Happy Fall everyone. Just to be sure, I want to remind all of you who were planning on attending that this year’s N.Y.S. Highway & Public Works Expo, which was scheduled for Oct. 28 in Syracuse, has been postponed due to COVID-19. That decision was essentially out of our hands; the Fairgrounds wouldn’t let us hold the event because attendance for the show is, as you know, pretty high. I never would have imagined that someday that would have been a bad thing, but that’s the bizarre world we’re all living in these days. God, it’s been so long since life has been normal. I remember the last time it was. Coincidentally, it was at a trade show in early March: the triennial ConExpo show in Las Vegas where virtually every construction equipment manufacturer and related services businesses showcase what’s new for hundreds of thousands of visitors from around the world. COVID-19, mostly called just coronavirus at the time, was on people’s minds, but it wasn’t classified as a pandemic, yet, when the show began March 4. It was declared one, however, right in the middle of the weeklong show. That was when the NCAA cancelled March Madness, and everything just pretty much cascaded downward from there. Prior to its start, some manufacturers opted out, but the vast majority exhibited and attendance was still very strong. Most people were doing the elbow-bump in lieu of hand shakes and social distancing and masks weren’t a thing, yet. One afternoon, I took that driverless monorail back to my hotel room. My little monorail car was packed like a college bar and then I had to walk through the MGM Grand, which was the first hotel to report a case. Somehow, I got out of that unscathed and COVIDfree, but I remember not being especially happy about it at the time. Eventually, upon returning home, I did have to quarantine for a few days. And here we are. I’m confident if we just keep being safe and smart, the same way we are about our jobs, we’ll get out this. Faster testing and of course, vaccines that people will feel comfortable getting, will dramatically help, too. We’ll miss all of you later this month, but we’ll be back in 2021 — of that I am certain. Please keep being healthy and safe and enjoy the cooler weather. P

When Mike Graham became highway superintendent of the town of Kingsbury at 27, he was among the youngest to take office. “My father was the superintendent before me,” he said. “In 2008, he was diagnosed with brain cancer and passed away in 2009. That year, I ran against his deputy and won. It was like passing the baton. Much of me wanting to be highway superintendent was because of my dad. I wanted to follow in his footsteps.” Mike went to school in Hudson Falls and attended BOCES for construction trades for building houses. “When I was in my teens, I worked for a carpenter and then Graves Brothers. After that, I poured concrete for J.D. Boucher in Hartford. “From there, I had my own lawn care business — Michael Graham Lawncare — for four years. In 2004, I went to work for Peckham Industries as a screed operator. I ran the back of the paver. It was my job to be sure the depth was correct for the blacktop when we were paving. I did that until 2009.” As for today, an essential question regarding current operations is how the department is holding up with COVID-19. “Everyone’s still working. We got back to full staff yesterday [June 9]. We were doing halfcrews for a while — week on, week off. Half-staff was challenging. It seems to be working out okay now. We’re playing catchup. We were able to get by, but a lot of things fell through the cracks. “Could we have done full staff? The board recommended we didn’t. At that point, everything was uncertain with Corona. I knew if we did half-staff, we’d have a better chance. Although early 2020 was light on snow, according to Mike, the town had more rain, which Mike said, can create issues because people don’t realize the dirt roads freeze and an ice glaze can form.
“I came on there four years ago as an executive committee member. I’m also the treasurer for the Washington County Association of Street and Highway Officials; and master of ceremonies for our annual banquet for our members and superintendents. We were supposed to celebrate our 65th anniversary on the steamboat in Lake George in May but due to COVID-19, it’s been postponed until October. In addition, I just became a member of the Moss Street Cemetery Association. We send letters to the public to get donations to keep the cemetery running.” Don’t be fooled. It’s not all work and no play for this highway superintendent. “I like to travel. I go to Cancun and the Dominican Republic frequently. I prefer Cancun maybe because it’s friendlier. I’m younger and there’s more of a partying vibe. I also do small jobs with my backhoe and ride 12
my snowmobile. Didn’t do much of that this winter — not enough snow.” On the Job The highway department’s main building houses its administrative offices, the water department, a breakroom and a 40 by 60 cold storage building. “It’s a beautiful facility. We built a new highway garage in 2014 to the tune of $1.7 million. We were able to save $1.1 million. My father started a fund in the mid-1990s and every year they put $100,000 away. Now we owe roughly $400,000. Which is great. We’re in good shape with it. continued on page 18

