What do street lights, crosswalks, curbs and public safety have to do with artists? Artists usually use construction paper, not construction departments. But in Vermont, an unusual collaboration between a state highway department and a small bedroom community and its Arts Council will result in the aesthetic relocation of a major state highway in exactly the way the small town would like to have it done. More than 10 years in the planning, the Danville Project of Danville, Vt., will relocate Route 2 through Danville with plans hashed out among state transportation officials, town leaders and state artists. Over the years, Route 2 has been widened and improved, but the Danville section has yet to be addressed. According to official estimates, this utilitarian work of concrete and steel artistry in this tiny town in the northeast corner of Vermont, near the New Hampshire line, will cost approximately $8 million when finished. According to Kenneth E. Robie, project manager of the Vermont Agency of Transportation (VTrans), program development division, “This project, involving the reconstruction of Route 2 through the village, had a much greater level of coordination with the town than would have occurred outside of the village. It is a curbed section with a closed drainage system and includes roadside aspects such as sidewalk, lighting and landscaping. There is also a component of town highway reconstruction around the village

green. There is also the artistic enhancement component, which is unique to this project.” This project encourages creative solutions to engineering problems surrounding the design and maintenance of infrastructure. The Danville Project proves that including artists in the process is a natural fit, due to their unique visioning and communication skills, and ability to articulate a community’s hopes and dreams. Many of the lessons learned in this small town are already being applied on other planning projects in the state. Robie said that the Danville Project is currently in the property acquisition phase. “We anticipate that phase being complete sometime next spring,” said Robie. “We will then complete the contract plans and specifications and advertise for construction. This [phase] will likely result in a construction start, sometime in late summer [2010]. We anticipate the construction will take two full construction seasons with a third year of landscape maintenance.” Right of Way Issues Robie said that the project development process is lengthy and often unpredictable, “due to influences outside of our control. Of note with this project has been the development of right-of-way [ROW] plans from which we acquire the necessary property and rights of access. Anti-Tax Fever Coming Back to Maine Ballots Nov. 3 By Glenn Adams ASSOCIATED PRESS WRITER

AUGUSTA, Maine (AP) Anti-tax fever, which inspired unsuccessful Maine ballot initiatives in 2004 and 2006, is back again with activists determined to scale back taxes, this time with a pair of questions for the Nov. 3 ballot. Question 2 is aimed at automobile excise taxes, which can run into hundreds dollars, and Question 4 is a now-familiar appeal to further curb spending and taxes by state and local governments. Municipalities and other public institutions that depend on those taxes are urging voters to leave the status quo and vote down the questions that were written by the conservative Maine Heritage Policy Center. Promises of lower taxes appeal to voters like Tim Poitras of Caribou, but the broader impact leaves him skeptical. “I personally don’t like paying more taxes,’’ Poitras said. But he’s concerned about the potential loss of local tax revenues that would result if Question 2 passes. “If I had to vote today, I would probably vote against it,’’ he said. Poitras sees some advantages to Question 4 at the state level, although he said he’s voted against similar proposals in the past. He does take issue with spending curbs that would apply at the town level, saying they would take away local control. “Let every town choose on their own,” Poitras said. by an average of 55 percent on motor vehicles less than six years old. It would also exempt new or leased hybrid and other alternative-energy and highly fuel-efficient motor vehicles from sales tax and three years of excise taxes. Excise taxes, which must be paid at the time a vehicle is registered, are highest for new vehicles and diminish as the vehicle gets older. For example, a person registering a threeyear-old car valued at $19,500 must pay $263.25 under the present formula, according to Maine Revenue Services. The More Green Now campaign supporting passage said the new curbs would save Maine taxpayers $80 million each year — a savings for individuals of nearly $1,000 in taxes over the lifetime of a car. It also said the proposal promotes cleaner air and greater fuel efficiency. Campaign Chairman Chris Cinquemani explained the campaign’s name. “If the green that you want is in your pocket, that’s what you’ll get,’’ Cinquemani said. “If the green you want is cleaner air and energy efficiency, that’s what you’ll get, too.’’ But the Maine State Chamber of Commerce and other opponents, under the banner of Citizens Unified for Maine’s Future, said Maine’s towns need that $80 million to plow, build, repair and maintain more than 13,000 miles of local roads and 800 bridges. Municipalities can apply excise taxes they collect to the town budget, and typically, the revenue is spent on local road maintenance, construction and repair. The proposed excise tax cut comes as many municipalities find themselves cash-strapped and forced to make budget cuts. population 6,200, and other municipalities have passed resolutions opposing the referendum. Opponents also said passage would result in a tax shift. Owners of new cars would enjoy tax breaks, but the savings would be made up by higher property taxes and poorer condition of local roads. Question 2’s opponents even trotted out credentialed tax foes like Republican state Sen. David Trahan of Waldoboro, who said it “will trash local government needs. We need to reform the excise tax, but I have serious concerns about this proposal.’’ Question 4 seeks to change the formulas that limit state and local government spending by holding state spending to the rate of inflation plus population growth. The Legislature and voters would have to approve any spending over state limits or increases in state taxes and local voters would have to approve any spending above municipal and county limits. for ways to reduce cost. This effort resulted in some changes to the project, which then had to be incorporated into the plans and reflected in the ROW plans. The acquisition phase is also very unpredictable, as it is fully dependent on the level of cooperation of the affected property owners. Another area that required significant coordination was utility relocation, which is still in process,” he added. Stantec, formerly DufresneHenry, is the design consultant. Robie anticipated that the work will be phased to maintain traffic within the ROW. “How exactly that will be done will be determined by the contractor,” he said, after a bidding process, which he estimated should be very competitive. Beyond the standard regulatory concerns — storm water drainage, historic resources and/or archaeology — Robie doesn’t anticipate any major problems, once ROW is granted. Robie has been involved in the project since 2006. Previous to his arrival in the 10-year planning process, two other VTrans project managers were involved, working closely with the town of Danville, the Vermont Arts Council (VAC) and a local review committee, proposing, then approving, various plans. While Robie couldn’t speak about the cooperative process from the beginning, he did add, that, “Since I’ve been involved, I would say there hasn’t been an inordinate amount of coordination, as it is common practice for VTrans to work closely with the communities through which our projects pass. We have in the past worked with communities on downtown projects that involve a state or federal route. The unusual aspect of this coordination process has been the involvement of the VAC.” Twenty-Six Years of Discussion Michelle Bailey of the VAC said the project was first conceived in 1999 when the Council hosted a statewide arts conference focusing on the arts at the forefront of community development. “At the conference, the deputy secretary of the agency of transportation, Micque Glitman, partic-

