams with effective acoustic seals. The sound level difference would improve to approximately 40 decibels for the chill room and 50 decibels for the treatment rooms further inside spa.

Auckland Council SSCNMP

C4.1

Introduction This Site Specific Construction Noise Management Plan (SSCNMP) is for the Auckland Council building located at 135 Albert Street. A SSCNMP is required because construction is predicted to exceed the Project Noise Standards in CRL Condition 31.

This SSCNMP has been prepared in accordance with CRL Condition 37 and is Appendix C4 of the CRL Construction Noise and Vibration Delivery Work Plan (CNV DWP). It is a supplementary document that builds on the Project CNV DWP, and therefore, directly references relevant sections of the DWP to avoid repetition. The objective of this SSCNMP is to detail the best practicable option(s) to avoid, remedy or mitigate the identified adverse effects from noise exceedances at Auckland Council.

Section C4.2 identifies the noise sensitive spaces, the predicted or measured façade sound insulation performance, predicted noise effects and recommended consultation thresholds.

As required under CRL Condition 37.5, Section C4.3 presents: •

C4.2

Building Details Pre-Construction Consultation Fritha Witton (CRLL) and Craig Fitzgerald (Marshall Day Acoustics) met with Auckland Council building management representative Ben Thompson on 24 August 2017. The matters discussed included the general building layout, general noise sensitive spaces such as office and meeting rooms, and the identification of specific occupant sensitivities that require further investigation.

In summary, the ground floor is the lobby, with office space on every level above. Each level is fairly uniform with a central services core, open plan areas broken up by small meeting rooms, offices and break-out spaces. The main external meeting rooms and conference rooms are on levels 3, 14, 28 and 29 (the top level).

It was noted that Auckland Council generally has a flexible or ‘hot-desk’ culture (i.e. no fixed workstation location). Therefore, there is the ability for particularly noise sensitive staff to position themselves away from the Albert Street façade if they are affected by construction noise. Likewise, the large number of meeting rooms in the building enables selection or booking of rooms that are away from the Albert Street façade if necessary. The normal occupied periods are understood to be 9am – 5pm, Monday to Friday.

A key concern expressed by Ben Thompson was noise exposure of building occupants when walking to and from the building, in close proximity to the works. Craig Fitzgerald advised that use of site perimeter acoustic hoardings is an effective way of mitigating the noise levels received by passing pedestrians. Pedestrians will pass the site quickly, resulting in low exposure levels, well below the

OSH12 noise limits. Therefore, the temporary noise effects on pedestrians will be safe and reasonable. Further information on OSH noise limits will be supplied to Ben Thompson separately for information purposes.

Façade Sound Insulation Performance The Auckland Council building is a multi-story masonry commercial building with extensive sealed façade double glazing, estimated to be 6/12/8 (6mm glass pane – 12mm gap – 8mm glass pane). The estimated sound level difference across the façade with the windows and doors closed is 35 decibels.

Table 10 below shows estimated construction noise levels received in various noise sensitive spaces.

The potential noise effects are colour coded and summarised as follows: •

C5.2

Building Details Pre-Construction Consultation Fritha Witton (CRLL), Dave Brierley (CRLL) and Craig Fitzgerald (Marshall Day Acoustics) met with Huawei Centre building representatives Alex McKenzie (Colwall Property Investments) and Matt Topham (Atrium Investments) on 28 August 2017. The matters discussed included the tenant profile, the general building layout, general noise sensitive spaces such as office and meeting rooms, and the identification of specific tenant sensitivities that require further investigation.

In summary, the Albert Street entrance is a common lobby area, above which there are approximately 20 levels of commercial office space, accommodating approximately 60 tenants13.

Each level has a central services core and generally one or two tenancies. A typical office has open plan areas and meeting rooms as part of a bespoke tenant fit-out. There are no specific tenant sensitivities that require further investigation, however, it was noted that there is a call centre on level 5. The normal occupied periods are expected to be 9am – 5pm, Monday to Friday.

Façade Sound Insulation Performance The Huawei Centre is a multi-story masonry commercial building with sealed façade glazing, estimated to be 8mm thick single pane glass. The estimated sound level difference across the façade with the windows and doors closed is 30 decibels.

The Albert Street access to the Crowne Plaza hotel lobby and Atrium on Elliott shopping centre is on level 4. The Crowne conference facilities are levels 5 and 6, however, only the Albert Room on level 6 fronts Albert Street. Car parking occupies levels 5 – 15, with hotel rooms rom levels 16 – 28.

Noise sensitive during early mornings and early evenings. Guests intending to sleep during the day may be identified and booked in hotel rooms facing Elliott Street to avoid disturbance.

