Support your local pharmacy campaign sets new records Written by Ian Strachan, Chairman of the NPA

What is the impact of Brexit on community pharmacy? This is the question on the minds of many of our members. The uncertainty and questions around how Brexit will play out mean it’s difficult to answer this question. In the coming weeks and months, as things hopefully become clearer, we’ll be shedding more light on what the result will mean for the sector. You can be certain that there will be a significant impact. No sector of UK industry or public service will be unaffected.

So, what now? It’s great that The Mirror, The Daily Telegraph and the Sunday Express have all come out openly in support of the campaign. It is important to build up from this high water mark of editorial support, including by reinforcing the national coverage with local media activity. The aim must be to raise awareness of the personal consequences the current DH proposals would inflict on patients. Public sympathy is beginning to translate into organised representations from patient groups and citizen groups, especially groups representing older people. This is a very helpful development, which officials and Ministers would be foolish to ignore. Crucially, there must be constructive talks with DH about alternatives to their strategy. It must surely be possible to make the pharmacy sector and the health system overall more efficient, whilst ensuring that no patient is left behind. So, the 24 May is a day to look back on with satisfaction and pride (more info at youtube.com/ watch?v=B8h4fmQxgkM). On that day it was made abundantly clear that the Department of Health has underestimated how people feel about local pharmacies and has not thought through the implications of its policies for those patients and communities in greatest need.

PSNC calls for full EPS to be fine-tuned Proposals to take the Electronic Prescription Service (EPS) into its next phase during 2016/17 cannot be completed until “a number of agreed prerequisites are addressed”, PSNC has told pharmacy contractors in England. This development phase aims to develop full EPS functionality, and will see mandatory nominations removed, PSNC has told contractors. However, pharmacists are advised to still give patients “the opportunity to benefit from using nomination”, PSNC EPS lead Daniel Ah-Thion has said. In a briefing to pharmacy contractors PSNC notes the intention for NHS England to move to a system where most prescriptions are sent via EPS by default, and the nomination requirement removed. In the GP contract for 2016-17 in England, GPs are urged to aim for at least 80 per cent of repeat prescriptions transmitted electronically using EPS by 31 March 2017.

In other news, we recently (24th May) presented the monumental Support Your Local Pharmacy campaign petition to Downing Street – 1.8 million signatures. The petition has broken all UK records for the level of support it has attracted. It could not have been achieved without the commitment and respect of patients and the public. Nor could it have happened without the determination pharmacists have displayed over the past few months. Coinciding with the closing date of the formal DH consultation, a parliamentary briefing attracting 50 MPs and a lively debate in the House of Commons, it was a defining moment. But it was not a finishing line. The momentum is with us in the campaign against the Department of Health proposals and we must press on.

Once complete, the new phase will see GPs issue tokens where no nomination is set, and paper prescriptions used, for example, when requested by the patient or for drugs not coded for use in the EPS.

We are duty bound to continue making the case for a sustainable future for local pharmacies – on behalf of all those patients who have supported us and who rely on pharmacies to meet a wide range of care needs. It’s safe to say there are challenging times ahead. So, the NPA will be pressing ahead to launch business solutions to help members with their financial bottom line. I suspected appendicitis but as the pain was moving, I could not be 100% so I advised her to go to A&E. She came into the pharmacy a few weeks later and told me I had saved her life. PSNC says it has reviewed the proposals for this latest phase and has identified a number of issues that must be dealt with prior to the completion: improved system resilience and business continuity for contractors; improved smartcard access and further action to tackle direction of prescriptions. “PSNC believes that the prerequisites and additional issues need to be successfully addressed in order to reduce the risk and adversely affect [on] the experiences of patients, pharmacy teams and other NHS stakeholders. “We are working with NHS England and the Health and Social Care Information Centre (HSCIC) to ensure that these issues are addressed as quickly as possible,” contractors have been told. In addition, the (HSCIC) which masterminds the EPS programme, has called for enhanced pharmacy system supplier EPS agreements, pharmacy training and provisions to allow electronic prescribing and dispensing of controlled drugs. As of June 6, 2016, 81 per cent of GP practices are live with the EPS, and 19 million patients have set an EPS nomination. It is estimated that 44 per cent of total prescriptions in England were claimed by EPS in April 2016. The EPS has been in operation since 2007. In its response to Prescription for Excellence, Community Pharmacy Scotland said: “The community pharmacy network cares for approximately 600,000 patients every week in Scotland. Often these pharmacies are situated in the heart of deprived areas. In the majority of cases a generalist community pharmacist will be able to manage most patients for the majority of time.”
