espite a clear quarterly rise in property sales during Q3, Dubai’s real estate market is expected to face further challenges in both the rental and sales market, according to the latest Observer: Dubai Residential Report Q3 2020 from Chestertons. Research released by the leading international real estate services firm highlighted that increased sales activity in the third quarter, which rose by 50% Q-on-Q, was largely attributed to pent up demand from Q2, along with developer promotions offered to clear built but unsold inventory. Total transaction volume was down 21.7% from Q3 2019. Apartment prices fell 3.4% Q-on-Q, an increased rate of decline from the previous quarter, while villa sales prices witnessed a marginal fall of just 0.2%.
In the rental market, apartment rental rates fell by 3.6%, whereas villas saw declines of 1.2%. Chris Hobden, Head of Strategic Consultancy, Chestertons MENA, said: “Dubai witnessed a clear increase in transactional activity during the third quarter, building on a recovery seen during the final month of Q2, following the easing of COVID-19 restrictions. “However, transaction volumes remain lower annually, and we expect both prices and rents to face further downward pressure over the final quarter of 2020. The ongoing economic impact of COVID-19, and a likely reduction in the emirate’s population, both key drivers of Dubai residential prices, are set to hamper market performance.” “While developer incentives played a part in supporting sales, pent up second quarter demand, and delays in the transactional process seen during lockdown, were also significant factors in boosting third quarter figures. “We expect that Q4 transaction numbers will provide a more reliable indicator of Covid-19’s market impact, and the extent of Dubai’s market recovery,” he added. UNEC APPOINTED LEAD CONTRACTOR FOR SAMHAN HERITAGE HOTEL IN DIRIYAH
U
nited Engineering Construction (UNEC) is appointed by Diriyah Gate Development Authority (DGDA) to lead construction on the Samhan Heritage Hotel site, located in the city of Diriyah in Riyadh province, Kingdom of Saudi Arabia. The luxury Samhan Heritage Hotel is the first of several luxury hotels in the recently announced Diriyah development, a seven square kilometer cultural and lifestyle tourism destination which is an integral part of the delivery of Saudi Arabia’s Vision 2030. Diriyah will become the Kingdom’s historic and cultural heart, proudly showcasing to the world Saudi Arabia’s 300+ years of history through an engaging and inspiring set of heritage, hospitality, educational, cultural, retail and dining experiences for residents, tourists and day visitors. ARADA HANDS OUT PHASE 2 INFRASTRUCTURE CONTRACTS TO SUPPORT NEW COMMUNITIES AT SHARJAH MEGAPROJECT ALJADA
A
rada has announced the latest in a series of construction contracts at Aljada, the AED24 billion mixed-use community in the heart of New Sharjah. The developer awarded the AED102 million contract to build Phase 2 infrastructure works to support a number of different communities within Aljada to Al Marwan General Contracting Company, a well-known Sharjahbased contractor that has worked on a series of major projects throughout the UAE. The scope of work for the contract covers the provision of all infrastructure, including the construction of power, water and communications networks, as well as landscape and road construction, for East Village, the student housing community Nest, the SABIS International School -Aljada, and the fourth phase of Aljada, which is due to launch for sales later this year. Construction will start immediately and is due to be completed in September 2021.
HE Sheikh Sultan bin Ahmed Al Qasimi, Chairman of Arada, said: “We are continuing to focus heavily on our construction efforts in the second half of this year; in 2020 as a whole, we expect to award contracts worth more than AED1 billion in value. “This infrastructure deal forms a critical part of our plan to bring a number of communities within Aljada to life, and we look forward to working with Al Marwan General Contracting Company to deliver an exceptional experience for residents and visitors alike.” In recent weeks, Arada has awarded a AED423 million contract to build East Village, the second residential phase of Aljada, to Best Building Contracting Company, as well signing off a separate agreement with Al Zamalek General Contracting to construct the SABIS International School – Aljada. The developer is also planning to award the contract to build the Nest student housing complex, the third
phase of Aljada, before the end of 2020. Located in the fast-growing Muwaileh district in the heart of New Sharjah, Aljada is a 24 million square foot master-planned destination that is set to transform the future of the Emirate. As well as extensive residential districts, the megaproject will also host a premium business park, four hotels, three K-12 schools, a hospital, as well as extensive retail and F&B options. To date, there have been almost 5,800 units sold at Aljada, with over 1,600 units sold in 2020 alone. With an estimated 20,000 units included in the full Aljada master plan, the project is now almost 30% sold out. Construction on Aljada began in 2018 and the first part of the project to be completed, family entertainment destination Madar at Aljada, was opened in February this year. Featuring a popular food truck park, a free drive-in cinema, a children’s adventure playground and the Aljada Discovery Centre, which has been designed by Zaha Hadid Architects, Madar has already welcomed more than 500,000 visitors since launch. The first homes at Aljada are scheduled to be handed over to owners before the end of 2020.

