The Florida Department of Transportation (FDOT) is overseeing the construction of the Indian Street Bridge on behalf of Martin County. When completed, the county will own and maintain the bridge, which the County Commissioners have already renamed Veterans Memorial Bridge. Designated for $127 million through the American Recovery and Reinvestment Act of 2009, the contract for this design/build project is $64.1 million. The engineering, surveying, permitting and inspection (CE&I project oversight, conducted by CardnoTBE) contract is $8.5 million. Right-of-way acquisition, including home purchases, required $31.5 million. Martin County issued $29.7 million in bonds for the FDOT acquisition program. Work Detail Designed to provide an additional evacuation route and reduce travel times for residents and seasonal visitors, the bridge is a new, high-level fixed bridge crossing the South Fork of the St. Lucie River and the Okeechobee Waterway to connect Palm City with the city of Stuart in Martin County, Fla. The overall project length is 1.96 mi. (3.15 km) and will feature dedicated bicycle lanes and separate pedestrian walkways on both sides, as well as six scenic overlooks, like this artist’s rendering.

A proposed rule to change reporting requirements by the Occupational Health and Safety Administration (OSHA) will increase the burden on America’s workforce and divert resources from programs that actually improve health and safety, the American Road & Transportation Builders Association (ARTBA) told the agency in comments filed Oct. 28. ARTBA challenged the reasoning of increasing the regulatory reporting burden on America’s work force at a time when overall death and injury rates are falling, and questioned whether the agency is prepared to receive the additional information stream generated by the proposed changes. The association believes the increase in paperwork — particularly for newly regulated sectors with low injury rates — will dilute OSHA’s ability to quickly target trouble spots and will channel limited resources away from programs that actually improve health and safety. Among other things, the proposed changes would require all work-related, inpatient hospitalizations to be reported to see OSHA page 64

Elton Long Joins Construction Equipment Hall of Fame Elton Long, best remembered for designing and manufacturing the first tractor backhoe/loader integrated from the factory and warranted by a single OEM, was inducted in November into the Association of Equipment Manufacturers’ Construction Equipment Hall of Fame, the industry’s highest award. Long’s credits go beyond being the primary engineer responsible for designing the Case 320 backhoe/loader; he earned dozens of patents during his career, and his legacy of innovation and success continues to influence the construction equipment industry. Long lived from 1921 until 2003. “Elton Long’s induction into the Construction Equipment Hall of Fame is a great honor for his family, as well as his ‘extended family’ at Case,” said Jim McCullough, president and CEO. “We are pleased to accept this distinguished recognition of Mr. Long’s many significant contributions, his innovation and his leadership.” AEM added Long to its Construction Equipment Hall of Fame at an induction ceremony in Miami, Fla., during its annual conference. A judging board comprised of impartial representatives and experts from major industry associations elected Long to the Construction Equipment Hall of Fame. The judging panel evaluates nominees based on the extent to which they exemplify the Hall of Fame’s five guiding principles: innovation, industry contributions, leadership, corporate citizenship and sustainability. integral design accommodated the different types of loading, digging and carrying requirements the machine would experience, and resulted in a manufactured product tough enough to withstand the combined stresses of various construction, agricultural and industrial applications. Prior to the Case backhoe/loader introduction, typical loaders and backhoes of that era were not used in heavy construction. Loaders were mostly used in agriculture, rarely lifting anything heavier than manure or hay bales. Neither loaders nor backhoes had much digging capacity. The integrated backhoe/loader helped contractors reduce costs, increase productivity and handle more work with less equipment. Upon his retirement in 1984 as vice president of engineering at Case, Long had received 46 patents for his work in designing and improving construction equipment, including the hydraulic Extendahoe extendible dipper stick that added 2.5 ft. (.7 m) to the backhoe’s dig depth. It continues as a popular option more than 40 years later. Among other Long inventions were the first hydraulic system for a construction machine that could be controlled from the operator’s seat, the first dozer blade controllable from the operator’s seat, the over-center backhoe, load stabilizers and swing mechanisms. Born in 1912 in Springfield, Ill., Long came of age during one of the most difficult and defining periods of American history. In 1940, he enlisted in the army as an aircraft mechanic. He later attended flight school and received his wings as a P-47 fighter-bomber pilot in 1943. Long went on to earn 16 Air Medals, a Purple Heart and the Distinguished Flying Cross after flying 100 missions over France, Belgium and Germany. In 1945, Long left military service as a highly decorated captain, but continued serving for 35 years in the Air Force Reserves. Long accumulated many industry honors during his distinguished career, including the Steel Founders’ Society of America “Gold Award.” He also was recognized among the industry’s 100 most significant contributors by the Equipment Manufacturers Institute (now the Association of Equipment Manufacturers) in 1994, along with fellow honoree Henry Ford. JCB of Georgia Hosts 10th Anniversary Open House

