recently by Juan Rodriguez de Jesus, head of Puerto Rico's Economic Development Administration, Corco President Sam H. Casey and Board Chauman Teodoro Moscoso.

The expansion—largest to date for the refinerywould represent an investment of more than $60 million in new units, the Corco officials said.

Receipt of the normal tax exemption granted to industrial enterprises hy the Puerto Rican Government is

one of the eontingencies affecting the plans, they added. The new units would raise Corco's daily refinery

and remove materials in order to continue safeguards against air pollution." The expansion is needed primarily to satisfy the

Mr. Moscoso pointed out that the proposed refinery expansion, plus the new plants now under construction in the company's petrochemical complex, will create hundreds of new jobs. When the company's first refinery unit came on stream in 1956, Corco employed only 300 people, he said. Today it provides johs for ahout 1700. In addition, several thousand men are employed by contractors on the construction of new plants in the Corco complex. The planned refinery expansion would be constructed in three stages, with the final stage programmed for completion in mid-1972.

Fuel for Power, Power for Fuel Corco and PRWRA are THE BEST OF CUSTOMERS

In biology, "symbiosis" is tbe living together of

dissimilar organisms for mutual benefit. Another fancy word being used these days is "synergism", meaning the working together of separate agencies so that the total

effect is greater than the sum of the individual parts. Without stretching things too far, we thus might say that Corco and PRWRA enjoy a "symhio-synergistic" relationship.

That is, each benefits itself by benefiting the other.

Equally important, Puerto Rico and its people are beneficiaries of this relationship also. Here's how:

Corco is the largest purchaser of electric power on the

Island, and, because of its rapid and continuing growth,

PRWRA's plant and Corco complex both are expanding. La planta de la AFF (al frente) y el complejo Corco estan en expansion.

the company's power requirements have climbed dramatically.

However, to keep pace with Corco's and the Island's

rapid growth, PRWRA has had to purchase increasingly large volumes of fuel to run its power generating facilities, which have had to he greatly expanded themselves.

The Island benefits because Corco supplies the Authority s South Coast and San Juan plants' fuel requirements at reasonable cost. And because Water

Resources is able to pass on such economies to its customers, through a fuel adjustment clause in the rates, permitting more people to receive better service at lower costs.

These aims —better service to more people at lower costs- have been behind PRWRA's electrification program since the Authority was established in I94I. In

carrying out those aims, the Authority has to its credit kept pace successfully with Puerto Rico's sustained

industrial and economic development. Simultaneously, PRWRA has brought electric power to the people

were unable to pay for the wiring when installed. In such cases, private contractors handled the job (and still do) at reasonable cost, and were paid outright by the Authority. Subsequently, customers reimbursed the Authority under an easy installment plan of up to 60 months.

Today Puerto Rico is the only "fully electrified" country in Latin America. By any measure, the Authority's growth rate, rapid from the beginning, has accelerated during the decade. For example, between 1962 and 1969 PRWRA increased

its capital construction program, its transmission and distribution facilities and its production of electricity all by about 150 per cent. Moreover, to meet spiraling demand during that period, the Authority was required to construct a new generating unit each year, including two power generating units of 90,000 kilowatts each on the South Coast. Construction of these units during

pace. As a result of sound short and long-range planning, the Authority has been able to meet this unprecedented

1963 and 1964 was made necessary mainly by Corco's expansion and greatly increased power requirements. Already among the Authority's largest power generation stations, the South Coast plant will become the Island's largest by 1972, exceeding in generating capacity even the giant San Juan plant. The Authority announced recently its plans to proceed with a $116 million expansion to meet projected power needs of the

demand. Had it failed, Puerto Rico's industrialization

effort could not have succeeded.

Bringing electricity to isolated farms and mountain villages was no less difficult or challenging. Nor did it

Significantly, that growth has been stimulated in part by the steady expansion of the Corco, Carbide and PPG complexes. Moreover, production from Corco's recently

offer immediate financial return to the Authority. In point of fact, many rural customers now being served

throughout the Island, even in the most rural areas.

