It’s a renewal of community involvement, of collaboration among teachers and administrators, and a renewal of the belief that our children are not numbers. Let’s Get Acquainted Christopher Columbus relied on a sextant and compass to navigate the Atlantic Ocean and return safely to Spain after accidentally discovering the New World. When Lewis and Clark set out to explore the great American West, they had a princess named Sacajawea to show them the way. When you’re a stranger in a new land, it’s good to have a guide to help you get your bearings. Trust me, I know. As a newcomer to Palatka and Putnam County myself, I found the information in this book an invaluable resource as I navigated my way to getting settled into this wonderful community. Whether you are here to visit or here to stay, we hope this book will serve as your guide to living and playing in Putnam County. There may be things you already know, but I wager you will discover things you might not otherwise be aware of in the following pages. For instance, you may already know that our community is more or less centrally located between Jacksonville, Gainesville, St. Augustine and Daytona Beach, and all of the major attractions of north and central Florida. You may not know that water from a local artesian well constructed in the 1920’s is so prized for its concentration of sulfur and other compounds that folks have been known to travel here as far away as Gainesville and St. Augustine to fill their jugs from our local “Fountain of Youth.” You probably know about our famous Azalea Festival, but did you also know we host the Blue Crab Festival, the annual Mug Race, the Catfish Festival and a nationally-known annual Bluegrass Festival?

Putnam County A Brief History
I
n the office of the Property Appraiser of Putnam County is a land survey which includes updates through the 1850’s. It is signed by Benjamin Alexander Putnam, who was then the surveyor general of East Florida. Putnam who was a prominent attorney, an officer in the Second Seminole War and a judge of the Eastern Circuit Court would later have the county named for him. However, 200 years before Putnam’s adventures in the area, as early as 1655, the Spanish were developing Palatka - as well as Gainesville and Tallahassee - into the state’s three principal ranching areas to feed the settlers. Famed Botanist William Bartram visited the area during an expedition in April 1774 and wrote about finding an Indian Village on what is the site of present day Palatka. Palatka’s first history is found in “Bartram’s Travels, a book published in 1791. Another area thought to be mentioned in this book is Welaka where he described the river and alligators that were, “in such incredible numbers, and so close together from shore to shore, that it would have been easy to have walked across on their heads.” In 1765, a “Mr. Dunn” received an English grant to certain lands located about half a mile south of the present center of Crescent City, where he built a home, 8

cleared land and planted crops near Lake Crescent. The lake was known as Lake Dunn until 1876, when it was renamed Lake Crescent. At that time, the once named Deep River which runs between the lake and the St. John’s River was renamed Dunns Creek. That same year Daniel Boone visited the Palatka site. During the American Civil War, Putnam County was sparsely settled and Florida served mainly as a source of food supplies for the southern cause, utilizing the St. Johns River as a main highway into the inland areas. When the war did come, Palatka and Welaka were occupied by federal troops for a short time. The turn of the century brought prosperity and growth for most Putnam County communities with new hotels, stores, businesses and railroads. Agriculture, which is still a mainstay for the community saw large farms of citrus and other crops. Today, Putnam comprises of neighborhood communities, where friends are invited to come over and sit for a spell. Festivals and parades showcase local artists, vendors and local flavor while eco-tourism grows as new bicycle trails connect the county and the St. Johns River still draws countless anglers, paddlers and boaters.

Palatka
riginally named Pilotaikata, the SeminoleCreek name for “boat crossing,” the city was established as a trading post in 1821 when Dr. Nehemiah Brush purchased the property and began a ferry service. In 1835 the town was attacked and burned by the Seminoles prior to the start of the Second Seminole War. Recognizing the importance of control of the St. Johns River, the main artery in Central Florida, the military in 1838 established what was initially known as Fort Pilatka; later it would become Fort Shannon, named for Capt. Samuel Shannon. Such noted icons such as Zachary Taylor and Lt. William Sherman were stationed at the base. The officer’s quarters for Fort Shannon, currently houses the Putnam Historic Museum and is one of only a few remaining structures in Florida from the Second Seminole War. With the St. Johns River, the city became a port of entry into the state and was a popular tourist destination in the early 1900s. Steamboats brought the rich and famous to Palatka including Thomas Edison, Babe Ruth, Harriet Beecher 10

