BUZZ POWELL WILL SPEAK at the 2025 World of Asphalt in St. Louis, which will be held on March 25-27. Powell will discuss Asphalt Pavement Forensics. He is eminently qualified to speak on asphalt-related topics, having spent more than two decades as a part of the National Center for Asphalt Technology (NCAT), supervising the 1.7-mi. NCAT Pavement Test Track. He led the reconstruction of the track every three years and the data collection quantifying the performance of various asphalt mixes. Powell also worked with the Alabama Department of Transportation and in private industry. He is now the technical director of the Asphalt Pavement Alliance.
CEG: You are acquainted with some of the technology being developed for smart roads, but you have some cautions, as well?
Powell: As a taxpayer, I’m always concerned about the lifecycle cost of roads. It’s important for roads to be both affordable and sustainable. This applies to construction, maintenance and rehabilitation. As we consider smart road technology, we must make sure that anything we install inside the pavement structure does not negatively impact performance, maintenance or recyclability.
For example, milling machines are used to remove distressed pavement so it can be replaced with new asphalt. Imbedded technology shouldn’t make it impossible or prohibitively costly to remove distressed pavement in a similar manner. After reclaimed asphalt pavement (RAP) is removed, it’s all available for reuse in new asphalt mix. Imbedded technology cannot negatively impact the 100 percent recyclability of asphalt pavement.
CEG: When you were at NCAT you often used sensors to determine what was happening in the Pavement Test Track and used that information to assess pavement performance. Has smart road technology taken the next steps from that?
to set up and interpret performance in the laboratory. New sensor technology may make it possible to measure pavement response, assess pavement aging and relate construction quality data to paved location at significantly less cost. These sensors are much less challenging to install and do not require external power or roadside data acquisition systems.
Teams of researchers also are working on ways to harvest and transfer energy using pavement infrastructure. Pavements can be used to harvest solar energy if a method(s) can be developed and proven to convert thermal gradients into electricity.
Pavements also can be used to transfer energy into electric vehicles. Systems of linked embedded coils can charge electric vehicles (EVs) outfitted with receivers in the same way mobile phones can be charged wirelessly by laying them on energized matts.
Powell: We installed many research grade sensors in our work at the NCAT Pavement Test Track. These sensors were expensive, but they were necessary to accurately quantify the performance of structural test sections. They helped us determine whether distresses originated near the top or bottom of the asphalt pavement, and they informed us on how the pavement was responding to an average of 100,000 equivalent single-axle loadings (ESALs) a week of accelerated pavement damage.

Regardless of whether solar energy is being harvested or vehicles are being dynamically charged, technicians must ensure the life cycle cost of the pavement is not affected.
CEG: What could be the early steps for using this energy?
Powell: Embedded coils could be used to charge electrical vehicles while the owner might have parked his car to do grocery shopping. Or a single lane of the highway could be designated as a “charging lane” where energy is captured and transmitted to vehicles on the fly. A pavement could even be built to harvest solar energy at the same time it transmits energy to passing vehicles. Once again, all this must be done without compromising the lifecycle costs of the pavement or our ability to reuse RAP.
Robust systems must be developed that are proven to work. It’s essential that any and all deployed technology does not have a negative impact on pavement performance, lifecycle investment or recyclability.
CEG: Do you see the use of this technology expanding in the future?
Powell: I believe over the next 10 years we will see a staggering amount of improvement in the technology for smart roads. We are already seeing sensors being deployed that measure and transmit useful information that do not require hard-wired power. These sensors can be excited to measure and transmit data using directed energy methods similar to the way radio frequency identification (RFID) has been used in other industries for many years.