This was no small achievement. Over the years, Fomento's industrial expansion efforts have attracted literally thousands of new industries to the Island. The

demand for power has continued to rise at a dizzying

6

The Authority s success in bringing electric power to rural areas has made Puerto Rico the only *'fully electrified" country in Latin AmericaEl exito de la AFF llevando electricidad a areas rurales hace de Puerto Rico el unico pais "completamente electrificado" en America Latina.

These will make the Authority's expanded plant the largest in the Caribbean area.

The fuels which Corco supplies —called pitch and No. 6 oil— are produced by our Visbreaker and Vacuum units. The pitch is pumped through a pipeline to the Authority's tanks at about 485 degrees Fahrenheit. Pitch, a viscous substance practically like asphalt, has to be kept heated to an extremely high temperature in order to flow. Some years ago, therefore, Corco and Water Resources combined on a heating arrangement that covers the Authority's entire tankage and circulation system. If temperature in the line drops below a certain point, thermostats automatically turn on

anticipated in the next few years, consider the foUowing: This year Corco supplied PRWRA with about 2.5

million barrels of pitcb. While that will remain relatively constant next year, thereafter, as a succession of new

petrochemical plants go on stream, the Authority's needs wiU increase dramatically. For example, in 1971, its requirements will double to five million barrels —then

almost double again to nine million barrels a year later. The Corco refining and petrochemical complex, which this year consumed nearly 250 million kilowatt hours of power, will need approximately twice that amount by the time those plants now under

manufacturing a 'natural resource' —petrochemicals— that will, in turn, spawn associated industries and ultimately create thousands of jobs.

Whether perching atop a 60-foot tank or sweeping skyward astride a giant crane, be seemed to typify the Hollywood film maker, amidst tripods, equipment bags and random paraphernalia of the trade.

Actually, Tom Hoilyman is a New Yorker. Currently, at least. Born in Denver, trained in journalism at

Missouri University, the peripatetic photographer and world traveler was also, for a time, a Puerto Rican resident.

Movie maker Hoilyman has just completed an industrial film documenting Corco's role in the development of petrochemicals in Puerto Rico. Why did Corco hire Tom Hoilyman? Because he's a pro. He's proved that with quality still and motion picture photography over many years. Also, Tom knows Puerto Rico from personal experience. His feelings for 10

"The movie is important personally because I've been close to the Island's growth for years —trying to describe it visually, so to speak— and the birth of the petrochemical industry is, in my opinion, the most significant economic development to date." Tom's involvement with Puerto Rico began in 1956, when he was hired by Ogilvy and Mather, then

Fomento's advertising agency, to do a series of ads for The New York Times and New Yorker magazine. Prior to that time he had established himself as a leading magazine photographer, contributing some 1000 pages

and 28 covers to Holiday magazine over a lO-year span.

So successful were those early ads, however, that Tom s association with Fomento's advertising campaign lasted for over a decade. During that time, he recalls, "I

probably did a hundred ads for Puerto Rican tourism, its rum, and its image as well as its industry. I got so hooked on the "product" that I moved there myself in 1959 and stayed for five years." Then, with a wink, he

adds, "Apart from the benign climate, lush vegetation, the skies, clouds and tradewinds, I found Puerto Rico a

magnificent place to live and work." Despite that fact, he also found time to do photography work in such advertising campaigns as

Schweppes, International Paper, American Export Lines, Spain, Nassau, Kentucky Tavern, Dole, P&O Orient Lines, and to continue his photo-essays for Hobday. One of the latter prompted then Governor Munoz to write Tom, "If your moving here were not enough evidence of your love for Puerto Rico, certainly the current issue of Holiday magazine is."

Indirectly, in fact, his bving in Puerto Rico led Tom into motion picture work. In 1963, he met the famed English theatrical and film director, Peter Brooke, then looking for a location and a photography director to film William Golding's chiUing novel, "Lord of the Flies."

