Sonya Leahy welcomed everyone to the meeting, outlined the agenda for the evening and introduced the Link Alliance staff present.

•

Thibaut L’Hopital, the Mt Eden Station project manager, then provided an update on what’s happening in the Mt Eden Station area: o

Demolition is well underway with the soft-strip and salvage work now complete. The cottage at 6 Flower Street was also successfully relocated to the Rangiriri Tavern in the Waikato

o

Asbestos removal continues with additional asbestos found in 16 Nikau Street

o

Geotechnical investigations continuing in various locations around the site

o

Utilities investigations and diversions underway in Nikau / Flower Street intersection area

o

Flower Street south closed on 21 November until at least the end of the year

o

Preparations are underway for the diversion of Flower Street south to make room for the start of portal construction in 2020

•

Thibaut then provided information on upcoming works and the indicative dates for them: o

Geotechnical investigations in the wider station area will be ongoing until the end of 2019

o

Utility investigations and relocations on the corner of Nikau & Flower Streets will take place in November and December

o

Mt Eden Road Bridge utility investigations are scheduled to start before the end of 2019.

Utility relocations will start December 2019 / early 2020

o

Tunnel portal works, including piling and ground retention for the tunnel entrance near Flower/Nikau St intersection, basalt blasting, bulk excavation and mining is expected to take place between early 2020 and early 2021

o

The relocation of utilities, including the Huia 2 watermain, in the Fenton Street area are expected to take place from about March to September 2020.

o

Construction of an additional Mt Eden Road bridge and Ruru Street bridge to accommodate the CRL lines is expected to begin in Q2 2020.

Sonya introduced Phil Young to CLG members. Phil is a member of the C5 (Western Line integration) team, managing utility relocation works around the Western Line, including Normanby Road and Fenton St/Porters Ave.

•

Phil shared details of the Normanby Road utility relocation works that the C5 team is planning for next year to ensure the overall works programme can be maintained. He explained that there are many utility services that currently cross the rail corridor and these must be relocated out of the way of the rail corridor before trenching for the new CRL lines and construction of a new road-over-rail bridge can take place. Stormwater and sewer relocations will be undertaken down Normanby Road, section-by-section, to minimise overall impact on traffic flow. While on-street parking will be temporarily unavailable in the section being worked on, it does mean that two-way traffic flow is likely to be maintained. o

Between March and April 2020, a site compound will be established in the former Wilson’s carpark area alongside the rail corridor. Alternative car parking will be created for businesses located at 32 Normanby Road while sewer relocation works take place along the eastern side of Normanby Road to connect to the Mt Eden Corrections Facility. New stormwater drainage lines and inlet structures will be installed in low areas to reduce the risk of flooding.

Retaining walls will be built to support the regrading of the carpark area at 32 Normanby Road, as the new Normanby Rd bridge will be two metres higher that the current level crossing to allow clearance over the rail corridor.

Over Easter 2020 when trains are not running, foundations will be constructed for a temporary bridge over the rail line, required to get utility services over the existing train tracks so the tracks can be lowered. The sewer pipes from Water St will be diverted into the Normanby Rd sewer at this time, as the Water St sewers currently cross south under the rail tracks.

Between May and September 2020, the team expects to finish the relocation of the Water St line, complete the temporary utility bridge foundations and reinstate the car park for 32

Normanby Rd. The temporary utilities bridge will also be constructed, arriving in pre-made sections and assembled by crane, and a retaining wall built near the Normanby/Boston roundabout to help create work space and reduce traffic disruption on Normanby Rd. By September, we hope to have relocated the utilities over the temporary bridge to allow for the start of piling for the rail trench retaining walls and permanent Normanby Rd bridge foundations. o

John Fryer asked if the old PressPrint building will be demolished. Phil Young confirmed that it will be.

John Fryer asked if the new stormwater system will join up to the existing stormwater system. Phil Young advised the existing system will be used until infrastructure can be upgraded.

Phil Young also advised some of the work may need to take place at night due to traffic flows and to ensure Mt Eden Road and Normanby Road are not closed at the same time.

Sonya introduced Maree Drury, principal planner for the C5 team, who gave a recap of the construction management plan process for the Normanby Road Early Works.

•

Maree outlined the different management plans that are required to be produced for council approval. These cover such areas as traffic, access and parking, noise and vibration, air quality, contamination, social impact and business disruption, vegetation and erosion and sediment control, amongst others.

•

Summaries of those draft plans were sent to all CLG members ahead of this meeting and the full plans are available on request.

•

Maree explained that the subject matter experts who drafted the plans are here tonight so CLG members can provide feedback directly and ask any questions they may have about their respective plans.

•

Maree said that once the consultation process is complete, the plans will then be finalised before undergoing an independent peer review and then lodgment with Auckland Council for final approval.

•

Maree introduced the other 7 subject matter experts present, who were sitting at breakout tables and invited them to present a summary slide on their area of expertise.

o

Maree Drury – Construction Environmental Management Plan (CEMP) for Normanby Road early works – explained the purposed of the CEMP, which is to confirm the Normanby Road early works construction details and to set out how construction activities will be carried out and managed to avoid, remedy or mitigate adverse effects on the environment in accordance with the CRL designation and the Aotea to North Auckland Line (A2N) resource consent conditions. Maree also explained that all Delivery Work Plans (DWPs) are sub plans to the CEMP.

