The raging flood waters caused by the March 31 to April 1, 2010 deluge have long dried up, but, thankfully for the people in two towns, funding did not. Thus, the Rhode Island Department of Transportation (RIDOT) has reopened the Woodville Road Bridge which crosses the Wood River at the Hopkinton/Richmond, R.I., town line. “In this case, the Woodville Road Bridge, which is the premium recreational resource for that area’s boating, kayaking and fishing. We needed to be sensitive to that and did not want the impact of any debris from the demolition and reconstruction to enter the river below.” Safe Work Equals Success “Obviously, the work went successfully. It was done safely and now a new bridge is serving the community,” said Corrao. “We are pleased with the results.” Some 60 projects have faced the state, as a result of the massive flood damage in 2010, addressed and completed by a combination of priority need, funding and access. While RIDOT continues to whittle down the list of the last remaining reconstruction projects to be completed, there are still a few more to go. “We are getting to the end,” said Corrao. “Next up, regarding repairs on flooded bridges, is the Laurel Avenue Bridge in Coventry. It has just gone out to bid and the work will start shortly.” Corrao said the Laurel Avenue Bridge is one of “the first design-build bridge projects” to be dealt with in its reconstruction. “We are at the point where the contractor will be hiring a design consultant and a design engineer to design the [new] bridge with RIDOT advising.” He added that rain damage was so deep and extensive statewide, that some 500 isolated locations — individual roads, highways, bridges, etc. — throughout Rhode Island alone were affected. The most popular set of buildings affected was the Warwick Mall, a shopping center of dozens of stores that was submerged under nearly two feet of water from the spring floods. The mall was closed for weeks and it forced the mall’s private owners and tenants to spend a combined $110 million on a difficult rebuild. About a dozen stores did not return to the mall when it dried out. The last remaining space, the two-floor department store of Macy’s, reopened in spring, a year after the devastation. At the reopening, Warwick mayor Scott Avedisian said it’s “incredibly symbolic that within a year… it’s business as usual at a mall that was fully submerged.” And that was in the midst of dry land. As Corrao said of the 500 isolated locations and 60 bridges, “Pretty much everywhere there was a pond, a river or a bridge structure, there was work to do.” (This story also can be found on Construction Equipment Guide’s Web site at www.constructionequipmentguide.com.) Utility Work Machines Produce Big Results on Campus Toolcat 5600 Units and Multiple Attachments a Valuable Resource for Grounds Maintenance Staff At the University of Rhode Island, where they use the slogan “Think Big, We Do,” the lands and grounds staff does indeed think big when it comes to maintaining the 40-acre campus. The power units may be small — a pair of Toolcat utility work machines — but with 13 Bobcat attachments, the results are mighty big. “The Toolcat 5600 units have had a major impact on the university,” said Brian Boesch, turfgrass manager at the Kingston, R.I., campus. “Originally purchased for snow removal, the versatile machines have made us much more efficient and we are able to do many more jobs in-house rather than hiring outside contractors. In the two years we have owned the Bobcat equipment, we have saved significant time and money while improving the quality of our work.” Started With Snow Most students and staff park around the outside and walk into the campus. “That’s why clearing the 13 miles of sidewalks is so important,” Boesch said. “For a while
we were using another vehicle that plowed at the rate of about one mile per hour. If we got a foot of snow it took a long time to clear the sidewalks. The snow was getting packed down. We were losing the battle. As a result, there were a lot of complaints, especially from parents of students. So snow removal became a huge issue.” Finding the solution fell into Boesch’s lap. He either had to purchase the right equipment, or hire another 25 people and give them shovels. “It became obvious that if we were going to make a major equipment purchase, we should look at something that could be used throughout the year,” he says. “As I checked out several multi-use vehicles, people kept recommending the one-of-a-kind Toolcat utility work machine.” Replacing the previous vehicle with a pair of Toolcat 5600s, two snowblower attachments, a V-blade attachment and two rear-mounted sand/salt spreaders instantly improved snow removal capabilities around the campus. All of the Bobcat equipment was purchased from J. J.