The photographer photographed shooting a close-up from "Lord of the Flies"

"It was the classic example of on-the-job training. I was brainwashed for two months before and throughout

production, but some 86 miles of film later we finished. Happily, the movie was a success, in part because the

superb natural setting fitted the novel perfectly. Most of the movie was filmed on Vieques Island, with some

excerpts in El Yunque and in caves near AguadiUa." After "Flies", as he cabs it, Tom did another feature

in Puerto Rico followed by several documentaries. NEW MAN IN CITY HALL

Political Office First for Ponce's Mayor Cintrcfn What happens when a private citizen —hy participating in civic affairs and campaigning for community improvement— makes himself a name for caring ahout his city and getting things done? He's liable to get himself elected mayor, that's what. For Ponce's Mayor Cintron —until last year owner-operator of a small local supermarket— it's quite a change of roles. Yet he wears the mantle of office with the same modest assurance he displayed in conducting

"Coincidentally, it will create more jobs for the

depressed La Playa section." While there's much to be done. Mayor Cintron is hopeful about Ponce's future. Does he like the job? Well, a poet once wrote a man should seek to "make his avocation his vocation." Juan

Cintron, in combining his hobby, pubhc affairs, with his job, public office, just may have achieved that poetic ideal.

his well-run business. And while the official role is new,

the abiding interest in public affairs is not. Juan H. Cintron, a community activist by nature, was bom in Ponce in 1919. He attended local public schools, earned his B.B.A. in management at Catholic University

and has remained a life-long"Poncefio." His involvement in community service is of long standing. With others, he founded such organizations as Ponce's YMCA, of which he is a past Vice President, and the city's American Legion Post No. 56, which has the largest membership on the island. Additionally, he's long been active in the Ponce Chamber of Commerce, the

Lions Club and the Knights of Columbus. However, he is somewhat new to the political sphere. In fact, he didn't seek out his candidacy at all. It was virtually thmst upon him. Approaching Juan Cintron last year were community

leaders who, while reflecting various social, economic, political and religious viewpoints, were united in one respect; They felt Ponce, the Island's second largest city, must make substantial progress in the next few years, particularly in the area of new and improved public

facilities. They prevailed upon Mr. Cintron, who had not run for political office before, to accept the nomination of the New Progressive Party, only a year old. He did, and during a hard campaign predicted victory by 10,000 votes. His plurality was among the largest in Ponce history. Onee in office. Mayor Cintron plunged ahead with enthusiasm and diligence. Of the many problems Ponce

faces. Mayor Cintron puts community health, economic vitalization, traffic and housing high on the priority list.

Mayor Cintron reviews day's activity with Finance Director Vazquez.

El Alcalde Cintron con el Director de Finanzas, Sr. Vazquez.

He is pressing for construction of a modern municipal hospital, expanded low and middle income housing, ample fresh water supplies for the city's rural areas, improved roads and a rehabilitated Port of Ponce.

"The latter must provide facilities adequate to

Ponce's growing industrial needs, including those of an expanding petrochemical industry," says the mayor. 13

UP, UP AND AWAY WITH TRW

From launching pad to lunar orbit, Corco's newest joint venture

partner is a high flyer When they talk "growth" companies on Wall Street, the conversation these days is hkely to include TRW with good reason. The Cleveland-headquartered

"multi-industry company" has expanded at a dizzying pace during recent years.

In point of fact, since the present-day TRW was formed by merger in 1958, the company's total sales have quadrupled. Dining the same period, net income has jumped nine times. Sales and earnings in 1968 both set new highs for the sixth consecutive year. Such is the record of achievement that Corco's

newest joint venture partner brings to the recently

formed HYSTL Development Company (HDC). Owned

The fact is that TRW's management views the company not as a "conglomerate", but "a balanced,

interrelated and diversified organization, whose growth is limited —by design— to areas of established management competence." While acquisitions play a role, two-thirds of TRW's growth has been internal,

which isn't the way conglomerates tend to expand. TRW's success formula? Company President Horace A. Shepard says, "It comes down to the old axiom of

sticking to what you know best. We give priority to internal growth, where we can build on current

know-how. Any company we consider buying must have relevance to the work we already do." What TRW already does is considerable. Its products range from power steering assembhes for automobiles to color TV components and from drills for petrochemical operations to sophisticated communications satellites.

