East Brandywine Township in southeastern Pennsylvania’s Chester County lies in an area as charming as its name, being largely composed of valleys set amid gentle hills. Much of its history has been as quiet as its surroundings, although the area saw conflict during the Revolutionary War, most famously the Battle of Brandywine about 24 miles away at Chadds Ford as troops commanded by the British general Sir William Howe marched on Philadelphia. Since Philadelphia is located fairly close to East Brandywine, there has been an increasing number of residential developments in the area in recent years.

One of the largest such developments is the tiple phases. Cirello Iron & Steel Brothers-in-Law Build Growing Biz Thirty-two years ago, Frank Curcio called his brother-inlaw Tony Cirello and asked him if he was interested in working together to expand upon what Curcio was doing in scrapmetal recycling. Since 1964, Curcio has run Curcio Scrap Metal, which only processes nonferrous materials such as copper, brass and aluminum. Cirello was running his own scrap yard in Florida, handling nonferrous materials as well, when Curcio called. Cirello sold that business and teamed up with Curcio in 1978 to found Cirello Iron & Steel, which focuses on recycling ferrous metals, such as cast iron and steel. Cirello is president, Curcio secretary and Curcio’s son Michael is treasurer. Cirello’s son-in-law Jarrod Whidden also is involved in Cirello Iron & Steel. Cirello and Curcio set up Cirello Iron & Steel adjacent to Curcio Scrap Metal on the same site in Saddle Brook, a cen-

tral location with Interstates 80 and 78 and U.S. 46 nearby. The two companies take in demolition contractors’ debris and other items from individuals within about a 50-mi. radius of Saddle Brook. “Much of the debris we take in comes from repeat customers with whom we’ve developed a good rapport,” noted

Cirello. “We attribute that to taking a keen interest in customer service, including giving them a fair price and getting them in and out as quickly as possible. Going the extra mile to help them is essential — staying open late, or even opening on a Sunday to take in materials, for instance.” see CIRELLO page 24

Some States See Tolls as Highway PennDOT Opens Two Newly Built Construction Funding Option THE STATE JOURNAL

CHARLESTON, W.Va. (AP) West Virginia currently has a little less than 77 mi. of toll road in its borders, with the West Virginia Turnpike accounting for all of it, according to the Federal Highway Administration. Not all states have toll roads, but many of those that do, have more miles of toll road than the Mountain State. They range from a high of 685 mi. on tolled interstate and noninterstate roads in Florida to a low of just one toll mi. in Utah. Those numbers will likely grow in the future. The main source of revenue for road maintenance and road construction at both the state and federal levels has been the fuel tax. But fuel taxes are not keeping pace with the cost of maintaining roads, due in large part to the development of more fuel-efficient vehicles and changing driving habits. The simplest solution would be to raise fuel taxes, but that option hasn’t been popular with politicians elected to office on the promise of keeping taxes low. The federal fuel tax hasn’t been raised in any significant fashion since 1993. A recent suggestion by President Barack Obama’s deficit commission to raise the federal fuel tax by 15 cents a gallon by 2013 largely fell on deaf ears. State leaders also are reluctant to raise taxes. While serving as governor in 2008, Sen. Joe Manchin, D-W.Va., convinced lawmakers to temporarily freeze a projected automatic increase in the state’s roughly 32 cents-per-gallon tax. With the exception of the Turnpike, there was no mechanism for creating new toll roads in the state until 2009, when lawmakers passed a law allowing their creation as one tool the state could use to come up with road funding. The West Virginia Department of Transportation sought the law. The expense of building new roads is among the highest in the country, transportation officials have noted. Expanding the 14-mi. stretch of U.S. 35 in question is projected to cost somewhere around $200 million. Toll roads tend to encounter public opposition no matter where they’re built, but economists say they often represent a better way of funding roads. A 2008 study by researchers at the University of Southern California and the University of California, Los Angeles concluded that fuel taxes fall disproportionately on poor people. They acknowledged that as individuals, low-income people pay a lot of money out of pocket through tolls, but as a group they pay less money than other forms of generating revenue, such as sales taxes. Other economists tend to agree, according to a 2006 paper by Robin Lindsey of the University of Alberta. Lindsey tallied the writings from a wide range of economists and concluded that most favored tolls as form of generating revenue. “Beyond that primary insight, however, there is much disagreement,” Lindsey wrote. “Economists disagree over how to set tolls, how to cover common costs, what to do with any

