SWAIN COUNTY
For those folks who appreciate the scenery, an outdoor, unhurried lifestyle, lower cost of living — Swain County offers these and many more. Swain County (population about 14,000) and county seat Bryson City (population about 1,450) are to the south of the Great Smoky Mountains National Park in Western North Carolina, about 65 miles west of Asheville and 85 miles east of Knoxville. Large tracts of the U.S. Forest Service, Tennessee Valley Authority (Fontana Lake) and the Cherokee Indian Reservation also lie within the greater borders of Swain County, along with the southern terminus of the Blue Ridge Parkway. The Great Smoky Mountains Railroad traverses the county from east to west, and several scenic rivers — the Tuckasegee, Oconaluftee, Little Tennessee and Nantahala rivers — help define Swain County as a tourism destination site and attractive retirement location. With a low population density per square mile, the county offers an unhurried lifestyle, but the county has many opportunities for outdoor pursuits, socializing, and possibilities for helping others. Fishing spots, trails for walking and facilities for picnicking are within a few minutes of all county residents. There are community tennis courts, ballfields, and a swimming pool in Bryson City, and indoor facilities for Bingo and other recreation in Bryson City and Cherokee. The Smoky Mountain Country Club Golf Course is in Whittier, and the Sequoyah National Golf Club is in Cherokee. Bowling and roller skating are within a 45-minute drive. Swain Continued on page 5

SWAIN COUNTY Continued from page 4 County has an indoor recreation facility with gym and meeting areas. Worship services are offered by several Protestant denominations, and there are Catholic congregations in both Bryson City and Cherokee. Jewish services are in nearby Franklin during the warmer months. The cost of living is reasonable in Swain County. The cost of services is lower than state and national averages, and property taxes and utility charges are also lower than in many areas of the United States. Swain County is served by several banks, numerous realty firms and several insurance agents. An acute care general hospital (MedWest-Swain, formerly Swain County Hospital) is in the county. Specialists see patients in Bryson City on a regular basis. Dentists and an optometrist also have practices in Swain County. The county also boasts a nursing home and an assisted living facility. Routine adult services, such as blood pressure and blood sugar screenings, are provided at the Swain County Health Department.

BRYSON CITY
Bryson City is the county seat of Swain County, an area that is unique because 86 percent of its 553 square miles is federal land, and it is still mostly mountains, forests, whitewater and wilderness. It is a place that is uncrowded, unhurried, unspoiled and uncommon. The little mountain town’s population is about 1,450, but it swells in size during the warmer months, when tourists and travelers arrive. Peak tourist season continues into the fall, with the advent of leaf-lookers, and even extends into the Christmas season. The quaint town is nestled in the Great Smoky Mountains and is surrounded by an array of natural resources. The Great Smoky Mountains National Park, Nantahala National Forest, Fontana Lake and many spectacular rivers and streams are all within only a few miles of Bryson City. The Tuckasegee River flows through the center of town, offering fishing and boating opportunities. The area is also home to a small community of artists. The performing arts are offered at two venues in Bryson City — the Center for the Arts, at the high school, and the Smoky Mountain Community Theatre in downtown. Also, the Marianna Black Library, in downtown Bryson City, offers several different entertainment programs year round. Bryson City is the retail and government center of Swain County.

