Welcome and introductions

• Sonya welcomed everyone and introduced the meeting agenda. She added that the management for the Mt Eden CLG would be done by the Link Alliance going forward.

• CLG members in attendance introduced themselves and the topics they were interested in hearing about. These included parking, traffic diversion, the impact of trucks carrying spoil around the Mt Eden site, potential loss of business, final urban design around the station and maximising potential benefit for the community.

Link Alliance introduction

• DB provided an overview of the Link Alliance, and introduced Link Alliance staff in the room. CRL staff and contractors were also introduced.

• DB then provided an overview of Link Alliance works and discussed why an alliance is a good structure to complete large-scale infrastructure projects. The Link Alliance is going to design, develop and deliver the main stations and tunnels for the CRL project.

• DB added that an alliance is best suited to this work as it can start work straight away, and can drive innovation and flexibility. They are still designing this project, and will work alongside community to deliver it together. He added that there will be challenges going ahead but the alliance is committed to minimising the impact of works as much as possible. In five years the CRL will be of incredible benefit to the community, but they understand the challenges for many to get there.

• DB added that the CRL had learned how to be a better neighbour over the years and that they are going to continue working on ensuring that community are aware of what’s coming up.

• DB provided an overview of contracts that encompass the CRL, and the scope of Link Alliance works – including enabling works, utilities being moved and demolition works. Mt Eden demolition works are starting first as this is the critical path for the project.

• JF asked where utilities would be moved to, and DB responded that across various sites utilities are being moved out of the road and into footpaths. This will differ slightly for Mt Eden, so it won’t be as challenging as other parts of CRL works.

• DB added that the Link Alliance has set up an office with close to two hundred people. They are finalising the Project Alliance Agreement, which will be signed before the end of July. Planning for early works is already underway.

• RB then provided information on the communications and engagement that the Mt Eden community can expect from the Alliance and that it is working closely with other developments across main sites. A business development response plan will be created in consultation with the Mt Eden community. This will be done to support businesses in the area and will include business packs, marketing on social media channels, wayfinding and hoardings, as well as many other tools.

• There was discussion in the room about ensuring that consultation with Mt Eden community and businesses would happen before any works start, so that they can input into how best to mitigate impacts.

• A CLG member asked whether they will be able to influence design on the street. SL responded that there is urban design delivery work plan that will need to come to this group, and consultation on this will happen then. Another CLG member reiterated that they want to be part of design for the new community spaces being built. DB added that mana whenua is influencing design – particularly for the stations. The CLG member added that they want to look at parking in the area, how wide the street is, whether the overbridge will be able to see into apartments – practical elements of the design rather than the aesthetics.

Mt Eden Station works overview

• TL discussed what would be built at Mt Eden. A lot of the works won’t be seen at the surface but will enable tunnels to be dug. The portal for the tunnel boring machine needs a lot of space., and they are expecting large-scale excavation to allow for construction of tunnels.

• TL also discussed the buildings which will be demolished in Mt Eden, with an expected start of late September and completion by the end of Q1 2020.

• A CLG member asked if the alliance can guarantee that every building has been tested for asbestos, which TL confirmed. Buildings which had already been tested would be coming down first, and there Page | 2

are still others that are being tested for asbestos. This is an important aspect of ensuring safety of the demolition works.

• There was concern from CLG members about works starting in December, to which DB confirmed that the alliance would be able to provide more detailed timeframes shortly.

• TL then discussed the sequence of works for demolition, confirming that all roads will remain open during the demolition works. Construction mitigation measures will also be put into place, such as noise barriers, truck wheel washing and crushing concrete onsite so it can be reused. As well as this, workers will be trained on behaving professionally and being considerate of neighbours.

• A CLG member asked about the request he’d made on ensuring the workforce use public transport, particularly the train system. DB responded that a workforce travel plan was being created. This would include some provision for parking for CRL workers.

• RB provided an overview of the development response plan being developed – discussing some of the benefits that will come to the area because of the increased workforce of 1600 at peak. TL confirmed that 500 of these workers are estimated to be coming to Mt Eden as part of the CRL works.

• Truck and traffic movement were described by TL, who also showed the expected route for disposing spoil on to SH16. There was discussion in the room about ensuring access to roads for use by public, and minimising the impact of the large number of trucks and trailers to remove spoil.

C5 – Western Line works

• BR described the key activities that make up the C5 contract and what the community can come to expect over the next few years.

• Consultation on design with community is underway – particularly to ensure privacy is maintained. As well as this, the CRL project is also working with Mana Whenua on bridge design.

• There was discussion on where public access will change as part of these works, for example, Normanby Road level crossing will temporarily close for vehicles while utility relocations occur. There will also be some points which are not accessible for people in a wheelchair. BR added that this was because this structure was temporary, and it was too challenging to put in either a ramp or hydraulic lift. This will be looked at further to ascertain if an alternative solution can be found.

• There was also discussion on the watermain works, and the need to ensure projects are coordinated.

Works would have associated traffic management plans to mitigate the effects. Plans would be shared with the CLGs once these have been prepared.

Close and next steps

• SL provided an overview of Karangahape and Albert St works, and JD provided an overview of the works that were part of the C6 watermain diversion contract, which were currently being completed before sites are handed over to the Link Alliance.

• C1 and C2 updates were then provided by DB. • CLG members requested more comprehensive information on what works were coming up, so they could inform their customers and communities. It was confirmed this would be provided as it became available.