excess revenues, whether and how ‘losers’ from tolling previously free roads should be compensated and whether to privatize highways. These disagreements fill a lot of pages, while the main point of agreement is largely taken for granted.” At the same time, economists’ reassurances have done little to alleviate the concerns of critics such as the National Motorists Association, which advocates for drivers. The NWA and other critics argue that toll roads often require the establishment of new bureaucracy to collect and manage the tolls. They also take issue with the argument that tolls represent a “free-market” solution to the problem, noting motorists have little say over the tolls they pay and there is little in the way of competition when it comes to highway services. “You’ve got the fuel tax,” NWA Executive Director Gary Biller said. “It’s not the greatest system in the world but it seems to be the best we have.” State transportation officials, working under a memorandum of understanding with the West Virginia Parkways Authority, are moving ahead with plans to convert part of U.S. 35 into a toll road. The next step is for two public hearings about the proposed tolls, which start at $2 per tollbooth and go up depending on the size of the vehicle. State officials haven’t announced any plans for future toll roads, with the exception of a small section of Mon/Fayette Expressway in Monongalia County. The question is whether other county commissions will be eager to enter into agreements with the state officials after the Mason County controversy. So far, it is a conversation that the County Commissioners’ Association of West Virginia has not had, according to executive director Vivian Parsons. “Certainly we are looking at this [Supreme Court] opinion,” she said. “We will have a conversation about how farreaching it may be.” State transportation officials did not make themselves available for this story. Ironically, the provision requiring state officials to first seek the approval of county officials before building new toll roads was drafted to avoid the kind of conflict that arose in the U.S. 35 debate. Senate Minority Leader Mike Hall, R-Putnam, said some changes probably would need to be made to the law when lawmakers meet in regular session next year. Among them is clarifying that the tolls come off once they’ve raised the money to pay off the initial price of the project and clarifying the role county commissions play in determining new toll roads. “I think the people out there rightfully think, and rightfully say, the county commission should have as much information as possible before casting the vote,” he told West Virginia Media’s public affairs program “Decision Makers.” “We should’ve put it in the code when the timeline is, and that isn’t there and that should be changed.”

Route 309 Ramps The Pennsylvania Department of Transportation opened two newly built ramps at the Route 309-Norristown Road Interchange in Lower Gwynedd Township, Montgomery County, on Dec. 20. The ramp openings will now provide motorists with full directional access to both roadways. On Dec. 20, crews opened the new Norristown Road onramp to Route 309 North and the Route 309 South off-ramp to Norristown Road. Both ramps were constructed as part of PennDOT’s $102 million project to rebuild the northern portion of the Route 309 Expressway from the Highland Avenue Interchange to north of Route 63 (Welsh Road). The ramps will complement the two existing ramps at the interchange: the Norristown Road on-ramp to Route 309 South and the Route 309 North off-ramp to Norristown Road. PennDOT’s reconstruction of the northern section of the Route 309 Expressway is the final part of the $375 million project to rebuild 10 mi. of the expressway between Cheltenham Avenue, at the Philadelphia border, and Route 63 (Welsh Road) in Lower Gwynedd Township. Cirello Iron & Steel Sees Expansion in Scrap Business CIRELLO from page 8

Cirello Iron & Steel takes in anywhere from 80 to 175 tons of material per day, much of it ready to go directly into containers that are shipped out daily to mills and other entities that buy the scrap material to recycle. Cirello estimates 30 to 40 percent of the material coming in has to be processed on site before it’s ready to leave the yard. “Our volume has decreased due to the overall economy,” acknowledged Cirello. “We’ve had to tighten our belt during the past couple years because the construction industry slump is generating less scrap. However, our commitment to serving customers, regardless of the economy, has helped us through the tough times.”

