Crews began mobilizing in early May for the 2019 construction season on the new $60 million Pikes Peak Summit House, arguably the highest elevation project in the country. It’s also likely one of the more daunting as work takes place at 14,000 ft. “We’re trying to get up and running but the last few days the weather has not been cooperative as we’ve been getting rain and snow,” said Jack Glavan, manager of Pikes Peak — America’s Mountain. “The goal this year is to complete the footings and the excavation by the end of May so by June we can start the precast.” The challenges begin with the weather and continue with nearly every

crushers, can be driven halfway up on low-boys. “They off load halfway up and then do what we call walk it up — drive it — the rest of the way,” Glavan said. “It takes two to three
days for some of the equipment to get up there. Some of the challenges with the big excavator taking it up the last 10 to 12 miles are we have to watch as the weather up here is still
almost winter like. We have to make sure there is no ice on the road. Steel tracks could create a problem, sliding and all. With the altitude, we have to make sure they don’t overheat or ruin the transmission.” Some of the equipment on site includes Cat 349 and 329 excavators; Cat 850 wheel loaders; and a Cat 740 articulated truck. Contractor GE Johnson of Colorado Springs shuttles crews to the top. But to get hired on the job, individuals must first pass a detailed physical to ensure they can handle work at the high altitude. They will start with 6-hour days, and then once acclimated, move to 8-hour days. Work breaks are strictly adhered to and crews are encouraged to get plenty of water. see PEAK page 46

Highland, Calif.’s water problem has brought about the Sterling Natural Resource Center (SNRC), a state-of-the-art facility

Tellurian announced April 8 that its subsidiary Permian Global Access Pipeline LLC is conducting a binding open season to secure prospective shippers for its PGAP project.
Among the contracts awarded were work on SH-37 in Grady County, SH-29 in Stephens County, SH-78 in Bryan County and SH-3/N.W. Expressway in Oklahoma City.

Caterpillar Launches Competition Developer Opens to Find the World’s Best Operators Bidding for Gas Caterpillar has announced the launch of the 2019/2020 Global Operator Challenge Competition. Operators will test their skills against those of fellow operators around the world to determine who can claim the title of “best.” In each stage of the competition, operators will be challenged to test their agility, mental toughness and versatility, as well as their competence in using integrated technology to enhance machine performance, such as Cat Production Measurement and Cat GRADE systems. Operators qualifying in the local heats conducted by Cat dealers around the globe will participate in regional semifinal competitions that are to be held in Japan, Brazil, Spain and the United States during October and November 2019. The winners in each regional semi-final will take part in the global finals that will take place at ConExpoCon/AGG, Las Vegas, in March 2020. The crowned champion will be awarded an all-expense, “VIP” trip for two to a global Caterpillar facility of his or her choice. The Caterpillar 2019/2020 Global Operator Challenge will be the largestever competition of its type, following in the success of the European “New Range-New Rules” competition in October 2018 at the Caterpillar Demonstration & Learning Center in Malaga, Spain. Pipeline Project Tellurian announced April 8 that its subsidiary Permian Global Access Pipeline LLC is conducting a binding open season to secure prospective shippers for its PGAP project. PGAP is a proposed 42-in.-diameter interstate natural gas pipeline originating at the Waha Hub in Pecos County, Texas, and terminating at Gillis, La., north of Lake Charles. The pipeline connects the prolific Permian Basin in Texas to the rapidly growing natural gas market in southwest Louisiana. PGAP is estimated to cost approximately $3.7 billion to construct and will have the capacity to transport at least two

HELENA, Mont. (AP) Montana Gov. Steve Bullock signed a series of bills on May 10 that allow for spending nearly $400 million on buildings, bridges and water systems across the state — an effort aimed at creating jobs, boosting the state’s economy and clearing up a backlog of needed work. The bills include money to repair or replace 14 bridges and 51 water, wastewater and sewer projects. Overall, the 2019 Legislature passed $2.7 billion in infrastructure projects, including highway projects. One of the measures was the result of a bipartisan effort to set guidelines to determine how much money the state can afford to borrow and spend on building construction and maintenance, based on state revenues and existing debt. Those guidelines helped clear the way for legislation to sell about $80 million in bonds for infrastructure projects
including $25 million for long-sought renovations to Romney Hall at Montana State University. It also funds a dental hygiene lab at Great Falls College and pays for backlogged maintenance at state buildings, including $2 million for the state Capitol complex. After the 2019 Legislature adjourned, both Democrats and Republicans touted the economic benefit of the bonding bill and other infrastructure measures. Bullock, a Democrat, also signed a bill May 10 to increase the state lodging tax by 1 percentage point to raise Gov. Steve Bullock $34 million for a new Montana Historical Society Montana museum along with grant money for other museums across the state. The increase takes effect on Jan. 1, 2020. “These long-term investments in every corner of Montana will have a lasting impact that allow urban and rural communities to sustain strong economic growth,” Bullock said in a statement.

