NAKHEEL AWARDS CONTRACT FOR MARINE WORKS AT PALM JEBEL ALI
Jan De Nul Dredging, awarded the contract, is set to complete all marine works at Palm Jebel Ali in just over two years
Nakheel, a member of Dubai Holding’s pioneering real estate arm, Dubai Holding Real Estate, has awarded Jan De Nul Dredging LTD. an AED 810 million contract for the marine works on Palm Jebel Ali. Part of the leading international Jan De Nul Group, the company will be responsible for dredging, land reclamation, beach profiling, and sand placement, directly supporting the construction of villas across all fronds.
With mobilisation activities already underway, Jan De Nul Dredging is expected to complete the entire scope of marine works at Palm Jebel Ali in just over two years. Importantly, the first eight fronds of the project are expected to be site-ready by the first quarter of 2025, allowing for the commencement of villa infrastructure and civil works.
Following Nakheel’s recent award of two major infrastructure contracts, works have also commenced on the construction of a new public access
road, which will provide access from Sheikh Zayed Road and roadway and lighting enhancements from the mainland to Palm Jebel Ali.

King Salman International Airport Development Company
(KSIADC), a key player in the Saudi Vision 2030 initiative, has made a significant move today. The company has announced the signing of strategic partnerships with four leading local and international companies in the fields of architecture, engineering, construction, and air traffic management. This marks the beginning of a new phase in the development of King Salman International Airport, positioning it as a hub for tourism, travel, and transportation in Saudi Arabia and the wider region.
The airport’s master plan, covering a total area of 57 square kilometres and including several terminals, six runways, and a multiasset real estate area, will be brought to life by the award-winning architecture firm Foster + Partners.
According to the release, the airport’s design will capture Riyadh’s essence and reflect Saudi culture, providing travellers with a unique experience. International engineering firm Jacobs will provide specialist consultancy services for the airport’s detailed master plan and the design of the new runways.
Mace, the leading consulting and construction company, will apply global best practices, innovations and advanced methodologies at all planning and construction stages.
Nera, a Saudi company specializing in technical and operational solutions for aviation, will oversee the
design of airspace using the latest technologies to enhance air traffic efficiency and improve operations.
KSIADC Acting CEO Marco Mejia stated: “We are committed to delivering an airport which will be seen as the benchmark in aviation. It will provide the national and international connectivity the city of Riyadh needs to meet and drive the business, trade and tourism growth set out in Vision 2030. These four firms will work alongside the Saudi and international talent we have brought together; they will be an essential addition to our team as we build King Salman International Airport, creating a new passenger experience.”
The airport’s master plan was unveiled in November 2022 by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince, Prime Minister, Council of Economic and Development Affairs Chairman, and Public Investment Fund Chairman.

EMIRATES STEEL ARKAN REBRANDS AS EMSTEEL

Raad Jarrah, Chief Development Officer at Ithra Dubai, leverages 35 years of experience to lead innovative projects like One Za’abeel, transforming Dubai’s skyline with cutting-edge design and development strategies.
Can you walk me through your journey in the real estate industry?
I have been involved in real estate development for over 35 years. My career spans across the United States and the United Arab Emirates with projects in commercial, residential, and hospitality sectors. Prior to my position as Chief Development Officer (CDO) at
Ithra Dubai, I had worked on various mega-projects, including the Index Tower, and held positions as Chief Development Officer of Union Properties, and GM Development at Emaar Properties.
As Chief Development Officer at Ithra Dubai, I regularly employ my experience alongside my understanding of Dubai real estate and efficient development to plan inclusive and mixed-use developments in the Emirate, with One Za’abeel being a shining example of what we’ve accomplished.
For One Za’abeel, what did the construction phase look like? Were there any challenges? Construction began in 2017, with the aim of producing
an unparalleled icon of mixed-use living in the heart of Dubai. Bringing the vision of One Za’abeel to life required our collaboration with strategically-sourced local and international industry experts to develop innovative techniques and solutions. Creative thinking was at the forefront, requiring us to equip stateof-the-art engineering, eco-conscious materials, and innovative design to accommodate the grandiosity and location of the project.
Due to its prime location, excavation for the development occurred beneath a live highway. Major considerations had to be taken when digging the deep seven floor basements due to the proximity to an existing overhead highway’s bridge piers and foundations. You can see all of our collaborative, innovative technologies applied in the construction and lifting of The Link - the cantilevered building suspended between One Za’abeel’s two towers. The 230 metre-long sky concourse holds the Guinness World RecordsTM title for The Longest Cantilevered Building in the World, with 67.277 metres of it suspended 100 metres above the ground. The lift was a major achievement, executed without stopping the flow of traffic on the 4-lane highway that stands between the two towers.
What inspired the concept and design behind One Za’abeel The Residences?
Sustainability, convenience, and luxury are the core pillars of One Za’abeel. When designing The Residences in particular, the goal was to create the ideal homes for discerning and contemporary global citizens looking for an elevated living experience.

