Southeastern Equipment Co. Unveils New Facility With Event Southeastern Equipment Company held an open house at its Burlington, Ky., branch to celebrate the opening of its newly constructed facility. Southeastern Equipment’s Burlington, branch is located just south of the Cincinnati Airport at 1982 Florence Pike. The new structure replaces a building originally constructed in 1932 and nearly doubles the amount of indoor service space at the previous location. ODOT Officially Kicks Off 2012 Road Construction Season Ohio Department of Transportation (ODOT) Director Jerry Wray officially launched the 2012 road construction season on April 10 and announced approximately 800 transportation preservation projects throughout the Buckeye State. Total cost: $1.8 billion. However, the state still needs more than $1.6 billion to finish additional phases of 35 major new expansion projects in communities throughout Ohio. “We sometimes forget how a well-maintained transportation system supports the state’s overall economy,” Wray said. “With more than $438 billion in goods shipped annually by trucks — the third largest of any

state — a reliable transportation system is not only the lifeblood of Ohio businesses but also the catalyst for future expansion and job creation.” The 800 preservation projects include resurfacing 3,700 mi. (5,954 km) of interstate and state routes as well as repairs, upgrades, improvements and maintenance to hundreds of bridges, culverts, guardrails, interchanges and hillsides. Currently, ODOT maintains and preserves nearly 50,000 lane mi. (80,467 km) of interstates and highways — enough to make two trips around Earth. ODOT is funded by state and federal motor fuel taxes. The agency’s first priority

is the preservation and maintenance of its current transportation system. Any money left over goes toward constructing major new transportation projects approved by the state’s Transportation Review and Advisory Council (TRAC), a bi-partisan group responsible for approving funding for the State’s largest transportation projects. In January, ODOT announced a $1.6 billion shortfall needed to complete future phases of 35 major new expansion projects through 2018. However, ODOT anticipates having only $100 million per year to spend on new construction after all preservation needs are met. In 2011, the TRAC received

72 applications for new transportation projects totaling an additional $10 billion. Since then, the agency has announced plans to seek innovative and alternative funding sources to help ease the financial crunch. On top of reducing agency costs and improving efficiency, ODOT plans to pursue the commercialization of non-interstate rest areas and seek sponsorship and naming rights for certain infrastructure projects saving $100 to 200 million annually. Billions more could be generated or saved by leveraging state-owned assets — like the Ohio Turnpike — and exploring public, private partnerships.

GeoShack Holds Annual Technology Roadshow in Ashland

G

eoShack held its annual Technology Roadshow at the Ashland County Fairgrounds in Ashland, Ohio on April 19. The day-long event featured a classroom presentation that covered the latest technologies designed for leveling, alignment, measurement and machine control. According to GeoShack Vice President, Dan O’Reilly, Topcon is working with several paving equipment manufacturers to integrate their Millimeter GPS+ system with the manufacturers’ concrete pavers. The technology provides both grade and steering for increased efficiency in bluetopping and other fine tolerance work. Topcon Millimeter GPS+ combines the advantages of laser technology with GPS. O’Reilly explained that while the 3D GPS+ and 3D-millimeter GPS+ systems work extremely well when within range of a GPS satellite signal, Topcon’s LPS systems are available for when satellite signals are limited. Also discussed were improvements to the 3D-MC2 machine control system. The system provides corrections to the blade 100 time per second, increasing the speed and efficiency of the dozers. O’Reilly explained that they’ve seen grading at speeds as high as 13 mph. In terms of time saved and materials costs, the system can pay for itself in 3.9 mi. of production. The new Topcon TESLA tablet pc large screen data collector also was presented. The TESLA has a 5.7-in. screen and employs Windows Mobile 6.5.3 operating system, operating with Topcon’s software suite, Pocket 3D and Layout. GeoShack’s Steve Hatfield introduced the Faro Focus 3D high-speed 3D laser scanner. GeoShack recently became the distributor for Faro Technologies’ Focus3D in Ohio, Texas, Oklahoma, Louisiana, Arkansas, Kansas and Missouri. As a part of their Scanning & Imaging division, the Focus 3D scanner is used for detailed measurement and documentation. The small tri-pod mounted unit uses laser technology to produce detailed three-dimensional images of complex environments and geometries within a few minutes. Lunch was served after the classroom sessions followed by hands-on demonstrations. Murphy Tractor & Equipment had an indoor table top display at the event and provided a John Deere 764 high-speed dozer for demonstration with GeoShack’s 3D-MC2 machine control system.

LOUISVILLE, Ky. (AP) The governors of Indiana and Kentucky on March 5 agreed to use tolls to pay for two new Ohio River bridges and a revamped Interstate 65 bridge over the river, all in the Louisville metropolitan area. Tolls ranging from about $1 per crossing for passenger vehicles with transponders to about $10 for semitrailers will begin once the first bridge is completed in 2017 or 2018 under a memorandum of understanding that outlines each state’s terms and responsibilities for financing and building the new bridges. Under the bi-state agreement, Indiana will oversee construction of what’s being called East End bridge between Utica, Ind., and Prospect, Ky., linking the Lee Hamilton Expressway in Indiana and the Gene Snyder Freeway in Kentucky. The bridge will complete a loop around the east side of the metropolitan area. Kentucky will oversee financing and construction of the downtown portion of the project: a new downtown bridge, the reconfigured Kennedy Bridge and upgrades of interchanges on both sides of the river. Indiana Gov. Mitch Daniels said “decades of waiting for greater convenience and quality of life in the metro area will soon be over. “Southern Indiana has tremendous economic prospects and these new bridges are the key to making them real,� he said in a news release. Kentucky Gov. Steve Beshear said, “Through cooperation and determination, we will achieve what this region has talked about — but been unable to deliver — for four decades.� The toll rates aren’t set yet, but plans calls for $1 per crossing for frequent commuters in cars, SUVs and other passenger vehicles using transponders; about $2 for other cars, SUVs and passenger vehicles; about $5 for panel trucks and about $10 for semitrailers. Toll rates would be set and periodically adjusted by the two states’ transportation and finance agencies and governed by the

State to Seek $120M in Federal Funds for Cleveland Bridge CLEVELAND (AP) The state will seek a $120 million federal grant to speed up construction of a Cleveland bridge. The Plain Dealer reported the competitive grant program is among a number of sources that officials hope to leverage for the $350 million bridge project. State transportation staffers had recommended in January that planned work on some bridge and road projects be delayed by as many as 19 years, citing a lack of funds and over-commitment by previous administrations. The announcement that the completion of the second Inner Belt Bridge might be more than a decade away, instead of just a few years, has spurred a push to find more money to get it done sooner. The newspaper reported it’s unclear how much money or how soon the federal grant would deliver.

State to Consider Selling Highway Sponsorships COLUMBUS, Ohio (AP) The Ohio Department of Transportation plans to consider selling naming rights and sponsorships for 49,000 mi. of Ohio highways as a way to reduce the $10 million it spends on maintenance. Transportation Director Jerry Wray told The Columbus Dispatch that the department could raise up to $15 million a year. Wray on March 15 said the idea is preliminary and options are being explored. He said it’s unclear how much the state could charge for naming rights or what kind of signs would be used to designate the sponsorship. The federal government allows sponsorships but not commercial advertising in rights of way.