Feds: Honolulu Must Add $25M More Cash to Rail HONOLULU (AP) Honolulu must contribute more money to help construct the city’s rail line before getting any of the $744 million in federal funding that has been withheld from the project. The Honolulu Star-Advertiser reports that a Federal Transit Administration spokeswoman said May 7 the agency is insisting the city provide more money. Honolulu must commit $25 million in city funds toward rail construction in the fiscal year that begins July 1. The city also must commit $92 million more in the next seven years before the federal government will resume funding the project. The cost of the rail project has skyrocketed from about $5.2 billion to about $9.2 billion, forcing city officials to seek bailouts from the Hawaii Legislature in 2015 and 2017 that totaled billions of dollars. Bob-Dock System Makes for Quick Attachment Changes Bobcat Company’s new Bob-Dock system is a hands-free hydraulic attachment mounting system that is designed for strong, easy and repeatable hydraulic connections, without operators leaving the Bobcat compact loader cab. The Bob-Dock system will be available for M2-Series T630, T650, T740 and T770 compact track loaders; S630, S650, S740 and S770 skid-steer loaders; and the A770 all-wheel steer loader. “Fleet owners, equipment managers and operators who worry about machine downtime will love the Bob-Dock mounting system because it prevents many common operator errors, like failing to disconnect hydraulic hoses before backing away from an attachment, and the system routes and protects auxiliary hydraulic hoses from tire and track contact,” said Jason Boerger, Bobcat Company marketing manager. “The Bob-Dock system is also going to be a favorite of operators who will appreciate not having to leave their cabs to connect or disconnect hydraulic hoses.” How It Works To connect an attachment to a compact loader equipped with the Bob-Dock system, an operator lines up the loader with the attachment’s Bob-Dock adapter plate. The operator then presses the Power Bob-Tach switch inside the cab. The Bob-Tach system secures the attachment, while the Bob-Dock system automatically connects the hydraulics. The attachment is then ready to use. When you’re done using the attachment, retract the Bob-Tach wedges and pull away. The hydraulics instantly release, providing simple, hands-free removal.
To connect an attachment to a compact loader equipped with the Bob-Dock system, an operator lines up the loader with the attachment’s Bob-Dock adapter plate. The operator then presses the Power Bob-Tach switch inside the cab. The Bob-Tach system secures the attachment, while the Bob-Dock system automatically connects the hydraulics. The attachment is then ready to use.

