CHIEF EXECUTIVE’S COMMENT |
A14 upgrade
will impact the local economy Solving the problems caused by the A14 remain a key priority of businesses, not least because the negative impact it has on the economy affects everyone living and working along the corridor and the surrounding areas. It’s not just the local economy that is adversely affected. As a key through-route between the Midlands and Felixstowe, there is clearly regional, national and international importance also. So it’s amazing that Cambridge City Council can devoid themselves of responsibility in respect of the A14. It is very much part of their Travel for Work area, and where they’re currently working jointly with South Cambs District Council on Northstowe and other developments for which the upgrade of the A14 is critical, it will have a really positive impact on the local economy. Cambridge City Council is an integral part of the Greater Cambridge-Greater Peterborough Enterprise Partnership for which the A14 upgrade is a key priority and indeed their leader, as a director of that organisation, has a specific responsibility to represent the interests of the whole area covered. If this parochial approach prevents the leader of Cambridge City Council from meeting his legal and statutory requirements to be responsible for the wider area, surely he has no alternative but to resign from the partnership as he is unable to meet his clear obligations. Because if it’s a prerequisite from government that we have to provide local money for them to continue with the A14, then we
need everyone involved in promoting and developing the local economy to be of one voice. Only with strong collective support can we make sure ministers have no excuse not to carry on with it. Reluctantly, in respect of the now inevitable tolling question, if that is also a prerequisite set by government then we have to accept that for the good of the whole. But what is sacrosanct is that the local people and businesses who currently travel along the corridor are able to continue to do so free of charge. It’s very disappointing to hear successive pronouncements from the government relating to infrastructure investments that fail to mention the A14 even though the Prime Minister and the Chancellor both say that it is top of the priority list. What we need is complete unanimity and a strong representation to the government of the necessity to get on with the much-needed upgrade without any further delay.

Poetry in motion as Ely hotel prepares for launch The emphasis is on style, comfort and attention to detail
Sophisticated touches and luxurious fittings, such as copper baths, bring a new hotel experience to Ely
FOR a not-yet-open hotel to achieve a ranking in The Times newspaper’s World’s Top 20 Cool New Hotels is a pretty impressive start. The excitement around the imminent opening of Poets House in Ely has been noted among the local business community over the past few months and invites to the launch are certainly in demand. With 21 boutique bedrooms, the restored three-storey property on St Mary’s Street will be a welcome addition to the cathedral city, while a planned sister hotel at the former Swynford Paddocks site in Newmarket will be
sure to continue the intrigue when it opens later in the year. Both hotels will combine elegant accommodation with fine dining, giving visitors to the region a chance to enjoy affordable luxury and stylish comfort with a distinctly modern edge. The group behind parent company The House Collection is led by a highly experienced team of hotel specialists whose most recent credentials include running The Belfry in Birmingham. Supported with backing from Cambridgeshire-based investment company Eastern Counties Finance, the group
is looking at a variety of other locations across the region and, ultimately, nationwide. David Toulson-Burke, Managing Director of the House Collection, says the team is “extremely excited about the launch” and adds “we are confident that Poets House will be very warmly welcomed by the local community and visitors to the region alike.” While it may be a bold addition to the local hotel scene, feedback from within the Chamber business community has been positive. Putting Ely on the map as a boutique hotel destination only serves to bolster the region as a hotspot for tourism and the latest addition looks to be a world-class contender. n

Situated in Ely with views of the magnificent Norman Cathedral, Poets House is a beautifully restored three-storey property. Our 21 bedrooms will combine original features with every modern comfort
and are individually styled. The restaurant, with 60 covers, will open throughout the day to serve the best of contemporary cuisine with seasonal specialities and fresh, locally sourced ingredients. A function room opening onto the gardens will offer capacity for 100 guests, making it a perfect venue for special events and wedding celebrations. n