Komatsu, LaBounty Make Strong Combination Cirello Iron & Steel handles much of its processing using a Komatsu PC270LC-8 equipped with a LaBounty MSD2500 shear, which it purchased from Binder Machinery’s South Plainfield branch. “The PC270 replaced a stationary

shear that we were having a lot of problems with,” said Cirello. “Komatsu has a good reputation, so when it came time to replace that stationary shear, that’s one of the first things we looked at. We also wanted something mobile; something we could move around the yard to get to the materials rather than bringing them to the shear. We contacted Binder about trying the PC270 and ended up buying it. It definitely lived up to its reputation by having the hydraulic power to run the shears and the ruggedness to stand up to a fairly challenging application. “In addition, the LaBounty shear is a nice complement to the PC270. We really like the narrow opening, which allows for better control and cutting. Others we looked at were too wide and bulky. We’re cutting some sizeable materials, including I-beams, and the shear does a good job of cutting it quickly and efficiently.” Cirello also appreciates the efficient service Binder Machinery offers. “We have a long relationship with Binder, dating back to 1982 when we bought a machine from Walter Binder,” he said. “They worked closely with us to make

sure the machine and shear setup was the right match for our needs. Binder handles all the maintenance now, which is something we really like. They have the know-how to ensure it’s properly done, so our downtime stays to a minimum. That’s a huge benefit in this industry.” A Growing Trend Keeping that benefit will continue to be essential, as Cirello sees no slowdown in the amount of scrap Cirello Iron & Steel brings in. In fact, he thinks the total may grow. “It seems as though nearly everyone is active in scrapping metal. It used to be that our main source of materials was from demolition operations or people directly involved with scrap materials. With iron prices going up and a stronger push to recycle, we’re seeing more and more private individuals bringing things in. People go through their house and their belongings looking for items to scrap. Scott Collins Joins Upstate NHDOTEngineers Shut Down Shredding as General Manager Memorial Bridge for Repairs Scott J. Collins was named as general manager of Upstate Shredding – Ben Weitsman & Son as of Jan. 1. Collins will assume management responsibility for all company operations at all locations. These include Upstate’s mega-shredder and hightech metals separation facility in Owego, N.Y., company trucking and container fleet and Ben Weitsman scrap metal facilities in Binghamton, Ithaca, Jamestown, Liberty, Owego and Syracuse, N.Y., and Towanda, Pa. Collins joins Upstate after nine years with Tracey Road Equipment where he was vice president of sales and marketing. Commenting on Collins’ departure, Jerry Tracey, CEO said, “Scott was very instrumental in developing new product lines and new industry segments for us which has been a major contributor to our growth over the past years.” Adam Weitsman, president of Upstate, said, “I’ve known Scott for several years and during 2010 we became Tracey’s

largest customer with new equipment purchases in excess of $6 million dollars. While working closely with Scott during these transactions, I realized that his work ethic, relationship building capability, management style and experience in the heavy equipment and scrap metal industries was an ideal match for our growth strategy.” Prior to joining Tracey, Collins spent 12 years with the Ingersoll Rand Company where he rose to become district manager for the northeast region construction and mining division and managed seven distributors with 26 locations and 75 retail sales representatives. “I am very excited to be joining a dynamic company like Upstate Shredding – Ben Weitsman and looking forward to help Adam achieve his goal of $1 billion dollars in annual debt-free sales. That’s impressive from a private company standpoint. Adam has no debt and that’s a big deal,” said Collins.

The New Hampshire Department of Transportation (NHDOT) and the Maine Department of Transportation (MaineDOT) announced the closure to motor vehicle traffic of the Memorial Bridge carrying U.S. Route 1 over the Piscataqua River between Portsmouth, N.H., and Kittery, Maine The bridge closure took place at noon on Dec. 9. Based upon a detail review of the most recent detailed inspection of the Memorial Bridge, engineers at the NHDOT, the lead agency on this lift bridge, have determined the closure is necessary due to the deterioration of two gusset plates. One gusset plate is located on the Maine fixed span, and one is located on the New Hampshire fixed span. Both locations are on the upstream side of the bridge. Gusset plates connect bridge beams or truss members to load-bearing columns. The Memorial Bridge will remain open to