THE FUTURE OF ROAD CONSTRUCTION IS HERE with FAE road planers for skid steers. These attachments provide the precision and power to tackle jobs in tight spaces and reduce trenching runs. From repaving to trenching, the FAE Construction line boosts efficiency so operators can finish jobs faster, according to FAE.
These milling machines are designed with a smooth rotor that easily penetrates asphalt, ensuring efficient operation. The rotor’s design and tooth angle provide a consistent cut and uniform cutting depth. In addition, the unique tooth layout minimizes vibration during use. Hydraulic side-shifting enables precise cutting flush against curbs or walls. Finally, the integrated water tank not only allows for easy refilling but also adds extra weight to the front of the machine, enhancing stability.
The main skid steer attachments in FAE’s road construction line include:
RPL/SSL: Able to mill up to 6.7 in. deep and available in widths of 18, 24 and 30 in., the RPL/SSL road planer for skid steers prepares roads for repaving and excavation tasks. Self-leveling skids and tilt functionality ensure performance on uneven terrain, and the hydraulic drive system and depth indicators improve accuracy and precision. It also is available in a dual-transmission version, the RPL/SSL/DT, which provides added width and optimal power supply along the entire width of the rotor.
RPM/SSL: With all of the features of the RPL/SSL and a boost to power (75135 hp) and working width (24 in.), the RPM/SSL cuts trenches up to 10 in. deep.
RWM/SSL: The RWM/SSL wheel saw for skid steers (75 to 135 hp) cuts channels up to 20 in. deep. Lay utility lines using modular widths of 3.2, 4 or 4.7 in. Like FAE’s other models, the RWM/SSL uses a depth indicator and self-leveling skids to maintain an accurate, consistent working depth. Optimized side output removes trench debris, ensuring uninterrupted productivity.
“From the first time I tried the FAE milling attachment, I was always impressed how it really stays in the cut, and it’s very stable, now even more so,” said John Deluca of A. Deluca Paving of FAE road planers. “With the integrated water tank, the weight is really where it needs to be on top of the rotor and, as we saw during the demo, the machine was not riding on the blacktop. It was cutting the depth we wanted to, and you had a lot more control of the depth than with the competition’s planers.”
Deluca added, “So far, this has been one of the best performing milling attachments for skid steers that I’ve worked with. The machine has, as expected, performed very well. No bouncing. It wasn’t riding on top of the asphalt and sank right into the cut. The weight and the powerful motors are really what helped this machine perform. With the three-quarter inch steel plate for the sides, it’s probably one of the heaviest in the market right now.”

THE WIRTGEN GROUP SUPPORTS SUSTAINABILITY AND EFFICIENCY. The focus at this year’s World of Asphalt is set on the group’s innovative and market-driven solutions for a broad spectrum of applications. The company develops market-relevant products and services for the entire road construction process chain. The Wirtgen Group and John Deere will be presenting a representative cross section of these solutions at their shared booth #3807 at the show in Missouri from March 25-27, 2025.
Wirtgen has added the W 210 XF to its portfolio of large milling machines. The new model combines high-performance and efficiency with compact dimensions, according to the company. Offering milling widths between 6 ft. 7 in. and 8 ft. 2 in. (2.0 m and 2.5 m) and a maximum milling depth of 13 in. (330 mm), it is the ideal choice for tasks ranging from surface layer rehabilitation and complete pavement removal to fine milling work with maximum efficiency in a wide range of project scenarios.
The main areas in which the W 210 XF is deployed are where high milling performance and relatively compact dimensions are required. This is frequently the case on freeways, state highways and airports. The Wirtgen Group Performance Tracker Milling (WPT Milling) is available for the automated documentation of milling tasks. The operator can view the automated construction site documentation and display the CO₂ emissions for the entire construction site at a glance and in real time on the machine’s control panel. On Wirtgen cold milling machines, the innovative Mill Assist machine control system assures sustainable and efficient machine operations with high productivity, according to the company.
With the W 120 Fi, Wirtgen also is showing an efficient milling machine model from the compact class.
For the asphalt paving sector, Vögele is presenting the SUPER 1703-3i wheeled universal class paver, which is already established on the North
American market, the SUPER 2000-3i highway class tracked paver, and, as a representative model from the mini class, the SUPER 700i.
The highlight at the show is the smallest Vögele paver, the MINI 500. With a base pave width of only 2 ft. 11 in. (0.90 m) and working widths from 10 in. to 5 ft. 11 in. (0.25 m to 1.8 m), it is the ideal choice for paving between railroad or streetcar tracks, capping narrow trenches, or the construction of footpaths and cycleways, according to the company. Due to this, contractors can now use a machine for the realization of even the smallest paving projects.
With automated compaction with Smart Compact Pro, roller manufacturer Hamm presents a solution that not only plays a significant role in assuring a longer service life of roads and highways but also will considerably reduce the contractor’s operating costs, according to the manufacturer. The World of Asphalt 2025 marks the launch of Smart Compact Basic and Smart Compact Pro on the North American market.
With the HD+ 120i VIO-2 HF, the Wirtgen Group
also is showing a tandem roller with 3-point articulation steering designed especially for use in North America. It is fitted with two maintenance-free VIO drums offering a choice of working with static compaction, vibration, or oscillation.
Also appearing at the show are the HX 70i tandem roller, the HP 100i pneumatic-tire roller for chipseal-applications and the HD 12e VV, which, due to its fully electric drive system, enables emissionfree compaction and particularly low operating noise.
In addition, trade visitors have the opportunity to find out all about the solutions from the Wirtgen Group and John Deere in direct dialog with the specialists at the booth. John Deere will showcase the 334 P-Tier skid steer loader and the 904 P-Tier wheel loader.