ROBUST STRATEGY Why a robust fire and life safety strategy is an essential part of a building’s life cycle
O
ver the past decade, we have seen significant regional developments in fire and life safety, with countries increasingly benchmarking against international standards and codes. The UAE Fire and Life Safety Code of Practice, in particular, is detailed and clearly defined with very little scope for interpretation to ensure the preservation of life and asset protection remain priorities. Similarly, the Saudi Arabia Building Code 2018 also recognises fire and life safety as a fundamental necessity throughout a project’s life cycle. Codes such as these guide developers during decisions that impact not only the project’s budget, but also the longevity and safety of a project now and in the future. While it could be considered an unnecessary expense to engage with a qualified fire engineer from the onset of a project, failure to do so can ultimately be more expensive down the line.

Having a robust fire and life safety code allows us to work with stakeholders to develop a comprehensive fire and life safety strategy, necessary for ensuring code compliance and helping stakeholders achieve desired safety standards. This fire and life safety strategy also acts as a guide for contractors during the construction phase to assure stakeholders that works are being carried out in line with the building’s design intent. Despite the criticality of a fire and life safety strategy to the longterm success of a project, stakeholders oftentimes overlook the need to engage with a fire

consultant during the initial design stage of a project, potentially resulting in costly rectifications during construction. For example, not having a sufficient number of stairwells as specified in the code can have a huge impact on whether a project is awarded necessary approvals. If this is not identified during the design phase, adding an additional stairwell to a completed building is often not possible or practical, and finding an alternative solution can be costly and time-consuming. Having a robust fire and life safety code allows us to work with stakeholders to develop a comprehensive fire and life safety strategy, necessary for ensuring code compliance and helping stakeholders achieve desired safety standards. specific guidance to ensure the code requirements, such as means of egress, smoke control and fire protection, align with the purpose of the building. For residential projects, as the residents are aware of their surroundings, the sleeping risks we identify will differ from that of a hotel, where guests are in a new environment and are unaware of their surroundings should they need to evacuate in the event of a fire. For low rise, residential buildings
under a height of 15 metres, a single stairwell is sufficient as the means of egress. In contrast, hotels, regardless of the height of the building, require a minimum of two stairwells to ensure compliance. For education projects, such as schools and universities, there are no sleeping risks, but the occupants may be children, so the risks posed are higher, and the means of egress and travel distance in the event of a fire must be shorter than that of an office or a residential apartment building. Sector-specific planning also applies to healthcare projects, such as clinics and hospitals, as patient capability and active surgeries must be taken into consideration, along with the standard sleeping risks, non-sleeping risks and lack of familiar surroundings. For commercial projects, such as shopping malls with a high daily visitor footfall, some occupants may be aware of their
surroundings whereas others may not be, further increasing the risk in the event of a fire. In this instance, increased smoke control is required to permit extended travel distances. A building’s fire and life safety strategy goes beyond the construction phase and continues into the operational phase. Therefore, it is important to ensure fire and life safety is included within the facilities management (FM) of the building’s upkeep. Stakeholders must ensure they appoint an FM provider that understands and respects the importance of fire and life safety and ensures the fire safety systems are tested thoroughly and in adherance to the code. For example, it is mandatory for stair pressurisation to be tested twice a year, fire alarms to be tested four times a year and for all ducts and dampeners to be kept clean and working sufficiently. However, the responsibility of fire and life
safety does not stop with the FM provider. Chapter 18 of the UAE Fire and Life Safety Code of Practice defines stakeholder responsibilities, stating that FM responsibility also lies with building owners, tenants and residents. Despite regional authorities outlining the need for an approved fire engineer to verify designs and final construction prior to final government approvals, this is one area of country codes that we see misinterpreted the most. As pressures to reduce costs and deliver projects in ever tighter timeframes increase, some succumb to the temptation of not engaging with a qualified, approved fire consulting professional until a problem arises. Oftentimes, the need for rectifications not only causes delays but also results in unforeseen costs, making consulting a fire engineer at the beginning of a project a more economical and safer course of action.

CCIONA has a large group of female engineers around the world that work in their chosen profession every day, achieving the highest standards of excellence. Engineering is one of those professions that, according to the statistics, does not seem to attract enough women when they choose their career. Nevertheless, history is full of female engineers whose contributions have been fundamental to understanding the world as we see it today. Women such as Ellen Henrietta Swallow, considered to be the mother of environmental engineering for her studies on water quality in Massachusetts and developing the concept of
“environmental sanitation”, the foundation of modern ecology; or Emily Warren, the world’s first field engineer who led the construction of New York’ iconic Brooklyn Bridge. Today, a vast number of female engineers work every day in this key profession, developing our cities and their societies. Moreover, many of them do so at ACCIONA. The opportunity to carry out and implement a project such as Jebel Ali SWRO desalination plant in Dubai that enormously is going to improve people’s quality-of-life is something amazing for me. It is extremely satisfying to feel in some way responsible for ensuring access to drinking water for 700k Dubai citizens. To know that you are helping meet an essential need that sadly today