In addition, TRW has contributed to the space program virtually from the beginning. Its critical work on the historic Apollo program is the most recent

example. Not only did it develop Apollo Eleven's Lunar Module back-up guidance system, which would have taken over had the primary system malfunctioned, TRW also created the LM Descent Engine which landed our astronauts softly on the moon.

The company's moon shot role was appropriate, however, for an earlier aerospaee effort indirectly gave

equally by TRW and Corco, HYSTL will market a new

birth to TRW. In 1953, the stable, Cleveland-based

family of high-performance polybutadiene resins for

Thompson Products, Inc., for 50 years a maker of automotive and aircraft parts, invested in a then fledgling West Coast business venture called The Ramo-Wooldridge Corporation. Shortly thereafter, the upstart firm amazed nearly everybody by being named the Defense Department's technical director of the

plastics, paints and adhesives.

What gives TRW's success special significance is that it has accelerated at a time when some so-called

conglomerate companies are having problems controlling the varied product lines they've acquired.

TRW's portable pulsed argon ion laser was cited by a leading scientific journal as among "the 100 most significant new technical products of 1968" El lanzador portatil de rayos laser, de TRW,fue clasificado por una revista cientifica, como uno de los principales productos tecnicos de 1968.

suecessfully applied the "systems approach", first to missile and satellite programs, later to a variety of non-defense projects for industry. Looking ahead, TRW's management is enthusiastic over even more far-reaching systems analysis possibilities, including the application of systems analysis techniques to many of the grinding social and economic problems of the day —from air and water

"de-pollution", to transportation systems, to hospital administration, to urban redevelopment.

Unabashedly optimistic about the future, TRW's top management feels the company can grow "indefinitely" by applying systems know-how to internal operations. The company is, in effect, "programmed for profit," says President Shepard. Bolstering that optimism is management's conviction that systems engineering is the market as well as the technique of the future, and its belief that TRW, with more than 15 years' experience, is ahead of most of its Collapsible tube of TRW's spacecraft antenna resembles weird tunnel. competitors in systems expertise. It's enough to make both Mr. Shepard and Board El tubo de esta antena espacial, creada por TRW,semeja un raro tiinel.

Chairman John David Wright think that TRW should nation's Intercontinental Ballistic Missile Program. Then, in 1958, parent and progeny were merged into Thompson-Ramo-Wooldridge Inc., a tongue-twister later shortened to TRW.

Today, TRW is an international company with more than 80,000 employees in over 300 locations around the globe. Sales in 1968 topped one and a half billion

dollars, which ranked TRW among the top 60 industrial firms in the countr)'. The company's activities have grown and diversified until they are now divided among more than 55 operating divisions.

To administer this broad corporate activity, TRW has found it practical to decentralize decision-making authority considerably. Thus division level managers are responsible for day-to-day decisions affecting their operations, while TRW's management gets involved only in matters of company-wide consequence. The effect is to foster initiative among division people as it cuts red tape.

Moreover, top management still maintains overall operational control by defining the limits of division power carefully and through an intensive (montlily)

reporting system. Each division's results —whether good or bad— are thus visible and up-to-date. It makes for some friendly competition among divisions for profits. For organizational purposes, TRW combines various divisions within six functional areas: Automotive;

Equipment; Electronics: Industrial Operations; Systems; and United-Greenfield, the latter a 1968 acquisition.

Taken together, manufacturing for the automotive and aircraft industries still accounts for more than half of the

firm's annual sales. However, electronics and systems activities are close behind, and gaining. Among the systems engineering pioneers, TRW has

double its sales early in the next decade. How this all might affect HYSTL Development Company —our mutual interest— remains to be seen. However, based on the growth record of its co-owners, HDC isn't likely to stand still. To market high performanee resins, HDC will initially rely on polybutadiene supplied by Nippon Soda Company, Ltd. of Tokyo. It is anticipated, however, that a Puerto Rican polybutadiene plant —supplied with raw materials from

the Corco/PPC olefins plant now under construction — will soon market "home grown" high vinyl polybutadienes, perhaps someday in Puerto Rico.
