Transport Access and Parking Delivery Work Plan Michael Jongeneel, Flow Transportation Specialists 1 November, 2016
19
Purpose of Delivery Works Plan •
•
Identifies traffic management measures to avoid, remedy and mitigate adverse effects of the Stormwater Realignment works • Specifically relates to the transport network, property access and parking • Must satisfy existing CRL conditions • Must comply with: • AT’s Code of Practice • The NZ Transport Agency’s Code of Practice for Temporary Traffic Management Assesses effects of proposed traffic management measures
20
General Project Works
21
Mt Eden Site Demolition of Existing Building and Site Establishment •
Temporary occupation of portion of Mt Eden Road (yellow area)
•
~6 week period
•
Temporary traffic management proposed: • Truck loading to occur on the street • 30 km/h speed restriction • Temporary footpath on east side of Mt Eden Road • Southbound lane shifted into flush median • Both lanes narrowed to 3.0m wide • Two P60 parking spaces temporarily unavailable
22
Mt Eden Site Remainder of Stormwater Realignment Works •
No works on Mt Eden Road – Mt Eden Road operating as it does today
•
Truck loading within the site
•
Truck turnaround area within the site – no reverse manoeuvring onto street
•
Access via new driveway, shared with Press Print
•
•
Construction trucks guided by spotters
•
Restricted hours for truck movements
Occupation of a portion of Press Print’s parking area required •
•
Replacement off street parking to be provided
No space for contractor parking within the site
23
Nikau Street Site Building Demolition and Utilities Diversions •
Trenching to relocate utilities on Ruru and Nikau streets (yellow area)
•
Both streets not necessarily affected at same time
•
Utilities diverted over 5-10 day period
•
Temporary traffic management proposed: • 30 km/h speed restrictions • Footpaths on north side of Nikau Street and east side of Ruru Street closed (when required) • A single lane of traffic operating on Nikau Street and Ruru Street (when required)
24
Nikau Street Site •
Some temporary reduction in on street car parking during utilities work on Nikau Street: •
Three P120 parking spaces affected
•
Three unrestricted spaces up the street to be marked as P120, to replace above
•
Two further unrestricted parking spaces affected
25
Nikau Street Site Remainder of Stormwater Realignment Works •
Ongoing occupation of a portion of Nikau Street (blue area)
•
No direct impacts on Ruru Street
•
Truck loading within the site; no reverse manoeuvring onto street
•
Parking on site will be provided for six vehicles
•
Once established, site will be inactive until TBM operations begin between Mt Eden and Nikau Street sites •
Potentially more contractor parking on site at this stage
26
Water Street Site •
All construction activities to be off street
•
Truck access generally via Water Street
•
Truck loading and turnaround area within the site
•
Occasional larger trucks will exit via Normanby Road •
•
•
At times when Wilson parking area is not full
Existing Water Street access will be closed to Wilson parking area customers
•
But will remain open for pedestrians
•
Normanby Road access will remain open
Parking on site will be provided for seven vehicles
27
Contractor Parking • • •
•
•
Six parking spaces at the Nikau Street site – more available when this site is inactive Seven spaces at the Water Street site Construction workforce expected to vary: • ~22 staff initially • ~30 during peak periods • ~10 staff more generally There will be periods when contractor parking will exceed the 13 provided: • Parking within off street parking areas (eg Wilson parking next to Water Street site) • Parking on surrounding streets where available (legal at all times) Removal of existing building at Mt Eden Road site: • Reduced on street parking demand ~4 spaces
28
Construction Traffic •
• •
• •
About 20 daily truck deliveries (across three sites) • Truck movements generally limited to 7:00 am to 7:00 pm, Monday to Saturday Secondary truck deliveries throughout day between sites • 7:00 am to 7:00 pm, Monday to Sunday Restrictions to truck movements typical of Auckland construction sites: • Limited to arterial routes where possible • No reverse manoeuvring of trucks across footpaths • No truck right turns at priority controlled intersections Traffic effects of these trucks expected to be negligible In part mitigated by removal of existing buildings: • Mt Eden Road site: ~90 fewer vehicle movements/day • Nikau Street site: ~110 fewer vehicle movements/day
29
Property Access •
•
CRL conditions require: • Pedestrian access to private property to be maintained at all times • Vehicle access to be maintained “to the greatest extent possible” • Appropriate notice should vehicle access be temporarily closed: • At least 24 hours notice for a closure less than six hours • At least three days notice for any longer closure, with alternative parking provided • Alternative transport options to be provided, if any party finds their car blocked in unexpectedly (eg taxi or rental car) In practice, vehicle access will be maintained to all properties at all times, except: • Access to Press Print may be limited during demolition of neighbouring building • Access to 10 Ruru Street (City Storage) may be briefly limited during Nikau Street utilities works

Contamination Delivery Work Plan Andrew Hart, Golder Associates 1 November, 2016
31
Ground Investigations
32
Key Investigation Findings •
Geology comprises fill overlying natural soils
•
Contamination typically present in fill material
•
No evidence of contamination in underlying natural soils
•
Limited evidence of groundwater contamination
•
Soil concentrations trigger need for consents from Auckland Council
33
Contamination Management •
Construction methodology limits exposure to potential contamination outside of construction zones
•
Contamination DWP outlines procedures for management of contaminated soil and groundwater during construction
•
Defines project roles and responsibilities
•
Documenting and reporting requirements to ensure excavated material disposed appropriately
•
Groundwater management in accordance with Erosion and Sediment Control Plan