is still lacking in numerous regions and communities around the world like the one in where we are living now: the Middle East region. According to ACCIONA’s latest Sustainability Report, desalinated water production in the Middle East will be 13 times higher in 2040 than it was in 2014. In a region with acute water scarcity, demand for desalinated water is being driven by climate change and population growth. We only desalinate water using reverse osmosis technology, which emits 6.5 times fewer greenhouse gases than thermal desalination. And as His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, once observed, “Preserving and investing in the environment means preserving and investing in one of our most important assets”. and BESIX are honored to be involved in the construction of a 40 Million Imperial Gallons Per Day, MIGD, Seawater Reverse Osmosis, SWRO, based desalination plant in Jebel Ali, Dubai, which will be able to provide potable water to 700,000 people. This Seawater Reverse (SWRO) Plant uses reverse osmosis technology for the facility’s desalination process; this is the most advanced and most effective way to produce drinking water, contributing to sustainable use of water as a scarce commodity. What differentiates Jebel Ali SWRO Desalination plant from the rest is its high efficiency considering potable water produced per square meter. The plant is located in a limited area of only 33,600 m2 and can produce up to 43.5 MGID. When comparing it to the rest of desalination plants, Jebel Ali SWRO Desalination plant has an efficiency that is not only above the average, but also proves that is the most efficient plant in the world. In addition to the above mentioned, the following points, among others, have contributed to the efficiency of the plant: > Reduced footprint of a big scale SWRO plant which imply lots of design, construction, logistics challenges, and it make it different from the rest of SWRO designed by ACCIONA worldwide and other competitors. > Lean system is used for planification, coordination and control of the
construction works. This has been implemented through the Last Planner System (LPS) that allows more than 1700 people from different trades to work simultaneously in the same areas. > SWRO plant provided with complete accessibility and lifting devices and strategy plan in order to guarantee an efficient O&M along its lifetime of operation. > The design has used BIM software to create a virtual construction of the facility prior to its actual physical construction, in order to test its operations, reduce uncertainty, improve safety, and identify and address at an early stage potential discrepancies. Consequently, execution timing and
wastage of materials is significantly reduced. Reading, writing, and art are also uniquely celebrated in Sharjah, which is why Sharjah was chosen to be UNESCO’s World Book Capital in 2019. The annual Sharjah International Book Fair – which has taken place every year since 1982 also reflects how important literature is to the people of Sharjah. Sharjah has also been announced previously as an official Capital of Arab Culture and a Capital of Islamic Culture. Modern art is also important to us – recent examples include the installation of the ‘Rain Room,’ a unique modern art installation, offering an inspirational and magical experience for visitors. The Heart of Sharjah, for instance, is a shining jewel in Shurooq’s portfolio. Principles of conservation and sustainability are clearly the cultural catalysts underpinning the Heart of Sharjah – one of the region’s most significant heritage projects to date. ALEC COMPLETES FINAL LIFT OF THE ‘THE LINK’ AT ITHRA DUBAI’S ONE ZA’ABEEL
A
LEC Engineering and Contracting L.L.C (ALEC) has completed another major engineering milestone with the final lift of ‘The Link’, a 9,500 tonne steel structure, which forms the central feature of Ithra Dubai’s flagship, mixed-use, luxury development, One Za’abeel. The innovative and complex cantilever now stands at a total height of 125 metres after a four-day lift which started on October 21st. ‘The Link’ went through a final alignment during the
week, as part of which the cantilever was welded into the towers on which it is placed. Commenting on the milestone, Kez Taylor, Chief Executive Officer of ALEC, said: “We have witnessed the impossible come to life through ‘The Link’. Throughout the four-day process this month our team continuously monitored the structural behaviour of ‘The Link’ and the Towers, reassuring the design’s integrity and strength. It has been a great privilege for ALEC to work on such an innovative and breath-taking design,

