COMMUNITY PHARMACY – CLINICAL SERVICES; BRIDGING THE FUNDING GAP It has been a very challenging time. We now have a flavour of the ‘pharmacy cuts’ and they hurt! Community Pharmacies also have been working hard to achieve the Community Pharmacy Quality Payments to minimise that pain. I think it would be fair to say that NHS England has got the attention that they needed – are community pharmacies paying attention? We suspect that we are in for a period of calm before the next storm and the baton has been passed to leaders, owners and individual pharmacists. The future is clinical. Community Pharmacies are convinced that the future is less in dispensing and they are busy making efficiencies to free up pharmacist and staff time. Significant investment is going into robots and other technology, you will see examples of these at The Pharmacy

Show. Pharmacists are excited about the opportunity that working in a GP practice might give them – an opportunity to develop additional clinical and diagnostic skills and you are welcome to visit the GP Practice hub. Community Pharmacies are being asked to help manage the incredible demand on General Practice and to work closer with urgent and emergency care. But all pharmacists are clinical pharmacists – Ash Soni tells us that all the time – but what of it?

The Community Pharmacy business model needs to change. We can no longer rest on our laurels and depend purely on dispensing income. We can no longer rely on Local Authorities and CCGs to commission services from us when some are failing to award contracts and decommissioning services. Community Pharmacy is becoming an analyser graveyard. Continued on p4

PHARMACY SHOW HAS AUTOMATED DISPENSING SOLUTIONS FOR EVERY SIZE OF BUSINESS Multiple pharmacy operators are pushing ahead with hub and spoke dispensing models, widening the gap between independents and multiples. Pharmacy chains such as Well pharmacies see hub and spoke dispensing is a way maximise efficiencies and increase capacity for income generating services such flu vaccinations and medicines use reviews.

Dispensing covers a number of different processes such as the receipt of a prescription, clinical and accuracy checks and sourcing, preparation, assembly and supply of medicines. Traditionally, all these different processes are done in a single pharmacy. In a ‘hub and spoke’ model, however, parts of these processes are undertaken in another pharmacy. Moves to develop hub and spoke

dispensing, which is currently only legal within the same company, widen the gap between independent and multiple pharmacy, and potentially put dispensers’ and technicians’ jobs at risk, as technology replaces work previously delivered by a person. Pharmacy contract negotiator Pharmaceutical Services Negotiating Committee has called for a “level playing field for community pharmacies irrespective of ownership”. Continued on p4

As the cuts to community pharmacy funding made from December 2016 begin to bite, several major community pharmacy employers have put employee pharmacists on notice of potential job losses, reminding pharmacists all too clearly of Centre for Workforce Development forecast of a potential pharmacist surplus of 19,000 pharmacists in the UK by 2040.

NHS England’s invitation to see almost 2,000 pharmacists working in general practice by 2020-21 provides a much-needed fillip to the pharmacist labour market.

A key tranche of work within NHS England’s Five Year Forward View programme, the clinical pharmacists in general practice programme has the backing of over £100 million provided to cofund GP employers of clinical pharmacists for three years. At the end of the first wave of applications over 730 sites, covering nearly six million patients in England had signed up to appoint a practice pharmacist, with a second wave of applications expected to close on May 12.