Fecon’s Latest FRS15 Shear Excavator Attachment Fits Hard-to-Reach Places At a weight of 3,420 lbs. (1,551 kg), the Fecon FRS15 can reach up and down slopes and other hard-toreach areas with as little as 34 gpm and 4,350 psi hydraulic pressure.
Fecon’s FRS15 is the latest addition to the company’s lineup of attachments for 16 to 24 ton (14.5 to 22 t) excavators. Made of Hardox Steel, this shear attachment provides a 360 degree rotation, which gives operators more reach and access to the trees and reduces repositioning of machines. A 29.5 in. Ransome Attachments to Distribute Grab-N-Drive in U.S. By Brian Fraley FRALEY CONSTRUCTION MARKETING
Ransome Attachments has signed an agreement with UK-based Exac-One Ltd. to become the first distributor of the Grab-N-Drive post driver in the United States. The connection was forged through the Black Splitter, which both firms distribute in their respective countries. Ransome will offer the GD30S initially, although all other Grab-N-Drive models will be available upon request. Designed by Exac-One and manufactured in the UK, the GD30S allows an operator to handle, place and drive wooden, concrete and metal posts without the assistance of a person on the ground. The multifunctional attachment consists of a grab to handle and set posts and a hammer to drive them. The hydraulic GD30S can deliver as many as 1,250 blows per minute (bpm) at up to 502 foot-pounds. Exploring the Potential for 5G in Construction Industry In a global first, Volvo Construction Equipment (Volvo CE) is among a small number of pioneering companies exploring 5G mobile connectivity. With the program set to make a big impact on construction innovation, Volvo spoke with 5G expert Calle Skillsäter, Volvo CE’s Technical Specialist for Connected Machines, to find out more. The 5G partner program by Telia and Ericsson is the first industrial application of 5G, with only a small number of companies across the Nordic countries taking part. For Volvo, it means testing the development of remote-controlled machines and finding out the real-world potential for autonomous solutions. Volvo CE: Calle, what does this trial mean for Volvo CE? 5G allows us to transport data in ways that we could only ever dream about. A faster, more reliable mobile network will mean we’re at the forefront of driving a much faster market implementation of technologies like automation. Something that had seemed impossible a few years ago is now a very real opportunity today. So, what exactly are you testing? and how is the test site laid out? We have a 25 hectare test site where the remote-controlled wheel loader, the L180H, is located — and a simulator inside a tent about 100m away behind a concrete wall. The test track itself has a number of physical barriers, uphill and downhill tracks and rough terrain — all designed to mimic the real conditions of a construction site. At the moment, the simulator is actually quite close to the machine, but this is only so that we can be near the track to adjust the conditions. There really is no reason that the machine couldn’t be located much further afield. How far? The aim is that after the initial testing phase with the wheel loader, we will then be able to test it with the HX2 hauler concept machine to see whether it is possible to have a work cycle operated entirely using 5G. In principle, we can then test 5G with six to eight autonomous haulers transporting gravel across the site. It seems that mining offers some of the best potential for exploring this technology. Why is that? Mining can be dangerous — either for people operating the machines in remote locations or because of the fumes that are released after blasting rock. But if we can remove people from the site, then we are reducing the risk of accidents entirely. You’ll also have the capability to operate several for operations and sites from one central location — increasing productivity. Are there any other sectors that could benefit from 5G automation? Absolutely, it’s not just mining. The forestry industry could certainly benefit, as an industry where you have lots of incoming trucks loading and unloading on to trains, often at night. Clearly working at night offers some dangers for visibility so removing operators makes the operation more safe. And again, for really dangerous jobs in the steel industry or the energy sector, where physically moving material can risk explosion or toxic gas emissions, then removing people is clearly a good solution. But for construction, it’s really about
boosting productivity? Safety is obviously a big factor, but clearly 5G will have a direct positive impact on productivity. Today’s remote control technology provides a delay which makes it very difficult to control a machine with any speed or precision, but 5G will be as good as real time. In addition, the picture quality is much better, video footage is in a better resolution and 5G provides a more reliable connection — all of which makes it easier for the operator in the simulator. What challenges have you experienced so far? We did find it hard to initially get the hardware. We are so early in the trial that we have trouble finding modems to communicate with the antenna. Telia has been useful in providing the right equipment for us to use. We are so early in trialing this technology that this obviously has its advantages and disadvantages. And when these issues are resolved, when can we see 5G rolled out to the wider industry? It depends on different use cases in construction — how do they work, do they meet the demands of the industry, is it feasible for customers? 5G will come first to those that benefit the most, but it will take time to build the network and required infrastructure. For us here in the construction industry, and for static operations like a quarry or mine it really can come quite fast. The timing is good — our customers need connectivity and they want more data. And we’re the ones providing the research to see just how possible it is.

Terex Trucks Sets Sights on N. American Market for TA 300, TA 400 Haulers
Terex Trucks wants to focus more attention on the North American market, bringing its TA300 hauler to a wider customer base throughout the region.
With its fuel efficient engine and high capacity body, the TA400 hauler by Terex Trucks is proving to be a hit among North American customers.
Terex Trucks, the Scottish articulated hauler manufacturer, has big plans for North America. The company wants to expand its already 35-strong North American dealer network, bringing its TA300 and TA400 machines to even more customers throughout the region. With the way things are going, America — the “land of opportunity” — will soon become known as the “land of construction”. Billions of dollars have been ploughed into projects to create new buildings, roads and pipelines throughout the country. According to Dodge Data & Analytics, U.S. construction projects started this year will carry a combined value of $808 billion. Also, at the moment, oil pipeline companies are doing particularly well because major renovation work is under way in and around British Columbia in Canada. Given the rising demand for robust construction equipment, Terex Trucks has decided to focus more attention on the North American market. “Historically, North America has always been a strong market for us,” said Robert Franklin, sales and marketing director, Americas. “A significant proportion of the machines we make at our Motherwell facility are distributed to customers across this region. As a company, we want to grow our business in North America, reaching new customers and working with our dealer network to deliver an even better service.”

