I’ve never been to Lake Placid, though it has always been one of those places where I’m hoping someday I’ll have time to visit. But like it is for a lot of people who are over 40 years old, Lake Placid is a place where, in a way, it feels like we’ve already been. The 1980 Winter Olympic Games have everything to do with that feeling — and the “Miracle on Ice” U.S. Men’s hockey team has forever etched this quaint, beautiful upstate New York village in our collective memories. Instead of a fictitious baseball field in Iowa, Lake Placid is where dreams actually did come true. I was just a young kid when this happened but I still remember the Soviet Union game well; in fact, I have the entire game on DVD. I also remember the often-overlooked but equally important ensuing game against Finland. And there’s yet another thing I remember about the “Miracle on Ice” game: I had not heard that the game was actually going to be played in the afternoon and not at night in prime time … when, I thought, by the promos ABC was running would be played. So I’m watching New York City’s WPIX around 5 or 6 p.m. and the late, great Jerry Girard, the station’s sports anchor, comes on for the sports news and says something like, “You’ll never guess what has just happened … the U.S. Men’s Olympic hockey team just defeated the Soviet Union 43.” Before the Internet, before today’s plethora of sources for immediate information, this was the only way to get a sports game spoiler — and Jerry Girard didn’t even provide a spoiler alert … he just came out with it. So I watched the game later that night knowing full well that even when our team was down and the Soviets were applying constant pressure, we were going to win, and I admit, it detracted just a little bit from it. Not much, but I wasn’t panicky nervous like I would have been watching that game while not knowing that in the final frantic 10 minutes, we were going to hang on. Thirty-six years ago … sigh. Tell you what, though. I might have known the result beforehand that night, but I sure as heck didn’t know that so many years later, like now, I’d still feel incredibly emotional and proud about what happened that night in Lake Placid. and the Village of Lake Placid Mention Lake Placid to most people and the first thing they think of is the Olympics and the 1980 U.S. hockey team’s “Miracle on Ice” gold medal victory. This, along with an annual Iron Man Triathlon, which is held in July each year in conjunction with the Empire State Games, draws thousands to this scenic locale in Essex County, N.Y. Over the past few years, Lake Placid has experienced significant growth, both in the number of residents and with the number of tourists and visitors. Hockey is a particularly large draw. The arena for the 1980 Olympics and two other hockey facilities are booked solid with hockey tournaments and events. The appeal being anyone who has ever donned a pair of hockey skates wants the opportunity to skate on hallowed ground (or ice). “We only have 2,500 residents, but when we are hosting a major event [which is almost continuously during the summer and winter months] our population can swell from 2,500 to 30,000 people,” said Public Works Superintendent Brad Hathaway.
“For the Iron Man Competition, we have 2,000 competitors, which does not account for their families, trainers and the swarms of people who come to town to enjoy the event. Due in part largely to Lake Placid hosting the 1932 and 1980 Olympic Games, the village has a number of world-renowned winter sports venues, including the U.S. Olympic Team Training Facility, three hockey arenas, a bobsled run, a speed skating arena and a ski high jump facility, to name a few. All of which get heavy utilization throughout the winter months.” In the summertime, vacationers and summer residents who are drawn by the beauty of the Olympic Village and the area’s cool mountain lakes and breathtaking Adirondack Mountains, swarm Lake Placid. Year-Round Challenges In the warm weather, the streets are absolutely full, which makes road maintenance and repair, without creating traffic issues, very challenging, Brad explained. “When springtime rolls around, due to the severity of our winters, we have a lot of road repair to do. Damaging your vehicle on potholes will certainly keep the tourists away, but again, we have to be conscious of keeping the roads open so the tourists can get through. So, we try to have all of our road repairs done by noon. “There is a window in the late spring and autumn when tourism takes somewhat of a dip that has to be capitalized on. The streets are just as much, if not more, jammed up in the wintertime. Even finding a parking spot in the downtown area can be difficult. Add to that the nearly daily snowfall and the challenges of its removal. The highway department puts in some very serious overtime through the winter months.” continued on page 12