Umesh Punia, CEO of Glaze Marble talks about the brand’s core values, the newest addition of Neolith sintered stone to its state-of-the-art gallery, and the marble and granite popular trends WHAT IS THE BRAND PHILOSOPHY OF GLAZE? Since our inception, we have always focussed on the minor details that define quality. This philosophy has given us an identity, that despite beginning from an insignificant operation size, has shaped us into a renowned brand. Even today, being the largest importer of natural stones in the UAE, we stick to our philosophy and our quality. We radically changed the way marble or natural stone was selected, imported, sold & traded in the UAE market. In the late 90’s, when we began, natural stone was imported, stored, and traded in a shabby way, more or less similar to construction or masonry stone. So basically, we believed in the beauty of natural stone, and giving it the same respect as any gemstone in a Jeweler’s shop, this became our strength and brand. This different perspective completely reshaped the whole landscape of stone business in the UAE market. For comparison, if you see the marble companies and their stockyards in Qatar, or in Kuwait, or even in Oman, you can see a completely different scenario, with totally different quality and standards, a different price range, and no luxury products at all. So focussing on quality, details, and believing that the marble is no less than a diamond or a ruby, gives us a niche in the market - and then it is all about scaling. In a nutshell, the foundation stone was laid on the quality detailing of the natural stone which inspired our brand philosophy from the beginning.
WHAT IS YOUR COMPETITIVE EDGE IN THIS MARKET? Undoubtedly the UAE clientele, which has a good taste and refined appetite for quality products, in whichever field or segment that may be, we found our competitive edge. Initially, it was not about finding a competitive edge or something of that sort, it was just passion for the natural stone and marble. Finding new and better-quality natural stone was just a mere passion. In the late 90’s when I started travelling to Italy, I saw how many varieties and highquality natural stones were being processed, imported to Italy from different corners of the planet for processing in Italy and then for re-export to the EU and North American countries. I was always wondering why our market is limited to some few basic colours. Why do those exotic stones have no presence in our market? That’s where the journey started to add new exotic colours to our collection. So, it was a bold attempt to try and introduce all those expensive and high-end stones. Of course, there were setbacks of dead stock as well, however eventually it became our strength and today we have about 400 colours of marble, granite and different kinds of natural stones in our collection. So, this huge range of collections, combined with our fundamentals of quality and detailing, gave us the cutting edge in the market over many companies that were well established for as long as 30-40 years. >>>

t was once described by 10th century Arab geographer Al-Muqaddasi as “the metropolis of this region,” but that is almost certainly not the impression one may have of the city of Mosul in Iraq today. Given the troubles and turmoil it has faced over the last couple of years, Mosul’s history and heritage seem to have been relegated to the background on account of the damage and destruction the city has undergone, but that looks set to change now thanks to a new project being spearheaded by the United Nations Educational, Scientific, and Cultural Organization (UNESCO), in collaboration with the governments of Iraq and the United Arab Emirates.

To understand the relevance of this particular initiative, a look at Mosul’s past is necessary. While history records the establishment of Mosul’s Old City to have happened in the seventh century B.C., the city rose in prominence around the 12th century A.D., when it was under the rule of the Zangid dynasty. Founded by Imad Ad-Din Zangi, the Zangi dynasty ruled over Mosul for 130 years, which has since been referred to as “the golden years” of the city. One of the highlights of this period was the construction of the grand mosque of Mosul, the Al-Nouri Mosque, situated at the geographical heart of Mosul, with one of its many claims to fame included its leaning minaret, which led to it becoming known as the Al-Hadba (Arabic for “hunchback”) Minaret. The area of the mosque, which, in following years, included a prayer hall, a madrasa, and other buildings, has since been referred to as Al-Nouri Complex, and it became a hallmark of the Old City, which also included the churches of Al-Sa’a and Al-Tahira, both of which were iconic structures in their own right. With itbeing a place where people
of diverse cultures and faiths peacefully coexisted with each other, it’s easy to see why this city-whose name translates to “the linking point” in Arabiccame to be a definite source of pride forand representative of the diversity of the Moslawi people, a population that includes Arabs, Kurds, Tukens, Armenians, Assyrians, Yazidis, Shabahkis, Mandeans, Kawliyans, Circassians, and several other ethnic groups.It is this symbol of the historic city of Mosul that was severely damaged in the summer of 2017, when the terrorist forces of the Islamic State of Iraq and the Levant (ISIL, or Da’esh), which had occupied the city in2014, was defeated and forced to leave by a coalition led by the Iraq government and its international allies. Amid their retreat from Mosul, ISIL left a series of explosives in the Al-Nouri Complex, which, besides destroying the mosque and its minaret, left the location mostly covered in rubble and thus inaccessible as well. With the monument being emblematic of Mosul, ISIL’s destruction of the Complex was described by the then Prime Minister

of Iraq Haider Al-Abadi as the militant group’s “declaration of defeat,” but it’s safe to say that its loss also weighed heavily on the minds of the country’s people. Indeed, this is the impression I got when I talked with Dr. Hassan Nadhem, the current Minister of Culture of Iraq, on the relevance of this landmark to not just his country, but to the entire Middle East region as well. “Its importance stems from the fact that it represents two images,” Dr. Nadhem said. “The first one shows the depth and the multitude of the Iraqi legacy, especially given that this area includes the churches of Al-Sa’a and Al-Tahira in the Old City, in addition to the many traditional buildings near the Mosque. The second image represents a painful picture of the modern age, embodied by ISIL in the most horrific way, as they tried to murder the identity and history of Iraq.” Dr. Nadhem’s response is essentially an explainer of why UNESCO launched the “Revive the Spirit of Mosul” initiative in 2018. This project, whose goal was declared to be “to foster reconciliation and social cohesion in Mosul and its Old City,” aimed to both restore and reconstruct its iconic landmarks, which includes the Al-Nouri Mosque and its Al-Hadhba minaret, as well as the churches of Al-Sa’a and Al Tahira. While UNESCO led this project in collaboration with the Government of Iraq, “Revive the Spirit of Mosul” also had the backing of the Government of the United Arab Emirates (UAE) as well, with it pledging more than US$50 million to this endeavor. In order to understand the UAE’s interest in and support for this initiative, I spoke with H.E. Noura Al Kaabi, UAE Minister of Culture and Youth, who pointed out to me that this particular project’s importance is tied not just to Iraq, but the Middle East and the world as a whole as well. “Iraq’s culture and history have played a key role in our collective history, and the destruction of the Al Nouri Mosque is an attack on our shared cultural heritage,” she explained. “To see the project completed, and Al-Nouri Complex used as a vibrant community space for worship, education, and connection will serve as a strong example of hope, resilience, and coexistence for WWW.CBNME.COM