CHEROKEE This historical Indian reservation is in an area where Cherokee Indians have lived for centuries. It is on the border of the Great Smoky Mountains National Park. In this vibrant, 21st-century community, members of the Eastern Band of Cherokee Indians still hold a strong identity with their proud heritage. This is realistically portrayed through the Oconaluftee Indian Village, where visitors can learn how the tribe lived more than 225 years ago. Inside the seven-sided council house, visitors learn about Cherokee history, culture and rituals handed down through generations. Today, tourism is the primary industry for Cherokee. Through attractions such as the drama “Unto These Hills,” the Indian Village and the Museum of the Cherokee Indian, the Cherokee past is preserved and the tribe’s story is told to the thousands of visitors who come each year. Swain County Swain County offers a chamber of commerce that also serves as the visitors center. Located on the town square of Bryson City, the chamber operates as a hub for locals and visitors alike. A wealth of information about the region is available by either stopping by the office or paying a visit to the chamber’s web site, www.greatsmokies.com. Visitors can work with the chamber’s knowledgeable staff to plan their vacation, from where to stay and eat, to where to go and what to do. Visitor guides, maps, and other materials are available to provide information about not only Swain County and Bryson City, but also the region. For individuals and businesses wishing to relocate to the area, the chamber provides detailed information in the form of a relocation package. The chamber office is open from 9 a.m. to 5 p.m. Monday through Friday. From June through the end of October, the office also opens from 10 a.m. to 3 p.m. on Saturdays. Cherokee The Cherokee Travel and Tourism center is located at 498 Tsali Blvd. in Cherokee. It provides information on all western North Carolina area attractions. COUNTY MEETINGS Swain County Commissioners County Commissioners are elected every four years in partisan elections by a county-wide vote. The board is composed of five members. The only requirement to serve on the board is that the candidate must be a resident of Swain County. The Swain County Board of Commissioners meets in regular session at 6 p.m. on the second Monday of each month; with a work session at 5:30 p.m. on the second Monday and fourth Tuesday of each month at the Swain County Business Education and Training Center. All meetings are open to the public. Special sessions and work sessions are also announced and held as needed. Issues that concern the commissioners are property valuation, taxes, economic development, planning, sanitation, public buildings and grounds, EMS, emergency management, recreation, census data and other functions. The commission also provides funding, through county taxes, for the Swain County Schools. For a complete list of Swain County Commissioners, see page 12. Swain County Board of Education Swain County’s Board of Education meets on the second Monday of each month at 7 p.m. in the Swain County Business and Training Center. The board is comprised of five elected members, which are: Chairman - Chuck McMahan George Rogers Jerry McKinney Mellie Burns Lambert Wilson. Sam Pattillo is the school superintendent for the board. The members serve for four-year staggered terms.
Bryson City Board of Aldermen Members of the Bryson City Board of Aldermen include: Mayor - Tom Sutton Mayor Pro-Tem - Kate Welch Aldermen Jim Gribble Aldermen Tom Reidmiller Aldermen Stephanie Treadway Members serve four-year terms that are staggered. Nonpartisan elections are scheduled every two years in odd-numbered years. The board meets on the first Monday of every month at 6 p.m. at the Town Office, and in a work session on the third Thursday of the month at 5:30. The board covers issues including water and sewer service, police, garbage collection, street hazards, town taxes, planning, fire department and use of town/county community buildings. TRIBAL MEETINGS Cherokee Tribal Council The Eastern Band of Cherokee has a Tribal Council meeting open to the public the first Thursday of every month at 8:30 a.m. in the Tribal Council chambers, with additional meetings as necessary. Budget Council meets the first Tuesday of the month, at 8:30 a.m. The council is made up of members representing the voting precincts. Elections are conducted in odd-numbered years in each community. The two candidates from each community with the highest number of votes are elected to serve on the council for twoyear terms. There are only three requirements: The candidate must be a member of the Eastern Band of Cherokee Indians, must have lived in the community he is running in for at least one year before the election, and must live in the community represented for the duration of the two-year term. A sub-committee of the Cherokee Tribal Council is the Community Service Committee, which oversees all public services. The committee meets the first Wednesday of every month. SCHOOLS
Swain County Schools Swain County has eight public schools: two kindergarten through fifth grade schools (Swain County East Elementary and Swain County West Elementary), one sixth to eighth grade school (Swain County Middle School), one ninth- to 12thgrade school (Swain County High School) and one K-8 charter school. Three additional schools are on the Cherokee Reservation — Cherokee Elementary (K-5), Cherokee Middle (6-8) and Cherokee High School (9-12). Any student can attend these schools. All the schools are accredited by the North Carolina Department of Public Instruction. The Swain and Cherokee systems are also accredited by the Southern Association of Colleges and Schools. To enter kindergarten in the Swain County School System, a child must be age five on or before Oct. 16 of that year. For the Cherokee schools, the deadline for turning five is Dec. 31. Both Swain and Cherokee systems require that entering students show proof of having had all the necessary immunizations. For kindergartners or anyone entering school for the first time, a physical examination is also required. Swain County schools (excluding the three in Cherokee) require an additional physical examination prior to entering the ninth grade. Mountain Discovery Charter School Mountain Discovery Charter School is a public, tuitionfree school for grades K-8. Admission is on a space-available basis. MDCS provides experiential learning, an approach that addresses students’ individual learning styles, as well as adhering to the N.C. standard course of study. Pistol purchase and concealed weapons permits are handled by Administrative Assistant Janet Cochran from 8 a.m. to 5 p.m. weekdays. Swain County Board of Elections The Board of Elections deals with issues regarding voter registration applications, registration deadlines, absentee voting, onestop absentee voting and all other questions related to elections. Public Transit Buses run from 5:30 a.m. to 6 p.m. weekdays. Rates vary by location, and senior citizens get a discount. Swain County also offers a special employment transportation program, dialysis/cancer treatment routes, lift vans and smart start transportation. Magistrate’s Office The magistrate is the judicial officer of the District Court and handles certain criminal and civil matters. In criminal cases, a magistrate issues warrants and sets bail. Register of Deeds Employment Security Commission The office of the Employment Security Commission is in the Federal Building, 50 Main St., Room 202. The office hours are 8:30 a.m. to non and 1 to 4:30 p.m. Tuesday, Wednesday and Thursday. For information, call (828) 488-2149.
