The Un-Unified States of Crane Regulations Learning the Differences Before a Costly Oversight Occurs By Tracy Carbasho CEG CORRESPONDENT
Cranes have been used in the construction industry for countless years, but there are still inconsistencies in the regulations that govern their operation and inspection. Micky Rood, general manager of technical services of the North American Crane Bureau Group Inc. (NACB) in Altamonte Springs, FL, said the regulations are not necessarily too stringent or too lenient. Rather, he believes they are somewhat inconsistent since 26 states have their own Occupational Safety and Health Administration (OSHA) programs that have to meet or exceed the federal OSHA standards. Meanwhile, the rest of the states rely strictly upon the federal standards for compliance and enforcement. The varying standards among the 26 states can impact the construction industry because the requirements to operate crane equipment may be different as crews cross from one state line to the next to complete projects. If a contractor does not have the necessary training and inspection requirements in place to meet the demands of a particular state, additional costs may be incurred to satisfy the standards. “The federal OSHA is responsible for those that follow the federal regulations and the individual states that have their own plans are responsible for their individual OSHA standards,” said Rood. “Of these states, California probably has the most stringent standards for mobile cranes.” In California, all cranes weighing more than 3 tons (2.7 t) must be tested every four years. By comparison, such testing only has to be done in other states when the crane is new or when its load-bearing capacity has been modified. Certain cities, such as New York City and Los Angeles, even require that contractors obtain a municipal license to operate cranes within their communities. Rood advised contractors to do their homework before going into a new state to complete a project. Information regarding the various

Grove Launches New Rough-Terrain Mobile Crane
The maximum line pull of Grove’s RT535E mobile crane from the main hoist is 11,640 lbs. (5,280 kg), while maximum line speed is 445 ft. (136 m) per minute.
The RT535E uses .6 in. 1.5 cm wire rope and can accommodate 450 ft. 137 m of rope on both the main and auxiliary hoists. Power comes from a Cummins QSB 5.9 liter six-cylinder diesel engine, which offers 155 hp 116 kW at 2,500 rpm. The crane can travel at a maximum speed of 25 mph 40 kph . Doyle Bryant, director of product development and marketing of Grove, said the new RT fits nicely in the company s product range between its existing 30 ton 27.2 t and 40 ton 36.3 t cranes. Link-Belt Crane Relieves Stress of Project’s Looming Deadline In order to fulfill a $10-million electrical, mechanical and plumbing upgrade for Coke R. Stevenson Middle School in San Antonio, TX, before the start of the school year, general contractor BartlettCook had to scramble. It was crunch time, said Steve Icke, superintendent of BartlettCook. We had to set some support brackets and 5,000 pound air handling units up on the roof of the building. The units were to be positioned about 100 feet in from the edge of the roof, which required a heavy duty crane with lots of reach. He called Howell Crane & Rigging for a machine that could handle those parameters. They sent us the Link-Belt ATC-3130 II all terrain crane with a main boom reach of 170.6 feet, said Icke. Everyone concerned estimated that it would take about six hours to make all the lifts. That proved to be an over estimate. Howells men moved in, made the lifts, and were out of here in about half that time. That new Link-Belt ATC-3130 II is some machine. There was only negligible setup and breakdown time with a crane like this. It really did the job for us. Dale Kotara, Howell Crane s operator, commented that the picks were all in a day s work. They required the ATC-3130 s entire 170.6-ft. 52 m main boom set at a 134-ft. 41 m radius and a boom angle of 36 degrees. The controls of the Link-Belt ATC-3130 II are as smooth as you
