We at Superintendent’s Profile hope you and your families had a wonderful, healthy and safe holiday season and New Year’s. The New Year is a symbolic time to self-assess and to set about making positive changes in our lives. At this time, we commonly resolve to lose weight, or to quit smoking or drinking, to spend more time with our families, to smile more, or to simply try to chip away at any of our seemingly infinite number of human shortcomings that prevent us from being the best person we can be. Sometimes our resolutions make it into February and beyond; sometimes, they don’t. The approximately two million Americans who are suffering from opioid addiction cannot afford to have their resolutions to overcome it fail. According to the National Institute of Health, 90 Americans die every day because of misuse and overdose of prescription opioids, including heroin and fentanyl use. This crisis is so dire that it has become virtually impossible for each of us to not know someone who is battling addition or who has died as a consequence of it. There are no six degrees of separation here: opioid addiction spares no class, no race, no religion, no gender, no education level, and no community. I am not a chemist or a doctor. I do not know how to create a highly effective non-addictive painkiller and I am not in a position to discern whether or not someone really needs to be prescribed an opioid painkiller, but I do know that this is not a mental health issue. Everyone has a mental health issue to some extent; it is impossible to get through life without scars. Opioid addiction is insidiously powerful, potentially preying on anyone if given the opportunity to do so. There must be no stigma associated with this; opioid addiction can bring all of us to our knees no matter how strong we think we are. Until better solutions are found by the pharmaceutical and medical industry, as well as lawmakers, the only thing that most of us can do to confront this pervasive tragedy is at the front line, grass roots level. I found a really good article on warning signs of opioid addiction (https://www.addiction.com/11175/12-signs-someone-you-love-has-apainkiller-problem/) Being diligent and compassionately attentive to our loved ones, friends and coworkers, especially after they’ve experienced an event that might require an opioid painkiller, is right now among the best resolutions we can make for 2018. Again, have a great New Year and above all else, a happy, healthy and safe one. P

Superintendent of Public Works H
Don Graham
and the Village of Lake Success
By Lori Lovely PROFILE CORRESPONDENT
The Incorporated Village of Lake Success in Nassau County, N.Y., is a small, upscale community on the north shore of Long Island. More than 100 years old, this wealthy neighborhood is a tight-knit community where everybody knows everybody. But many of the 2,997 residents may not know the village’s superintendent, Don Graham. That’s partly because the New York native shuns titles in lieu of rolling up his sleeves to do any job that needs doing — and because he also dodges the spotlight. “I’m a foot soldier, not a general,” he said. “I don’t like being out front.” Eschewing the limelight, Don is a low-key, no-nonsense kind of guy who focuses on the work at hand … and the guys he relies on to help him get that work done. The Village The village sits between three lakes: Success, Surprise and Garrison, which feed into each other. Owned by the state, the lakes do not permit fishing, boating or swimming. “You can look at them,” Don joked. Instead, the water is used to irrigate the golf course. Today, it’s primarily a golfing community, but the village, which was incorporated in 1926, once belonged to William Vanderbilt II, who purchased the land in the early 20th Century to build a home. Named for a kettle lake that had the Native American name of Sucut, the village of Lake Success credits its claim to fame with the Sperry Gyroscope Company that employed 22,000 people during World War II to build maritime, military, aerospace and navigation prodcontinued on page 14 Superintendent’s Profile • www.superintendentsprofile.com • January-February 2018

ucts. After the war, the plant became the temporary headquarters for the United Nations until its building in New York City was completed in 1952. Considered a bedroom community of wealthy commuters, the village has had a recent influx of overseas buyers who convert $1 million homes into $5 million homes. “Even a cheap house is over $1 million,” Don said. Those homeowners put their trust in a superintendent who is more comfortable wearing T-shirts, jeans and a ball cap than a suit — a superintendent who realizes the residents have more important things to do than have idle chit-chat with him; he just wants to get the job done. Resume Trail Hired in 2010 by a board of trustees, Don brings a wealth of experience to the job, having logged 28 years in the system, starting with the village of Garden City in 1989 as a laborer in the highway department for 13 years. He moved through the ranks, working as a machine equipment operator and then as labor supervisor. Garden City is a large village, which Don credits for much of his training. “It was like working for an outside contractor,” he said. 14
He left in 2002 to become deputy superintendent of public works for the village of Rockville Centre on the south shore, where he “learned about paperwork and office jobs,” but also “did everything from digging holes to being in charge of guys digging holes.” In this village, he did curb work, asphalt and sidewalks. One of the more memorable — and least enjoyable — aspects of his tenure was working in the sanitation and recycling department at the village’s transfer station. Other than the sanitation department, work at the village of Lake Success is similar. The 49-year-old is in charge of 10 full-time guys — with additional part-time help in the summer to work in the park — and he still does small asphalt jobs … patching curbs, maintenance, etc. But big jobs are contracted out, as is sanitation. “That’s one reason I took the job,” he confessed. “I hate sanitation.” Job Description As superintendent of the village of Lake Success, Don and his crew take care of the pool, the park, the buildings on the golf course, the roads (unless it’s a big job) and plowing and salting the roads in the winter. continued on page 18