CB of Georgia hosted a 10 year anniversary open house at the company’s Kennesaw, Ga., location on Nov. 3. More than 200 guests made their way to the event and enjoyed a catered barbecue lunch, and much more. Staff members from all locations of JCB of Georgia as well as a huge contingent of JCB factory representatives turned out to make this event a success. A backhoe rodeo event tested the skills of many. After all contestants made their run, the first place prize of $1,500 ultimately went to Jim Ligon of Lumpkin County, Ga. Gift bags with hats and other goodies were given to all and three pairs of Georgia-Georgia Tech football tickets were given to three lucky attendees. Everyone had the chance to win SEC championship tickets to be given away at a later date. The world famous JCB Dancing Diggers did an hourly show and the JCB “mobile lounge” was brought in so attendees had a place to relax. Atlanta radio personality, Southside Steve of Rock 100.5 did a live remote from JCB of Georgia and kept the crowd entertained. Plenty of JCB machines were on display, including many models of the new generation skid steer and track loader, touted as the world’s safest and most fuel efficient machines on the market. Low Country Machinery opened in August 2001 in Savannah, Ga., and has since become JCB of Georgia and has grown into a threebranch JCB distributorship serving the Atlanta, Savannah and Augusta markets. Hendrick Construction Inc. to Expand New Polar Bear Exhibit at N.C. Zoo Hendrick Construction Inc. won a contract to expand the North Carolina Zoo’s polar bear exhibit to create space for new polar bears, as well as allow caretakers to establish a breeding program. The $6 million project will feature a new exhibit with a splash pool, cooling areas and digging pits, as well as a new visitors’ plaza. Hendrick will build a 5,500-sq.-ft. holding facility with a maternity den, a 4,500-sq.-ft. visitor building and an 800-sq.-ft. interpretive viewing shelter for visitors. The purpose of the exhibit is to educate visitors about the plight of polar bears and the broader issues of habitat loss and global climate change. “Polar bears are and always have been our most popular animal at the zoo, and they’ve been in quite a lot of trouble in the wild,” said North Carolina Zoo General Curator Ken Reininger. “Not many people get to go to the Arctic and see polar bears or the impacts of global climate change, and

our exhibit will help people draw a connection between the two.” The project requires renovating 2,000 sq. ft. of the existing polar bear holding facility, which is part of the zoo’s Rocky Coast attraction. Hendrick will make improvements to the life support systems for the polar bears, as well as the seals and sea lions. And, Hendrick will upgrade the polar bear pool and viewing glass, and build a new shade structure over the existing exhibit overlook. “We’re thrilled to be involved with another exciting attraction for the zoo,” said Roger Hendrick, president of Hendrick Construction. “It’s a challenging project because we need to plan our construction activities so as not to disrupt the other animals.” The expansion project was designed with environmentally sustainable features, such as recycled materials, storm water drainage strategies, and energyefficient fixtures and mechanical systems.

