It was a good July for American competitiveness, spirit and ingenuity. On July 5, the United States Women’s National Soccer Team defeated Japan to win our first women’s World Cup in more than 15 years. Although playing more of a supporting role than a leading one in this World Cup, Rochester/Pittsford’s Abby Wambach nonetheless scored one goal and came off the bench late in several matches as a “super sub.” On July 14, NASA’s New Horizons spacecraft flew within 7,000 miles of Pluto’s surface after a more than nine-year, 3 billion-mile journey to our solar system’s outermost planet (or dwarf planet, depending on whom you ask). I read somewhere that meeting up with Pluto from Earth was like hitting a golf ball from New York and getting a hole in one at Pebble Beach. This was truly a remarkable achievement. I remember as a kid that the only image the world had of Pluto (discovered in 1930 by Clyde Tombaugh from Illinois) was a little dot among a bunch of other little dots with an arrow pointing to it. It really wasn’t until the mid 1990s when Pluto became a slightly bigger little dot with improving telescope technology. But in 2005, NASA set about to change that when they launched New Horizons, a grand piano-sized spacecraft that eventually would travel at a million miles a day. New Horizons arrived and began snapping breathtaking photos and compiling massive amounts of scientific data on this unexplored little planet. Just as we showed the world in 1969 what the surface of the moon was like by landing on it, we again did something no other country has done. We don’t always agree with each other how and to what extent we should lead in general in this world, but it’s wonderful to again see us lead the way in space exploration. There’s so much to learn and we’re the people who should do it. And just a quick heads up about the NYS Highway & Public Works Expo: It’ll be held October 14, 2015 at the fairgrounds in Syracuse. Look in the September issue of Profile for more details about the big event. P

and the Town of Marshall Marshall, in oneida County, southwest of Utica, is of modest size with 2,000 residents, and yet Willie Nelson has played two live concerts at the MJK farm’s music venues in the hills overlooking this sleepy hollow. Though the township where the town is called Marshall, the mailing address is Deansboro. “That’s pretty amazing when you see what a small town this is,” said Bob Welch, superintendent of the town of Marshall, who heads up a crew of five. “How many people can say they’ve had Willie Nelson in their backyards?” The highway budget is $1,162,399, with $102,000 coming from the CHiPS allowance. A kind of contradiction exists with locals who prefer an almost completely isolated rural lifestyle but one actively involved in Marshall’s well being. it seems to work here. Certainly the town highway department, led by Bob, a lifelong resident, is deceiving in its first appearances. The town of Marshall’s highway facility has a newness about it that’s enjoyed by few highway barns in upstate. Bob’s brand new facility is as good as it

gets at this point. Almost all of the equipment is new as well. The event that turned up the dial on modernity in the highway department was a catastrophic fire that burned the place to the ground, enveloping most of the equipment and all of the tools. The fire began in a wiring harness behind the dashboard of a 2004 international truck. Coincidentally, Bob had had a close call with a fire in the barn just two weeks prior to the final inferno. “i wasn’t superintendent at that time. i was working nights and came in to find the barn full of smoke. That fire started with a battery cable. We put it out.” Bob comes from a large family of nine siblings. He was attending the funeral held for a brother who died accidentally while doing deliveries. “He got out of his truck and was hit from behind by an 18wheeler,” Bob said. “He would have been 60. He left a wife and kids. We had calling hours, the service, and the funeral right after that. i hear fire whistles going by. i am also a volunteer fireman in town. Then i get a text message from my brother-in-law saying, ‘Your barn has burned.’ But i couldn’t leave the funeral just yet.” Added to grieving for his family’s loss, Bob said he was “a mess” with continuing continued on page 12

Morris Studavent, the town supervisor, said he recently bought this vintage car so that he would have “Something I can fix myself!”