Iraq, the region, and the world.” Al Kaabi also noted how rebuilding Mosul in the model of the culturally diverse ideals that’s embedded in its history sends out a clear message in terms of the positive principles that the Middle East stands for, as opposed to the negative hues it is often painted with in the larger global landscape. “The city of Mosul has, for thousands of years, been a commercial and cultural link between the north, south, east and west,” Al Kaabi explained. “One of the world’s most ancient cities, its origins date back to seventh or sixth century BC. As such, the legacy of the city is primarily defined in terms of its centuries of pluralism and cultural coexistence. The Al Nouri Mosque has been a significant
landmark for the Old City of Mosul, and a symbol of its cultural identity, since the 12th century A.D. Therefore, its importance has to be seen, both in terms of the city’s architectural history and cultural history. Although it underwent many renovations over the years, it was destroyed only when Da’esh captured the city. Rebuilding it and restoring it to its original glory is an act of resistance to terrorism. It is particularly relevant in the context of the Middle East, as it sends out a clear message that the mayhem spread in the region by extremists and terrorists will not only be defeated militarily, but the destruction they cause will be undone, and the divisive ideas they propagate will be countered.

This idea of getting people to come together for the greater good of not just Iraq, but the world as a whole, seems to be a definite undercurrent with UNESCO’s latest undertaking as part of the “Revive the Spirit of Mosul” initiative. UNESCO has just launched a global competition (see more details on https://unes.co/mosulcompetition) that is inviting architects, engineers, companies, or joint ventures from all around the world to come up with a design for the new Al-Nouri Complex. According to Ernesto Ottone R., the Assistant Director General for Culture at UNESCO, the contest, which will be accepting submissions until spring of next year, seeks to rehabilitate the Complex in a manner that’s reflective of Mosul’s storied heritage, while making use of new and modern techniques to weave it into the city’s current fabric. “One of UNESCO’s missions is to protect culture in emergency situations, and build on its power to promote peace-building, recovery, and reconciliation,” Ottone said. “Such action is fundamental to achieving sustainable development and fostering security. It was therefore natural for our organization to be at the bedside of the Moslawi, and support them in their efforts to rebuild this Al Nouri Complex, without which they could not recover totally from the trauma of the destruction. It should also be added that one of our guiding principles is to facilitate a consultative approach to ensure that all steps taken towards the rebuilding is in line with the expectations of the local communities and authorities. This is why the decision to organize an international architectural competition was taken and agreed upon in April 2020 by the project’s steering committee in which local authorities, community representatives, and religious leaders are represented.” Ottone went on to explain the factors that will govern how UNESCO and its partners will determine the winners of this contest. “The competition will be guided by a set of clear values that UNESCO and our Iraqi counterparts would like to see reflected in the design,” he said. “Situated at the heart of the old city, Al-Nouri Complex is surrounded by beautiful 18 and 19th century late Ottoman buildings. architects and designers will see the opportunity to offer an integrated design inspired by such a unique and rich architecture of Mosul’s Old City. Moreover, and most importantly, the project should harmoniously fuse the old –the remains of the complex’s own historical buildings- with its newly designed ones, and all together with the landscaping design. We also hope that the architectural proposals will provide a space for the community, which is a place of sharing knowledge, and hosting cultural and religious manifestations. We would like to see designs that that respect the herit-
age environment, and convey a sense of peace and tranquility for worshipers. Of course, we also advocate for an environmentally friendly design that prioritize local constructive cultures and local artisans’ know-how.” This sentiment is echoed in Nadhem’s vision for what he believes the people of Iraq would want the Al-Nouri Complex to signify with respect to its redesign. “Iraq’s interest in reconstructing AlNouri Complex has two reasons,” he said. “The first reason is related to Iraq’s interest in preserving its legacy, which can be considered to be both a national

