In what’s proving to be a challenging task due to rugged terrain, surrounding wildlife and rapidly approaching cold weather, crews in Tennessee are working to complete the so-called “missing link” needed for the Foothills Parkway in Great Smoky Mountains National Park in Tennessee. Construction began in January 2010 on the roughly $25 million project, which will add an almost 800-ft.long (243 m) bridge connecting the eastern end of the unfinished Wears Valley stretch of parkway to the Walland segment. Expected to be completed in November of next year, the bridge will be supported by four piers up to 100 ft. (30.5 m) above the ground, placing the road across two ravines on the south slope of Chilhowee Mountain. “We are building a temporary bridge to get to the piers and to erect Bell and Associates Construction LP photo the precast segments,” explained The Foothills Parkway Bridge will be located between Pigeon Forge and Townsend, Tenn. Transportation Investment Generating Economic Recovery (TIGER) II received nearly 1,000 construction grant applications for more than $19 billion from all 50 states, U.S. territories and the District of Columbia. The tremendous demand for TIGER II project dollars follows a similar demand for TIGER I project dollars. On Feb. 17, 2009, the Department announced 51 grant awards from nearly 1,500 applications for TIGER I grants nationwide. The TIGER I requests were for almost $60 billion worth of projects, 40 times

that will change the U.S. transportation landscape by strengthening the economy and creating jobs, reducing gridlock and providing safe, affordable and environmentally sustainable transportation choices,” said LaHood. “Many of these projects could not have been funded without this program.” Roughly 29 percent of TIGER II money goes for road projects, 26 percent for transit, 20 percent for rail projects, 16 percent for ports, four percent for bicycle and pedestrian projects and five percent for planning projects. An example of projects funded is $47.6 million to the city of Atlanta to construct a new

TIGER II also provided $20 million to the New Hampshire Department of Transportation to replace the deteriorating Memorial Bridge that connects Portsmouth, N.H., with Kittery, Maine. The bridge is at the end of its service life and has a bridge sufficiency rating of six out of 100. Safety concerns recently required a maximum three-ton weight restriction on the bridge, causing all truck traffic to be detoured. The project demonstrates the department’s commitment to bringing the nation’s aging road and highway infrastructure to a state of good repair. In addition, TIGER II funds are being used to

Komatsu, TEC Sponsor NASCAR Sprint Cup Car On Oct. 31, Komatsu America Corp. representatives flocked to Talladega, Ala., to join their distributor, Tractor & Equipment Company (TEC) to witness the first ever Komatsu/Tractor & Equipment Company sponsored NASCAR Sprint Cup car run in the AMP Energy Juice 500 at Talladega Superspeedway. James Finch, owner of Phoenix Racing, partnered with the two companies in the past in the NASCAR Nationwide Series, and tagged them again for the first time for a Sprint Cup car. Finch also owns Phoenix Construction and utilizes Komatsu equipment. Approximately 500 customers, friends, guests and representatives of Komatsu America and TEC joined together for a hospitality event at the Champion Center on the grounds of Talladega Superspeedway prior to watching the number 09 Phoenix Racing Komatsu-TEC sponsored Chevrolet Impala driven by Bobby Labonte run in the top tier series of NASCAR racing. Race day kicked off with an early catered lunch, prize drawings and an opportunity to check out some Komatsu machines on display as well as the Komatsu Funny Car and NASCAR Nationwide Series car. The number 1 Komatsu car on display was a topic of many conversations as this was the car driven by Ryan Newman on July 2 for a top ten finish in the NASCAR Nationwide Series race at Daytona International Speedway.

Enjoying the morning’s festivities (L-R) are Darrell Irwin, Vulcan Materials, Atlanta, Ga.; Donna and Steve McCondichie, Tractor & Equipment Co., Atlanta; Steve Collier, Vulcan Materials, Kennesaw, Ga.; Terry Shepherd, Tractor & Equipment Co., Kennesaw, Ga.; and Joe Gowens, Vulcan Materials, Kennesaw, Ga.

Veteran driver Bobby Labonte piloted the number 09 Phoenix Racing Chevrolet Impala sponsored by Komatsu and Tractor & Equipment Company in the NASCAR Sprint Cup Series race.

Approximately 500 guests, customers, and friends of Komatsu America Corp. and Tractor & Equipment Company turned out for a hospitality event in Talladega, Ala.

Bob Post (L) and Erik Wilde of Komatsu America Corp. kept the prizes flowing as they called out winning ticket numbers for a vast array of Komatsu racing shirts, souvenirs and diecast models.

Before heading trackside, Rob Middleton (L) of Baldwin Mining Co., Foley, Ala., and Dan Stracener of Tractor & Equipment Company catch up on the latest industry news and a bit of NASCAR conversation.

The food line was stacked deep for some great southern style catfish and chicken strips with all the sides thanks to Alabama’s Whiskers Catfish.

Another beast of a machine on display at the event was the Komatsu NHRA Funny Car. Komatsu America recently partnered with Pedregon Racing as a sponsor for two-time NHRA Funny Car world champion, Tony Pedregon.