“This is a landmark project for our state,” said Kristen Hess of HH Architecture, the Raleigh, N.C.based project architect. “Polar bears are poster animals for global climate change, and we’re thrilled to be involved with something that will educate our children about the importance of the issue.” The project is scheduled to begin this fall, with the new exhibit opening to the public in spring 2013. Wellons Construction’s VP Feels GPS Ring Power Crane Investment Drives Company’s Future Promotes Murray, Hires Gaines

Seth Thompson, vice president of Wellons Construction, believes that his company’s investment in GPS and machine control equipment is driving its future. “It is my goal to put as many Topcon systems on our equipment as possible,” said Thompson. “Our day-to-day operations have seen a major change since we purchased our first system three years ago. Like many companies, we have multiple generations working for us — and there is definitely a generation gap between the 50-year-olds and the 35 and younger guys. But once everyone sees the advantages to having GPS on our jobs, it speaks for itself.” So much so, that Thompson has purchased a system every year since he first bought a 3D-MC2 system for a dozer in 2008, adding an additional 3D-MC2 system to a dozer and, most recently, a X-63 system to his excavator. “Federal and state laws have changed in the last few years regarding the Clean Water Act,” explained Thompson. “With these changes we have seen the increased size and design for permanent sediment basins or BMPs. We needed an advantage when excavating these ponds to their strict design grades. Topcon’s X63 system has allowed us to grade these ponds one time. This system has taken a man and a machine out of the scenario when building these ponds, cutting cost and increasing production. “It’s difficult to put a number on our increased productivity,” he added. “Let’s just say, it’s noticeable. When you can turn projects over for the owner in half the time, you know your productivity and efficiency are up. What used to take us two months to complete, now takes one. It has proven to be a very good move for us. “We are seeing more and more owners and general contractors ask if we use GPS and machine control,” said Thompson, “All of our competitors have it and we know that it makes us more competitive on both schedule and pricing.” By using the 3D-MC2 system Wellons is able to make more efficient use of its dozer. Along with speed increases, 3D-MC2 means fewer passes resulting in more work completed in less time. Less time equals less fuel and less machine wear. The X63 excavator

system eliminates over excavation and allows crews to control material usage, saving time and money, according to the company. Wellons currently is using Topcon’s HiPer Lite base and rover system, 3DMC2 and X63 systems on the Harnett County Hospital Central Campus project in Lillington, N.C. The site measures 15 acres and will house a new 50bed hospital slated for completion in the fall of 2012. Wellons contract is an estimated $1.8 million and includes grading and utilities. “Utilizing GPS on the hospital project has kept us ahead of schedule from day one. It’s important on a project like this to stay as far ahead of the vertical construction crews as possible. Knocking out the grading quickly has kept us a solid two weeks ahead of schedule.” Thompson asserted that using this technology has saved him countless hours in the field. “Before we moved to the Topcon systems, we may lose a half day in the field waiting for a survey crew,” said Thompson. “Now, our downtime is almost non-existent. If we do need some help in the field, we pick up the phone and call Mike Gaillard with Benchmark and he can typically walk us through any issues we have over the phone. n Oct. 27, Dynapac hosted an open house at its full-line Nashville area distributor’s facility, Atlas Copco CMT USA, Lavergne, Tenn. Guests enjoyed a barbeque lunch and giveaways and checked out a huge display of the newest Dynapac and Atlas Copco products. Representatives from both manufacturers, as well as the staff of Atlas Copco turned out to promote the products on display. The recently introduced Dynapac highway class F1000 series asphalt pavers in wheeled and tracked models were on display. Several of the guests in attendance were recent buyers of some of the machines on display at the event. Jeff Mosley, Site Masters Construction Inc., Pheba, Miss.. recently purchased a Dynapac F1000T paver. “In the last 2 months, we laid close to 40,000 tons of asphalt

with it and have been amazed with the tonnage output and the quality of the mat. We’ve received exceptional support from the sales and service staff at Atlas Copco. We also purchased a Dynapac CC424HF dual drum roller and have been really pleased with that machine as well.” A recent buyer of a Carlson CP-90 paver from Atlas Copco, Claire Barnett, BAC Paving, Nashville, Tenn., said “We absolutely love it. The first time we used it was on the Music City Bikeways in Nashville. When the Carlson finished, we received many compliments on how it performed and on the overall smoothness of the final product. We were under a tight deadline on this project which included six weeks of active paving and on one of the days we were able to lay 1,300 tons of mix.”