There’s a community building on the golf course that features a hall, a catering facility, a restaurant and bar, locker rooms with showers, a full gym, a card room (the “SAC” room — social activities center) and a pro shop. “It’s the central hub for the village,” he said, estimating that about 90 percent of the residents use the building. The community building also houses the village offices. The park hosts the police department and courthouse in one building, a summer camp, the pool filter house and a two-bay garage to store lawn mowers and golf carts. The department of public works garage is about as old as the village; Don estimates it at more than 100 years old. It houses two offices — his and that of assistant highway supervisor, Sal Macaluso — and all the equipment. A new DPW building tops Don’s wish list, followed closely by a new sweeper to replace the current Elgin three-wheel sweeper and, since Hurricane Sandy — the last big hurricane near Long Island Sound continued on page 22

— a bucket truck to trim limbs. The equipment currently in his fleet includes one International dump truck with a flow and dump body — a conveyor belt that works for salting roads in the winter; one Ford 550 Mason body, two Ford 350s, two Ford 250 pickups, a Volvo L70 payloader, one skid steer, a Jeep for Don’s personal use, a paint machine (to do the street lines), ATVs for the park and a riding mower. “It’s not a big fleet or a big budget,” Don acknowledged, but he stretches both. His DPW budget of $2.5 million allows him to rent tools like compressors and generators if necessary, but he said he’s never needed to rent big things like trucks. That budget covers roads, the park, the tennis courts, the playground, the softball field and the pool — which is a big deal, Don said, with four buildings. The budget also covers salt. Although the village recently acquired a brine spreader for one truck, Don relies on a sand-salt mix — heavier on the salt — which is stored at the police facility in an unused overhead area. He typically starts the season with 300 tons and orders as needed. “Winter is hit or miss,” he said, referring to snowfall totals, “but it’s usually pretty cold.” When snow hits, his crew maintains 16.5 paved lane miles. The roads are winding, with lots of cul-de-sacs and dead ends, so the four to five routes can take four to six hours on average to clear. “Our equipment is small, so we can’t let snow build up because the trucks can’t handle it,” Don said. “We send the plows out with only two to three inches of snow, and go back out if it keeps snowing; we can’t wait for four to five inches like other places.” continued on page 26 22

Teamwork It’s a lot of hours to spend behind a plow, but Graham says that even if they have a snowstorm on Christmas Eve, he could get at least nine guys to come in, out of loyalty. “I can only be as good at my job as my guys are; I have a lot of respect for them. They’re good, hard-working men,” he said. That loyalty was put to the test during Hurricane Sandy in October 2012, Don’s worst day on the job. “We didn’t get home for days,” he recalled. “We went three to four days without seeing our families because I can’t rotate guys like bigger villages do.” The lack of extra manpower affects the summer schedule too. Although regular hours are 6 a.m. to 2:30 p.m. Monday to Friday, weekends are mandatory during the summer. “The guys are scheduled overtime because of the pool and also to maintain the tennis courts,” Don said. He carefully schedules vacations to ensure that there are no more than two people absent at the same time. Nevertheless, he said “no” is rarely said to a request for time off. “I’m not a bossy boss,” he said. “There’s always time to work, but continued on page 30