A new tilting cab design gives technicians improved access to the machine’s power train and hydraulic components. The new models also feature a rear service door for easy access to the engine and daily checkpoints, a top-opening hood for radiator access and a hinged radiator for improved engine access. Outstanding Operator Comfort The new generation machines have a larger entry door and a 17 percent larger cab than previous models. JCB also has introduced multifunction joystick controls and an optional heated air-suspension seat with adjustable armrests. Redesigned control panels have been relocated from the lower console to the panels at the top of the cab to be within the operator’s line of sight. Other available creature comforts include cup holders, MP3 player compartment with charging outlet and auxiliary plug, optional stereo package and an electronic throttle. Operators also will enjoy a quieter cab with noise levels at a very low 76dBa, an 85

Versatility and Performance Switching to any of the machine’s 30 attachment families is a snap due to a standard universal mechanical hitch or an optional hydraulic quick hitch. Parallel lift and 2-speeds make it easy to maneuver around the job site and complete more tasks in less time, and with the introduction of an optional Smooth Ride System (SRS) transporting materials over rough terrain has been made easier, according to the manufacturer. Safety As in previous models, the New Generation skid steers and compact track loaders feature a left side entry door that allows the operator to enter and exit the machine clear of the attachment and loader arm. Knoxville Bridge to Close for Two Years in January KNOXVILLE, Tenn. (AP) A major bridge rehabilitation project in Knoxville will close a bridge over Fort Loudoun Lake for an expected two years. The Tennessee Department of Transportation said the Henley Bridge, which carries U.S. 441, is scheduled to close Jan. 3 for extensive repairs. Contractor Britton Bridge of Mt. Juliet won the contract, which includes a $1 million bonus to complete the work by Dec. 31, 2012. TDOT said the contractor will recycle 24,000 tons (21,772 t) of concrete from the bridge and reuse about 800 tons (725 t) of reinforcing steel. Henley Street becomes Chapman Highway as it crosses the bridge and is one of the tourist routes to the Great Smoky Mountains National Park.

Crews Employ Top-Down Method for Foothills Parkway Bridge PARKWAY from page 1

Bruce Nicely, senior vice president and partner of Bell and Associates Construction LP, Brentwood, Tenn., the general contractor on the project. “We have a 175-ton crane that will operate on the temporary bridge. We are also purchasing a custom built segment handler that will walk on the temporary bridge and place the 50-ton bridge segments.” Nicely, whose goal is to have minimal impact on the existing environment at the job site, pointed out, “The work is truly top down. The temp bridge is constructed one span at a time using the 175-ton crane to extend the micro pile drill rig out 36 feet and set it on a drill platform setting on the one to one slope. No access roads are allowed on the site between the abutments, a distance of 900 feet.” Long-Time Coming The oldest unfinished highway project in Tennessee, the Foothills Parkway project has been delayed due to funding difficulties since Congress authorized its construction in the mid-1940s. Bridge number two, as it’s known, is another important phase in trying to complete a key unfinished segment of the Foothills Parkway, according to park spokesperson Nancy Gray. “Bridge number two is on the east side. The parkway’s right-ofway parallels the Park’s northern boundary from Chilhowee Lake in Blount County to Cocke County,” said Gray. “Only 22.5 miles of the parkway are complete and open to the public — a 16.9 mile section on the eastern end of the Park in Blount County and a 5.6 mile on the western end. In earlier years, more road construction was done on certain sections, but work was halted because of structural fill failures and erosion problems in the rugged segment commonly referred to as the ‘missing link.’ “Once we get the link completed and funding becomes available to do finishing work to the two partially completed sections to open up another 16.4 miles of the scenic drive, visitors will have another opportunity to enjoy the unparalleled vistas this segment will provide. Viewing mountain scenery is the number one attraction for visitors to the Smokies. The Foothills parkway is also important to the tourism communities as well.” As for how the work will affect

closings in the area, Gray said there won’t be any drastic changes. “These partially completed sections that flank the missing link are always closed to motor vehicle traffic. We allow pedestrian use — hiking, horseback riding — when construction is not in operation. But once construction begins, we prohibit all use for safety reasons,” Gray explained. Park Supervisor Dale Ditmanson has described the new bridge as being almost as long as the iconic Linn Cove Viaduct that carries the Blue Ridge Parkway around Grandfather Mountain. The latest bridge is expected to become just as noteworthy, Gray said, “because of it’s engineering design and the way it fits into the environment and accentuates the beauty of the landscape.”

Assembling the Team John Corven, president of Corven Engineering Inc., Tallahassee, Fla., is leading all elements of the bridge design effort, as well as coordinating activities of the subconsultant team. “It is a great thrill to once again work for the Eastern Federal Lands Highway Division of the Federal Highway Administration on what I believe will be another signature bridge on one of America’s great parkways. Corven Engineering is the prime consultant for the design/build team. We’ve worked with our subs as a cohesive unit to respond to the RFP, RFQ and preliminary bridge design, and that was what led to our selection. “Corven Engineering prepared the bridge design, is currently providing construction engineering to facilitate construction and is providing on-site personnel to support bridge construction. Our role is complete when the project is constructed, as-build documents developed and the final bridge load rated,” Corven said. Details, Details The new Foothills Bridge No. 2 is a 790-ft. (240 m) long precast segmental bridge that will be be built using the balanced cantilever method, with precast pier and superstructure segments delivered from above, using a unique erection trestle and segment walker. The erection details, developed by VSL, provide access to speed construction while protecting sensitive terrain below the bridge. Of critical importance is the

