For more than 60 years, Columbia University’s School of International and Public Affairs (SIPA) has trained leaders from around the world. The innovative Global Executive Master of Public Administration (EMPA) program allows a select group of professionals who live outside the New York area and work in public, private, and nonprofit organizations to earn a graduate degree while remaining in their jobs. The program is delivered online and on Columbia's New York City campus, making the degree accessible to professionals throughout the United States.

The Global EMPA curriculum focuses on the core analytical and management skills shared by all Columbia SIPA master’s programs, on a schedule that is compatible with our students’ demanding professional lives. Delivered in a hybrid online and face-to-face format, the Global EMPA engages students with online video case studies produced by an award-winning team, and allows students to participate in lectures, conferences, and seminars during on-campus sessions at one of the world’s leading public policy schools.

THE GLOBAL EMPA PROGRAM

Program Schedule The Global EMPA is an 18-month program delivered over five terms. Three terms consist of weekly online lectures and exercises, enhanced by live discussion, support, and assistance through Columbia’s virtual classroom platform. These interactive weekly workshops are supplemented by one to three trips to Columbia University each semester to engage with faculty and peers. The other two terms gather all Global EMPA cohorts for intensive summer sessions during the month of July at Columbia University’s New York City campus.

Our modular learning program requires students to complete a total of 54* credits or 16 classes of combined online and faceto-face instruction. Nine of these classes are offered on a hybrid model via the cutting-edge Canvas platform. The other seven classes are intensive month-long sessions on Columbia’s campus in New York City. Graduates receive the Master of Public Administration (MPA) degree from Columbia University.

THE ONLINE EXPERIENCE Overview

The Global EMPA is designed to be completed while students continue to pursue their full-time careers. Instead of relocating to Columbia University’s New York City campus for the entire duration of the program, students are responsible for watching video lectures given by top university faculty and management experts, participating in online discussions with fellow students, and completing weekly exercises. These elements are integrated in a functional and user-friendly way on the award-winning Canvas platform. Online, students have access to a rich selection of customized resources, as well as the diverse expertise of their fellow students.

A key component of many Global EMPA classes is the audiovisual case studies, which expose students to specific, real world examples of innovation in public management from around the world. These cases consist of a short documentary produced by a team of acclaimed filmmakers, extended interviews with key actors involved in the case, and a written case document to be read and discussed among students.

As FDNY deputy fire commissioner for strategic planning and policy (2007–2010), he led innovations to reduce response time to fires, create a computerized risk-based inspection program, and provide advanced management training for senior FDNY officers (FOMI).

FOMI won the Top 50 Innovations in American Government Award for 2008 and 2009, given by the Kennedy School of Government.

Eimicke previously served as housing “czar” of New York State for Governor Mario Cuomo, housing policy and management consultant to Vice President Al Gore’s National Performance Review, director of fiscal studies for the New York State Senate, assistant budget director of the City of New York, and deputy commissioner of the New York City Department of Housing Preservation and Development. Eimicke holds a BA, MPA, and PhD from the Maxwell School of Syracuse University. He has published numerous books and articles. In 2008, he was named to the Irish Voice newspaper’s inaugural Irish Education 100, a listing of leading figures in education across North America.

JEFFREY SACHS is the director of The Earth Institute, Quetelet Professor of Sustainable Development, and Professor of Health Policy and Management at Columbia University. He is special advisor to United Nations Secretary-General Ban Ki-moon on the Millennium Development Goals, having held the same position under former UN Secretary-General Kofi Annan. He is director of the UN Sustainable Development Solutions Network. He is co-founder and chief strategist of Millennium Promise Alliance, and is director of the Millennium Villages Project.

Sachs is also one of the Secretary-General’s MDG Advocates, and a commissioner of the ITU/UNESCO Broadband Commission for Development. He has authored three New York Times bestsellers in the past seven years: The End of Poverty (2005), Common Wealth: Economics for a Crowded Planet (2008), and The Price of Civilization (2011). His most recent book is To Move the World: JFK’s Quest for Peace (2013). Prior to joining Columbia, Sachs spent over 20 years at Harvard University, most recently as director of the Center for International Development and the Galen L. Stone Professor of International Trade. A native of Detroit, Michigan, Sachs received his BA, MA, and PhD degrees at Harvard.

THE EMPA EXPERIENCE

PAOLA VALENTI is an economist with expertise in development economics, applied econometrics, applied microeconomics, and economics of antitrust and intellectual property. She has expertise in industries such as pharmaceuticals, medical devices, industrial chemicals, consumer products, food, and computer hardware and software. Valenti previously served as a consultant at NERA Economic Consulting, developing economic research and quantitative analysis. She has also worked as a consultant for the World Bank’s Human Development Network and Social Protection Group, conducting research on poverty among the elderly in Bulgaria, Mauritius, Nepal, Nicaragua, Panama, Peru, and Tajikistan. Valenti holds Laurea and Dottorato di Ricerca degrees in economics from the University of Rome, La Sapienza, an MSc from CORIPE Piemonte, and a PhD from Cornell University.