could ask for with heavy picks and the visibility from the cab is such that I can easily and safely view both the ground level work and a placement area down in a hole. I can also tell you that the factory installed air conditioner makes all the difference when it gets as hot as it does here in mid-summer, continued Kotara. Because the Igo MA21 can be operated with 220-volt, singlephase power, the contractor tapped into an existing power source on the site, eliminating the need and expense for a three-phase generator. The Igo MA21 only took approximately an hour and a half to position, erect, and complete its required checkouts, he explained. The radio-control feature of the Igo MA21 also was beneficial on this job, particularly for delivering brick bundles to masons working on scaffolding. The radio control allowed the crane operator to stay with the load the entire time to position the bricks exactly where they were needed to be. O Connell explained how the radio-control feature added efficiency and safety on the job. Even with picks that traditionally would have been blind with a hydraulic crane, the operator was able to reposition himself and stay with the load at all times, he said. The Igo MA21 offers a maximum capacity of 2 tons 1.8 t and has a maximum radius of 85 ft. 26 m . A Potain Igo MA21 self-erecting crane from Shawmut Equipment, a local Potain dealer, has been instrumental in overcoming job-site challenges during the renovation of a high school in Elkton, MD. Joseph Rizzo & Sons of New Castle, DE, a masonry subcontractor, had anticipated a straightforward plan to build a cement block addition onto the school. However, the existing structure blocked access to two of the additions walls limiting the contractor s ability to deliver bundles of cement block to workers. In addition, the general contractor would not allow any type of equipment onto the additions cement slab foundation. This ruled out the option of using rough-terrain forklifts or other material-handling equipment to deliver the bricks. The Igo MA21 proved to be the right crane for the jobs tough restrictions. With approximately 63 ft. 19.3 m of height under hook and a 85-ft. 26 m radius, the Igo MA21 provided the necessary reach to access the entire job site. The self-erector s small footprint did not take up much space on the already crowded site. According to Kevin O Connell, Shawmut s self-erecting crane product manager, there are many features that made this crane a perfect fit for the job. Latest MCG Crane Offers New Lifting Technology Manitowoc Crane Group s Grove GTK1100 crane uses a completely new concept in lifting engineering, according to the company. The GTK1100 includes a specially developed wheeled mobile carrier with a vertical telescopic mast and a luffing telescopic boom at its top. The crane s design maximizes lifting capacity at height, while offering a lower cost of operation when compared to existing technologies. The crane s design offers numerous benefits to those working on wind farms, refineries, power plants, petrochemical facilities or anywhere space is at a premium. The GTK1100 requires very little room to erect and can be transported to site with as few as four trailers. The crane s engineering and mobilization features make it suited to work in congested urban areas. The crane also offers economic advantages on sites where transport costs are an issue either transport within a site, or transport to and from the job site itself. Glen Tellock, president and general manager of Manitowoc Crane Group, said the new GTK1100 is an excellent example of MCGs commitment to product development and innovation. We have invested considerable resources in understanding our customers business needs to offer the latest in lifting technology which is exactly what the GTK1100 represents. Manitowoc Crane Group has based the GTK1100 s primary carrier around a standard semi-trailer design. As few as three semi-trailers can be required to transport the crane s other components. The vertical tower unit consists of a six-section telescopic mast which extends up to 266 ft. 81 m . Four spreaders at the top of the mast attach by pendant links to four outriggers at the base of the crane to provide stability. Mounted at the top of the vertical tower is a telescopic luffing boom. When fully extended, the GTK1100 will have a maximum lift height of more than 459 ft. 140 m . Final specifications have yet to be confirmed, but initial tests suggest the crane will lift loads of more than 77 tons 70 t to heights of more than 394 ft. 120 m . The industry will get more detail on the new crane in the first half of 2007, with further exposure planned around the time of the Bauma trade show in April. Initial deliveries are set to commence later in 2007. Manitowoc Crane Group will market the crane globally through dedicated sales teams.