Marketing Through Social and Digital Media By Roderick Sutherland, Assistant Principal Apprenticeship and Employer Engagement, Peterborough Regional College
SOCIAL and Digital Media apprenticeships are becoming the new trend for many forward thinking employers in Cambridgeshire. With social media becoming the new way of passing information and updates via the web, companies are realising that they need to embrace this new form of technology in order to Ashleigh Marais at Virtual PA compete in the modern age. Whilst many people still enjoy reading a newspaper or a magazine, the information published today is already yesterday’s news. For social media, news is instantaneous. With 62 million people living in the UK, there are now over 30 million people who use social media as a way of communicating. Of these, 22 million UK consumers are using social platforms such as Twitter and Facebook to interact with brands. This is not something that companies with a desire to grow can ignore. A Social and Digital Media Apprentice, just like Ashleigh Marais (18), can add considerable value to your brand. Ashleigh, who works for Peterborough based Virtual PA Company, helps the company interact with busy professionals who need a PA service but do not want to pay for a full time member of staff. For the Virtual PA Company, business has increased, despite the economic downturn, because amongst other things such as excellent customer service, they recognise the importance of social media for marketing their brand. If you want to find out more about Social and Digital Media apprenticeships, then call the Apprenticeship Centre at Peterborough Regional College on Tel 01733 762121 or email them at apprenticeships@peterborough.ac.uk.

COMMERCIAL property consultants Januarys has welcomed Mid-Norfolk MP George Freeman’s call to invest £1bn in Cambridge instead of Liverpool or Birmingham. In a candid keynote speech at the Ely Cathedral Business Group exhibition in April, Mr Freeman spoke at length about the need to focus on grass roots business to bolster economic recovery, describing SMEs as the ‘backbone of the UK economy’. Douglas Stanton, senior surveyor at Januarys, said Cambridge needs the investment to ensure that the local economy can continue to move forward. “We have experienced a large amount of big businesses and startups flourishing in
Cambridge. Consequently, we have seen a huge rise in demand for commercial property space which is pushing rental rates up and vacancy rates down.” Mr Freeman, who has hailed Cambridge as “the biggest growth city in the British economy”, also called for improved transport links and ‘connected’ thinking. n

your event By Rose McDonald, Head of Sales, Robinson College Cambridge
Making the most of social media is currently top of the agenda for many organisations holding events of all kinds. at Robinson College we are seeing how Facebook and Twitter can deliver huge benefits in reaching and attracting potential delegates for conferences and events. To maximise the use of Rose McDonald social media, it’s important to include it in the overall promotional strategy for your event, during the advance build-up and for maximum interaction with delegates during the event itself. it isn’t restricted to pre-event promotion either - the use of social networking tools during events is also becoming more and more popular. Make sure all your event promotions include pre-agreed hashtags in prominent positions to encourage people to start using them early when they talk about your event. You don’t want two or three variations getting coined as it will be much harder to follow conversation threads. Look for venues that can support you - there are some good ones out there. it’s easy to set up Twitter feeds running in conference, dining and public areas during events to encourage live feedback and debate during the sessions. Even if you are not planning on using social media as part of your event marketing strategy, there will undoubtedly be a number of attendees who will want to be interacting and sharing comment on the day through social media. it’s important that the venue you choose not only has good facilities, food and parking for example, but do not forget to check it has a good mobile phone signal and wireless internet as you will have some frustrated delegates! When choosing where to hold your event, make sure that the places you are considering offer a large capacity network which is capable of all delegates using one or more smart devices at the same time – and very importantly is free of charge!

Accountancy professionals reach out to offer support to SMEs ICAEW Chartered Accountants often report that well-managed businesses are still able to deliver reasonable results despite the difficult economy. We hear less frequently about businesses that are growing and delivering exceptional performance, but there are a few of those around. There is a limit to the amount of cost-cutting, margin-trimming and efficiency savings that can be done. So how is it that some businesses manage to differentiate themselves and deliver good results year after year?
It’s worth looking at overseas markets Of course there is no single answer to this question. It’s important to take time to consider the strategic direction of the business. It’s about looking at new ideas, new markets and new ways of doing things and knowing what will make the biggest difference to your business. The UK market is generally flat at the moment and whilst exporting may not be for everyone, recovery will come at different rates across the world so it’s worth looking at overseas markets. UK Trade & Investment
offers a wealth of support including financial help for businesses considering export markets. We all know how fast technology is moving. It has been said that technology will be the single biggest change driver in life and work over the next 20 years. While political, social and even environmental change happens linearly, the explosive, exponential shift in technologies of the last 50 years will only accelerate in the future. If you want to learn more you may like to attend a conference on 13th June which ICAEW is running in association with the Institute of Directors, UK Trade and Investment and The Chartered Institute of Marketing. Speakers at the Creating Business Opportunities in Hard Times event include Mike Ashton talking about brand and reputation, Tom Cheesewright who comments for the BBC on trends in technology and Professor Mark Jenkins who will speak about creating and maintaining high performance. There will also be sessions on the economy, raising finance, exporting, good boardroom practice and social media. It costs £90, including VAT, to attend the day. The hall, which acts as the social centre for the village, has had a makeover overseen by six members of the CUB Green Team, including the company’s chairman, Jaqui Fairfax. “We are a local employer and we have always believed that it is important for us to give back to the local community,” explains Jaqui Fairfax. “We’ve worked on several projects such as tidying up with the council and with local schools as well as gardening in local parks and we’re looking forward to our next challenge.” The team worked alongside CCORRN, the Cambridgeshire Community Reuse and Recycling Network, who supplied all the equipment and recycled paint to ensure the project is as eco-friendly as possible. n The Green Team in action