and an international one. The second reason is related to Iraq’s war against terrorism that has caused the death of many brave Iraqi people. This war was not only to maintain the safety and security of the country, but it was also a triumph of peace, culture, and coexistence of society and life with all its meanings. Al-Nouri Complex, after reconstruction, will be a cultural, humanistic memorial of the war that Iraq waged for the sake of humanity. In addition, this Complex is for the citizens of the city who are conscious about the legacy and the inveterate history of their city.” The UAE’s Al Kaabi agreed with this statement from her Iraqi counterpart, saying, “The Al-Nouri Mosque was used by Da’esh to announce their ‘caliphate’ in 2014, and destroyed by them three years later before they were pushed out of Mosul. These actions cast a shadow on a mosque that for 800 years had stood as a symbol of coexistence and inclusion, in a city where the sound of church bells and the call to prayer were often heard at the same time. It is especially important during these times when we see all around us divisive narrative intent on pitting groups of people against each other, to counter this narrative with a stronger, louder message of resilience, hope, and peace.” An independent, international jury will determine the winners of this competiWWW.CBNME.COM

tion, with Ottone saying that it will be composed of experts in the key domains relating to this initiative, and selected by UNESCO and the Government of Iraq. According to him, the jury will look at “the extent to which the proposal accomplished an almost seamless integration with the rich architecture of Mosul’s Old City, the capacity to which it achieved the integration of its own remaining and reconstructed buildings with its newly designed ones as well as the landscaping of the entire complex, the potential of the design to create an oasis of peace and tranquility for worshipers and a vibrant vital center for the community, and the capacity of the project to envision an environmentally conscious design.” Meanwhile, Al Kaabi noted how an international competition of this nature would allow for innovative and creative ideas from all corners of the globe to participate in the rebuilding of the Al-Nouri Complex, while also increasing global awareness on the themes of cultural preservation and restoration, the impact of terrorism on our culture, and the importance of international cooperation in the cultural sphere. “As for the values and ideas we hope the participants to bear in mind, it is imperative to focus on retaining all the traditional elements of the original structure, including use of the remains of the historic landmark,” Al Kaabi added. “The participants should consider using traditional materials and modern techniques, to allow for harmonious integration between the Old City’s architecture and the new design. The new buildings will make use of colors and materials in accordance with those used
in the Old City of Mosul. In short, we expect traditional architectural typologies with subtle modern re-interpretations. There are other functional aspects we invite the participants to pay attention to, such as accessibility for people with disabilities.” From Nadhem’s standpoint, he reiterated the importance of the Al-Nouri Complex to the people of Iraq, and how its design and development needs to be done keeping that aspect firmly in mind. “In the many meetings we had with UNESCO, we have set the plan for the reconstruction of the Al-Nouri Complex,” he said. “We have confirmed two important basic points, which relate to preserving the inherent traditional countenance and the architectural, cultural identity of the structure, and setting a clear time frame for plan for the reconstruction plan.” With the UNESCO competition now getting underway and open for entries, one waits with bated breath for what hopes will be a slew of innovative, inspiring ideas that bring back to life one of Mosul’s most loved landmarks. Sales gain pace over Q3, although remain down year-on-year

espite a clear quarterly rise in property sales during Q3, Dubai’s real estate market is expected to face further challenges in both the rental and sales market, according to the latest Observer: Dubai Residential Report Q3 2020 from Chestertons. Research released by the leading international real estate services firm highlighted that increased sales activity in the third quarter, which rose by 50% Q-on-Q, was largely attributed to pent up demand from Q2, along with developer promotions offered to clear built but unsold inventory. Total transaction volume was down 21.7% from Q3 2019. Apartment prices fell 3.4% Q-on-Q, an increased rate of decline from the previous quarter, while villa sales prices witnessed a marginal fall of just 0.2%. In the rental market, apartment rental rates fell by 3.6%, whereas villas saw declines of 1.2%
Chris Hobden, Head of Strategic Consultancy, Chestertons MENA, said: “Dubai witnessed a clear increase in transactional activity during the third quarter, building on a recovery seen during the final month of Q2, following the easing of COVID-19 restrictions. “However, transaction volumes remain lower annually, and we expect both prices and rents to face further downward pressure over the final quarter of 2020. The ongoing economic impact of COVID-19, and a likely reduction in the emirate’s population, both key drivers of Dubai residential prices, are set to hamper market performance.” In the sales market, average apartment prices fell by 3.4% from Q2 2020, denoting a 11.4% year-on-year decline. The largest price declines were witnessed in Dubai Sports City, with average prices falling by 5.5% Q-on-Q to AED 621 per sqft. Dubai Silicon Oasis was the only other location to see a quarterly fall in average prices above 5%, reaching AED