Market Trends “Our TA300 articulated hauler does especially well in North America,” said Franklin. “In fact, keeping up with demand is a challenge because it’s just that popular. Towards the end of last year, the TA300 underwent an upgrade and it now includes the new EP320 transmission. It comes with two additional forward gears — eight in total — as well as four reverse gears. This helps to ensure smoother gear shifting and thereby superior operator comfort. In addition to this, the TA300 now delivers a 5 percent improvement in fuel efficiency, as well as enhanced performance, productivity and operator comfort. “We’ve already sold several of these machines in North America. The demand for the TA400 has picked up a lot

CDOT and contractor Oldcastle SW Group Inc., have begun a project on CO Highway 145 just northwest of Telluride. The work will improve safety for motorists by widening the two-lane highway, adding a southbound, uphill passing lane (towards Telluride) and improving shoulders between mile point (MP) 73.9 at lllium Road (County Road 65L) and MP 75.1 at Deep Creek Road. Passing lanes will provide space and opportunities for faster vehicles to safely pass slower moving traffic. This project was contracted to Oldcastle for $5.4 million. Crews will excavate the hillside along the northbound lane and widen the roadway to accommodate the new southbound passing lane. The work will involve the following: • Construction of a reinforced soil slope and rockery retaining wall • Installation of new guardrail • Replacement of existing culverts at eight locations across this stretch of improvement from Illium Road to the CDOT Maintenance facility • Construction of a concrete box culvert at Deep Creek • Super-elevation and crown improve-
ments on the roadway (meaning the roadway’s banked curve will be adjusted and its height will be leveled to improve safety for motorists, by way of cornering ease and increased sight distance). The following are general details regarding travel impacts: • Through early July 2019 — Single-lane, alternating traffic will be directed by flagging personnel from 7 a.m. to 7 p.m., Monday through Friday, excluding holidays and special event dates. • Early June through late December 2019 — A 10-ft. width restriction will be in place 24/7. • Early July through late December 2019 — Single-lane, alternating traffic will be controlled by temporary traffic lights at each end of the work zone, Monday through Friday, from 7 a.m. to 7 p.m. • Access onto and off of Ilium Road (CR 65L) and Deep Creek Road and the Galloping Goose trail system will be maintained. ence. The SNRC will transform and enhance the region’s water supply, creating a new, local source of water for the community and region. The Bunker Hill Basin will be replenished with recycled water, equipping the region with the capacity to store hundreds of millions of gallons of water for dry years. “I think it’s a great opportunity for us to deal with a progressive-thinking water district that’s looking out for the future of its constituents,” said Layne Arthur, Balfour Beatty vice president. “This happens to be a progressive design-build, which means the design and construction costs are developed together toward a target guaranteed maximum price. “You’re selected based on your qualities — the quality of the company. In the industry it’s known as quality-based selection, QBS, and combined with a pricing mechanism, but understanding that with design-build there’s never a defined scope until you finish the design. And the design-build team is selected long ahead of the design getting very far along. It’s innovative of the district to embrace a delivery method of that sort. They’re a great client.” Funding for the SNRC project has been provided through a combination of Proposition 1 — the Water Quality, Supply and Infrastructure Improvement Act of 2014 and the Clean Water State Revolving Fund through an agreement with the State Water Resources Control Board. California’s Clean Water State Revolving Fund is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds. The facility will be built in Highland on a 14-acre tract located at North Del Rosa Drive between East 5th Street and East 6th Street. The SNRC will be located on the eastern property while the Administration Center will be located on the western parcel. The collection/conveyance pipelines will be constructed along the existing rights of way. At peak periods of the construction, approximately 100 workers will be at work. There are two parts to the project and they’re divided by a street. One parcel will have the process plant where all the piping comes in. A sewer line will direct the water into the plant where it will get processed. Water nearly as clean as potable water will then be piped to a dry bed that is a basin for the area, and charges the aquifer. On the other side of the street is a parcel that will house an administration building for the process plant, as well as space for the community to learn more about water technologies and incorporate some holding ponds for some of the treated water. In addition to holding the water, they will look like ponds and serve as the setting for a park area that will be located across the street from one of the newest high schools in the area. “This project is such a big project and has such an impact across the boundaries beyond water and sewer that it really forced us and enabled us to reach out to the school district, reach out to the police departments and fire departments in the cities and find out what challenges they’re facing and hopefully try to address as many of