Liz Knight Academic Director, University Centre Peterborough
With an understanding of the challenges local growing businesses face, Liz Knight is championing a streamlined academic service for enhancing staff skill development encompassing a diverse range of qualifications.
“WHEN I came to the role a year ago I noticed we were talking to the same companies as both Anglia Ruskin and Peterborough Regional College,” begins Liz. “It was apparent from the feedback that there was confusion about the partnership between us and what we could offer.” Taking this as a point for reflection and reassessment, the three organisations listened to businesses and decided to create a single point of referral under the ‘Think Peterborough’ banner. This means that the if a business is looking for an apprentice as well as a graduate, they can contact a dedicated business liaison person and tackle all levels of training in one go. “We can go from ground
level – pre GCSE – all the way up to Masters qualifications and we can solve all the business’ needs.” Liz says this also gives individual employees a better understanding of what is available and they can advise on funding for training. “We can talk to them about part-time study loans and other ways to achieve qualifications – all of which enhances their CV,” she adds. “The employer will often reward this and our goal was really to come up with a package that meets the needs of both parties.” The collaboration has also allowed the academic organisations to identify any gaps across their own portfolio of courses for business. “By working with the Chamber
we’ve been able to form a more rounded picture of what the loca business community needs from us.” n

THE
CLOUD
Mystery and suspicion: a Hitchcock movie, a thriller entwined in murder and suspense or an imminent alien invasion of the Earth... nope, none of these. Arrh oh well – never mind. So with your initial excitement now in free fall, I can reveal my article this month is on the subject of that modern day fog, commonly referred to as cloud computing. One way or another, and like it or not, we’re all using technology, that those in techie hats, like to continually remind us resides somewhere within a fluffy substance which most of us think as bearing grim weather. So… what and where exactly is this cloud, is it just another fad and is there any real benefit? The ‘computing’ term can probably be quickly stripped away; after all I’m pretty sure everyone is familiar with the nature of this modern age beast. So without further ado, into the ‘cloud’ we go. Now… surprise as it may come, this cloud business, it really isn’t anything new; like the big wheel at the fairground it has been around for years. The postal system is one but a few of the services which are ‘cloud’ based ie: you put something in at one end and it comes out at the other. The bit in the middle is a sort of ‘cloud’ technology. So… you’ve probably got it in one and hopefully there
is no need for me to give any more examples. Essentially ‘cloud’ is a term for encompassing the workings of many things – it all gets done here (or there) and in the case of the postal system it takes place at regional depots known as sorting offices. For many of us, we don’t need to know how it works or from where. As long as it provides the desired end result – that’s enough. Broadly, cloud computing isn’t much of a difference from the postal system – the ‘sorting office’ simply becomes a Data Centre. Yes, there are technical differences; the sorting office will have conveyor and sorting machinery and the Data Centre will have vast arrays of Servers (there’s probably a few of these in the sorting office). Unlike the former, which for logistical reasons need to be sited with geographic consideration, the latter almost doesn’t matter, for data (these days) isn’t an object that needs physical access. So Data Centres can be sited, more or less, anywhere and using their services, doesn’t require them to be of close proximity to the end user. Is it all a fad? Probably not. If we draw on the postal system once again and imagine each of us delivering our own letters and parcels... anything large scale, as well as being hugely expensive, would soon create havoc. Basically we don’t all need our own sorting offices. Likewise the days of us all operating or being responsible for our own computing are closing in – it just isn’t necessary and in many a case, isn’t cost efficient either.
DSM’s Data Centre facility is located on the western edge of Peterborough. For more information please visit:
www.disaster-recovery.co.uk 24 | CONNECTED MAY 2013
Benefits are mainly threefold: Reliability, Security and Cost. The ins and outs of all the detail is perhaps another article itself however, in short…
Reliability Generally comes from the fact that someone else is providing the service. Yes OK, like many a service there will be a rogue or two but, chosen with care, increased reliability is likely to be apparent ie: the service provider will have many staff (on hand 24x7) dedicated to the relevant discipline and in the event of any failure they will have numerous spare capacity in terms of machines / systems.