Gregory and Son, Inc., the dealer in East Providence, R.I. “We could never complete clearing sidewalks in an acceptable timeframe,” Boesch recalls. “Even though we have a lot of nooks and crannies to plow out, now we can get around the entire campus within 3 to 4 hours, and we do a much better job. Previously we could never completely remove all the snow. “Both Toolcat machines are set up with spreaders on the back; one has a snowblower, the other the V-blade [both are front-mounted attachments]. The snowblower works better where sidewalks are next to buildings. We use the V-blade on sidewalks in more open areas.” Equipment Used Every Day The utility work machines and attachments are shared by two crews. The campus crew maintains the grounds, which includes sidewalks, roads, lawns, landscaping and trees. Readying for Selective Catalytic Reduction in Cold Weather By David W.H. Fenderson SPECIAL TO CEG
Since the early 1990s the Environmental Protection Agency has been pushing the requirements for reductions in particulate and NOx emissions for modern diesel engines. These reductions are targeted to reduce the environmental impact and the health hazards associated with diesel emissions. The 2010 requirements are .20 (g/hphr) an 83 percent reduction and .01 PM (g/hp-hr) a 90 percent reduction since 1994. One 1994 on-highway engine will emit the same amount of pollutants as 65 of the equivalent engines that were built in 2010. Many changes have occurred in both engine technology and fuels in the last 15 years to meet these stringent EPA requirements. Most notably the sulfur content of diesel fuels has dropped from 500 PPM in 1993 to 15 PPM in 2006. Additionally engine manufactures have employed changes in engine timing, EGR, and diesel exhaust particulate filtration, and most recently SCR to meet these mandated emission levels. SCR will be the most foreign and most noticeable change in truck engine design and performance, and may be the final chapter in reducing NOx emissions. Historically NOx emission requirements have been managed
through a combination of engine timing changes and EGR. Although these changes have benefited the environment they have challenged both engine maintenance and fuel economy. SCR is an exhaust after- treatment that manages NOx emissions downstream of the diesel particulate filter and uses DEF (Diesel Exhaust Fluid) to neutralize toxic NOx gasses. DEF is injected into the emissions, which react with the NOx and the catalyst creating harmless nitrogen gas and water vapor. SCR allows the engine to function at higher combustion temperatures, providing increased fuel efficiency and power. It has been reported that fuel consumption could be improved as much as 6.5 percent with trucks using SCR as their chosen method for NOx reduction. The application of DEF in the engine will be simple as each truck will be outfitted with an outboard storage tank between 3 and 24 gal. depending on class of vehicle. The level of NOx in the emissions system will transmit a need for DEF to be injected into the system as a fine mist. This DEF mist will hydrolyze into ammonia gas (NH3) and react with the NOx in the SCR catalyst to form nitrogen and water. DEF is a high purity mixture of 32.5 percent urea and deionized water meeting the stringent ISO 22241-1 quality standards.
The amount of DEF required will vary by engine manufacturer, horsepower, and load, however, on average one can expect to use 3 to 5 percent of DEF as a relation to fuel consumed. The average truck going 100,000 miles per year at 6 miles per gallon will consume between 500 and 850 gallons of DEF. Although the 2010 engines are more costly to purchase than later model engines, this cost, as well as the cost to purchase DEF will be offset by a much cleaner and safer environment for generations to come as well as significant improvements in fuel consumption. The critical issues surrounding DEF will be handling and storage as any contamination to the fluid will result in significant threats to the catalysts and engine performance. It also is very important to use only a certified DEF as both the urea as well as the water used to blend DEF are required to meet specifications with very close tolerances. DEF is being made available through many channels of distribution both at the pump and in packages. It will be advisable to top off DEF tanks during routine maintenance and inspections as well as carry a 2.5 gallon bottle on board the truck as an emergency dose. The average truck will go 400 miles on 2.5 gallons of DEF. DEF will be available in packages sizes of 1 Gal., 2.5 gal., drums, totes, as well as bulk deliveries.
