INTRODUCING
The Link Alliance will design, construct and deliver the twin rail tunnels of two new underground stations and a new Mt Eden station building.
The alliance model is used to deliver complex and challenging projects like the City Rail Link. Companies in an alliance work together and share their expertise to deliver a project. The model promotes innovation and flexibility and helps drive value for money.
The Link Alliance includes six New Zealand and international companies with a wealth of experience in delivering large-scale infrastructure projects in New Zealand and overseas. Three of the companies in the Link Alliance will focus on the design of CRL and the other three on its construction.
Alliances in New Zealand have delivered the Waterview Tunnel, the replacement of the Newmarket Viaduct on Auckland’s Southern Motorway, the Northern Gateway Toll Road between Orewa and Pūhoi, and the Memorial Park tunnel in Wellington.

Vinci Construction Grands Projet S.A.S is a subsidiary of French company Vinci SA, the world’s largest construction company by revenue. Vinci employs more than 200,000 people and operates in more than 100 countries. Vinci Construction has just finished an 18-kilometre-long underground metro in Hong Kong and is also working in the Middle East and Europe on other underground metro projects. Vinci is committed to quality, safety, the environment and to the communities it works with.
Soletanche Bachy International NZ is a subsidiary of Vinci SA. Its expertise is in working in confined spaces and in strengthening, underpinning and low headroom piling. The company is already involved with the CRL on its lower Queen Street/Britomart contract and delivering stormwater diversion works at Mt Eden.
Tonkin+Taylor will provide specialist geotechnical support and has undertaken geological mapping and ground investigations in Auckland for decades. The company was involved in the Waterview Tunnel project.
AECOM New Zealand Ltd is one of several subsidiaries of an engineering-based company with headquarters in the United States. It operates in more than 150 countries and its services include archaeology and architecture. It is already involved with the CRL’s lower Queen Street/Britomart and Albert Street works. Previous contracts include the Waterview Tunnel and Memorial Park underground road project in front of the National War Memorial in Wellington.
WSP is a Canadian-based engineering consultancy company whose international business lines include transportation, infrastructure, buildings, energy, and the environment. The company is also already involved with City Rail Link and also worked on the Waterview Tunnel. Downer New Zealand Ltd and its parent companies have been working in New Zealand for almost 90 years. Downers’ projects include electrification of Auckland’s rail network, the Homer Tunnel in Fiordland and the Remutaka rail tunnel between Wellington and Wairarapa. The company is also working at lower Queen Street/ Britomart, and one of its subsidiaries, Hawkins, is involved in the construction of the CRL tunnels under Albert Street.
City Rail Link Ltd is also part of the Link Alliance, providing specialist staff for the project and sitting on the Project Alliance Board.