Security Proper Data Centre premises... (and I use the word ‘proper’ because it isn’t uncommon for anything from a cupboard to a sun drenched office to be assigned such definition), will be physically secure with resilience in utility services ie: power, tele/data communication, air conditioning etc and thus able to continue to deliver the service come what may and for some considerable time.
Cost Virtually all cloud solutions are based on the sharing of core systems ie: elements that can be shared without compromising security. Anything shared usually means a cost saving and in computing terms this can be significant. So ‘the cloud’ can probably be summed up as a physical place where some form of work is carried out whilst ‘cloud computing’ is the actual processing / delivery of this work using an array of shared computational resources ie: computers and/or some form of microprocessor based equipment.
ASK THE EXPERT |
Ask the expert: E-commerce Yuwan Effendi, Director of Collaborative Systems Consulting, explains about starting (or expanding) your exports and speeding up the internationalisation of your business.
Q
hat does my product marketing W team need to know about setting up their E-commerce webstore?
A
You want to ensure that your webstore can display the corporate look and feel you want. It should be easy to set up and maintain all these E-commerce sites from one application. From an operational side you want to ensure your platform is setup for internationalisation, this means having multi-language, multi-currency, multi-country and multi-brand features.
Q A
ow do I successfully manage my H international sales team?
You need to have real-time visibility into every aspect of your multinational sales organisation. Business development and CRM systems need to be able to manage multi-currency quotes, forecasts, marketing campaigns, commission payments, sales tax calculations and real-time reporting.
Q
ow do I plan resources and H manage staff globally?
A
Ensure you fully optimise utilisation of all staff members and are able to align projected targets with real-time utilisation. Your resource management solution should provide real-time updates of any changes and reassignments. Being able to spot over or under allocation quickly avoids resourcing problems further down the line.
Q A
What about customer services?
When you operate in multiple languages and time zones it’s important to align the working hours as well as languages for the helpdesk, online FAQ or support tools with those of your clients. If you cannot meet their needs with the current set-up you will need to establish additional teams or localise your support tools.
Q A
How do we handle international tax rules and regulations?
Ensure compliance by confirming your back office system is compliant with the purchasing and sales taxes as well as the legal regulations of the countries in which you’re trading.
Smartphones and tablets accounted for 10.3% of all web browsing in October 2012. Beat the competition and future-proof your business. Talk to us about making your website mobile friendly, today.
How should we manage stock control across organisations?
Q
hat is the best type of system W to use for exporting and internationalisation?
The easiest way is to integrate your stock control with E-commerce. By having local inventory sourcing capabilities you will always be on top of your inventory. Having visibility into multiple warehouse locations worldwide will provide real-time knowledge of inventory and improve global stocking and replenishment management.
A
When you manage multiple countries, and potentially multiple legal entities, it is important that all your business processes are automated and integrated to gain a realtime view of your global business. In order to improve efficiency, ensure your system supports the most widely used languages, has comprehensive tax management and certification for some of the most stringent local accounting regulations. In terms of access, a cloud solution will allow you to access the system from anywhere at any time and offer you the quickest, most secure and affordable option. n

Policy UPDATE Keeping you informed, representing local business
Funding for Further Education For the first time, from August 2013, people aged 24+ wishing to study for qualifications at level 3 and above, such as A Levels, QCF Certificates and Diplomas and Advanced and Higher Apprenticeship, will be eligible for student loans. For Apprenticeship frameworks, the maximum loan amount will take into account an assumed contribution of 50 per cent by the employer. Learning Loans are not means-tested; they are paid direct to an approved college or training provider (for example a Regional College or Training Association) and previous educational study will not affect entitlement to a loan. This means that graduates will be entitled to a loan for an Advanced or Higher Apprenticeship. In the same way as Higher Education loans (explained in last month’s issue), 24+ Learning Loans have to be repaid by the learner (from April 2016) once they earn over £21,000 a year. Repayments will be based on the learner’s income, for example the monthly repayment for someone earning £25,000 a year would be £30 per