geometry of the precast segments that need to be assembled to match the extreme roadway geometry, as the parkway hugs the mountainside. The alignment includes 262 ft. (79.8 m) radii, grades of eight percent and cross slopes of as much as 7.8 percent. “The precast segments are being produced by Ross Prestressed Concrete, [Knoxville, Tenn.] Geometry for the 92 unique precast segments is produced by Corven Engineering. Control procedures are those developed by personnel of Corven, and have successfully been used for over 30 years. The precast segments will be stored in the Ross casting yard until they are needed for construction. One by one, they will make the nearly 30-mile trip to the project site and be erected in the bridge,” Corven stated. The 9 ft. (2.7 m) deep segments will be delivered to the beginning of the bridge where a segment walker will pick the segments from the delivery trucks. The segment walker will then transport the segments over the erection trestle and place them in their final location in the bridge. The segments are assembled with temporary post-tensioning bars and permanent cantilever post-tensioning tendons. Completed balanced cantilevers are jointed together by cast-inplace closure joints and continuity post-tensioning. VSL Post-Tensioning & Specialty Reinforcement Systems is furnishing the temporary work trestle, post-tensioning system, and segmental erection equipment, according to project manager Ryan Redman. “We also are providing the labor to install and erect the work trestle, precast segments and posttensioning. VSL will be involved through the completion of the segment erection and disassembly of the temporary works trestle, and the work should be completed by September of 2011,” Redman said. “The construction team has developed and implemented a construction scheme where equipment for installing the temporary trestle will be elevated on working platforms eliminating the need for access roads along the permanent bridge alignment. Top-down construction poses particular access challenges for our crews because we have to make sure we provide safe access to progress the work in

a timely and efficient manner.” Redman continued. “This is a unique job. The scenery and beauty of this bridge location are something not to be taken for granted. Since we have arrived on-site we have seen wild turkeys, bears, bobcats, deer and various other animals. It is not your typical bridge construction project.”

Strong Foundation As specialists in deep foundation design, construction and testing and slope stability problems, Dan Brown and Associates PLLC (DBA), Sequatchie, Tenn., designed the foundations for the bridge, both the permanent and temporary structures. The foundations also address slope stability concerns at the pier locations due to the intense terrain. “We started last spring, as the foundations are always the first concern and we are always on the critical path,” said DBA president Dan Brown. “We will be involved until the foundations are complete and the superstructure is under construction. When they are out of the ground, the hard part is done and our work is finished. “One of the major challenges on this job is the difficult access conditions. Also, a major consideration is to limit the impact of construction activities on the environment. For these reasons we designed the foundations to utilize micropiles, which are small diameter [less than 10 inches] drilled piles that can be installed using a very small mobile drilling rig. The small, portable micropile drill rig is unusual for bridge construction. This type of equipment is normal-

ly used for underpinning buildings because of the light weight and mobility.” Keeping it Real Knoxville, Tenn.,-based Hedstrom Design is serving as the landscape architect for the project, and will be on the job until completion. According to owner Sara Hedstrom Pinnell, “One of our main challenges is management of invasive plant materials during construction, and maintaining slope stability. Final plant material must match the local genotype, so some of it will need to be grown specifically for the project.” Hedstrom explained, “Minimizing impact to the site has allowed us to have stable slopes during construction. Minimal disturbance allows vegetation from the existing seed bank to fill in naturally around trees that were coppiced. We prefer to have native vegetation stabilize the soils rather than an introduced seed mix such as a fescue blend. “Our strategy to blend with the natural landscape is to maintain this diversity with new plant material. The undisturbed forest is rich in many different types of plants,” Hedstrom continued. “Hedstrom Design has been working in the area with for quite some time now on projects with similar challenges at sensitivities and it was a natural fit for us. The Bell team also is just as committed to protecting natural resources as we are. People often think of the landscape architect arriving at the end of a project to ‘green it up.’ The reality is that we are part of the team from the very beginning, participating in general aesthetics of the impact of the bridge, understanding the existing hydrology and soils and how we work within the disturbance to ensure the plants survive. For example, dissipating runoff with site boulders into areas of new planting. All of this is thought of during the design process and then worked through during implementation.” Top Down Construction The Foothills Parkway Bridge will be located between Pigeon Forge and Townsend, Tenn. In a somewhat unusual move, construction is being performed from the top down, using a trestle mounted gantry crane and work see PARKWAY page 43