The contract calls for milling the existing asphalt lanes and shoulder, placing one lift of binder mix and one lift of surface mix, and restriping. In addition, some shoulder work will be completed, two ramps will be widened and extensive guardrail replacement will take place. According to Cook, the main challenge with this mill and fill job will be weather factors. He noted that a warm mix asphalt will be used on the shoulder paving. “The first layer of mix will be placed on the job this fall, and other sub items are to be completed this winter,” he said. “Next spring, we will remobilize and place the final surface lift and striping.” The project covers 11.194 mi. (18 km) in length and 44.776 lane miles (72 km). Approximately two miles of guardrail will be removed and replaced. A total of 65,000 tons (58,967 t) of reclaimed asphalt product (RAP) will be used on the job or future jobs to reduce the amount of new materials needed. The job also will include 99,000 tons

Trevor Wehage Crowned New Holland Skid Steer Champ

Trevor Wehage, Saskatoon, Saskatchewan, earned the title of North American Skid Steer Champion. He defeated more than 30 compact equipment operators in the United States and Canada in a series of skill-testing challenges using a New Holland 200 Series skid steer loader.

New Holland Construction announced that Trevor Wehage, Saskatoon, Saskatchewan, earned the title of North American Skid Steer Champion. Wehage, who works for Don Wehage & Sons Trucking & Excavating Ltd. in Saskatoon, defeated more than 30 of the most talented compact equipment operators in the United States and Canada in a series of skill-testing challenges using a New Holland 200 Series skid steer loader. The championship event took place during the 2011 GIE+EXPO show in Louisville, Ky. The field consisted of more than 2,000 participants who competed in New Holland Construction Super Boom Road Show events across the United States and Canada this year. Wehage, who has operated equipment similar to skid steer loaders for 14 years, came in first place with a winning time of 00:21.10. Along with the crown, owner/operator Wehage earned the grand prize of a New Holland Construction 200 Series skid steer loader — valued at $35,000 — plus a leather jacket and a commemorative scale model of a New Holland 200 Series skid steer loader. Coming in at a close second place in the competition was Thomas Mellott, Mercersburg, Pa., with a time of 00:21.81. Mellott, who works for Ken-Mel Farm in Mercersburg, earned a $2,500 cash prize, a leather jacket and a commemorative scale model of a New Holland 200 Series skid steer loader for himself, and a $2,500 parts and service reward card for his company. Third place in the competition went to owner/operator Christopher Howlett, Marietta, N.Y., with a time of 00:23.53. Howlett, who works for C.D. Howlett in Marietta, earned a $1,250 cash prize, a leather jacket and a commemorative scale model of a New Holland 200 Series skid steer loader. Discussions of Needed Work on Bridge Date Back to 1965 second crossing of the South Fork of the St. Lucie River. However, named the Palm City Alternative Corridor in 1997, the bridge moved from the top to the bottom of the five-year improvement plan, with construction rescheduled from 2001 to 2003. One year later, the State Road 714/Palm City Bridge Feasibility Study reaffirmed the need for four additional or alternate lanes crossing the River. In 2001, the commissioners returned the structure to a priority position and asked state legislators to secure funding. Then named the Indian Street Bridge, its cost was estimated at $84 million. A Project Development and Environment Study was performed between 1998 and 2006, determining that the best location for a new bridge to Palm City would connect Indian Street in Stuart to 36th Street in Palm City, although some commissioners opposed the location until concluding that an alternate location to the north would be too expensive. In 2007 the Martin County Metropolitan Planning Organization segmented the construction of the corridor making Mapp Road to Kanner Highway Segment #1, which includes the bridge.