ipated in a panel discussion about ‘Collaborations and Resources for the Future.’ After the conference, Alex Aldrich, executive director of the Vermont Arts Council, and Secretary Glitman had further conversations about the role that the arts might play in Danville, regarding the reconstruction of Route 2 through the village,” said Bailey. “At the time, the town of Danville and the agency of transportation had been struggling for 26 years with how to make the project happen — specifically in developing a plan that would meet the needs of both the town and the agency of transportation. Route 2 is a major east/west federal highway with large trucks coming through the center of this small town with a population [of] under 3,000.” Call to Artists This project officially began in 2000 with the development of the official partnership between the agency of transportation, the VAC and the town of Danville. “A ‘call to artists’ was distributed nationally and two Vermont artists were selected. We went through a series of community meetings and design work in partnership with the community. The final designs were approved by the town and VTrans in 2002,” said Bailey. The funding comes from the federal highway funds and the State of Vermont. “In addition, Sen. Patrick Leahy was so impressed with the community process, that he was able to earmark $7 million in funds to support this project specifically. Highway projects are able to spend a percentage of their monies on community enhancements,” added Bailey. Leahy has been a strong and instrumental supporter of the Danville Project since its inception. Through his leadership role in the U.S. Senate, this nationally recognized project has been lauded as a model of Context Sensitive Design, and has received two federal appropriations, the first in 2004 for nearly $2 million, and the second in 2005 for $5 million. nationwide for many years, Bailey added that, “What is interesting and unique about this project is not so much the enhancements that will result from this partnership, but rather the process that the agency and the town went through to resolve their differences and come to consensus on a project in a very small, rural community,” she said. “This collaboration is something neither VTrans nor the arts council had done before. For us, it was unique and it will, we expect, serve as a useful model for ‘context sensitive design’work in many other small, rural communities for the future.” The art council’s hope, she added, is not only having artists involved in the planning and to engage the community in the process to help them reflect upon what they value about their community, but “to have those ideas and values reflected in the artistic enhancements for future generations that will live on in Danville for the greater community to enjoy.” Among the “artistic” elements to be added to the planning are spe-

cial lighting on historic and energy-efficient lampposts, gateways, a bandstand, special granite posts and special lighting. Other goals include: • Expanding the public dialogue about art, aesthetics and community to better understand the creative and artistic process; • Supporting opportunities for artists to make and present their work for the public benefit; • Exposing all the partners, constituents and stakeholders to an influx of new ideas; • Maintaining consistently excellent lines of communication between artists and communities; • Increasing local and regional opportunities for expanding tourism and cultural heritage; • Demonstrating that it is possible, practical and cost-effective to create beautiful, safe and productive work for the public benefit. “The state has been very cooperative,” said Bailey. “None of us has done a project like this before; so, it is all a bit exploratory/experimental. What makes this truly remarkable is engaging the community in a dialogue in a different

