REPORT OF THE FINANCE CHAIRMAN

INTERNATIONAL FEDERATION OF LANDSCAPE ARCHITECTS

In 1986, a five year comparison of IFLA finances for the years 1981 through 1985 was provided. This report continues with a comparison for the years 1984 through 1987 along with the 1988 Budget. This report clearly shows: (1)

That expenses each year through 1986 were in excess of income and that IFLA was accruing liabilities. The lack of income from the proposed World Congress in 1986 contributed to a deficit of (551068 SF) at the end of 1986.

(2)

That the wise decision of the delegates at the 1986 Grand Council meeting to adopt a very limited budget and call for a voluntary assessment from member associations has saved IFLA from bankruptcy.

(3)

That the accrued liabilities and bank debits at the end of 1987, (40'806 SF), will be balanced against the cash in the bank and accounts receivable, 54'084 SF, to provide a carry-over of 13'278 SF, which is almost the total of the voluntary assessment in the amount of 20% of the prior years membership fees. This gives IFLA a small reserve for the first time.

The 1988 budget shows the increased income from membership fees and provides funding for Executive Committee, Grand Council, and Membership Services. The Yearbook is to be funded from advertis­ ing revenue. It also includes a Reserve Fund as recommended by the Finance Committee.

The President, Treasurer and the Executive Committee are to be commended for following the 1987 budget closely and placing IFLA in a sound financial position for the first time. Refinements of financial statements should possible to determine all costs of each program age, personal secretariat and other expense, so a budget providing for the best distribution of the future.

May be the problems a r e too enormous, too complex and o ut o f scale f o r I F L A . Why do we care? Is t h i s t a s k f o r a small g r o u p of h i g h l y specialised pr ofessi onal s like ours? T h e question has been r aised o utsi de and w i t hi n I F L A , and one has to admit it is a question which should concer n e v e r y landscape a r c h i t e c t in a n y c o u n t r y of t h e w o r l d . I f t h e a n sw e r is Y E S , as I t h i n k it is, we do c ar e about the f u t u r e of o u r l an dsc ap e s, o u r e n t i r e e n v i r o n m e n t , th e n the l andscape a r c h i t e c t w i t h h e r / h i s ecological b a c k g r o u n d and design t r a i n i n g and e x p e r i e n c e has got an i m p o rt a nt and vi tal c o n t r i b u t i o n to make, in h e l p in g to avoid d a n g e r s and d i s a s t e r s , and to plan wi th t h e N a t u r e as a p a r t n e r . In recognit ion of I F L A ' s . . and the professi on' s r e s p o n s i b i l i t y to promote a b e t t e r u n d e r s t a n d i n g and more professional solutions to e n v i r on m e n t a l and ecological pr obl ems, I F L A ' s Committee on E n d a n g e r e d Landscapes was establ ished in March 1980. T h e committee is w o r k i n g on a more c o m p r e h e n s i v e p u b l i c a t i o n . Co l l e c t i n g of casebook exampl es is g o i n g on c o n t i n u o u s l y , and we do hope to make some p r o g r e s s w i t h i n t h e coming y e a r .. The I F L A s e m i n a r in P o l a n d in 1986 has a l r e a d y t r e a t e d t h e s e t h r e e a s p e c t s of H i s t o r i c a l L a n d s c a p e s , and in t his y e a r ' s s y m p o s i u m in the I F L A C e n t r a l R e g i o n of A t h e n s (Sept. 23 to 2 6 , 1 9 8 8 ) t h e a e s t h e t i c a l , e c o l o g i c a l and c u l t u r a l v a l u e s of H i s t o r i c a l L a n d s c a p e s w i l l be t a l k e d a b o u t and d i s c u s s e d . A n o t h e r s e m i n a r of our C o m m i t t e e , w h i c h is to t a k e p l a c e in the M e d i t e r r a n e a n A r e a , is b e i n g p r e p a r e d ; t h i s a r e a is c h a r a c ­ t e r i z e d by a l a r g e n u m b e r of e n d a n g e r e d l a n d s c a p e s w h i c h are w o r t h b e i n g p r o t e c t e d .