vertical clearance and 200 ft. (60 m) of horizontal clearance for the waterway. The overall project length is 1.96 mi. (3.15 km), not including the 1.38 mi. (2.22 km) of existing roadway to be widened, and will feature dedicated bicycle lanes and separate pedestrian walkways on both sides, as well as six scenic overlooks. Under the supervision of prime contractor Archer Western Contractors Ltd., work began April 4, 2011, and includes: • widening and reconstruction of Martin Highway/County Road 714 west of Mapp Road, SW 36 Street and Indian Street just east of Kanner Highway • reconstruction and widening of Mapp Road and Kanner Highway at the intersections • installation of new traffic signals • construction of bicycle lanes on SW Mapp Road • installation of a new drainage system, including dry swales and drainage ponds • installation of a bridge fender system • installation of new decorative highway lighting • installation of landscaping and irrigation Before the main construction work could begin, activities such as clearing and grubbing, survey and utility relocation, crane assembly, assembling test piles and driving test piles were required. In addition, a temporary trestle is currently being assembled to provide a platform for workers to construct the bridge. According to Beth Zsoka, public information officer of the Indian Street Bridge, during the permitting discussions, the agencies decided that due to the shallow water and environmental sensitivity, the bridge would not be allowed any place but the main Okeechobee Waterway Channel. “Concerns about propeller dredging and damage by barges on the bottom promoted the trestle option,” Zsoka stated. The trestle is an $8 million temporary bridge made of steel capable of carrying large cranes and materials to create a permanent bridge adjacent to it. It will be removed upon completion of the permanent bridge. September saw a total of 122 people working on this project, reported Barbara Kelleher, public information director of FDOT District Four. An average of between 25 and 30 workers are on site daily, with an expected 696 full-time workers over the life of the project — significantly less than the 3,586 predicted when the project was awarded in February 2009 and fewer than the 825 applications received just in March of this year. According to Recovery.gov, since 2009 there have been 67.88 hires for surveying and engineering.

During the permitting discussions, the agencies decided that due to the shallow water and environmental sensitivity, the bridge would not be allowed any place but the main Okeechobee Waterway Channel.

“Currently, crews are working five-day weeks, a schedule expected to continue unless there are ‘schedule slips,’” Zsoka said. “If that situation arises, six-day weeks will be necessary.” During the project, crews expect to pour 24-in. (60 cm) concrete piles — a 48,000-ft. (14,630 m) total, Zsoka calculates, requiring 26,000 yds. (23,774 m) of concrete and 4 million lbs. (1.8 million kg) of reinforcing steel. Major concrete pours will occur at night or early in the morning. Other materials required include 30,000 ft (9,144 m) of precast beams; 15,000 ft. (4,572 m) of 14-in. (35.5 cm) precast piles; 46,000 sq. ft. (4,273 sq m) of MSE wall; 17,000 small plants and 4,300 large plants, 12,000 sq. yds. (23 acres) of sod; 14,000 tons (12,700 t) of asphalt, 10,000 ft. (3,048 m) of drainage pipe and 127 drainage fixtures. In addition, 130,000 yds. (118,872 m) of excavation is scheduled. To do the work, crews will use four

cranes, including a 230-ton (209 t) Manitowoc 888 and two Grove 60-ton (54 t) RTs. Two PC 300 diggers (excavators), two off-road dump trucks, two bulldozers, three loaders and one low boy (or semi) will be used to move dirt, materials and equipment. What a Long, Strange Trip It’s Been The bridge has been a pet project of several commissioners since the 1980s, and a demonstrated need for it reaches back to 1965, when the necessity of a second crossing between Stuart and Palm City was first mentioned in county documents. It was approved by County Commissioners as part of the long-range comprehensive plan in 1982 and named the county’s No. 1 road priority in 1993, when projections forecast completion before 2000 at a cost of $40 million. In 1987 the Martin County Long Range Transportation Plan confirmed the need for a

Bridge Over Troubled Waters Although many business leaders and politicians have pushed for the project for nearly three decades, not everyone was in favor of the new span. The $72 million federal stimulus project has been criticized nationally as a waste of federal money. The controversial structure is viewed by proponents as a means to relieve traffic on the existing Palm City Bridge, improve emergency response and create jobs. But opponents claim that the new bridge, 1.5 mi. (2.4 km) south of the Palm City Bridge, will add to western sprawl and cause further traffic problems along Kanner Highway, disrupting the neighborhoods in Old Palm City and along Martin Highway. Even CNN and Fox News aired critical reports of the project after it was marked for federal stimulus funds in March 2009. Martin County Commissioner Sarah Heard, who campaigned against the bridge before being elected in 2002, went on NBC’s “Today” show to question the use of stimulus money for the bridge. Provoked by accusations of wasteful spending from U.S. Sen. Tom Coburn, R-Okla., the White House conducted a four-day review in June 2009, reaffirming the placement of the bridge on the stimulus list. Funding hasn’t been the only point of contention slowing construction. According to Zsoka, challenges by local citizens to environmental permits delayed the project start see BRIDGE page 61

