Shale Energy Seen as Potential Game-Changer “Equipment distributors in Ohio and Pennsylvania overwhelmingly believe that the shale energy sector has the potential to be an economic game-changer,” Dennis Heller, president and CEO of Stephenson Equipment in Harrisburg, Pa., told a congressional committee Feb. 27. Heller was testifying at a U.S. House of Representatives Natural Resources Committee Energy & Mineral Resources Subcommittee field hearing in Steubenville, Ohio, on the impact of shale energy development. Appearing in his capacity as a member of the board of directors of Associated Equipment Distributors (AED), an international trade association representing construction equipment companies, Heller spoke about the effect that shale energy production has had on his business and other local equipment dealers. “Energy companies have invested substantial resources in building and expanding roads and highways for hauling sand, water, pipes and other materials to and from sites in the Marcellus Shale formation,” all of which has driven equipment demand, Heller told lawmakers. Heller said that his company was not unique in having benefited from the shale energy boom and described an AED survey of equipment companies in the Marcellus and Utica shale area. Fourteen out of the 15 companies responding to the survey said some portion of their 2011 revenues was directly or indirectly attributable see SHALE page 50

In addition to the 1,400 people working in the new facility near Athens, Caterpillar estimates another 2,800 full-time jobs will be created in the United States among suppliers and at other non-Caterpillar companies that will support the new facility. Company leaders and officials from the state of Georgia

Construction that will add new lakefront walking and bicycle paths in New Orleans’ Jefferson Parish is about to get underway in Louisiana. The project, which also calls for improvements to an existing path, is expected to be completed by the end of spring. Director of Jefferson Parish Public Works, Mark Drewes, explained, “Prior to Hurricane Katrina, the Lake Pontchartrain Lakefront provided the residents of Jefferson Parish and adjacent communities a 10.6 mi. (16 km) stretch of unfettered recreational area. The lakefront was easily
accessible and could be traversed along a continuous bicycle/pedestrian path. Although Hurricane Katrina only inflicted minor damage to the lakefront path, subsequent construction of vital flood protection improvements basically closed significant portions of the lakefront for the past five years. “Restoration of the entire lakefront bicycle/pedestrian path along with completion of the Parish’s $1M project to add rest stops and separate pedestrian pathways will give this treasure back to the community, with a statement that the quality of life in Jefferson Parish is better than prior to Katrina.”
Construction should begin in early to mid-March. Design was performed in-house by the Jefferson Parish Engineering Department with the assistance of the Regional Planning Commission and the Louisiana Department of Transportation and Development. According to Josh Gunn, general manager of general contractor Three C’s Properties Inc., location is the main hurdle. “The biggest challenge will be getting our trucks and equipment over the levee, because it’s pretty steep and we will be working at the foot of it. up and over in order to perform construction on the other side of the levee, so we will probably have to put in some temporary roads with limestone. Levee access to the job site will be our number-one priority. It is, without question, our first obstacle and our biggest. I can’t stress that enough. Putting in access roads so that our crews can get over and around the area safely also will be key.” According to Gunn, creating a new walking and bike trail next to the existing path at the base of the levee will require plowing out the existing dirt at a depth of 11-in. (28 cm). “We will place six inches of stone and five inches of asphalt for three miles. We’re basically talking about digging out dirt, putting in stone and asphalt so that people have a safe new place to walk and ride.” Three C’s Properties will use a variety of equipment, including a Cat dozer; a Cat excavator to load the dirt; and asphalt trucks, rollers

A lot of the area where we will be working is in portions where new levees just finished construction after Katrina. Our construction will be at the
foot, but we don’t want to cause any damage. We want to leave everything as it was before we stepped in. That’s something we will go to great lengths to ensure,” Gunn stated. As for other concerns, said Gunn, “The temperature won’t be a problem, but rain could definitely be an issue. We will be digging down and have a trench filled with rock and will be dealing with