THE NEW SD125 SOIL COMPACTOR FROM VOLVO CE is a 12-ton model with an 84-in. smoothdrum and operating weight of 26,565 lbs. (12,050 kg). Its specs are similar to Volvo’s existing SD115 but with a 0.2 in. (5 mm) thicker drum shell and a heavier outer eccentric weight. This results in an additional 935 lbs. (424 kg) of mass on the drum, increasing the static load and eccentric force for a different amplitude profile.
As terrain and material depths change, an operator can adjust dynamic drum forces with the flip of a switch. Another switch adjusts the two drum frequencies, and an optional five-frequency feature further boosts versatility and performance.
The center joint provides +/-35 degrees of articulation and +/-12 degrees of drum oscillation for stable yet flexible performance and better operator comfort over rough terrain. Because the drum is in constant con tact with the ground, com paction is smooth and uniform.
The additional static weight on the SD125’s drum frame enhances stability and perform ance with the ability to negotiate
35 percent slopes for better gradeability. The angled frame allows higher clearance in the approach to steep slopes and while loading, eliminating the possibility of damaging the surface or the machine.
A heavy-duty axle is integrated into the drivetrain for an efficient rear wheel drive system. The No-Spin differential increases traction; eliminates tire slippage; and improves gradeability, performance and productivity, according to the company. A high-traction variant is available for demanding applications where additional torque is needed to tackle extreme slopes or thick lifts of loose material.
The SD125 includes a Tier IV F four-cylinder Volvo engine with 147.5 hp (110 kW). Active DPF regeneration eliminates material buildup, reducing emissions.
Additional features include:
• A hydraulically operated engine cooling fan that runs only when needed, reducing fuel consumption.
• Lower noise levels for operator comfort.
• Optional fan reverse for cleaning out the coolers.
• Volvo long-life coolant to protect the machine for up to 6,000 hours.
• Remote hydraulic test ports that can be configured to enable quick and easy hydraulic checkpoints without having to open the system.
• An emergency stop system that shuts down the engine, applies the brakes and stops the machine if the operator rises from the seat for more than five seconds during operation.

ALTHOUGH TRADITIONAL RAMPS ARE A GO-TO SOLUTION when it comes to loading and unloading equipment, the unique design and practical benefits of tilt trailers can offer a safer, more efficient way to transport a variety of loads. The tilt trailer design utilizes gravity to make the loading process easier and safer. By tilting the deck at an angle, it serves as its own ramp.
With a tilt trailer, the contractor can drive vehicles and machinery directly onto the deck without worrying about the challenges of navigating ramps. This is particularly helpful when hauling a variety of equipment with different wheelbases. This way the contractor doesn’t have to carry multiple sets of ramps. Without ramps as a variable, tilt trailers can reduce the risk of equip-
ment damage, and they make loading and unloading smoother and safer. Tilt trailers do come with some trade-offs. The nature of the moving parts of a tilt design means they naturally require more maintenance. This includes regular checks for rust and wear, as well as oiling parts to keep them functioning correctly. Neglecting maintenance could eventually lead to the tilt feature “freezing up” or even a safety concern.
With the added capabilities of tilt trailers, they naturally cost a bit more upfront, and although they may pay off depending on the customer’s needs, budget will be a factor. While tilt trailers may not be suitable for every scenario, they are undeniably a great option.