After 10 years of market development for Rubble Master in North America, the company has opened a sales and service facility in Michigan City, Ind. Rubble Master Americas Corp. will serve the U.S. and Canadian markets plus several countries in the Caribbean, Central and South America. Services include supporting customers with their basic analyses and evaluation needs when starting up a recycling business, business planning, sales, rental, sales support, after sales and parts. “Our goal in North America is to be the specialist and best supplier when it comes to resource recovery of concrete, asphalt, brick for small, medium and larger size companies around the construction industry,” said Alex Taubinger, managing director and vice president sales and marketing of Rubble Master Americas Corp. “Construction companies, contractors, paving companies and trucking/hauling companies serving the construction industry as well as the demolition industry start to experience a lack of profit margins because of heavy competition, changing demands of developers and customers’ green building demands accelerating disposal fees and high prices for natural aggregate, plus expensive trucking. We would like to share our worldwide expertise of more than 20 years with businesses surrounding the construction industry,” Taubinger said. “Recycling and the re-use of recycled construction aggregate [RCA] is just at the beginning stage in North America. We are not just talking about the huge saving potentials on projects for contractors, construction companies, customers, municipalities and cities,” Taubinger said. Rubble Master has operated a parts hub in Memphis, Tenn., since 2009; its corporate office/headquarters is in Austria. For more information call 800/230-0418 or visit www.rubblemaster.com. Eriez P-REX Scrap Drum Improves Metal Recovery When drum magnets don’t operate at peak performance, large sphere-shaped meatballs and knuckles become impossible to capture. Fragments of electric motors and alternators and other items containing copper, aluminum and steel are missed, money is lost and fires may result. Eriez is hoping to put an end to all that with the introduction of the P-REX scrap drum. “The unbeatable separation capabilities P-REX offers will bring more profits to your scrap recycling operation,” said Tim Shuttleworth, Eriez president and CEO. ”P-REX enables better meatball recovery than ever before thought possible.” The P-REX offers improved edge-toedge separation, no “transfer point” drop in magnetic force and no decline in performance due to heat rise, according to the manufacturer. “Prior to the introduction of P-REX, processors have had to accept reduced revenue because of more limited metal recovery systems — but no longer,” said Shuttleworth.

the edge of the drum. That means wider and more efficient separation. Wider separation means greater profits through greater recovery, according to the manufacturer.

The Eriez P-REX scrap drum enables better meatball recovery.

Weak Zones With today’s electromagnetic drum magnets, a steel core is used to project the magnetic field. These cores generate a limited magnetic force at the drum edge because the electric coil that is wound around the core takes valuable space

across the width of the drum, resulting in weak zones at the edges. These weak zones can amount to 20 percent or more of the surface of the drum. Because the P-REX is a permanent magnet, it extends to

Transfer Point Drops Today’s design of electro-axial drums have a significant reduction in magnetic strength at the transfer point, or “flip” point, along the arc of the ferrous material’s travel, resulting in lost recovery. With the P-REX, the ferrous material is transferred and flipped from magnetic pole to magnetic pole to magnetic pole, resulting in a cleaner product and more recovery. Heat Rise Electro Drums consume power and heat up much like a light bulb does during use. The higher the heat, the greater is the loss in strength. “Check the gauss strength of your drum at the end of the shift and you will see that the electro drum has lost up to 30 percent of its strength,” Shuttleworth explained. “In the summer and in southern climates, this can be an even greater issue.” P-REX’s magnets are permanent and maintain their strength. They also use no electricity. For more information, call 888/300-3743 or visit www.eriez.com.

Tramac has added the V4500 to its line of heavy breakers.

Tramac has added the V4500 to its line of heavy breakers. “Our customers wanted us to take the next step with our heavy breaker products,â€? said Joe Forth, general manager of Tramac. “It was specifically engineered to provide a higher energy per blow so that it can outperform other companies’ breakers in this category.â€? The V4500 boasts the same platform found in the V1800 and the V2500, and shares in the features of Tramac’s heavy breakers such as: • Blank-firing protection to prevent metal on metal contact, extending carrier, breaker and tool lifespan. • Pressure regulator valve to prevent overpressure and accidental overflow. • Reinforced suspension to absorb vibration that leads to premature wear to the boom. • Automatic pressure regulator ensures constant operation despite variations in flow or temperature. • Automatic frequency adaptation system for optimal beat per minute and strike force for the material being worked on. • Increased striking from an energy recovery feature that captures rebound energy and delivers it in the next blow. • Automatic greasing system prevents heat damage with no work stoppage to apply grease. support a $546 million TIFIA (Transportation Infrastructure Finance and Innovation Act) loan for the Los Angeles County Metropolitan Transportation Authority to build the Crenshaw/LAX Light Rail Line, a key piece of Mayor Antonio Villaraigosa’s 30/10 initiative to construct 12 major transit projects in 10 years rather than 30, exemplifying the department’s commitment to bold, regional transportation projects that create jobs in the short term while reinvesting in long term economic competitiveness and livability. Under TIGER II, more than $140 million is reserved for projects in rural areas. As a competitive program, TIGER II is able to fund the best projects from around the country. Using merit-based evaluation criteria allows the Department of Transportation to address some of the nation’s most critical challenges like sustainability and economic competitiveness. This marks the first time that the U.S. Departments of Transportation and Housing and Urban Development (HUD) have joined together in awarding grants for localized planning activities that ultimately lead to projects that integrate transportation, housing and urban development. Almost 700 applicants sought up to $35 million in TIGER II planning grants and up to $40 million in HUD Sustainable Community Challenge Grants. HUD’s funds can be used for localized planning efforts, such as development around a transit stop and zone or building code updates and improvements. The two departments, along with assistance from the Environmental Protection Agency and the U.S. Department of Agriculture, participated in the evaluation of the planning grant applications. To ensure the important investments made by the Recovery Act continue, President Obama recently announced a comprehensive infrastructure investment plan that would be front-loaded with $50 billion to expand and renew America’s roads, railways and runways. TIGER II grants were awarded to projects that have a significant impact on the nation, a region or metropolitan area. The projects chosen demonstrate their ability to contribute to the long-term economic competitiveness of the nation, improve the condition of existing transportation facilities and systems, increase energy efficiency and reducing greenhouse gas emissions, improve the safety of U.S. transportation facilities and/or enhance the quality of living and working environments of communities through increased transportation choices and connections. The Department also gave priority to projects that are expected to create and preserve jobs quickly and stimulate rapid increases in economic activity.