Stowe and President Grover Cleveland. Palatka served as the final home for William Dunn Moseley, the first governor of Florida. Moseley is buried in Westview cemetery. During the American Civil War, Federal troops occupied the city. In 1860, the Hart Line was officially started by Col. Hubbard Hart, with the first steamer named “James Burt.” The ships traveled to Ocala along the Ocklawaha River. These riverboats became the gateway to the interior of Florida and Palatka became known as the “Gem of the St. Johns,” boasting several world class hotels including the Saratoga and Putnam House. Palatka prospered in the late 1880s as an enormous resource of timber and citrus and had a reputation for natural beauty. In 1884, a fire touched off in the business district of Palatka, destroyed most of the area. Rich in historical architecture, the city of Palatka is home to the Bronson-Mulholland House, an 1854 Greek Revival Plantation home, Ravine Gardens State Park, a civil works project, the Larimer Arts Center and the Tilghman House. Palatka is now home to over 10,000 residents and is the county seat of Putnam. The current Putnam County Courthouse was constructed in 1909 and demonstrates Classical Revival

style of architecture. Today Palatka has a large downtown business district, a Population (2012 est.): 10,475 beautiful waterfront park and many historic and cultural sites. Crescent City
ncorporated in 1885, Crescent City will be celebrating its 130th Anniversary in 2015. Crescent City sits on the shores of Crescent Lake, one of the largest lakes in the State of Florida and a lake with direct connection to the
St. Johns River via Dunns Creek. On the west side of Crescent City is Lake Stella. Always considered the bass fishing capital of the world (it is in the City logo, it must be true!), Crescent City is also fast becoming the speck fishing capital– hosting the 4th Annual Crappie USA fishing tournament on January 18, 2014. Amateur fishermen are welcome to participate. The Crescent City Yacht Club also hosts two regional regatta events on Crescent Lake. And of course, the Crescent City Rotary Club will be putting on its 36th Annual Catfish Festival the first Saturday in April; a regional event which features delicious regional food like gator tail, frog legs, swamp cabbage, and of course, catfish. Hot dogs, hamburgers, fried dough and other standard festival fair is also available for the less adventurous palates. The Christmas season kicks off with the annual Christmas Festival at Eva Lyon Park, sponsored by the Crescent City 14

Woman’s Club and Putnam County Tourist Development Council. The event features a parade, crafts, entertainment and children’s activities. However, you do not need to have a boat or wait for a special event to enjoy Crescent City. A walking tour of Crescent City is a great way to see some of the historical architecture in the area including the Bela and Henry G. Hubbard House, or San Sui, which is one of two listings on the National Register of Historic Places.
The Crescent City Historic District is also on the National registry and encompasses the area of Lake Stella, Vernon Avenue, Lake Crescent and Orange Avenue. It includes 212 historic buildings. Historical styles include Queen Anne, Colonial Revival, Victorian and Carpenter Gothic to name a few. Antique shops and small eateries with a variety of offerings are popping up all over town, making it an excellent day trip or weekend getaway any time of year.

I
n 1879, Oliver Parker, who had a 160-acre homestead in the central part of the present community of Interlachen, made an agreement with the Florida Southern Railroad. The railroad agreed to have 80 acres of Mr. Parker’s land surveyed and laid out into 14 city blocks and have the survey registered with the county. In 1881 Florida Southern Railroad engineer N.R. Gruele discovered the area while making plans for a railroad route. Gruele originally called the area Blue Pond. The pond is now known as Lake Lagonda. The railroad was completed from Palatka through Interlachen in August of 1881. Before automobiles, the only roads through Interlachen was the Palatka-Micanopy road and a road to Fort Brooks. In 1888 the town was incorporated and the name changed to Interlachen (between the lakes). The community is situated between Lake Lagonda and Lake Chipco with numerous lakes and ponds nearby, making it the perfect winter residence for snowbirds and fishing enthusiasts. In 1892 Town Hall was built. After undergoing massive renovations the building known as Interlachen Town Hall was re-opened as a historical museum and community center. The building is on the National Registry of historic buildings.
Charles Francis, a prudent businessman who operated sand mines in West Putnam as well as forming the Interlachen Telephone Company in 1912, assisted the Interlachen Chamber of Commerce in drawing Boy Scouts of America to the area in 1926 by donating land for a camp. The camp still exists through a trust on property on Lake Lagonda. In the 1960’s the Interlachen Depot was razed and in the early 1980’s the last train to cross Interlachen pulled with it a gift to the town from Seaboard Coast Line. The gift, a red caboose and one section of track stand in front of the current town hall as a reminder of the partnership between the railroad and the town. After the tracks were removed, the former railroad was turned into a green space through the center of town. The green space was named Jenkins Park, for Robert Jenkins, an Interlachen resident and Vietnam veteran who earned the Congressional Medal of Honor. In 2013, Interlachen celebrated it’s 125th anniversary.