asphalt. I imagine every now and then we’ll have to cut some holes in the side of the trench so that the water can get out and the area will stay dry. As for the existing trail, there are some pieces that are broken up which are considered part of this project. Maybe a thousand feet of revamping is involved where it’s cracked and broken, so we will have to repair that as well, although we don’t see it as a significant issue. “What’s different,” added Gunn, “is that the area we’ll be working on is not on top, but at the bottom of the levee, so we’ll have more room. The limits of construction are roughly 12 feet across with about ten feet of actual space and a foot on either side for the shoulders. What’s great is that when everything is finished, people can walk and bike freely, and that’s a very good thing.” The construction cost is $907,977 which will be funded with 80 percent Federal Highway Administration HP demo funds and a 20 percent parish local
match. Construction administration, resident inspection and testing, which are currently estimated at $75,000 will be funded 100 percent by Jefferson Parish. “The bicycling community strongly supports the Parish’s efforts to reopen the entire Lake Pontchartrain Lakefront path, while also providing the additional amenities of rest areas along the route, said Drewes. “All parties are in favor of providing facilities to separate foot traffic from bicycle traffic wherever possible, which provides for a safer, more enjoyable experience for both joggers and pedestrians.” According to Drewes, there was a delay in reconstruction, based on concerns involving the Army Corps of Engineers. “Shortly after Hurricane Katrina, the U.S. Army Corps of Engineers was tasked with providing a 100-Year Storm level of protection along the Lake Pontchartrain Lakefront in Jefferson Parish and Orleans see TRAILS page 12
Crews Scramble to Repair Track Damage at Daytona 500 By Brenda Ruggiero CEG CORRESPONDENT
Damages to the Daytona International Speedway during the delayed Daytona 500 race on Monday night, Feb. 27, were quickly repaired, allowing racing to resume in just over two hours. The damage was the result of an accident that occurred during a caution period on Lap 160 of the race. According to Lenny Santiago, senior director of public relations of the Daytona International Speedway, driver Juan Pablo Montoya lost control of his No. 42 Target Chevrolet and struck a jet drying track maintenance vehicle at Turn 3 of the speedway. While the race car was destroyed and the jet dryer fuel tank was punctured, Montoya and Duane Barnes, driver of the jet dryer, walked away from the accident and are fine. “Fuel from the jet dryer was ignited by the heat from the dryer, resulting in a large blaze at the top of Turn 3,” Santiago explained. “The fire was suppressed by track safety and fire crew members. Once the fire was
suppressed and extinguished, the vehicles were removed from the racing surface with heavy equipment. Quick dry was applied to soak up remaining fuel and oil. The track was then cleaned with water, detergent, and water again. Then street bond was placed over the affected area to protect the asphalt and smooth any rough areas. The street bond was dried with handheld blowers, a sweeper, and then finally another jet dryer.” Racing resumed after about two hours, and the Daytona 500 ran the full distance. Santiago noted that cleanup and repairs were handled by Daytona International Speedway maintenance and safety crew members. “The repairs provide a near term solution while our team takes the next few days and weeks to further analyze the racing surface and determine a long-term solution, if one is necessary,” he said. As a result, the Corps undertook the task of designing and constructing the raising of the existing levee system, the installation of levee foreshore protection basically consisting of a concrete rip rap breakwater, and the armoring of the existing lakefront drainage pump stations. The majority of the existing 10.6-mile bicycle and pedestrian path was removed to accommodate the Corps’ lakefront construction projects; however, the Corps agreed to install a continuous 10-foot wide asphalt maintenance path which could be utilized by bicyclists/pedestrians at these locations.” Drewes explained, “Due to the uncertainty of the footprint of the Corps’ finished construction projects, the Parish’s plans to provide improvements to the Lakefront path and adjacent areas had to be placed on hold for approximately five years. Finally, in the spring of 2011, the Corps’ construction of the 100-Year protection system
was at a stage which would allow for the proper planning of improvements to the Lake Pontchartrain Lakefront area in Jefferson Parish. “The project was designed to make the Lakefront path safer and more family-friendly by separating pedestrian and bicycle traffic, providing for 17 rest areas, spaced approximately a half-mile apart along the length of the Jefferson Parish lakefront, and re-striping the entire path. Each rest area will provide a bench, bike rack, picnic table, and trash receptacle. Two sections were selected for construction of a six-foot wide pedestrian path parallel to the existing 10-foot wide asphalt access route that will serve as the bicycle path. Section one, approximately one mile in length, connects the Bonnabel Boat Launch to the recently constructed Bucktown Marina complex, two popular destinations which provide ample parking. Section two, approximately 1.7 miles long, traverses approximately from Waverly