Cranes Tower Over New Philly Skyscraper By Angela B. Hurni CEG CORRESPONDENT
Amidst the cranes and the construction workers, a new building is taking shape over the skyline in Center City Philadelphia. The 57-story, 975-ft. 300 m Comcast Center is destined to become the tallest building in Pennsylvania. L.F. Driscoll Co. is the construction manager for the $435million project while the steel erector subcontractor, Cornell & Company, is supplying the cranes that are instrumental in building the skyscraper. Bala Cynwyd, PA-based Driscoll was hired by owner/developer Liberty Property Trust to construct the building, which was designed by Robert A.M. Stern Architects. Work began in January 2005 on the Comcast Center, located at 1701 JFK Blvd. The building is named after Comcast, the cable, entertainment and communications giant, because it will be the anchor tenant, signing a long-term lease to make the tower its corporate headquarters. Comcast Center is the largest private commercial development project currently under way in Pennsylvania. When finished, the building will have a gross of 1.6 million sq. ft. 149,000 sq m and 1.2 million sq. ft. 111,000 sq m of rentable space. Comcast Corporation will occupy 534,000 sq. ft. 49,000 sq m of the building. Fifty-five of the 57 stories will be available for occupancy, plus there will be a 120 private-space underground parking garage and 35 elevators. The project also consists of $40 million worth of public improvements, including a half-acre public plaza and enhancements to the regions public transit system, mainly at Suburban Station. Additionally, plans call for 23,000 rentable sq. ft. 2,070 sq m of restaurant and retail space. The architect incorporated multiple threestory stacked atria rising on the south side of the building as well. The tower s primary structural system consists of a central concrete core ascending the full height of the building with steel framed floors. Cornell & Company, based in Westville, NJ, is using a FAVCO 1000 tower gantry crane and a Cornell 1900 tower gantry crane in order to erect the structural steel. inside floor plan, including the core and elevator shaft. The project site for the Comcast Center enabled Cornell to situate the cranes on the outside of the building. On this particular block there is a lot of room, stated Dougherty. The cranes actually fit comfortably outside the tower with no interference with other buildings. The two tower cranes are luffing cranes, which was important to Driscoll and Cornell because the booms can swing 360 degrees over the top of buildings. The Cornell 1900 is equipped with a 200 ft. 61 m boom, and the FAVCO 1000 has a 160 ft. 49 m boom. Since they are luffing cranes, said Dougherty, the operator can control the angle of the boom so that the boom doesnt enter the airspace of neighbor

An advantage of using these tower cranes is that both of them have self-climbing capabilities. Dougherty stated, When all is said and done each crane will climb 800 feet to the top of the tower. The cranes will be climbing up the outside of the tower as opposed to the inside of the tower. Dougherty explained, The contractor wanted a crane that could climb up the outside face of the office tower so that no cranes were inside the tower. ing buildings. The Comcast Center job site has an adjoining property on Arch Street where a historic church sits. The cranes were helpful because the contractor had to exercise extreme caution to ensure that they didnt damage the structure in any way, Dougherty said. The cranes also have very fast line speed, which boosts production especially on a high-rise project. They each have a maximum line speed of 500 vertical ft. 153 m per minute. This allows the contractor to produce more work on any given day, explained Dougherty. The obvious benefit is that the contractor will keep up with the building s construction schedule to meet deadlines.
The tower gantry cranes are being furnished by Cornell as part of the steel contract. However, they are also made available to the concrete subcontractor, Madison Concrete Construction of Malvern, PA, for work on the concrete core. According to Dougherty, At any given time, the cranes are erecting the steel or being used by the concrete subcontractor for the core construction. This was the planned method of construction. These cranes are doing a dual service: erecting steel and concrete, he said. The Cornell 1900 was formerly known as an FMC Link-Belt 1900, which was prior to Cornell purchasing the Link-Belt tower gantry crane line in the 1980s. Dougherty explained: We bought the design, shop fixtures, spare parts, drawings, and other miscellaneous equipment. We bought the technology. In addition to using its cranes on projects, Cornell sells brand new tower gantry cranes as orders are placed. The company also supplies parts and performs service on the cranes. L.F. Driscoll Co. is making use of a Grove hydraulic truck crane on the ground for unloading materials and moving rebar. The smaller truck crane was used to handle the movement of rebar rather than use the hook time of the tower crane, stated James Verzella, Driscoll vice president. The logistics of building a skyscraper in the middle of Philadelphia may seem like a daunting task for people outside the industry. In all modesty, Dougherty said it s a typical center city job site. The Comcast Center is on schedule to be ready for occupancy in Fall 2007. CEG