updates reporting on the disaster via text messaging. Finally he and Kathy, his wife, went to the scene. “It was devastating,” he said. “It was like someone took the heart right out of you. We had to use an old pole barn with a dirt floor and no facilities to begin to rebuild with.” Bob is still in awe as he shares color images of the devastation to both property and equipment. It’s hard to recognize a truck you were once happy to plow snow with when the vehicle now resembles a marshmallow, and the images of the former highway garage could have been taken in a war zone. Now operating in a nice new building with fire walls, a sprinkler system throughout, and sophisticated alarms, Bob is quick to point out that every fire-resistant system has been incorporated in the design of the new garage. “Where we are now was a big sand mound,” he said. “There is sand all around here.” The highway department has its own sand pit. Some sand is mixed with gravel, which is useful for many things. Some veins of sand look like it just came out of a bag purchased at Lowes. Bob said having a sand pit significantly helps to cut costs in winter time. “No way the town can afford to use straight salt at the price of salt. Having our own pit helps control costs quite a bit.”

of stone from bigger stone, to gravel, and finally sand. Each one has its uses for the roads.” Veins run deep, but the height in the pit is determined by the Bureau of Mines. In much of the town of Marshall site, where the pit is immense, the top layers of sand in cliffs have packed down enough to provide multiplex homes to some kind of dirt burrowing swallow. Few in town seemed to know the species, although sandpipers — an ocean dweller — was offered up. The birds are more likely cliff swallows. A visit to the sand pit is kind of amazing as dark drones dart in and out of caves built into the sand crust. New Facilities From the Ground Up “We got a beautiful building,” said Bob. “The Town Board also had a lot of influence in the design. We had to buy all new updates in everything.” Bob said it was an act of providence that the computer hard drive was saved. “The office was over in a corner, and that was the least hurt by the fire. Some walls still stood. We had a lot of recovery work done to save the hard drive, but we got that done. Having the hard drive was a huge deal in keeping things moving forward. We had to keep going no matter what.” In the new building fire walls between the garage and the office increase the safety factor along with alarms and a sprinkler system throughout the facility. “The building is as modern as you are going to get,” said Bob. “You could never say there could never be another fire here, but the new facilcontinued on page 32 28

The building was designed to prevent that from happening.” The new building also has features like heated floors, which, after working for two years in a largely unheated pole barn, came as a big relief for the crew. “When we moved into the pole barn, it was a shell and a dirt floor; it was nothing.” The Porta-John on cold and wintry days was not enviable. In February 2013 they had a formal open house for the many people who helped them achieve the brand new highway barn. The opening of a new municipal building was big news in Marshall. “We cooked hamburgers and hot dogs and had all kinds of food,” Bob said. “We invited anybody from Marshall and all the other towns and fire departments that had helped us cope with our loss. While the fire was going on, there were about 14 or 15 different fire companies helping to deal with it. It was a pretty big deal to see the help that turned out, especially in the depths of winter when everybody’s been dumped on with a foot of snow.” Bob said more temperate weather just after the fire helped a lot in giving the town a little time to determine the best disaster recovery strategy. “We began with a special Sunday night board meeting the night of the fire,” he said. “This was one of the most devastating things in the town’s history.” Bob called the event, “depressing and chaotic.” His advice to other superintendents would be to have adequate fire insurance and battery disconnects on all relevant vehicles. On the days in early January, following the flames, he said, “Numerous towns called up and offered to help right away. We borrowed a truck out of Sangerfield and another one out of Kirkland. We ended up with three plow trucks and one of Kirkland’s loaders. We had no space, so we had to go to the towns when we needed a truck.” During the fire one of the crew had actually backed another truck, continued on page 34

stored in a nearby building, into the back door of the barn, taking the door down, in an effort to get some equipment outside. The only truck he managed to rescue from the flames was an older dump truck. “We had a very good truck, a brand new International 10-wheeler sitting right there by the door, but by then, the fire was too intense. Insurance covered much of what was needed to be replaced, but not all of it — especially the tools.” Today the fleet of dump trucks, tractors, and a pickup are 2011 and newer. The fire resulted in the purchase of three new snowplow trucks, a new chipper, and a new loader, among other things. Surprisingly it was the old, 1977 Oshkosh — a real workhorse when they had a lot of snow — that burned up in the fire that Bob still wanted and felt the town needed to face the winter. He managed to find and purchase a 1996 Oshkosh online. Getting It Done Many in the crew of five have long-term career paths here. For example, Gary Buell has worked for the town for 39 years, and Jim Knutt for 29 years, while Mike Zygmunt has 15 years, Jerry Sehn has 10 years, and a relative new hire, Dale Lewis, joined a year and a half ago. “I’ve got a real good bunch of guys,” Bob said. “Your crew can make you look good or bad. The kind of work they do reflects right back on you. It’s a big responsibility being superintendent. The guys I got give me 100 percent, and that’s very important.” Bob worked on the crew for 10 years before he was elected superintendent. His current term expires in 2015. The Town Board is now considering changing the years in office required from two to four to improve efficiencies. The crew has 43 lane miles to care for and anoth-