ARTBA President Pete Ruane offered the following statement on the House Republican Rules Package vote: â&#x20AC;&#x153;Thirteen years ago, Congressional Republicans and Democrats alike voted overwhelmingly to provide budgetary guarantees that ensured all federal gas and diesel tax user fee revenue collected for the Highway Trust Fund would be invested exclusively and in a timely manner in state highway, bridge and transit improvements. Today, House Republicans behind closed doors, in a secret ballot, unilaterally rescinded those guarantees as part of their new House rules package. This is a reversion back to the budget gimmicks of the past that allows the Highway Trust Fund balance to be used to hide the true size of the federal deficit. â&#x20AC;&#x153;The real life implication of this action is that it injects further uncertainty into the already reeling U.S. transportation construction market where unemployment is in excess of 18 percent â&#x20AC;&#x201D; twice the national average. JLG Industries Graduates 6,000th Qualified Instructor JLG Industries Inc., recently graduated the 6,000th qualified instructor from the company’s Train-the-Trainer course held in Las Vegas. James Mason Jr., who is an outside machine shop apprentice instructor, was recognized with the honor. He received gift certificates for JLG merchandise and complimentary accommodations from the Orleans Hotel & Casino. The JLG Train-the-Trainer course gives instructors the most effective methods to teach aerial work platform (AWP) and telehandler operators how to work the equipment properly, stressing the importance of operator training as it relates to increased workplace safety. “As the use of aerial work platforms and telehandlers increases and the variety of applications grows, the need for programs — such as JLG’s Train-the-Trainer — has become more important than ever,” said Chris Mellott, JLG Industries vice president of sales and development of the Americas. “We estimate that for every graduate of the program, five to 25 or more people receive qualified operator training every year in the safe use of JLG equipment. We are proud of these individuals, as workplace safety is of the utmost importance.” The Train-the-Trainer instructor qualifica-

(AP) New York Comptroller Thomas DiNapoli said the state has spent $63 billion on transportation infrastructure projects over the past decade, yet more than 40 percent of its roads and bridges are considered substandard or obsolete. DiNapoli said in a report released by his office Nov. 30 that the poor condition of the state’s transportation infrastructure stems from New York focusing its spending on

Only in America can a former ironworker figure out a better way to estimate steel costs for his company and then end up at Harvard to build a new part of the university. Dan Koury has operated his own company — D. Koury Construction — in Warwick, R.I., since Feb. 22, 1993. He began in his uncle’s company — Koury Steel Erection Inc. where he was employed from 1982 to 1992 — tried to rectify old world thinking in the modern age and ended up working on many large-scale projects around New England, from Harvard University in Cambridge to Battery Wharf in Boston to Foxwoods Casino in Connecticut. Better Estimates, New World “He [my uncle] was one of the largest steel erectors in Rhode Island, but times were changing and it was tough for him to adjust. I worked as an ironworker for a couple of years, was accepted to Local No. 37’s apprenticeship program in 1983,” said Koury. “From 1984 until 1985 I worked in Boston with our lawyers and legal consultants helping prepare a multi-million dollar lawsuit for a large project that KSE had completed in 1983. “After the lawsuit was settled, I was brought into the office to learn how to estimate. I quickly realized that the bidding was being done in a primitive manner and that changes had to be made,” he added. “I spent the first two or three years in the office establishing cost basis for estimating and completely changed how jobs were priced. It was very difficult to change the ‘old ways’ of the company.” After taking over estimating, Koury began years of discussions to bring new electronic marvels like fax machines and computers into the office to help bookkeeping, estimates, communication and so much more. “I had never used a computer, so I read the manuals and taught myself how to use a UNIX based computer. I then had to learn about accounting, so I had my uncle’s CPA give me some books to read, which eventually allowed me to automate the entire accounting, billing and job cost system [by the late 1980s].”

From 2008 to 2010, D. Koury worked on the Harvard northwest corner building and garage, Cambridge, Mass. Koury erected and operated an electric Potain 605B tower crane that it leased from L.J. Crane.