Crushing, Screening & Recycling Section Celtic Demolition Relies on Terex Powerscreen XR400S By Giles Lambertson CEG CORRESPONDENT

At an industrial zoned site in Forest Hill, Md., Celtic Demolition operates a recycling yard that converts construction debris to usable material at the same time it helps maintain air quality. The latter environmental feature is a consequence of Celtic’s switch to a piece of machinery powered by a Tier IV-standards engine. Celtic’s huge, rumbling mechanical crusher that spews out shattered concrete in sorted piles of aggregate is a Terex Powerscreen XR400S, a latest generation mobile recycling crusher weighing almost 50 tons (45.3 t). The crusher was one of the first Powerscreen units sold in the United States with a Scania engine, which meets Tier IV standards in this country as well as European Union Stage IV standards. Predecessor Powerscreen models used Caterpillar powerplants. Scania is a Swedish manufacturer that turns out some 80,000 industrial, truck, bus, and marine engines every year. Scania-powered trucks and buses are commonplace in Europe and other parts of the world, but are relatively rare in the United States. “I was familiar with Scania in Europe,” said Ross Tumulty, coowner and president of Celtic Demolition. Tumulty is a native Irishman who came to the United States in the early 1980s. “You see a lot of Scania trucks and equipment there. From everything I hear, the engines are very good. They are very successful in Europe.” Celtic Roots Tumulty was a paving contractor in Ireland, but when he arrived in New York, he switched to construction. He worked as a laborer

for a couple of years. Shortly after the general contractor transferred him to the Washington, D.C., area after opening an office there, Tumulty noticed that the contractor was subbing out its demolition work. He decided in 1985 to try to capture part of the business and started Celtic Demolition. Two years later, he met in the States another Irishman, David

Kavanagh, a native of Dublin, who joined Celtic and is a co-owner today. The firm is headquartered now in Alexandria, Va., and has grown from demolishing and extracting materials from the inside of buildings to taking down entire buildings and bridges. A used John Deere 792 excavator was the young company’s first piece of equipment.

“Now we have a bunch of big toys to take down big buildings and bridges,” Tumulty said. Probably the biggest — and certainly the tallest — piece of Celtic equipment is a 260,000-lb. (117,934 kg) Hitachi 850 with a high-reach boom that fractures and snatches apart structural elements 13 stories above the ground. Celtic thus introduced to the D.C. area

multi-story boom demolition, as opposed to the traditional method of demolishing tall structures using a wrecking ball swinging from a crane. The demolition company oddly enough also performs historic preservation work, wherein historic facades are preserved or carefully taken down before the rest of a building is leveled. Celtic performs excavation work as well, but only in conjunction with demolition. Often a cleared site needs subbasement or footing work completed before a new building can rise and Celtic segues into that phase of new construction as part of an all-in package of site services. Stand-alone excavation projects are not solicited. The other mainstay business activity for Celtic, whose annual business volume exceeds $8 million, is bridge demolition. One of the company’s highest-profile bridge projects was the dropping of a half-mile of the Woodrow Wilson Bridge connecting Virginia and Maryland. Bridges typically are 100 percent recycled, Tumulty noted. The steel usually ends up at Super Salvage, a D.C.-area yard that takes most of the steel, aluminum and copper refuse that Celtic collects in its operations. Celtic recycles an estimated 90 percent of the debris from all its demolitions, according to Tumulty, and that’s where the Powerscreen crusher comes into play. While Tumulty doesn’t know how many tons of concrete his recycling equipment processes each year, virtually all the chunks of demolished buildings are turned into usable aggregate for backfilling and similar functions. The recycling occurs either on site at a general contractor’s request, or in Celtic’s Forest Hill yard. see DEMOLITION page 46