ASPHALT ROLLERS ARE ESSENTIAL FOR ROAD CONSTRUCTION, but their operation presents inherent safety challenges. Sakai’s Guardman automatic brake assist system addresses these challenges, significantly improving job site safety. Now, Sakai introduces Echelon Mode for its SW884 and SW994 highway-class asphalt rollers, allowing for tandem roller pattern productivity while Guardman is on guard.
Guardman for the SW884 / SW994 highway-class double drum rollers is an optionally-equipped sophisticated system designed to prevent both rear-end and front-end collisions (depending on the model), according to Sakai. It utilizes millimeter-wave radar to constantly monitor the roller’s surroundings, detecting obstacles like machinery, vehicles and personnel, even in adverse conditions like steam or darkness. This advanced radar technology provides superior accuracy and reliability compared to systems relying on less precise sensors, according to the company.
The system works by emitting radar waves and analyzing their reflections, determining the distance, speed and direction of nearby objects. If a potential collision is detected, Guardman provides audible and visual warnings, giving the operator time to react. If no action is taken, Guardman automatically applies the brakes, bringing the roller to a safe stop. This automatic braking is crucial for preventing accidents, especially when operator fatigue or distraction is a factor, according to the company.
Guardman is seamlessly integrated into the Sakai 79-in. SW884 and 84-in. SW994 models (when equipped), designed for large-scale paving projects. Both models feature front and rear radar detection, providing comprehensive coverage. This dual detection is essential for preventing accidents during all phases of paving, according to Sakai.
While Guardman technology has been actively preventing incidents on paving sites for several years, Sakai’s new feature, Echelon Mode, now addresses the specific challenges of echelon paving. This technique involves two rollers
operating closely, slightly offset, for optimal mat compaction and surface smoothness. While efficient, echelon paving presents unique safety concerns due to the close proximity of the machines.
Normally, close proximity can trigger frequent false alarms, disrupting the process. Echelon Mode solves this problem by allowing the two rollers to operate in close formation without triggering false alarms. The system recognizes the intentional close proximity and adjusts its sensitivity accordingly.
Critically, Echelon Mode does not disable Guardman’s core safety functions. The system continues to monitor for potential collisions, both between the rollers and with objects in front of the lead machine. In dangerous situations, like a pedestrian entering the work zone, Guardman will still intervene and apply the brakes, even in Echelon Mode, according to the company.
A key feature of Echelon Mode is the proximity indicator on the Guardman display. This provides the following roller operator with real-time feedback on distance from the lead roller. As the rollers get too close, the indicator warns the operator, allowing them to adjust their position and maintain a safe distance without triggering automatic braking. This allows operators to maintain optimal echelon formation while ensuring safety.
Echelon Mode is easily toggled on and off via the Guardman display, allowing operators to adapt to changing job site conditions quickly. This user-friendly interface makes the system intuitive and efficient.

During the paving process, construction teams can insert RFID tags into the mix that tell when the pavement was built as well as its composition and construction quality. This information can be very useful for agencies to determine why they may be seeing differences in performance.
Harvesting this kind of data can be immensely useful. “Smart rocks” with sensors also are being imbedded in the pavement. These particle size devices have been used to do useful things like infer basic material properties of pavement and monitor changes over time as a result of aging and vehicle damage. This can be another useful tool to support data driven maintenance decision-making.
It is always more cost effective to fix problems early. For example, with cracking, the longer cracks are allowed to progress, the worse the problem becomes and more costly it is to fix.
Electronic ticketing can also be used to relate the location of mix placement to production quality testing. We are in the era of big data, and this is all information that can be analyzed so planners can better solve problems in the future.
CEG: What about the cost of such equipment?
Powell: The cost of the equipment is coming down. Recovering important data and being able to analyze it will help immensely in building long-lasting pavements. The concept of harvesting energy from our pavements and transmitting that energy has enormous potential.
CEG: This information would be quite useful for the Departments of Transportation. Where could they get this type of information?
Powell: Some research groups are operating prototypes now. Electreon
Buzz Powell spent more than two decades as a part of the National Center for Asphalt Technology (NCAT), supervising the 1.7-mi. NCAT Pavement Test Track.
(electreon.com/) is a good example. The company has an operational roadway that dynamically charges demonstration vehicles in Detroit using an embedded coil system designed for flexible pavement.
I’ve seen this technology in action firsthand. It’s exciting.
Another great example of dynamic charging deployment is a project known as ASPIRE (Advancing Sustainability through Powered Infrastructure for Roadway Electrification). ASPIRE is a multi-partner research collaboration dedicated to progressing all forms of electrified transportation (aspire.usu.edu/). CEG

The Air Bi-Fold Ramps measure 45 in. wide and 11 ft. long (with 7.5 ft. of wood inlaid plus an additional 3.5 ft.). For more than a decade, Felling Trailers has provided air ramps with lengths ranging from 6 to 8 ft. The 11-ft. Air Bi-Fold ramps were specifically designed to accommodate the loading angle required for cumbersome low-clearance equipment such as paving machines and directional drills. With a 9.5-degree load angle, these ramps provide a gentler incline, simplifying the loading and unloading process — even further enhanced with the option of air ride suspension.
Additionally, Felling Trailers’ Air-Ramp technology capitalizes on the tow vehicle’s onboard air system, eliminating the need for maintenanceintensive electric/hydraulic systems, according to Felling. This technology reduces ground contact during deployment and retraction, preventing damage to newly paved surfaces.