date both bikes and pedestrians. The project, however, has not been without controversy. “Clearly, Lake Pontchartrain and the associated Lakefront provide a wonderful recreational area for the enjoyment of all the citizens of Jefferson Parish and the Greater New Orleans Metropolitan area,” Drewes pointed out. ‘Post-Katrina, much of this area has been off limits to the public for significant stretches of time due to the ongoing flood protection improve-
ments. Not long after the completion of the levee lift project and placement of the associated asphalt maintenance path, foreshore protection construction began. This work required placement of a temporary fence along the shoreline for safety reasons to keep the general public clear of construction activities and to allow grass to grow along the areas disturbed by construction. The public is simply anxious to have the entire lakefront reopened for public enjoyment as it was pre-Katrina.” Construction on the new paths is expected to be completed approximately two and a half months after work begins. TransCanada Plans to Re-Apply for Keystone XL Permit TransCanada Corporation (TransCanada) has sent a letter to the U.S. Department of State (DOS) informing the department the company plans to file a Presidential Permit application (cross border permit) in the near future for the Keystone XL Project from the U.S./Canada border in Montana to Steele City, Neb. TransCanada would supplement that application with an alternative route in Nebraska as soon as that route is selected. The company also informed the DOS that what had been the Cushing to U.S. Gulf Coast portion of the Keystone XL Project has its own independent value to the marketplace and will be constructed as a standalone Gulf Coast Project, not part of the Presidential Permit process. The approximate cost is $2.3 billion and subject to regulatory approvals, it anticipates the Gulf Coast Project to be in service in mid to late 2013. “Our application will include the already reviewed route in Montana and South Dakota,” said Russ Girling, TransCanada’s president and chief executive officer. “The over three year environmental review for Keystone XL completed last summer was the most comprehensive process ever for a cross border pipeline. Based on that work, we would expect our cross border permit should be processed expeditiously and a decision made once a new route in Nebraska is determined.” TransCanada will continue to work collaboratively with the state of Nebraska on
determining an alternative route for Keystone XL that avoids the Sandhills. TransCanada has been working on assessing the routing in Nebraska since November 2011, following the State Department’s notice to delay a decision on a Presidential Permit until an adjusted route that avoids the Sandhills was developed. U.S. crude oil production has been growing significantly in states such as Oklahoma, Texas, North Dakota and Montana. Producers do not have access to enough pipeline capacity to move this production to the large refining market at the U.S. Gulf Coast. The Gulf Coast Project will address this constraint. “The Gulf Coast Project will transport growing supplies of U.S. crude oil to meet refinery demand in Texas,” added Girling. “Gulf Coast refineries can then access lower cost domestic production and avoid paying a premium to foreign oil producers. This would reduce the United States’ dependence on foreign crude and allow Americans to use more of the crude oil produced in their own country.” Reapplying for the Keystone XL permit is supported by words used in President Obama’s statement Jan. 18, 2012, when he said the denial of the permit was not based on the merits of the pipeline but rather on an imposed 60-day legislative timeline to make a decision on the project. With respect to moving forward on an ini-
tiative like the Gulf Coast Project, President Obama stated: “In the months ahead, we will continue to look for new ways to partner with the oil and gas industry to increase our energy security — including the potential development of an oil pipeline from Cushing, Oklahoma, to the Gulf of Mexico.” TransCanada has negotiated more than 99 percent of voluntarily easements in Texas and close to 100 percent in Oklahoma. Easements make up the route of a pipeline and are similar to an easement for water, sewer and utility lines. Residents maintain ownership of the land and landowners receive a payment equal to or greater than the land’s market value. Keystone XL remains in the national interest of the United States as it would allow Americans to move closer toward achieving energy security and create thousands of much needed jobs. Building the Gulf Coast Project would be a positive step in creating approximately 4,000 jobs. From an energy security standpoint, the United States consumes 15 million barrels of oil each day and imports 10 to 11 million — forecasts suggest this will not change for decades. The Keystone XL project offers Americans a choice of receiving Canadian and U.S. oil through this pipeline system or continuing to import crude oil from unstable places such as the Middle East and Venezuela that do not share American values.