platforms. Proper planning was critical early on. Scott Wilson, project manager of Palmer Engineering, was responsible for the structural aspects, while Matt Everett headed up the roadway, hydraulic and environmental aspects of the project for Palmer. “As far as roadway design, our role was to provide the roadway plans incorporating safety appurtenances, drainage and cross-sections for the bridge and approaches,” said Wilson. “The bridge design included the abutments and associated retaining walls. We also had to design adequate means for addressing rainfall. This included providing drainage for the bridge deck and roadway approaches. As for erosion prevention and sediment control, our responsibilities included providing the storm water pollution prevention plan, as well as EPSC plans. Environmental compliance is another concern. To help ensure that the EPSC measures are installed and functioning as intend-

ed, Palmer will conduct 10 visits to the site throughout the duration of the project. Two of these inspections have already taken place.” Wilson added, “In addition to the resource impacts stemming from release of sediment, the project site also has a high probability of encountering acid-bearing rock. In the late 1980s and early 1990s, mitigation for release of sediment, acidic runoff and dissolved heavy metals was prompted by improper implementation of erosion prevention and sediment control measures during construction. As a result of these impacts, it was agreed the National Park Service would perform the future design and construction for the remaining sections [8B-8E] and site specific plans for areas of disturbance would be developed for the initial, intermediate, and final phases of construction. Runoff potential is high as the project site consists mainly of rock and class D soils, and flows will ultimately enter a tributary to Brickey Branch designated as a ‘Known Exceptional Tennessee Water.’ With the steep terrain and

limits on project area, providing adequate storage area for sediment-laden runoff is difficult. Therefore, the prevention of erosion is a much more viable option. The method of construction proposed by the Bell team works to minimize areas of disturbance and thereby reduces the amount of runoff requiring treatment. “Ultimately, all aspects of the design are important as they must work together for a successful project,” Wilson continued. “The retaining wall design was challenging. In addition to the steep slopes, rock is very near the surface of the ground. Our team felt it would be beneficial to minimize the amount of rock excavation required for the construction of the cantilevered retaining walls [some taller than 40 feet]. We utilized rock anchors that enabled the use of footings with a smaller footprint than what would typically be required for the stability of cantilever retaining walls of this size.” Wilson acknowledged that the rugged beauty of the project site and dense vegetation does create obstacles for crews accessing areas

where ground work occurs. Though the drainage areas are fairly small, flows do develop significant shear forces when concentrated due to the dramatic slopes, increasing the erosion potential post-construction. “Our team has made great efforts to minimize negative impacts to the natural landscape and topography while providing a safe facility meeting the goals of all parties involved. Hopefully this section of the parkway will afford visitors views that they might not otherwise have been able to enjoy,” Wilson concluded. A Little History The Foothills of the Great Smokies reportedly began drawing tourists as early as the mid-19th century. Most visitors came for the mineral-rich mountain springs, which were believed to provide health benefits. Construction of resort hotels quickly followed, making the region a popular summer-time destination. Over the years, the Foothills Parkway project has been considered somewhat controversial,

because of the high volume of traffic passing through the Smokies each year. Opponents have claimed the parkway would add to tieups, while others say it would actually ease congestion by drawing off some of the traffic. Some bloggers question the need for new construction, concerned about increased noise in the area, exhaust fumes and aggressive driving; however, advocates of the project say the elevated roadway is long overdue. The National Park Service, which manages the parkway, also has announced the Federal Highway Administration recently awarded a contract to continue construction on the Walland end of the ‘missing link,’ working eastward from Bridge number eight towards Wears Valley. Funding will need to be obtained to build the last two bridges, as well as money to perform finishing touches such as striping and guard rail installation. The segment will most likely be completed in time for the National Park Service’s Centennial in 2016. CEG

Eight-Year, $240M Hoover Dam Bypass Bridge Project Reaches Conclusion By Oskar Garcia

A view of the Mike O’Callaghan-Pat Tillman Memorial Bridge from downstream of the Hoover Dam.

ASSOCIATED PRESS WRITER

BOULDER CITY, Nev. (AP) A soaring bridge that will let drivers bypass Hoover Dam — and steer clear of its security checkpoints and gawking tourists — is set to open after nearly eight years and $240 million worth of work. The 1,900-ft. (580-m) engineering wonder perched 890 ft. (270 m) above the Colorado River is expected to drastically cut travel time along the main route between Las Vegas and Phoenix, as motorists will no longer have to make their way across the dam’s winding two-lane road at a snail’s pace. U.S. Transportation Secretary Ray LaHood and a delegation of government officials, including Arizona Gov. Jan Brewer and U.S. Senate Majority Leader Harry Reid of Nevada, heralded the span linking the states as a crucial example of work being done nationwide to update the country’s infrastructure. LaHood said the bypass is one of 15,000 transportation projects that include updating 4,000 mi. (6,437 km) of road. The dedication gave Reid an opportunity to tout his work as the country’s most powerful U.S. senator less than three weeks before Election Day. The bridge is named for former Nevada Gov. Mike O’Callaghan and Pat Tillman, the former National Football League player who quit the Arizona Cardinals to join the Army Rangers and died under friendly fire in More than 500 concrete segments used for columns and temporary pylons were fabat a pre-cast yard located 20 mi. (32.2 km) from the dam, delivered to the Afghanistan. Family mem- ricated bridge site, then erected with cranes including a S-70 Derrick and a Manitowoc see BYPASS page 46

