Obtaining new or altered resource consents required during construction (if any). Compliance with Health & Safety and incident management. Overall responsibility for site environmental management. Reviewing and reporting on environmental performance. Inspection of works to assess compliance with the CEMP and Sub-Plans.

Inspections, auditing and checking of environmental management practices and procedures. On-site compliance with consent conditions and other requirements and tracking compliance information. Report to AT changes to construction techniques or natural environmental changes which require alterations to existing consents or new resource consents. Prepare, review and update of CEMP and relevant Sub-Plans. Facilitate and oversee environmental monitoring. Update and maintain the environmental portion of the Project Risk Register. Purpose of Delivery Works Plan •

Identifies traffic management measures to avoid, remedy and mitigate adverse effects of the Stormwater Realignment works • Specifically relates to the transport network, property access and parking • Must satisfy existing CRL conditions • Must comply with: • AT’s Code of Practice • The NZ Transport Agency’s Code of Practice for Temporary Traffic Management Assesses effects of proposed traffic management measures

Mt Eden Site Demolition of Existing Building and Site Establishment •

Temporary occupation of portion of Mt Eden Road (yellow area)

~6 week period

Temporary traffic management proposed: • Truck loading to occur on the street • 30 km/h speed restriction • Temporary footpath on east side of Mt Eden Road • Southbound lane shifted into flush median • Both lanes narrowed to 3.0m wide • Two P60 parking spaces temporarily unavailable

No works on Mt Eden Road – Mt Eden Road operating as it does today

At times when Wilson parking area is not full

Existing Water Street access will be closed to Wilson parking area customers

But will remain open for pedestrians

Normanby Road access will remain open

Parking on site will be provided for seven vehicles

Six parking spaces at the Nikau Street site – more available when this site is inactive Seven spaces at the Water Street site Construction workforce expected to vary: • ~22 staff initially • ~30 during peak periods • ~10 staff more generally There will be periods when contractor parking will exceed the 13 provided: • Parking within off street parking areas (eg Wilson parking next to Water Street site) • Parking on surrounding streets where available (legal at all times) Removal of existing building at Mt Eden Road site: • Reduced on street parking demand ~4 spaces

About 20 daily truck deliveries (across three sites) • Truck movements generally limited to 7:00 am to 7:00 pm, Monday to Saturday Secondary truck deliveries throughout day between sites • 7:00 am to 7:00 pm, Monday to Sunday Restrictions to truck movements typical of Auckland construction sites: • Limited to arterial routes where possible • No reverse manoeuvring of trucks across footpaths • No truck right turns at priority controlled intersections Traffic effects of these trucks expected to be negligible In part mitigated by removal of existing buildings: • Mt Eden Road site: ~90 fewer vehicle movements/day • Nikau Street site: ~110 fewer vehicle movements/day

Property Access •

CRL conditions require: • Pedestrian access to private property to be maintained at all times • Vehicle access to be maintained “to the greatest extent possible” • Appropriate notice should vehicle access be temporarily closed: • At least 24 hours notice for a closure less than six hours • At least three days notice for any longer closure, with alternative parking provided • Alternative transport options to be provided, if any party finds their car blocked in unexpectedly (eg taxi or rental car) In practice, vehicle access will be maintained to all properties at all times, except: • Access to Press Print may be limited during demolition of neighbouring building • Access to 10 Ruru Street (City Storage) may be briefly limited during Nikau Street utilities works
