PORTFOLIO 2018

RESUME. Hello! I am Concha, graduated urban planner and designer by TU Delft and architect by the Technical University of Madrid. This portfolio entails a selection of my most interesting design, planning and research projects. As for myself, I understand the role of architects and urban planners as technical help to create community and enforce the relation between the civil society, the public sector and the private sector. In my work, I pay special attention to the context where the project take place and the characteristics of its identity. I deeply believe in the communication with different stakeholders to enhance the quality of a project. At the same time, I defend the proposal of the urgency for seeking sustainable urban environments. Sustainable as balanced between economic, social and environmental profiles. My passion relates to the complexity of the informal city and the necessity of urban planners in developing countries, that is why I dedicated some of my academic trainning to the African context. I enjoy working in teams, something that I have been doing for more than seven years. I am used to work under high pressure, identifying problems and developing rapid solutions to address them. I have design and technical abilities and effective communication skills. Besides keeping an energetic and optimistic mood, a hard-worker and a reliable person.

1| GRADUATION MASTER THESIS - METROPOLITAN URBAN PLANNING. A Corridor towards sustainable urban development. Maputo Metropolitan Area (MMA), Mozambique. The main aim of this thesis is to explore a shift in the metropolitan planning approaches in developing countries via a contextualized vision and strategy for Maputo Metropolitan Area 2040 that translates the expected growth of the area (54% for 2040) into a sustainable urban development. In order to reach this aim, the thesis proposes introducting principles of adaptive governance and ‘non conventional’ housing policies.

M

The research and proposal rely on collaboration with the university Eduardo Mondlane in Maputo and a fieldtrip to the location funded by TU Delft, TU Delft Global and Universiteitfunds where the ideas were confronted and completed with several stakeholders. VISION MMA 2040 - 3MK.CBD. MAPUTO-MATOLA-MOAMBA-KATEMBE| CONTEXT BASED DEVELOPMENT “Merging formal and informal MMA 2040. An inclusive and sustainable urban development.” Vision principles #1. The not slum #2. Fostering the opportunities of MMA #3. Sustainable urban development #4. Adaptive planning

This vision proposes an approach that guide the development towards a sustainable outcome through a shift in the current planning perspective for the area. It emphasizes on the improvement of the current precarious conditions of the informal city and the lack of proper mobility under a contextualized approach that respects the dynamics of the current city. Besides, it proposes a strenghten in the policies framework as basic framework. The vision presents the development of the cities of Maputo and Matola in the direction of Katembe, due to the finishing of the bridge to Maputo, and Moamba, in relation to the movement of the Maputo International airport with specific areas of densification. An improvement of the main mobility connections between the cities caused by the increasing of traffic flow is related to the propostion of new centers. Together with a second layer of connection within the city limits will give access to the current informal nodes and future ones. This second layer illustrates what Corridor means in the reality of the area and defines priority areas of densification in the cities. Finally, the extension of sustainable industrial areas as planning tools for income generation and job creation together with the trainning of local workforce.

Theoretical framework - SUSTAINABLE URBAN DEVELOPMENT & ADAPTIVE GOVERNANCE In the definition of sustainable urban development, it is essential to highlight the qualities involved in each profile of MMA: economic, environmental and social and the stakeholders involved in the urban development that need to work in a collaborative manner. This collaborative manner relies in the named adaptive governance, a horizontal approach to the governance A sustainable urban development would find a balance between all the different aspects. This diagram is not a pyramid because there is no a center point to reflect the perfect collaboration and it is not a prisma because there is no straight relation between the social profile and civil society, economy and private sector and environmental and public sector.

- NON CONVENTIONAL HOUSING POLICIES. GUIDED OCCUPATION. “A Guided occupation is a housing policy in which the population gain access to plots without services in an organized way, where they will build their own dwelling in a progressive way, as well as the gradual access to the infrastructures and services, according to the economic capacity of the different agents involved, especially the inhabitants and the public sector. It relies on a previous planning by a local or estate authority, even if during the occupation there can be a lack of services and infrastructures. It belongs to the named ‘progressive housing policies’ that understand the dwelling as a process instead of an object.” Gesto, B. (2015)

CORE INITIATIVES - that need to be done before the strategy implementation

Creation of limits by programmatic natural spaces

Organization of a common institution that entails the management of mobility structure and urban development

Efficiency in the management of certain resources, currently public such as garbage collection system

REDEFINITION OF CORRIDOR - reference of strategy development scale

An urban development corridor is redefined in MMA into a connection between two informal nodes by public transportation. The corridor propose the guidelines for a densification strategy in the area of 1 km along the connection and the informal nodes.

2| CIRCULAR ECONOMY.- URBAN PLANNING

“FASTER, HIGHER, STRONGER Amsterdam Metropolitan Area, The Netherlands.