The U.S. manufacturing sector would continue to experience the economic benefits of the project, as TransCanada has contracts with more than 50 suppliers in the United States. Manufacturing locations for its equipment include: Texas, Missouri, Pennsylvania, Michigan, Oklahoma, South Carolina, Indiana, Georgia, Maryland, New York, Louisiana, Oklahoma, Minnesota, Ohio, Arkansas, Kansas and California. There are hundreds of additional suppliers sub-contracted through its suppliers for its material and equipment, the company said. Michelin Launches XDR2 Tire for Rigid Dump Trucks Michelin Earthmover unveiled the Michelin XDR2 tire for severe mining and quarry applications. The tire — designed for rigid dump trucks — offers up to 20 percent more tread life than its predecessor, the Michelin XDR tire and is available in a 27R49 size. Additional sizes will be available later in the year. “The best has gotten better,” said Luc Minguet, president of Michelin Earthmover Tires worldwide. “The XDR tire is the benchmark on haul trucks in quarries around the world, and has been for many years. This new XDR2 tire builds on that foundation to deliver even more productivity, better performance and unquestioned value, all leading to a lower total cost of tire operation.” In addition to the increased tread life, the XDR2 tire also delivers up to a 10 percent thicker undertread between the protective plies and tread base for better cut and impact resistance. With a new self-cleaning tread pattern, the XDR2 tire combines full-depth blocks, a 13 percent larger central lug (compared to XDR tire) and the new non-directional design to provide increased protection against aggressions and cut separations. evolving tread design provides an increased contact patch as the tire wears, while sculptured cooling vents help keep running temperatures low, according to the manufacturer. The XDR2 tire also incorporates Michelin’s C2 Technology in the casing to provide an overall cooler operating temperature to maximize the potential life of the tire without compromising operating speed or load carrying capacity. Compared to the XDR tire, the steel protective plies are 60 percent stronger to provide a significant improvement in shielding the tire against aggressions and separations. Specialized Recycling Systems for Demolition Debris Recycling C&D (construction and demolition) debris requires all the equipment normally needed for recycling concrete and asphalt rubble, plus other specialized elements in the system to handle such incoming items as wood, asphalt shingles, drywall, plaster, plastic, steel, paper, dirt and electrical wire. A concrete recycling system generally consists of a primary impact crusher, side discharge conveyor, screening plant, return conveyor and radial stacking conveyors. A C&D system typically also will include picking stations to remove many of the unwanted materials by hand. Other important options can include a wood shredder, a lowmaintenance air sorting tower to segregate paper and wood from stone, an electromagnetic separator to remove ferrous metals, and water-based dust suppression at locations such as the feed hopper, screening plan and fines conveyor to minimize emissions. Volvo Rents acquired Palmetto Equipment Sales and Rentals Inc., a twolocation construction equipment rental company with stores in Ladson and Ridgeland, S.C. The move comes on the heels of Volvo Rents’ recent acquisition of another South Carolina-based company, Blue Eagle Equipment, and brings the company’s statewide presence to a total of six rental centers. “As the recession abates, the construction equipment rental industry is projected to be one of the fastest growing industries in North America, as more people choose to rent rather than commit to capital expenditures,” said Michael Crouch, vice president of business development of Volvo Rents. “This puts us in a very favorable position as we continue to expand our footprint in various markets across the country, including South Carolina.” According to ENR Southeast, a regional trade publication of McGraw-Hill Construction, South Carolina’s final overall value for 2011 construction contracts was about $7.8 billion, a 12 percent increase over $6.6 billion in 2010. In 2012, McGraw-Hill economists predict an 8 percent increase in construction activity.

