The global athletics community mourns the loss of Jamaican Olympic legend George Vincent Rhoden, a two-time Olympic gold medalist, who passed away on August 24, 2024, at the age of 97

Rhoden, the last surviving member of Jamaica's historic 4x400m relay team from the 1952 Helsinki Olympics, played a pivotal role in cementing Jamaica's status as a powerhouse in athletics

Born on December 13, 1926, in Kingston, Jamaica, Rhoden rose to prominence in the late 1940s as one of the world's top long sprinters

Bannister, along with Dontee Riley, 26, and Christian Napier, 28, were charged in connection with the murder of Philip Adderley, who was stabbed to death with his hands and feet bound together, earlier this month

Bannister was charged separately with being an accessory after the fact in the killing Riley and Napier were each charged with murder

They were not required to enter pleas to the charges when they appeared before Chief Magistrate Roberto Reckley

A one paragraph statement from the Office of the Prime Minister said only that “Prime Minister Davis directed the immediate termination of Mr Mario Bannister from his position as Managing Director of Clifton Heritage” It gave no further details

Jamaica's Energy Minister Daryl Vaz has dismissed as “fake news” recent social media reports claiming that oil has been discovered on the island's shores

“I have seen numerous posts on social media and received WhatsApp messages and phone calls about this fake news regarding an oil discovery on or off our shores As minister, I can categorically state that these claims are absolutely false,” Vaz said

Jamaica's Prime Minister Andrew Holness has announced that a new finance minister has been identified, following news that Dr Nigel Clarke will be taking up the role of Deputy Managing Director at the International Monetary Fund (IMF)

Dr Clarke, nominated by IMF Managing Director Kristalina Georgieva, is set to succeed Antoinette Sayeh as one of the IMF's three deputy managing directors at the end of October

While Prime Minister Holness did not disclose the name of the incoming finance minister, he assured the public in a statement released on Monday that the transition will be seamless “The Government has identified successors to Nigel Clarke in both his ministerial and parliamentary responsibilities and there will be a smooth transition in both capacities Further updates will be provided in due course and the public can expect policy continuity and a continuation of the economic achievements,” he stated

Prime Minister Holness also congratulated Dr Clarke on his historic appointment, highlighting that this marks the first time in the IMF's 80-year history that a citizen of Jamaica, the Caribbean, or Central America has held such a high-ranking position

“This is a historic and important development in which I take immense pride,” Holness remarked

In tandem with these developments, the Jamaica Labour Party (JLP) has announced that Councillor Duane Smith, who represents the Chancery Hall Division, will replace Dr Clarke as its standard bearer in the St Andrew North Western constituency

The JLP's media release noted that Smith is well-known in the constituency, with a deeprooted connection, as his father, Derrick

Smith, served as MP there for 29 years

“There will be a smooth transition of Dr Clarke's responsibilities as Member of Parliament As such, Mr Duane Smith, the three-term Councillor for the Chancery Hall Division, will eventually be the Jamaica Labour Party candidate for the St Andrew North Western constituency, currently represented by Dr Clarke,” the JLP stated

The JLP emphasized that Dr Clarke's appointment to the IMF is a moment of pride for all Jamaicans “We support his continued service at the global level Jamaicans of all backgrounds can be proud that a fellow Jamaican who has made his career in Jamaica is being elevated to service in the leadership of a prominent global financial institution. Grenada's expenditure rises due to Hurricane Beryl

Grenada's expenditure is anticipated to rise by 17 percent this year due to the impact of Hurricane Beryl, according to a mid-year review report to be presented in Parliament on Tuesday

“Total expenditure for 2024 is estimated at EC$1,548 1 million, reflecting a 17 2 percent increase over the budgeted amount of EC$1,320 9 million This increase is largely due to a significant 44 percent rise in capital expenditure, driven by urgent investments for Hurricane Beryl response, ” the report prepared by the Ministry of Finance states

The report notes a deviation from budgeted expectations based on actual outcomes up to June and other assumptions

“Following Grenada's recovery from the COVID-19 pandemic in 2023, real GDP is projected to grow by 3 9 percent in 2024 This represents a slowdown as key sectors, such as private education, reach peak output and other areas face challenges from extreme droughts and severe tropical cyclones,” it explains

The report also estimates total revenue and grants at EC$1,404 1 million, which is 6 3 percent higher than the budgeted amount of