way; asking them, ‘what do they value,’ ‘what is special about their place.’ This was a different approach that the artists took from the beginning, rather than asking them what they specific questions about the road.” While Bailey and the council said they are “very satisfied” with how the process has gone, they are frustrated because, even though the enhancement designs were approved years ago, and money appropriated, the project has still yet to break ground. So, can artists and highwaymen really get along? “Sure!” assured Bailey. “We’re all working toward the same goals. Sometimes we have to overcome language barriers and anytime you engage in a partnership, it means some additional work to be sure we all understand one another. to End of the Road BOSTON (AP) The Massachusetts Turnpike Authority is coming to the end of the road. The much-reviled state agency is being eliminated on Nov. 1. Its operations will be shifted over to a new highway department under a new Massachusetts Department of Transportation. It will be overseen by the state’s new transportation secretary, Jeffrey Mullan, and a new board of directors that also oversees an array of other state transportation services. Commuters have long complained that the Pike and its tolls have outlived the original bonds that built the east-west road from Stockbridge to Boston. The tolls will remain, but the agency itself will be gone at the end of the month.

N.H.’s Famous Foliage Route Celebrates 50th Birthday By Holly Ramer ASSOCIATED PRESS WRITER

ALBANY, New Hampshire (AP) New Hampshire’s famed foliage route, the Kancamagus Highway, is celebrating its 50th birthday, so it’s about time everyone learned how to pronounce it correctly. Massachusetts residents: Think “Kanc’-ah-MAU’-gus rhymes with Saugus.’’ Everyone else: Pretend you’re a local and call it “The Kanc.’’ Whatever you do, don’t put an extra ‘n’ in there, as in Kancamangus. The highway is named after an American Indian chief whose name means “The One.’’ As in, just one “n”. With that out of the way, people can enjoy the 34.5-mi. (55.5-km) road that winds through the White Mountains between the towns of Lincoln and Conway and the stunning scenery that once was known only to loggers, forest rangers, homesteaders and the hardiest of hikers. Construction on the two-lane

highway began from both ends in the 1930s and, after being halted by World War II in the 1940s, continued until 1956 when there was just a 1 mi. (1.6 km) gap between the two roads. Crews saved the most difficult stretch for last, however, and it took another three years to finish the job. The road opened some time in the summer of 1959 without fanfare, but it didn’t take long for it to attract visitors, particularly during the fall. “It was something an awful lot of people had wanted for years and years and years. Even though there was no public announcement, word spread by word of mouth,’’ said Dick Hamilton, who spent more than three decades promoting tourist spots in the area as president of White Mountain Attractions. “That fall was really the kickoff of it becoming the best fall foliage route in New England.’’ Hamilton, who was working at a hotel in North Conway at the time, remembers being so eager for the road to open that he tried to drive its length before it was fin-

ished, only to be stopped by a line of boulders across the road. Initially, the road was open only during the day, from spring to the first snow. Year-round opening coincided with the development of the Loon Mountain ski area in Lincoln in 1968. Norman Stevens, worked on three sections of the road, starting in 1949. He lives in York, Maine, but has returned to the highway over the years with his wife, Jean. “It’s a beautiful place with all the foliage and all the spots along to see it. I enjoy probably more than a lot of people because there’s so many things that I recognize and are familiar to me,’’ he said. Jean Stevens recalled the three summers she and the couple’s children spent in the area while her husband worked on the road. “It’s God’s country, really,’’ she said. “When we came up here and stayed for the kids’vacation, it was just magic for all of us.’’ Today, the traffic often is bumper-to-bumper during autumn weekends, with an estimated 1 million visitors a year passing through.

Hamilton admitted that the traffic approaches “impossible’’ levels, but said it largely regulates itself as drivers pull over to snap pictures. “And they go slow enough because the scenery is so gorgeous, you don’t want to go faster,’’ he said. Though there are several ski areas close to the Kanc, along with a number of hotels and familyfriendly attractions at either end, there’s no development along the highway. The Kanc itself is all about the region’s natural beauty: Numerous signs remind drivers that there are no gas stations along the route and call attention to hiking trails, campgrounds and scenic overlooks. Waterfalls include Rocky Gorge, Sabbaday Falls and Lower Falls. Swimming is prohibited at the first two, but the third is a popular swimming spot in the summer and has picnic tables, parking and restrooms. Though the views are lovely year-round, autumn brings out the best along the Kanc, and New Hampshire takes its fall foliage

seriously. The state Division of Travel and Tourism issues “leaf peeper’’ reports along with text message alerts, and will be using Twitter and Facebook to post foliage updates and pictures. Karen Bennett, a forestry specialist with the University of New Hampshire Cooperative Extension, said the early summer’s heavy rain is good news for foliage fans. “Trees need water and they do very well with a lot of rain. So it’s all good as far as I’m concerned,’’ she said. What makes the Kanc’s colors so memorable? Maples, Bennett said. “All our hardwoods turn a pretty color, but it’s probably the maples that give it that kiss of brightness. They bring in the reds and the brighter oranges,’’ she said. For Hamilton, the magic of driving the Kanc never wears off. “I have to do it at least 10 times a year. All seasons,’’ he said. “It just takes my breath away, every time I do it. I see something new every time.’’