On His Own, Kourying Favor After some more months of being at odds with old school thinking that came with an old school company, Koury decided to strike out on his own in 1992, with “No idea of how I would pay my mortgage,” said Koury. He incorporated his own business in February 1993 with about $13,000 in cash and a handful of tools. “I began bidding work from my basement and landed several jobs for the late summer of 1993. I immediately started negotiating with various vendors and equipment suppliers to provide me with some of the necessary supplies that I would need until I was able to pay them,” said the budding entrepreneur. When his fledgling company started its first job in August 1993, he had only the bare minimum in tools and equipment. “I utilized every credit card that I, and two of my brothers, had as well as borrowed see KOURY page 52

Caterpillar will present one of the largest displays at ConExpoCon/AGG with three different exhibit areas totaling 60,000 sq. ft. of floor space. Nearly 40 machines, a wide variety of work tools, technology solutions, engines and components will offer something for everyone — contractors of all types, aggregates miners, construction materials suppliers and specialty trades. More than a dozen new Cat machines will make their North American debut at ConExpoCon/AGG, including the new Cat vocational truck, the CT660, which will be shown publicly for the first time. To be sold and serviced by North American Cat dealers, the CT660 will be shown in a variety of configurations and in both the North Hall and Gold Lot exhibits. A new G Series 775 off-highway truck will garner a spotlight as it is the first Cat machine to go into production with a Tier IV Final emissions solution. Many of the other new machines, such as the wholly redesigned H Series 627 wheel tractor-scraper, will showcase a Tier IV Interim solution. These emissions reduction technologies from Caterpillar are integrated into the machine design, allowing Cat Tier IV-ready products to perform at peak production while reducing emissions by approximately 90 percent. The Cat K Series midsize wheel loaders — ranging from the 950K to the 980K — also will be introduced at ConExpo-Con/AGG. PennDOT Announces $24.7M for Smart Transportation Jobs in 41 Communities

“Smart Transportation” projects in 41 communities across the state will get a boost from $24.7 million in funding under the second round of the Pennsylvania Community Transportation Initiative grants, PennDOT Secretary Allen D. Biehler announced. The Pennsylvania Community Transportation Initiative, or PCTI, is a competitive funding program to support and encourage local transportation projects that exemplify the goals of Smart Transportation. “Smart Transportation means partnering to build great communities for future generations of Pennsylvanians by linking transportation investments and land-use planning and decisionmaking,” said Biehler. “The Smart Transportation initiative has made great progress in advancing livability and sustainability goals.

“With PCTI, we want to underwrite and encourage planning and construction projects that demonstrate creative and efficient ways of bringing together local partners for transportation projects that improve our communities,” said Biehler. PennDOT received 238 applications from cities, boroughs, townships, metropolitan and rural planning organizations, transit agencies and advocacy groups requesting more than $175 million. The list of successful projects support local economic development; encourage walkable, multimodal, mixed-use development; improve regional connectivity; or enhance the existing transportation network. In the first round of PCTI funding in 2009, $59.2 million was allotted to 50 Smart Transportation-related projects. Planning studies from the first round are nearing completion and most of the