er just over 15 miles to plow for the county. In addition, three pioneerera cemeteries need to be mowed. A fourth cemetery, also no longer open, is tended by the farm family who owns the property. Marshall also has two steel deck bridges (the county just took one back recently), one of which was extensively repaired about seven years ago. “The bridge had been flagged because the I-beams were getting weak. The crew and I did all the repair work ourselves. It was different. We put in the I-beams and cross pieces and welded them. The headwall was still good. It took us about six weeks from the time we began until we were open to traffic once again.” continued on page 40

Bob is especially proud of his crew and how they single-handedly managed the rebuilding of this steel deck bridge. The structure had been flagged by the county for weak beams. The crew did all the work, including welding. The project took about six weeks; after which, vehicles could drive across the metallic-sounding structure again. 34

As for cost-efficient road repairs, Bob favors oil and stone and cold paving, which he compares favorably to the features of blacktop. The cold paving of the second half of Greenvetter Road is coming up soon. To get it done he will probably look to shared services with nearby towns who often help one another including Augusta, Kirkland, Bridgewater, Sangerfield, and the town of Madison’s grader. On a recent project the crew first addressed soft spots that continually plagued this thoroughfare. They dug out the problem areas to a depth of about two feet and put fiber down, which should improve the drainage. Gravel will go on top and will be rolled and allowed to settle. A “double shot” of oil and stone will finish the project. While digging, even in a rainy season, they did not find water, just clay. Bob said his goal is to keep the town moving forward by improving roads, digging the ditches to improve drainage, and keeping the two steel deck bridges and many culverts in good shape. “I'd like to do more, but we only have so much money to work with.” The only complaints he has had are related to when the plow is coming by. “Fortunately the snowplows all have GPS so we can tell the resident the exact time we drove past his driveway, even if he didn’t see us.” When Seasonal Roads Get Expensive You might expect the highest point in the county to be in the corner that is in the Adirondack Park, but it is actually in Marshall on Tassel Hill. Oneida County is full of hunting camps, and the town of Marshall is well represented on that list of unique dwellings, often off the grid and ranging from a few somewhat sumptuous camps powered by generators to makeshift shacks and molding trailers. Bob has several miles of seasonal-only-use dirt roads, including Tassel Hill Road, which, if you are continued on page 44

bold enough to lock into four-wheel drive and pick your track to follow, will get you to the highest point in Oneida County. Don’t expect a view; at the top you will be surrounded by trees. Tassel Hill Road is as rough as any road around here. Bob said they spent one whole summer repairing washouts along the steep incline where the water had crossed back and forth several times before coming to the valley. Even on seasonal roads, times can change when lots are sold. When one person built a higher-end year-round home on a milelong little used dirt road that had always been a seasonal road, Bob and the crew had to haul in tons of gravel and shape the road to make it passable in winter. “We had to haul in four to five tons of gravel, shape it, and put down

Whenever a lot is sold the crew has to put in a culvert and ditch to maintain off road driving conditions to a property that may never be built. Nice New Salt Barn With a Mascot, or Two Twice a year Marshall residents are invited to bring items to the highway barn on Dump Days. That’s how two plush toy mascots found their way to a new home. A tiger greets visitors as they enter the ultra-modern, 12,000-ton capacity, salt storage facility. And Mickey Mouse hangs from the highest rafters — marking the top of the salt pile last winter. These two are both rescue pets from the town’s housekeeping efforts. The salt storage barn itself cost $480,000 and was assembled by a company from Clarence. The town crew did the site work. The 165-foot long by 85-foot wide structure is located on the site of the former highway barn. Jefferson Concrete made the walls; each one is individual. Bob said that steel cables with 30,000 pounds of tension holds the walls together. A frame built beneath the floor helps stabilize the structure, Gary Buell has nearly 40 years with the highway department. 44