As a beacon for Dubai’s pioneering spirit, adhering to green building initiatives is a priority for One Za’abeel. In line with the UAE’s 2050 net-zero target and the guidance of sustainability consultants, WSP Middle East, the sustainability strategy was developed around a bespoke responsibility matrix that incorporated LEED Gold standards, which was achieved in December 2023, as the certification was awarded to the landmark development.
Some of the features incorporated to increase energy efficiency and reduce waste include 64 dual Electric Vehicle charge points, condensate water collection system from AC units to use for the irrigation of the
plentiful vegetation, and high indoor air quality. The unique façade system for the entire development was specifically selected for its ability to reduce heat gains and minimise demands for cooling energy.
An essential element to sustainability monitoring and measuring, allowing the entirety of the project, including The Residences, to tailor and reduce consumption in realtime. An extensive electricity and cooling metering network measure and manage 100% of energy consumption. One Za’abeel The Residences was awarded Sustainable Residential Development at the 2023 MENA International Property Awards for
its prioritisation of sustainability.
What role does community engagement play in shaping the lifestyle experience for residents at One Za’abeel, and what initiatives are in place to foster a sense of belonging?

In Munich specifically, Endless Surf’s ES34 lagoon has 34 wave-generating caissons that deliver powerful, customizable waves, thanks to the product’s robust pneumatic hardware and proprietary software suite. Now officially open to the public, the system offers a surf experience that caters to every skill level and style, from beginners catching their first waves to seasoned pros surfing in the barrel and pulling off aerial manoeuvres.
Although the lagoon in Munich is an ES34, Endless Surf pools can be scaled up or down based on the number of pneumatic wave-generating chambers along the back wall of the pool. Depending on the available land, ES wave pools can be built with as few as 24 chambers (ES24), as many as 60 (ES60), or anywhere in between. Ultimately, the number of pneumatic chambers will affect footprint size and surf ride time but will not affect wave-creating capabilities like height and wave types. In Munich, Endless Surf offers up to an 18s ride in Single Peak mode. An ES60, featuring nearly 75% more wavegenerating caissons, can offer up to a 32s ride from end to end.
While the single peak wave is perfect for a premium wave offering, Endless Surf showcases a Split Peak setting that offers lefts and rights in the same session, which is great for high capacity and throughput. In addition, after the main wave breaks at ‘The Peak,’ the energy is recycled in ‘The Shore’ zone. The Shore offers a perfect whitewater wave for beginners to learn simultaneously while The Peak is pumping.

Their findings revealed that 76% of people feel their best in a place where they can ‘live, play and work’, underlining the importance of creating integrated communities. This is
reflected in their design of projects with ample open spaces, green parks, and seamless connectivity, which their findings highlight as crucial aspects of people’s expectations in modern community living.
Orascom Development’s resilience is evident in its growth plans. With a land bank of more than 100 million square meters and over 40% of that land under development or already developed into thriving communities, they are driving their growth with
a deep understanding of the real estate market trends in the GCC and the broader region. This approach has led to significant achievements, such as a 20% increase in contracted units to 2,115 units in 2023 compared to the previous year and CHF 704.2 million in real estate sales – a similar value to 2022, despite the challenges posed by the Egyptian Pound devaluation.

Since he joined in late 2020, the “project” he is most proud of is their transformation journey from a family business to a multinational company. This marks one of their most significant steps forward, providing them with the foundation for a sustainable and profitable business.
As they move forward, their next growth phase will be driven by accelerating the great work they have been doing and will revolve around several key areas. First and foremost, they are becoming more customer-centric in their decision-making. In the past, it often began with feeling and intuition – having a good sense of what their customers, visitors and residents want. That’s becoming a lot more fact-based, using market research and going into different regions and understanding how they should do things differently to delight their customers in each location and have them coming over and over again to Orascom Development’s destinations. They will also focus on the evolution of their talent, working together across the organization to align our processes and drive efficiency.