Peter Stacey – Air Quality Specialist – explained the primary air discharge from this work is dust nuisance. The overall approach to managing dust nuisance is primarily based on removing spoil from site as soon as practicable, dampening exposed areas with water and ensuring the site is kept tidy. Peter did not anticipate that dust will be a major problem for the Normanby Road early works.

Craig Fitzgerald – Construction Noise & Vibration – explained the DWP is essentially a ‘good neighbour’ code of practice that includes staff training, using appropriate equipment, monitoring & noise barriers, restrictions on night activities and regular communication with stakeholders. Craig did not anticipate noise would be a major problem for the Normanby Road early works.

Maree Drury – Communication and Consultation – explained the CCP has been prepared to ensure appropriate communication and consultation with affected stakeholders. The Mt Eden CLG is and will remain a key channel for communication, and will be complemented by a range of other communication channels including works notifications, newsletters, community information sessions, one-on-one discussions, dedicated email address and 0800 number. There are also a number of response timeframes and a robust complaints process in place.

Stephen Thomson – Contaminated Land – explained that all excavated material will be loaded directly into trucks and disposed of at licensed landfill. Any material stockpiled during rainfall or overnight will be covered by an impermeable material and bunded to avoid any stormwater run-off and dust. Dust and odour will be managed through the Air Quality Management Plan, and stormwater will be managed with the Erosion & Sediment Control Plan, with separation and diversion of clean stormwater away from areas of ground

disturbance. All stormwater that encounters potentially contaminated soil / fill will be treated as contaminated unless proven otherwise, and captured and disposed of by a licensed liquid waste contractor. All imported material will consist of either clean quarry materials and/or recycled, crushed concrete aggregate. Monitoring will take place throughout the process to ensure contaminated soil/fill is managed in accordance with the DWP. o

Hilary Konigkramer – Social Impact and Business Disruption – explained this process is put in place to ensure key community issues, such as access for customers, deliveries, loss of street parking, access to off-street parking, potential loss of trade, noise and vibration impacts and disruption to utility services have been identified and mitigated. Some of the mitigation measure to be put in place include the implementation of DWPs and Management Plans, ongoing communication with stakeholders, implementation of a Development Response Plan, crime prevention through Environmental Design (CPTED) measures and ongoing monitoring.

Jack Wan – Traffic, Access and Parking – explained that maintaining two traffic lanes on Normanby Road and two-way access to properties for pedestrians, cyclists and vehicles at all times was key. Temporary speed limit of 30km/h will be implemented through works area to keep both staff and the public safe. Changes to Normanby Road during the works will include the temporary removal of approximately 20-30 kerbside parking spaces on both sides of Normanby Road to accommodate both the on-street construction work zones, while maintaining two traffic lanes. Manual STOP/GO management of the Normanby Road rail crossing will be used to ensure the safety of pedestrians and vehicle traffic at the level crossing during construction work, and potential queues on Normanby Road, Boston Road and Nugent Street will be monitored by the Site Traffic Manager. Pedestrian, cyclist and vehicle access to neighbouring properties will be maintained throughout the duration of the works. Manual STOP/GO control of vehicle movements to properties will be used where work zones overlap with vehicle crossing, and temporary parking will be created within 14-22 Boston Road to replace the staff and customer parking spaces affected b works inside 32 Normanby Road.

John Fryer asked if work will take 6 months and if parking and traffic management will be affected for the duration. Jack advised the works will affect different sections of Normanby Road for 2-3 week periods.

John Fryer asked if Link Alliance has identified who currently uses the street parking on Normanby Road. Jack advised that traffic surveys have not been carried out to identify who uses the car parks, but we know it will be a mix of users. John Fryer suggested that if the parking is being used by employees of businesses on Normanby Road, perhaps AT could provide them with complimentary HOP cards while the works are carried out to encourage use of public transport. John’s feedback has been noted.

Brent Kennedy asked for clarification around how long the street parking would be removed for during the works. Jack advised parking will be removed in sections as work progresses along Normanby Road, and each section will be affected for approximately 2-3 weeks at a time.

Patrick Geus asked about traffic and truck movements along New North Road and wanted to suggest alternative routes. As this was not related to the Normanby Road early works being discussed, Aidan Kirkby-McLeod (Senior Planner) suggested Patrick discuss this offline with traffic specialist Jack Wan.

Matt Paul – Trees & Vegetation – explained there is one notable tree (Flame Tree) on the corner of Boston Road and Normanby Road, which will be retained and protected during the works. A mature English Oak tree at 14-22 Boston Road will also be retained and protected.

Private trees and vegetation within 32 Normanby Road will be removed. Weed / pest species (Brush Wattle) and small pioneer native species (Karamu) will be removed for parking within 14-22 Normanby Road. Key mitigations for the removal of any trees includes replacing tress 1:1 ratio, offering trees to Mana Whenua and then the community for re-use, and using semi-mature trees as part of replanting with the opportunity for the community to be involved in the replanting plan.

Steve Wilson asked why the Flame Tree is classed as “notable”. Matt advised it is noted that way in the Unitary Plan.

CLG members then dispersed to the breakout tables to have conversations with individual subject matter experts about their respective plans for managing construction impacts.