Welaka
ncorporated June 21, 1887, the name is derived from the Indian name Ylacco, meaning river or chain of lakes. The area saw a boom to business thanks to the believed medicinal properties of the Welaka springs at the turn of the century. By 1907 Welaka was attracting tourists to its springs and their supposed healing qualities. On Nov. 15, 1907 The Welaka Mineral Springs was incorporated with work continuing on the site into 1908. The Welaka Hotel was opened due to the burgeoning growth of tourism from the springs on Dec. 10, 1908 and was noted for providing light for guests from gas lamps. While the mineral springs would eventually close, the springs themselves would become part of the Welaka Fish Hatchery, completed under the Civil Works Administration in 1933. Prior to the beginning of the Great Depression, the city council of Welaka as well as the chamber of commerce

were approached with the idea of creating a fish hatchery in Welaka due to its proximity to the St. Johns River and other modes of transportation. Approved as a CWA project in 1933, the Welaka Fish Hatchery would receive manpower and money to complete the project. Today, there are 41 ponds at the facility which raise 4.5 to 5 million fish annually which are vital fishery resources for Florida, Georgia, Alabama and the coastal United States. Each year the Welaka Fish Hatchery hosts a fishing rodeo for children which attracts people from around the state. The hatchery also operates an aquarium which displays some of the fish raised in the ponds created by the CWA project. Sitting on the banks of the St. Johns River, Welaka is a haven for outdoor enthusiasts and bird watchers. There are over forty native species of birds that can be observed and photographed with a bird observation tower at the Beecher Unit ponds of the hatchery.

Welaka is the home of the Floridian Club as well as other facilities to enjoy fishing including several fish camps. Welaka State Forest is located along the east bank of the beautiful and historic St. Johns River. The Florida Forest Service maintains the integrity of the natural systems while allowing limited outdoor recreation use and environmental education, especially in the areas of forestry, botany, soils and wildlife ecology. In 1935, under the Federal Resettlement Administration, the United States government started the Welaka Forestry and Wildlife Conservation Project. The Welaka
property was later transferred to the University of Florida as a Florida Conservation Reserve. Welaka State Forest was acquired for management by the Florida Forest Service in 1992 through a transfer of lease from the University of Florida.

Pomona Park
roud to be described as a “nice place to live,” Pomona Park was established in 1874, the town was incorporated in 1894. Pomona was named after the Roman Goddess of fruit trees. She is typically depicted as holding fruit and a pruning knife. Early settlers to the area arrived by steamers from Dunns Creek to Pomona Landing. The settlement consisted of 75 families and was noted for its citrus,
grape vineyards, farm produce and long leaf yellow pine. In the first half of the 20th century, the area was littered with citrus groves. However due to very hard freezes, few of the groves remain today. In 1945, the town’s name was officially changed to Pomona Park. The change occurred due to confusion with Pomona and Pompano, Florida. The name changed again in 1963 to the Town of Pomona Park. Within the town’s limits is Lake Broward, a 26

spring-fed lake with public access. Built in the 1890’s, an old two-story wooden schoolhouse was renovated in 1939

1913 by W.S. Middleton, for packing citrus for shipping. In 1945, Clyde D. Middleton was one of the pioneers in the development of frozen orange juice concentrate. The Town of Pomona Park has a Mayor/ Council form of government. Pomona Park has the distinction of being the first Florida town to have a woman elected as Mayor. Eula E. Dunn was duly elected and sworn into the office of mayor in 1928, serving until 1933. In 1994, the Town of Pomona Park celebrated its centennial which included a parade, pony rides for children, a barbecue dinner and arts and crafts. In 2014, Pomona Park will be celebrating its 120th year.

Bostwick
ituated along the railroad, ten miles north of Palatka, Bostwick derives its name from the “Bostwick Grant” in reference to a man from Jacksonville who owned the property. In 1904, John W. and Orilla Glisson gave a parcel of land for the purpose of a missionary Baptist church and cemetery. A group of people built the church, “nestled among a grove of oaks.” In 1925 the church moved into Bostwick. From 1921 to 1977, a two-story wooden building served as part of the Bostwick school. Listed on the National Registry of Historic Places, the school currently serves as the public library after renovations using money raised by the community and grants were completed. After the school closed, the newer wing became a community center, meeting place for Boy Scouts Troop 492, as well as the Bostwick public library. Started in 1997, the Bostwick Community Association, Inc. has held an annual Blueberry Festival to raise money for renovations to the school, and provide financial support for community needs. The festival starts the morning early with a pancake breakfast beginning at 8 a.m. The 32

breakfast attracts locals as well as visitors from Jacksonville, St. Augustine and Gainesville. A line that stretches outside the building is a common site during the festival until the last pancake is served. The festival is the place to satisfy all of your blueberry cravings from ice cream to cakes as well as blueberries sold by the bag and blueberry plants for those that wish to grow their own. In 2003, the kitchen and cafeteria, a separate building, caught fire one night and destroyed the structure.. In 2006, a new community and senior center was completed using funds from the Better Place Plan and insurance money from the fire. Complete with an industrial kitchen, the community center hosted its first Blueberry pancake breakfast in the new location in June of that year.

