General Contractor Manafort Brothers, a slew of hardworking subcontractors and the Connecticut Department of Transportation (ConnDOT) are bringing the relocated Route 72 project in on schedule. With nearly three years of work under their belts — work began in August 2007 — highway construction crews are working hard to finish building this new highway stretch and its accompanying new and relocated highway bridges by Nov. 30, 2010. Originally designed by Tectonic Engineering & Surveying Consultants P.C., ConnDOT is overseeing the final stages of the relocation of busy Route 72 in Bristol and Plainville, Conn., the crux of which is a new four-lane arterial highway. According to ConnDOT officials on site, the project is imperative to “provide an improvement to the peak-hour delay, in and out of Bristol.” It consists of a 2-mi. (3.2 km) relocation of Route 72, connecting the existing Route 72 expressway in Plainville to Route 229 (Middle Street) in Bristol, as well as the reconstruction of 2.4 mi. (3.9 km) of existing secondary and local roadways. It also includes more than 2 mi. of extra state and local road improvements.

Latest Improvements Complete Since Construction Equipment Guide first reported the story of this impressive project (September 2009), major progress has been made. Site engineers report that: • Wall No. 103 extension is nearly complete; • The 16-in. (40.6 cm) water main on Pine Street has been relocated; • AT&T has begun relocating remaining poles on Pine Street; • Concrete has been placed at the new bridge carrying Route 72 over the Pequabuck River; • The new Route 72 from end of the existing expressway to Todd Street has all been paved, with the exception of the final course of asphalt; • Work has begun to install a new median barrier on the Route 72 Expressway to the new intersection with East Main Street; • Bohemia Street has been closed permanently and Route 72 traffic has been diverted to the new intersection of Forestville Avenue and West Main Street; • Workers continue to construct a new retaining wall on Riverside Avenue adjacent to the Pequabuck River; and • Advance drainage work has begun on Pine Street. Connected to Deaths in Big Dig Tunnels BOSTON (AP) The state Transportation Department has launched review of handrails in some Big Dig tunnels that have been connected to the deaths of seven people, including a state trooper. Transportation Secretary Jeffrey Mullan ordered the study following a

story in The Boston Globe about the deaths of seven people who died after striking or getting entangled in the handrails after accidents. The department said in a statement March 8 that the internal review would be conducted by engineers with expertise in safety, crash railing sys-

tems, and structural design. Their findings will be forward to Mullan by the end of the month. The handrails, which line about 6 mi. (9.6 km) of tunnels, are on top of raised walkways and are designed to keep maintenance workers from falling into traffic.

Premier Equipment President Eamon McMahon and Gordon Terry, general manager of Anaconda Conveyors USA, have entered into an agreement for Premier Equipment to represent the Anaconda line of conveying equipment in the New England states. Anaconda’s distinction in the crushing and screening industry is its portable tracked conveyors. Bill Would Suspend New Hampshire’s School Building Aid By Norma Love ASSOCIATED PRESS WRITER

CONCORD, N.H. (AP) Voters in Lebanon will decide whether to replace an aging junior high school before a looming suspension in state school construction aid would make the project too costly for city taxpayers to shoulder on their own. Lebanon voters have rejected the project three times in two years, even though the fire escapes on the upper floors are windows with no rescue ladders and closets are being used as offices by some teachers. In December, school officials considered not presenting the question to voters for a fourth time because a legislative committee was considering asking the Legislature to suspend aid to new projects like the $25 million needed to replace the school. But the committee backed away from recommending an immediate suspension since more than $250 million in projects were ready for votes at town meetings this spring. Instead, the panel suggested implementing one after July 1, and on March 2, the Senate Education Committee heard state Sen. Molly Kelly’s bill to do so. The bill calls for a two-year suspension, but Kelly wants to change it to one year and allow exceptions for emergencies.