540 per sqft, representing a 5.3% drop. Locations witnessing more moderate declines in Q3 included popular communities such as Dubai Marina and The Greens, with prices falling by just 2.4% and 2.5% to AED 985 per sqft and AED 815 per sqft, respectively. Average apartment prices in The Views and Business Bay also performed comparatively well, both declining by 2.7% to AED 1,022 per sqft and AED 970 per sqft, respectively, over the third quarter. Villa sales prices saw a more moderate fall of just 0.2% and, on an annual basis, prices fell by 5.8%, with villa prices proving more resilient for the second consecutive quarter. Palm Jumeriah was the only location to witness a price increase, up by 2.2% from AED 1,820 per sqft to AED 1,860 per sqft while Jumeirah Park saw prices hold steady over Q3, at AED 720 per sq ft, having seen a modest decline of 0.7% the previous quarter. Arabian Ranches and The Lakes both witnessed quarterly declines of less than 1%, at 0.4%, and 0.5%, to AED 787 per sqft and AED 975 per sqft, respectively. The Meadows/The Springs saw the highest quarterly decline at 2.5%, with average prices reaching AED 795 per sqft, down from AED 815 per sqft in Q2. “Average villa prices performed comparatively well over the third quarter, with the pace of decline tapered by broader price stability across several locations and, in the case of Palm Jumeirah, an uptick in the average achieved sales price,” said Hobden. International City and Discovery Gardens witnessed the sharpest quarterly rental decreases of 5.8% and 5.5%, respectively. Villa rents proved more resilient, falling by just 1.2% and 5.6% on a quarterly
and annual basis, respectively, with agents reporting an apparent uptick in villa enquiries since the easing of lockdown restrictions in May. Jumeirah Village Triangle (JVT), Jumeirah Islands, Jumeirah Golf Estates, and Palm Jumeirah all saw declines of below 1%, with Arabian Ranches also seeing a comparatively moderate fall of 1.3% q-o-q. On a unit-type basis, five-bedroom villas at The Lakes saw the sharpest quarterly drop, falling to AED 280,000 per annum from AED 290,000 in Q2, a decline of 3.4%. Conversely, three-bedroom villas at The Lakes and JVT held steady over Q3, as did fourbedroom units at JVT, Palm Jumeirah, and Jumeirah Islands. Off-plan sales totalled 3,262 units over Q3, down from 3,331 the previous quarter and the 5,943 units sold over Q3 2019. Town Square saw the highest volume of completed units transfer over Q3, at 539, followed by Dubai Marina at 304 units. “While developer incentives played a part in supporting sales, pent up second quarter demand, and delays in the transactional process seen during lockdown, were also significant factors in boosting third quarter figures. “We expect that Q4 transaction numbers will provide a more reliable indicator of Covid-19’s market impact, and the extent of Dubai’s market recovery,” he added.

edical professionals around the world have fought hard to sustain society amid the perils of COVID-19. Now, based on all that we have been through, I believe it is our mission as those engaged in urban and architectural design to create proposals for a safer and more sustainable urban environment. Here, I would like to talk about the thoughts I had while our activities were restricted. Shift from high-density concentrations to a balanced distribution The high-density integration of urban functions is efficient and is thought to act as a source of innovation resulting from a mix of interactions. However, I have learned that an excessive level of concentration can be an obstacle to the continuity of business activities when the movements of people, goods, and services are restricted because of a virus. Going forward, we must be able to properly maintain a remote environment with business, residential and commercial zones distributed at appropriate densities. In normal times, this distribution will increase the number of choices available for both work and living spaces, and in the event of a disaster, will ensure a minimum level of functionality. However, this is not the only change. In our future, I believe that society will emerge that incorporates not only spaces, but the concepts of virtual reality and time, where completely new cities, buildings, and spaces must be created.
Today, we have started to take up this challenge in preparation for that time. Accommodating flexible architectural spaces Standards and regulations for buildings and rooms are legally set according to their respective uses. However, in this pandemic, general hospital beds are being converted for use for infectious diseases, and homes and hotels are being used as rooms for people who only show minor symptoms to recuperate. Many residences have also become offices for people working remotely from home. With this in mind, I believe preparing for the creative, flexible use of spaces in the future for both normal times and during disasters will lead to the resilience of society with due consideration paid to legal compliance, without the need for excess investment. These spaces are also reminiscent of
the simple, but highly flexible housing culture in Japan that has been adapted for multiple purposes, such as for bedrooms and dining rooms, where rooms can be changed by opening and closing fusuma (paper sliding doors) to tailor them to the user. Breathable architecture and cities Semi-outdoor spaces, such as verandas, can be found throughout Japanese architecture. If you open up windows and control the amount of sunlight that filters in using eaves and fittings, pleasant breezes will flow through structures. Light gardens in traditional machiya townhouses are narrow spaces that offer a point of contact with nature. Ventilation has been pointed out as a priority item in measures to combat infectious viral diseases, and if this concept in Japanese architecture is applied to existing buildings and cities in a completely new way, it may help with measures to prevent the spread of infectious diseases and also save energy. Business Continuity Planning (BCP) and resilience based on the concept of complex disasters Disaster responses must not be forgotten in the context of creating resilient cities. Throughout its past, Japan has experienced a multitude of natural disasters. We have a keen sense of the importance of promoting disaster preparation plans and urban development for earthquakes, typhoons, river flooding caused by torrential rainfall, and power outages occurring simultaneously with a pandemic based on simulations in normal times.