If you Build It, They Will Come I
n Putnam County, hiking, biking and horseback trails are replacing abandoned rail lines. Currently, the Lake Butler-Palatka trail has seen extensive changes and improvements as new sections are opened. The project is part of a larger goal to connect St. Augustine to Lake City and make the total length of paved trail more than 100 miles and will provide links to a 260-mile St. Johns River to Sea Loop. Construction completed in 2013 of a 4.3 mile section through Palatka, crossing Memorial Bridge into East Palatka, getting closer to completion of the 47-mile trail. The trail runs along the former Norfolk-Southern Railroad right-of-way through Putnam, Clay, Bradford and Union counties. Purchased with Preservation 2000 funds through the Florida Greenways and Trails Acquisition Program, the Rails to Trails Conservancy played a key role in preserving the corridor for conversion to a rail-trail. It was designated as part of the Florida Greenways and Trails System in 2007 and is being constructed by the Florida Department of Transportation in segments as funding becomes available. Shortly after the completion of this portion of the trail, Bike Florida announced its 20th Anniversary spring ride with a week long mass tour that will begin in the City of Palatka on March 22-28, 2014 and is expected to bring hundreds of

cyclists through the community. Since the development of the trails began, a citizen support organization for Putnam Blueways and Trails has formed to promote and protect the Blueways and Trails in Putnam County. Dunns Creek State Park
I
n 1880, the Dunns Creek property housed a railroad station, post office, express office, general store and a lodging facility. A farming, timbering and turpentine community, Sisco, grew up along this facility. The property eventually became a hunt club in the mid-1900s and was then sold to the Nature Conservancy in 1990, which transferred ownership to the state for continued preservation, restoration and management of its natural and cultural features. When officially opened, recreational uses will include fishing and hiking. The conceptual land use plan by the state of Florida proposes a campground, trails, picnic areas, a small boat ramp, a canoe/ kayak launch, boardwalks and overlooks and equestrian facilities. Currently access to the park is available at the Blue Pond entrance located off of US 17 north of Pomona Park. This allows visitors to hike or bicycle along a 1.5 mile trail to the 38

pristine waters of Blue Pond. For geocachers, there are several geocaches located on the property. From the Blue Pond picnic area, there are four marked trails. These area trails are also available for equestrian use. In December, a new entrance to the park was installed with help from the Friends of Dunns Creek State Park Citizens Support Organization (CSO).
The new entrance is located off of Sisco Road and will be the main entrance to the larger part of the park when it is opened on a daily basis in the future. The park occupies approximately 6,222.4 acres and has over 20 identified natural communities. It is one of two locations known to have specimens of the Etoniah Rose. Native Americans used the site extensively, especially the area
around Piney Bluff landing as proven by an extensive shell mound in the location. Twice annually the park hosts an open house for visitors which includes a boat tour of Dunns Creek to Crescent Lake, trail rides for equestrians, a poker run for kayakers, trail ride for cyclists, hiking, camping and more. These events allow guests to see more of the park and the beauty of the natural surroundings. The open house is open the first weekend in November and the second weekend of April. For those who can’t get enough of the park, members of Friends of Dunns Creek State Park have access to the park on a monthly basis for work days. Ravine Gardens State Park W
hile the Great Depression wrecked havoc on families throughout the nation, Palatka paving contractor T.B. Gillespie saw firsthand how the prosperous community around him transformed, now being marked by the hungry and those in dire distress. As a garden lover, he discussed the dense jungle ravine with several prominent citizens which led to a committee being appointed to appear before the Palatka City Commission. On March 22, 1933, this committee asked for approval to clear the dense jungle growing around the ravine and was approved. Jacksonville architect Richard Forrester was commissioned to start on April 5, 1933 On Nov. 20, 1933 a delegation traveled to Tallahassee in regards to Putnam’s allocation of the civil works fund. The group’s focus was on the Ravine Gardens and the Welaka Fish Hatchery due to the permanent nature of both projects and their use in the future. The delegation was well received and $150,000 was recommended. By November 25, 1933 95,000 azaleas were purchased for the Ravines. 45,000 azaleas were acquired from three north Florida nurseries at a total cost of approximately $10,000. The remaining 40,000 were included in the entire purchase of a central Florida nursery at a delivered price of $16,500. On Monday, Nov. 27, 1933, 600 men were placed to work at the Ravine Gardens. On March 11, 1934 the first of the three suspension bridges to span the Ravines were opened and in operation. The formal opening on Dec. 2, 1934 was without any fanfare

St. Johns River
or nearly 300 miles, the twisted course of the St. Johns River runs northward, up nearly one half the length of the state. William Bartram explored the river in 1773, however the source of the river wasn’t charted until 1822. John Eatton LaConte, working for the United States government charted the location. What
he described was the result of abundant rainfall of South Florida and that while part drains into the St. Lucie River, Lake Okeechobee or the Everglades, the remaining portion seeps into the St. Johns River. Flowing northward the St. Johns passes through nine lakes: Helen Blazes, Sawgrass, Washington, Winder, Poinsett, Harney, Monroe, Woodruff and George, eventually emptying into the Atlantic Ocean. During the Civil War, steamboats were used along the river for blockade running by the Confederate Army. Before the war, tourism along the river had begun to take hold and when the war drew to a close, steamboat companies hurriedly competed for tourists visiting the warmer climates of 44