A one-year suspension would give voters in Lebanon and other New Hampshire towns a chance to get their projects through this spring before Kelly’s study committee returns in the fall with recommended changes to the cash-strapped aid program. The panel is studying ways to fund the program as well as deal with inequities, such as helping poorer districts that have a harder time getting local support for projects than cities and wealthier districts. It has until November to issue a final report. The state has provided the aid since 1955 and paid cash until the economic downturn forced it to approve borrowing $131 million for the program. The state’s annual aid payments have risen from $15 million in 1997 to nearly $45 million this year, according to Ed Murdough at the state Department of Education. New Hampshire reimburses school districts between 30 and 60 percent of the costs of construction, land acquisition, planning and design, furniture, fixtures and equipment. The state sets some limits on the size of projects eligible for aid, but communities are free to exceed that at their own expense. The state does not pay its share upfront, rather it pays its portion of the principal of a district’s bond payments over the life of the borrowing. If not enough money is budgeted, districts get a pro-rated aid

amount. Gov. John Lynch backed borrowing the state’s share of the costs to help balance the state budget, but the state treasurer said the state can’t rely on borrowing to fund the program. Lynch supports suspending aid with an exception for safety issues to give Kelly’s panel time to work on an overhaul. “As it is currently structured, New Hampshire’s building aid program is unsustainable and unfair. We need to restructure the building aid program so that children in poorer school districts have a better chance of getting better facilities,” Lynch said. Mark Joyce, executive director of the New Hampshire School Administrators Association, and Dean Michener, associate director of the New Hampshire School Boards Association, are wary that the state will limit aid rather than meet its responsibility to all schools. Joyce wants the panel to look at need broadly and take into account that over half of New Hampshire’s school buildings are more than 50 years old. Need should encompass the age of the facilities, not just a community’s ability to raise property taxes to pay for renovations and new buildings, he said. “We have towns that need brand new schools that might not be seen as property

poor,” he said. “What we have works,” added Michener. “I understand that the state’s commitment and the cost obligation to the state has grown significantly. But that’s a result of the significant work that is needed on the aging facilities throughout the state.” Lebanon Junior High School was built when Calvin Coolidge was president and is an example of an aging school building. Superintendent Mike Harris said the brick building’s hallways on the second and third floors are dead ends. Fire trucks would be counted on to hoist ladders to the windows in an emergency, he said. Sprinklers had to be installed two years ago to win a safety waiver from fire officials and keep the school open. The nurse’s office is in a former broom closet, added school board Chairwoman Laura Dykstra. Three special education teachers also use former broom closets and the school psychologist has a former chemical storage room for the science lab. On March 9, Lebanon’s voters will vote whether to replace the 7 to 8 grade school with a middle school for grades 5 to 8. If voters approve the construction, Lebanon will close the 85-year-old school and one that is 150 years old, said Harris. It will be the first school Lebanon has built in 50 years, said Harris.

RIDOT Expanding Stimulus Program; Adds Eight Projects The Rhode Island Department of Transportation (RIDOT) has received approval to add eight new projects to its economic recovery program, funded by the American Recovery and Reinvestment Act of 2009 (ARRA). The eight new projects are in addition to the 54 projects RIDOT is constructing with $137 million the department received under the ARRA program. Fifty-two have been authorized for funding and 44 are under construction. Eighty-one percent of these contracts were awarded to Rhode Island companies. The projects, which have been certified by the governor’s office, involve bridge rehabilitation, resurfacing, sidewalk reconstruction and drainage improvements. The estimated cost of these projects is $12.4 million. RIDOT intends for these projects to go to construction this spring and summer. The department is able to fund these additional projects under the ARRA program because the bids RIDOT received for a majority of the projects averaged about 15 percent less than original estimates. “With bids coming in lower than our estimates, it became clear through the course of last year that the department would be able to expand the number of projects funded by the ARRA program,” RIDOT Director Michael P. Statewide Drainage Improvements East Greenwich, Providence Scituate and Tiverton • Various drainage improvements in the following communities: East Greenwich (First Avenue at Division Street), Providence (North Main Street), Scituate (Danielson Pike), and Tiverton (East Road and Crandall Road) ($300,000). Warren • Installation of new curbing, sidewalks, minor drainage improvements and street tree preservation and replacement on Main Street (Route 114) from Cherry Street to 160 ft. south of Beach Street (0.3 mi., $700,000). Westerly • Resurfacing of Route 91/Westerly Bradford Road/Bradford Road, including curbing, sidewalks, guardrail, minor drainage improvements from Westerly Maintenance Facility to Bradford Railroad Bridge/800 ft. north of Church Street (3.8 mi., $3 million). Woonsocket, Cumberland and Lincoln • Resurfacing of Route 99/Woonsocket Industrial Highway, including curbing replacement, minor drainage rehabilitation, new signs and structures, guardrail replacement and minor bridge work from Route 146 to Route 122/Mendon Road (3.75 mi., $5 million).
