Here are just a few examples, as told by Robin Lapointe, vice president at Structal-Bridges. • “A Saturday in February 2004, a Canadian National Railway Company [CN] train was derailed in Montmagny, Quebec, resulting in a broken bridge. The interruption of rail from east to west is significant money for CN,” said Lapointe. “The same day, they contacted Structal to plan the construction of a new permanent railway bridge. On the Monday following the derailment, Structal began to fabricate steel deck plate girders that were used in the construction of five railway spans. The train was back on track after only three weeks. CN was very satisfied and thanks to the trust relationship [now] well-established, the company provided several railway bridge projects to Structal-Bridges.” • One of the major projects Structal has been involved in was the replacement of 14 overpasses along Interstate 93 in Medford, Mass. “This presented an enormous challenge for the StructalBridges team. This contract included the fabrication of steel components as part of the I-93 Fast 14 Bridge Replacement Project. From the signature of the contract to the delivery of the components, the project was executed within a tight deadline of under six months. At its beginning in 1956, Structal only served eastern Canada. Since its acquisition by Canam Group in 1998, Structal serves all of Canada. Since then, Structal has added to its product line complementary products such as structural bearings and expansion joints from Goodco Z-Tech, as well as design and bridge installation services when required. In addition, the Claremont, New Hampshire, and Point of Rocks, Maryland, plants provide a presence in the Northeastern United States.” Structal’s founding in 1956 was just the beginning. Over the past half century, the company has grown, founded and acquired, merged and expanded. The Quebec City StructalBridges plant — which has a total surface area of 195,000 sq. ft. (18,115 sq m) — is equipped with a lift capacity of 135 tons (122 t) and has an annual production capacity of up to 25,000 tons (22,679 t), one of the highest in Canada. Cost of New Bridge Over Lake Champlain Exceeding Budget BURLINGTON, Vt. (AP) The cost of a new bridge linking Vermont and New York over Lake Champlain is running 8 to 9 percent over budget. Public records from New York, Vermont and federal agencies, which were requested by the Burlington Free Press, show that what started as a $69.6 million construction bid has become $75 million and is likely to reach $76 million. The records show that much of the added cost is due to speeding up work on the bridge linking Addison, Vt., and Crown Point, N.Y., when delays were encountered. It also cited a report showing that cost overruns on transportation projects nationally aren’t unusual. The new bridge, which opened to traffic on Nov. 7, carries about 3,000 cars a day. It replaces an 82-year-old bridge that was closed in October 2009 because it was structurally unsound. The records show New York state approved 39 changes to the construction contract and the Federal Highway Administration approved all but two of the
24 changes it received. They also show that operation of the ferry that ran alongside the bridge site during construction cost $16 million, about $3 million less than expected. The two states, which own the bridge jointly, were under pressure to replace the old bridge quickly, for the sake of the people who depend on it for their livelihoods, New York State Department of Transportation spokeswoman Carol Breen told the newspaper. Motorists who had grown accustomed to using the bridge for jobs, shopping and trips to the doctor faced long and unpredictable detours by the project. Contractors encountered unforeseen problems and sought to modify original plans to make up for lost time. For example, New York officials agreed to pay contractor Flatiron Construction Corp. of Firestone, Colo., more for additional construction frames, barges, cranes and crew time so work could proceed on two piers simultaneously, rather than consecutively. The switch cost $1.5 million.

MaineDOT, Indian Township Partner on Fed Highway Money In a recent ceremony at the state house, Gov. LePage and MaineDOT Commissioner David Bernhardt were presented with two checks from Chief Joseph Socobasin of the Passamaquoddy Tribe of Indian Township, Maine, totaling $1,900,000 . Indian Township has been successful in accessing federal highway money through the Bureau of Indian Affairs Indian Reservation Road Program. Pursuant to an executive order signed by LePage, MaineDOT has set up consultation meetings with the tribes intended to open lines of communication and promote tribal-state cooperation. Indian Township has two projects it is participating in with MaineDOT. One is a U.S. Route 1 bridge replacement, carrying 3,400 vehicles a day, with a total cost of $3 million to be completed next year. The other allows MaineDOT to complete a much heavier and longer lasting treatment on 10-plus mi. of the Grand Lake Stream Road, a rural state highway that was otherwise not eligible for federal highway funding, with a total cost of $2.5 million that is to be finished this fall. “It is our goal to continue this important partnership to help provide safe and effective transportation needs for the Indian Township area,” said Bernhardt. In 2010, the Indian Township gave MaineDOT $950,000 toward the $1.7 million Milford Street Bridge Replacement that was completed in the fall.