Florida during winter months. Fishing would become a popular tourist attraction for the river, with Crescent City named the “Bass Capital of the World”. In addition to big mouth bass, the St. Johns River also offers such sport fishing as the striped bass, blue gill, channel catfish and shellcracker to name a few. In the late summer and fall months, shrimping from boats and off docks and piers is a popular pastime as the brackish water sends the shrimp down the river. Yearly events take place along the St. Johns River, from Christmas boat parades in both Welaka and Palatka, bass tournaments, including the Bassmaster Elite to the ever popular Mug Race for sailboats. The river that flows north has truly been and will continue to be an asset to Putnam County.

Rodman Reservoir
he beauty of the Ocklawaha was realized and utilized by owners and operators of the steaminess that traversed the river during the 1800’s. Rodman Reservoir is located on the Ocklawaha River. The reservoir was created in the 1960’s when the U.S. Army Corps of Engineers constructed Rodman Dam as part of the now defunct Cross Florida Barge Canal. The Corps needed a pool with enough water to float barges. Rodman Reservoir encompasses 9,000 acres and 16 miles of the Ocklawaha River In 1935, construction began on a ship canal from Yankeetown to Palatka. In 1962, the project was recreated as a barge canal and work restarted. On Feb. 27, 1964, President Lyndon B. Johnson set off the explosion marking the beginning of the Cross Florida Barge Canal. In 1968, the dam was completed and Rodman was flooded. However, in 1971, President Richard Nixon halted work on the project and in 1990 the project was officially decommissioned. One of those leading the fight in preserving Florida’s green spaces, was noted conservationist Marjorie Harris Carr. Rodman Reservoir has become the most controversial and wellknown place in Putnam County. The lake has become a battleground as fishermen fight to keep it and environmentalists seek to have it removed. Staunch supporters of the reservoir include Save Rodman Reservoir, Inc, which hosts an annual bass tournament. A 7,200 foot-long earth fill dam was built across the Ocklawaha River, just west of the H.H. Buckman Lock to impound water for the reservoir. A four-gate spillway, built into the dam, controls the water elevation in the reservoir. Buckman Lock is 600 feet long and 84 feet wide. The purpose of the lock is to lift boats and barges from the level of the St. Johns River to the level of Rodman. With fishing piers, a campground, picnic areas and other facilities, Rodman attracts more than just tournament anglers. 46

Hikers, families, snow birds and groups like scouts often use the facilities. State surveys show more than 350,000 visitors, visit Rodman Reservoir each year with more than $6 million in direct spending in Putnam County by those visitors. In 1992, the property from the project became state property and eventually was named the Marjorie Harris Carr Cross Florida Greenway. In 2003, the dam was renamed to honor the late state Sen. George Kirkpatrick, a long-time ally of Rodman. Rodman Reservoir was named one of the 10 best fishing lakes in Florida for largemouth bass by Florida’s Fish and Wildlife Commission due to the rich vegetation and sunken logs in the area. Rodman Recreation area is free and open to the public. Rodman Campground is operated by the Florida Office of Greenways and Trails. The campground is located at 410 Rodman Road, Palatka and can be booked by calling

utnam County is home to three of the “Top 10” fisheries in Florida as designated by the Florida Fish and Wildlife Conservation Commission. The climate ensures excellent fishing year round. While known as the “Bass Capital of the World,” Putnam offers a wide variety of freshwater, saltwater and brackish water fishing. Freshwater species includes largemouth bass, black crappie, bluegill, shellcracker and catfish. Salt water species includes red fish, flounder, sea trout and tarpon. In the summer and early fall months, shrimp migrate up the St. Johns River and are easily caught off docks or by boat with cast nets. Lake George, the second largest lake in Florida after Lake Okeechobee is not only one of the premier largemouth bass fishing lakes, it is also perfect for crappie and blue gill. With extensive vegetation, primarily eelgrass, it provides excellent habitat for bass. Rodman Reservoir also makes Florida Fish and Wildlife Commission’s list as a top spot for bass fishing. The area covers 9,500 acres of prime largemouth bass habitat. If you are looking for catfish, the St. Johns River and Dunns Creek are top spots for channel catfish and white catfish. Big channel catfish are usually reported in the upper and lower St. Johns River and Dunns Creek system from early May through June. Small catfish can be caught all year, but best fishing 48