EC$1,321 4 million This increase is attributed to higher-than-expected collections in non-tax revenue, particularly IMA revenues, which exceeded the budget by 42 percent However, grants fell short of the budgeted amount by 30 5 percent during the first half of the year, partially offsetting the gains from increased non-tax revenue A supplementary budget of over EC$269 million is expected to be

approved by legislators on Tuesday to address Hurricane Beryl-related programs, with funds to be spent before December 31

“Overall, the fiscal performance for 2024 indicates a significant fiscal deterioration due to the increased spending needed to tackle immediate and near-term challenges following Hurricane Beryl This contrasts sharply with the more favorable fiscal position observed in

2023 and will lead to a marked decline in both the overall balance and primary balance,” the report notes, highlighting deceleration in several areas, including construction

The Finance Ministry suggests that the suspension of the Fiscal Resilience Act may be necessary to accommodate the impact of recovery and rebuilding on government revenue and expenditure

The construction and wholesale/retail sectors have seen reduced activity, but the hurricane is expected to revitalize these sectors Data from the first quarter of 2024 show a 1 3 percent decrease in the value of construction material imports, despite a 14 4 percent increase in the volume of materials imported This decrease is attributed to global disinflationary pressures and normalized supply chain disruptions However, major private sector projects such as Six Senses and Silversands Beach House were completed, with others like the Intercontinental Hotel nearing completion or in early development stages

“Despite the hurricane's overall damages, the construction sector is expected to experience growth through 2025 The extensive reconstruction efforts required in the northern parts of Grenada, where 95 percent of buildings were damaged or destroyed, are anticipated to stimulate the construction sector significantly, driving up the importation of materials and specialized labor,” the report states

The wholesale and retail trade sectors also faced a decline, with a 3 3 percent reduction in retail sales compared to the same period in 2023 Retail sales of building materials dropped by 12 4 percent, while other retail sales experienced a marginal decline of 0 2 percent The decrease in building materials sales is attributed to the completion of major construction projects in early 2024

Despite the decline in the first five months of 2024, moderate growth is expected for the wholesale and retail sectors for the rest of the year

Haiti faces escalating humanitarian crisis amid underfunding and violence

A newly released report from the United Nations highlights a severe humanitarian crisis in Haiti, exacerbated by years of underfunding and escalating needs

According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), the situation has deteriorated dramatically due to ongoing violence and the near-collapse of essential services

The report emphasizes that reversing the current crisis will require increased funding from the international community and donors to support both UN and non-governmental organization (NGO) relief operations OCHA's latest findings indicate that Haiti's humanitarian crisis has worsened to levels not seen since the 2010 earthquake, driven by intensified gang violence and a significant rise in displacement

In the past year, displacement in Haiti has surged, with nearly 600,000 people forced from their homes The report reveals that violence in the capital, Port-au-Prince, and the Artibonite region has led to a 60 percent increase in displaced persons, according to data from the International Organization for Migration (IOM) As a result, only 24 percent of hospitals are currently operational, and 1 5

million children are unable to attend school

The report also highlights the severe strain on basic social services, with many displaced individuals seeking refuge in economically vulnerable host families These communities, already struggling with inadequate access to education, healthcare, and sanitation, face further pressure from the influx of displaced

people

Additionally, the report notes a rise in deportations, with nearly 100,000 Haitians sent back to the country in the first seven months of the year amid heightened violence Despite the arrival of a Kenya-led multinational security support mission in late June, violence persists, affecting both urban and

The humanitarian situation is further compounded by food insecurity, with nearly 300,000 cases of malnutrition reported and approximately 50 percent of Haiti's population facing elevated food insecurity The current hurricane season is also expected to exacerbate the crisis, with predictions of four to seven major storms in the coming months

OCHA has stressed the urgent need for additional financial resources to address the multifaceted crisis and prevent further deterioration The 2024 Humanitarian Response Plan for Haiti is currently only 33 percent funded, receiving $162 5 million of the required $674 million

“Humanitarian assistance is a vital lifeline, but it is not enough on its own,” OCHA stated

The agency called for coordinated efforts among government, political, and development actors to address Haiti's structural challenges and find sustainable solutions

Haitian journalists accused of criminal gang ties

The Association of Haitian Journalists has formally requested a meeting with Inspector General Pierre René François of the Central Directorate of the Judicial Police (DCPJ) following allegations that some journalists in Haiti may have links to the country's criminal gangs