Family Guy With an Affinity for Snowmobiling Plenty of people own snowmobiles but just ride to the pubs and back. That’s not Bob Welch, who easily put 1,600 miles on his snowmobile this past winter. He and his buddy often clock a 100- mile run at night. “My wife and I enjoy it a lot. She has her own ride. My buddy and his wife ride with us.” He said they crank it back a little bit on speed when the wives are with them. “My wife, if she is going 40 thinks she is going 100 miles an hour,” he joked. On a questionnaire she describes her husband as a smart guy who enjoys being the boss of a great crew. His other enjoyment —golf — leaves her cold he said because she says, “You have to hit the ball too many times.” His son, Chad, and daughter, Kaitlin, live nearby. Together they share their total abandonment to grand parenthood with the birth of their first grandchild — Brynn age just two. “Brynn takes up quite a bit of our time,” said Bob. “She is grandma’s baby, and so much fun. You raise your own but you have them 24/7. With a grandchild, you see them and then they go home again. It’s a totally different feeling. We just love it.” Bob is a very positive sounding person who tends to lean forward and say “yeah,” while you are speaking to him, even if he doesn’t really agree with it. wear a kilt and slog through three miles of slippery, hilly obstacles in a Mud Run designed to support an emotionally charged charity — Sandy Hook Elementary School, because of a connection to a Marshall resident. The Mud Run, held on the MJK Farm — designed for weddings and music venues — for the past three years, has resulted in photos like the one of Bob in a mud-spattered kilt, clearly exhausted but happy. Kilts are the preferred uniforms for the Mud Run. “There are 14 of us on the team, and we all stick together getting everybody through it. Last year it was snowing. It was brutal. I had to come to the highway barn to take a shower because my wife wouldn’t let me into the house. I was covered in mud.” “It's quite a course. Now we even have people coming to Marshall from Connecticut to take part in the fund raiser. So it’s working. We are making links as we go.” About the Town of Marshall In this age of diversity and political correctness, it is interesting to find that 11 school districts once comprised the town of Marshall (this was way before school buses), and three of those districts were shared with a group known as the Brothertown Indian children. Pupils, native and white, paid a tuition of “One quarter cord of good hard wood two feet long” or the cash equivalent of one dollar per cord. Entwined in the history of Oneida County are the Brothertown Indians, a name given to the remnants of various tribes who once lived in New England and Long continued on page 60

The Brothertown — a made up name to represent many tribes, included scattered members of the Naragansetts, the Nantocokes, the Montauketts, the Mohegans, the Pequots, the Nihantics, and a few others. The Oneidas had invited them to come to live in the area around Marshall and Oriskany Falls. Many of the Brothertown settled in Marshall before the

Revolutionary War, and several of them provided colorful anecdotes to the town’s history. One especially compelling local story is about Romance Wyatt who was frequently interviewed later in his eventful life. Born in Marshall, he was raised by an Indian woman after his parents’ deaths when he was quite young. He said he got a “good district school education” and then went to work on the Chenango Canal for what would become 30 years. Beginning as a driver, he was promoted to steersmen. He said, “In those days a canaller sometimes had to fight his way along the towpath. When they crowded me into a fuss I always came out first. When war broke out I quit the canal and went to the front as a recruit in the 26th New York Infantry.” His Civil War service saw many of the bloodiest conflicts. Shot in the ankle at Gettysburg, he was honorably discharged July 1865. With his savings, he bought a little cabin with a garden near the corner of Route 12B and Dicksville Road, where he lived from 1866 until he died at the age of 81 while sitting in a rocking chair on his front porch. This Brothertown was well known by people of all ages. Romance, who gave up drink and became a Christian, would weave white ash clothes baskets, which he sold door to door in Oriskany Falls. He and his Yankee wife would also sell “resin gum” that they made from the tree gum, a favorite of local children. Their only daughter died young. Romance planted her grave with a tree hydrangea well remembered in local history. Romance’s grave is by hers in the Deansboro Cemetery. While hard to decipher, his gravestone includes a carving of the American flag and reads: “Romance Wyatt, Co. K, 9th regiment, New York Volunteers, Died September 30, 1907, Age 81 Years.” The newspaper obituaries called him “The Last of the Brothertowns.” P