there’s always time to screw around.” The women who work in the office make sure it doesn’t get out of hand. “We get along great and always joke around, but I credit them with keeping me in line.” The best part of his day is sharing morning coffee with the guys as they go over the day’s schedule. “My guys are my favorite part of the job.” All but one of his crew have been on the job longer than Don, but they’ve become a good team. “We get along really well; we phone and text, and hang out once in a while, but I’m more interested in their personal lives. Home comes first.” Family Time Home is definitely Don’s priority. “I had great parents,” he said. His mom is still nearby, and he has two sisters. “We didn’t have a lot of money growing up, so we really didn’t go on many trips. It’s more about memories of the people you were with than the places you went.” It’s the same with his own family — wife Laura, whom he married in 1999, and daughters Samantha, 16, and Charlotte, 12. family includes an English Bulldog and an English Mastiff. His early work hours allow him to be home with his children after school. Aside from occasional trips to Camelback Mountain — a ski resort with a water park — the family sticks close to home. He says that “just being together at the beach or apple picking is good.” It’s different raising kids today, he mused. His kids go to the same schools he did when he grew up in Franklin Square, so he knows the area, but times have changed. Don, however, has not. Still friends with the kids he grew up and went to school with, he has also made friends with his daughters’ friends and their parents, letting them know they can come to him with problems and concerns. That attitude of support extends to his work family. Reciprocity occurs via inter-municipal agreements to borrow equipment and give advice. Don has even borrowed equipment from the town of Malvern, where he currently lives. Networking is an important part of the job. Don continued on page 38

attends meetings of the New York Committee of Mayors and is a member of the American Public Works Association. Additionally, Don is on good terms with “99 percent of the contractors,” so he gets good prices when projects arise — such as the time he worked out a deal to use restoration money the local water company received for paving half of the road to hire a contractor to pave the entire road … at a third of the cost. “I’ve met a person or two in 28 years,” he laughed. Projects The village’s new mayor wants to repave roads, Don said, and in 2018, there are plans to redo the park. “We’ll put in porous asphalt in the parking lot for better drainage into an underground holding tank for watering the fields.”
Ed Horan (L) and Kevin Faraci of the village of Lake Success department of public works.
They’ll also do a running track and regrade the fields to manage runoff. “We’re doing the surveys, but it’s a big job, so it’s all contracted out,” Don said, adding that the funding is coming from money awarded the village in a lawsuit that has been earmarked for an environmental project. Fixing problems with drainage in the parking lot was a good use of the cash. Recent projects include building the new gym and the card room. “It was a big job, but it wasn’t a DPW job,” Don said, adding that he supervised the work, which included digging under the patio. If projects are rare, regular maintenance is not. Don likes to be proactive, planning for the season to come. In the fall, he organizes leaf clean-up and equipment repair, gets the half-dozen chainsaws ready to go in preparation for a hurricane and makes sand bags in case of flooding. There’s also regular maintenance to be done on the equipment. Without a full-time mechanic on staff, he used to rely on some of his crew who are knowledgeable or he sent equipment out for repair. John Marmol of the village of Lake Success department of public works. 38

But recently he found a mechanic who comes to the village to do the full maintenance schedule on all the equipment.
Don Graham and his wife Laura and daughters Samantha, 16, and Charlotte, 12. 42
Communications The village has computers for basic spreadsheets and e-mails, but Don categorizes their system as “1817 communications” rather than 21st Century technology. “We phone and text each other, but there are areas out here where we can’t get through. It’s just as easy to get in the truck and find the guys. I can be anywhere in five minutes.” The crew used to have hand-held radios, but Don says nobody used them. After work, Don swaps a computer for the phone, but he’s still adjusting to the level of communication residents expect. “If there was a complaint about a pothole at the other village, I’d just go fix it. Here, they want call-backs. It took a while to adjust.” He’s a hands-on superintendent who likes being in a payloader all day. When something goes wrong, there are two types of people: those who point fingers and those who fix the problem. Don is the latter. Politics is his least favorite aspect of the job and he simply doesn’t play that game. “I admit when I’m wrong, but I also tell them when they’re wrong,” he said about the board that hired him. His reputation for blunt honesty and his work ethic haven’t hindered his position. “The village is outstanding,” Don said. “I’m treated very well. I have six years to retirement and there’s nowhere else I want to be.” P