£
month whilst someone earning £35,000 a year would have to repay £105 per month; exactly the same as learner’s receiving loans for Higher Education. Learners will be able to access up to four loans for different types of course or different levels of course. Research shows that, on average, learners derive substantial benefit from undertaking advanced and higher level qualifications and employers benefit from having better skilled and more productive workers. Today’s workforce has changed – gone are the days when a job was ‘for life’. The average adult is now expected to have between five and 10 jobs during their lifetime. Therefore, it is important for a business to attract and retain the right people. The business case for encouraging continuous learning is compelling because more motivated and committed workers will be more productive and innovative; will be more confident in their day-to-day roles and will have a positive impact on business growth. If you attended the recent ‘Grow your Business through People’ event at Ely Cathedral on 10 April you will know that the Chamber is working with local organisations able to help develop your team. Our Letter of Credit contains a clause that states ‘stale documents are permitted’. What does this mean?
A
This means that you can present your documents after the permitted period of presentation time denoted on your L/c – but you still must present documents before the actual L/c expiry date. Remember that L/cs will either quote a specific period of presentation (ie 15 days after shipment) or, if none quoted, UCP600 article 14c applies which states documents must be presented within 21 calendar days after date of shipment. n

| BUDGET UPDATE
Budget Keeping you informed, representing local business
Update
THE BUDGET 2013 The Chancellor, George Osborne, had a hard task in this year’s Budget, as he had to provide some stimulation to the economy, but still reduce Government borrowing. The 2012 Autumn statement set the scene for the Budget and they have to be looked at together to understand the tax consequences for business. Annual Investment Allowance One of the big surprises from the Autumn statement was the welcome increase in the Annual Investment Allowance on 1 January 2013 from £25,000 a year to £250,000 a year. This gives a 100% tax write off to businesses making capital expenditure on such items as plant and machinery, fixtures and fittings, computers and commercial vehicles. The allowance is given on a pro-rata basis over the
trading year of a business, so that the new allowance is only available in full to businesses with year ends of 31 December 2013.
Corporation Tax The Corporation Tax rate for profits above £1.5m is being reduced to 23% from 1 April 2013, to 21% from 1 April 2014, and then to 20% from 1 April 2015. The rate for profits up to £300,000, commonly known as the small company rate stays at 20%, but the unpopular marginal rate of 23.75% for profits between £300,000 and £1.5m will cease to exist from 1 April 2015.
Inward Investment The above will make the UK a low tax base for business and should help attract overseas companies to set up here. The low Corporation Tax rate of 20% should also discourage international companies from trying to
THOUGHTS FROM OUR PANEL OF EXPERTS... Philip Blackburn, tax partner at George Hay, said: “While we weren’t expecting anything major from this Budget, the £2,000 reduction in Employer NICs is a surprising, and welcome, measure. “Not only will it take 450,000 SMEs out of employer NICs, it will give them the confidence to invest in their businesses. “Further measures such as the extension in the CGT holiday for Seed EIS investments should also encourage investment in SMEs, while families will welcome the raising of the Income Tax threshold to £10,000, putting extra cash in their wallets.”
30 | CONNECTED MAY 2013
Philip Walding, Business Development Partner at Moore Stephens Chartered Accountants, said: “I would like to see the UK have lower rates of tax, and a bold move would have been a reduction in VAT, encouraging us to spend more, helping retail, leisure, catering and pub trades. I look forward to the help given to the Construction sector, giving the housing market a welcome boost and starting to lead us out of recession.”
BUDGET UPDATE |
avoid UK Corporation Tax, as would it really be worthwhile for such a low rate and all the bad publicity?
Tax Free Loans for Employees Businesses are encouraged to help their employees by the raising of the tax free loan amount from £5,000 to £10,000 from 6 April 2014. These loans to employees have been traditionally used to buy a travel season ticket, but they can be made for any legitimate purpose, such as help with buying a car. The amount of the loan has to be monitored over the course of a tax year as there are tax consequences if the loan amount goes above the threshold at any time.
Employers National Insurance allowance from 6 April 2014. It is estimated that around 450,000 businesses will no longer pay any Employers National Insurance.
Personal Tax Allowance It’s good news for most 20% taxpayers as the personal tax allowance is £9,440 from 6 April and £10,000 from 6 April 2014. Some tax payers however will start paying 40% tax, as the threshold at which this ‘bites’ has been reduced from £34,370 to £32,010, also from 6 April 2013. For tax year 2013/14 a basic rate taxpayer will be £267 better off but a 40% taxpayer will be £143 worse off. n
Employers National Insurance All businesses are to be helped further by the introduction of a £2,000 a year
WHAT IT MEANS FOR US... Fraser Mercer, Managing Director of Waldeck Engineering, welcomed Chancellor George Osborne’s Budget.
Mark Wrigley, GreenStones Customer Manager said: “There are some very welcome headline grabbing announcements in this Budget, but we shouldn’t get carried away, since the underlying message is one of three brutal truths. “Public finances are still in a terrible mess, it is businesses and not Budgets that offer us the best hope of putting things right and the 2013 tax regime is hideously complicated and contains a huge number of pitfalls for the unwary. The good news, though, is that it now also allows the really well advised to make some very big tax savings.”
“The stimulus for the housing market in the form of the ‘Help to Buy’ scheme and a new mortgage guarantee, will help reinvigorate the market and in turn boost the construction sector and the wider economy in the short term. “In future anyone wanting to buy a new-build home will be able to access an equity loan worth up to 20 per cent of the value of the property so long as they have a five per cent deposit. The Government is also going to underwrite loans from High Street lenders not only for first-time buyers but also for second-time buyers. “The Chancellor also set out plans to build 15,000 more affordable homes and increase fivefold the funds available for building for Rent which is more welcome news for house builders.”

