Le remito información revisada a incluirse en el ~nforme sobre el alza en el costo de estudios en la Universidad de Puerto Rico, sometido a ese Consejo en marzo de 1981. El Consejo General de Estudiantes del Recinto de Río Piedras realizó un referendum en el cual participaron alrededor de 7,600 estudiantes, 86% de los cuales favorecieron la adopción de un concepto de matrícula ajustada a los ingresos del estudiante y su familia. Luego de un aná lisis de e$a idea y de algunas llamadas telefónicas a la Región de Nueva York 'del Departamento Federal de Educación, hemos constatado que la reglamentación vigente para el Programa de Becas Básicas (BEOG), no permite cánones de matrícula diferent5a estudia~tes bajo un mismo pro grama de estudios, por lo cual el concepto de matrícula ajustada no es factible para estudiantes participantes en dicho programa que al pre sente alcanza un nivel de alrededor de $30 l~llones y cubre 35,000 estudiantes. Recientemente hemos participado en foros en el Consejo General de Estudiantes de Río Piedras y en el Colegio Universitario de Humacao, donde estuvieron presentes alrededor de quinientos estudiantes. Esta . mas convencidos de que el estudiantado entiende la necesidad de aumento en el costo de estudios pero, cono es de esperarse, necesitan la segu ridad de que no serán afectados negativamente con relación a los ingresos que devengan de sus becas.
Como es de su conocimiento, la primera alternativa sometida. a ese Consejo, por ser la menos costosa y la que no requiere fondos adiciona les para cubrir efecto negativo en los estudiantes, aparenta ser la más