In a letter to the DCPJ, the association praised the police's efforts in combating crime, acknowledging that the criminal gangs have “plunged the country into an unprecedented security and humanitarian crisis ”

The letter highlighted concerns about the recent arrests of press workers and the identification of others in a document dated July 15, 2024, attributed to the DCPJ's Criminal Affairs Bureau Secretary General Jacques Desrosiers, who signed the letter, emphasized that the association's mission is to uphold press freedom and ensure adherence to the ethical standards governing journalism

Desrosiers clarified that the association's request for a meeting is not intended to interfere with the DCPJ's operations but rather to “gather elements for an objective assessment of the situation of these press workers ”

The request comes as Haiti continues to grapple with a severe security crisis The assassination of President Jovenel Moïse on July 7, 2021, left the country without an elected head of state Since then, gang violence has displaced more than 578,000 Haitians, while nearly five million people, almost half of the population, are facing acute hunger, with 1 6 million at risk of starvation, according to the United Nations

In response to the escalating violence, police officers from Kenya have been deployed under a United Nations-sanctioned mission to combat the powerful armed gangs that have destabilized the nation

Meanwhile, Edgard Leblanc Fils, head of Haiti's Transitional Presidential Council (TPC), has expressed hopes that presidential and legislative elections will be held by the end of 2025

Eligible voters should register to vote

With the respective conventions of the Republican Party and Democratic Party now history, and the presidential and vice-presidential candidates nominated, the campaign to elect the next president and vice president of the United States has moved into high gear

In South Florida's Caribbean community, and other regions in the US there is renewed excitement with Caribbean-Asian-American Kamala Harris as the Democratic presidential candidate Throughout the Caribbean diaspora, particularly among Jamaican Americans, conversations sooner or later turn to the real possibility of Harris being elected president

However, in 2017, the non-profit organization Electronic Registration Information Center (EPIC) reported that an estimated 5 million Floridians who were eligible to vote were not registered This accounted for about 25 percent of Florida voters Since then, various statewide and party registration drives have significantly reduced the number of unregistered eligible voters to approximately 500,000 in 2024

However, this estimate could be inaccurate due to the erratic movements of people moving into and out of Florida over the past four years during and since the COVID epidemic, which has created some confusion regarding voter eligibility in the state One thing that is very accurate is that since 2020, Floridians registering as Republicans have largely outnumbered registered Democrats As of July 31, 2024, there were 5,324,654 registered Republicans in Florida, compared to 4,327,859 Democrats and 3,535,426 registered without party affiliation (NPA). This represents a significant reversal from 2012 when registered Democrats exceeded registered Republicans by 558,272

A downward trend followed, with registered Democrats exceeding registered Republicans by 257,175 in 2017 By October 2021, registered

Republicans outnumbered registered Democrats, and this trend has continued During the same period, an increasing number of voters have registered as NPA

Some analysts attribute the increase in registered Republicans to the influx of immigrants to Florida from traditional Republican states like Texas, South Carolina, and Georgia, as well as from countries like Venezuela Meanwhile, registered Democrats in South Florida continue to exceed registered Republicans

In Broward County, there were 506,541 registered Democrats compared to 256,979 Republicans and 327,868 NPA Miami-Dade had 514,921 registered Democrats, 459,195 registered Republicans, and, significantly, 473,204 registered NPA; while in Palm Beach County, there were 322,789 registered Democrats, 275,423 registered Republicans, and 239,410 NPA

However, many more Floridians, particularly South Floridians, who are eligible voters will have to register by October 7

In South Florida's Caribbean American community, it was estimated in 2017 that 4 out of 10 individuals who had gained US citizenship had not followed up to register to vote While there is no empirical data indicating how many Caribbean Americans are currently eligible to vote but unregistered, an unofficial survey

suggests it could be 3 out of 10 An unfortunate pattern among Caribbean Americans is that despite gaining citizenship, some tend to procrastinate in registering to vote unless a presidential or general election is imminent

In addition to being a US citizen, to register to vote in Florida, one must be a Florida resident, at least 18 years old, not adjudicated mentally incapacitated, and never convicted of a felony

There are three traditional ways for Floridians to register to vote:

1 Online at RegisterToVoteFlorida gov;

2 In person at a local supervisor of elections office;

3 By completing a Florida Voter Registration Application and mailing it to the local supervisor of elections office

Additionally, political parties and several civic organizations are conducting registration drives at various venues within the community