bers of O’Callaghan and Tillman watched the dedication ceremony from the span along with hundreds of construction workers and their families. People snapped photos and walked along the bridge Oct. 14 before the ceremony, many taking long pauses to stare at the 75year-old dam below — itself regarded as an engineering marvel. It took five years and 21,000 workers to build the dam, and it cost $165 million. The last of its more than 5 million barrels of cement was poured in 1935. Officials said the bridge contains some 16 million lbs. (7.26 million kg) of steel, 30,000 cu. yd. (23,000 cu m) of concrete and 2 million ft. (0.61 million m) of cable — enough to stretch well past Phoenix from Las Vegas. The $240 million price tag includes costs to build roads and smaller bridges leading to the picturesque span. Cars previously were routed across Hoover Dam to cross the border between Arizona and Nevada, and checkpoints added

after the Sept. 11, 2001 attacks often caused long backups. Federal officials also heavily restricted the types of vehicles and cargo that could cross the dam, sending semis and other large vehicles an extra 23 mi. through the resort town of Laughlin. The new four-lane bridge allows travelers to bypass the dam much more quickly and with no checkpoints. The U.S. Department of Transportation estimates it will cut at least 30 minutes from the trip. Those going to the dam will no longer be able to pass over it to cross the border by car, though it will remain open as a tourist attraction. Visitors to the dam often can’t help but turn and stare at the bridge, which federal officials say is the second-tallest bridge in the United States. The tallest is the Royal Gorge Bridge in Colorado. The bridge is the longest built with concrete arches in the western hemisphere, according to the Transportation Department. The arches measure 1,060 ft. (323 m).

2,500 Workers Help Build World’s Longest Tunnel in Switz. By Frank Jordans

the proposal passed by a wide margin. Leuenberger, who also is in charge of environment issues, praised Swiss voters and took a swipe at neighboring Germany, where popular opposition threatens to halt the construction of new high-speed rail links and underground train stations. “Today proves how sustainable, strong and efficient our direct democracy is,” he told miners, VIPs and reporters amid the raucous underground celebrations. His words were echoed by one of the 2,500 workers who toiled for more than a decade. Dieter Meyer, an electrician from Germany, expressed his awe that Switzerland — a country of just under 8 million people — had chosen to pursue such an ambitious project. Meyer said Germans should reconsider their opposition to new rail projects if they are serious about protecting the environment and halting climate change. “This tunnel is the future,” he told The Associated Press. “In Germany, the people in Stuttgart should really think about whether they want to protest against the new project.” Protesters in the southwest German city oppose plans to move Stuttgart’s station

ASSOCIATED PRESS WRITER

SEDRUN, Switzerland (AP) Workers hugged, cheered and set off fireworks as the huge drill broke through the last stretch of rock deep in the Swiss Alps. There was delight at the end of the tunnel — the world’s longest — when it was completed Oct. 15. The $10 billion, 35.4-mi. (57-km) tube will connect Europe’s high-speed rail network and is part of a larger effort to cut in half the number of trucks — now at 1.2 million — that thunder through the Alps each year. The joy and pride felt throughout Switzerland over digging the Gotthard Base Tunnel reflected the one cause that unites the country’s wealthy city dwellers with those living in traditional villages: Protecting the beauty of the mountains. “Together we risked a lot,” said Swiss Transport Minister Moritz Leuenberger. “Together we achieved a lot.” Swiss voters approved the tunnel’s construction in a series of referendums almost 20 years ago. Despite some criticism at the cost — almost $1,300 for every citizen —

underground, viewing the $5.7 billion project as a waste of money. Supporters said it will free up the city’s packed center and help shorten journeys across Europe. Peter Fueglistaler, director of the Swiss Federal Office of Transport, insisted Oct. 15 that “our neighbors in Germany and Italy will have to fulfill their promise and provide high-speed rail links” that are meant to link the Dutch port of Rotterdam to its Mediterranean counterpart Genoa in Italy. Already Switzerland transports some 62 percent of freight by rail — far more than any of its neighbors. Mindful that heavy goods traffic has contributed to the steady erosion harming fragile Alpine plants and animals — as well as cherished scenery — Switzerland has been tunneling through the Alps for decades. The Gotthard Base Tunnel — first conceived in 1947 by engineer Eduard Gruner — beats Japan’s Seikan Tunnel, which is 33.5 mi. (53.9 km). Other tunnels, including the recently completed 21.5-mi. (35.6-km) Loetschberg Base Tunnel, complete an underground network that few other countries can rival. “I hope that this tunnel will have lots of

brothers in the Alps,” Leuenberger said. His European colleagues, watching the ceremony live at a meeting in Luxembourg, will have recognized the reference to other projects in France, Italy and Austria still many years from completion. Switzerland’s dependence on its neighbors to play their part in the plan for a crossEuropean high-speed rail network was mirrored in the many different flags waved by workers in the newly carved hole under the mountains. First among them was foreman Hubert Baer, an Austrian. “This is the most wonderful moment in my 36 years of tunnel building,” Baer said, surrounded by Italian, Portuguese and Turkish workers. Many paid tribute to the eight men who died working in the tunnel over the years. Some also took time to congratulate their colleagues on the other side of the world in Chile, who rescued 33 men from a collapsed mine. “That was fantastic for us, too,” said Juergen Sandtner, another Austrian. “It was huge. That they managed to get them all out alive again was a great achievement.”