Life is about transitions…
TAKE ON TH
LON FOR SH H T IN A RI The first stage is very simple!
You can register for one of our charity team places for the event on 27 July by calling Clara Gill on 01733 421307 or emailing clara.gill@shinecharity.org.uk We will record all the information about your three competitors and process your registration fee of £150.00 for the team. You will then receive a fundraising pack and one of our Winners Wear Yellow™ jerseys.
The second stage is more of a challenge!
The third and final stage is the fun part – honest!
You will then need to decide which distance you are going to race, Sprint or Olympic, who is going to race the different disciplines, swim, bike, run, organise your training regime, and finally set about raising the £1000.00 minimum sponsorship for the team.
The race itself is truly a day to remember. You will be taking part in the world’s largest triathlon event, taking in some of London’s best sights as you make you way around the streets of the capital. You will complete a monumental challenge and in doing so, you will be changing the lives of everyone living with spina bifida and hydrocephalus.
32 | CONNECTED MAY 2013
E!
Living with spina bifida usually means that the person with the condition experiences issues concerning, amongst others, incontinence, mobility, pressure sores, and severe back pain, as well as the additional everyday challenges of education, employment, and social opportunities. In addition to their spina bifida, many of our members also have hydrocephalus, a condition in which the body fails to drain the right amount of fluid away from the brain. In order to ease the pressure caused by this fluid a shunt, a narrow rubber tube, is inserted into the brain to drain the fluid away to the abdomen. The shunt then remains for the rest of the person’s life, often requiring surgery to revise the device. The majority of people who benefit from the support offered by Shine have hydrocephalus only. Hydrocephalus usually presents problems with memory, behaviour, headaches, and balance. Shine can only offer assistance to the thousands of people affected by spina bifida and hydrocephalus through the fundraising support of people like you. This summer we would like to ask you to conquer some transitions of your own and enter a team into the Virgin Active London Triathlon.
ET
All of us make our way through life, which often includes stages of challenge, struggle, and triumph. For our members at Shine these transitions can be particularly difficult.
If you are looking for an even greater personal challenge – we also have places for individuals to take part – but hurry, our charity places are limited!

| SPECIAL REPORT
Police COMMISSIONER
Sir Graham Bright became the first ever Police and Crime Commissioner for Cambridgeshire and took on the responsibility of delivering an ‘efficient and effective’ police service in November 2012.
Crime Fighter
Chambers provide conduit for fighting crime Not only is Sir Graham responsible for setting police and crime objectives and the police budget, he also issues crime and disorder reduction grants through the Police and Crime Plan. Crucially, he also holds the police to account and is responsible for ensuring they are answerable to the public. Four months on, and with a Police and Crime Plan for 2013-16 now publicly available on the Commissioner’s website, CONNECTED went to visit Sir Graham to find out more about his priorities for the next three years. Sir Graham has enjoyed long and successful business and political careers. At the helm of Dietary Foods Ltd, Soham, for many years he was also Parliamentary and Public Affairs Advisor to Safeway (Morrisons) for a decade. He was a Member of Parliament for 18 years and took a keen interest in the protection of young people. He was Parliamentary Private