construction projects were either initiated during the 2010 construction season or will go to construction in 2011. Two of the completed construction projects from the first round are a mixed use trail linking Altoona’s Penn State University campus to the central business district in Blair County and a free shared ride lot located near Interstate 81 and U.S. Route 22 in Lebanon County that serves commuters from Berks, Lebanon, and Schuylkill counties. Lebanon Transit provides bus service to downtown Harrisburg from the lot. PCTI funding comes from the state’s Transportation Improvement Program and is provided to project sponsors on a reimbursement basis after work is completed. SC Celebrates 15 Years of Strong Partnership With NBIS January marks the 15th year anniversary of a partnership between the Specialized Carriers Rigging Association (SC) and NationsBuilders Insurance Services (NBIS). To celebrate this milestone, SC renewed its commitment to NBIS with a three-year contract to extend the company’s status as the association’s exclusively endorsed provider of property and casualty insurance. SC selected the company as the exclusive “all-lines” insurance administrator for SC during the January 1996 board and committee meetings. From the beginning, NBIS partnered with the SC insurance committee and the risk management task force to design programs that fit association members’ unique needs. The partnership began helping the program’s clients avoid injuries and property damage. Over time, the program has evolved to reflect technological, regulatory and legal changes affecting SC members. Needling The Birthday Boy I recently tuned 50, which is really not so old. A lot of very famous people accomplished great things after 50. For example, it was during the post-50 phase of his life that the brilliant physicist Albert Einstein produced the vast majority of his drool. But still, when you’re 50, you’re definitely “getting up there,” so I decided I had better go in for my annual physical examination, which is something I do approximately every seven to nine years. I keep my physicals spaced out because my doctor, Curt, who is ordinarily a terrific guy, has a tendency to put on a scary rubber glove and make sudden lunges at my personal region. Also Curt has some ladies who work with him — and again, these are charming people — who belong to some kind of Druid-style cult that has very strict beliefs under which they are not allowed to let you leave the office with any of your blood. They get you in a chair and distract you with charming conversation while they subtly take your arm and insert a needle attached to a long tube that goes outside to a 50,000-gallon tanker truck with a big sign that says “BLOOD.” When they’re done draining you, they don’t even have to open the door to let you out; they just slide you under it. Somehow I got through my physical OK But then, about a week later, Curt was working late one night at his office — perhaps going through the official Catalog Of Supplies For Doctor’s Offices, which lists needles in sizes ranging all the way from Extra Large to Harpoon, as well as an extensive selection of pre-1992 magazines with the last page of every article torn out — and he happened to glance up at he framed copy of the Hippocratic oath. This is an oath that is named after an ancient Greek philosopher, Aristotle, who is considered the Father of Medicine because he invented the following phrases, without which modern medical care would be impossible: “Do you have insurance?” “We’re going to have to run some tests.” “You may experience some discomfort.” “We’re going to have to run some more tests.” “The test were inconclusive.” Anyway, Curt was looking at the Hippocratic oath, which all doctors are required to take and he noticed the sentence that says: “And I swear by my Lexus that if a person comes into my office for any reason, whether it be for a physical examination or simply to deliver the mail, I will find some-

thing medically wrong with that person.” And so Curt — realizing that if he let me get out of my physical scot-free, burly agents of the American Medical Association Ethics Unit would come and yank his stethoscope right out of his ears — called me and told me that the cholesterol level in my blood was a little high. I tried to argue that this was no longer my problem, since all my blood was in the possession of the Druid ladies, but Curt insisted that I had to change my dietary habits. To help me do this, Curt sent me some informative medical pamphlets that explain to the layperson, via cartoons, what cholesterol is. Technically, it is a little blob-shaped guy with buggy eyes and a big nose who goes running through your blood vessel, which is a tube going to your heart, which can be seen smiling in the background. Sometimes the blob guy gets stuck, causing him to get a grumpy expression and have a balloon come out of his mouth saying, “I’M STUCK.” If too many cholesterols get stuck, your blood vessel looks like a New York subway train at rush hour, and your heart gets a sad face, and surgeons have to go in there with a medical device originally developed by Roto-Rooter. To prevent this from happening, you need to be very careful about your diet, as follows: Food groups you cannot eat: Meat, milk, cheese, butter, desserts, processed foods, fried foods, foods with skins, restaurant foods, foods your mom made, foods from packages, foods shown in commercials, foods containing flavor, foods being carried around on trays at wedding receptions, appetizers, snacks, munchies, breakfast, lunch, dinner, takeout, drive-through, pina coladas, and any food with a phrase such as “GOOD LUCK HERB!” written on it in frosting. Food groups you can eat: Water (unsweetened), low-fat celery, wood chips. This diet has been difficult for me to follow. The worst part has been giving up cheese. I love cheese. I’m the kind of person who, while merely rummaging through the refrigerator to see what else is available, can easily gnaw his way through a hunk of cheddar the size of the late Sonny Liston. But I’ve been pretty good so far, and I’m hoping that my blood cholesterol will be a lot lower, if I ever develop blood again. Curt wants me to come back in and have it checked.