Construction Employment Hits Two-Year High in January; Mild Winter Assists The construction industry added 21,000 jobs in January, as a second consecutive month of unseasonably mild winter weather helped the industry raise employment to a two-year high, according to an analysis of new federal employment data released Feb. 3 by the Associated General Contractors of America. Association officials cautioned that the gains remain fragile amid declining public sector investments in construction and infrastructure. “Although it’s great news that the industry has added 52,000 jobs in the past two months, the unemployment rate in construction is still double that of the overall economy, and construction employment remains at 1996 levels,” said Ken Simonson, the association’s chief economist. “It will take another month or two to see if the recent job growth reflects a sustained pickup or merely acceleration of homebuilding and highway projects that normally halt when the ground freezes in December and January.”
Total construction employment now stands at 5,572,000, or 0.4 percent higher than a month earlier, and 116,000 (21 percent) higher than in January 2011 — which was an exceptionally cold and snowy month in many regions, the economist said. He added that construction employment is still 28 percent below its peak level of 7,726,000 in April 2006 and is no higher than in August 1996. The industry’s unemployment rate in January was 17.7 percent, not seasonally adjusted, Simonson noted. The rate was down from 22.5 percent a year earlier but still double the allindustry rate of 8.8 percent (8.5 percent, seasonally adjusted). Job gains occurred at similar rates across the major construction segments in the past year, Simonson commented. Heavy and civil engineering construction employment grew by 2.6 percent or 21,000 jobs from January 2011 to last month. Nonresidential building and specialty trade contractors increased their combined employ-
ment by 2.0 percent (17,000 jobs), while employment among residential building and specialty trade contractors rose by 2.1 percent (41,000 jobs), he said. Association officials said the across-the-board increase in construction jobs was heartening, but they were concerned that failure to enact highway and other infrastructure funding in Washington would drag down employment, especially in heavy and civil engineering construction. “While it is encouraging to see some recent progress on aviation and surface transportation measures, it is vital that Congress and the White House make passing key infrastructure and pro-growth measures a top priority,” said Stephen E. Sandherr, the association’s chief executive officer. “Without adequate long-term funding for infrastructure, competitive tax rates and fewer costly regulatory hurdles, the construction industry may lose many of the jobs it has gained in the past year.”

ARTBA Marks Significant Milestone — 110th Anniversary One hundred ten years ago, a small group of influential Americans heeded the call from Michigan public official Horatio S. Earle and gathered at the Cadillac Hotel in New York City to launch what has become the nation’s oldest and highly influential transportation advocacy group: the American Road & Transportation Builders Association (ARTBA). Earle’s vision was to gain federal support for construction of a “Capital Connecting Government Highway System” — a paved road network that would “connect every state capital with every other state capital and with the United States’ capital, Washington.” That vision came to fruition in 1956 when Congress authorized funding and construction of the Interstate Highway System, which today stands, arguably, as one of the greatest accomplishments ever achieved by a national association. Over the years, ARTBA’s broad membership of contractors, design firms, material suppliers, heavy and safety equipment manufacturers, financial and educational institutions and public officials broadened its mission to advocate strong infrastructure investment for all
modes of transportation. ARTBA has played an instrumental role in passage of every federal transportation funding bill since 1913, including actions that boosted investment or increased user fee support for highway, transit and/or airport construction in 1956, 1959, 1970, 1982, 1990, 1991, 1993, 1998 and 2000, 2003 and 2005. The association advocated establishment and subsequent protection of the federal highway, aviation, waterway and ports user-supported trust funds and also the creation a Cabinet-level U.S. Department of Transportation (1966). Today, as a lead player in current congressional efforts to reauthorize the federal highway and transit programs, ARTBA continues its legacy of leadership as cochair of the 29-member “Transportation Construction Coalition” (TCC) of major trade associations and unions it initiated in 1996, and vice chair of the U.S. Chamber of Commerce-led “Americans for Transportation Mobility” (ATM) coalition, which it helped launch in 2001. A long-time coalition builder, ARTBA organized the American Transportation Advisory Council (ATAC) in the 1970s,