Philip Gullett’s journey to Trojena is shaped by over 30 years of experience in real estate development, including his role in London’s Battersea Power Station. “Trojena is aiming to be the pinnacle for new experiences and perspectives,” What does this mean? And how is Trojena different from other resorts and residences in the world? Trojena is one of the main developments at NEOM, sitting right in the heart of NEOM’s nature region. Do you see any challenges? If so, can you tell us how to overcome them?
Construction in a remote mountainous region poses an immense challenge. Overcoming this requires bold, forwardthinking, and continuous improvement to ‘future-proof’ the development and serve it as a blueprint for the rest of the world. Since 2022, we have excavated approximately 9 million cubic meters of material from the future lake site and advanced the Ski Village and Slope Residences, with basement works actively underway. Additionally, we have excavated nearly 2 million cubic meters of rock to create the site for our innovative ‘vertical village’ concept, the Vault. It’s an exciting time as everything starts to come together, and we’re gearing up to welcome visitors and even host Olympians for the Asian Winter Games in 2029.
Looking inward, we collaborate across all NEOM sectors and share insights with other regional developments to foster knowledge exchange and best practices. For example, ENOWA, a NEOM subsidiary company that leads the development of sustainable energy and water systems, is assisting us in providing fresh and clean water to our mountain resorts in addition to investigating the introduction of geothermal wells that could harness the shallow subsurface temperatures for building heating and cooling applications. Similarly, NEOM’s Heritage team’s experiences in other projects inform our approach to preserving heritage sites and integrating cultural values well within our Trojena development.

You are currently developing sustainable concrete from locally sourced aggregate, which reduces carbon and shipping-in-material emissions. Tell us more about that.
Saudi Arabia is undergoing unprecedented development, with projects like NEOM representing one of the most significant global earthworks constructions. From the beginning, we understood our limitations with traditional supply chains. We are also aware of how energy-intensive construction of this scale can be. So, at Trojena, we proactively sought alternative solutions to ensure a steady and sustainable flow of materials for our construction needs that meet our sustainability vision.
Concrete is one key construction material that significantly impacts the environment, responsible for approximately 8 per cent of global CO2 emissions. Based on this, NEOM is focusing on centralising and owning an end-to-end supply chain for cementitious materials, including cement (ordinary portland cement) and supplementary cementitious
materials (SCMs), as part of its carbon reduction efforts, which Trojena will benefit from. The abatement potential of cement replacement with SCMs is estimated to achieve up to 35% in carbon reduction.
In addition, Trojena is leading an initiative that involves the production of lower-impact concrete, where locally sourced aggregates from excavation sites within Trojena are repurposed for construction materials. This will avoid the extraction of raw materials (such as sand and gravel) from new mine locations, which will avoid or reduce land degradation, loss of habitats, and water pollution.
This sustainable concrete approach reduces reliance on external suppliers and minimises environmental impact by utilising materials sourced directly from the project site. For example, the demand for roller compacted concrete for dams forming the lake currently necessitates approximately 3.5 million cubic meters, equivalent to over 400 thousand truckloads of concrete, including all associated costs, air emissions and time. Trojena is significantly reducing the need for extensive transport of materials by crushing and utilising rock excavated from the Vault on-site, thereby minimising costs, environmental harm, logistical complexities and the impact associated with traditional supply chains.
How does producing sustainable concrete help Trojena’s long-term sustainability goals, and how does NEOM plan to measure progress towards achieving the goals?
The development will require about 7.3 million cubic meters of concrete:
approximately 52% will be used for buildings and structures, and the other 48% will be used for dams. Because we plan to use 100% of available aggregates from ongoing excavation, the carbon emission saved due to reduced transportation is estimated at around 0.4 million tons of CO2, which represents a 10-15% carbon reduction from the baseline, or the amount of CO2 captured by 1 million trees.
At Trojena, we have set ambitious sustainability principles during the development of our master plan. These principles include net-positive outcomes for the climate and environmental quality, with the goal of achieving Netzero Carbon, Net-positive biodiversity, and health-positive developments. Our vision also includes the sustainable use of resources and the establishment of a truly circular economy. To achieve these goals, we are implementing various wellknown rating systems for communities, buildings, and infrastructures such as Envision, LEED, SITES, and WELL. Our aim is to achieve the highest levels of certification, ensuring that Trojena creates sustainable and future-ready developments that benefit the communities and provide an excellent experience for residents and visitors.
Protecting the region’s rich cultural heritage and environment is our core focus at Trojena. As anywhere else at NEOM, Trojena is actively committed to decarbonising construction by integrating cutting-edge technologies and sustainable practices into its development. This includes optimising the supply chain, implementing circular economy principles,
emphasising the responsible use of resources and minimising waste. This is also in line with NEOM’s core tenets of environmental sustainability and conservation, and as such, it has committed to preserving 95% of the region, which is set aside for nature. Several initiatives are underway to help NEOM achieve these goals, including a rewilding and regreening initiative which seeks to plant a million trees and reintroduce many native species.
What
is the legacy you want to leave behind with this project?
I want to look back and confidently state that we created something new and added value to the concept of the mountain destination. We are redefining how such a development is perceived, and our sustainable approach to design and construction ensubiodiversity conservation and regeneration. Infrastructure development sustainability and nature preservation do not have to be mutually exclusive, and I hope that from that perspective, Trojena can serve as the blueprint for the rest of the world to follow.