Each of the fleet’s shops are meticulously maintained and well tooled, including vehicle lifts.
The village does the bulk of its work with single-axle trucks, with a couple of tri-axles for moving large loads.
Each night, all vehicles must be off the streets by 10 p.m. and that’s when the highway department’s work kicks into overdrive. All of the sidewalks have their snow either blown or swept into the street, then all snow right up to the curb that is in the streets is pushed or blown to the centerline. Because there is no room for stacking snow, at that point a truck and a snow blower is used to transport all of the village snow out of town to be dumped. “The end result for the visitor to the Lake Placid downtown shopping area is for them to be able to pull up to the curb, get out of their vehicle, and shop the main street without dealing with any ice or snow whatsoever,” Brad said. A Lifetime of Experience Brad worked his way through the village of Lake Placid to the position that he holds today. He was very familiar with the types of projects that municipalities do, having learned from his father, Ron Hathaway, who was the highway superintendent of the town of North Elba, which is the town that the village of Lake Placid is located in. Starting with working for the water and sewer departments during summer breaks in high school, Brad accepted a full-time position with water and sewer upon graduation. In 2002, he became a foreman for the water and sewer department and in 2005 the sewer and water superintendent. In 2006, he was named the acting village highway and superintendent of sewer and water and by 2007, he was named village DPW superintendent. 12

“When I came in to the position, I had some knowledge of the highway equipment and had, at times, helped out with the highway department. But, certainly water and sewer were my strong suit. One of the first things we started to address was operating water, sewer and highway harmoniously. They had been previously viewed as totally separate departments that did not interact. Cross training also became a major focus. Where previously we would have one individual license for water treatment we now have seven. We also have our sewer and water guys now trained to be able to operate trucks for the highway department.” As public works superintendent, Brad is appointed by the mayor. He reports to the mayor and four trustees. He currently is serving under his continued on page 16

second mayor in his nine years as commissioner of public works. “Elections can be a popularity contest. In an appointed position I feel I’m more likely to be judged by the quality of the work done by our department. I have been very fortunate to work with a mayor and a board that gives me the tools that I need to succeed and my current board has been particularly good to work with.”

This Bobcat off-road vehicle has been customized with a broom on the front and a salt spreader on the back, making it ideal for cleaning the sidewalks in the village
Street businesses. Two million gallons of water were used to put out the fire resulting in quite a mess, according to Brad. The responsibility fell on the DPW crew to clean up the entire mess and clear the streets and sidewalks, allowing for the race to start down the Main Street area on time. A major project that was recently completed was a $14 million sewer plant upgrade to meet all new environmental standards. Along with that came the replacement of a sewer trunk line that was so old that no one could actually put a date on it, which passed through an unused stream called the Chubb River that had been dammed about 100 years ago. Equipment The biggest part of Lake Placid’s truck fleet is small short wheeledbased trucks that it needs to use because the village’s streets are typically narrow and congested. Triple-axle trucks are used to haul the snow out of town, and a new sewer vacuum truck was just delivered by Joe Johnson Equipment. “Most of our tractors are Kubota and we have become fans of using Western Star in our truck fleet. We replace the plow trucks about every eight years and the larger trucks every 10 to 12 years. Our mechanic staff is able to do 99 percent of our repair and maintenance work unless it is a computer issue. Our purchasing is typically done off of New York State Contract. That is typically no longer effective to us and we are now piggy backing off of other county contracts.” In discussing upcoming projects Brad said Lake Placid was looking at significant upgrades and repairs in the Main Street sewer and water infrastructure and upgrades to the water treatment plant. continued on page 40