Asphalt recycling with a zero carbon footprint at Famenne Enrobés
I
n the beautiful territory of Marche en Famenne in Belgium, the company Famenne Enrobés produces and supplies hydrocarbon coatings for the road sector. With a staff of 15 employees they manage besides their offices, an asphalt production plant, an asphalt recycling plant & their own laboratory. All on the same location. The asphalt plant, installed in 2004, produces up to 320 t/h. For the treatment of the recovered asphalt they use an electric driven three-deck classifier Keestrack C6e in combination with two, also movable, electric driven primary and secondary roller crushers . In
2019 the decision was taken to replace their classifier with the electric driven Keestrack C6e because they wanted an ecologic and more economical solution for their hydrocarbon coating recycling process and choose a full electric driven solution. But also the compact, one piece, transport solution was a key factor, as the classifier sometimes is operational at other sites. Mr. Patrick Noiset, the director of Famenne Enrobés explains the process of their fully electric driven asphalt recycling process (recycling process for hydrocarbon coatings). Up to 50% of bottom layer asphalt can consist of the high quality recycled asphalt which

they produce in their asphalt recycling plant. The top layer in Belgium roadworks always exists of 100% new asphalt as in the Walloon Region, the Qualiroute specifications do not allow any recycled material in the wear layers currently. The asphalt recycling station is 100% electric driven connected to the mains network. Due to their specific set-up of this application they can produce top quality asphalt (0-11 mm) in closed circuit. The process incorporates primary crushing – size control – recirculation to a secondary crushing stage – final separation. This is achieved with the Keestrack C6e and 2 static, electric driven asphalt crushers.
The primary roller crusher is fed by the wheel loader and creates a coarse fraction which enters the feeder of the C6e, the 11/40 mm fraction is transported back into the secondary roller crusher, creating a closed circuit with a very specific 0-11 mm granulate. The roller crushers ensure a perfect end granulate product as it crushes exactly at the right characteristics of the asphalt, maintaining the aggregate and separating it from the tar without excess of fine fraction. The asphalt recycling plant produces up to 100 t/h. With the contribution of their own laboratory Famenne Enrobés controls their production process to the detail. Grain size and the bitumen oil content is strictly controlled in their recycling process by continuous checks. This way a homogeneous high-quality end product is guaranteed. “The possibility to plugin the C6e classifier into the mains was a must for Famenne Enrobés,” according to Mr. Patrick Noiset, “We want to be able to produce at zero carbon footprint.” The possibility to run the classifier also from its own diesel engine and gen-set, and to have it easily transportable in one piece, is also an added value as the equipment moves 3 to 4 times a year to other sites. Above these advantages the electric driven C6e also needs less maintenance when plugged into the electrical network as the diesel engine is not used at that point. As the electric driven parts use less hydraulic oil there is also less maintenance costs and less environmental risk due to leakage. WWW.CBNME.COM

They provide lower maintenance levels, improved operator comfort and the ability to meet stringent environmental and noise regulations. “The online pre-booking tool is a new approach which
targets the early adopters of electric machines and identifies new customer segments. After this, customers will then be informed that they have been cleared to place an actual order for the machines. The first deliveries of the electric compact machines to custom-
ers in these countries will commence at the beginning of 2021. The online portal has been conceived to expand the opportunities for customers to buy one of these machines and to broaden the way these machines are used by customers. It is being managed in collaboration with local dealers. Additionally, if the controls have not been used after a short amount of time, they will automatically disengage for safety reasons. The panel also includes a diagnostic display that indicates battery charge level, percentage of load in the platform, and hours on the machine. It will also show warnings such as platform overload and tilt angle. Operators can cycle
through the diagnostic display with the easy-to-identify information button. The control panel includes an indoor/outdoor selection button. The indoor option allows for full height operation if no wind is present. The outdoor selection button limits the height to allow for a 28-mph wind speed, which complies with ANSI A92.20. This indoor/ outdoor option increases safety for the operator and provides contractors access to more jobs. MONACO PAVILION
Inspired by iconic landmark ‘The Rock’
M
onaco Pavilion at Expo 2020 Dubai has chosen to present the many facets of its national identity inspired by the Rock, in the Opportunity district of the expo site. With one year to go before the opening, the external structure of the Monaco Pavilion is almost completed. All of the solar panels that make up the rock and the cutting of the atypically shaped windows are being finalised. They will be connected to the city of Dubai’s grid at the beginning of December, thus starting the process of self-supplying the Pavilion with energy until the opening and throughout the duration of the event. On the water supply side, the irrigation, drinking water and fire-fighting networks have also been installed and the landscaping is also being finalised. Once the core and shell is completed, the pavilion will be closed, tempered, and
kept under surveillance until it reopens at the end of May. The interior scenography and the various elements making up the stations to be visited will be delivered and installed from June, as will the
