TOPICS OF INTEREST
Written by Arturo Cassinelli
The challenges at the Jorge Chávez International Airport Operations at the Jorge Chávez International Airport have reached a limit in terms of capacity and potential. It currently serves almost 20 million passengers a year despite its ability to deal with approximately 15 million. Likewise, more than 125 thousand tons of our most important agricultural export products are handled, including asparagus, mangoes, blueberries, fresh peas, flowers, and avocados, among others, that are sent by air to the main markets of America, Europe, Oceania and Asia. The logistics of air cargo transport have a particular complexity that must be taken into account, which nowadays is a problem to be solved due to the important growth of operations that has not been accompanied by the growth of the necessary infrastructure due to lack of space. A possible temporary solution is to decongest air traffic at the Jorge Chávez International Airport while the expansion works that should last five years are being executed. The adjacent lands of the armed forces could be well used to expand the capacity of Peru´s most important air terminal in Peru. This initiative is truly necessary at a time when passenger and cargo traffic has exceeded the capacity of the current infrastructure and is generating high congestion and delays in flights. The problem of the current infrastructure not only limits the entry of new airlines, but also the expansion and development of those already in operation, since it is difficult to program new frequencies and offer promotional rates that encourage greater passenger traffic. This problem creates cost overruns to airlines and service suppliers, which they currently undertake.
Competent authorities should indicate as soon as possible which areas should be temporarily transferred to the operator of the Jorge Chávez Airport, and define what their uses will be so that they can execute the necessary works to speed-up passenger traffic. In turn, this will prevent further restriction to cargo aircraft access, now with limited slots and scarce parking locations. In the case of Peruvian agro-exports, speed in transport is a critical factor due to the perishability of the cargo and the need to ensure
Arturo Cassinelli, General Manager of Talma.
that it arrives at its destination under the quality conditions demanded by the importer and the final consumers overseas. This problem affects hundreds of agro-industry producers in Peru, who must bear the costs not only of the shipment delay, but also of the merchandise that does not arrive in the established periods or lacking the required quality. More than 30% of our country’s agro-export products are transported in cargo aircraft. Therefore, the temporary solution implemented at the Jorge Chávez Airport should not fail to consider an alternative for the air cargo exported under that mode of transport. But, in addition to solving the problem of the aforementioned airport, it is also necessary to foresee the air cargo infrastructure needed near the agro-industry export production centers, such as Piura, Lambayeque, La Libertad, Ica and Arequipa. In this way, soon the production of thousands of tons of asparagus, mangoes, blueberries, peas, flowers, and avocados, among other agricultural products, will not have to be transported more than a thousand kilometers to reach the Jorge Chávez International Airport in order to be shipped to their final destination. This is an issue to be settled in the near future, but its planning and execution should also start today.