Once construction of this culvert was complete, the tube was transported approximately one quarter-mile away.
“The shop sits on eight acres. It’s 90 by 160 and the office is 20 by 55. There are also 11 bays and our salt shed, which is 26 by 54 and holds roughly 350 tons. We do a mix of salt and sand. A half-ton of salt to a load of sand. It’s too expensive to run straight salt. We also have our own pit about five minutes away that’s around 26 acres. That lets us screen our winter sand and gravel. We screen for a month. I can screen about two years’ worth of winter sand, which is about 7,000 yards and we go through about 3,500 yards each year. We have a stockpile here at the shop.” As superintendent, it’s Mike’s responsibility to maintain the town’s 106 center-lane miles of road; 90 of which are paved and 16 are gravel. That translates into four plowing routes that take between three and a half hours to complete. continued on page 22 18

Like many superintendents, Mike’s least favorite aspect of his job is snow removal.
Mike depends on his crew of eight full-time employees and one parttimer to serve the town’s 5,500 residents. They are Tim Morgan, deputy superintendent, fabricator, mechanic and driver; Jim Chase, water superintendent; MEOs Herb Strong, Dennis Sullivan, Randy Cook, Larry Harris, Pat Chard and Austin Loveitt; and part-timer Mike Larose. “My crew is the best. Each one has a unique talent and together, it’s a dynamic force. I can’t say enough about them. They’re a great bunch of guys.” Under Mike’s attentive eye, the town of Kingsbury’s highway department functions on a total operating budget of $1 million. “Our CHIPS funding is about $107,000. Then we get $15,000 for Extreme Winter Recovery and another $24,000 for PAVE-NY.” To help with its daily operation, the department has an armada of 22

When it comes to new technology, however, it’s a different story. “It’s more expensive because you can’t work on them anymore. Everything must be plugged in. The system, urea SCR or ureabased selective catalytic reduction, is the only technology available that can remove enough NOx from diesel exhaust to comply with strict new limits imposed by the US EPA. That’s not only creating a problem, it’s expensive to clean the systems. continued on page 30 26

Mike and his department built a new highway garage in 2014 at a cost of $1.7 million.
“Now there’s a DEF [diesel exhaust fluid filter] that goes into the equipment for the emissions. It cuts down the soot and exhaust coming from your vehicle. Looks like a big honeycomb. On our loader, it looks like a beer keg. It heats the fluid to 1,200 degrees and burns that exhaust off. The problem is the soot gets caught in those honeycombs and it has to be professionally cleaned. The cost is anywhere from $1,500 to $10,000, even $15,000, to replace it after so many years. That’s where it gets expensive. The days of just making sure you have spark isn’t the case anymore. Someone must come in with a computer or send it to the factory. The computer and software are upwards of $10,000. We’ve needed to use it at least a halfdozen times in the last year. Some of it’s been as little as $500 and I’ve had a couple of $3,000 bills. Probably $6,000 or $7,000 in the last year in expenses related to that. You have your regular maintenance wear and tear but due to the technology, it’s getting more expensive.” continued on page 36 30