New XR400S Brings More Power, Mobility to Crusher Line DEMOLITION from page 39

Bigger and Stronger The company’s XR400S replaced a smaller — 70,000-lb. (31,751 kg) — crusher of another brand. That the new unit is larger than the one it replaced is in itself a good thing, Tumulty said: “Bigger is better. We always go by that in demolition. Bigger is better.” Sheer weight usually translates into heavier, stronger components. In a crusher, that means it can more quickly gulp down chunks of concrete. “It just has a great appetite for concrete,” Tumulty said of the XR400S. “It is very fast at what it does, twice as fast as the previous unit, and that’s important. You don’t want to be spoon-feeding these things.” Speed can pose some hazards for crushers, however. Sometimes bound into larger chunks of concrete are rebar and I-beam fragments, the steel reinforcement structural elements that no crusher can crush. The “R” in XR400S addresses this problem. The “R” stands for “release” and alludes to a hydraulic feature that Powerscreen pioneered. When an uncrushable element is encountered by the jaws of the crusher, the jaws automatically and hydraulically spring

apart and drop the offending object and convey it out of harm’s way. Then the machine operator hits a reset button and the crusher recalibrates itself and resumes its work. “What happened in the past,” explained Mark Keenan, of Powerscreen Mid-Atlantic Inc., which sold the XR400S to Celtic to complement their Powerscreen Warrior screener, “was that if the operator didn’t see the steel and extract it, it would cause major damage to the jaw of the machine. All of a sudden, all the inertia of the jaw’s closing would fire back to the bearings and shaft and almost break it.” Considering how much violence is involved in the fracturing process, such a sequence is easy to imagine The Powerscreen unit also features a direct drive instead of the hydraulic drive found in most competitors’ equipment. Consequently, about 95 percent of the power generated by the Scania engine is directed toward the crushing process, compared to 75 percent in machines using the less efficient hydraulic drive. Coincidentally, Keenan also is from Ireland, the headquarters of Powerscreen International, where Keenan began working for the company. The Powerscreen MidAtlantic Inc. dealership opened in Kernersville, N.C., between Winston-Salem

Mid-Atlantic operates a rental/leasing yard in Ashland, Va., where area contractors can get hold of crushers, screens, and conveyors for on-site recycling work. “As opposed to digging up the rock and trucking it away, then paying quarries for aggregate to use on site, contractors rent our machines, pull out the rock, crush it, screen it and make the correct size gravel they need right on site,” Keenan said. Portable and Mobile The portability and mobility of crushers makes such on-site applications possible. Keenan notes that Powerscreen made the first tracked crusher in the late 1990s “and the market exploded. All of a sudden contractors were all about it. With the price of aggregate going up, more and more contractors don’t want to spend so much money with the quarries.” In these ways does Celtic Demolition use its Powerscreen crusher, either on site or in

its recycling yard, whichever best suits a project and general contractor. Tumulty said the recession’s impact on construction has been felt in the demolition industry. “Usually one (construction) affects the other (demolition),” he observed. “Project owners usually don’t tear down something until they are ready to build right behind it, and finance it all in one package.” After private sector work dried up for his 50 employees, Tumulty and Kavanagh targeted government entities for demolition projects — including bridges and other infrastructure in the District, northern Virginia and southern Maryland. Traveling to other areas in the Atlantic region is not something the Celtic owners will be doing in these tough economic times. The company once took on a project near Philadelphia, but Tumulty said that they concluded it wasn’t the best business model for Celtic. “We have the contacts here. We have the dump sites here.” And now the company has there in its recycling yard a crusher with a voracious appetite for concrete debris. by nearly a year. Plans call for 1.29 acres (.5 ha) of wetlands to be permanently cleared for the bridge and 0.779 acres (.3 ha) to be temporarily cleared for construction. In 2007 Palm City residents Odias and Kathie Smith led a group of residents in filing a federal lawsuit, accusing state and federal transportation officials of violating the National Environmental Protection Act by downplaying the environmental damage the bridge would cause to the St. Lucie River, wetlands, fish habitat and neighborhood parks. U.S. District Judge Jose Martinez rejected the group’s federal lawsuit in May 2010; but their appeal to the U.S. Circuit Court for the 11th Circuit in Atlanta put planning on hold while they challenged the South Florida Water Management District’s permit for the bridge, contending the project will harm wildlife in the South Fork of the St. Lucie River, area wetlands, water quality and the quality of life in Old Palm City. They also claimed that the project violates local growth and