occurs in the spring and fall. This area is also listed as a top spot according to Florida Fish and Wildlife Commission. The St. Johns River is also listed as a prime spot for catching striped bass and sunshine bass. Fish in the 8 to 12-pound range are common. However, if you’re looking for the big one, remember stripers over 20 pounds are rare. Striped bass move through the system during fall and winter. Popular spots include Memorial Bridge, and the jetties and bombing ranges in Lake George. Putnam County has the highest economic impact from freshwater fishing of all rural counties in Florida with a population under 75,000. Putnam waters also attract many bass clubs from surrounding counties on a regular basis and have been featured on national circuits. Putnam County and Palatka are recognized across the nation as one of the favorite sites for the Bassmaster Anglers Sportsman Society (BASS) professional fishing circuit. In 2014 the Bassmaster Elite series returns for the third time to Palatka on March 20-23, 2014 where local favorite Terry Scroggins hopes to use his hometown advantage for the win. However, before seeing the “Big Show,” fishing tournaments for 2014 kick-off with the 4th Annual Crappie tournament on Lake Crescent in Crescent City. The Save Rodman Reservoir will host its 18th Tournament on April 19, 2014 and in May,
Wolfson’s Children’s Hospital will host its 25th Annual Bass Tournament on May 17, 2014. Not to leave the youngest anglers behind, in the spring the Welaka Fish Hatchery holds an annual fishing rodeo at their catfish ponds.

Etoniah Creek State Forest
Etoniah Creek State Forest named for Etoniah Creek, has 7,145 acres of pine-palmetto flatwoods, sand hill, hardwood hammocks, and creek bottoms. Recreational activities on the forest include hiking, fishing, hunting, nature study, wildlife viewing and photography. There is one designated trail for horseback riding and trails for bicycling will be established in the future. Deer, squirrel and turkey hunting are good, while wild hog, migratory bird, and small game hunting is fair. Camping is authorized only by permit from the Division of Forestry. No dogs or ATVs are permitted. Etoniah Creek State Forest is located in the north- west part of the county off S.R. 100 on Holloway Rd. Caravelle Ranch Conservation Area
24,869 acres of river bottom hardwoods, pasture and pine-palmetto flatwoods with small hammocks intermingled. Camping is allowed with a permit. No dogs or ATVs are permitted. It is located on S.R. 19 South, approximately 9 miles south of Palatka There are a series of trails that are mixed use and traverse through a variety of ecosystems. Picnic area and wildlife viewing are available. Seasonal use is included for hiking and biking. Closed during hunting season. Several equestrian trail areas are available. Caravelle Ranch equestrian trails are accessible at the S.R. 19 entrance. Trails are closed during hunting season. View sparrows, turkeys, wading birds, and swallowtail kites. Closed to viewing during hunting seasons. Seasonal boating and canoeing is available. Hunting season is from September to March. Turkey hunting is excellent, while deer, migratory bird, small game, and wild hog hunting are fair to good. A special- opportunity dove hunt is offered on four 50-acre dove fields. Georgia-Pacific Wildlife Management Area Georgia-Pacific Wildlife Management Area has 3,661 acres of creek bottom hardwoods and pine-palmetto flatwoods. Camping is allowed with a permit and no dogs or ATVs are permitted. Small game and turkey hunting is good, while deer, wild hog, and migratory bird hunting is fair. Marjorie Harris Carr Cross Florida Greenway, Kenwood and Rodman Recreation Area Crossing Central Florida from the St. Johns River to the Gulf of Mexico, the Cross Florida Greenway is a 110-mile corridor that crosses a variety of natural habitats. Putnam County is the east trailhead for the Greenway, with several recreation areas including Kenwood and Rodman Recreation Areas located on Rodman Reservoir and Buckman Lock and the St. Johns Loop Trails. At the trailhead south of Palatka there are a series of trails that include a 4.5-mile hiking trail that meanders through natural woodlands of cypress wetlands and hydric hammocks. The Putnam county segment of the 1,300mile footpath for the Florida National Scenic Trail is accessible at the Cross Florida Greenway. The trail runs north to Rice Creek Sanctuary, connects with the Palatka to Lake Butler Trail and Etoniah State Forest. For more information, contact: Florida Trail Association. 1-(877) HIKEFLA. The St. Johns Loop trail has a 2-mile equestrian trail that travels along the southside of the Cross Florida Barge Canal. Cross Florida Greenway Kenwood & Rodman Recreation Areas provide observation spots for viewing all types of birds, including limpkin, coot, common gallinule, wood ducks, swallowtail kite, osprey, southern bald eagle, woodpecker, jays, hawks, flycatcher, wrens, heron, white ibis, and a variety of egrets. Recommended launch area for the Oklawaha River for boating, kayaking and canoeing is located at Rodman Recreation Dam and pull out is located at the State Road 19 Bridge. Camping is available by reservation at Rodman Redcreation area. Sites include Recreational vehicle hook-ups, bathrooms and primitive campsites for tents. To reserve a site, call 386-328-2846. To get to Rodman Dam, travel south on S.R. 19 to Rodman Recreation Area. Turn right on Rodman Dam Road and follow to the Dam launch.The Cross Florida Greenway is located approximately 9 miles south of Palatka on U.S. 19.
Welaka
Welaka State Forest Trails
A series of foot trails offers the public an opportunity to walk and observe wildlife. While walking the trails of Welaka State Forest look for woodpeckers, eagles, hawks, wrens, warblers, Osceola turkey, herons, egrets, and owls. The Sandhill Horse Trail is available for equestrian use, as well as hiking. Welaka State Forest also manages a 72-horse stable, training arenas and show horse arena, which are all available for rental. Welaka State Forest has 2,288 acres of various ecosystems along the east bank of the St. Johns River. The Division of Forestry maintains the integrity of the natural systems while allowing outdoor recreation use and environmental education, including complete equestrian facilities. Welaka State Forest is located approximately 17 miles south of Palatka on State Road 309, one mile south of the town of Welaka. Welaka Fish Hatchery
A 3⁄4 mile footpath that travels through natural pine forest. Picnic area, wildlife observation deck and interpretive information are available. Located at the Welaka National Fish Hatchery. The Hatchery’s ponds attract fish-eating wading birds, eagles, ospreys, hawks, waders, white ibis, sandhill cranes, kingfishers, and mergansers.
Murphy Creek & Island
Murphy Creek is approximately 4 miles long and runs along the east bank of Murphy Island, located at the confluence of Dunns Creek and the St. Johns River. Paddlers can put in at Palatka - Brown’s Landing Road south of Palatka and paddle across the St. Johns River at Marker 16 to the mouth of Dunns Creek. Murphy Creek Conservation Area has 1,707 acres that are predominantly hardwood swamp. Murphy Island contains one of the few upland areas along the St. Johns River that can be reached by boat. Primitive camping is permitted at designated sites only in Murphy Creek Conservation Area. The entrance to the conservation area is located off of U.S. 17, west on C.R. 309-B. A parking area is approximately one- half mile on the north side of the road. Access to Murphy Island is by boat only. Lake George Conservation Area
More than 10 miles of horse trails traverse through this conservation area. There are several access points to Lake George Conservation area. Trail use is limited during hunting season. Located in Putnam and Volusia Counties, Lake George Conservation Area has 35,380 acres of planted pine plantations, oak hammocks, bayheads, and dense creek swamps. Camping is allowed with a permit. No ATVs allowed. Lake George Conservation Area is located 3 miles west of Crescent City on Georgetown-Denver Rd. The Cambridge program offers rigorous, internationally recognized pre-university curriculum in grades K-9, which provides students with a broad and balanced education that will prepare them for college honors-degree programs. The Cambridge kindergarten through 5th grade program is housed at James A. Long Elementary School; a 6th grade program is in place at the C.L. Overturf, Jr. Sixth Grade Center; 7th and 8th grade Cambridge students are currently attending Jenkins Middle School and the High School program is located at Q.I. Roberts Jr.-Sr. High school. A 10th grade will be added during the 2014-15 school year. Cambridge is recognized as the equivalent of the first and/or second year standing at colleges and universities. Cambridge prepares students to enter a university with college credits and provides the skills required to be successful once they become college students. In fact, students who finish the