The ambient noise levels in a selection of unoccupied hotel rooms with the windows closed ranged from 34 dB LAeq to 36 dB LAeq. The measured level was controlled by ventilation noise, but Albert Street road traffic was audible at times. The ambient noise level in the unoccupied Club Lounge on level 28 was 48 dB LAeq, primarily due to fridge noise, ventilation and background music. The ambient noise level in the Albert Room was not measured because it was occupied, but is expected to be approximately 40 – 45 dB LAeq when unoccupied.

The matters discussed included the general building layout, room types, guests profile and seasonal business variations.

In summary, level 1 (Albert Street road level) includes the reception (accessed from Wellesley St West), lobby and breakfast bar, above which hotel rooms extend from levels 2 – 7. Each level has a central corridor with a row of rooms facing Albert Street, and another row facing towards Elliott Street. Bathroom extract fans ventilate the rooms using negative pressure and occupants regulate temperature by opening a window or using heat pumps (where available).

January – April are the busiest months. Noise sensitive during early mornings and early evenings.

Saturday mornings are identified as particularly noise sensitive for hotel guests (acknowledging that the normal construction hours do not include Sundays or the night-time on all days). Guests intending to sleep during the day may be identified and booked in hotel rooms facing Elliott Street to avoid disturbance.

The ambient noise level measured in a selection of representative unoccupied rooms ranged from 36 in room 211 (level 2) to 46 dB LAeq in room 611 (level 6). The variation reflected the range of window types and condition of the window jam and sealing arrangement. Albert Street road traffic noise dominated the measured levels in all cases.

Façade Sound Insulation Performance The EconoLodge façade glazing type and condition of the window sealing arrangement varies from room to room. The range included 5-6mm single pane glass with poor seals on the upper floor levels,

approximately 9mm single pane glass with good seals on level 2, and double glazing on level 3 estimated to be 6/50/5 (6mm glass pane – 50mm gap – 6mm glass pane).

The estimated sound level difference across the façade to the bar / lobby area is typically 30 decibels.

The estimated sound level difference across the façade to the hotel rooms varies from 20 – 30 decibels with the windows are closed, depending on the glazing type and condition of its sealing arrangement.

There is predicted to be a marginal noise mitigation benefit and CRLL advised that it will be done by the contractor. This is included in Section 5.4.1 of the CNV DWP.

(Para. 11 – 13)

The East Day Spa Albert Street façade is to be partly repositioned to enable the CRL works. SKYCITY requests that as part of the remedial works, the façade be upgraded to a minimum STC 60 sound insulation performance standard. Suitable construction options are provided.

The effects do not justify the STC 60 minimum performance specification. The effects thresholds in Tables 8 and 9 were not challenged by SKYCITY except for comments in para. 15-16 (discussed below). Therefore, the requested specification is considered disproportionate to the residual noise effects. However, the façade must be changed to enable the works to occur.

Therefore, SKYCITY were advised that their preferred façade design would be accommodated where practicable.

Requests upgrades to the access to East Day Spa from the hotel lobby, involving secondary glazing, solid core door and/or entrance lobby.

The effects do not justify secondary glazing or another entrance lobby.

Therefore, the specification is considered disproportionate to the residual noise effects. However, the proposed changes to the façade necessitate a change in the way the tenancy is accessed. In addition to the matters raised in the letter, continuous noise and vibration monitoring was requested while works are undertaken outside SKYCITY. The monitoring protocol outlined in the CNV DWP was explained. It is considered that continuous monitoring is not justified however, the comfort it would provide to SKYCITY occupants is beneficial, so CRLL agreed to provide this wherever practicable.

CRLL propose one continuous vibration monitor be placed on the foundations inside East Day Spa, just inside the external wall and away from foot traffic (e.g. under/behind the existing curtains).

Vibration will dissipate as it travels up the building, so additional sensors on other floor levels are not required, as the foundations will be a suitable proxy.

CRLL propose one noise monitor in the East Day Spa reception, at a location that is representative of the space but away from the reception desk to avoid influence of conversations. An external monitor at 1m from the façade is not practical due to the proximity of the works.

Both the noise and vibration monitors will be setup with triggers issuing SMS/email alerts above set thresholds.

7.2

There should be routine monitoring for structureborne noise rather than solely in response to complaints. There should be systematic assessment of works on canopies that may cause structureborne noise. The assumption that all canopy removal will be conducted with hand tools unlikely to generate significant noise appears optimistic, and should be revisited in each of the SSCNMPs.

Updated. It is considered that routine structure-borne noise surveys are not justified. Advanced communication and avoiding the use of hammer-drills is considered the most effective way of addressing isolated effects. Section 4.2 has been updated to states ”hammerdrills should be avoided where practicable (e.g. use of acetylene torch to cut steel). Consultation with building occupants and timing of this activity will be critical in managing effects”.

8.3

The process needs to set out how and who determines where exceedances are likely, otherwise the process has no start point.