Of potential concern to DEF users in Maine as well as other cold weather states, DEF will freeze when the temperature drops below 11F. Fortunately the SCR systems are designed for this and will not crack the DEF dispensing equipment and will quickly thaw as hot engine coolant will be circulating through heating coils in the system. Additionally during typical engine start up the need for DEF is limited as the equipment has very low NOx emissions. The recommendation will be to follow the OEM instructions for cold weather operation, which will ultimately mean increased idling to ensure the DEF is thawed. Fortunately the EU has been using SCR for more than 10 years in many of the world’s coldest environments with excellent results. Each SCR truck will be equipped with onboard hardware to detect levels of DEF in the storage tank. If the truck runs out of DEF or if the wrong or contaminated fluid is used, the engine will derate. It is possible for the engine to derate down to a maximum speed of 5 miles per hour during these conditions. Again it cannot be emphasized enough to keep appropriate levels and quality of DEF in the truck’s reservoir to avoid these costly conditions. For more information, call 508/450-6371. and 50 acres of general recreation grounds. Many of these jobs used to be done by hand or contracted to outside suppliers. “With budget restrictions, it had always been a struggle to hire others to come in and work on campus,” Boesch
said. “We always asked what we could do ourselves. With the 5600 machines and all of our attachments, the answer now is, ‘most everything.’ With the arrival of this equipment we are more productive, more efficient and staff morale is much higher. “The Toolcat machines have proved themselves so worthy and productive on campus that the University adminis-
tration has recently given us approval to purchase three additional Toolcat utility work machines. Additionally, we’ll purchase salt and sand spreaders and snowblowers for each machine. Massive Sinkhole Opens up Beneath Boston Highway in Big Dig Tunnel BOSTON (AP) State transportation officials say a massive 4 ft. (1.2 m) deep hole has opened up about 9 ft. (2.7 m) below the road surface in a Big Dig tunnel in Boston, but poses no danger to drivers. The roughly 190 ft. (58 m) long sinkhole that has filled with water was
caused by settling of the clay around the tunnel. During construction 11 years ago, contractors chemically froze the soil so it wouldn’t collapse as they dug the tunnel connecting the Massachusetts Turnpike with the Ted Williams Tunnel under train tracks.
Engineers expected settling, but it has happened faster than expected. It’s expected to cost $15 million to fix the problem, but not until the ground finishes settling by 2014. The $15 billion Big Dig highway project has been plagued by cost overruns and construction problems.

Bridge to Be Installed Soon WEST ADDISION, Vt. (AP) The center arch of the new Lake Champlain bridge from Vermont to New York should be lifted into place by the end of August, an official said. The 402-ft. (122.5 m) center span of the new bridge between West Addison, Vt., and Crown Point, N.Y., is being built at a New York marina 2 mi. (3.2 km) north of the bridge site where it is nearing completion. “The workers are putting together the cable support systems. They have to be fabricated on site because they are so long. It is a bundle of cables inside a plastic jacket that will be used to support the bridge,” John Grady of the New York Department of Transportation told WCAX-TV. Once the arch is done it will be floated
down the lake on two barges, lifted into position and then secured to the rest of the bridge, said Grady. “There will be a lifting system of cables that will come off the new bridge on the ends of the approaches, and the entire structure will be lifted into place. And beams will be placed underneath it and it will be bolted into place,” Grady said. “We are looking somewhere near the end of the month we hope,” he said. Almost two years ago the 80-year-old bridge that had spanned the lake was closed after it was found to be structurally unsafe. It was demolished. Construction on the new bridge began last year. It’s due to be finished by Oct. 9, but the contractor has been given a 65-day extension because of high water on the lake this spring.