Department of Motor Vehicles The DMV office is at 2650 Governors Island Road. Hours are from 8 to 11:45 a.m. and 1 to 4:30 p.m. weekdays. The Register of Deeds is the custodian and manager of public records. They provide contracts, leases, mortgages, marriage settlements, power of attorney, bankruptcy order, military discharge and other miscellaneous recordings. They also record and issue certified copies of birth certificates, death certificates, delayed birth certificates and marriage certificates. For residents of Swain County in Zito Media’s service area (Bryson City, parts of Bear Cove, Whittier and Ela), several cable services are offered, including high-speed Internet. For information, call (828) 488-9323, or go to 100 Bryson Walk, Bryson City.
Materials that are acceptable for recycling are: plastics (#1 and #2 only); aluminum and tin; glass — separated into clear and colored; newspapers; office paper, scrap metal and white goods (refrigerators, washers, dryers, etc.) Corrugated cardboard is accepted, along with some lighter cardboards such as cereal boxes, but the center cannot accept heavy wax-coated cardboard (milk cartons, drinking cups, etc.). The Recycling Center hours are Monday through Friday, 7 a.m. to 4:30 p.m. For information, call (828) 488-9719. The Swain County Landfill accepts land clearing debris such as stumps, brush and untreated wood. Construction materials — cement, treated wood, etc. — go to the Recycling Center. The landfill is open Monday-Friday from 8 a.m. to 4:30 p.m. and Saturdays from 8 a.m. until 2 p.m. Landfill users must weigh in and get a gate key. Load charge is $42 per ton.
Frontier
Cherokee Reservation
Swain County residents applying for landline telephone service can call Frontier at (877) 462-8188 (residential or business). Phone bills may be paid at Clampitt/ACE Hardware, 111 Main Street, Bryson City, (828) 488-2782.
Water for the reservation, parts of Highway 441 and the Park Service is furnished by the Cherokee Water department. For hookup, the department asks that residents visit the office, fill out an application and find out if city water is available in their area. A service charge is required. For seasonal residents, the department charges a flat rate while they are away. For information or to have water hooked up, call 497-1821 or come by the office on U.S. Highway 19 North in Cherokee. Waste material is picked up for residents and businesses for a yearly fee. For information, call (828) 497-1827. The reservation has a recycling program, also. There are two trailers for the communities, and recycling bins for residents on the reservation. When the bins are filled, residents call the Water/Waste Management Office, which collects the recyclables. On Mondays and Tuesdays, the trailers are left in Birdtown and 3200 Acre Tract; Wednesdays and Thursdays, at Big Cove and Yellowhill; Soco, Big Y and Paint Town alternate having the trailers on weekends. Acceptable recyclables are aluminum and tin, glass, plastics (No. 1 and No. 2), newspapers, cardboard, magazines and shredded computer paper. For information, call (828) 497-1833.

Zito Media (Cable)
Cherokee Cablevision Serves residents living on the Cherokee Reservation, in the Qualla community of Jackson County and areas of Whittier. It offers basic cable and high-speed Internet in some areas. The office is located at 28 John Crowe Hill in Cherokee, (828) 4974861.