Is the technology worth it? “Yes and no. It’s definitely nice and comfortable, but when it breaks down, it costs a lot of money. We’re fortunate to have the money to have someone do that; to do some of the exhaust cleaning work. Any other kind of maintenance we can do in-house.” With that said, how do you budget for new equipment? “I try to put away $80,000 a year in equipment reserves. That works well for us. We’ve been able to purchase everything with cash. We own everything. My father got the department on the right path when he started in 1994. I’ve worked hard to continue to do that. We’re lucky. We can pay for everything. Some superintendents can’t get money to save their lives. Unfortunately, that’s more often than not. Our town is unique in that aspect. The 10-ft. wide, 9-ft. tall, and 70-ft. long is ready to be transported to its destination a quarter-mile away.
After 11 years at the helm, what has surprised Mike the most? “The public. We have 5,500 residents. Some are great and others … not so much. It’s funny how some people are so genuine and gracious and thank you and others want something simply because the neighbor’s getting something.” What’s been the best day on the job? “It was about four years ago. When we put a tube [culvert pipe] in with the late Bob Humiston. It was a shared tube on the town line of Argyle and Kingsbury. It was cool because it was a first for both of us. 40
It was 80 feet long, 18 feet wide and 13 feet tall. It came in pieces so we had to bolt it together.” The worst day? “We had a micro-burst come through Kingsbury in May 2017. It wasn’t a tornado but it would gain power, pick up and then when drop out. It would gather up energy, take out a swath of trees, lose it and then pick up again. The shoulder machine was constructed approximately 20 years ago. It was an old yard truck purchased from a local paper mill. The highway crew built the hopper and attached it to the yard truck to create the shoulder machine.
town of Kingsbury had nearly all the roads closed with at least one tree down on every road. It only lasted about 15 minutes but it did a lot of damage. That was one of the worst days we’ve had. I hope I never see something like that again.” And his least favorite part? “Snow. When you’re plowing all the time, you don’t like seeing it. We were light on snow this year. We had more rain. That creates issues because people don’t realize the dirt roads freeze and an ice glaze forms on them but not on the blacktop. I never thought that. I thought it was the opposite. The blacktop will hold the heat and melt it while the ice collects on the dirt. With the dirt roads, I have a guy who has the majority so he doesn’t have any salt with his load. He runs straight sand on the dirt. So, the dirt doesn’t take out that frost. Otherwise, the salt would get through continued on page 48 44

company diversified to water vending machines, under the Coster Engineering brand, and the design and manufacturing of snow and ice control equipment in 1995. Today, the majority of business, about 60 percent, comes from manufacturing snowplows for trucks, skid loaders and small loaders, and salt and sand spreaders. Some of its big customers in the north central area include companies such as Truck Utilities and Toppers and Trailers Plus. “We are an ag-based company, so we’re used to building things very strong because that’s what we’ve always been used to throughout the Midwest. That’s how we got our name, is building high quality agricultural equipment that has really put up with a lot of abuse,” said Morrison, who has been with the company for a year and a half and comes from a construction background. “We’ve transmitted that to the snow side of the business, building plows that are very durable, very simple. If you take
Mankato, Minn.-based Hiniker Company, manufacturer of agricultural and snow and ice control equipment, is bringing several new offerings to market this year, including an anti-icing liquid brine applicator, simply called the Brine App. “We tested it last year and we’re redesigning it so it’s actually in build right now,” shared Matt Morrison, director of sales and marketing. Another is LED lights for all snowplows. “Our bigger plows are going to come standard with the LED lights and then the smaller ones will still have a halogen option, but you can always purchase LED lights and a jumper cable and put those on there if you prefer.” In 2018, Hiniker Company launched the VersaPlow, combining a box-style containment pusher, a backdrag containment box and a conventional snowplow into Hiniker offers a 10-ft. V-plow for bigger 4500/5500 trucks. one, and the capability to hydraulically roll the Hiniker Company photo end panels into any position from the cab. One of the company’s unique offerings is the C-Plow, perfect for restricted spaces like tight parking areas, garage aprons, residential driveways and loading docks. With the push of a button, the heavy-duty conventional plow on the front of the truck converts into a backdrag plow for easy and quick snow removal. Established in 1970 by the Hiniker family, the company began with agricultural equipment manufacturing and the product range evolved gradually from just tractor cabs to shredders, windrowers and cultivators. Hiniker Looks to Continue Upward Growth With Snow, Ice Equipment