Choosing Efficient, Profitable Snow Removal Blades for Your Fleet
A six-way blade allows operators to move the wings out to create a scoop, which is ideal for cleaning up areas around stoplights, then switch back to an angle or v-blade for clearing sidewalks.
By Ryan Frey SPECIAL TO PROFILE PUBLICATIONS
Light and fluffy, heavy and wet, or dense and hard; regardless of the snow adjectives facing a contractor they certainly play a role in choosing the most effective and efficient snow removal equipment. But choosing a profitable tool requires digging a little deeper than snow type. Optimal versatility, efficiency, equipment longevity and uptime are all factors contractors must address and to do that means taking a close look at all contributors to the blade selection process, from applications and budgets to carriers and dealer support. Versatility Breeds Efficiency Efficiency is the hallmark of any successful business, because in most cases it equates to higher profit margins. One of the most effective ways to improve snow removal efficiency is to match the blade to the application. Contractors or municipalities clearing streets need a blade that can windrow snow to one side, allowing fast street clearing without stopping to push snow into a pile. This is why a blade that can angle to either side is critical for street clearing. When it comes to large parking lots, on the other hand, a box pusher works well since it allows operators to push a lot of snow long distances and stack it into piles. The challenge to maintaining efficiency, however, comes when contractors want to go from streets to parking lots and vice versa. They must stop, disconnect and attach the new blade, which is a hassle and, if it needs to be done multiple times a day, can quickly eat into profits. The 46
ideal solution for maximum versatility is a two-in-one wing blade. This type of unit operates as an angle blade when its hydraulicallypowered wings are open, then converts to a box pusher when the wings are brought ahead. Operators can switch from one to the other on the go, so it saves considerable time over disconnecting and attaching blades. The design also helps open new opportunities for contractors, allowing them to take on both street and parking lot work effectively and efficiently. Even though wing blades cost slightly more, the fast return on investment quickly diminishes the cost difference. Contractors using wing blades for clearing parking lots can complete projects as much as 60 percent faster than they can with just a box pusher. For accounts paid by the push or the season that means contractors can either pick up more accounts, adding to additional revenue, or have more time at home with their families while making the same amount of money. Even if it’s an hourly contract, the added efficiency pays dividends. A customer who’s happy their lot was cleaned quickly for business generally tends to be a loyal customer who offers great word-of-mouth referrals. Wing blades come in a variety of sizes to work with nearly any size carrier, from smaller 70-hp skid steers to 60,000-lb. wheel loaders. But when comparing one manufacturer’s model to the next there are some key features to consider. Carrier tires are extremely costly. One punctured tire on the job can result in a service bill upwards of $3,000; and that doesn’t factor in lost revenue. A tire protection system eliminates the risk of the blade wing continued on page 52

Deciding Which Blade to Purchase Depends on Various Applications from page 46
puncturing the tire as it’s angled. The mechanical system simply pushes the wing away from the tire as it’s brought back, providing worry-free operation for both novice and expert operators. In addition to a tire protection system, the system powering the wing function on the blade can either increase or decrease maintenance costs. Wing systems are powered by either a rotary actuator or a ram cylinder. The rotary actuator system minimizes parts and offers a more robust system by eliminating pins and bushings. Also consider how the blade and carrier will be transported to the site and choose a wing blade that will minimize hassle and the need for overwidth permits. Look for units with wings that can be rotated inward, which allows the blade, when angled — even when attached to the machine — to be loaded onto and transported by a heavy haul trailer. Getting Your Toes Wet A two-in-one blade may not be ideal for all contractors, such as landscapers just starting out in the snow removal business with limited budgets and a smaller customer list. In this scenario a box pusher with a back drag is a great option. Contractors can use the units with nearly any size carrier, including smaller models such as skid steers, which are likely already in their fleet. continued on page 58
Ensure your two-in-one blade is equipped with a tire protection system, which eliminates the risk of the blade wing puncturing the tire as it’s angled. This can save upwards of $3,000 not to mention lost revenue.
A wing blade allows operators to switch from an angle blade to a box pusher on the go, saving considerable time over disconnecting and attaching blades. 52