THOMAS J. TREBAT is director of the Columbia Global Center | Latin America, in Rio de Janeiro, Brazil. He joined Columbia after a lengthy career on Wall Street dedicated to economic research on Latin America.

He formerly served as executive director of the Institute of Latin American Studies at Columbia University and of the Institute’s Center for Brazilian Studies. Prior to joining ILAS in February 2005, Trebat was managing director and head of the Latin America team in the Economic and Market Analysis department of Citigroup. He joined Citicorp Securities in 1996 as the head of Emerging Market Research.

ANDREA BUBULA teaches the core course Economic Analysis for International Affairs.

His expertise is in applied open-economy macroeconomics and finance. His research focuses on the choice of the exchange rate regime and nominal anchor across countries and over time. He has also examined the determinants of interest rate differentials in developing countries.

Dr. Bubula earned his PhD in economics from Columbia University in 2004 and holds a Laurea and Dottorato di Ricerca from the University of Rome, La Sapienza. He has worked at the World Bank, the International Monetary Fund and was a Fellow of International Affairs at Yale University. In 2008 he received the Columbia University Presidential Award for Outstanding Teaching.

FOMI won the Top 50 Innovations in American Government Award for 2008 and 2009, given by the Kennedy School of Government.

Eimicke previously served as housing “czar” of New York State for Governor Mario Cuomo, housing policy and management consultant to Vice President Al Gore’s National Performance Review, director of fiscal studies for the New York State Senate, assistant budget director of the City of New York, and deputy commissioner of the New York City Department of Housing Preservation and Development. Eimicke holds a BA, MPA, and PhD from the Maxwell School of Syracuse University. He has published numerous books and articles. In 2008, he was named to the Irish Voice newspaper’s inaugural Irish Education 100, a listing of leading figures in education across North America.

JEFFREY SACHS is the director of The Earth Institute, Quetelet Professor of Sustainable Development, and Professor of Health Policy and Management at Columbia University. He is special advisor to United Nations Secretary-General Ban Ki-moon on the Millennium Development Goals, having held the same position under former UN Secretary-General Kofi Annan. He is director of the UN Sustainable Development Solutions Network. He is co-founder and chief strategist of Millennium Promise Alliance, and is director of the Millennium Villages Project.

Sachs is also one of the Secretary-General’s MDG Advocates, and a commissioner of the ITU/UNESCO Broadband Commission for Development. He has authored three New York Times bestsellers in the past seven years: The End of Poverty (2005), Common Wealth: Economics for a Crowded Planet (2008), and The Price of Civilization (2011). His most recent book is To Move the World: JFK’s Quest for Peace (2013). Prior to joining Columbia, Sachs spent over 20 years at Harvard University, most recently as director of the Center for International Development and the Galen L. Stone Professor of International Trade. A native of Detroit, Michigan, Sachs received his BA, MA, and PhD degrees at Harvard.

THE EMPA EXPERIENCE

PAOLA VALENTI is an economist with expertise in development economics, applied econometrics, applied microeconomics, and economics of antitrust and intellectual property. She has expertise in industries such as pharmaceuticals, medical devices, industrial chemicals, consumer products, food, and computer hardware and software. Valenti previously served as a consultant at NERA Economic Consulting, developing economic research and quantitative analysis. She has also worked as a consultant for the World Bank’s Human Development Network and Social Protection Group, conducting research on poverty among the elderly in Bulgaria, Mauritius, Nepal, Nicaragua, Panama, Peru, and Tajikistan. Valenti holds Laurea and Dottorato di Ricerca degrees in economics from the University of Rome, La Sapienza, an MSc from CORIPE Piemonte, and a PhD from Cornell University.

THOMAS J. TREBAT is director of the Columbia Global Center | Latin America, in Rio de Janeiro, Brazil. He joined Columbia after a lengthy career on Wall Street dedicated to economic research on Latin America.

He formerly served as executive director of the Institute of Latin American Studies at Columbia University and of the Institute’s Center for Brazilian Studies. Prior to joining ILAS in February 2005, Trebat was managing director and head of the Latin America team in the Economic and Market Analysis department of Citigroup. He joined Citicorp Securities in 1996 as the head of Emerging Market Research.

Previously, he worked at Bankers Trust, the Ford Foundation, and Chemical Bank. Trebat has a PhD in economics from Vanderbilt University and remains active in teaching and publishing.

ANDREA BUBULA teaches the core course Economic Analysis for International Affairs.

His expertise is in applied open-economy macroeconomics and finance. His research focuses on the choice of the exchange rate regime and nominal anchor across countries and over time. He has also examined the determinants of interest rate differentials in developing countries.

Dr. Bubula earned his PhD in economics from Columbia University in 2004 and holds a Laurea and Dottorato di Ricerca from the University of Rome, La Sapienza. He has worked at the World Bank, the International Monetary Fund and was a Fellow of International Affairs at Yale University. In 2008 he received the Columbia University Presidential Award for Outstanding Teaching.