those challenges as possible under the project, or at least partner with them to where we are sharing,” said John Mura, general manager/CEO East Valley Water District. “Because at the end of the day, we’re all serving the same constituency. I don’t think there are going to be any delays because there is such a large amount of support and just involvement from so many different entities that there’s a lot of momentum behind it.” Peter Tymkiw, Arcadis senior vice president, called the undertaking “a fantastic project.” “Not only for the district, but for the surrounding community as well,” Tymkiw said. “We are taking wastewater and we are conveying it to a new state-of-the-art treatment plant that’s going to process the wastewater into a water quality that would be permitted for discharge into the locale, so the district could help in replenishing the groundwater in the area.” In addition to Balfour Beatty (project management/construction) and Arcadis U.S., Inc. (design manager/engineer-of-record), the project’s team includes Ruhnau Clarke Architects (architect of record), Trussell Technologies (regulatory/permitting), WSP (civil engineer) and Inframark (plant operations). That will allow us to work through the winter.” The Summit House also will feature large expanses of glass and some steel, particularly in the vestibule, but, because of the challenge of getting materials to the top, visitors won’t see the large columns and beams usually associated with similar structures at lower elevations. “The glass is what makes this building kind of dynamic,” Glavan said. “As you enter, the vestibule is a big expanse of glass. That’s for the dynamic view. On some of the directions, we’ll have shutters to protect the glass. But on the main part, the Southeast view, we couldn’t find a shutter system that wouldn’t obstruct the view. So, we’re having to test it to make sure it will meet the code. The criteria is testing for flying objects in a 270-
mi. per hour gust. They’ll shoot a 2-by-4 into the glass to make sure it won’t fail with flying objects. Isuzu Celebrates 35 Years of Isuzu Trucks in America Isuzu Commercial Truck of America Inc. celebrated the 35th anniversary of Isuzu trucks in the United States. Isuzu Truck of America Inc. was founded on March 21, 1984, and the first Isuzu truck arrived in the United States in November of that year. The KS22 model had no tilt cab and was powered by an 87-hp engine. The KS22 was quickly embraced by American truck buyers who were looking for durability, dependability and low cost of ownership in a medium-duty truck. In 1986, a little over a year after its stateside launch, Isuzu became the best-selling low-cab-forward truck in the United States, a position it has maintained ever since — an unprecedented 32 consecutive years. Today, Isuzu trucks command 73 percent of the class 3-5 U.S. LCF truck market. The current Isuzu lineup includes Class 3 through Class 5 N-Series trucks and the Class 6 FTR. Hydroseeding Stabilizes Oroville Dam During, After Crisis On Feb. 7, 2017, a 200-ft. pothole opened up in the main spillway of the Oroville Dam in northern California. With snowpack at 150 percent above normal in the Sierra mountains, and Lake Oroville still rising, officials reduced the amount of flow on the main spillway. On Feb. 12, as 188,000 residents downstream nervously watched on the news, water began tumbling over the never-before-used emergency spillway. Water crested the 1,000-ft.-long emergency spillway and began carving a path down the dirt hillside, washing debris into the Feather River below. On difficult to reach job sites, refilling hydroseeding tanks can cost valuable time. Apex hydroseed applicators are designed wider and shorter than other applicators to maximize tank capacity, allowing Selby to stay on the job and spraying longer than he ever could before. Comparable hydroseeding models are up to 4 ft. longer, extending the wheel base and decreasing maneuverability on the job site. Getting the job done on hard to reach jobs like the Oroville dam means maximizing equipment with the fewest stops possible to reload the tank. Rebuilding, Repair In May, Selby Soil Erosion Control returned to the Oroville Dam to help repair the damaged main spillway. The dam has its own quarries, concrete plants and rock crushing areas that provide construction material onsite. The repair project included creating haul roads to move material and creating level areas for the concrete plants and rock crushing plants. There also were dozens of crane pads created to access the job site up and down the spillway — each of which required cutting slopes above and below, exposing even more bare soil. Those roads and pads involved constant grading and disturbing massive amounts of dirt — Selby’s job was to make sure that dirt stayed put. Creating a zig zag of haul roads over the steep site involved cutting slopes to stabilize the roads. Selby sprayed those slopes to keep the roads in place so the unprecedented amount of heavy equipment could access the various points of the job site. Selby and his team worked through the night to repair the Oroville dam’s emergency spillway weir and ensure that any subsequent rains or spillage wouldn’t further erode the structure. Selby Soil and Erosion Control has even been brought back to provide erosion control when teams began to repair damage to the site. Residents downstream of the Oroville Dam can rest easy, knowing Selby Soil Erosion Control, armed with Apex hydroseed applicators will ensure that erosion at the Oroville dam is under control.