which produced seminal U.S. transportation capital needs reports in 1975, 1981 and 1985, and the 120-member “Alliance for Truth in Transportation Budgeting” in 1995 that pushed successfully for budget protections of the Highway Trust Fund. ARTBA also has helped give “birth” to many influential roadway constructionrelated trade shows, conferences and organizations. For example, it: • Organized the first “Road Show,” a heavy construction equipment exhibition, in 1909 in Columbus, Ohio. The “Road Show” was the forerunner of today’s ConExpo-Con/AGG, one of the world’s largest trade shows, now administered by the Association of Equipment Manufacturers. • Organized the first “Pan American Good Roads Conference” in 1915. • Helped form “The Road Gang” in 1942 in Washington, D.C. • Created The Road Information Program (TRIP) in 1968, housing the public relations operation at the ARTBA headquarters building in Washington, D.C., during its early years. • Organized and hosted the first-ever national and international conferences in
highway work zone safety, and started in 1998 the National Work Zone Safety Information Clearinghouse (www.workzonesafety.org), which is now the largest online safety resource. In 1985, the association formed the non-profit Transportation Development Foundation, now known as the ARTBATDF, which currently boasts a $3 million annual program of work. The TDF manages federal contracts, develops and conducts safety training and public education campaigns, provides educational scholarships and funds cutting-edge economics and policy research. In early 1993, ARTBA also became the industry’s primary advocate in the federal courtroom, when it challenged — and killed — a proposed U.S. Environmental Protection Agency regulation that would have threatened federal highway funding to the states. The association’s several landmark legal victories over the years that followed have allowed nearly $50 billion-worth of approved, yet court challenged, U.S. transportation improvement projects to move forward. itchie Bros. Auctioneers held the world’s largest heavy equipment auction in Orlando, Fla., Feb. 13 to 18 and, in the process, broke multiple company records. New records were set for gross auction proceeds ($203 million), number of lots sold (more than 10,000), total number of registered bidders (8,670), number of sellers (830), online gross auction proceeds (more than $47 million) and number of online bidders (4,070). Every item in the six-day auction was sold to the highest bidder — regardless of price — without minimum bids or reserve prices. “In more than 50 years of business, we have never held or seen an equipment auction of this magnitude, and we thank our customers and our staff for being part of this historic week,” said Peter Blake, Ritchie Bros. CEO. “We saw multiple auction records broken during this event and, as with all our auctions, it was a truly global marketplace in Orlando. Bidder participation from within Florida and around the world helped sellers achieve true global market value on the sale of their equipment. We begin 2012 confident that we’re providing compelling solutions and value to the world’s builders — our Orlando auction, our third industrial auction of the year, has set the stage for us to continue carrying out our mission.” More than 8,670 registered bidders from 88 countries, including all 50 states, all Canadian provinces and two territories, participated both in-person and online. More than $160 million (or 79 percent) was sold to buyers located outside the state of Florida and more than $73 million (or 36 percent) was sold to buyers outside the United States. Items were sold for more than 830 sellers from across the United States and around the world, including Jr. Davis Construction Co., a local construction, excavation and roadbuilding company based in Kissimmee, Fla. Jr. Davis Construction Co. sold more than 60 heavy equipment items at the historic Orlando auction, including a selection of articulated dump trucks, wheel loaders, crawler tractors, hydraulic excavators, rollers, mixers, compactors and more.