Recent general election cycles in Florida and elsewhere in the USA have shown that voting has consequences Being eligible to vote but not registered to do so, can have very detrimental consequences as elections can be won by a handful of votes November's election will certainly be a pivotal one Those eligible to vote should make it their primary responsibility to register and vote

Cannabis reclassification effort faces questions, uncertainty

The U S Department of Justice's (DOJ) proposal to downgrade marijuana to a less restrictive classification under the Controlled Substance Act (CSA) raises a number of questions that likely will not be answered anytime soon

The DOJ initiative proposes to reclassify marijuana as a Schedule 3 drug, potentially removing it from federal drug-testing regulations

Currently, several safety-sensitive occupations regulated by the federal government, such as airline pilots, school bus drivers, commercial truck drivers, and oil and natural gas pipeline workers, are subject to mandatory drug testing But only for drugs classified as Schedule 1 or 2 under the CSA

What would be the economic impact of reclassification, if any?

And what implications would a lower classification mean for individuals convicted of marijuana offenses since the drug would no longer be considered as serious of a health and safety threat that it once was?

The proposal also raises the question of full legalization, as in would the Schedule 3 designation move the federal government closer to ending its ban on marijuana?

“One of the things that we all clearly need to understand is that the [reclassification] process that's in place is not something that just happens overnight And, so, it takes a very long time,” says Mark Magsam, a drug-testing expert with 28 years of experience

Possibly several years, adds Magsam, founder of remedyNOW, a national drugtesting consulting company, and the chairelect of the National Drug and Alcohol Screening Association, a trade group with 6,000 members

It was only on May 21, 2024, that the DOJ announced the launch of a formal rulemaking

to reclassify marijuana, setting in motion a 60day public comment period that ended on July 22 with more than 43,000 comments recorded All comments will be reviewed and taken into consideration, possibly leading to

changes to — or a complete rewriting of — the original proposal, says Magsam, adding that if a Notice of Final Rulemaking is issued it will undergo a similar lengthy process before being implemented Greg Henderson, founder of Federal Drug Testing Services, a drug and alcohol training consultant, says the number of public comments may seem low considering the proposal's intention and the 300 million-plus population of the United States

But, he says, the “ average person” probably didn't pay attention to the official “Notice of proposed rulemaking” because it was not written in “layman's terms,” and it was not widely promoted on news channels

However, he was surprised to learn that “drug program people at major airlines” were unaware of the proposal's public comment

opportunity until he told them about it

“I had to actually email them the link to go ahead and make comments,” he says Henderson and Magsam agree that the marijuana reclassification initiative faces an uncertain future with the prospect of a change in the White House after the November presidential election

“I think that we are in a holding pattern in that we ' re going to continue to have the process go forward, however, we can't rule out that this could all of a sudden get stalled, get rewritten, get totally changed, and it could totally look differently come November," explains Magsam

Still, they see the effort to move marijuana to Schedule 3 as an opportunity to get engaged in the reclassification process and conversations about marijuana regulations

“You have to step outside of your own personal world and just look at things from a non-objective standpoint and just get educated and reach out But if you ' re going to reach out, come with a solution instead of just always having a problem or something negative Come with some mindset to help make change for whatever that is,” Henderson says In line with Henderson's comment, Magsam says, “It's so important to visit with your Congress people, your senators, your legislative people Make sure that you are part of the conversation and you ' re not left behind ”

Jamaican-American singer and rapper Sean Kingston and his mother, Janice Turner, appeared in Broward County court on Monday morning, facing charges related to a $1 million fraud scheme, according to authorities

Kingston's attorney, Robert Rosenblatt, expressed confidence in getting either the federal or state case dismissed, stating, “We'll get either the federal case dismissed or the state case dismissed,” as he plans to file a motion to eliminate one of the cases

Kingston, whose real name is Kisean Anderson, was on probation for trafficking in stolen property when he and his mother were indicted by a Miami federal grand jury for wire fraud, part of a scheme allegedly worth $1 million

Federal prosecutors claim the duo “unjustly enriched themselves by falsely representing that they had executed bank wire or other monetary payment transfers as payment for vehicles, jewelry, and other goods

” Kingston is accused of providing fake documents as proof of wire transfers and then retaining the items

The alleged scheme netted over $500,000 in jewelry, $200,000 from Bank of America, and $160,000 from a car dealership, all with the involvement of his mother