a look at our controller compared to some of our competitors, they might have 11 buttons on them whereas we just have two buttons and a toggle switch.” The products at Hiniker Company have garnered a strong market presence in states such as Wisconsin, Iowa, North and South Dakota, Kansas and Nebraska. With a dealer network throughout the United States, the company is now eyeing the east coast and upper west coast for expansion. Operating on a slightly different model than most manufacturing competitors in this space, Hiniker Company sells its products direct to dealers, removing any distributors from the equation. “We have a really close relationship with all our dealers, we are still a family-owned company and relatively small so we can keep the middleman out of it and pass on those profits to our dealers,” said Morrison. “This year, people are a little bit more hesitant due to the pandemic, the economic outlook, the possible political situation, to put their orders in. We changed our program last year so it’s actually better for them,” he said. Like most manufacturers in this space, Hiniker Company previously had an early order program in which dealers ordered over a two-month period in the spring in order to avail discounts for the entire year. But in talking to its dealer network, it realized those discounts needed to be extended even when customers purchased in the winter as well. “Now we’ve changed our program to have it be all year round and the discount is based on the amount of dollars spent. The discount structure goes up, the more money you spend, the bigger discount you get,” he said. Where sales were highest in the spring with the previous program, it now occurs when shipment happens late summer/early fall. Morrison expects orders coming in June through August, shipping in September and October and then a large order base in December “because people will know how much inventory they have left.” At Hiniker, orders for parts and other products in inventory ship in 24 hours or less, but anything that needs to be built, such as a mount or a plow, has a four-week lead time at the most. Hiniker’s agricultural, snow and water equipment are manufactured at the company’s single location in Mankato, which is a 360,000-sq.-ft. manufacturing facility with 80 employees. With new technology and 56

machines now at their disposal, Morrison shared that the workforce has evolved from a lot more employees working over multiple shifts to maximizing efficiencies with a reduced workforce and just one shift. The company has its own electronics department and a dedicated R&D department, led by the agricultural and snow portions of the business. Products take at least a year or two to introduce to the market considering the process involved to design, build, test in different locations across the country to get feedback, improvise, retest and then make available for sale. One of the major factors always taken into consideration is competitive pricing. “We’re excited for some of these new products that are coming up,” said Morrison. “One of my jobs is to go around the country, visit with all of our customers, find out what they’d like to see in the future and bring that to reality. I am included in all our engineering meetings on a weekly basis so I bring what the customers tell me to the engineering table and the president of our company to see if it’s something that we can make happen.” In the works is a larger 12-ft. Versaplow and available now is a 10-ft. V-plow for bigger 4500/5500 trucks. And while the latter has its demand, it’s Hiniker’s straight blade plow that’s the most popular equipment given “it’s very affordable for the common contractor that’s going to be clearing snow.” Hiniker provides technical training for staff once a year onsite in Mankato, usually in the fall when people are starting to get their plows set up. And depending on requests, regional trainings are held at dealers’ locations for service technicians covering maintenance, installation and any other frequently asked questions. Online training in the form of a DVD is available but this year, virtual trainings are planned to enable live Q&A while in-person trainings are curtailed due to the pandemic. For customers, Hiniker has YouTube videos on the website covering everything from changing snowplow headlight bulbs to replacing the joystick switch, and other common technical issues. Warranties are provided on more of a case by case, product by product basis. As for what the future holds at Hiniker Company, Morrison is enthusiastic, “It’s really positive. Right now, the company is under new management. We are getting into using technology, focusing on digital marketing, and trying to help customers with online ordering. We increased the company sales by quite a bit last year so hoping that continues upward.” CEG