Secretary to Rt Hon Sir John Major, and in 1994 he was knighted and became ViceChairman of the Conservative Party. So, what motivates someone like Sir Graham to take on the challenge of this new role at this stage in his career? From his office in Cambourne, strategically distancing him from the Chief Constable and his team, Sir Graham explains: “The idea of having one person making decisions, instead of a committee of 17 or 18, appealed to me and I thought this has got to be good news as it’s going to speed things up. If a good idea comes along and the Chief Constable comes and talks to me about it I can say, yep, let’s go for it, and that’s it. “The other thing that appealed to me is that it’s not just the ‘police’ commissioner, it’s the ‘police and crime’ commissioner. This

SPECIAL REPORT |
crime commissioner element is the most fascinating because you’re here to try to reduce crime and the causes of crime.” he says. “I’m very concerned about youngsters who get involved in crime. Prevention not only stops them from having a black mark against the whole of their lives but it also saves a huge amount of money if you don’t have to put these people away. I want to tackle this upfront, not wait for them to get into trouble. I want to be proactive. Sir Graham refers to the police force as a ‘big business’ with a budget of £132m and 2,400 staff, that has to be run ‘efficiently and effectively’. This is why he says he brought in his now Deputy Commissioner, Brian Ashton, who Sir Graham describes as a ‘very successful businessman’. Sir Graham’s priorities for his term as Commissioner are set out in the 2013-16 Plan and include tackling burglary and building public confidence and mutual respect between the police and general public. He also says that antisocial behaviour is an on-going issue which needs to be addressed
by the police but also by parents and communities themselves. From a business perspective, theft - in particular shoplifting - is a big problem. Sir Graham says: “One of the worst things businesses have to suffer is shoplifting. It’s absolutely phenomenal the amount of money that is lost. “We have to be able to respond to that. CCTV helps, the way a store manages itself also helps but we also know that some retailers are reluctant to say too much because it puts insurance rates up.” Organised crime against businesses in rural areas is also an issue, with some farms ‘losing huge amounts’ and Sir Graham is addressing this as a priority, working with the NFU on the Countryside Watch scheme. Sir Graham is keen to engage further with businesses in Cambridgeshire, involving them in crime fighting initiatives for the benefit of their own companies and communities. He says that the Sainsbury’s model, where staff are actively encouraged by the supermarket to become Special Constables, is an example for other businesses. The
company gives staff time off for training and, if they get through the training and pass-out, fast-tracks them for management. Sir Graham is keen to encourage more businesses to consider similar initiatives. There are currently 243 Special Constables and the target is to increase this figure to 350, something that he says will have a “big impact in terms of getting some feet out on the street when we need them”. There are other voluntary initiatives too which play a role in controlling crime and its aftermath that Sir Graham suggests businesses should consider engagement with too, such as the Youth Offending Service, Victim Support and Neighbourhood Watch. Sir Graham believes that the Cambridgeshire Chambers of Commerce will provide him with a conduit for communication and engagement with businesses across the region. His aim is to work in partnership with the Chambers to flag up initiatives and issues that companies can become involved with. If you’d like to present your concerns about crime, why not contact us on 01223 237414 and we will ensure they are heard. n
Date for the diary Sir Graham will be a guest speaker at our Speed Networking breakfast on Friday 26 April at Robinson College, Cambridge.

Meet the Committee! Meet Victoria Robinson, Solicitor at Greenwoods Solicitors LLP.
Q A
What do you do in business?
I am a Corporate and Commercial Solicitor at Greenwoods Solicitors LLP. This involves a wide range of work from drafting and negotiating commercial agreements to advising on and negotiating the sales and purchases of businesses and companies. I also deal with a host of corporate governance issues spanning the life of a company from incorporation to dissolution.
Q A
What are your top three tips for running or working in a business?
I think the following elements are really important: 1. Team working 2. G ood communication with colleagues, client and other parties 3. Technical ability and application of it.
Q A
What do you do to unwind?
Q A
What’s your favourite book and why?
I go for walks, read books, watch films and, best of all, I like to go travelling to get away from it all – physically at least!
I don’t really have a favourite book but I am currently reading ‘Yes Man’ by Danny Wallace as part of a book club I’m in. It is a laugh out loud funny story set in the present day in the UK with scenes and characters you could easily picture. Even having seen the film does not detract from the amusement of the book.