Carbide-Tipped Edges Can Last Longer Than Traditional Blades
To achieve a cleaner scrape and minimize salt and sand usage choose a blade that features several independent sections along its length. These sections “float” along the surface; as the operator moves the carrier the sections raise or lower to follow the height of the pavement, leaving little to no snow left on the surface. from page 52
Box pushers are great for pushing ample amounts of snow, but what makes a blade like this really work for most accounts is a back-drag feature. Back drag allows operators to place the blade within inches of a structure, such as loading docks, curbs and doors, then pull the blade back to clear the snow. These blades are often 35 to 40 percent of the cost of a two-in-one wing type of blade so it’s a good option for those who don’t have a lot of capital to invest, yet want to earn some serious business. Like most snow removal blades, box pushers are available in a variety of widths, generally 4.5 to 18 ft., and can be used with 5,000- to 60,000lb. carriers to suit any size project. They are ideal for contractors who need to move a large amount of snow a long distance, such as in big parking lots. Cleaner Parking Lots Unfortunately, it’s a challenge to get the cleanest results with a box pusher. Parking lots are engineered for water control, which means they have high break points and low spots for storm sewers. For operators using a traditional rigid blade that can’t conform to these varying levels, this can leave as much as 1.5 in. of snow in some areas, which means more time and money spent salting or sanding the lot. A better option for contractors working on large lots who want a cleaner scrape to minimize salt and sand usage is a blade that features several independent sections along its length. These sections are generally 24-in. wide and “float” along the surface; as the operator moves the carrier the sections raise or lower to follow the height of the pavement, leaving little to no snow left on the surface. 58
Segmented floating blades can even be used to stack snow. Modern designs feature a full metal parallel lift system, which eliminates the risk of damage that can occur with polyurethane block systems when piling and stacking snow. These blades are generally available in 10- to 20-ft. widths and can be used on 14,000-60,000-lb. carriers. Walk This Way Having a versatile and efficient blade isn’t just important for quickly clearing streets and parking lots, it’s also critical for the safety of pedestrians on sidewalks. One of the most versatile options for clearing sidewalks is a six-way blade. These blades fit smaller carriers, such as 30- to 50-hp compact tractors and can be used to both windrow and push snow. Operators can angle the blade left or right to push snow to one side or the other, or use the v-blade function to push to both sides at once. Where this blade excels at efficiency, however, is at intersections. Operators can move the wings out to create a scoop, which is ideal for cleaning up areas around stoplights, then switch back to an angle or v-blade. This type of blade can save operators from having to make as many as three passes with an angle blade to clear snow from an intersection. On the Map There are many snow removal blades that work well regardless of location and snow type, but there also are a few options that excel at moving large amounts of snow in more challenging climates. Snow baskets, for example, feature cut-out designs that allow slushy water to flow from the bucket, while the bucket carries the bulk of the snow. This is continued on page 68

Helping to Ensure a Blade’s Longevity from page 58
ideal for milder maritime climates, such as the eastern United States and Canada where snow is wet and heavy. The cut-outs also reduce the basket weight so the carrier can carry more snow rather than more basket. Snow buckets are very similar to snow baskets, but feature cut-outs only along the top edge of the blade. These buckets are typically used with smaller carriers, such as skid steers, so the cut-outs give operators a clear view of the cutting edge. Snow baskets and buckets are typically available in 5- to 10-ft. widths and for use with 5,000- to 15,000-lb. carriers. In the Details Regardless of blade type it’s important to keep an eye out for a few features that will help ensure blade longevity and minimize downtime. A carbide-tipped cutting edge, for instance, can last as much as seven times longer than traditional heat-treated steel blades. For a contractor or municipality operating multiple plows that can add up to saving a lot of shop time associated with replacements. Rubber cutting edges present another option, but keep in mind they don’t do well in cold dry climates. Rubber becomes brittle when cold and if used on dry pavement they will tear quickly. Rubber cutting edges should be used more like squeegees where there is always lubrication from water. This is why they are ideal for milder climates. In addition, look for blades with a spring trip cutting edge. These edges trip back and bounce over obstacles and then spring forward to their original position. This protects the blade and carrier from damage 68
as well as the operator from injury if the blade hits a manhole or unforeseen protrusion. Lastly, a good rule of thumb to choosing a durable blade is if it doesn’t look high-quality, 99 percent of the time it isn’t. A high-quality snow removal blade will have thick steel and adequate welding where needed. Grab a Partner One of the most critical aspects to minimizing downtime is to ensure wear parts, such as cutting edges, wear shoes and hoses, are available when needed. Therefore, working with a trusted and knowledgeable dealer is important. Choosing a blade made in North America also ensures parts are available quickly. These types of manufactures typically work closely with dealers and provide support for troubleshooting and blade selection. Work with a local dealer who can provide recommendations on blades based on regional factors, such as snow type and types of carriers. For example, a dealer in Maine may recommend a 2-ft. shorter blade for the same carrier in North Dakota since snow in the east is generally wetter and heavier. Whether faced with dry, wet or heavy snow, moving it efficiently while leaving precise clean results can be a challenge. But where there’s a challenge there’s a way, and the best way to ensure optimal results is to choose equipment that offers the most profit potential for the application, budget and location.