Doosan Extends Wheel Loader Lineup With New Tier IV-Compliant DL220-5
The DL220-5 wheel loader falls in the 150 to 175-hp size class, and is powered by a Doosan DL06 diesel engine without the need for a diesel particulate filter (DPF)
For customers who need a durable, reliable, fuel efficient and compact wheel loader with a 3-cu.-yd. (2.3 cu m) bucket capacity, Doosan now offers the Tier IV-compliant DL220-5 wheel loader. Replacing the DL220-3 model, the 160-hp DL220-5 provides the productivity and performance that operators have come to expect from Doosan wheel loaders. Doosan DL220-5 wheel loaders are driven by a powershift transmission. The fully automatic transmission — with three selectable transmission modes — utilizes a vehicle control unit (VCU), which means the engine’s computer and transmission control system constantly communicate with each other to reduce fuel consumption and increase performance. The DL220-5 wheel loader falls in the 150 to 175-hp size class, and is powered by a Doosan DL06 diesel engine without the need for a diesel particulate filter (DPF). The compact, maneuverable wheel loader is ideal for a variety of applications, such as commercial building, residential site development, road construction and maintenance, land improvement/water control, crop and livestock production, snow removal and scrap handling. Like its predecessor, the DL220-5 is manufactured with a standard Zbar lift-arm linkage, and is ideal for scooping, loading, carrying and general construction tasks. For operators requiring additional dumping capabilities, the DL220-5 also is available, for the first time in this model, with a new high-lift Z-bar configuration, extending the dump height 18 in. (45.7 cm) above the standard DL220-5. This configuration is ideal for loading material into high-sided trucks or high hoppers, building stockpiles or handling solid waste. Applications include livestock production facilities, cement plants, scrap and recycling centers, landscaping centers (loading mulch) or wastewater transfer stations. 52
Cab Enhancements Doosan DL220-5 wheel loaders feature cab enhancements that include a better, adjustable steering column to provide more legroom, ease of operation and more floor space. Also inside the cab, a new fuel consumption gauge informs operators of how much fuel the wheel loader is using in real time. Updates to the keypad on the dashboard make it easier for operators to push buttons, review and adjust settings, and clean and maintain the keypads. Visibility within the cab and around the wheel loader has been improved, too. Two rear LED lamps, working more efficiently than the prior lamps, provide better rear visibility when working at night. Lastly, an adjustable sun visor allows operators to limit direct sunlight inside the wheel loader cab for improved operating conditions. Doosan continues to offer its forward-neutral-reverse (FNR) joystick control / gear selector as standard equipment for greater operator comfort. The operator can switch between forward, neutral and reverse without removing his or her hand from the controls, simply by pressing the joystick buttons. Routine Service Made Easy Ease-of-maintenance updates from the DL220-3 to the DL220-5 include additional oil sampling ports to improve preventive maintenance procedures. In addition, various fluid pressures are now viewable from the dash panel, allowing monitoring from the cab. An adjustable auto-shutdown feature in DL220-5 wheel loaders helps operators save valuable fuel during non-working conditions. Operators can configure the idle time before auto shutdown, from 3 to 60 minutes. When enabled, the feature will shut down the wheel loader’s diesel continued on page 56

Kubota Tractor Corporation’s L47, M62 TLBs Offer Increased Comfort, Productivity Kubota Tractor Corporation, unveiled two new models, the L47 and M62 TLBs. The new TLBs replace the L39, L45 and M59 in the Kubota product line. Both units will join Kubota’s popular B26 to round out its TLB line. “Kubota is taking its tractor-loader-backhoe line to new levels of performance and refinement,” said Tim Boulds, Kubota construction equipment product operations manager. “Our newest generation of TLBs is more powerful, more efficient and offers more features for comfort and convenience. The two new models feature optional single-lever hydraulic hookup for coupling and uncoupling of front implements, making Kubota’s TLBs an attractive three-in-one option to buyers in the rental, construction and landscaping sectors.” Three-in-One Workhorse With Easy Single-Lever Attachments Kubota’s new TLBs feature true workhorse capabilities with essentially three machines in one, capable of performing front loader, backhoe 54
and tractor work, and supported by an integrated main frame for increased durability. Both the L47 and the M62 can perform front loading, rear excavating, and other implement tasks, such as a pallet fork or a box blade, via either a mechanical two-lever quick coupler or an optional hydraulic quick coupler. With the hydraulic coupler, the operator needs only to press two dashboard buttons to release the levers securing the front implement. After backing away and proceeding to the next attachment, pressing the buttons again re-engages the levers and secures the new implement. Because the operator does not need to exit the machine, the easy attachment feature proves value when working in inclement weather, as well as being an overall time-saver on the job site. Additionally, the backhoe’s quick coupler allows for easy switching of Kubota excavator buckets, and a four-point rear quick-mount system allows for easy detachment of the backhoe when it’s not needed. Uptime protection features include a fuel filter separator with double filtration that is easily accessible behind metal panels that protect internal components. The high efficient engine air cleaner prevents abrasive particulate matter from entering the engine’s cylinders. Thick wheel loader lift-arm plates provide strength without sacrificing visibility, and the plates, chassis and joints have been analyzed using finite element techniques to confirm the components’ durability. Limited-Slip Differentials With this standard feature, the DL220-5 wheel loader has more traction when digging, grading or loading trucks. A Bigger, More Capable Backhoe: M62 Breaks Into New Digging Depth Category Along with a productive front loader and powerful tractor, the M62 TLBs features highly efficient backhoes that dig deeper and reach farther than previous models. What’s more, the new models now feature the ability to utilize certain Kubota mini-excavator buckets, which can provide for more versatility on the job site. Kubota’s L47 boasts a 10-ft. New Diesel Engines: Cleaner, More Powerful, Longer Range The L47 and M62 are powered by turbocharged four-cylinder diesel engines that use a common-rail direct injection system, which, along with exhaust gas recirculation (EGR) and diesel particulate filters (DPF), enable compliance with Tier IV Final emissions regulations. In addition, both engines are more powerful than their predecessors; the L47’s engine produces a rated 47.1 gross hp, while the M62 produces a rated 63 gross hp. The L47 and M62 are equipped with a much larger 17.7-gal. (67 L) fuel tank — that’s boasting up to 48 percent more fuel capacity than those of the previous TLBs, allowing both new models to work longer, with less downtime required to refuel, according to the manufacturer.