federal environmental protection regulations by affecting the county-owned Kiplinger Tract in the South Fork. By December, Administrative Law Judge D.R. Alexander recommended that the contested South Florida Water Management District permits for the bridge be approved. Litigation added $116,312 to Martin County’s tab. Recently, an appellate judge dismissed a last-minute attempt by Citizens for Smart Growth for an injunction to halt the work. Construction finally began March 28, 2011, nearly a year after it was scheduled to commence. Other causes of delay included the weather and the need to relocate several gopher tortoises. “Weather has played a significant role in the first six months of the project,” Zsoka reiterated. “Significant rain amounts have hampered roadway work.” Barring any other unexpected delays, estimated completion date is summer 2013. Hal Smith, a civic activist from the Whispering Sound subdivision on Martin Highway in Palm City, and

Kathie Smith told local media that residents living along the proposed route of the span remain unhappy about the bridge. They believe the state should have waited for the appeal to be decided before starting work. Instead, they watched as workers began clearing brush so utility lines and a temporary fence used to keep construction materials from the waterway could be installed along the Palm City bank of the South Fork of the St. Lucie River. Mike DiTerlizzi, a Palm City businessman who advocated for the bridge during his eight years as a Martin County commissioner, told local media, “When this is done, and the park-like setting along 36th Street is there with the trees and the landscaping, and the water retention areas, it will be great for the people who live on that part of Palm City. And it’s a blessing to the people on the north side of Palm City. ASSE Releases Updated Standard for Explosives, Blasting Agents The American Society of Safety Engineers (ASSE) released a revised A10.7 standard for construction and demolition operations, titled, “Safety Requirements for Transportation, Storage, Handling and Use of Commercial Explosives and Blasting Agents.” The American National Standards Institute (ANSI)/ASSE A10 Accredited Standards Committee serves the construction and demolition industry and the A10 standards serve as guides for contractors, labor and equipment manufacturers in the construction and demolition industry to help make work practices safer for all. The A10.7 standard is applicable to the storage, handling and use of commercial explosives and blasting agents in the construction industry. The standard should not, however, be applied to pyrotechnics, smallarms ammunition or explosive power packs in the form of explosive-activated or explosive-charged construction devices such as

explosive rivets, explosive bolts, charges for driving pins or studs, and cartridges for explosive-activated power tools. The standard provides best practices for use of commercial explosives and should be used to guide handling and use in a construction and demolition environment. Chair of the A10.7 subgroup, Lon Santis, stated, “Knowledge of the state-of-the-art best practices found in A10.7 is vital for any operator wanting to provide adequate explosives safety and security.” ASSE currently serves as the ANSI secretariat for ten additional standards committees, working with professionals worldwide to establish best practices for protecting people, property and the environment. itchie Bros. Auctioneers held a multi-million dollar unreserved equipment auction Oct. 26 in Orlando, Fla. More than 1,700 bidders from approximately 50 countries, including 49 U.S. states, registered to participate in the auction. More than 72 percent of the equipment was sold to out-of-state buyers, from as far away as Australia, Colombia, Guyana, Italy and Saudi Arabia. IronPlanet to Host February 2012 Auction in Orlando, Fla. IronPlanet will host its first onsite and online auction from Feb. 21 to 24, 2012, at the Fantasy of Flight attraction near Orlando. “Each year, the February auctions attract buyers and sellers of equipment to Florida,” said Greg Owens, chairman and CEO of IronPlanet. “We’re very excited to give our customers the opportunity to participate in the Florida winter auctions with the same convenience and confidence they’ve come to know and trust at IronPlanet.” Featuring equipment from Ring Power and other sellers, items can be previewed starting Feb. 14 both in person at Fantasy of Flight and, just as with every IronPlanet auction, online through detailed inspection reports that come with the IronClad Assurance guarantee. Buyers can place bids online in advance of the sale using IronPlanet’s PriorityBid service. During the

four-day auctions, bids may be placed live at Fantasy of Flight or online through a computer, tablet or mobile device. “We’re bringing the world of IronPlanet to Florida in February,” said Owens. “With equipment onsite, both our global bidders as well as the buyers located in Florida will be able to take advantage of our online auctions and exclusive IronClad Assurance, resulting in better prices for the equipment we sell.” Consignments for the February auction in Florida are now being accepted.