lighting, and motion sensors. The workspace is designed with biophilic elements, flexible layouts, and smart, connected spaces to boost productivity and well-being. This project exemplifies a commitment to excellence, sustainability, and the creation of a dynamic, modern work environment.
The project is located in Dubai Design District and completed in 2023, spans 220 square meters and features key areas such as an entrance lobby, open office, managers’ room, meeting room, multifunctional space, and lounge area. The design prioritizes sustainability and functionality,
creating a dynamic workspace that harmonizes aesthetic appeal with environmental responsibility. Each space is meticulously crafted to enhance productivity and comfort, reflecting modern design principles that align with the project’s sustainability goals.
This project delivers cutting-edge, free medical services, particularly to the underprivileged, while also training healthcare professionals to international standards and advancing biomedical research. As the largest cardiac care and research facility in the region, it serves over 120,000 patients annually. The state-of-the-art hospital
includes 304 beds, 6 operating theaters, and 4 CATH labs, spanning 90,000 m² on a footprint of 23,730 m². Additionally, the project incorporates sustainable practices, utilizing energy-efficient systems and environmentally friendly materials to minimize its carbon footprint and promote long-term sustainability in healthcare.

There is no slowing down for the Dubai real estate sector, which continues its historic performance by recording the highest half-year sales ever in the first six months of 2024. This remarkable achievement underscores the emirate’s attractiveness as a global destination for real estate investment.
As the government intensifies its efforts to position Dubai as a top investment hub, the Executive Council has approved a $6.8 billion FDI program to attract $176.96
billion by 2033. This initiative is set to position Dubai among the world’s top three urban economies by 2033, reflecting the emirate’s boundless ambition and potential for further economic growth.
Leading up to 2023, Dubai South has seen a significant surge in demand, with a notable 11% increase in residential property transactions compared to the previous year. This growth underscores Dubai South’s unique position as a key player in Dubai’s real estate sector, bolstered by its distinctive features and strategic
alignment with the Dubai Urban Plan 2040. Real estate investments make up 70% of the overall investments at Dubai South, and we are proud to launch strategic and well-studied projects that cater to the needs and preferences of investors and end users.
Meanwhile, after the recent announcement of Al Maktoum International Airport’s passenger terminals in April, the airport is undoubtedly poised to become a critical factor in Dubai’s economic development. It will increase investments, create new job opportunities, and stimulate various economic sectors. At Dubai South, we understand our immense responsibility towards the government’s goal of attracting one million residents
to Dubai South once the airport is complete. We are pleased to see the massive demand for properties within Dubai South, recently witnessing a 20-30% price increase.
Our commitment to Dubai South doesn’t stop here. We have been continuously upgrading The Residential District, home to over 25,000 people who enjoy its distinctive lifestyle, variety of amenities, and several gated residential communities with apartments and townhouses. We have been enhancing the district with amenities for the comfort and convenience of its residents, such as public parks, sports courts, retail shops, a 50,000-square-foot hypermarket, a mosque, and a petrol station. A GEMS Founders School at Dubai South has commenced student enrollments for 2024-2025, subject to KHDA approvals. The RTA public bus network also serves the area with easy connectivity to the Expo metro station.
This underscores our initial plans for the master development and how the integrated ecosystem of Dubai South will benefit both residents and businesses. With our state-of-theart infrastructure, range of services, and, most importantly, our strategic location, we are well-positioned to capitalize on the neighbouring Al Maktoum International Airport. Looking ahead, we are on track to complete and deliver approximately 2,500 units by 2025, with other developers at Dubai South expected to add around 5,500 units to the market.