program by passing six of the exams in three areas and complete community service hours will be automatically eligible for the Bright Futures Academic Scholarship Award. The students will receive the highest dollar amount of the award to help pay for college. Honors classes and Advanced Placement courses are offered at our high schools along with Dual

Career/Technical Education programs are available at all middle and high schools. Program choices include: Administrative Assistant, Automotive, Business Technology, Computer System Technology, Criminal Justice, Culinary Arts, Diversified Technology, Early Childhood Education, Health Science, Horticulture, Nursing Assistant, and Welding. Industry certification is also available. Numerous opportunities
are offered in FFA, FBLA, HOSA, DECA, and CISCO. Outstanding JROTC programs are offered at the high schools. Also available are girls and boys athletics, band, chorus, art, musical theater, and various clubs and organizations. All schools strive to prepare students for college and career readiness, the military, and the workforce. The five member school board sets policies and procedures for the school district, and an elected superintendent carries out day-to-day operations. School board meetings are held at 3:30 p.m. on the second and fourth Tuesday each month at the Campbell Administrative Building, located at 200 South 7th Street, Palatka. The Putnam County School District is located in Palatka, Florida, and includes 19 schools that serve 10,385 students in grades PreKindergarten through grade 12. It is the largest employer in the county with 1,577 Deena Acree speaks during her class’s graduation in employees.