The Chairman of the Construction Sector committee, David Smith, was delighted to report that “Marco is enthusiastically committed to ensuring that PCC gives local businesses as much of an advantage as possible to win contracts to work for the
council. Marco assured us that we are pushing at an open door.” A working party, including representatives of the Chamber, Opportunity Peterborough, the City Council and their partners, is now being set up to develop the detail of how this will translate into the reality of local businesses providing services to the City Council. n

SOCIAL ENTERPRISE & CHARITY
Under the new shared parental leave scheme:
New legal structure for charities
✓ Employed mothers will still be able to take 52 weeks maternity leave ✓ Mothers will be able to end their leave early after an initial two week recovery period and share the remaining leave (and maternity pay) with the father as they choose ✓ The new system will also apply to adoptive parents ✓ There will be a new statutory payment for parents on shared parental leave with the same qualifying requirements that currently apply to statutory maternity pay and paternity pay ✓ Fathers will have the right to take unpaid leave to attend two antenatal appointments.
It has been a long wait, but the Charitable Incorporated Organisation (CIO) has arrived; a legal structure designed specifically for charities. Mark Jackson from Rawlinsons explains.
The intention is to allow both parents to keep strong links to the workplace.
Why use this structure? ✓ New charities – the limited liability and single point of registration means that the CIO is probably the best route for many new charities ✓ Unincorporated charity – the main benefit is limited liability status ✓ Incorporated charity – avoid dual registration with Companies House and Charities Commission, speeding up the process of changing a governing document, and avoiding the potential issue of electronic tagging of accounts.
company structure for this reason ✓ The process of conversion inevitably will involve time. Whilst the Charity Commission provides model templates and guidance, the trustees will need to work through a new governing document; and for unincorporated charities, the CIO is a new entity which will require re-registration with HMRC. I recommend charities use the introduction of the CIO to review whether their governing document remains appropriate. n
Potential drawbacks include: The right to request flexible working will be extended to all employees. The expectation is that flexible working will help widen the pool of talent in the labour market, helping to drive growth. n

SECTOR FOCUS | COMMUNICATIONS
LEARNING & SKILLS
Few companies realise the importance of delivering communications effectively in-house and ineffective communication is widespread amongst small to medium sized companies. This can lead to lower productivity and even conflict when managing projects and ultimately low morale. Communication is a two-way process which everyone within the business should take responsibility for. Working in a cooperative and collaborative environment is a proven factor in work success. Engaging with your staff on a regular basis is proven to improve motivation and loyalty and even encourage seeds of inspiration for improving processes internally. One of the benefits of developing an internal communications system is to impart the goals and vision of the management team so that staff feel part of a team and empowered to achieve.
Corporate goals and targets are not just for the Board or management team, they should be shared with the staff so that they understand what is expected of them and how to deliver the values of the brand, and this should take place on more than one occasion. Your company’s vision, values and goals all need to be reinforced regularly, this can be as easy as conducting a weekly team meeting in person. Don’t hide behind emails which can appear insincere or get lost in the ether, engage your staff in person; it builds trust and encourages dialogue which may prove to be mutually beneficial in ensuring the success of your business. n
Linking-in with our members The Communications Sectors’ LinkedIn page provides an online forum where members can seek advice and pose questions relating to every day communications issues. Alan Stevens of Sawtry Multitask questioned the use of QR codes.
How many companies are finding QR codes a useful marketing tool? How many companies are developing an APP as part of their business marketing and communications strategy?
Nick Siragher responded with:

Either way they need to have the right skills attitudes and behaviours to achieve this. Last year the College launched its Enterprise Strategy and from a successful pitch opened the city’s own Peter Jones Enterprise Academy. This Academy delivers further education courses in Enterprise and Entrepreneurship which offer a fresh approach to business education by focusing on the value of ‘learning by doing’. Offering a range of programmes the Academy aims to equip future generations of entrepreneurs with the skills and mindset to run their own businesses, thereby supporting the future of the local and national economy. Businesses can become involved in a number of ways such as offering work experience, entrepreneurial learning, company visits and more. n Photo credit: The Peter Jones Foundation
Communication brings positivity!
We have included a QR code on all our Mystery Shopping reports, these link the customer to our system, where they can view their reports. In reality though, once they start using our system they probably don’t need the code. We wouldn’t think about building an APP around QR codes, I think it’s no more than a transition technology there will be something along soon to replace it no doubt!