*AGC St. Louis, Glow Ball Golf Tournament a Huge Success! This past Construction Leadership Council’s Glow Ball Tournament event was a sellout and complete success. The tournament raised over $1,700 to benefit the foundation. Thanks to Stephanie Neff, chair of the golf committee, and thanks to her assistants! *St. Louis Blues Club Seats Available! It’s time to catch Blues action! Single games sales are available for this year’s St. Louis Blues Hockey games. The AGC of St. Louis purchased 10 premium games (4 tickets per game) for the 2010-2011 Blues season. Seats are located behind the goal and in the middle section. This perfect view of the ice is ideal for watching plays unfold. If you are interested in purchasing a game(s), please contact Donna Pigg at 314781-2356, ext. 108 or by email at dpigg@agcstl.org. Mining New Members. Everyone knows word-of-mouth advertising from satisfied customers brings more business to your company. As an IAAP member, you have experienced valuable benefits from membership in this Association and along the way maybe you have talked with others in the industry about joining the IAAP. Your efforts are now being rewarded through a new member recruitment program called “Mining New Members.” For more information, please contact IAAP Outreach Manager Shawn McKinney at (217) 241-1639 or shawn@hansoninfosys.com. DONATION - HELP Support IAAP’s Political Activities – The IAAP Political Action Committee (PAC) was created in order to provide financial support for our allies in the Illinois General Assembly. Whether from Chicago or Downstate Illinois, Democrat or Republican, these legislators all have one thing in common – they support bills that help the Illinois aggregates industry and oppose bills that hurt our interests. As the cost of political campaigns continues to rise, we want to ensure that legislators who support this industry can compete and continue to do good work. For that reason, supporting the IAAP PAC is critically important to the future of our industry, your company, and your Association’s political activities. Please consider sending a donation, payable to the IAAP, to: John Henriksen, Secretary/Treasurer, IAAP PAC, 1115 S. 2nd Street, Springfield, Illinois 62704. INFORMATION - AGC of St. Louis Governmental Affairs Legislative Update: Legislative Alert – New Illinois Law Could have Significant Effect on Contractors. The AGC of St. Louis has become aware of a new Illinois law passed that could have a dramatic effect on our members who perform work in Illinois. On June 16, Illinois Governor Pat Quinn signed House Bill 6349 into law which enhances the Illinois Workers on Public Works Act. From: AGC of St. Louis Governmental Affairs (mail to: agccom@agcstl.org). INFORMATION - The Transportation for Illinois Coalition (TFIC) has published and electronic version of it’s most recent white paper, an analysis of the 2009 capital program. To download a copy of this document, go to the TFIC website: http://www.tficillinois.org, click on publications and open the file entitled Capital Funding for Transportation. Questions? Please feel free to contact John Henriksen, Illinois Association of Aggregate Producers, 1115 South 2nd Street, Springfield, IL 62704. Office: (217) 241-1639. Cell: (217) 899-7389. Fax: (217) 241-1641. AGC Volunteer Appreciation - The AGC of St. Louis is grateful for the many members who serve on committees. The time devoted by these individuals and the knowledge they share with the industry in very important to the success of the AGC. INFORMATION - MSHA Enforcement Alert from an IAAP Member. An IAAP company has posted a new MSHA citation on the MSHA Enforcement Alerts website at www.mshaenforcementalerts.com maintained in partnership by the IAAP and other Midwest Aggregate Associations. This citation concerned the company because the inspector believed miners were stepping over the motor, but just as in a lot of other cases, this practice was acceptable during previous inspections by this same inspector and also during a CAV that was completed on these screens just 2 1/2 years ago. This motor configuration is present on many screens by different manufacturers. To view further details on this citation you may log on to http://mshaenforcementalerts.com/citations.php?id=144. Komatsu Unveils PC78US-8 Compact Hydraulic Excavator Komatsu America Corp.’s (KAC) PC78US-8 compact hydraulic excavator is designed for increased production and added operator comfort, when compared to previous models. The new excavator is well-suited for a variety of construction, utility, landscaping and other small- to mid-sized applications, according to the manufacturer. The PC78US-8 is equipped with KOMTRAX technology, which sends machine operating information to a secure Web site utilizing wireless technology. Data such as operating hours, machine location, maintenance notifications, out of area notifications, machine utilization, and residual fuel levels are just a few of the features that are relayed to the Web application for analysis. The KOMTRAX fleet monitoring system increases machine availability and reduces the risk of machine theft. Special features of the PC78US-8 include: • Power and Performance The PC78US-8 gets its power from a Komatsu SAA4D95LE-5 engine with a net horsepower of 55 hp (41 kW). The direct injection engine is EPA Interim Tier