ince 1958, St. Johns River State College has built a solid reputation as a full-service college dedicated to meeting the educational and workforce training needs of its Northeast Florida district. With campuses in Orange Park, Palatka and St. Augustine, SJR State is truly the community’s college. SJR State continues its comprehensive educational role by expanding its services and programs while continuing its focus on the Associate in Arts (transfer) degree and more than 30 Associate in Science degrees and certificates as well as bachelor’s degrees in Early Childhood Education, Organizational Management (with four specializations offered), and Nursing. The College is accredited by the Southern Association of Colleges and Schools Commission on Colleges to award associate and baccalaureate degrees. In 2012, SJR State launched its first indistrict minority scholarship program in honor of Collier-Blocker Junior College, one of the first 12 African-American junior colleges established in Florida. The College was established in Palatka in 1960 and later merged with St. Johns River Junior College in 1964. The CollierBlocker Scholarship was established as a means of reaching out to local students who demonstrate potential and a desire to succeed and who, without financial support, may not otherwise be able to attend college. Incorporated into the program to ensure students stay on track and complete their program successfully are mandatory skills workshops and a designated mentor assigned to assist each student. SJR State’s College Reach-Out Program (CROP) and Upward Bound, a federal grant program, focus on middle and high school students who may not consider themselves to be college bound. Activities include tutoring, summer program and enrichment activities, test prep, college tours, cultural field trips and more. In addition to over 40 student-run clubs and organizations offered on its campuses, SJR State offers three intercollegiate athletic programs based on the Palatka campus: women’s fastpitch softball, women’s volleyball and men’s baseball. In 1976, the Florida School of the Arts began full operation as a part of the college. The first state-supported professional arts school for high school and college students in Florida, the Florida School of the Arts serves the entire state of Florida.

Putnam County Jail, circa 1880; Putnam County Courthouse, circa 1909; Bronson-Mulholland House, circa 1854; Palatka City Hall, circa 1905; JT&K Railway Station, circa 1886; Palatka Waterworks, circa 1886-87. These are individual panels located at Palatka City Hall on Reid Street at North Second Street. 7. Heartbeat of Palatka, circa 1890-1916 – This mural combines Old City Hall, with fire station, the old Post Office (current City 66

Hall) and North Second Street. This mural is located at 205 N. Second St. 8. Mug Race – Annual sailboat race that takes place the first weekend of May. The race begins in Palatka and ends in Jacksonville. This mural is located at Reid Street and North Third Street. 9. The Putnam House, circa 1891 – The Putnam House was a hotel at the height of Palatka’s tourism boom in the 19th Century. Known for its majesty and elegance, the Putnam House encompassed an entire city block. The mural is located at the site of the original hotel at North Second Street and St. Johns Avenue. 10. Battle at Horse Landing, May 23, 1864 – Commemorating the Civil War battle between a Northern gunboat and a Confederate Calvary on the banks of the St. Johns River. This mural is located at South Third Street and St. Johns Avenue. 11. Putnam County Wildflowers – This mural is a collaboration between the mural committee and the Palatka Art League that showcases the wildflowers in Putnam County. 12. Night Passage, circa 1884 – A popular means of travel for tourists, steamboats traversed the Ocklawaha River between Palatka and Silver Springs. This mural is located at North Fourth Street at St. Johns Avenue. 13. To God Be the Glory, 1937-1938. Popular evangelist Billy Graham started out preaching at a small Baptist church in Putnam County. This mural portrays Graham during his baptism in Silver Lake and his first pulpit at Peniel Baptist Church. This mural is located at South Fourth Street at St. Johns Avenue.
14. Bygone Days, circa 1880 – Originally not a Conlee-Snyder Mural, this mural was painted prior to the formation of the committee but is maintained and listed by the committee. This mural is located on South Fifth Street at St. Johns Avenue. 15. Putnam Treasures – This mural depicts birds and animals native to Putnam County. This mural is located at South Seventh Street and St. Johns Avenue. 16. High Time in Palatka, circa 1872. This mural depicts amusements popular during the time period in Putnam County. This mural is located at South Seventh Street at St. Johns Avenue across from the Putnam Treasures mural. 17. Cattle Drive to Paynes Prairie, circa 1930 – Cattlemen drove their cattle from Palatka to Paynes Prairie in the winter to fatten them for market. This mural is located at North 10th Street and St. Johns Avenue. 18. Sen. B.C. Pearce agricultural mural – Representing Putnam County, Pearce was instrumental in passing legislation to help farmers. Seats of Learning, circa 1923 – This mural depicts the two high schools before desegregation, Putnam High School and Central Academy. Central Academy would become the first fully accredited black high school in Florida in 1923. This mural is located at the Price-Martin Community Center at Reid Street and North 11th Street. 20. Mary Lawson Hospital – Opened in 1918, African-American female Mary Jane Lawson owned this. Doctors of both races cared for both black and white patients. 21. Train Station- Railroads, along with steam ships on the St. Johns River, brought thousands of winter visitors to Palatka in the 1870s, 1880s, 1890s and early 1900s. This mural is located at Ninth and St. Johns Avenue. 22. Annie Oakley - One of the most admired women in America in the 1890s and early 1900s, Annie Oakley brought her sharp-shooter show to Palatka in 1908. This mural is located at Eleventh and St. Johns Avenue. While not official Conlee-Snyder Mural Committee approved works, these other outside murals are located throughout the county.