Vermont Using More Brine on Roads, Two-Lane Plows By Dave Gram ASSOCIATED PRESS
MONTPELIER, Vt. (AP) Winter road crews in Vermont will be using more brine instead of salt this year, new plows that can clear two lanes at the same time on interstates, while also giving road crews more discretion on how much salt and brine to apply, officials announced Dec. 23. Gov. Peter Shumlin devoted his weekly news conference mostly to a discussion of winter road maintenance and a plea to the public to slow down in snowy or icy conditions, especially around snowplows. “We’re urging drivers to use extra caution on icy roads, as we always do, because that saves lives,” Shumlin said. Transportation Secretary Brian Searles said Vermont would continue its “saferoads-at-safe-speeds” policy for winter road maintenance. “This means that during a storm we will be out plowing, sanding, salting, to keep the roads open,” Searles said. “But drivers should expect during a storm to see snow on the roads. So, we need drivers to be a partner with us, to adjust their driving to those conditions.” Snowfall in Vermont has been spotty at

Jerold Kinney said he was on his first trip plowing his route between the state garage in Randolph and Bethel on Interstate 89 when “I had an individual driving a four-wheel
drive pickup, texting with one hand — I’m pretty sure his coffee cup was in the other — driving with his knee, go by me at 50 miles an hour, maybe 60, on a snow-covered road.” “Two miles later I saw him backwards in the ditch, still on the text messages. He said he was fine so off I went,” Kinney said. “But it’s just a clear case of the distractions that the drivers have.” When they’re not busy watching out for other drivers, plow operators like Kinney
will have more authority to judge road conditions and determine how much sand, salt or brine — a mix of salts and water — to apply to road surfaces, Shumlin said. In talking with workers, “There was some feeling among the hard-working men and women who are keeping our roads safe that for budgetary reasons that they couldn’t always allocate what they felt was right as the storm was being dealt with ... without further orders from higher up,” the governor said. Shumlin said the policy this winter will give road crews the authority to use whatever they think is necessary to keep the roads clear and safe. Brine will be favored over salt this winter because brine adheres to road surfaces better than salt, is less damaging to the environment and can be applied in advance of a storm to keep conditions from getting bad in the first place. Special equipment is needed to make brine. It has been available in northwestern Vermont and this year will be used in the Rutland area for the first time. The state also will have two “tow plows” in use. The plows have rear-mounted equipment that clears two lanes of interstate at once, officials said.

Working in Connecticut Structal recently secured a contract worth close to $27 million to fabricate the steel structure that will replace and expand the Moses Wheeler Bridge, which crosses the Housatonic River in Milford, Conn. The contract awarded by the Walsh Construction Company and PCL Civil Constructors joint venture mandates Structal-Bridges to supply some 400 steel girders for the three bridges that are being built in the scope of this project. “Structal appreciates having the opportunity to collaborate on a project involving a historic bridge,” said Lapointe. “The company is not afraid of challenges and can perform complex mandates. It’s always great pride in working on historical projects.” A short time ago, the business unit also concluded an agreement with Aecon Group Inc. for the execution of a project worth more than $9 million in Canada. The contract includes the fabrication and installation of box girders as well as the fabrication of structural bearings as part of the North Channel Bridge Replacement Project in Cornwall, Ontario. The business unit also will install the bridge components using the launched-girder erection technique. Structal-Bridges management is led by Lapointe, with Tariq Rashdi, vice president, business development, United States, Structal-Bridges, and Denis Fleurent, general manager, Goodco Z-Tech.