Increased Comfort and Convenience Features The L47 and M62 host a number of interior upgrades that are aimed at increasing functionality and optimizing operator comfort. In both models the clutch pedal has been eliminated, thereby allowing the brake pedal to be relocated to the left side of the cab, reducing interior clutter and simplifying driver operation. Foot space on the backhoe platform has been increased 27 percent over the previous models, providing the operator with a roomier work area. A new throttle-up switch increases engine rpm while holding vehicle speed steady for those times when extra power is required for front loader work but vehicle speed needs to remain constant, and the electronic throttle lever and PTO switch require less physical effort to engage than older mechanical controls. Knowing the true differences between radial and vertical loader designs will help you leverage the advantages of each and enable you to select the best machine to your specific application. We will look at the obvious and maybe not as obvious details. Advantages of a Radial SSL If strength, stability and durability are your focal points, a radial lift arm loader may be for you, and are specially designed for rental applications, concrete contractors, and excavation contractors. The advantage of a radial loader is summed up in two words: simplicity and durability. There are fewer moving parts in the loader linkage (also correlating to its durability), better visibility due to less linkage, and also a lower cost than a vertical loader. The radial lift arm design typically offers greater lifting power (lift arm breakout) at ground level. It also has greater forward reach at midheight, which is useful for backfilling (dumping material further into the trench while being able to sit further from the edge), and handling palletized material at truck height. Furthermore, a radial loader weighs less than a vertical machine which can help when transporting the machine. Finally, radial loader arms are more stable side to side with a better weight distribution front to back to handle ground-engaging attachments 60
Advantages of a Vertical SSL If you never know what your jobs may throw at you, the versatility of a vertical lift arm loader may be the ideal choice. These machines excel at handling large attachments and heavy pallets and in some cases allow you to choose a smaller machine in place of radial due to the generally higher operating capacity. The biggest advantages for a vertical machine are capacity, lift height and a better balance. The key advantage is the act of keeping the load closer to the machine during the lift cycle for better balance. Better balance results in a higher TIP/ROC. The design also allows for greater lift height and reach at lift height with some designs, although many well-designed radials are within inches of their vertical siblings. Additionally, they are generally more rear heavy due to the extra linkage as well as more expensive due to more parts and steel. At the end of the day, both will push, dig, lift, carry and dump. However some models and lift configurations may be better suited to certain tasks than the other. Before making any decisions, make sure that you are choosing the right option that is most suitable for your needs. When in doubt, it is always good to consult with your dealer.

Oneida County Hwy. Superintendents Association Holds Annual Christmas Party, Contributes to Toys for Tots
T
he Oneida County Highway Superintendents Association held its annual Christmas party Dec. 17, 2015, at the Delta Lake Inn in Rome, N.Y. As has been the case for nearly a decade, this year’s party not only offered the opportunity for highway superintendents to reconnect with their peers, but also to make a difference through contributions the Toys for Tots campaign. Approximately 105 people attended, each bringing at least one toy to make a difference in a child’s life.