Water & Waste Management Swain County Water for city residents and certain areas outside of the city limits is provided by the town water department. For hookup, residents should come by the town office. Residents building homes need to check with the water department for hookups, as well as with the Swain County building inspector. For information, call the town office at (828) 488-3335. Bryson City residents have trash pickup available on Thursdays and Fridays, and trash at businesses in city limits is picked up daily, except Saturday and Sunday. Large items, such as old sofas and washing machines, can be picked up during the work week. Call the town for information. Trash collectors will not pick up grass clippings, limbs or any kind of brush. Residents are asked to contact the Recycling Center for directions on disposal. Additionally, the city will not pick up anything considered toxic — house paint, burnt motor oil, etc. These items need to be specially disposed of at the Recycling Center. Household garbage for the rest of Swain County can be taken to bins next to the Recycling Center on U.S. 19 Highway South. The center asks that cardboard be recycled at one of the recycling stations and not thrown in the trash bins. Demolition material (wood scraps, roofing, etc.) should be taken to the landfill’s demolition site. Residents and businesses within Bryson City are offered a recycling pick-up service on Mondays and Wednesdays. Cardboard boxes should be broken down and flattened. The county has recycling trailers at Swain County East Elementary School, Swain County High School, Ingles, the Recycling Center, Nantahala Village and Nantahala Outdoor Center. The trailers are open 24 hours a day.

Tsali Care Center
MedWest-Swain is a fully accredited acute care hospital. Several family practice physicians and mid-level practitioners staff the hospital full time. Pediatric specialists are in Bryson City from Monday through Friday, and specialists in cardiology, radiology, urology, gastroenterology and pain management are available on a weekly basis. The emergency room is staffed 24 hours a day. MedWest-Swain is accredited by the Joint Commission for Accreditation of Healthcare Organizations and has maintained quality care and services for more than a half million patients since 1950. Tsali Care, operated by the Eastern Band of Cherokee Indians, offers specialized care and physical therapy. Cherokee Indian Hospital Cherokee Indian Hospital provides members of the Eastern Band of Cherokee Indians with medical and dental care and a pharmacy. Open to members of the Eastern Band and any other members of a federally recognized tribe, the CIH has a 24-hour emergency room open to all, certified physicians, 18 inpatient beds, a radiology lab, and a full-service laboratory. In addition, the hospital provides physical therapy and a regular schedule for ophthalmology, orthopedic, diabetic and prenatal clinics. Urgent Care The MedWest urgent care center seeks to serve the community for any non-emergency injury or illness. All patients are seen on a walk-in basis. Major credit cards are accepted. Swain County Health Department The Health Department is located at 545 Center Street, Bryson City. It is staffed by a multi-disciplinary team of professionals offering a variety of services. Services offered through the Health Department are breastfeeding support projects, a prenatal clinic, maternity care services, environmental health, home health, family planning, child services, adult health services, emergency response telephone system, speech therapy, an arthritis clinic, eye services, AIDS testing and women’s health clinic. Cornerstone Living Center Conerstone Living Center is an assisted living facility on Hughes Branch Road. The center is available for Swain County residents who need assistance with routine daily care. The 50-bed facility offers 24-hour staffing and also provides its residents with three meals per day, snacks, and assistance with bathing and eating. The facility provides control of medication and insulin shots. Area physicians visit regularly, and nurse assistants are available around the clock for residents. Mountain View Manor Nursing Center This 120-bed facility on Buckners Branch Road in Bryson City offers skilled and intermediate care for its residents. The facility is staffed 24 hours a day, and houses a unit for residents with Alzheimer’s disease. A full-time activity director coordinates activities for residents. Mountain View Manor also offers residents physical, speech, and occupational therapy. A food bank run by local churches is available to supply emergency food services to residents. The food pantry fills in when other food agencies are unable to provide needy residents with all the food they need. It also steps in during emergency situations. The center is a grant-funded community organization whose mission is to join hands with families by providing support, information and education to help build strong, healthy families. The center offers one-on-one and group parental education courses and a parents’ support group. It partners with Swain County Schools for educational programs and provides support for needy students.