IV emissions certified. The PC78US-8 has an operating weight of 16,240 lbs. (7,366 kg) and features a maximum digging height of 24 ft. 11 in. (7.6 m), a maximum digging depth of 15 ft. 5 in. (4.7 m), an arm crowd force of 7,760 lbs. (3,520 kg) and a bucket breakout force of 13,780 lbs. (6,250 kg). • Advanced Hydraulics Using Komatsu’s HydrauMind hydraulic system, the PC78US-8’s pressure compensating CLSS system ensures each function works according to its control input regardless of the load, giving the operator precise control. Utilizing an engine speed sensing system, engine speed is maintained regardless of load condition, ensuring that the engine’s full power potential is available. Auxiliary hydraulics come as standard equipment, and the flow can be adjusted from the operator’s seat via the 7 in. color multifunction monitor. Flow range can be adjusted from 5.3 to 33 gpm (20 to 125 Lpm) depending on the attachment requirements. • Customized Applications Five working modes allow the operator to tailor machine operation to the given

application, either maximizing power during difficult workloads (power mode) or conserving fuel when the job doesn’t require maximum power (economy mode). When placing pipe or other objects, lifting mode reduces engine RPM, providing fine control. Breaker and attachment modes are available to provide single or bidirectional flow depending on the attachment being used. (Breaker, thumb, grapple etc.) • Service and Maintenance A number of features facilitate ease of maintenance, including an engine hood that can be opened in confined spaces providing access to key service points, and a wide opening side hood that provides access to the fuel and hydraulic tanks, selector valve for auxiliary hydraulics, washer fluid, and overflow for radiator. MT12 MicroTrencher From Ditch Witch Aids Installations The Ditch Witch organization’s MT12 MicroTrencher is designed to quickly and cleanly slice through asphalt to create trenches into which fiber-optic cable can be installed. Throughout the world, demand is increasing for faster broadband communications, necessitating an increase in the installation of high-speed fiber-optic cable for commercial and residential use. Many utility companies prefer underground installation to reduce the risk of cable damage due to the elements (e.g., ice storms and high winds). With its capability to efficiently install fiber in congested urban areas, the new MT12 offers underground contractors a rapid, highly costeffective solution, according to the manufacturer. Using specially designed and manufactured saw blades, the Ditch Witch MT12 cuts through asphalt to create a trench for fiber-optic cable installation—from 0.75 to 1.25 in. (2 to 3 cm) wide, and up to 12 in. (30 cm) deep — in one quick, efficient pass. The narrow, shallow trench created by the MT12 enables contractors to install fiber above existing utilities, so there is minimal disruption of surrounding infrastructure and roadways, which saves time and money. The MT12 offers a choice of four saw

The Ditch Witch MT12 cuts through asphalt to create a trench for fiber-optic cable installation in one quick, efficient pass.

blades with widths of 0.75 in., 0.95 in. (2.4 cm), and 1.25 in. Each blade can be easily changed in the field with standard hand tools, reducing downtime. Three blades feature conical bits that can be replaced in the field, a design that extends the life of the blade and reduces maintenance expense. A fourth blade features welded shark teeth. The trenching depth of the MT12 is

mechanically adjustable—from 6 to 12 in. (15 to 30 cm) in 1-in. (2.5 cm) increments. This feature helps the operator quickly set the depth to match job specifications and maintain a consistent depth for the entire length of the trench. The microtrencher also can be manually tilted six degrees to the right or left, which helps the operator maintain a true vertical trench on uneven surfaces.

Often it is necessary to cut a trench right next to and parallel to curbs and gutters, which is why the MT12 saw is designed to hydraulically traverse 24 in. (61 cm) from the center of the machine to the right. The MT12 is part of a complete Ditch Witch microtrenching system that includes a specially configured Ditch Witch RT45 or RT55 trencher and an FX60 vacuum excavation system configured with a cyclonic separator, an advanced filtration system designed to handle the dry, dusty spoils produced by microtrenching. The customer can choose whether to run the vacuum excavator hoses in front of or to the rear of the trencher, depending on job site conditions. The MT12 also can be equipped with onboard chutes that deposit spoils along the side of the trench, for easy cleanup when not using the FX60 microtrenching vacuum system. The MT12 MicroTrencher also may be used for other roadway applications such as cutting expansion joints, utility repair (e.g., sawing square sections of roadway prior to excavation), and maintenance (e.g., trimming the rugged edges of new layers of asphalt to make a clean shoulder). With its ability to switch between a rubber edge and steel trip edge, Pro-Tech’s Switchblade snow pusher can handle changing weather and job site conditions without having to change plows. The steel edge of the Switchblade features Pro-Tech’s IST technology, which includes a steel edge mounted on a specially blended memory urethane. When an obstruction is hit, the edge flexes and snaps back to its original angle in a smooth, non-shocking trip action. Compared with traditional trip edge systems that use springs or hinges, IST reduces maintenance concerns as well as the risk of breaking, according to the manufacturer. Because the new design uses a cutting edge that spans the entire width of the unit, the Switchblade eliminates snow trails at its sides. Furthermore, the wear shoes have been redesigned to cut through hard snowpack, keeping the edge in contact with the surface at all times. When dealing with wet, heavy snow or surfaces that are sensitive to steel edges, the Switchblade can be flipped to push with a rubber edge, which acts as a squeegee to produce a clean pass.