Atlas Copco’s New XATS-400 Compressor Sports Tier IVi Engine, HardHat Canopy The Atlas Copco XATS 400 JD iT4 compressor tackles a wide range of projects with its output and variable pressure capabilities. The compressor moves as much as 400 cu. ft. (11 cu m) per minute of air at operating pressures from 58 to 150 psi. This allows contractors to use one compressor for a variety of projects, including operating pneumatic tools, pipeline testing, sandblasting and many other applications. Rental centers also can serve a wide range of customers with the compressor, which contributes to its high utilization and ROI. Atlas Copco designed the XATS 400 with its HardHat canopy, which is made from highly durable, weather-resistant polyethylene. The canopy not only protects the compressor’s components but also resists impacts and will not corrode. This minimizes repairs and contributes to its low cost of ownership and high resale value. The HardHat canopy features dual self-supporting gas struts so contractors and technicians can easily and quickly flip it open to access internal components, such as the air filter and diesel engine. This speeds up maintenance, which minimizes downtime and reduces cost of ownership. In addition, the XATS features a high performance, two-stage air

intake filter with a service indicator. The air filter effectively prevents dust and dirt from entering the engine and compressor and has long service intervals — features that contribute to greater efficiency. Contractors adjust settings of the compressor easily with its intuitive controls found on all Atlas Copco compressors. Like all Atlas Copco compressors, the XATS has one of the largest LCD displays in the industry at 3.5 in., so operators can easily monitor the compressor’s status. The XATS 400 is equipped with 1 by 1.5-in. and 2 by 3/4-in. (2.5 by 3.8 and 5 by 1.9 cm) ball valves as standard. The unit’s Tier IV Interim John Deere diesel engine delivers 125 horsepower and has a 58-gal. (219 L) fuel tank. The large fuel tank minimizes the number of refills for enhanced productivity and a minimum of 8.5 hours of running time. The XATS 400 also features a stepless fully automatic regulator that constantly varies the engine speed according to air demand to minimize fuel consumption. Doosan Portable Power Combines Power, Light Doosan Portable Power’s redesigned L20, a light tower and 20-kW mobile generator combined provides a single solution for two important oil and gas exploration and jobsite needs — power and light. The L20 features a hydraulically powered vertical mast light tower perfect for illuminating oil and gas exploration applications and drill rig sites, while the 20 kW generator provides power for tools, heaters or a jobsite trailer. “Two applications in one package eliminates the need for another machine in the often tight quarters of job sites,” said Deree Bivins, lighting systems product marketing manager of Doosan Portable Power. The L20 light tower has four 1,000-watt metal halide lamps mounted on a vertical mast that extends to a full height of 25 ft. 8 in. (7.8 m) in less than 30 seconds. Minimum stowed height is 8 ft. (2.4 m). Each lamp easily adjusts with a locking pin system that provides simple, fluid movement. The light head can be adjusted horizontally and vertically and each light fixture can be maneuvered independently to provide optimal illumination. The 20 kW generator is powered by an Isuzu 4LE2 direct injected engine, with a single-phase Leroy Somer alternator. This Isuzu engine provides a 14 percent fuel savings over other indirect injected engines in this power class, according to the manufacturer. Proving that power doesn’t have to be noisy, the L20 provides reliable, quiet operation at just 69 dBA. The L20 is able to withstand winds of more than 65 mi. per hour, and provide 57 hours of continuous operation at 100 percent load with a 70-gal. (265 L) fuel tank. The unit comes standard with 110 percent fluid containment and includes a removable panel for radiator fill, a hooded exhaust cover and central drains. A detachable drawbar offers trouble-free towing, while convenient internal lamp storage provides protection during transport. Standard configuration on the L20 includes internal lamp storage, electric brakes and durable black textured paint to protect against chips and corrosion on the platform, hydraulic cylinder, curly cord shroud and front enclosure of the unit. Optional features on the L20 include control panel configurations, cold weather packages, air shutoff valve, lockable battery disconnect and a six-lamp option. “It’s the ideal solution for oil and gas exploration, mining and a multitude of environments where there is no reliable power source, and illumination is required,” Bivins said.