M

The third quarter of the Master Urbanism at the TU Delft was about Spatial strategies for a Global Metropolis. The Metropolis is the Amsterdam Metropolitan Area (AMA) located in the Netherlands. Cities and populations are growing and the AMA is one of them, at the same time sources are getting scarce. The goal of the government of the Netherlands is to change from a linear economy to a more circular management of limited resources to be less polluting and dependent on exporting countries. This project will answer the question: how to achieve a sustainable management of limited resources in the development of AMA? and propose a vision and strategy to increase the housing stock of the region working with a sustainable framework. Using a mega event as catalyser, the Olympic Games in this case, to propose initiatives and sustainable

principles in the built environment will be a game changer for the region, because of the many investors, stakeholders, businesses, popularity and publicity adjunct to the event. The main change will be in the construction cycle, which is on the user and technological side of the Braungart & McDonough diagram. The development is proposed to be designed with the method of modular construction: new materials, flexible building with elements, waste separation and reuse, which is very flexible. This cycle comes back into three other flows of the region: water, waste and energy. While decreasing the use of materials in the construction cycle, these flows will also decrease in demand. This will lead to a better management of (limited) resources in the AMA.

Circular economy in AMA Scheme of the relations between cycles. Water, energy, waste, construction and food. Own illustration based on GIS data.

3| FAMILY ORIENTED NEIGHBORHOOD. URBAN DESIGN “Families, Vreewijk is yours again!. Rotterdam, The Netherlands. There is a current urban trend that points out that families are leaving the big cities in the search of quieter and safer places. This project proposes a sum of initiatives to shape neighbourhoods in the city into the neccessities and daily life of families. The proposition entails the development of a neighbourhood next to the Zuid Park in Rotterdam by the reactivation of the old hospital of Vreewijk.

M

The methodology entails the explanation of several patterns in different scales that, as a unit, will improve the general overview of the neighbourhood.

This project is a statement in favour of welcoming refugees in the big cities of UE as Madrid.Located in one of the most controversial neighbourhoods of the city, LavapiĂŠs, it proposes a strategy of diversification of cultures and opening of the society to make space for those who need a place to be. The project reflects the journey of a refugee since leaving the origin country and propose a strategy of using the inner spaces in the traditional “Corralasâ€? in Madrid to allocate the new inhabitants of the city. Therefore, it creates a second route in the neighbourhood in parallel of the infrastructures by connecting the courtyards. The journey of a refugee -

With these maps there is a differentiation between land to conserve in green, land for agricultural use in yellow and land for urban purposes in red. With the overlap of these three maps there is a general use map that will be use to understand the best location for each one of the uses proposed by assignment. Diagnosis and method selection of spaces Leisure areas diagnosis -

It is proposed to locate three artificial uses in the zone: leisure area, dump area and industrial area. To find the best space for each one, we create basic indicators to centralize the spaces that can not be included into the new use proposed. With this proccess, we eliminate certain areas which can not be included in the use. Main indicators for each map:

Dump areas diagnosis -

Industrial areas diagnosis -

LEISURE AREAS: Restrictive areas: protected areas, habitats, natual spaces, areas with high vegetation Main characteristics: solar proyection, and high pendant areas, good accessibility. Maxim distance to the urban nodes: 5 km. DUMP AREAS: Restrictive areas: protected natual spaces, flood areas and high pendant areas. Minimum distance from the urban nodes: 2,5 km. INDUSTRIAL AREAS: Restrictive areas: habitats map, protected spaces map, natural spaces, high pendants map, flood zones, pendent map and geotechnic map Minimum distance from urban nodes: 2,5 km

7| BUILDING TRANSFORMATION - ARCHITECTURE.

“Parque móvil del estado”. Transformation and reactivation of an old institutional building. Renovation of an old institutional building into new programs connected to the social needs of the neighbourhood.

B

The buildings pack is composed by a 4 floors building and an industrial building with structural ceiling. The project proposes a new coverture based on a new skin connecting façade and roof (with patios) of both buildings. It creates a common atmosphere that relates both spaces. The high building is dedicated to more private spaces and the industrial one to open activities, supported with the creation of an inner topography.

8| GRADUATION BACHELOR THESIS.

“[IN]formally. Hierarchy of the informal city state through indicators”. Matrix method to organize the information related to poverty and development in informal cities This project looked for a definition of informal city At the same time, the project simplifies and summabased on literature review and intense debates. The rizes different technical profiles to grade the indicafirst part of the thesis propose ten factors to frame tors of the matrix. There are several technical sheets what Informal city means, due to the lack of a clear proposed as simplification of Luis Perea’s ones, to definition of this commonly used term. understand each indicator and measure it.

B

In collaboration with the PhD of Luis Perea Moreno, CEU University teacher and based on his PhD: “Towards a quantitative analysis of the informal city”, this research proposed a simplified matrix of indicators to measure the informality in a city. This matrix is applied to three main cities: Rio de Janeiro, New Delhi and Makeni.

The main objective of the thesis is research into the clarification of the definition of informal city both qualitative and quantitatively speaking. It is an effort to improve the understanding of technical knowledge to make it accessible for everybody.

Informal city characteristics1| Ilegal. Irregularity in parcelation and land tenure. 2| Espontaneous. 3| No investment of public sector 4| Habitability precarious conditions 5| Autoproduced. No work division. 6| Outside the formal state market 7| Answer to the direct neccessities of citizens

8| Subdeveloped on time 9| Mixed of public and private terms. Land uses non planned. No land reservation. 10| Development phasing (inverse direction than formal city): Occupation > Construction>Infrastructures>Planning>Regularization>Legalization.
